Technologies are becoming increasingly complicated and increasingly interconnected. Cars, airplanes, medical devices, financial transactions, and electricity systems all rely on more computer software than they ever have before, making them seem both harder to understand and, in some cases, harder to control. Government and corporate surveillance of individuals and information processing relies largely on digital technologies and artificial intelligence, and therefore involves less human-to-human contact than ever before and more opportunities for biases to be embedded and codified in our technological systems in ways we may not even be able to identify or recognize. Bioengineering advances are opening up new terrain for challenging philosophical, political, and economic questions regarding human-natural relations. Additionally, the management of these large and small devices and systems is increasingly done through the cloud, so that control over them is both very remote and removed from direct human or social control. The study of how to make technologies like artificial intelligence or the Internet of Things “explainable” has become its own area of research because it is so difficult to understand how they work or what is at fault when something goes wrong (Gunning and Aha 2019) .

This growing complexity makes it more difficult than ever—and more imperative than ever—for scholars to probe how technological advancements are altering life around the world in both positive and negative ways and what social, political, and legal tools are needed to help shape the development and design of technology in beneficial directions. This can seem like an impossible task in light of the rapid pace of technological change and the sense that its continued advancement is inevitable, but many countries around the world are only just beginning to take significant steps toward regulating computer technologies and are still in the process of radically rethinking the rules governing global data flows and exchange of technology across borders.

These are exciting times not just for technological development but also for technology policy—our technologies may be more advanced and complicated than ever but so, too, are our understandings of how they can best be leveraged, protected, and even constrained. The structures of technological systems as determined largely by government and institutional policies and those structures have tremendous implications for social organization and agency, ranging from open source, open systems that are highly distributed and decentralized, to those that are tightly controlled and closed, structured according to stricter and more hierarchical models. And just as our understanding of the governance of technology is developing in new and interesting ways, so, too, is our understanding of the social, cultural, environmental, and political dimensions of emerging technologies. We are realizing both the challenges and the importance of mapping out the full range of ways that technology is changing our society, what we want those changes to look like, and what tools we have to try to influence and guide those shifts.

Technology can be a source of tremendous optimism. It can help overcome some of the greatest challenges our society faces, including climate change, famine, and disease. For those who believe in the power of innovation and the promise of creative destruction to advance economic development and lead to better quality of life, technology is a vital economic driver (Schumpeter 1942) . But it can also be a tool of tremendous fear and oppression, embedding biases in automated decision-making processes and information-processing algorithms, exacerbating economic and social inequalities within and between countries to a staggering degree, or creating new weapons and avenues for attack unlike any we have had to face in the past. Scholars have even contended that the emergence of the term technology in the nineteenth and twentieth centuries marked a shift from viewing individual pieces of machinery as a means to achieving political and social progress to the more dangerous, or hazardous, view that larger-scale, more complex technological systems were a semiautonomous form of progress in and of themselves (Marx 2010) . More recently, technologists have sharply criticized what they view as a wave of new Luddites, people intent on slowing the development of technology and turning back the clock on innovation as a means of mitigating the societal impacts of technological change (Marlowe 1970) .

At the heart of fights over new technologies and their resulting global changes are often two conflicting visions of technology: a fundamentally optimistic one that believes humans use it as a tool to achieve greater goals, and a fundamentally pessimistic one that holds that technological systems have reached a point beyond our control. Technology philosophers have argued that neither of these views is wholly accurate and that a purely optimistic or pessimistic view of technology is insufficient to capture the nuances and complexity of our relationship to technology (Oberdiek and Tiles 1995) . Understanding technology and how we can make better decisions about designing, deploying, and refining it requires capturing that nuance and complexity through in-depth analysis of the impacts of different technological advancements and the ways they have played out in all their complicated and controversial messiness across the world.

These impacts are often unpredictable as technologies are adopted in new contexts and come to be used in ways that sometimes diverge significantly from the use cases envisioned by their designers. The internet, designed to help transmit information between computer networks, became a crucial vehicle for commerce, introducing unexpected avenues for crime and financial fraud. Social media platforms like Facebook and Twitter, designed to connect friends and families through sharing photographs and life updates, became focal points of election controversies and political influence. Cryptocurrencies, originally intended as a means of decentralized digital cash, have become a significant environmental hazard as more and more computing resources are devoted to mining these forms of virtual money. One of the crucial challenges in this area is therefore recognizing, documenting, and even anticipating some of these unexpected consequences and providing mechanisms to technologists for how to think through the impacts of their work, as well as possible other paths to different outcomes (Verbeek 2006) . And just as technological innovations can cause unexpected harm, they can also bring about extraordinary benefits—new vaccines and medicines to address global pandemics and save thousands of lives, new sources of energy that can drastically reduce emissions and help combat climate change, new modes of education that can reach people who would otherwise have no access to schooling. Regulating technology therefore requires a careful balance of mitigating risks without overly restricting potentially beneficial innovations.

Nations around the world have taken very different approaches to governing emerging technologies and have adopted a range of different technologies themselves in pursuit of more modern governance structures and processes (Braman 2009) . In Europe, the precautionary principle has guided much more anticipatory regulation aimed at addressing the risks presented by technologies even before they are fully realized. For instance, the European Union’s General Data Protection Regulation focuses on the responsibilities of data controllers and processors to provide individuals with access to their data and information about how that data is being used not just as a means of addressing existing security and privacy threats, such as data breaches, but also to protect against future developments and uses of that data for artificial intelligence and automated decision-making purposes. In Germany, Technische Überwachungsvereine, or TÜVs, perform regular tests and inspections of technological systems to assess and minimize risks over time, as the tech landscape evolves. In the United States, by contrast, there is much greater reliance on litigation and liability regimes to address safety and security failings after-the-fact. These different approaches reflect not just the different legal and regulatory mechanisms and philosophies of different nations but also the different ways those nations prioritize rapid development of the technology industry versus safety, security, and individual control. Typically, governance innovations move much more slowly than technological innovations, and regulations can lag years, or even decades, behind the technologies they aim to govern.

In addition to this varied set of national regulatory approaches, a variety of international and nongovernmental organizations also contribute to the process of developing standards, rules, and norms for new technologies, including the International Organization for Standardization­ and the International Telecommunication Union. These multilateral and NGO actors play an especially important role in trying to define appropriate boundaries for the use of new technologies by governments as instruments of control for the state.

At the same time that policymakers are under scrutiny both for their decisions about how to regulate technology as well as their decisions about how and when to adopt technologies like facial recognition themselves, technology firms and designers have also come under increasing criticism. Growing recognition that the design of technologies can have far-reaching social and political implications means that there is more pressure on technologists to take into consideration the consequences of their decisions early on in the design process (Vincenti 1993; Winner 1980) . The question of how technologists should incorporate these social dimensions into their design and development processes is an old one, and debate on these issues dates back to the 1970s, but it remains an urgent and often overlooked part of the puzzle because so many of the supposedly systematic mechanisms for assessing the impacts of new technologies in both the private and public sectors are primarily bureaucratic, symbolic processes rather than carrying any real weight or influence.

Technologists are often ill-equipped or unwilling to respond to the sorts of social problems that their creations have—often unwittingly—exacerbated, and instead point to governments and lawmakers to address those problems (Zuckerberg 2019) . But governments often have few incentives to engage in this area. This is because setting clear standards and rules for an ever-evolving technological landscape can be extremely challenging, because enforcement of those rules can be a significant undertaking requiring considerable expertise, and because the tech sector is a major source of jobs and revenue for many countries that may fear losing those benefits if they constrain companies too much. This indicates not just a need for clearer incentives and better policies for both private- and public-sector entities but also a need for new mechanisms whereby the technology development and design process can be influenced and assessed by people with a wider range of experiences and expertise. If we want technologies to be designed with an eye to their impacts, who is responsible for predicting, measuring, and mitigating those impacts throughout the design process? Involving policymakers in that process in a more meaningful way will also require training them to have the analytic and technical capacity to more fully engage with technologists and understand more fully the implications of their decisions.

At the same time that tech companies seem unwilling or unable to rein in their creations, many also fear they wield too much power, in some cases all but replacing governments and international organizations in their ability to make decisions that affect millions of people worldwide and control access to information, platforms, and audiences (Kilovaty 2020) . Regulators around the world have begun considering whether some of these companies have become so powerful that they violate the tenets of antitrust laws, but it can be difficult for governments to identify exactly what those violations are, especially in the context of an industry where the largest players often provide their customers with free services. And the platforms and services developed by tech companies are often wielded most powerfully and dangerously not directly by their private-sector creators and operators but instead by states themselves for widespread misinformation campaigns that serve political purposes (Nye 2018) .

Since the largest private entities in the tech sector operate in many countries, they are often better poised to implement global changes to the technological ecosystem than individual states or regulatory bodies, creating new challenges to existing governance structures and hierarchies. Just as it can be challenging to provide oversight for government use of technologies, so, too, oversight of the biggest tech companies, which have more resources, reach, and power than many nations, can prove to be a daunting task. The rise of network forms of organization and the growing gig economy have added to these challenges, making it even harder for regulators to fully address the breadth of these companies’ operations (Powell 1990) . The private-public partnerships that have emerged around energy, transportation, medical, and cyber technologies further complicate this picture, blurring the line between the public and private sectors and raising critical questions about the role of each in providing critical infrastructure, health care, and security. How can and should private tech companies operating in these different sectors be governed, and what types of influence do they exert over regulators? How feasible are different policy proposals aimed at technological innovation, and what potential unintended consequences might they have?

Conflict between countries has also spilled over significantly into the private sector in recent years, most notably in the case of tensions between the United States and China over which technologies developed in each country will be permitted by the other and which will be purchased by other customers, outside those two countries. Countries competing to develop the best technology is not a new phenomenon, but the current conflicts have major international ramifications and will influence the infrastructure that is installed and used around the world for years to come. Untangling the different factors that feed into these tussles as well as whom they benefit and whom they leave at a disadvantage is crucial for understanding how governments can most effectively foster technological innovation and invention domestically as well as the global consequences of those efforts. As much of the world is forced to choose between buying technology from the United States or from China, how should we understand the long-term impacts of those choices and the options available to people in countries without robust domestic tech industries? Does the global spread of technologies help fuel further innovation in countries with smaller tech markets, or does it reinforce the dominance of the states that are already most prominent in this sector? How can research universities maintain global collaborations and research communities in light of these national competitions, and what role does government research and development spending play in fostering innovation within its own borders and worldwide? How should intellectual property protections evolve to meet the demands of the technology industry, and how can those protections be enforced globally?

These conflicts between countries sometimes appear to challenge the feasibility of truly global technologies and networks that operate across all countries through standardized protocols and design features. Organizations like the International Organization for Standardization, the World Intellectual Property Organization, the United Nations Industrial Development Organization, and many others have tried to harmonize these policies and protocols across different countries for years, but have met with limited success when it comes to resolving the issues of greatest tension and disagreement among nations. For technology to operate in a global environment, there is a need for a much greater degree of coordination among countries and the development of common standards and norms, but governments continue to struggle to agree not just on those norms themselves but even the appropriate venue and processes for developing them. Without greater global cooperation, is it possible to maintain a global network like the internet or to promote the spread of new technologies around the world to address challenges of sustainability? What might help incentivize that cooperation moving forward, and what could new structures and process for governance of global technologies look like? Why has the tech industry’s self-regulation culture persisted? Do the same traditional drivers for public policy, such as politics of harmonization and path dependency in policy-making, still sufficiently explain policy outcomes in this space? As new technologies and their applications spread across the globe in uneven ways, how and when do they create forces of change from unexpected places?

These are some of the questions that we hope to address in the Technology and Global Change section through articles that tackle new dimensions of the global landscape of designing, developing, deploying, and assessing new technologies to address major challenges the world faces. Understanding these processes requires synthesizing knowledge from a range of different fields, including sociology, political science, economics, and history, as well as technical fields such as engineering, climate science, and computer science. A crucial part of understanding how technology has created global change and, in turn, how global changes have influenced the development of new technologies is understanding the technologies themselves in all their richness and complexity—how they work, the limits of what they can do, what they were designed to do, how they are actually used. Just as technologies themselves are becoming more complicated, so are their embeddings and relationships to the larger social, political, and legal contexts in which they exist. Scholars across all disciplines are encouraged to join us in untangling those complexities.

Technological determinism is a theory that the development of both social structures and cultural values driven by the society’s technology. The term is believed to have been invented by an American Sociologist, Thorstein Veblen (1857-1929). Technological momentum is also a theory that states the relationship between the society and technology over a period. It was coined by Thomas P. Hughes a Historian of technology. Hughes believes in having two distinct models to see how technology and society interact, he claims that the new, upcoming technologies are the one that affects the society. These technologies are brought up in ways that they are lasting and irremediable, and the society has to change to be able to survive.

Technology and the human community have drastically grown together given the fact that, technology puts the human community on its toes each and every second. Time is the unifying factor between the social and technological determinism. Social claims that the societies have the power to control how technology will develop and uses are true. When technology is still young, the society has control over it and can easily mould it to fit its suitability. Although, when it has matured, the society will be the one to adjust to accommodate to the new technology. The current technology has increasingly improved the education sector. According to Thomas Edison State College “technology has improved the ability to do research and elevates our knowledge on contemporary problems and extends our ability to address those issues with scope and depth”. Education research has become easier, and fun to do with the new technology, which makes it faster to acquire required materials for use. However, technology cannot work independently it requires knowledge on cultural values to be able to compliment it (Murphie & Potts 19).

In relation to cultural values and history, technology had to be there even in the ancient time where hunting tools, sculptures and jewelry were being shaped and decorated either by curving or painting.

Currently in leadership, technology has demonstrated a great deal of importance in numerous occasions, like in the case of Second World War. Nazi Germany with the use of technology like new rockets and jet planes achieved technological innovations, although he did not change the fate of the war. It would have been different if the innovation had come earlier and would have determined the momentum (Feenberg 2003). Technology has also improved the communication standards, accountability and accessibility. Leaders can be easily reached through the availability of Internet, telephones and fax machines. Therefore, it is imperative for leaders to gain knowledge and understanding of vast technological advancements and how they help in managerial and decision making processes.

Technology and human interaction are things that need to be advocated in institutions and professions because they have changed thinking patterns and mode of presentation. This accommodates the needs and preferences of individuals in the society, which includes the disabled and physically challenged. Technology influence on humanity has affected all sectors in marketing (private, public, off line and or on-line). This intersection has disrupted old models of business, industrial theories and systems of belief underpinning ancient knowledge and concepts (Croteau & Hoynes 305). This has promoted movement comprehension curves and results in the creation of meaning and significance from changes emerging in technology and human interaction.

Technology, on the other hand, can also affect negatively in other cases, for example, in a war, where destructive technology is used by the major technological powers of Soviet Union and United States in the cold war. They could not achieve clear victories because it would destroy everything and nothing would be left to win. In other cases, executive members of a given firm use this media (Croteau & Hoynes 306) in confronting sub-ordinate staff members and harass female counterparts’ sub-ordinate staff members and harass female counterparts sexually. This has affected working conditions negatively and hence, production is hampered.

Civilization and technology work hand in hand. Therefore, in order to achieve some of the civilization, technology has to be in place first. Some historians believe that the higher the technology the influential the civilization will be to the neighboring cultures (Murphie & Potts 21). Technology has made life easier like in the availability of ATM’s, which has made society able to access the banking services faster and conveniently. The changes currently seen in the society is due to the arising technology. For example, in the ancient history, communication used to be in the form of signs (smoke, sounds among others). Unlike today, where people communicate through email thus, negatively affecting the social life of the human community since people rarely meet.

In conclusion, technology has brought both positive and negative effects in the human community. Although it has some negative factors, we cannot do without it because it has become a requirement. In the current world, one cannot live without a mobile phone. Although, having it also have some negative factors like wave radiation, which can affect the human health after using it for long. This has also brought forth the use of other technology to reduce radiation of the wave to the human body to allow him use the mobile phone more. This shows that technology and humanity co-exist with each other.

The utilization of technology to create and maintain relationships among people has become commonplace. According to the Pew Research Center, the percentage of American adults who own a tablet computer increased from 3 percent in 2010 to 45 percent in 2015, and the percentage of American adults who own a cell phone increased from 53 percent in 2000 to 92 percent in 2015. Furthermore, in 2015, 76 percent of online adults used some type of social networking site, compared to 8 percent in 2005. Technology is often introduced into a social system with the stated intention of making life easier for people. As technology becomes more pervasive in everyday life, the assessment of technology’s presence in relationships and its impact on how humans interact with one another is an emerging area of study. There are many perspectives on the relationship between technology and human interactions and relationships. It is purported that the integration of technologies in everyday life can have profound effects on human relationships, in both positive and negative ways. More notably, technologies impact on or interfere with how individuals engage in interpersonal relationships, behave within relationships, and project feelings and meanings including displays of emotions and love. Essentially, the new technological landscape now connects to what it means to be human.

This section presents a sample of early works that guided research into the fostering of relationships and interpersonal interactions through technology. Kiesler, et al. 1984 looks beyond the efficiency and technical capabilities of computer communication technologies and provides insight into the psychological, social, and cultural significance of technology. Jones 1994 provides a comprehensive examination of the varying aspects of social relationships in cyberspace. Preliminary studies that provide best-practice recommendations for the adoption of technology-based intervention in social work practice include Pardeck and Schulte 1990 ; Cwikel and Cnaan 1991 ; Schopler, et al. 1998 ; and Gonchar and Adams 2000 . Lea and Spears 1995 ; Kraut, et al. 1998 ; and Nie and Erbring 2000 offer early insight into how the Internet began to shape the way humans interact.

These authors consider ethical dilemmas brought about by the use of information technology in social work practice. They examine the effects on the client–worker relationship of the use of client databases, expert systems, therapeutic programs, and telecommunications.

Gonchar, Nancy, and Joan R. Adams. 2000. Living in cyberspace: Recognizing the importance of the virtual world in social work assessments. Journal of Social Work Education 36:587–600.

Utilizing the person-in-environment approach, this source explores the opportunities online communication provides individuals in fostering relationships, either healthy or unhealthy.

Explores the construction, maintenance, and mediation of emerging cybersocieties. Aspects of social relationships generated by computer-mediated communication are discussed.

The Impact of Digital Technologies

Technologies can help make our world fairer, more peaceful, and more just. Digital advances can support and accelerate achievement of each of the 17 Sustainable Development Goals – from ending extreme poverty to reducing maternal and infant mortality, promoting sustainable farming and decent work, and achieving universal literacy. But technologies can also threaten privacy, erode security and fuel inequality. They have implications for human rights and human agency. Like generations before, we – governments, businesses and individuals – have a choice to make in how we harness and manage new technologies.

A DIGITAL FUTURE FOR ALL?

Digital technologies have advanced more rapidly than any innovation in our history – reaching around 50 per cent of the developing world’s population in only two decades and transforming societies. By enhancing connectivity, financial inclusion, access to trade and public services, technology can be a great equaliser.

In the health sector, for instance, AI-enabled frontier technologies are helping to save lives, diagnose diseases and extend life expectancy. In education, virtual learning environments and distance learning have opened up programmes to students who would otherwise be excluded. Public services are also becoming more accessible and accountable through blockchain-powered systems, and less bureaucratically burdensome as a result of AI assistance.Big data can also support more responsive and accurate policies and programmes.

However, those yet to be connected remain cut off from the benefits of this new era and remain further behind. Many of the people left behind are women, the elderly, persons with disabilities or from ethnic or linguistic minorities, indigenous groups and residents of poor or remote areas. The pace of connectivity is slowing, even reversing, among some constituencies. For example, globally, the proportion of women using the internet is 12 per cent lower than that of men. While this gap narrowed in most regions between 2013 and 2017, it widened in the least developed countries from 30 per cent to 33 per cent.

The use of algorithms can replicate and even amplify human and systemic bias where they function on the basis of data which is not adequately diverse. Lack of diversity in the technology sector can mean that this challenge is not adequately addressed.

THE FUTURE OF WORK

Throughout history, technological revolutions have changed the labour force: creating new forms and patterns of work, making others obsolete, and leading to wider societal changes. This current wave of change is likely to have profound impacts. For example, the International Labour Organization estimates that the shift to a greener economy could create 24 million new jobs globally by 2030 through the adoption of sustainable practices in the energy sector, the use of electric vehicles and increasing energy efficiency in existing and future buildings.

Meanwhile, reports by groups such as McKinsey suggest that 800 million people could lose their jobs to automation by 2030 , while polls reveal that the majority of all employees worry that they do not have the necessary training or skills to get a well-paid job.

There is broad agreement that managing these trends will require changes in our approach to education, for instance, by placing more emphasis on science, technology, engineering, and maths; by teaching soft skills, and resilience; and by ensuring that people can re-skill and up-skill throughout their lifetimes. Unpaid work, for example childcare and elderly care in the home, will need to be better supported, especially as with the shifting age profile of global populations, the demands on these tasks are likely to increase.

THE FUTURE OF DATA

Today, digital technologies such as data pooling and AI are used to track and diagnose issues in agriculture, health, and the environment, or to perform daily tasks such as navigating traffic or paying a bill. They can be used to defend and exercise human rights – but they can also be used to violate them, for example, by monitoring our movements, purchases, conversations and behaviours. Governments and businesses increasingly have the tools to mine and exploit data for financial and other purposes.

However, personal data would become an asset to a person, if there were a formula for better regulation of personal data ownership. Data-powered technology has the potential to empower individuals, improve human welfare, and promote universal rights, depending on the type of protections put in place.

THE FUTURE OF SOCIAL MEDIA

Social media connects almost half of the entire global population . It enables people to make their voices heard and to talk to people across the world in real time. However, it can also reinforce prejudices and sow discord, by giving hate speech and misinformation a platform, or by amplifying echo chambers.

In this way, social media algorithms can fuel the fragmentation of societies around the world. And yet they also have the potential to do the opposite.

THE FUTURE OF CYBERSPACE

How to manage these developments is the subject of much discussion – nationally and internationally – at a time when geopolitical tensions are on the rise. The UN Secretary-General has warned of a ‘great fracture’ between world powers, each with their own internet and AI strategy, as well as dominant currency, trade and financial rules and contradictory geopolitical and military views. Such a divide could establish a digital Berlin Wall. Increasingly, digital cooperation between states – and a universal cyberspace that reflects global standards for peace and security, human rights and sustainable development – is seen as crucial to ensuring a united world. A ‘global commitment for digital cooperation’ is a key recommendation by the Secretary-General’s High-level Panel on Digital Cooperation .

Going digital: how technology use may influence human brains and behavior

The digital revolution has changed, and continues to change, our world and our lives. Currently, major aspects of our lives have moved online due to the coronavirus pandemic, and social distancing has necessitated virtual togetherness. In a synopsis of 10 articles we present ample evidence that the use of digital technology may influence human brains and behavior in both negative and positive ways. For instance, brain imaging techniques show concrete morphological alterations in early childhood and during adolescence that are associated with intensive digital media use. Technology use apparently affects brain functions, for example visual perception, language, and cognition. Extensive studies could not confirm common concerns that excessive screen time is linked to mental health problems, or the deterioration of well-being. Nevertheless, it is important to use digital technology consciously, creatively, and sensibly to improve personal and professional relationships. Digital technology has great potential for mental health assessment and treatment, and the improvement of personal mental performance.


La revolución digital ha cambiado y continúa cambiando nuestro mundo y nuestras vidas. Actualmente, los principales aspectos de nuestras vidas han migrado hacia el funcionamiento “online” debido a la pandemia del coronavirus, y el distanciamiento social ha requerido de cercanías virtuales. En una sinopsis de 10 artículos, se presenta una amplia evidencia de que el empleo de la tecnología digital puede influir en el cerebro y en el comportamiento humano de manera negativa y positiva. Por ejemplo, las técnicas de imágenes cerebrales muestran alteraciones morfológicas concretas en la primera infancia y durante la adolescencia, las cuales están asociadas con el empleo intenso de medios digitales. En apariencia, la utilización de la tecnología afecta las funciones cerebrales, como la percepción visual, el lenguaje y la cognición. Numerosos estudios no pudieron confirmar las preocupaciones comunes en cuanto a que el tiempo excesivo de pantalla esté relacionado con problemas de salud mental o el deterioro del bienestar. Sin embargo, es importante emplear la tecnología digital de manera consciente, creativa y sensata para mejorar las relaciones personales y profesionales. Par exemple,l’imagerie cérébrale montre des altérations morphologiques concrètes apparaissant tôt dans l’enfance et pendant l’adolescence lors d’une pratique intensive des media numériques. Cela concernerait certaines fonctions cérébrales comme la perception visuelle, le langage et la cognition. Des études approfondies n’ont pas confirmé les inquiétudes courantes quant aux répercussions d’un temps excessif passé devant un écran en termes de santé mentale ou de qualité de vie. Il est néanmoins important de privilégier une utilisation consciente, créative et raisonnable des technologies numériques afin d’améliorer les relations personnelles et professionnelles. Ces technologies ont un grand potentiel dans l’évaluation et le traitement de la santé mentale ainsi que dans l’amélioration des performances mentales personnelles.

The “Digital Revolution”: remaking the world


Within a few decades, digital technology has transformed our lives. At any time, we can access almost unlimited amounts of information just as we can produce, process, and store colossal amounts of data. We can constantly interact, and connect, with each other by use of digital devices and social media. Coping with the daily demands of life as well as pursuing pleasure in recreational activities appears inconceivable without the use of smartphones, tablets, computers, and access to Internet platforms. Presently, over 4.57 billion people, 59% of the world population, use the Internet according to recent estimates (December 31 st , 2019), ranging between 39% (Africa) and 95% (North America). 1 People are spending an enormous, “insane” amount of time online, according to the latest Digital 2019 report compiled by Ofcom 2 : on average 6 hours and 42 minutes (06:42) each day (between 03:45 in Japan and 10:02 in the Philippines), half of that on mobile devices, on average equating to more than 100 days per year for every Internet user. According to a landmark report on the impact of the “decade of the smartphone,” 3 the average person in the UK spends 24 hours a week online, with 20% of all adults spending as much as 40 hours, and those aged 16 to 24 on average 34.3 hours a week. Britons are checking their smartphones on average every 12 minutes. In the US, teen screen time averages over 7 hours a day, excluding time for homework. Digital technology has become ubiquitous and entwined with our modern lives. As Richard Hodson in the Nature Outlook on “Digital Revolution,” 2018, concluded, “an explosion in information technology is remaking the world, leaving few aspects of society untouched. In the space of 50 years, the digital world has grown to become crucial to the functioning of society.” 4 This period of societal transformation has been considered “the most recent long wave of humanity’s socio-economic evolution”. As a “meta-paradigm of societal modernization based on technological change” induced by the transformation of information, it supersedes earlier periods of technological revolution based on the transformation of material and energy, respectively, spanning over 2 million years altogether (Hilbert, p 189 in this issue). 


In particular, the excessive use of digital technology during adolescence has given rise to grave concerns that this technology is harmful and damages the (developing) brain or may even cause mental health problems. Public concern culminated in Jean Twenge’s 2017 article “Have Phones Destroyed a Generation?,” 5 which linked the rise in suicide, depression, and anxiety among teens after 2012 to the appearance of smartphones. All-too-familiar pictures: parents and children, or couples, or friends, at the table, staring at their phones, texting; colleagues staring at screens, busy with emails; individuals, heads down, hooked on their phones, blind to their surroundings, wherever they are. Individuals interacting with their devices, not with each other. “The flight from conversation,” which may erode (close) human relationships and with them the capacity for empathy, introspection, creativity, and productivity - ultimately, the social fabric of our communities. Sherry Turkle, who has studied the relationship of humans with technology for decades, has articulated these concerns in Alone Together and Reclaiming Conversation . 6 , 7 Thus, “life offline” has become a consideration and advice to limit screen time and practice digital minimalism has become popular. 8 The concerns about screen time and efforts to keep us from staring at our devices and detox our digital lives came to a sudden end with the COVID-19 coronavirus pandemic. 9 Almost overnight, nearly our entire personal, professional, educational, cultural, and political activities were moved online. The dictum of social distancing necessitated virtual togetherness.


Changing human brains and behavior?


The use of digital technology has changed, and continues to change, our lives. How could this affect human brains and behavior, in both negative and positive ways? Apparently, the ability of the human brain to adapt to any changes plays a key role in generating structural and/or functional changes induced by the usage of digital devices. The most direct evidence for an effect of frequent smart phone use on the brain is provided by the demonstration of changes in cortical activity (Korte, p 101 in this issue). Touching the screen repetitively – the average American user touches it 2176 times a day 10 – induces an increase of the cortical potentials allotted to the tactile receptors on the fingertips, leading to an enlargement, ie, reorganization of the motor and sensory cortex. It remains to be determined whether this reshaping of cortical sensory representation occurs at the expense of other motor coordination skills. Processes of neuroplasticity are particularly active in the developing brain, especially during stages of dynamic brain growth in early childhood. For instance, as demonstrated by functional magnetic resonance imaging (fMRI), extensive childhood experience with the game “Pokémon” influences the organization of the visual cortex, with distinct effects on the perception of visual objects even decades later. Furthermore, as shown by diffusion tensor MRI, early extensive screen-based media use is significantly associated with lower microstructural integrity of brain white matter tracts supporting language and literacy skills in preschoolers. 11 Also, adolescence is a time of significant development, with the brain areas involved in emotional and social behavior undergoing marked changes. Social media use can have a profound effect; eg, the size of an adolescent’s online social network was closely linked to brain anatomy alterations as demonstrated by structural MRI. The impact of digital technology use, both negative and positive, on these and many more brain-related phenomena has been elaborated in the review by Korte, who provides a comprehensive overview of the field. 


The most direct approach to assess the effect of excessive digital media use on (adolescent) brains presently appears to be the analysis of the neurobiological mechanisms underlying Internet and Gaming Disorder (IGD) (Weinstein and Lejoyeux, p 113 in this issue). The authors thoroughly survey existing brain imaging studies, summarizing the effects of IGD on the resting state, the brain’s gray matter volume and white matter density, cortical thickness, functional connectivity, and brain activations, especially in regions related to reward and decision making, and neurotransmitter systems. Taken together, individuals with IGD share many typical neurobiological alterations with other forms of addiction, but also show unique patterns of activation specifically in brain regions which are associated with cognitive, motor, and sensory function. The effects of the Internet on cognition have been comprehensively elaborated by Firth et al. 12 Examining psychological, psychiatric, and neuroimaging data, they provide evidence for both acute and sustained alterations in specific areas of cognition, which may reflect structural and functional changes in the brain. These affect: (i) attentional capacities, which are divided between multiple online sources at the loss of sustained concentration on a single task; (ii) memory processes - permanently accessible online information can change the ways in which we retrieve, store, recall and even value knowledge; and (iii) social cognition; the prospects for social interactions and the contexts within which social relationships can happen have dramatically changed. A complementary contribution rounding up these reviews is provided by Small et al (p 179 in this issue). Among the possible harmful “brain health consequences,” these investigators emphasize attention problems and their potential link to symptoms of attention deficit-hyperactivity disorder (ADHD); furthermore the (paradoxical) association of excessive social media use with the perception of social isolation, observable at any age; the impaired emotional and social intelligence, poorer cognitive/language and brain development, and disrupted sleep. A substantial part of this review is devoted to the positive effects benefiting brain health in adults and the elderly, which are referred to below. Independent of ongoing research on the negative and positive implications of digital technology use, there remains a common feeling that there is something about the whole phenomenon that is just not “natural.” “We did not evolve to be staring at a screen for most of our waking hours. We evolved to be interacting with each other face-to-face, using our senses of smell and touch and taste – not just sight and sound… it cannot be healthy to stray so far from the activities for which nature has shaped our brains and our bodies.” Giedd (p 127 in this issue) challenges this notion in his fascinating review on “The natural allure of digital media,” putting the intensive digital media use during adolescence into a grand evolutionary perspective. He argues that the “desire for digital media is in fact exquisitely aligned with the biology of the teen brain and our evolutionary heritage,” with three features of adolescence being particularly relevant to this issue: (i) hunger for human connectedness; (ii) appetite for adventure; and (iii) desire for information.


Screen time: boon or bane?


As with any major innovation that has a profound impact on our lives, finding useful information and orientation means discerning scientific evidence from media narratives. Thus, synthesizing data from recent narrative reviews and meta-analyses including more than 50 studies, Odgers and Jensen (p 143 in this issue) could not confirm a strong linkage between the quantity of adolescents’ digital technology engagement and mental health problems. “There doesn’t seem to be an evidence base that would explain the level of panic and consternation around these issues” said Odgers, in the New York Times. 13 The authors point to significant limitations and foundational flaws in the existing knowledge base related to this topic; for instance, the nearly sole reliance on screen time metrics; the disregard of individual differences; the circumstance that almost none of the study designs allowed causal inference. On the other hand, a highly robust finding across multiple studies was that offline vulnerabilities (such as risks present in low-income families, communities, etc) tend to mirror and shape online risks. The observed social and digital divides are presently being magnified through the coronavirus crisis and most likely to increase in the future, further amplifying the existing inequalities in education, mental health, and prospects for youth. The authors strongly advocate the need and opportunities to leverage digital technology to support youth in an increasingly digital, unequal society in an uncertain age; see their suggestions for parents, clinicians, educators, designers and adolescents in Box 1 . Similarly, performing an in depth overview of the existing literature, Dienlin and Johannes (p 135 in this issue) could not substantiate the common concerns that digital technology use has a negative impact on young (and adult) peoples’ mental well-being. Their findings imply that the general effects are in the negative spectrum but very small – potentially too small to matter. Importantly, different types of use have different effects: thus, procrastination and passive use were related to more negative effects, and social and active use to more positive effects. Thus, “screen time” has different effects for different people. Digital technology use tends to exert short-term effects on well-being rather than long-lasting effects on life satisfaction. “The dose makes the poison”: both low and excessive use are related to decreased well-being, while moderate use increases well-being. With a strong sense for clear explanation, the authors introduce the concepts, terms, and definitions underlying this complex field, a most valuable primer to educate the interested reader, while also addressing the methodological shortcomings that contribute to the overall controversial experimental evidence. 


Thus, against common concerns, digital technology as such does not affect mental health or deteriorate well-being. Its use can have both negative and positive consequences. Technology simply does not “happen” to people. Individuals can shape the experiences they have with technologies and the results of those experiences. Thus, it is important to shift the focus towards an active, conscious use of this technology, with the intention to improve our lives and meaningfully connect with each other. This has become, more than ever, important now: “There is increased urgency, due to coronavirus, to use technology in ways that strengthen our relationships. Much of the world has been working, educating, and socializing online for months, and many important activities will remain virtual for the foreseeable future. This period of physical distancing has shed light on what we need from technology and each other… “ Morris (p 151 in this issue) introduces her article addressing the enhancement of relationships through technology in the most timely manner with a preface on “Connecting during COVID-19 and beyond.” In this synopsis, she sums up five directions to “build on as we connect during and after the pandemic.” Furthermore, in her review, she examines how technology can be shaped in positive ways by parents, caregivers, romantic partners, and clinicians and illustrates with real life examples creative and sensible ways to adapt technology to personal and relational goals (see also ref 14 ). Highlighting the importance of context, motivation, and the nuances of use, this review encourages people to understand how technologies can be optimally used to improve personal and clinical relationships. 


Digital tools in diagnosis and therapy


The use of digital tools for practical clinical applications and improvement of mental health conditions is gaining increasing acceptance, especially due to smartphone accessibility. This could fill at least in part the treatment gap and lack of access to specialized (psychotherapeutic) care, particularly in developing countries. Even in countries with well-developed health care systems, only a minority of patients receives treatment in line with the recommendations provided by evidence-based treatment guidelines. Thus, as elaborated in a thorough, comprehensive review by Hegerl and Oehler (p 161 in this issue), web-based interventions, especially in the case of Major Depression (MD), a highly prevalent and severe disorder, promise to be a method that provides resource-efficient and widespread access to psychotherapeutic support. The authors provide detailed information on available tools for digital intervention and their core principles; these are mostly based on principles of cognitive behavioral therapy, but also include elements of other psychotherapeutic approaches. As evident from meta-analyses summarizing studies that use face-to-face psychotherapy as a comparator, digital interventions can have equivalent antidepressant efficacy. Importantly, web-based interventions are most efficient when accompanied by adequate professional guidance and, if well designed, can be successfully integrated into routine care. The authors also address carefully the risks and limitations as well as unwanted effects of available digital interventions. Another powerful digital technology is gaining importance as a clinical tool in mental health research and practice, virtual reality (VR). According to Valmaggia and collaborators (p 169 in this issue), “At any time or place, individuals can be transported into immersive and interactive virtual worlds that are in full control of the researcher or clinician. This capability is central to recent interest in how VR might be harnessed in both treatment and assessment of mental health conditions.” To date, VR exposure treatments have proven effective across a range of disorders including schizophrenia, anxiety, and panic disorders. In their review, the authors summarize comprehensively the advantages of using VR as a clinical assessment tool, which could “radically transform the landscape of assessment in mental health.” Thus, VR may overcome many of the limitations concerning the diagnosis of psychological phenomena through its ability to generate highly controlled environments, that is, real-world experiences. In addition to increasing ecological validity, VR enhances personalization, that is, VR experiences can be tailored to match individual needs, abilities, or preferences. Furthermore, VR enhances an individual’s engagement with the test or assessment. Additional advantages include the capture of real-time, automated data in real-world contexts. In sum, the authors have thoroughly addressed the opportunities and challenges of VR in any relevant aspect. Finally, to complement the applications of digital technology to improve mental health, Small et al (p 179 in this issue) provide, in the second part of their review, rich information about specific programs, videogames, and other online tools, particularly for the aging brain. These may provide mental exercises that activate neural circuitry, improve cognitive functioning, reduce anxiety, increase restful sleep, and offer many other brain health benefits.


Emerging key messages


Several key messages emerge from these reviews, which cover a substantial amount of studies: first of all, scientific evidence does not support the common concerns that excessive use of digital technology causes mental health problems and a deterioration of well-being. There is increasing consensus that the methodological foundation is weak in many studies, in part explaining the controversial results and small effect sizes obtained to date. Above all, it appears absurd to collapse, as was common practice, the highly complex interaction between “machine and man” into a uniform quantitative screen time measure. Research, public policies, and interventions need to focus on the user , and not the extent of usage of technology. Who spends time and in what form with the digital devices is what is important. This leads us to what should be the main subject of interest, but has mostly — conceptually and factually — been disregarded: the human “individual” with its motivation, intentions, goals, needs, predispositions, familial, educational and social background, and support systems, or lack thereof. Needless to say, this calls for the consideration of individual differences in all aspects of research and application. Thus, digital technology is not intrinsically good or bad: it depends on the uses it is being put to by the user, and it can be utilized by individuals in both negative and positive ways. Now, more than ever, during and post coronavirus times, it is important that technology is taken advantage of to improve communication and enhance personal, professional, and societal relationships, guaranteeing equal opportunities for access and development for all.

Our study investigates the relationship between technology innovation and human development in technologically advanced countries using data from quarterly observations from the last decade of the twentieth century to the first two decades of the twenty-first century. This objective of this study is to implement Quantile-on-Quantile regression (QQ) technique that as formulated by Sim and Zhou (J Bank Finance 55:1–8, 2015) and the renowned Granger-causality in quantiles as proposed by Troster (Econom Rev 37(8):850–866, 2018) examine the basic relationship between the given quantiles of technology innovation and their effects on the quantiles of human development. Therefore, the outcomes of this study explain the overall interdependence of technology innovation and affect the overall human development index. It is enumerated that the empirical results indicate that a significant positive relationship exists between technology innovation and human development in all selected technologically advanced countries, predominantly in both low and high tails. Moreover, the outcomes of Granger causality quantiles indicate a bi-directional fundamental relationship between these two variables in the dataset of all countries. The outcomes of the observations are extended to the recent findings on these two variables’ nexus and imply a differential impact on the technologically advanced countries. This causality guides us to offer some specific policy recommendations to each group of countries.

This book introduces the capability approach – in which well-being, agency and justice are the core values - as a powerful normative lens to examine technology and its role in development. This approach attaches central moral importance to human capabilities understood as effective opportunities people have to lead the kind of lives they have reason to value. The book examines both the strengths and limitations of the capability approach when applied to technology, and shows the need to supplement it with other approaches in order to deal with the challenges that technology raises. The first chapter places the capability approach within the context of broader debates about technology and human development. The middle part then critically scrutinizes the relation between technology and human capabilities, arguing that attention needs to be paid to both design details and to embedding technology in broader socio-technical networks. It also discusses the relationship between technology and the good life, including the danger of imposing one vision of what it means to lead a good life through the transfer of technologies. The final chapter examines the case of 'ICT for Development' (ICT4D), as the technology domain where the approach has been most extensively applied so far. This is an invaluable read for students in Development Studies and STS as well as policy makers and practitioners looking for an accessible overview of technology and development from the perspective of the capability approach.

One of the societal challenges that engineering in a global world faces is that of making technology work in the context of developing countries and poverty reduction, to make it truly it contribute to human development. This makes the relatively young field of development ethics potentially highly relevant to engineering, but unfortunately it has so far hardly addressed technology. To make its application to technology more than superficial, it is important to thoroughly explore its connections to engineering ethics, to ethics of technology, and even philosophy of technology more broadly. This claim is illustrated with the so-called ‘capability approach’, which is nowadays very popular within development ethics and which attaches central moral importance to individual human capabilities. The chapter discusses how insights from philosophy and ethics of technology are useful, among others, to better conceptualize the relation between technical artifacts and valuable human capabilities. In this way the chapter makes a small theoretical contribution towards an endeavor to create an ethics of ‘technology and human development.

Sen's Capability Approach (CA) has emerged as holistic lenses for theorising development within Information and Communication Technology for Development (ICT4D) discourses. There is ongoing research on operationalising CA for ICT, with a number of frameworks having been developed. However, there seems to be minimal usage of these frameworks. This paper explores how the ICT artefact has been conceptualised in these CA-based ICT4D frameworks. This paper gives an overview of CA and then makes a critical review of six CA-based ICT4D frameworks. Research gaps are identified from the review. The paper recommends the development of a framework that holistically conceptualises the ICT artefact in CA. This will be beneficial to ICT4D researchers, practitioners and policy-makers. It will help them to empirically analyse the contribution of existing ICT-enabled interventions towards development outcomes. The providers of the ICT artefacts will be able to consider how the ICT artefact plays out in the development journey of their customers. The framework could also be helpful in formulating policies that will ensure implementation of ICT4D interventions which will expand people's capabilities.

Abstract--This paper explores what insights can be drawn from critical theory to enrich and strengthen Sen's capability approach in relation to technology and human development. Under what conditions can new technologies enhance the well-being of poor communities? The study designs an alternative evaluation framework (AEF) that applies Amartya Sen s capability approach to the study of information and communications technologies (ICTs) in order to place people s well-being, rather than technology, at the center of the study. The AEF develops an impact chain that examines the mechanisms by which access to, and meaningful use of, ICTs can enhance people s informational capabilities and improve people s human and social capabilities. Science and Technology: Impact on Human Life Essay

Introduction, part i: science in personal and professional life, part ii: science and technology in a multicultural world.

Science plays an important role in everyday life, and people depend on technologies in a variety of ways by creating, using, and improving them regularly. Sometimes, a person hardly notes how inevitable the impact of science can be on personal or professional life. Evaluating such technologies as the Internet, smartphones, notebooks, smartwatches, and brain-medicine interfaces helps recognize their positive and negative outcomes compared to the period when traditional lifestyles and natural resources like ginger were highly appreciated.

Most people are confident in their independence and neglect multiple technologies that determine their lives. During the last 25 years, technology has dramatically changed human interactions (Muslin, 2020). In addition to domestic technological discoveries like washing machines and stoves, four technologies, namely, the Internet, smartphones, notebooks, and smartwatches, are used throughout the day. Despite their evident advantages in communication, data exchange, and connection, some negative impacts should not be ignored.

Regarding my personal life changes, these technologies provoke mental health changes such as depression. I prefer to avoid my dependence on all these technologies that imperceptibly shape everyday activities. However, I constantly check my vitals, messengers, and calls not to miss something important. On the one hand, this idea of control helps improve my life and makes it logical. On the other hand, I am concerned about such relationships with technologies in my life. Similar negative impacts on society emerge when people prefer to communicate virtually instead of paying attention to reality. Technologies compromise social relationships because individuals are eager to choose something easier that requires less movement or participation, neglecting their unique chances to live a real life. They also challenge even the environment because either smartwatches or notebooks need energy that is associated with air pollution, climate change, and other harmful emissions (Trefil & Hazen, 2016). Modern technologies facilitate human life, but health, social, and environmental outcomes remain dangerous.

Thinking about my day, I cannot imagine another scientific discovery that makes this life possible except the Internet. Today, more devices have become connected to the Internet, including cars, appliances, and personal computers (Thompson, 2016). With time, people get an opportunity to use the Internet for multiple purposes to store their personal information, business documentation, music, and other files that have a meaning in their lives. The Internet defines the quality of human relationships, starting with healthcare data about a child and ending with online photos after the person’s death.

Although the Internet was invented at the end of the 1980s, this technology was implemented for everyday use in the middle of the 1990s. All people admired such possibilities as a connection across the globe, increased job opportunities, regular information flows, a variety of choices, online purchases, and good education opportunities (Olenski, 2018). It was a true belief that the Internet made society free from real-life boundaries and limitations. However, with time, its negative sides were revealed, including decreased face-to-face engagement, laziness, and the promotion of inappropriate content (Olenski, 2018). When people prefer their virtual achievements and progress but forget about real obligations like parenting, education, or keeping a healthy lifestyle, the Internet is no longer a positive scientific discovery but a serious problem.

Many discussions are developed to identify the overall impact of the Internet as a major scientific discovery. Modern people cannot imagine a day without using the Internet for working, educational, or personal purposes. However, when online life becomes someone’s obsession, the negatives prevail over its positives. Therefore, the human factor and real-life preferences should always be recognized and promoted. During the pandemic, the Internet is a priceless contribution that helps deal with isolation and mental health challenges. Some people cannot reach each other because of family issues or business trips, and the Internet is the only reliable and permanent means of connection. Thus, such positives overweight the negatives overall if everything is used rationally.

The Internet makes it possible for healthcare providers to exchange their knowledge and experiences from different parts of the world. This possibility explains the spread of the westernized high-tech research approach to medical treatment and the promotion of science in a multicultural care world. Biomedical research changes the way how people are diagnosed and treated. Recent genomic discoveries help predict the possibility of cancer and human predisposition to other incurable diseases to improve awareness of health conditions. The benefit of new brain-interface technologies (BMI) is life improvement for disabled people to move their prosthetics easily (The American Society of Mechanical Engineers, 2016). Instead of staying passive, individuals use smart technology to hold subjects, open doors, and receive calls. BMI has a high price, but its impact is priceless. At the same time, some risks of high-tech research exist in medical treatment. The American Society of Mechanical Engineers (2016) underlines damaged neurons and fibers depend on what drugs are delivered to the system and how. The transmission of electrical signals is not always stable, and the safety of BMI processes is hardly guaranteed.

Some populations reject technologies in medical treatment and prefer to use natural resources to stabilize their health. For example, ginger is characterized by several positive clinical applications in China. Researchers believe that this type of alternative medicine effectively manages nausea, vomiting, and dizziness (Anh et al., 2020). Its major advantage is reported by pregnant patients who use ginger to predict morning sickness, unnecessary inflammation, and nausea. However, like any medication, ginger has its adverse effects, covering gastrointestinal and cardiovascular symptoms (Anh et al., 2020). The disadvantage of using traditional medicine is its unpredictable action time. When immediate help is required, herbs and other products are less effective than a specially created drug or injection.

There are many reasons for having multicultural approaches to medical treatment, including ethical recognition, respect, diversity, and improved understanding of health issues. It is not enough to diagnose a patient and choose a care plan. People want to feel support, and if one culture misses some perspectives, another culture improves the situation. Western and traditional cultural approaches may be improved by drawing upon the other. However, this combination diminishes the effects of traditions and the worth of technology in medical treatment. Instead of uniting options, it is better to enhance differences and underline the importance of each approach separately. The challenges of combining these approaches vary from differences in religious beliefs to financial problems. All these controversies between science and culture are necessary for medical treatment because they offer options for people and underline the uniqueness of populations and technological progress.

In general, science and traditions are two integral elements of human life. People strive to make their unique contributions to technology and invent the devices that facilitate human activities. At the same time, they never neglect respect for traditions and cultural diversity. Therefore, high-tech and traditional medicine approaches are commonly discussed and promoted today to identify more positive impacts and reduce negative associations and challenges.

The first Human Development Report introduced this notion back in 1990 . But the discussion of the relationship between economic growth and human development started in the middle of the 20 th century.

Today, we use HDI to question the efficiency of national policy. It also allows us to compare different countries with the same GDP but different human development levels. Analyzing this data, governments can refocus their priorities and correct past mistakes.

HDI is calculated as the geometric mean of the following normalized indices:

  • Life expectancy at birth is used to calculate the life expectancy index, where 85 years is the maximum.
  • The education index is the sum of the expected and mean years of schooling divided by 2.
  • This index is determined as GNI per capita.

Meanwhile, HDI is not as comprehensive as one might expect. HDRO (the Human Development Report Office) claims that it does not consider human inequalities, the empowerment of minorities, poverty levels, and gender disparity .

Psychology views human development from an individual’s perspective. This discipline distinguishes between three directions of human development.

The history of psychology knows many human development theories, many of which are still trusted. We will focus on the two fundamental approaches. They divide childhood into several critical stages that define our character, habits, likes, relationships, and even success in life.

Piaget’s 4 Stages of Cognitive Development

Piaget’s theory is the most widely accepted approach to child development. He believed that children construct knowledge while they manipulate and explore the objects around them. Jean Piaget marked four stages of cognitive development .

  • Sensorimotor stage (0-2 years). A child learns that objects do not disappear. Their activity is all about experimenting with things to see what happens. This stage should culminate with developing the deferred imitation skill. It involves the ability to reproduce an action or sound made by another person later.
  • Preoperational stage (2-6 years). Children use symbols to represent words and ideas. They develop the language and make-believe play but still lack logical reasoning . They are egocentric and cannot imagine that other people may feel or think differently.
  • Concrete operational stage (6-12 years). Thinking becomes logical and focused. Children develop inductive reasoning: they observe to make generalizations about the world around them. But they still struggle with deductive thinking.
  • Formal operational stage (12 years – adulthood). Abstract thinking emerges. They learn to develop theoretical ideas to explain the world.

Freud’s 5 Stages of Psychosexual Development

The Father of Psychoanalysis believed that human personality consisted of ego, superego, and id. They become unified and inseparable once the child passes the five stages of psychosexual development.

  • Oral stage (0-1 year). The mouth is the pleasure center for the infant. That is why everyone is born with a sucking reflex. If the oral needs are not met during the first year of life, the child can start biting their nails or suck a thumb.
  • Anal stage (1-3 years). Children gain control over their bodily functions. They experiment with feces. But early toilet training can make a child too obsessed with order.
  • Phallic stage (3-6 years). Children find out the pleasure they can get from their genitals. According to Freud, this is when the sexual desire to the parent of the opposite sex emerges. Boys go through the Oedipus complex. They want to replace their father and see him as a rival in the mother’s love. Later, Carl Jung spoke of the Electra Complex, a similar mechanism in girls.
  • Latency stage (6-12 years). Sexual instincts give way to the superego. During this period, children adopt the moral principles and values of their parents.
  • Genital stage (12+ years). Sexual instincts reemerge. If all the above steps passed successfully, adolescents would show appropriate sexual behavior.

But this theory is too controversial to be taken for granted. Do parents define their child’s sexual and aggressive drives? Nobody knows for sure.

S omething went suddenly and horribly wrong for adolescents in the early 2010s. By now you’ve likely seen the statistics : Rates of depression and anxiety in the United States—fairly stable in the 2000s—rose by more than 50 percent in many studies from 2010 to 2019. The suicide rate rose 48 percent for adolescents ages 10 to 19. For girls ages 10 to 14, it rose 131 percent.

The problem was not limited to the U.S.: Similar patterns emerged around the same time in Canada, the U.K., Australia, New Zealand , the Nordic countries , and beyond . By a variety of measures and in a variety of countries, the members of Generation Z (born in and after 1996) are suffering from anxiety, depression, self-harm, and related disorders at levels higher than any other generation for which we have data.

The decline in mental health is just one of many signs that something went awry. Loneliness and friendlessness among American teens began to surge around 2012. Academic achievement went down, too. According to “The Nation’s Report Card,” scores in reading and math began to decline for U.S. students after 2012, reversing decades of slow but generally steady increase. PISA, the major international measure of educational trends, shows that declines in math, reading, and science happened globally, also beginning in the early 2010s.

As the oldest members of Gen Z reach their late 20s, their troubles are carrying over into adulthood. Young adults are dating less , having less sex, and showing less interest in ever having children than prior generations. They are more likely to live with their parents. They were less likely to get jobs as teens , and managers say they are harder to work with. Many of these trends began with earlier generations, but most of them accelerated with Gen Z.

Surveys show that members of Gen Z are shyer and more risk averse than previous generations, too, and risk aversion may make them less ambitious. In an interview last May , OpenAI co-founder Sam Altman and Stripe co-founder Patrick Collison noted that, for the first time since the 1970s, none of Silicon Valley’s preeminent entrepreneurs are under 30. “Something has really gone wrong,” Altman said. In a famously young industry, he was baffled by the sudden absence of great founders in their 20s.

Generations are not monolithic, of course. Many young people are flourishing. Taken as a whole, however, Gen Z is in poor mental health and is lagging behind previous generations on many important metrics. And if a generation is doing poorly––if it is more anxious and depressed and is starting families, careers, and important companies at a substantially lower rate than previous generations––then the sociological and economic consequences will be profound for the entire society.

What happened in the early 2010s that altered adolescent development and worsened mental health? Theories abound , but the fact that similar trends are found in many countries worldwide means that events and trends that are specific to the United States cannot be the main story.

I think the answer can be stated simply, although the underlying psychology is complex: Those were the years when adolescents in rich countries traded in their flip phones for smartphones and moved much more of their social lives online—particularly onto social-media platforms designed for virality and addiction . Once young people began carrying the entire internet in their pockets, available to them day and night, it altered their daily experiences and developmental pathways across the board. Friendship, dating, sexuality, exercise, sleep, academics, politics, family dynamics, identity—all were affected. Life changed rapidly for younger children, too, as they began to get access to their parents’ smartphones and, later, got their own iPads, laptops, and even smartphones during elementary school.

As a social psychologist who has long studied social and moral development, I have been involved in debates about the effects of digital technology for years. Typically, the scientific questions have been framed somewhat narrowly, to make them easier to address with data. For example, do adolescents who consume more social media have higher levels of depression? Does using a smartphone just before bedtime interfere with sleep? The answer to these questions is usually found to be yes, although the size of the relationship is often statistically small, which has led some researchers to conclude that these new technologies are not responsible for the gigantic increases in mental illness that began in the early 2010s.

But before we can evaluate the evidence on any one potential avenue of harm, we need to step back and ask a broader question: What is childhood––including adolescence––and how did it change when smartphones moved to the center of it? If we take a more holistic view of what childhood is and what young children, tweens, and teens need to do to mature into competent adults, the picture becomes much clearer. Smartphone-based life, it turns out, alters or interferes with a great number of developmental processes.

The intrusion of smartphones and social media are not the only changes that have deformed childhood. There’s an important backstory, beginning as long ago as the 1980s, when we started systematically depriving children and adolescents of freedom, unsupervised play, responsibility, and opportunities for risk taking, all of which promote competence, maturity, and mental health. But the change in childhood accelerated in the early 2010s, when an already independence-deprived generation was lured into a new virtual universe that seemed safe to parents but in fact is more dangerous, in many respects, than the physical world.

My claim is that the new phone-based childhood that took shape roughly 12 years ago is making young people sick and blocking their progress to flourishing in adulthood. We need a dramatic cultural correction, and we need it now.

Brain development is sometimes said to be “experience-expectant,” because specific parts of the brain show increased plasticity during periods of life when an animal’s brain can “expect” to have certain kinds of experiences. You can see this with baby geese, who will imprint on whatever mother-sized object moves in their vicinity just after they hatch. You can see it with human children, who are able to learn languages quickly and take on the local accent, but only through early puberty; after that, it’s hard to learn a language and sound like a native speaker. There is also some evidence of a sensitive period for cultural learning more generally. Japanese children who spent a few years in California in the 1970s came to feel “American” in their identity and ways of interacting only if they attended American schools for a few years between ages 9 and 15. If they left before age 9, there was no lasting impact. If they didn’t arrive until they were 15, it was too late; they didn’t come to feel American.

Human childhood is an extended cultural apprenticeship with different tasks at different ages all the way through puberty. Once we see it this way, we can identify factors that promote or impede the right kinds of learning at each age. For children of all ages, one of the most powerful drivers of learning is the strong motivation to play. Play is the work of childhood, and all young mammals have the same job: to wire up their brains by playing vigorously and often, practicing the moves and skills they’ll need as adults. Kittens will play-pounce on anything that looks like a mouse tail. Human children will play games such as tag and sharks and minnows, which let them practice both their predator skills and their escaping-from-predator skills. Adolescents will play sports with greater intensity, and will incorporate playfulness into their social interactions—flirting, teasing, and developing inside jokes that bond friends together. Hundreds of studies on young rats, monkeys, and humans show that young mammals want to play, need to play, and end up socially, cognitively, and emotionally impaired when they are deprived of play .

One crucial aspect of play is physical risk taking. Children and adolescents must take risks and fail—often—in environments in which failure is not very costly. This is how they extend their abilities, overcome their fears, learn to estimate risk, and learn to cooperate in order to take on larger challenges later. The ever-present possibility of getting hurt while running around, exploring, play-fighting, or getting into a real conflict with another group adds an element of thrill, and thrilling play appears to be the most effective kind for overcoming childhood anxieties and building social, emotional, and physical competence. The desire for risk and thrill increases in the teen years, when failure might carry more serious consequences. Children of all ages need to choose the risk they are ready for at a given moment. Young people who are deprived of opportunities for risk taking and independent exploration will, on average, develop into more anxious and risk-averse adults .

Human childhood and adolescence evolved outdoors, in a physical world full of dangers and opportunities. Its central activities––play, exploration, and intense socializing––were largely unsupervised by adults, allowing children to make their own choices, resolve their own conflicts, and take care of one another. Shared adventures and shared adversity bound young people together into strong friendship clusters within which they mastered the social dynamics of small groups, which prepared them to master bigger challenges and larger groups later on.

And then we changed childhood.

The changes started slowly in the late 1970s and ’80s, before the arrival of the internet, as many parents in the U.S. grew fearful that their children would be harmed or abducted if left unsupervised. Such crimes have always been extremely rare, but they loomed larger in parents’ minds thanks in part to rising levels of street crime combined with the arrival of cable TV, which enabled round-the-clock coverage of missing-children cases. A general decline in social capital ––the degree to which people knew and trusted their neighbors and institutions–– exacerbated parental fears . Meanwhile, rising competition for college admissions encouraged more intensive forms of parenting . In the 1990s, American parents began pulling their children indoors or insisting that afternoons be spent in adult-run enrichment activities. Free play, independent exploration, and teen-hangout time declined.

In recent decades, seeing unchaperoned children outdoors has become so novel that when one is spotted in the wild, some adults feel it is their duty to call the police. In 2015, the Pew Research Center found that parents, on average, believed that children should be at least 10 years old to play unsupervised in front of their house, and that kids should be 14 before being allowed to go unsupervised to a public park. Most of these same parents had enjoyed joyous and unsupervised outdoor play by the age of 7 or 8.

But overprotection is only part of the story. The transition away from a more independent childhood was facilitated by steady improvements in digital technology, which made it easier and more inviting for young people to spend a lot more time at home, indoors, and alone in their rooms. Eventually, tech companies got access to children 24/7. They developed exciting virtual activities, engineered for “engagement,” that are nothing like the real-world experiences young brains evolved to expect.

The first wave came ashore in the 1990s with the arrival of dial-up internet access, which made personal computers good for something beyond word processing and basic games. By 2003, 55 percent of American households had a computer with (slow) internet access. Rates of adolescent depression, loneliness, and other measures of poor mental health did not rise in this first wave. If anything, they went down a bit. Millennial teens (born 1981 through 1995), who were the first to go through puberty with access to the internet, were psychologically healthier and happier, on average, than their older siblings or parents in Generation X (born 1965 through 1980).

The second wave began to rise in the 2000s, though its full force didn’t hit until the early 2010s. It began rather innocently with the introduction of social-media platforms that helped people connect with their friends. Posting and sharing content became much easier with sites such as Friendster (launched in 2003), Myspace (2003), and Facebook (2004).

Teens embraced social media soon after it came out, but the time they could spend on these sites was limited in those early years because the sites could only be accessed from a computer, often the family computer in the living room. Young people couldn’t access social media (and the rest of the internet) from the school bus, during class time, or while hanging out with friends outdoors. Many teens in the early-to-mid-2000s had cellphones, but these were basic phones (many of them flip phones) that had no internet access. Typing on them was difficult––they had only number keys. Basic phones were tools that helped Millennials meet up with one another in person or talk with each other one-on-one. I have seen no evidence to suggest that basic cellphones harmed the mental health of Millennials.

It was not until the introduction of the iPhone (2007), the App Store (2008), and high-speed internet (which reached 50 percent of American homes in 2007 )—and the corresponding pivot to mobile made by many providers of social media, video games, and porn—that it became possible for adolescents to spend nearly every waking moment online. The extraordinary synergy among these innovations was what powered the second technological wave. In 2011, only 23 percent of teens had a smartphone. By 2015, that number had risen to 73 percent , and a quarter of teens said they were online “almost constantly.” Their younger siblings in elementary school didn’t usually have their own smartphones, but after its release in 2010, the iPad quickly became a staple of young children’s daily lives. It was in this brief period, from 2010 to 2015, that childhood in America (and many other countries) was rewired into a form that was more sedentary, solitary, virtual, and incompatible with healthy human development.

In the 2000s, Silicon Valley and its world-changing inventions were a source of pride and excitement in America. Smart and ambitious young people around the world wanted to move to the West Coast to be part of the digital revolution. Tech-company founders such as Steve Jobs and Sergey Brin were lauded as gods, or at least as modern Prometheans, bringing humans godlike powers. The Arab Spring bloomed in 2011 with the help of decentralized social platforms, including Twitter and Facebook. When pundits and entrepreneurs talked about the power of social media to transform society, it didn’t sound like a dark prophecy.

You have to put yourself back in this heady time to understand why adults acquiesced so readily to the rapid transformation of childhood. Many parents had concerns , even then, about what their children were doing online, especially because of the internet’s ability to put children in contact with strangers. But there was also a lot of excitement about the upsides of this new digital world. If computers and the internet were the vanguards of progress, and if young people––widely referred to as “digital natives”––were going to live their lives entwined with these technologies, then why not give them a head start? I remember how exciting it was to see my 2-year-old son master the touch-and-swipe interface of my first iPhone in 2008. I thought I could see his neurons being woven together faster as a result of the stimulation it brought to his brain, compared to the passivity of watching television or the slowness of building a block tower. I thought I could see his future job prospects improving.

Touchscreen devices were also a godsend for harried parents. Many of us discovered that we could have peace at a restaurant, on a long car trip, or at home while making dinner or replying to emails if we just gave our children what they most wanted: our smartphones and tablets. We saw that everyone else was doing it and figured it must be okay.

It was the same for older children, desperate to join their friends on social-media platforms, where the minimum age to open an account was set by law to 13, even though no research had been done to establish the safety of these products for minors. Because the platforms did nothing (and still do nothing) to verify the stated age of new-account applicants, any 10-year-old could open multiple accounts without parental permission or knowledge, and many did. Facebook and later Instagram became places where many sixth and seventh graders were hanging out and socializing. If parents did find out about these accounts, it was too late. Nobody wanted their child to be isolated and alone, so parents rarely forced their children to shut down their accounts.

We had no idea what we were doing.

The numbers are hard to believe. The most recent Gallup data show that American teens spend about five hours a day just on social-media platforms (including watching videos on TikTok and YouTube). Add in all the other phone- and screen-based activities, and the number rises to somewhere between seven and nine hours a day, on average . The numbers are even higher in single-parent and low-income families, and among Black, Hispanic, and Native American families.

These very high numbers do not include time spent in front of screens for school or homework, nor do they include all the time adolescents spend paying only partial attention to events in the real world while thinking about what they’re missing on social media or waiting for their phones to ping. Pew reports that in 2022, one-third of teens said they were on one of the major social-media sites “almost constantly,” and nearly half said the same of the internet in general. For these heavy users, nearly every waking hour is an hour absorbed, in full or in part, by their devices.

In Thoreau’s terms, how much of life is exchanged for all this screen time? Arguably, most of it. Everything else in an adolescent’s day must get squeezed down or eliminated entirely to make room for the vast amount of content that is consumed, and for the hundreds of “friends,” “followers,” and other network connections that must be serviced with texts, posts, comments, likes, snaps, and direct messages. I recently surveyed my students at NYU, and most of them reported that the very first thing they do when they open their eyes in the morning is check their texts, direct messages, and social-media feeds. It’s also the last thing they do before they close their eyes at night. And it’s a lot of what they do in between.

The amount of time that adolescents spend sleeping declined in the early 2010s , and many studies tie sleep loss directly to the use of devices around bedtime, particularly when they’re used to scroll through social media . Exercise declined , too, which is unfortunate because exercise, like sleep, improves both mental and physical health. Book reading has been declining for decades, pushed aside by digital alternatives, but the decline, like so much else, sped up in the early 2010 s. With passive entertainment always available, adolescent minds likely wander less than they used to; contemplation and imagination might be placed on the list of things winnowed down or crowded out.

But perhaps the most devastating cost of the new phone-based childhood was the collapse of time spent interacting with other people face-to-face. A study of how Americans spend their time found that, before 2010, young people (ages 15 to 24) reported spending far more time with their friends (about two hours a day, on average, not counting time together at school) than did older people (who spent just 30 to 60 minutes with friends). Time with friends began decreasing for young people in the 2000s, but the drop accelerated in the 2010s, while it barely changed for older people. By 2019, young people’s time with friends had dropped to just 67 minutes a day. It turns out that Gen Z had been socially distancing for many years and had mostly completed the project by the time COVID-19 struck.

You might question the importance of this decline. After all, isn’t much of this online time spent interacting with friends through texting, social media, and multiplayer video games? Isn’t that just as good?

Some of it surely is, and virtual interactions offer unique benefits too, especially for young people who are geographically or socially isolated. But in general, the virtual world lacks many of the features that make human interactions in the real world nutritious, as we might say, for physical, social, and emotional development. In particular, real-world relationships and social interactions are characterized by four features—typical for hundreds of thousands of years—that online interactions either distort or erase.

First, real-world interactions are embodied , meaning that we use our hands and facial expressions to communicate, and we learn to respond to the body language of others. Virtual interactions, in contrast, mostly rely on language alone. No matter how many emojis are offered as compensation, the elimination of communication channels for which we have eons of evolutionary programming is likely to produce adults who are less comfortable and less skilled at interacting in person.

Second, real-world interactions are synchronous ; they happen at the same time. As a result, we learn subtle cues about timing and conversational turn taking. Synchronous interactions make us feel closer to the other person because that’s what getting “in sync” does. Texts, posts, and many other virtual interactions lack synchrony. There is less real laughter, more room for misinterpretation, and more stress after a comment that gets no immediate response.

Third, real-world interactions primarily involve one‐to‐one communication , or sometimes one-to-several. But many virtual communications are broadcast to a potentially huge audience. Online, each person can engage in dozens of asynchronous interactions in parallel, which interferes with the depth achieved in all of them. The sender’s motivations are different, too: With a large audience, one’s reputation is always on the line; an error or poor performance can damage social standing with large numbers of peers. These communications thus tend to be more performative and anxiety-inducing than one-to-one conversations.

Finally, real-world interactions usually take place within communities that have a high bar for entry and exit , so people are strongly motivated to invest in relationships and repair rifts when they happen. But in many virtual networks, people can easily block others or quit when they are displeased. Relationships within such networks are usually more disposable.

These unsatisfying and anxiety-producing features of life online should be recognizable to most adults. Online interactions can bring out antisocial behavior that people would never display in their offline communities. But if life online takes a toll on adults, just imagine what it does to adolescents in the early years of puberty, when their “experience expectant” brains are rewiring based on feedback from their social interactions.

Kids going through puberty online are likely to experience far more social comparison, self-consciousness, public shaming, and chronic anxiety than adolescents in previous generations, which could potentially set developing brains into a habitual state of defensiveness. The brain contains systems that are specialized for approach (when opportunities beckon) and withdrawal (when threats appear or seem likely). People can be in what we might call “discover mode” or “defend mode” at any moment, but generally not both. The two systems together form a mechanism for quickly adapting to changing conditions, like a thermostat that can activate either a heating system or a cooling system as the temperature fluctuates. Some people’s internal thermostats are generally set to discover mode, and they flip into defend mode only when clear threats arise. These people tend to see the world as full of opportunities. They are happier and less anxious. Other people’s internal thermostats are generally set to defend mode, and they flip into discover mode only when they feel unusually safe. They tend to see the world as full of threats and are more prone to anxiety and depressive disorders.

A simple way to understand the differences between Gen Z and previous generations is that people born in and after 1996 have internal thermostats that were shifted toward defend mode. This is why life on college campuses changed so suddenly when Gen Z arrived, beginning around 2014. Students began requesting “safe spaces” and trigger warnings. They were highly sensitive to “microaggressions” and sometimes claimed that words were “violence.” These trends mystified those of us in older generations at the time, but in hindsight, it all makes sense. Gen Z students found words, ideas, and ambiguous social encounters more threatening than had previous generations of students because we had fundamentally altered their psychological development.

Staying on task while sitting at a computer is hard enough for an adult with a fully developed prefrontal cortex. It is far more difficult for adolescents in front of their laptop trying to do homework. They are probably less intrinsically motivated to stay on task. They’re certainly less able, given their undeveloped prefrontal cortex, and hence it’s easy for any company with an app to lure them away with an offer of social validation or entertainment. Their phones are pinging constantly— one study found that the typical adolescent now gets 237 notifications a day, roughly 15 every waking hour. Sustained attention is essential for doing almost anything big, creative, or valuable, yet young people find their attention chopped up into little bits by notifications offering the possibility of high-pleasure, low-effort digital experiences.

It even happens in the classroom. Studies confirm that when students have access to their phones during class time, they use them, especially for texting and checking social media, and their grades and learning suffer . This might explain why benchmark test scores began to decline in the U.S. and around the world in the early 2010s—well before the pandemic hit.

The neural basis of behavioral addiction to social media or video games is not exactly the same as chemical addiction to cocaine or opioids. Nonetheless, they all involve abnormally heavy and sustained activation of dopamine neurons and reward pathways. Over time, the brain adapts to these high levels of dopamine; when the child is not engaged in digital activity, their brain doesn’t have enough dopamine, and the child experiences withdrawal symptoms. These generally include anxiety, insomnia, and intense irritability. Kids with these kinds of behavioral addictions often become surly and aggressive, and withdraw from their families into their bedrooms and devices.

Social-media and gaming platforms were designed to hook users. How successful are they? How many kids suffer from digital addictions?

The main addiction risks for boys seem to be video games and porn. “ Internet gaming disorder ,” which was added to the main diagnosis manual of psychiatry in 2013 as a condition for further study, describes “significant impairment or distress” in several aspects of life, along with many hallmarks of addiction, including an inability to reduce usage despite attempts to do so. Estimates for the prevalence of IGD range from 7 to 15 percent among adolescent boys and young men. As for porn, a nationally representative survey of American adults published in 2019 found that 7 percent of American men agreed or strongly agreed with the statement “I am addicted to pornography”—and the rates were higher for the youngest men.

Girls have much lower rates of addiction to video games and porn, but they use social media more intensely than boys do. A study of teens in 29 nations found that between 5 and 15 percent of adolescents engage in what is called “problematic social media use,” which includes symptoms such as preoccupation, withdrawal symptoms, neglect of other areas of life, and lying to parents and friends about time spent on social media. That study did not break down results by gender, but many others have found that rates of “problematic use” are higher for girls.

I don’t want to overstate the risks: Most teens do not become addicted to their phones and video games. But across multiple studies and across genders, rates of problematic use come out in the ballpark of 5 to 15 percent. Is there any other consumer product that parents would let their children use relatively freely if they knew that something like one in 10 kids would end up with a pattern of habitual and compulsive use that disrupted various domains of life and looked a lot like an addiction?

During that crucial sensitive period for cultural learning, from roughly ages 9 through 15, we should be especially thoughtful about who is socializing our children for adulthood. Instead, that’s when most kids get their first smartphone and sign themselves up (with or without parental permission) to consume rivers of content from random strangers. Much of that content is produced by other adolescents, in blocks of a few minutes or a few seconds.

This rerouting of enculturating content has created a generation that is largely cut off from older generations and, to some extent, from the accumulated wisdom of humankind, including knowledge about how to live a flourishing life. Adolescents spend less time steeped in their local or national culture. They are coming of age in a confusing, placeless, ahistorical maelstrom of 30-second stories curated by algorithms designed to mesmerize them. Without solid knowledge of the past and the filtering of good ideas from bad––a process that plays out over many generations––young people will be more prone to believe whatever terrible ideas become popular around them, which might explain why v ideos showing young people reacting positively to Osama bin Laden’s thoughts about America were trending on TikTok last fall.

All this is made worse by the fact that so much of digital public life is an unending supply of micro dramas about somebody somewhere in our country of 340 million people who did something that can fuel an outrage cycle, only to be pushed aside by the next. It doesn’t add up to anything and leaves behind only a distorted sense of human nature and affairs.

When our public life becomes fragmented, ephemeral, and incomprehensible, it is a recipe for anomie, or normlessness. The great French sociologist Émile Durkheim showed long ago that a society that fails to bind its people together with some shared sense of sacredness and common respect for rules and norms is not a society of great individual freedom; it is, rather, a place where disoriented individuals have difficulty setting goals and exerting themselves to achieve them. Durkheim argued that anomie was a major driver of suicide rates in European countries. Modern scholars continue to draw on his work to understand suicide rates today.

Durkheim’s observations are crucial for understanding what happened in the early 2010s. A long-running survey of American teens found that , from 1990 to 2010, high-school seniors became slightly less likely to agree with statements such as “Life often feels meaningless.” But as soon as they adopted a phone-based life and many began to live in the whirlpool of social media, where no stability can be found, every measure of despair increased. From 2010 to 2019, the number who agreed that their lives felt “meaningless” increased by about 70 percent, to more than one in five.

An additional source of evidence comes from Gen Z itself. With all the talk of regulating social media, raising age limits, and getting phones out of schools, you might expect to find many members of Gen Z writing and speaking out in opposition. I’ve looked for such arguments and found hardly any. In contrast, many young adults tell stories of devastation.

Freya India, a 24-year-old British essayist who writes about girls, explains how social-media sites carry girls off to unhealthy places: “It seems like your child is simply watching some makeup tutorials, following some mental health influencers, or experimenting with their identity. But let me tell you: they are on a conveyor belt to someplace bad. Whatever insecurity or vulnerability they are struggling with, they will be pushed further and further into it.” She continues:

Gen Z were the guinea pigs in this uncontrolled global social experiment. We were the first to have our vulnerabilities and insecurities fed into a machine that magnified and refracted them back at us, all the time, before we had any sense of who we were. We didn’t just grow up with algorithms. They raised us. They rearranged our faces. Shaped our identities. Convinced us we were sick.

Rikki Schlott, a 23-year-old American journalist and co-author of The Canceling of the American Mind , writes ,

The day-to-day life of a typical teen or tween today would be unrecognizable to someone who came of age before the smartphone arrived. Zoomers are spending an average of 9 hours daily in this screen-time doom loop—desperate to forget the gaping holes they’re bleeding out of, even if just for … 9 hours a day. Uncomfortable silence could be time to ponder why they’re so miserable in the first place. Drowning it out with algorithmic white noise is far easier.

A 27-year-old man who spent his adolescent years addicted (his word) to video games and pornography sent me this reflection on what that did to him:

I missed out on a lot of stuff in life—a lot of socialization. I feel the effects now: meeting new people, talking to people. I feel that my interactions are not as smooth and fluid as I want. My knowledge of the world (geography, politics, etc.) is lacking. I didn’t spend time having conversations or learning about sports. I often feel like a hollow operating system.

Or consider what Facebook found in a research project involving focus groups of young people, revealed in 2021 by the whistleblower Frances Haugen: “Teens blame Instagram for increases in the rates of anxiety and depression among teens,” an internal document said. “This reaction was unprompted and consistent across all groups.”

How can it be that an entire generation is hooked on consumer products that so few praise and so many ultimately regret using? Because smartphones and especially social media have put members of Gen Z and their parents into a series of collective-action traps. Once you understand the dynamics of these traps, the escape routes become clear.

Social media, in contrast, applies a lot more pressure on nonusers, at a much younger age and in a more insidious way. Once a few students in any middle school lie about their age and open accounts at age 11 or 12, they start posting photos and comments about themselves and other students. Drama ensues. The pressure on everyone else to join becomes intense. Even a girl who knows, consciously, that Instagram can foster beauty obsession, anxiety, and eating disorders might sooner take those risks than accept the seeming certainty of being out of the loop, clueless, and excluded. And indeed, if she resists while most of her classmates do not, she might, in fact, be marginalized, which puts her at risk for anxiety and depression, though via a different pathway than the one taken by those who use social media heavily. In this way, social media accomplishes a remarkable feat: It even harms adolescents who do not use it.

A recent study led by the University of Chicago economist Leonardo Bursztyn captured the dynamics of the social-media trap precisely. The researchers recruited more than 1,000 college students and asked them how much they’d need to be paid to deactivate their accounts on either Instagram or TikTok for four weeks. That’s a standard economist’s question to try to compute the net value of a product to society. On average, students said they’d need to be paid roughly $50 ($59 for TikTok, $47 for Instagram) to deactivate whichever platform they were asked about. Then the experimenters told the students that they were going to try to get most of the others in their school to deactivate that same platform, offering to pay them to do so as well, and asked, Now how much would you have to be paid to deactivate, if most others did so? The answer, on average, was less than zero. In each case, most students were willing to pay to have that happen.

Social media is all about network effects. Most students are only on it because everyone else is too. Most of them would prefer that nobody be on these platforms. Later in the study, students were asked directly, “Would you prefer to live in a world without Instagram [or TikTok]?” A majority of students said yes––58 percent for each app.

This is the textbook definition of what social scientists call a collective-action problem . It’s what happens when a group would be better off if everyone in the group took a particular action, but each actor is deterred from acting, because unless the others do the same, the personal cost outweighs the benefit. Fishermen considering limiting their catch to avoid wiping out the local fish population are caught in this same kind of trap. If no one else does it too, they just lose profit.

Cigarettes trapped individual smokers with a biological addiction. Social media has trapped an entire generation in a collective-action problem. Early app developers deliberately and knowingly exploited the psychological weaknesses and insecurities of young people to pressure them to consume a product that, upon reflection, many wish they could use less, or not at all.

The trap here is that each child thinks they need a smartphone because “everyone else” has one, and many parents give in because they don’t want their child to feel excluded. But if no one else had a smartphone—or even if, say, only half of the child’s sixth-grade class had one—parents would feel more comfortable providing a basic flip phone (or no phone at all). Delaying round-the-clock internet access until ninth grade (around age 14) as a national or community norm would help to protect adolescents during the very vulnerable first few years of puberty. According to a 2022 British study , these are the years when social-media use is most correlated with poor mental health. Family policies about tablets, laptops, and video-game consoles should be aligned with smartphone restrictions to prevent overuse of other screen activities.

The trap here, as with smartphones, is that each adolescent feels a strong need to open accounts on TikTok, Instagram, Snapchat, and other platforms primarily because that’s where most of their peers are posting and gossiping. But if the majority of adolescents were not on these accounts until they were 16, families and adolescents could more easily resist the pressure to sign up. The delay would not mean that kids younger than 16 could never watch videos on TikTok or YouTube—only that they could not open accounts, give away their data, post their own content, and let algorithms get to know them and their preferences.

Most schools claim that they ban phones, but this usually just means that students aren’t supposed to take their phone out of their pocket during class. Research shows that most students do use their phones during class time. They also use them during lunchtime, free periods, and breaks between classes––times when students could and should be interacting with their classmates face-to-face. The only way to get students’ minds off their phones during the school day is to require all students to put their phones (and other devices that can send or receive texts) into a phone locker or locked pouch at the start of the day. Schools that have gone phone-free always seem to report that it has improved the culture, making students more attentive in class and more interactive with one another. Published studies back them up .

Many parents are afraid to give their children the level of independence and responsibility they themselves enjoyed when they were young, even though rates of homicide, drunk driving, and other physical threats to children are way down in recent decades. Part of the fear comes from the fact that parents look at each other to determine what is normal and therefore safe, and they see few examples of families acting as if a 9-year-old can be trusted to walk to a store without a chaperone. But if many parents started sending their children out to play or run errands, then the norms of what is safe and accepted would change quickly. So would ideas about what constitutes “good parenting.” And if more parents trusted their children with more responsibility––for example, by asking their kids to do more to help out, or to care for others––then the pervasive sense of uselessness now found in surveys of high-school students might begin to dissipate.

It would be a mistake to overlook this fourth norm. If parents don’t replace screen time with real-world experiences involving friends and independent activity, then banning devices will feel like deprivation, not the opening up of a world of opportunities.

The main reason why the phone-based childhood is so harmful is because it pushes aside everything else. Smartphones are experience blockers. Our ultimate goal should not be to remove screens entirely, nor should it be to return childhood to exactly the way it was in 1960. Rather, it should be to create a version of childhood and adolescence that keeps young people anchored in the real world while flourishing in the digital age.

In recent decades, however, Congress has not been good at addressing public concerns when the solutions would displease a powerful and deep-pocketed industry. Governors and state legislators have been much more effective, and their successes might let us evaluate how well various reforms work. But the bottom line is that to change norms, we’re going to need to do most of the work ourselves, in neighborhood groups, schools, and other communities.

There are now hundreds of organizations––most of them started by mothers who saw what smartphones had done to their children––that are working to roll back the phone-based childhood or promote a more independent, real-world childhood. (I have assembled a list of many of them.) One that I co-founded, at LetGrow.org , suggests a variety of simple programs for parents or schools, such as play club (schools keep the playground open at least one day a week before or after school, and kids sign up for phone-free, mixed-age, unstructured play as a regular weekly activity) and the Let Grow Experience (a series of homework assignments in which students––with their parents’ consent––choose something to do on their own that they’ve never done before, such as walk the dog, climb a tree, walk to a store, or cook dinner).

Even without the help of organizations, parents could break their families out of collective-action traps if they coordinated with the parents of their children’s friends. Together they could create common smartphone rules and organize unsupervised play sessions or encourage hangouts at a home, park, or shopping mall.

P arents are fed up with what childhood has become. Many are tired of having daily arguments about technologies that were designed to grab hold of their children’s attention and not let go. But the phone-based childhood is not inevitable.

We didn’t know what we were doing in the early 2010s. Now we do. It’s time to end the phone-based childhood.

This technology development essay question is quite complex and it is very easy to make mistakes when answering it. Some typical issues are:

  • Not understanding 'ordinary people'
  • Misunderstanding 'ever will' and writing about future developments
  • Deciding which technological developments are 'earlier' or more 'recent'
  • Writing about the pros and cons of technology only and not really addressing the question

Flexibility with your opinion

Candidates often think that they have to give an opinion that will satisfy the examiner. However, the opinion you give should be yours and the examiner can't penalise you if it is not what s/he would think.

Technology Development Essay

Of course your essay  must answer the question  and the position you take must be  consistent  throughout your essay ( e.g. saying you agree but then having an essay where nearly all of it disagrees would not make sense ).

A typical way to answer this question would be to choose whether you think earlier or more recent developments are more influential, than explain why in your essay.

In other words. to choose and support one of these as your opinion ( though of course you should still write about both ):

  • Earlier technological developments had the most influence and benefits
  • More recent technological developments had the most influence and benefits

It's ok though to take a different approach. 

Let's say you think it is not a matter of comparing old with new - rather you think some earlier ones are more influential, but some older ones are more influential. So it depends which developments are being talked about. 

As long as you explain this in your  thesis statement  and your essay this is fine, and of course as long as you are still comparing some earlier and recent technological developments. 

Sample Technology Development Essay

So take a look at this technology development essay and note how the writer still fully answers the question but take a different view to that of the opinion in the question.

This essay is organised as follows:

  • Opinion: Depend on the area of technology
  • Body Para 1: Technology in the home ( earlier more important )
  • Body Para 2: Medical Technology (e arlier more important )
  • Body Para 3: Phones ( recent more important )
  • Conc: Restate opinion

In this thesis, you could just state your opinion generally or to be clear say you are either disagreeing or partially agreeing with statement. 

You should spend about 40 minutes on this task.

Write about the following topic:

Give reasons for your answer and include any relevant examples from your own experience or knowledge.

Write at least 250 words.

Technology Development Essay Model Answer

Developments in technology over many years have dramatically changed the world that we live in, and some people think that earlier advances in technology have had a greater impact on and been more beneficial to the lives of ordinary people than more recent changes. However, I partially agree with this as the advantages and influences on people’s lives actually depends on the particular area of technology.

There is no doubt that some earlier advances in technology have been very influential, such as those related to technology around the home. Devices such as washing machines, fridges and freezers, central heating, microwaves and televisions were invented many years ago, and now nearly every household has all or some of these in their home, making life much easier. Though they have been improved over time, they still carry out much the same purpose as when they were first invented. 

Another example is that of medicine. Despite the fact that there have been ground-breaking recent medical developments, such as that connected to research into genes and stem cells, the benefits to the average person are still many years away. The most influential impacts on health have been earlier technological developments of the past, which remain today. These are the ability to treat so many injuries and diseases and carry out organ transplants in hospitals. It is these that have benefits on so many lives and will for decades to come. 

However, if we look at some more recent developments, they have had a much greater influence than in the past. For instance, there is the phone, which was a significant development when invented helping many people. However, although invented many years ago, technological developments over the last few decades have enabled the phone to now be mobile and connected to the internet. This has had incredible impacts on the way people Iive their lives with people using phones for so many everyday activities and for connecting around the world.

In conclusion, I would argue that although some older technological developments are important, some new ones are too. The impacts on ordinary people’s lives therefore depends on the type of technology in question.

This technology development essay would get a high score as it fully answers the question and fully extends and supports the ideas presented. 

Even though the essay does not specifically choose one side as presented in the technology development essay prompt, it presents a very clear opinion / position directly related to the question, and then supports this in the essay. 

Also, earlier and more recent developments are compared and discussed. 

You may have noted the length is 356 words. Some higher level candidates can reach this length in the test, but if you have more difficultly with your writing you should of course seek to aim for around 275 words (the minimum is 250 words).

You can still get a high score with 275 words, providing of course it is scores highly for the four marking criteria in the grading system ( Task Response; Coherence and Cohesion; Lexical Resource; Grammatical Range and Accuracy ).

Europe’s world-first AI rules get final approval from lawmakers. Here’s what happens next

LONDON (AP) — European Union lawmakers gave final approval to the 27-nation bloc’s artificial intelligence law Wednesday, putting the world-leading rules on track to take effect later this year.

Lawmakers in the European Parliament voted overwhelmingly in favor of the Artificial Intelligence Act, five years after regulations were first proposed. The AI Act is expected to act as a global signpost for other governments grappling with how to regulate the fast-developing technology.

“The AI Act has nudged the future of AI in a human-centric direction, in a direction where humans are in control of the technology and where it — the technology — helps us leverage new discoveries, economic growth, societal progress and unlock human potential,” Dragos Tudorache, a Romanian lawmaker who was a co-leader of the Parliament negotiations on the draft law, said before the vote.

Big tech companies generally have supported the need to regulate AI while lobbying to ensure any rules work in their favor. OpenAI CEO Sam Altman caused a minor stir last year when he suggested the ChatGPT maker could pull out of Europe if it can’t comply with the AI Act — before backtracking to say there were no plans to leave.

Here’s a look at the world’s first comprehensive set of AI rules:

HOW DOES THE AI ACT WORK?

Like many EU regulations, the AI Act was initially intended to act as consumer safety legislation, taking a “risk-based approach” to products or services that use artificial intelligence.

The riskier an AI application , the more scrutiny it faces. The vast majority of AI systems are expected to be low risk, such as content recommendation systems or spam filters. Companies can choose to follow voluntary requirements and codes of conduct.

High-risk uses of AI, such as in medical devices or critical infrastructure like water or electrical networks, face tougher requirements like using high-quality data and providing clear information to users.

Some AI uses are banned because they’re deemed to pose an unacceptable risk, like social scoring systems that govern how people behave, some types of predictive policing and emotion recognition systems in school and workplaces.

Other banned uses include police scanning faces in public using AI-powered remote “biometric identification” systems, except for serious crimes like kidnapping or terrorism.

WHAT ABOUT GENERATIVE AI?

The law’s early drafts focused on AI systems carrying out narrowly limited tasks, like scanning resumes and job applications. The astonishing rise of general purpose AI models , exemplified by OpenAI’s ChatGPT, sent EU policymakers scrambling to keep up.

They added provisions for so-called generative AI models, the technology underpinning AI chatbot systems that can produce unique and seemingly lifelike responses, images and more.

Developers of general purpose AI models — from European startups to OpenAI and Google — will have to provide a detailed summary of the text, pictures, video and other data on the internet that is used to train the systems as well as follow EU copyright law.

AI-generated deepfake pictures , video or audio of existing people, places or events must be labeled as artificially manipulated.

There’s extra scrutiny for the biggest and most powerful AI models that pose “systemic risks,” which include OpenAI’s GPT4 — its most advanced system — and Google’s Gemini.

The EU says it’s worried that these powerful AI systems could “cause serious accidents or be misused for far-reaching cyberattacks.” They also fear generative AI could spread “harmful biases” across many applications, affecting many people.

Companies that provide these systems will have to assess and mitigate the risks; report any serious incidents, such as malfunctions that cause someone’s death or serious harm to health or property; put cybersecurity measures in place; and disclose how much energy their models use .

DO EUROPE’S RULES INFLUENCE THE REST OF THE WORLD?

Brussels first suggested AI regulations in 2019, taking a familiar global role in ratcheting up scrutiny of emerging industries, while other governments scramble to keep up.

In the U.S., President Joe Biden signed a sweeping executive order on AI in October that’s expected to be backed up by legislation and global agreements. In the meantime, lawmakers in at least seven U.S. states are working on their own AI legislation .

Chinese President Xi Jinping has proposed his Global AI Governance Initiative for fair and safe use of AI, and authorities have issued “ interim measures ” for managing generative AI, which applies to text, pictures, audio, video and other content generated for people inside China.

Other countries, from Brazil to Japan, as well as global groupings like the United Nations and Group of Seven industrialized nations, are moving to draw up AI guardrails.

WHAT HAPPENS NEXT?

The AI Act is expected to officially become law by May or June, after a few final formalities, including a blessing from EU member countries. Provisions will start taking effect in stages, with countries required to ban prohibited AI systems six months after the rules enter the lawbooks.

Rules for general purpose AI systems like chatbots will start applying a year after the law takes effect. By mid-2026, the complete set of regulations, including requirements for high-risk systems, will be in force.

When it comes to enforcement, each EU country will set up their own AI watchdog, where citizens can file a complaint if they think they’ve been the victim of a violation of the rules. Meanwhile, Brussels will create an AI Office tasked with enforcing and supervising the law for general purpose AI systems.

Violations of the AI Act could draw fines of up to 35 million euros ($38 million), or 7% of a company’s global revenue.

This isn’t Brussels’ last word on AI rules, said Italian lawmaker Brando Benifei, co-leader of Parliament’s work on the law. More AI-related legislation could be ahead after summer elections, including in areas like AI in the workplace that the new law partly covers, he said.

Earth Systems Sciences (ESS) is the transdisciplinary study of the structure and functioning of the Earth as an adaptive, integrated system and the interactions between environments and human and technological systems. It analyzes emerging risks and threat vectors to enable the prediction, adaptation, and mitigation of undesirable consequences.

Disasters from all hazards and climate change will continue to challenge the Department of Homeland Security (DHS) across a range of missions and frontline operations exacerbating known and unknown risks to public safety and national security. DHS will be affected in the short- and long-term with rising disaster costs and losses, worsening risks of environmental degradation, critical infrastructure and supply chain disruptions, civil unrest, and social instability. Adversarial threats from climate terrorism and extremism will continue to emerge as malign actors seek to exploit these risks for advantage and tensions mount with particular effects on the most vulnerable.

In response, DHS issued a strategic framework for addressing the climate crisis and incorporated climate change as a priority in its strategic and long-term planning. The Department also seeks to optimize climate risk management for safety and security and understands the key decisions, data, and information requirements for effective action.

The Science and Technology Directorate’s (S&T) research in ESS will strengthen the Department’s capability to make sound tactical and strategic decisions and inform key policy and investments decisions to enhance U.S. resilience to the impacts of climate change, ensure U.S. leadership in climate adaption, resilience, and sustainability innovation, and best positioned to address emerging security challenges and future risks.

S&T’s focus areas in ESS are:

To develop a human landing system for the agency’s Artemis V mission to the Moon, NASA has selected Blue Origin of Kent, Washington. Through Artemis, NASA will explore more of the Moon than ever before, uncovering more scientific discoveries, and preparing for future astronaut missions to Mars.

To develop a human landing system for the agency’s Artemis V mission to the Moon, NASA has selected Blue Origin of Kent, Washington. Through Artemis , NASA will explore more of the Moon than ever before, uncovering more scientific discoveries, and preparing for future astronaut missions to Mars.

Blue Origin will design, develop, test, and verify its Blue Moon lander to meet NASA’s human landing system requirements for recurring astronaut expeditions to the lunar surface, including docking with Gateway, a space station where crew transfer in lunar orbit. In addition to design and development work, the contract includes one uncrewed demonstration mission to the lunar surface before a crewed demo on the Artemis V mission in 2029. The total award value of the firm-fixed price contract is $3.4 billion.

“Today we are excited to announce Blue Origin will build a human landing system as NASA’s second provider to deliver Artemis astronauts to the lunar surface,” said NASA Administrator Bill Nelson. “We are in a golden age of human spaceflight, which is made possible by NASA’s commercial and international partnerships. Together, we are making an investment in the infrastructure that will pave the way to land the first astronauts on Mars.”

For the Artemis V mission, NASA’s SLS (Space Launch System) rocket will launch four astronauts to lunar orbit aboard the Orion spacecraft. Once Orion docks with Gateway , two astronauts will transfer to Blue Origin’s human landing system for about a weeklong trip to the Moon’s South Pole region where they will conduct science and exploration activities. Artemis V is at the intersection of demonstrating NASA’s initial lunar exploration capabilities and establishing the foundational systems to support recurring complex missions in lunar orbit and on the surface as part of the agency’s Moon to Mars exploration approach.

Adding another human landing system partner to NASA’s Artemis program will increase competition, reduce costs to taxpayers, support a regular cadence of lunar landings, further invest in the lunar economy, and help NASA achieve its goals on and around the Moon in preparation for future astronaut missions to Mars.

The agency previously contracted SpaceX to demonstrate an initial human landing system for the Artemis III mission. Under that contract, the agency also directed SpaceX to evolve its design to meet the agency’s requirements for sustainable exploration and to demonstrate the lander on Artemis IV. As a result of the contract with Blue Origin to demonstrate on Artemis V a lander that meets these same sustainable lander requirements, including capabilities for increased crew size, longer mission duration, and delivery of more mass to the Moon, multiple providers will be available to compete for future opportunities to fulfill NASA’s lunar surface access needs for Artemis missions.

By supporting industry’s development of innovative human landing system concepts and designs, NASA will help increase access to space for the benefit of all.

“Having two distinct lunar lander designs, with different approaches to how they meet NASA’s mission needs, provides more robustness and ensures a regular cadence of Moon landings,” said Lisa Watson-Morgan, manager, Human Landing System Program at NASA’s Marshall Space Flight Center in Huntsville, Alabama. “This competitive approach drives innovation, brings down costs, and invests in commercial capabilities to grow the business opportunities that can serve other customers and foster a lunar economy.”

NASA issued the solicitation, known as Appendix P , of its second Next Space Technologies for Exploration Partnerships Broad Agency Announcement ( Next-STEP2 BAA ), in September 2022 as part of the ongoing development of advanced space exploration technologies, capabilities, and concepts.

Through Artemis, NASA will send astronauts – including the first woman and first person of color – to explore the Moon for scientific discovery, economic benefits, and to build the foundation for crewed missions to Mars . Together, the SLS rocket, Orion, Gateway, advanced spacesuits, and human landing systems are NASA’s foundation for deep space exploration.

The Philippines economy in 2024: Stronger for longer?

The Philippines ended 2023 on a high note, being the fastest growing economy across Southeast Asia with a growth rate of 5.6 percent—just shy of the government's target of 6.0 to 7.0 percent. 1 “National accounts,” Philippine Statistics Authority, January 31, 2024; "Philippine economic updates,” Bangko Sentral ng Pilipinas, November 16, 2023. Should projections hold, the Philippines is expected to, once again, show significant growth in 2024, demonstrating its resilience despite various global economic pressures (Exhibit 1). 2 “Economic forecast 2024,” International Monetary Fund, November 1, 2023; McKinsey analysis.

The growth in the Philippine economy in 2023 was driven by a resumption in commercial activities, public infrastructure spending, and growth in digital financial services. Most sectors grew, with transportation and storage (13 percent), construction (9 percent), and financial services (9 percent), performing the best (Exhibit 2). 3 “National accounts,” Philippine Statistics Authority, January 31, 2024. While the country's trade deficit narrowed in 2023, it remains elevated at $52 billion due to slowing global demand and geopolitical uncertainties. 4 “Highlights of the Philippine export and import statistics,” Philippine Statistics Authority, January 28, 2024. Looking ahead to 2024, the current economic forecast for the Philippines projects a GDP growth of between 5 and 6 percent.

For the purposes of this article, most of the statistics used for our analysis have come from a common thread of sources. These include the Central Bank of the Philippines (Bangko Sentral ng Pilipinas); the Department of Energy Philippines; the IT and Business Process Association of the Philippines (IBPAP); and the Philippines Statistics Authority.

The state of the Philippine economy across seven major sectors and themes

In the article, we explore the 2024 outlook for seven key sectors and themes, what may affect each of them in the coming year, and what could potentially unlock continued growth.

Financial services

The recovery of the financial services sector appears on track as year-on-year growth rates stabilize. 6 Philippines Statistics Authority, November 2023; McKinsey in partnership with Oxford Economics, November 2023. In 2024, this sector will likely continue to grow, though at a slower pace of about 5 percent.

Financial inclusion and digitalization are contributing to growth in this sector in 2024, even if new challenges emerge. Various factors are expected to impact this sector:

  • Inclusive finance: Bangko Sentral ng Pilipinas continues to invest in financial inclusion initiatives. For example, basic deposit accounts (BDAs) reached $22 million in 2023 and banking penetration improved, with the proportion of adults with formal bank accounts increasing from 29 percent in 2019 to 56 percent in 2021. 7 “Financial inclusion dashboard: First quarter 2023,” Bangko Sentral ng Pilipinas, February 6, 2024.
  • Digital adoption: Digital channels are expected to continue to grow, with data showing that 60 percent of adults who have a mobile phone and internet access have done a digital financial transaction. 8 “Financial inclusion dashboard: First quarter 2023,” Bangko Sentral ng Pilipinas, February 6, 2024. Businesses in this sector, however, will need to remain vigilant in navigating cybersecurity and fraud risks.
  • Unsecured lending growth: Growth in unsecured lending is expected to continue, but at a slower pace than the past two to three years. For example, unsecured retail lending for the banking system alone grew by 27 percent annually from 2020 to 2022. 9 “Loan accounts: As of first quarter 2023,” Bangko Sentral ng Pilipinas, February 6, 2024; "Global banking pools,” McKinsey, November 2023. Businesses in this field are, however, expected to recalibrate their risk profiling models as segments with high nonperforming loans emerge.
  • High interest rates: Key interest rates are expected to decline in the second half of 2024, creating more accommodating borrowing conditions that could boost wholesale and corporate loans.

Supportive frameworks have a pivotal role to play in unlocking growth in this sector to meet the ever-increasing demand from the financially underserved. For example, financial literacy programs and easier-to-access accounts—such as BDAs—are some measures that can help widen market access to financial services. Continued efforts are being made to build an open finance framework that could serve the needs of the unbanked population, as well as a unified credit scoring mechanism to increase the ability of historically under-financed segments, such as small and medium-sized enterprises (SMEs), to access formal credit. 10 “BSP launches credit scoring model,” Bangko Sentral ng Pilipinas, April 26, 2023.

Energy and Power

The outlook for the energy sector seems positive, with the potential to grow by 7 percent in 2024 as the country focuses on renewable energy generation. 11 McKinsey analysis based on input from industry experts. Currently, stakeholders are focused on increasing energy security, particularly on importing liquefied natural gas (LNG) to meet power plants’ requirements as production in one of the country’s main sources of natural gas, the Malampaya gas field, declines. 12 Myrna M. High global inflation and the fact that the Philippines is a net fuel importer are impacting electricity prices and the build-out of planned renewable energy projects. Recent regulatory moves to remove foreign ownership limits on exploration, development, and utilization of renewable energy resources could possibly accelerate growth in the country’s energy and power sector. 13 “RA 11659,” Department of Energy Philippines, June 8, 2023.

Gas, renewables, and transmission are potential growth drivers for the sector. Upgrading power grids so that they become more flexible and better able to cope with the intermittent electricity supply that comes with renewables will be critical as the sector pivots toward renewable energy. A recent coal moratorium may position natural gas as a transition fuel—this could stimulate exploration and production investments for new, indigenous natural gas fields, gas pipeline infrastructure, and LNG import terminal projects. 14 Philippine energy plan 2020–2040, Department of Energy Philippines, June 10, 2022; Power development plan 2020–2040 , Department of Energy Philippines, 2021. The increasing momentum of green energy auctions could facilitate the development of renewables at scale, as the country targets 35 percent share of renewables by 2030. 15 Power development plan 2020–2040 , 2022.

Growth in the healthcare industry may slow to 2.8 percent in 2024, while pharmaceuticals manufacturing is expected to rebound with 5.2 percent growth in 2024. 16 McKinsey analysis in partnership with Oxford Economics.

Healthcare demand could grow, although the quality of care may be strained as the health worker shortage is projected to increase over the next five years. 17 McKinsey analysis. The supply-and-demand gap in nursing alone is forecast to reach a shortage of approximately 90,000 nurses by 2028. 18 McKinsey analysis. Another compounding factor straining healthcare is the higher than anticipated benefit utilization and rising healthcare costs, which, while helping to meet people's healthcare budgets, may continue to drive down profitability for health insurers.

Meanwhile, pharmaceutical companies are feeling varying effects of people becoming increasingly health conscious. Consumers are using more over the counter (OTC) medication and placing more beneficial value on organic health products, such as vitamins and supplements made from natural ingredients, which could impact demand for prescription drugs. 19 “Consumer health in the Philippines 2023,” Euromonitor, October 2023.

Businesses operating in this field may end up benefiting from universal healthcare policies. If initiatives are implemented that integrate healthcare systems, rationalize copayments, attract and retain talent, and incentivize investments, they could potentially help to strengthen healthcare provision and quality.

Businesses may also need to navigate an increasingly complex landscape of diverse health needs, digitization, and price controls. Digital and data transformations are being seen to facilitate improvements in healthcare delivery and access, with leading digital health apps getting more than one million downloads. 20 Google Play Store, September 27, 2023. Digitization may create an opportunity to develop healthcare ecosystems that unify touchpoints along the patient journey and provide offline-to-online care, as well as potentially realizing cost efficiencies.

Consumer and retail

Growth in the retail and wholesale trade and consumer goods sectors is projected to remain stable in 2024, at 4 percent and 5 percent, respectively.

Inflation, however, continues to put consumers under pressure. While inflation rates may fall—predicted to reach 4 percent in 2024—commodity prices may still remain elevated in the near term, a top concern for Filipinos. 21 “IMF raises Philippine growth forecast,” July 26, 2023; “Nomura downgrades Philippines 2024 growth forecast,” September 11, 2023. In response to challenging economic conditions, 92 percent of consumers have changed their shopping behaviors, and approximately 50 percent indicate that they are switching brands or retail providers in seek of promotions and better prices. 22 “Philippines consumer pulse survey, 2023,” McKinsey, November 2023.

Online shopping has become entrenched in Filipino consumers, as they find that they get access to a wider range of products, can compare prices more easily, and can shop with more convenience. For example, a McKinsey Philippines consumer sentiment survey in 2023 found that 80 percent of respondents, on average, use online and omnichannel to purchase footwear, toys, baby supplies, apparel, and accessories. To capture the opportunity that this shift in Filipino consumer preferences brings and to unlock growth in this sector, retail organizations could turn to omnichannel strategies to seamlessly integrate online and offline channels. Businesses may need to explore investments that increase resilience across the supply chain, alongside researching and developing new products that serve emerging consumer preferences, such as that for natural ingredients and sustainable sources.

Manufacturing

Manufacturing is a key contributor to the Philippine economy, contributing approximately 19 percent of GDP in 2022, employing about 7 percent of the country’s labor force, and growing in line with GDP at approximately 6 percent between 2023 and 2024. 23 McKinsey analysis based on input from industry experts.

Some changes could be seen in 2024 that might affect the sector moving forward. The focus toward building resilient supply chains and increasing self-sufficiency is growing. The Philippines also is likely to benefit from increasing regional trade, as well as the emerging trend of nearshoring or onshoring as countries seek to make their supply chains more resilient. With semiconductors driving approximately 45 percent of Philippine exports, the transfer of knowledge and technology, as well as the development of STEM capabilities, could help attract investments into the sector and increase the relevance of the country as a manufacturing hub. 24 McKinsey analysis based on input from industry experts.

To secure growth, public and private sector support could bolster investments in R&D and upskill the labor force. In addition, strategies to attract investment may be integral to the further development of supply chain infrastructure and manufacturing bases. Government programs to enable digital transformation and R&D, along with a strategic approach to upskilling the labor force, could help boost industry innovation in line with Industry 4.0 demand. 25 Industry 4.0 is also referred to as the Fourth Industrial Revolution. Priority products to which manufacturing industries could pivot include more complex, higher value chain electronic components in the semiconductor segment; generic OTC drugs and nature-based pharmaceuticals in the pharmaceutical sector; and, for green industries, products such as EVs, batteries, solar panels, and biomass production.

Information technology business process outsourcing

The information technology business process outsourcing (IT-BPO) sector is on track to reach its long-term targets, with $38 billion in forecast revenues in 2024. 26 Khriscielle Yalao, “WHF flexibility key to achieving growth targets—IBPAP,” Manila Bulletin , January 23, 2024. Emerging innovations in service delivery and work models are being observed, which could drive further growth in the sector.

The industry continues to outperform headcount and revenue targets, shaping its position as a country leader for employment and services. 27 McKinsey analysis based in input from industry experts. Demand from global companies for offshoring is expected to increase, due to cost containment strategies and preference for Philippine IT-BPO providers. New work setups continue to emerge, ranging from remote-first to office-first, which could translate to potential net benefits. These include a 10 to 30 percent increase in employee retention; a three- to four-hour reduction in commute times; an increase in enabled talent of 350,000; and a potential reduction in greenhouse gas emissions of 1.4 to 1.5 million tons of CO 2 per year. 28 McKinsey analysis based in input from industry experts. It is becoming increasingly more important that the IT-BPO sector adapts to new technologies as businesses begin to harness automation and generative AI (gen AI) to unlock productivity.

Talent and technology are clear areas where growth in this sector can be unlocked. The growing complexity of offshoring requirements necessitates building a proper talent hub to help bridge employee gaps and better match local talent to employers’ needs. Businesses in the industry could explore developing facilities and digital infrastructure to enable industry expansion outside the metros, especially in future “digital cities” nationwide. Introducing new service areas could capture latent demand from existing clients with evolving needs as well as unserved clients. BPO centers could explore the potential of offering higher-value services by cultivating technology-focused capabilities, such as using gen AI to unlock revenue, deliver sales excellence, and reduce general administrative costs.

Sustainability

The Philippines is considered to be the fourth most vulnerable country to climate change in the world as, due to its geographic location, the country has a higher risk of exposure to natural disasters, such as rising sea levels. 29 “The Philippines has been ranked the fourth most vulnerable country to climate change,” Global Climate Risk Index, January 2021. Approximately $3.2 billion, on average, in economic loss could occur annually because of natural disasters over the next five decades, translating to up to 7 to 8 percent of the country’s nominal GDP. 30 “The Philippines has been ranked the fourth most vulnerable country to climate change,” Global Climate Risk Index, January 2021.

The Philippines could capitalize on five green growth opportunities to operate in global value chains and catalyze growth for the nation:

  • Renewable energy: The country could aim to generate 50 percent of its energy from renewables by 2040, building on its high renewable energy potential and the declining cost of producing renewable energy.
  • Solar photovoltaic (PV) manufacturing: More than a twofold increase in annual output from 2023 to 2030 could be achieved, enabled by lower production costs.
  • Battery production: The Philippines could aim for a $1.5 billion domestic market by 2030, capitalizing on its vast nickel reserves (the second largest globally). 31 “MineSpans,” McKinsey, November 2023.
  • Electric mobility: Electric vehicles could account for 15 percent of the country’s vehicle sales by 2030 (from less than 1 percent currently), driven by incentives, local distribution, and charging infrastructure. 32 McKinsey analysis based on input from industry experts.
  • Nature-based solutions: The country’s largely untapped total abatement potential could reach up to 200 to 300 metric tons of CO 2 , enabled by its biodiversity and strong demand.

The Philippine economy: Three scenarios for growth

Having grown faster than other economies in Southeast Asia in 2023 to end the year with 5.6 percent growth, the Philippines can expect a similarly healthy growth outlook for 2024. Based on our analysis, there are three potential scenarios for the country’s growth. 33 McKinsey analysis in partnership with Oxford Economics.

Slower growth: The first scenario projects GDP growth of 4.8 percent if there are challenging conditions—such as declining trade and accelerated inflation—which could keep key policy rates high at about 6.5 percent and dampen private consumption, leading to slower long-term growth.

Soft landing: The second scenario projects GDP growth of 5.2 percent if inflation moderates and global conditions turn out to be largely favorable due to a stable investment environment and regional trade demand.

Accelerated growth: In the third scenario, GDP growth is projected to reach 6.1 percent if inflation slows and public policies accommodate aspects such as loosening key policy rates and offering incentive programs to boost productivity.

Focusing on factors that could unlock growth in its seven critical sectors and themes, while adapting to the macro-economic scenario that plays out, would allow the Philippines to materialize its growth potential in 2024 and take steps towards achieving longer-term, sustainable economic growth.

How Facebook Messenger and Meta Pay are used to buy child sexual abuse material

Court documents and interviews detail the products’ role in alleged exploitation – and how some payments go undetected

W hen police in Pennsylvania arrested 29-year-old Jennifer Louise Whelan in November 2022, they charged her with dozens of counts of serious crimes, including sex trafficking and indecent assault of three young children.

One month earlier, police said they had discovered Whelan was using three children as young as six, all in her care, to produce child sex abuse material. She was allegedly selling and sending videos and photos to a customer over Facebook Messenger. She pleaded not guilty.

The alleged buyer, Brandon Warren, was indicted by a grand jury in February 2022 and charged with nine counts of distribution of material depicting minors engaged in sexually explicit conduct. Warren also pleaded not guilty.

Court documents seen by the Guardian quote Facebook messages between the two in which Warren allegedly describes to Whelan how he wants her to make these videos.

“I’ll throw in a little extra if you tell him it makes mommy feel good and get a good length video,” he tells Whelan, according to the criminal complaint document used for her arrest.

Whelan received payment for the footage over Meta Pay, Meta’s payment system, according to the criminal complaint against him. “Another 250 right? Heehee,” she allegedly wrote to Warren after sending him a video of her abusing a young girl.

Meta Pay, known as Facebook Pay before rebranding in 2022, is a peer-to-peer payment service enabling users to transfer money over the company’s social networks. Users upload their credit cards, debit cards or PayPal account information to Facebook Messenger or Instagram to send and receive money.

A spokesperson for Meta confirmed that the company has seen and reported payments via Meta Pay on Facebook Messenger that are suspected of being linked to child sexual exploitation.

“Child sexual exploitation is a horrific crime. We support law enforcement in its efforts to prosecute these criminals and invest in the best tools and expert teams to detect and respond to suspicious activity. Meta reports all apparent child sexual exploitation to NCMEC [the National Center of Missing and Exploited Children], including cases involving payment transactions,” the spokesperson said.

Meta fails to detect payments for child abuse material, say moderators

Through reviewing documents and interviewing former Meta content moderators, a Guardian investigation has found that payments for child sexual abuse content taking place on Meta Pay are probably going undetected, and unreported, by the company.

Court documents show Whelan and Warren’s actions were not spotted or flagged by Meta. Instead, Kik Messenger, another social platform, reported Warren had uploaded videos suspected to be child sexual abuse material (CSAM) to share with other users. This triggered a police investigation in West Virginia, where Warren lives. His electronics were seized, and police then discovered the eight videos and five images that he had allegedly bought from Whelan over Facebook Messenger.

“ We responded to valid legal process,” said a Meta spokesperson, in response to the Guardian’s findings that the company did not detect these crimes.

Additionally, two former Meta content moderators, employed between 2019 and 2022, told the Guardian that they saw suspicious transactions taking place via Meta Pay that they believed to be related to child sex trafficking, yet they were unable to communicate with Meta Pay compliance teams to flag these payments.

“It felt like [Meta Pay] was an easy-to-use payment method since these people were communicating on Messenger. The amounts sent could be hundreds of dollars at a time,” says one former moderator, who spoke under the condition of anonymity because they had to sign a non-disclosure agreement as a condition for employment. The moderator, employed for four years until mid-2022 by Accenture, a Meta contractor, reviewed interactions between adults and children over Facebook Messenger for inappropriate content.

Payments for sex or CSAM are typically just a few hundred dollars or less in cases reviewed by the Guardian. According to the former Meta compliance analyst, transactions of such small amounts are unlikely to be flagged for review by Meta’s systems.

This means that payments connected to illicit activities are probably taking place undetected, financial crimes experts said.

A Meta spokesperson said that the company uses a combination of automated and human review to detect suspicious financial activity in payment transactions in Messenger.

“The size of the payment is just one signal our teams use to identify potentially suspicious activity, and our compliance analysts are trained to assess a variety of signals,” said the Meta spokesperson. “If our teams had reason to suspect suspicious activity, especially activity involving a child and even if the payments are small, it would be investigated and reported appropriately.” The spokesperson also said that the company had “a strong ‘see something, say something’ culture”.

For situations where American men were targeting underage girls abroad to groom, payments could be for things like getting a phone and school supplies, the moderator said.

“Most of what we saw were older men from America, targeting girls in Asian countries and often travelling there,” the moderator added.

“When it comes to child exploitation and CSAM, it’s really all about small amounts,” said Silvija Krupena, director of the financial intelligence unit at RedCompass Labs, a London-based financial consultancy. “It’s a global crime and criminals, with different types of offenders. In low-income countries like the Philippines, $20 is big money. The production usually happens in those countries. These are small amounts that can fall through the cracks when it comes to traditional money-laundering controls.”

Meta has a team of about 15,000 moderators and compliance analysts who are tasked with monitoring its platforms for harmful and illegal content. Possible criminal behavior is supposed to be escalated by Meta and reported to law enforcement. Anti-money laundering regulations also require money service businesses to train their compliance staff to have access to enough information to be able to detect when illegal financing occurs.

Yet contractors monitoring Meta Pay transaction activity do not receive specific training for detecting and reporting money flows that could be related to human trafficking, including the language, codewords and slang that traffickers typically use, a former Meta Pay payment compliance analyst contractor said.

“If a human trafficker is using a codeword for selling girls, we didn’t get into that. We didn’t really get trained on those,” said the former compliance analyst. “You don’t even give it a second thought or even dig into that kind of stuff at all.”

A Meta spokesperson disputed the payment compliance analyst’s claims.

“Compliance analysts receive both initial and ongoing training on how to detect potentially suspicious activity – which includes signs of possible human trafficking and child sexual exploitation. Our program is regularly updated to reflect the latest guidance from financial crime regulators and safety experts,” the spokesperson said.

Meta’s history with accusations of child exploitation

Meta’s platforms have been linked to alleged child exploitation and the distribution of CSAM in the past. In December, the New Mexico attorney general’s office filed a lawsuit against the company, alleging Facebook and Instagram are “breeding grounds” for predators targeting children for human trafficking, grooming and solicitation. The suit followed an April 2023 Guardian investigation , which revealed how child traffickers were using Meta’s platforms to buy and sell children into sexual exploitation.

As a money services business, Meta Pay is subject to the US anti-money laundering and “know your client” (KYC) banking regulations, which require businesses to report illicit financing to the US treasury department’s Financial Crimes Enforcement Network (FinCEN).

If Meta fails to detect and report these payments, it could be in violation of US anti-money laundering laws, financial crimes experts have said.

“Regulations apply to any company that participates in a payments business. But for social media because they can see users, they see their lives, their transactions, they can see abuse and see contact. It’s such a low-hanging fruit for them to detect this,” said Krupena.

Other peer-to-peer payment apps have faced scrutiny for their practices in preventing illicit activity. In 2023, Senate Democrats requested detailed fraud detection and prevention methods from PayPal, Venmo and Cash App. Sex trafficking “ran rampant” on Cash App, according to a report last year by US investment research firm Hindenburg. Block, Cash App’s owner, disputed these claims, threatening legal action.

Meta introduced end-to-end encryption to Facebook Messenger in late 2023, but even before this, payment compliance analyst contractors could not access the Messenger chat between the two users exchanging funds. The former Meta compliance analyst told the Guardian their team could only see transactions with notes and the relationship between the two users.

“I don’t know how you do compliance in general without being able to see intentions around transacting,” said Frances Haugen , a former Facebook employee turned whistleblower, who released tens of thousands of damaging documents about its inner workings in 2021. “If the platforms actually wanted to keep these kids safe, they could.”

Siloed work prevents flagging suspicious transactions, say ex-moderators

Other former content moderators interviewed by the Guardian compared their jobs to call center or factory work. Their jobs entailed reviewing content flagged as suspicious by users and artificial intelligence software and making quick decisions on whether to ignore, remove or escalate the content to Meta through a software program. They say they could not communicate with the Meta Pay compliance analysts about suspicious transactions they witnessed.

“We were not allowed to contact Facebook employees or other teams,” one former moderator said. “Our managers didn’t tell us why this was.”

Gretchen Peters, who is the executive director of the Alliance to Counter Crime Online, has documented the sale of narcotics, including fentanyl, over Meta’s platforms. She also interviewed Meta moderators who were not permitted to communicate with other teams in the company. She said this siloing was a “major violation” of “know your customer” banking regulations.

“We’ve heard from moderators at Meta they can see illegal conduct is occurring and that there are concurrent transactions through Meta Pay, but they have no way of communicating what they are seeing internally to moderators at Meta Pay,” said Peters.

A Meta spokesperson said the company prohibits the sale or purchasing of narcotics on its platforms and removes that content when it finds it.

“Meta complies with all applicable US anti-money laundering laws,” the spokesperson said. “It is also untrue to suggest that there is a lack of communication between teams. Content moderators are trained to escalate to a specific point of contact, who brings in the appropriate specialist team.”

Messenger’s encryption will hide illicit behaviors on Meta Pay, say advocates

In December, Meta announced it had rolled out end-to-end encryption for messages sent on Facebook and via Messenger . Encryption hides the contents of messages from anyone but the sender and intended recipient by converting text and images into unreadable cyphers that are unscrambled on receipt.

Yet this move could also affect the company’s ability to prevent illicit transactions on Meta Pay. Child safety experts, policymakers, parents and law enforcement criticized the move, arguing encryption obstructs efforts to rescue child sex trafficking victims and the prosecution of predators.

“When Meta Pay is linked to Messenger or Instagram, the messages associated with payments could uncover illicit behaviors,” said Krupena. “Now that this context is removed, the implications are significant. It almost feels like encryption is inadvertently facilitating illicit activity. This opens many opportunities for criminals to hide in plain sight.”

A Meta spokesperson said the decision to move to encryption was to “provide people with privacy”, and that the company encourages users to self-report private messages related to child exploitation to the company.

“Moving to an encrypted messaging environment does not mean we will sacrifice safety, and we have developed over 30 safety tools, all of which work in encrypted messaging,” said the spokesperson. “We’ve now made our reporting tools easier to find, reduced the number of steps to report and started encouraging teens to report at relevant moments.”

FinCEN declined to comment. PayPal did not respond to a request for comment.
