विजन ऑफ इंडिया 2047 निबंध हिंदी में

15 अगस्त 1947 को आधिकारिक तौर पर हमारे भारत देश को ब्रिटिश शासन से मुक्ति मिली थी। जिसके बाद से हर वर्ष हम अपने भारत देश को एक विकसित देश बनाने के लिए प्रयासरत है। साल 2047 में हमारा भारत देश अपनी स्वतंत्रता के 100वें वर्ष का जश्न मनाएगा। ऐसे में यह विचार मन में आता है कि आखिर 2047 में भारत की कल्पना किस प्रकार की की जा सकती है। साल 2047 में भारत की कल्पना एक उच्च स्तरीय और शक्तिशाली राष्ट्र के रूप में की जानी चाहिए।

मेरी कल्पना

साल 2047 में भारत की कल्पना में हमारे भारत देश की महिलाएं सुरक्षित होंगी और वह सुरक्षित तौर पर सड़कों पर निकल सकेंगी। इसके अलावा यह एक ऐसा देश बनेगा जहां सभी को समानता का अधिकार प्राप्त होगा। यह एक ऐसा स्थान बनेगा जहां पर जाति, रंग, लिंग और स्थिति को देखकर कोई भेदभाव नहीं किया जाएगा। भारत 100 वीं आजादी की वर्षगांठ में अपने भारत को मैं विकसित और आगे बढ़ता हुआ देश देखूंगा।

शिक्षा का स्तर

हमारी भारतीय सरकार शिक्षा के प्रति कई अहम कदम उठाती है लेकिन आज भी कई लोग इसके महत्व को समझ नहीं पाते है। भारत के लिए मेरी कल्पना इस प्रकार है कि यहां हर कोई शिक्षा का पात्र बनेगा। शिक्षा से वह अपने देश का विकास करेगा।

भारतीय स्वास्थ्य और योग

भारत की कल्पना में हमारा भारत देश स्वस्थ और योग के प्रति अग्रसर होगा। 2047 में भारत के कल्पना को लेकर हमारी यही कल्पना है, हमारा भारत योग की प्राचीन स्वास्थ्य प्रणाली को अपनाएं और उसे उच्च स्तर पर आगे बढ़ाएं। हमारी कल्पना है कि हमारा आने वाला भारत योग को अपनी दिनचर्या का महत्वपूर्ण हिस्सा बनाएगा।

भ्रष्टाचार, बेरोजगारी, अशिक्षा से मुक्त भारत

2047 के भारत की कल्पना कुछ इस प्रकार है कि इस भारत में भ्रष्टाचार को कोई स्थान नहीं मिलना चाहिए। इस भारत में कोई भी व्यक्ति बेरोजगारी के चलते आत्मदाह नहीं करेगा। दर-दर भटक कर लोग रोजगार के लिए परेशान नहीं होंगे। शिक्षा के अभाव में अपने जीवन को सर्वनाश की ओर नहीं ले जाएंगे। इस भारत में हर एक व्यक्ति अच्छी शिक्षा के साथ रोजगार को प्राप्त करेगा। जिससे हमारा देश दिन प्रतिदिन उन्नति करेगा।

इस प्रकार, भारत को हम 2047 में एक नई उमंग के साथ देखना चाहते हैं। मेरी कल्पना से हमारा भारत देश भ्रष्टाचार से मुक्त और बेरोजगारी की समस्या से मुक्त भारत बनेगा। इसके अतिरिक्त हमारा भारत देश ऐसा होगा जिसमें महिलाओं को किसी भी प्रकार की सुरक्षा का डर नहीं होगा। मेरी कल्पना के अनुसार देश में आर्थिक स्तर को लेकर कोई भेदभाव नहीं किया जाएगा। सभी प्रेम व सौहार्द से एक दूसरे की सहायता करेंगे और देश की प्रगति के लिए अग्रसर होंगे।

केंद्रीय मंत्रिमंडल में मेरे सहयोगी धर्मेंद्र प्रधान जी, देश भर से हमारे साथ शामिल हुए राज्यपाल, शिक्षा जगत की जानी-मानी हस्तियां, देवियों और सज्जनों!

विकसित भारत के संकल्पों को लेकर आज का दिन बहुत महत्वपूर्ण है। मैं सभी राज्यपालों को विशेष रूप से बधाई देना चाहता हूं कि उन्होंने विकसित भारत के निर्माण से जुड़ी इस वर्कशॉप की व्यवस्था की है। आप उन सभी साथियों एक मंच पर को लेकर आए हैं, जिन पर देश की युवा शक्ति को दिशा देने की जिम्मेदारी है। शैक्षणिक संस्थानों की भूमिका व्यक्ति का विकास करना है, और व्यक्ति के विकास के माध्यम से ही राष्ट्र का निर्माण होता है। और आज भारत जिस दौर में है, उसमें व्यक्तित्व निर्माण का अभियान बहुत महत्वपूर्ण हो गया है। मैं आप सभी को वॉयस ऑफ यूथ वर्कशॉप की सफलता के लिए शुभकामनाएं देता हूं।

इतिहास हर देश को एक ऐसा दौर देता है जब वह अपनी विकास यात्रा को कई गुना आगे बढ़ाता है। एक तरह से, यह उस देश का स्वर्णिम युग (अमृतकाल) है। यह भारत के लिए स्वर्णिम युग (अमृतकाल) है। भारत के इतिहास में यह वह दौर है जब देश एक बड़ी छलांग लगाने जा रहा है। हमारे आस-पास ऐसे कई देशों के उदाहरण हैं, जिन्होंने एक निश्चित समय में इसी तरह की छलांग लगाकर खुद को विकसित किया है। इसलिए मैं कहता हूँ; यह भारत के लिए भी सही समय है। हमें इस स्वर्णिम युग के हर पल का फ़ायदा उठाना है; हमें एक पल भी बर्बाद नहीं करना है।

प्रेरणा के तौर, हम सभी ने हमसे पहले बहुत से लोगों को आजादी के लिए लंबा संघर्ष करते देखा है। जब हमने आजादी को अंतिम लक्ष्य मानते हुए, एक लक्ष्य के साथ, एक जोश और जुनून के साथ मैदान में कदम रखा, हम सफलता हासिल कर पाए। इस दौरान सत्याग्रह, क्रांति का मार्ग, स्वदेशी के प्रति जागरूकता, सामाजिक और शैक्षणिक सुधारों के प्रति चेतना, ये सभी धाराएं मिलकर स्वतंत्रता आंदोलन की ताकत बन गईं। इस अवधि के दौरान, काशी हिंदू विश्वविद्यालय जैसी कई ऐसी संस्थाएं, लखनऊ विश्वविद्यालय , विश्व भारती, गुजरात विद्यापीठ, नागपुर विश्वविद्यालय, अन्नामलाई विश्वविद्यालय, आंध्र विश्वविद्यालय, और केरल विश्वविद्यालय ने देश की चेतना को मजबूत किया। ये वो दौर था जब हर वर्ग के युवाओं में आजादी को लेकर एक नई चेतना जागृत हुई थी। ये वो दौर था जब हर वर्ग के युवाओं में आजादी को लेकर एक नई चेतना जागृत हुई थी। आजादी को समर्पित एक पूरी युवा पीढ़ी आगे आई। देश में एक विचार बना कि जो भी करना है, आजादी की खातिर करना है और अभी से करना है। कोई चरखा घुमाता था और वह भी आजादी के लिए। कोई विदेशी सामान का बहिष्कार करता था, वह भी आजादी की खातिर। कोई कविता सुनाता था, वो भी आजादी के लिए। कोई किताब या अखबार में लिखता था, वह भी आजादी के लिए।

इसी तरह आज हर व्यक्ति, हर संस्था, हर संगठन को इस संकल्प के साथ आगे बढ़ना है कि मैं जो कुछ भी करूं, वह विकसित भारत के लिए हो। आपके लक्ष्यों का लक्ष्य, आपका उद्धार केवल एक विकसित भारत होना चाहिए। एक शिक्षक के तौर पर सोचिए कि विकसित भारत के लक्ष्य को हासिल करने में देश की मदद के लिए आप क्या करेंगे? एक विश्वविद्यालय के तौर पर आपको सोचना चाहिए कि भारत का तेजी से विकास हो, इसके लिए क्या करना चाहिए? जिस क्षेत्र में आप हैं वहां क्या होना चाहिए, भारत को विकसित होने की राह पर तेजी से कैसे आगे बढ़ना चाहिए?

आप जिस भी शिक्षा संस्थान का प्रतिनिधित्व करते हैं, आपको इसी एक लक्ष्य के लिए देश की युवा ऊर्जा को दिशा देनी होगी। आपके संस्थानों में आने वाला हर युवा किसी न किसी विशेषता के साथ आता है। उनके विचारों में चाहे कितनी ही विविधता क्यों न हो, उन्हें विकसित भारत के निर्माण की धारा से जोड़ना होगा। मैं चाहूंगा कि आप सभी विकसित भारत@2047 के विज़न में योगदान देने के लिए अपनी सीमाओं से परे सोचें। ताकि अधिक से अधिक युवा देश के हर कॉलेज और विश्वविद्यालय में इस अभियान से जुड़ सकें, इसके लिए भी आपको विशेष अभियान चलाना चाहिए, नेतृत्व करना चाहिए, चीजों को सरल भाषा में व्यक्त करना चाहिए। आज विकसित भारत@2047 सेक्शन माईगव के अंदर शुरू किया गया है। इसमें विकसित भारत के विज़न के लिए विचारों का एक सेक्शन है। और क्योंकि यह विचार मेरे साथ शुरू होता है, इसे ऐसे विचारों की आवश्यकता है जो बताते हैं कि मैं खुद क्या कर सकता हूं। और जैसा कि आईडिया में 'I' पहले आता है, इंडिया में भी 'I' पहले आता है । यानी अगर हम सफलता चाहते हैं, अपने लक्ष्य को हासिल करना चाहते हैं, उचित परिणाम पाना चाहते हैं, तो इसकी शुरुआत 'I' यानी मैं से होती है। माईगव पर इस ऑनलाइन विचार पोर्टल पर 5 अलग-अलग विषयों पर सुझाव दिए जा सकते हैं। बेहतरीन 10 सुझावों के लिए इनाम की भी व्यवस्था की गई है।

जब मैं सुझावों की बात करता हूं तो आपके पास सोचने के लिए बहुत कुछ है। हमें देश में ऐसी अमर पीढ़ी तैयार करनी होगी, जो आने वाले सालों में देश की नेता बनेगी, जो देश का नेतृत्व करेगी और उसे एक दिशा देगी। हमें देश के ऐसे युवा पौधे को तैयार करना है, जो राष्ट्रहित को सबसे ऊपर रखे, अपने कर्तव्यों को सबसे ऊपर रखे। हमें सिर्फ शिक्षा और कौशल तक सीमित नहीं रहना है। एक नागरिक होने के नाते, यह सुनिश्चित करने के लिए कि देश के नागरिक 24 घंटे सतर्क रहें, इस दिशा में प्रयासों को बढ़ाना ज़रूरी है। हमें उस चेतना को समाज में लाना होगा, चाहे कैमरे लगे हों या न लगे हों, लोगों को ट्रैफिक की लाल बत्ती पार नहीं करनी चाहिए। लोगों में कर्तव्य का इतना अधिक बोध होना चाहिए कि वे समय पर ऑफिस पहुंचकर अपनी जिम्मेदारियों को पूरा करने के लिए, काम करने के लिए आगे बढ़ें। यहां जो भी प्रोडक्ट बनता है, उसकी क्वालिटी इतनी अच्छी होनी चाहिए कि उस पर मेड इन इंडिया देखकर खरीदने वाले का गौरव बढ़ जाए। जब देश का हर नागरिक, चाहे वह कोई भी भूमिका निभाए, अपने कर्तव्यों का पालन करना शुरू करेगा, तो देश भी आगे बढ़ेगा। अब यह प्राकृतिक संसाधनों के इस्तेमाल से जुड़ा विषय है। जब जल संरक्षण को लेकर गंभीरता बढ़ेगी, जब बिजली बचाने को लेकर गंभीरता बढ़ेगी, जब धरती माता को बचाने के लिए रसायनों का इस्तेमाल कम होगा, जब सार्वजनिक परिवहन के ज्यादा से ज्यादा इस्तेमाल के प्रति गंभीरता होगी, फिर समाज, देश, हर जगह इस क्षेत्र में व्यापक सकारात्मक प्रभाव पड़ेगा। ऐसे कई उदाहरण मैं आपको दे सकता हूं।

आप भी इस बात से सहमत होंगे कि ये छोटी-छोटी चीजें हैं लेकिन इनका असर बहुत बड़ा होता है। आपके सुझाव स्वच्छता के लिए सार्वजनिक आंदोलन को फिर से जीवित करने में भी महत्वपूर्ण होंगे। हमारे युवा आधुनिक जीवन शैली के दुष्प्रभावों का मुकाबला कैसे कर सकते हैं, इसके लिए आपके सुझाव महत्वपूर्ण होंगे। अपनी आभासी (वर्चुअल) दुनिया के अलावा, युवाओं के लिए यह ज़रूरी है कि वे अपने आस-पास की वास्तविक दुनिया का पता लगाएं। एक शिक्षक के रूप में, यह आपकी जिम्मेदारी है कि आप वर्तमान और आने वाली पीढ़ियों दोनों में इस तरह के कई विचार पैदा करें। आपको अपने छात्रों के लिए एक रोल मॉडल भी बनना होगा। जब नागरिक देश के कल्याण को सबसे पहले रखते हैं, तो यह एक मजबूत समाज की नींव रखता है। जैसा कि आप जानते हैं,सामाजिक दृष्टिकोण अक्सर शासन और प्रशासन में दिखाई देते हैं। शिक्षा के क्षेत्र की बात करें तो इससे जुड़े कई विषय हैं। जबकि शिक्षण संस्थान कई वर्षों के अध्ययन के बाद सर्टिफिकेट और डिग्री देते हैं, क्या हमें यह सुनिश्चित नहीं करना चाहिए कि प्रत्येक छात्र व्यावहारिक कौशल हासिल करे? उनसे जुड़ी ऐसी चर्चाएं और सुझाव ही विकसित भारत की दिशा का रास्ता साफ करेंगे। इसलिए आप हर परिसर, हर संस्थान और राज्य स्तर पर इन विषयों पर विचार-मंथन की एक व्यापक प्रक्रिया के रूप में आगे बढ़ें।

25 साल बाद साल 2047 में देश को आजादी मिले 100 साल हो जाएंगे। आने वाले 25 वर्ष देश के लिए “अमृत काल” होगा।

मेरे पास 2047 में भारत के लिए एक बड़ा दृष्टिकोण है। हमें 2047 तक भ्रष्टाचार, गरीबी, बेरोजगारी, कुपोषण और निरक्षरता की समस्याओं को दूर करना होगा।

2047 में मेरे दृष्टि का भारत एक ऐसा भारत होगा जहां घर से लेकर सड़कों, कार्यस्थल हर जगह महिलाएं सुरक्षित रहेंगी । साथ ही यह एक ऐसा स्थान होगा जहां सभी के लिए समानता की स्वतंत्रता होगी।

Vision Viksit Bharat@2047: You are the Future Drivers of the Country's Economy; Be Proactive, Act on Opportunities, and Embrace New Technologies to Contribute to the Nation's Development Union Minister for Information and Broadcasting, Anurag Singh Thakur, Addresses Youth at IMC-YLF Youth Conclave 2024

Union Minister for Information and Broadcasting, Shri Anurag Singh Thakur, virtually inaugurated the 4th edition of the IMC-YLF Youth Conclave today. Addressing the audience during the inaugural session, the Minister underlined that the nation is on the brink of its 100th year of independence. Under the leadership of Prime Minister Narendra Modi, the Union Government has  introduced 'Vision Viksit Bharat@2047,' envisioning India as a superpower, with the youth playing a pivotal role. Minister Thakur motivated the youth, stating, "You are the future drivers of the country's economy; be proactive, act on opportunities, and embrace new technologies to contribute to the nation's development."

Highlighting the role of youth in 'Vision Viksit Bharat@2047,' the Minister emphasized India's unparalleled potential, with a workforce of 547 million individuals, constituting 41% of the 1.4 billion populations, as per the Periodic Labour Force Survey 2023. Out of 1.4 billion Indians, about a billion are under the age of 35 today. By 2047, an estimated 21% of the global workforce will call India home. Shri Thakur emphasized that the youth are not only architects of the future but also custodians of the nation's aspirations, policies, and destiny.

Discussing 'Vision Viksit Bharat 2024,' the minister noted India's position as the second-largest country on the internet, with three Indians joining every minute, two of them from villages. Anticipating that 20% of the world's middle class will reside in India by 2024, Shri Thakur called upon young entrepreneurs to innovate and positively disrupt sectors like housing, education, infrastructure, water, food, health, and entertainment.

The Minister  highlighted that the Department for Promotion of Industry and Internal Trade recognizes 17 thousand startups, generating 1.3 million jobs in the last decade. Of these, 55,816 have at least one woman director, showcasing the government's commitment to startups and women empowerment. He also mentioned the 'My Yuva Bharat' platform, launched by PM Modi on October 31, 2023, empowering Indian youth for the nation's centenary of independence in 2024.

Shri Anurag Singh Thakur further reaffirmed the Government's dedication to positioning India as the content hub of the world. He emphasized India's superior human resource, technical capabilities, and incentives for pre and post-production. With a 28% annual growth rate in the OTT platform, Indian youth have the potential to showcase the nation's civilizational strength. The Minister  highlighted The Cinematograph (Amendment) Act, 2023 aiming to protect intellectual property and prevent an annual loss of 20 thousand crores in the Indian Film Industry.

The program commenced with a welcome address by Samir Somaiya, President of IMC Chamber of Commerce and Industry, emphasizing the crucial roles of youth and industry in the nation's development. The Guest of Honour, Burjis Godrej, Head of Special Projects at Godrej Agrovet Limited, highlighted that 'Vision Viksit Bharat 2024' encompasses economic growth, social progress, environmental sustainability, and good governance. He encouraged youth to contribute ideas to this vision. 

A vote of thanks was proposed by Sanjay Mariwala, Vice President of IMC Chamber of Commerce and Industry. Virtually attended by students from various universities and colleges across the country, the conclave served as a platform for motivating youth for the nation’s  development.

One of my visions for India in 2047 is that there we will see women empowered. We have currently experienced that most Indian women are not independent in terms of finance and many other important aspects. But the current Indian government has taken many impressive steps to empower the woman of our nation. As an election nears, political strife between Prime Minister Narendra Modi and opposition-held states is straining the federal formula that holds India together.

It is the final frontier for India’s most powerful leader in decades.

Narendra Modi, over his 10 years as prime minister, has made it his mission to turn a complex and diverse country of 1.4 billion people into something approaching a monolith dominated by his sweeping Hindu nationalist vision.

The news media, the national legislature, civil society, sometimes even the courts — all have largely been bent to his will. But one critical group of holdouts remains: some of India’s richest states, the engine of its rapid growth.

The future shape of the world’s largest democracy — and its economic trajectory — may rest on the power struggle that has ensued.

Mr. Modi, who is well placed to win a third term in a national election that will begin on April 19, is wielding an increasingly heavy hand in what his opponents call an unfair effort to drive out the governments of the states his party does not control.

They accuse Mr. Modi’s administration of delaying federal money for major projects; of jailing or hounding opposition leaders while shielding anyone who joins the prime minister’s party; of obstructing the delivery of basic services; and of throwing state politics into chaos.

The tensions are tearing at India’s delicate federal formula of power sharing and political competition, the glue holding the country together across 28 states and eight territories.

Regional leaders have described the behavior of the central government, which holds more power than in federal systems like the United States’, as that of a colonial overlord. In the south, the most developed and innovative part of India, officials have spoken of a “separate nation” for their region if the “patterns of injustice” continue.

Mr. Modi and his lieutenants have in turn accused the state leaders of harboring a “separatist mind-set” and pursuing politics that could “break the nation.”

India’s move toward more centralized governance could hurt its overall growth, analysts say, as such efforts have done in the past. Big national spending programs focus on basic development problems that the south mostly solved decades ago. If that region’s freedom to make investments based on its own needs is restricted, the effects could be far-reaching.

“It is ultimately self-destructive,” said P. Thiaga Rajan, a cabinet minister in the government of the southern state of Tamil Nadu.

Mr. Modi offers a simple solution: for the states governed by parties other than his Bharatiya Janata Party, or B.J.P., to come on board.

He often draws on automotive terminology to make his pitch. Those states, he says, could benefit from what he calls a “double engine” government, with one party — his own — working in sync at both the national and state levels.

If they do not comply, the states get wrench after wrench thrown into the works of their governments, officials say, making it difficult for them to deliver on election promises. The B.J.P., relentlessly expanding its base, waits in the wings.

Last month, the chief ministers of about a half-dozen states staged a dramatic demonstration near the seat of federal power in New Delhi.

With posters reading, “Our Blood, Our Sweat, Our Tax,” hanging behind them, they complained that Mr. Modi was using his outsize control over the distribution of revenues collected across India to entrench his party and hobble their own state governments.

At the same time, Mr. Modi was on a final lap of the country before the announcement of the election dates. In opposition states, he combined promises of billions of dollars in infrastructure and welfare projects with scathing criticism of the local parties.

They are scathing of him, too. They have repeatedly sued state governors appointed by New Delhi, who hold largely ceremonial roles, over complaints that they are stalling the work of elected governments.

“You’re playing with fire,” India’s chief justice, Dhananjaya Yeshwant Chandrachud, told the central government after the governor in the opposition-controlled state of Punjab repeatedly prevented legislative work. “Will we continue to be a parliamentary democracy?”

In Tamil Nadu, officials said they were struggling to expand a subway line in the capital city, Chennai, because Mr. Modi’s administration was dragging its feet on New Delhi’s share of the funding.

In Kerala, on India’s southwestern coast, the state government is suing the Modi administration over what it says are arbitrary borrowing limits that have thrown the state’s budget into disarray and delayed payments.

In the western state of Maharashtra, home to Mumbai, India’s financial and entertainment capital, Mr. Modi’s officials have splintered the state’s two largest parties through a mix of pressure from investigative agencies and offers of incentives. Such “smash and grab” politics, as critics have branded it, has paved the way for the B.J.P. to emerge as a kingmaker in a coalition government.

In the Delhi capital region, the B.J.P. appears hellbent on destroying a smaller party that swept to power promising to improve basic services. The territory’s elected government has been stripped of important powers, and federal agencies have bogged down the top leaders of the party, Aam Aadmi, in corruption cases.

The party’s deputy leader and a key cabinet minister have been in jail for over a year. On Thursday, in a dramatic nighttime raid, government agents arrested Arvind Kejriwal , the party’s leader and Delhi’s chief minister, whom they have accused of financial crimes. He is the first serving chief minister to be arrested.

The bitter political dispute in Delhi is evident in overflowing sewage in parts of the city and long lines outside government hospitals.

Aam Aadmi sought to improve hospitals in part by relying on outside contractors to enter patient data. But the plan has been caught in the crossfire between Mr. Modi’s officials and the territory’s elected government, and the contractors pulled their staff from many hospitals after salaries were delayed for months.

“In their political fighting, it is the public that suffers,” said Adit Kumar, a cloth-seller who has diabetes, who, along with his wife, was waiting outside a crowded hospital in New Delhi one recent day.

Saurabh Bhardwaj, an Aam Aadmi official in Delhi, said Mr. Modi’s intention was clear: to push the country toward one-party rule.

“You reduced the state government’s work so much that people start saying that it’s better to bring the B.J.P. and only they can deliver,” Mr. Bhardwaj said. “That means the federal structure will collapse.”

The biggest federal-state fault line pits the more prosperous south against Mr. Modi’s support base in the north.

Except for a brief period in the state of Karnataka when the B.J.P. took control by orchestrating defections, the party has been unable to win power in the five southern states.

Officials there say that Mr. Modi is trying to hold them back for their refusal to buy in to his brand of politics, including his party’s stirring of Hindu-Muslim tensions and its push to make Hindi — which is not widely spoken in the south — a national language.

The resentment is amplified by complaints that the south gets proportionally less in return for the tax money it sends to New Delhi. Because the northern states have large populations and are far behind in basic development, they get a larger share of the revenues.

There are also serious concerns in the south that the redistribution of parliamentary seats once a long-delayed national census is finally held will punish the south for its success in reducing birthrates, a key to its relative affluence.

With its earlier investments in infrastructure, education and public health — the result of a unique mix of political, cultural and historical differences in the south — the region is better placed to propel India’s ambition for high-end manufacturing . Mr. Modi’s politics-driven approach, his opponents say, could undercut his ambitions for building India into a major economic power.

The federal finance minister, Nirmala Sitharaman, rejected claims that revenues were being unfairly distributed, saying the central government was “releasing, and releasing on time,” the states’ share.

“We want every part of the country to prosper,” Mr. Modi said in Parliament after the state leaders’ protest in New Delhi, casting himself as a strong proponent of “competitive, cooperative federalism.”

In pressuring state governments, analysts say, Mr. Modi is simply exploiting structural flaws in India’s Constitution, which created a republic — a quasi-federal union of states — after the British left in 1947.

The Indian National Congress party, which ruled over India uncontested in the first decades after independence, abused the outsize constitutional powers given to the central government over fiscal matters to quash the rise of competitors.

Starting in the late 1980s, however, the decline of Congress ushered in an era of coalition politics, with regional parties finding representation in New Delhi.

This was also the period when India opened its heavily centralized economy to the free market. As growth followed, the distribution of resources was subject to more push and pull between the central and state governments.

“The emergence of regional powers made the center commit to certain principles,” said Kalaiyarasan A., an assistant professor at the Madras Institute of Development Studies. “The 1990s was a golden period of federalism.”

Today, Mr. Modi is seeking to remake Indian federalism with his “double engine” push.

In opposition-held states, Mr. Modi has offered infrastructure and welfare projects, branded with his name or that of his office, to pitch himself as India’s only driver of development and growth.

In engaging in joint projects, the state parties face a political cost: They will get the money only if they agree to the Modi branding.

And if they resist?

In 2022, Ms. Sitharaman, the finance minister, stopped at a shop in the southern state of Telangana that distributed rice rations as part of a joint program in which the central government provided the larger share of the funding. Mr. Modi’s picture was not displayed there. Ms. Sitharaman lashed out at state officials.

“This is the work that our prime minister is doing for his people,” Ms. Sitharaman said . “Our people will come and install the prime minister’s photo, and you will, as district administrator, ensure that shall not be removed, that shall not be torn, that shall not be affected.”
