Part 3: the role of newspapers, perceptions of the importance of local newspapers.

The survey indicated that newspapers play a far more complex role in the civic life of communities than many Americans believe.

On the surface, most people do not feel that their local newspaper is a key source that they rely on for local information.  For instance, when asked, “If your local newspaper no longer existed, would that have a major impact, a minor impact, or no impact on your ability to keep up with information and news about your local community?” a large majority of Americans, 69%, believe the death of their local newspaper would have no impact (39%) or only a minor impact (30%) on their ability to get local information.

Younger adults, age 18-29, were especially unconcerned. Fully 75% say their ability to get local information would not be affected in a major way by the absence of their local paper.  The same was true of heavier technology users: 74% of home broadband users say losing their paper would have no impact or only a minor impact on their ability to get local information.

Yet when asked about specific local topics and which sources they rely on for that information, it turns out that many adults are quite reliant on newspapers and their websites. Of the 16 specific local topics queried, newspapers ranked as the most, or tied as the most, relied upon source for 11 of the 16.

Local newspapers continue to be a key information source

Among all adults, newspapers were cited as the most relied-upon source or tied for most relied upon for crime, taxes, local government activities, schools, local politics, local jobs, community/neighborhood events, arts events, zoning information, local social services, and real estate/housing.

This dependence on newspapers for so many local topics sets it apart from all other sources of local news.  The internet, which was cited as the most relied upon source for five of the 16 topics, was a distant second to newspapers in terms of widespread use and value.

The problem for newspapers is that many of these topics are followed by a relatively small percentage of the public. As noted in Part 2 of this report, just 30% of adults get information about zoning, 35% about social services, 42% about local government, and 43% about real estate. Thus, overall, the total number of Americans who rely on newspapers for the local information that matters to them is smaller than is the case for other platforms such as television.   

For instance, 48% of those who get information about taxes turn to newspapers, more than double the percentage who turn to the next most popular platforms, the internet (20%) and TV news (19%).  But when translated as a percentage of all citizens, just 22% of Americans rely on newspapers for tax information. Thus, while newspapers command this subject area, most people simply do not seek out information about the subject of local taxes.

This, however, also has implications about what could happen if a newspaper in town were to disappear. If television has focused on covering weather, traffic, and breaking news, and that is what people look to this platform for, will television begin to cover taxes and zoning and education if the local newspaper no longer exists? Would new digital sources emerge to cover the hole if a local newspaper cut back its coverage or vanished altogether? And would the approach of these new sources be fully journalistic in nature?

Newspapers matter less to adults under age 40 as a local information source

Generational preferences add yet another layer of complexity. For adults under age 40, newspapers do not hold nearly the same appeal. Consider this stark difference: among all adults, newspapers are the clear top source for seven local topics (and tied with the internet as the top source for four other topics). Yet, among adults under 40 newspapers are the clear top choice for one topic, taxes, are tied with TV news for another topic, crime, and tie with the internet for four other topic areas. (The specifics of these differences are spelled out in Part 5 of this report.)

For all ages, the strength of newspapers comes from aggregating an audience by offering a wide range of information, even if each subject or story has limited audience. That model may be vital from a civic standpoint, but it is traditionally expensive and it is not clear what the incentive is to replicate it if newspapers were to disappear.

There is no doubt that Television and the computer too provide us with news. However, an account of the same news in a newspaper is more graphic and detailed.

Gazette Bengal, 1970 | In India, a British Englishman named James Augustus Hicky started a newspaper in Bengal. The year was 1780 and the paper was called Gazette Bengal. It was followed by the printing of many other newspapers such as the Madras Gazette, Calcutta Gazette and Bombay Herald.

London’s High Court has scheduled two days of hearings on Tuesday and Wednesday to decide whether WikiLeaks founder Julian Assange may appeal a United States request for extradition to stand trial on espionage charges.

Those charges carry maximum penalties of 175 years, but the real danger, says Assange’s wife Stella, is that he may suffer an inadvertent death penalty instead.

“His health is in decline, physically and mentally,” Stella Assange recently told reporters. “His life is at risk every single day he stays in prison, and if he’s extradited, he will die.”

If Wednesday’s decision goes against Assange, his legal team plans to appeal to the European Court of Human Rights – though a favourable ruling there may not come in time to stop an extradition.

Assange will not attend court due to illness, his lawyers said on Tuesday.

A British judge agreed in January 2021, ruling he should not be extradited to the US because he was likely to commit suicide in near total isolation.

“I find that the mental condition of Mr. Assange is such that it would be oppressive to extradite him to the United States of America,” judge Vanessa Baraitser said.

But the US has continued to press for his extradition.

The 17 charges of espionage from a district court in East Virginia stem from Assange’s publication in 2010 of hundreds of thousands of pages of classified US military documents on his website, WikiLeaks.

US prosecutors say Assange conspired with US intelligence analyst Chelsea Manning to hack the Pentagon’s servers to retrieve the documents.

The files, widely reported in Western media, revealed evidence of what many consider to be war crimes committed by US forces in Iraq and Afghanistan. They include video of a 2007 Apache helicopter attack in Baghdad that killed 11 people, including two Reuters journalists.

‘The most important press freedom case in the world’

Since it came to prominence in 2010, Wikileaks has become a repository for documentary evidence uncovered by government or corporate whistleblowers.

In 2013, Edward Snowden, a contractor with the US National Security Agency, leaked documents to WikiLeaks revealing that the NSA had installed digital stovepipes in the servers of email providers, and was secretly filtering private correspondence.

Three years later, millions of documents were leaked from the Panamanian offshore law firm Mossack Fonseca, revealing that corporations and public officials had set up offshore companies to evade taxes and hide money that could be used for illicit purposes.

Snowden called Assange’s case “the most important press freedom case in the world” on X, formerly Twitter, and legal experts agree.

“This case is the first in which the US government has relied on the 1917 Espionage Act as the basis for the prosecution of a publisher,” Jameel Jaffer, a professor of law and journalism at Columbia University, told Al Jazeera.

“A successful prosecution of Assange on the basis of this indictment would criminalise a great deal of the investigative journalism that is absolutely crucial to democracy,” Jaffer said, including cultivating sources, communicating with them confidentially, soliciting information from them, protecting their identities from disclosure, and publishing classified information.

“I really can’t imagine why the Biden administration would want this dangerous, short-sighted prosecution to be part of its legacy. The Justice Department should drop the Espionage Act charges, which should never have been filed in the first place.”

Although the leak happened in 2010, Assange was not prosecuted by the administration of Barack Obama, then in power.

The prosecution came from the administration of Donald Trump eight years later, and US President Joe Biden seems to be doubling down on it.

Stella Assange argued that her husband acted as a publisher in posting information beneficial to the public, and publishers have customarily not been prosecuted for doing their job.

“Julian has been indicted for receiving, possessing and communicating information to the public of evidence of war crimes committed by the US government,” Stella Assange said. “Reporting a crime is never a crime.”

But US prosecutors say he was not merely the receiver of information.

“Assange agreed to assist Manning in cracking a password stored on United States Department of Defence computers,” his indictment says. Helping to hack the Pentagon’s servers was a crime of commission that also put US intelligence sources at risk and “could be used to the injury of the United States”, said prosecutors.

‘He’s suffered enough’

In addition to upholding fundamental press freedoms, Assange’s friends and family have argued that he should be released from the charges on humanitarian grounds.

Assange has already spent seven years in the Ecuadorean embassy in London, where he sought asylum, and since 2019 has been in London’s high-security Belmarsh Prison.

Assange’s allies consider that his 11 years of imprisonment amount to punishment enough.

WikiLeaks editor Kristinn Hrafnsson called it “punishment through process”.

“It is obviously a deliberate attempt to wear him down to punish him by taking this long,” Hrafnsson recently told reporters.

Julian and Stella Assange have two sons conceived while he lived in the Ecuadorean embassy, who have only met their father behind bars.

The government of Assange’s native Australia has also asked for a rapid conclusion to the gruelling legal process.

On February 14, the federal parliament in Canberra passed a resolution supporting that Assange’s 2010 leak had “revealed shocking evidence of misconduct by the USA” and underlining “the importance of the UK and USA bringing the matter to a close so that Mr Assange can return home to his family in Australia”.

Australian Prime Minister Anthony Albanese pointed out that the resolution had the support of diverse political forces that “would have a range of views about the merits of Mr Julian Assange’s actions”.

Yet, he said, “they have come to the common view … that enough is enough and that it is time for this to be brought to a close”.

Australia “has sought to advance that position by making appropriate diplomatic representations,” Donald Rothwell, a professor of international law at the Australian National University, told Al Jazeera. “However, its ability to advance that is limited by the fact that legally and politically the matter really rests with the UK and US.”

The US also pursues Snowden under the 1917 Espionage Act, but “because he is currently a Russian citizen and living in Russia he is effectively protected from US prosecution because Russia will not extradite him,” said Rothwell.

The Extradition of Julian Assange Threatens Press Freedoms

Fourteen years ago, at a human rights conference in Oslo, I met Julian Assange. From the moment I encountered the wraithlike WikiLeaks founder, I sensed that he might be a morally dubious character. My suspicions were confirmed upon witnessing his speech at the conference, in which he listed Israel alongside Iran and China as part of a “rogue’s gallery of states” and compared the Guantánamo Bay detention facility to a Nazi concentration camp.

Nothing Mr. Assange has said or done in the intervening 14 years has altered my initial impression of him as a man unhealthily preoccupied with the shortcomings of democracies and suspiciously uninterested in the crimes of dictatorships. In the months following our meeting, WikiLeaks published hundreds of thousands of U.S. diplomatic cables and military files, collectively constituting the largest leak of classified government documents in history.

Though Mr. Assange insisted that his purpose was to expose American abuses, the leaks were also a boon to the Taliban and other authoritarian forces around the world. According to two journalists working for The Guardian, one of the newspapers that collaborated with WikiLeaks in the initial publication of these documents, Mr. Assange had to be convinced to redact the names of Afghan civilians who had cooperated with the American military. “Well, they’re informants,” Mr. Assange defiantly told them . “So if they get killed, they’ve got it coming to them. They deserve it.”

The clearest example that Mr. Assange is something less admirable than the radical transparency activist he and his supporters purport him to be is his friendly relationship with the Russian government. In 2012, Mr. Assange hosted a talk show on RT (formerly Russia Today), the Kremlin-funded propaganda network that beams conspiracy theories and anti-Western narratives around the world. The following year, WikiLeaks played a crucial role in helping the fugitive National Security Agency leaker Edward Snowden seek asylum in Moscow. And during the 2016 U.S. presidential election, while WikiLeaks worked with Russian intelligence to publish reams of hacked materials designed to damage the campaign of the Democratic nominee, Hillary Clinton, the site refused to publish “a wide-ranging trove of documents” from the Russian government detailing Moscow’s ongoing military and intelligence activities in Ukraine.

I had no sympathy for Mr. Assange when, facing extradition to Sweden in 2012 after being accused of sex crimes, he holed up in the Ecuadorean Embassy in London. Mr. Assange denied those claims, saying that they were a pretext to extradite him onward to the United States, where a grand jury had been impaneled to determine whether his receipt and publication of leaked government documents violated U.S. law. It was not until April 2019 that the Department of Justice would finally unseal an indictment against Mr. Assange, charging him with conspiring to hack Pentagon computers. By that point, Mr. Assange had overstayed his welcome with his long-suffering Ecuadorean hosts, who forfeited him to British police.

While Mr. Assange may well have committed a crime by assisting the former U.S. soldier Chelsea Manning to break into government computer systems in 2010, a superseding indictment handed down a month after his arrest and charging him with multiple counts of violating the 1917 Espionage Act — crimes for which, if found guilty, he could face up to 175 years in prison — constitutes a serious threat to the First Amendment. With Mr. Assange set to appeal his extradition to the United States this week, it is not too late for the U.S. government to reconsider this ill-advised prosecution.

According to the government’s indictment, Mr. Assange “encouraged sources to (i) circumvent legal safeguards on information; (ii) provide that protected information to WikiLeaks for public dissemination; and (iii) continue the pattern of illegally procuring and providing protected information to WikiLeaks for distribution to the public.” These might sound like nefarious activities. But they are what journalists, particularly those covering national security affairs, do every day: surreptitiously speak with government officials who have access to classified information, persuade them to share it, and publish the fruits of their investigative labors so that citizens are better informed.

While the Espionage Act has been used rarely against those who leak classified information, never — until now — has the government cited it against someone who publishes that information. Even though senior members of the Obama administration publicly criticized WikiLeaks and privately debated whether to prosecute Mr. Assange, they ultimately refrained from doing so on the understanding that such an action would undermine the First Amendment. The government’s approach shifted dramatically during the Trump administration, which initiated the prosecution of Mr. Assange, and has unfortunately continued under the Biden administration, which is upholding the case it inherited from its predecessor.

Cognizant of how its prosecution of Mr. Assange under the Espionage Act could be used to target journalists for their everyday activities, the assistant attorney general who announced the charges against him in 2019 insisted that Mr. Assange “is no journalist.” But the Constitution does not define who qualifies as a journalist, nor does it bestow any such power upon the U.S. government. As the Supreme Court justice Byron White wrote in a 1973 decision , the “liberty of the press is the right of the lonely pamphleteer who uses carbon paper or a mimeograph just as much as of the large metropolitan publisher who utilizes the latest photocomposition methods.”

I find Mr. Assange’s ideology loathsome and his methods reckless. But the First Amendment wasn’t written to protect only those whose ideas, and means of expressing them, we find agreeable. As such, the continued prosecution of Mr. Assange under the Espionage Act constitutes a dangerous escalation in the government’s attempt to hinder free expression. In 1973, two years after the Supreme Court defended this newspaper’s right to publish the Pentagon Papers, a pair of eminent legal scholars referred to the Espionage Act as a “ loaded gun ” pointed at the media. That this legal weapon is now being aimed at an individual as unsympathetic as Julian Assange makes it no less of a threat to freedom of the press.

Trump moves to dismiss his classified documents indictment, citing presidential immunity

Former President Donald Trump on Thursday urged a federal judge to dismiss his classified documents case in Florida on the basis of presidential immunity, according to a court filing.

"President Trump’s alleged decision to designate records as personal under the PRA and cause them to be removed from the White House — which underlies Counts 1 through 32 of the Superseding Indictment — was an official act by the incumbent president," the former president's attorneys wrote in court papers filed in federal court in West Palm Beach, Florida.

“President Trump is entitled to immunity for this official act and that must include immunity from criminal prosecution,” they added.

Trump publicly filed three other motions on Thursday night arguing the charges against him should be dismissed due to the vagueness of a statute Trump was charged with as it relates to presidents, the alleged unconstitutionality of special counsel appointments, and the Presidential Records Act.

Trump's attorneys filed three additional motions that were emailed privately to the court for redaction review.

Trump’s attorneys indicated in a  filing last month that they’ll argue prosecutors carried out a “politically motivated and biased” probe into his handling of classified documents in an effort to tarnish his 2024 bid.

The former president has pleaded not guilty to charges that accuse him of willfully retaining national defense information in connection with classified documents that were uncovered at his Florida estate more than a year after he left office and allegedly ordering a Mar-a-Lago staffer to delete security video at the property.

Co-defendants Walt Nauta, a top aide, and Carlos De Oliveira, a maintenance supervisor at Mar-a-Lago, have pleaded not guilty to charges stemming from allegations that they, too, were involved in an effort to delete security footage.

De Oliveira also filed a motion to dismiss his charges earlier on Thursday.

A federal appeals court rejected a similar immunity argument from Trump this month in his federal election case in Washington, D.C., which was also brought by special counsel Jack Smith’s office.

A spokesperson for Smith's office, Peter Carr, said Friday morning that the office declined to comment on Trump's motions.

A panel for U.S. Circuit Court of Appeals for the District of Columbia found in that case that there was no basis for Trump’s claims of blanket immunity for any acts committed while in office.

Trump has appealed that ruling to the Supreme Court. He has pleaded not guilty.

From ways to store important documents to the right ways to destroy them

Know what you need

“In most cases the only documents you need to keep at home are important ID documents such as a passport, driving licence and birth certificate,” says John Webb, the consumer affairs manager at the credit reference agency Experian.

Most other documents can be stored more safely in digital format.

If you need to complete a self-assessment tax return, for example, there are certain documents you must keep, in case HM Revenue and Customs wants to check that the amount of tax you paid tallies with your records. These include any documents related to your finances, such as interest payments, or connected to pay and employment, such as a P45 and P60, as well as details of benefits payments.

HMRC does not stipulate how you should store these – you can choose to keep paper or digital records, or use book-keeping software. But it does specify for how long you should keep them – it could be up to five years if you are self-employed.

If you complete a tax return on or before the deadline, the rules state that you should keep your records for at least 22 months after the end of the tax year the tax return is for. If you submit your tax return after the deadline, you need to keep records for 15 months after the date on which you submitted it. If you are self-employed , you need to keep your records for five years after the 31 January submission deadline for the tax year in question.

“People should take advantage of the banks’ offers to send statements electronically, whether that means by email or accessing them through banking apps or via secure logins,” says Steve Goddard, a fraud subject matter expert at Featurespace, a technology company that specialises in combating fraud and financial crime.

“You don’t need to have your bank statements, or any sort of sensitive documents, sent to you directly,” he adds. The same goes for utility bills and salary details.

However, there are circumstances in which you may need to produce them, of course. “When you apply for credit, companies might ask for bills or statements to confirm your identity. This can be common when you apply for a mortgage. They usually ask for ones that are dated within the last three months,” Webb says.

But, he says, many companies will accept electronic versions of these bills or statements, so you don’t need to keep these around your house. “If they do request an original, you can in most cases request one to be sent to you when you need it.”

If you still receive financial or other confidential documents in the post from time to time, consider photographing or scanning them to store online, and then destroying the hard copies.

Store safely – online and offline

“It’s a good idea not to walk around with your important documents and your ID together, or leave them in your car,” Webb says.

Similarly, he says, keep paperwork locked up and out of the way at home – not lying around on the kitchen table. “Don’t underestimate what level of information is useful to a criminal – any sort of information that they can gather, they can use to impersonate you or create a synthetic ID.”

While it may be tidy to keep all your admin in one drawer in one room of the house, experts say it is wise to keep documents in different places. Storing everything together in one place would make things very easy for someone looking to steal your personal information.

It is just as important to take care of digital admin, Webb says. “If you decide to store electronic copies of documents, then it is important to make sure your device is password-protected. So don’t carry around a USB drive with all your important documents on,” he says.

Destroy old documents

“It’s important to carefully destroy any documents that contain personal information before you dispose of them,” Webb says. “Throwing these out intact could result in your information ending up in the wrong hands, and if a fraudster does get hold of your personal details, you could be more likely to become a victim of ID fraud.”

A paper shredder

If you do still regularly receive paper statements or other documents, he adds, it may be worthwhile investing in a shredder so you can destroy them properly before throwing them out. Consider a cross-cut shredder if possible. These cut paper into smaller pieces and make it more difficult to piece together documents than a standard strip-cut machine.

“Shred your documents,” Goddard agrees. “And that includes things like postage labels you get on a delivery from Amazon, which have your address and details all over them. You need to make sure you take those labels off and destroy them, or alternatively use a thick marker pen to obscure the details.”

If you are faced with large quantities of confidential documents, perhaps because you run a business from home, or you are dealing with a loved one’s affairs after a bereavement, it might make sense to outsource your shredding.

There are many services that will provide you with a sealable bag for confidential waste, then collect and shred your documents in an industrial machine. Costs and quantities vary – for example, Squab Shredding in Leamington Spa, Warwickshire, charges £7 for a bag of up to 16kg, with no minimum quantity.

It is not only hard copies that should be destroyed – digital copies should be securely deleted when you no longer need them.

Monitor your credit rating

There are a number of warning signs that could show your personal documents have been used by people seeking to steal from you or to apply for credit in your name.

Check bank statements and look out for payments you don’t recall making.

Be vigilant if official letters you are expecting go missing in the post – it could mean your correspondence is being redirected to a fraudster.

Equally, if you receive letters or emails about products or services you never requested, alarm bells should go off. If you have a credit application refused unexpectedly, it might mean multiple applications have been made by someone using your name.

“It’s worth checking your free credit report with all three credit reference agencies [Experian, Equifax and TransUnion] at least once a year” Webb says.
