  • Revised Lead and Copper Rule: Testing at schools and child-care facilities As schools begin returning to session, water utilities across the United States are busy preparing for fall 2024 when the U.S. Environmental Protection Agency’s Lead and Copper Rule Revisions (LCRR) will require a new level of communication and cooperation with schools and child-care providers. School districts can be great partners, providing utilities a way to tell their water story through public education and inspiring a new generation who may one day be water operators. But schools operate very differently than many government agencies – from their funding sources to staffing and overall culture. Getting ready to be LCRR compliant means water systems must pay special attention to the needs of school districts and how to best collaborate with them.  Water utilities are required to provide schools and child-care facilities with a copy of EPA’s Training, Testing and Taking Action (3T’s) for Reducing Lead in Drinking Water in Schools and Child Care Facilities, as part of the LCRR sampling process. Utilities must sample at least 20% of elementary schools and 20% of child-care facilities in their service areas for the following five ...
  • News reports on lead in Detroit schools Water utilities should be aware of current news reports on a decision to shut off access to drinking water in Detroit schools. With the start of the new school year, these stories may prompt questions from media and customers in other communities about lead levels in schools. Water utilities should be prepared to express their commitment to protecting children from lead in drinking water, including describing how they communicate with schools and daycare facilities in their service areas. Key points to elevate include: •    Our first priority as water providers is the protection of public health. •    Lead is typically not found in the water leaving our treatment or traveling through water mains. However, it may be present in school plumbing, as well as drinking water bubblers or coolers. •    Our utility takes the following steps to assist schools in understanding and managing lead risks from drinking water [if applicable, provide examples of letters to school districts, sampling guidance, etc.] •    EPA developed a guidance document titled 3Ts (Training, Testing, Telling) for Reducing Lead in Drinking Water in Schools, which outlines ...
  • Operator-in-training courses taught in high schools By Ann Espinola Darrell King has a big job. He’s head of the water utility in Evanston, Ill. where he oversees nearly three dozen employees and a treatment plant serving more than 400,000 customers. But he spends every Saturday morning in a North Chicago classroom, where he teaches high school students how to become water treatment operators.   The program is one man’s way of forestalling the impending water sector labor shortage created by Baby Boomer retirements, and giving back to the community where he grew up. It is also among a handful of high school operator-in-training programs throughout the United States. In Texas, for example, water utilities in Irving and Arlington are working with their local school districts to prepare graduating seniors to pass water and wastewater licensing exams. In Portland, Ct., the city, utility and local school district partnered seven years ago to offer an operator course at the high school, but the program was discontinued two years ago during a change in leadership at the utility. The city hopes to start it up again in January.  The Irving program began ...
  • Florida Section program preps high schoolers for water treatment jobs So, when he started high school and learned about a program that prepares students for careers as water or wastewater treatment plant operators, it seemed like a natural fit.   “I knew this was a career I wanted to do,” said Schloss (pictured right), who graduated from St. Johns Technical High School in Northeast Florida three years ago and is now a C-licensed wastewater operator at St. Johns County Utilities. “It’s nice knowing you’re doing something good for the environment. And it’s a job most people don’t know much about. They think water goes down the drain or the toilet and that’s the end of it.” The Florida Section of American Water Works Association (FSAWWA) received the 2020 Section Education Award for its High School Academy Program. The need to hire well-trained operators to replace retiring employees is urgent — in AWWA’s 2020 State of the Water Industry, respondents ranked “aging workforce/anticipated retirements” as one of the top 10 challenges facing the water industry. “If we can find people who have already taken courses, taken exams, people who know what they’re getting ...
  • Kids safe to sip from school faucets, thanks to CECorps and AWWA section The school serves students in kindergarten through eighth grade and hosts community activities. The water system in the building had intermittently experienced high concentrations of lead in its water supply, which comes from a single well. Samples from specific faucets had lead levels of 40 parts per billion (ppb), exceeding the State of Washington’s lead action level of 15 ppb (90th percentile). A CECorps team of PNWS-AWWA volunteers, led by Lynn Williams Stephens (pictured right) and John Roth (pictured below), visited the site in the fall of 2016 and initiated measures to correct the situation. “We wanted a project that helped a low-income community address a water quality problem and the State of Washington Department of Health referred us to this school,” said Stephens, who works at Brown & Caldwell in Seattle. “I can’t think of a more important place than a school to try to reduce lead exposure. This also opened my eyes to the small-scale water systems I didn’t even know existed.” Volunteers in action The school did not have a full-time water operator and relied on contractors. In 2015, when ...

Making every drop count: my journey in water conservation, small steps, big impact: a call to youth for sustainable water practices.

Save Water

Imagine a world where every drop of water is cherished and where our actions today ensure a sustainable tomorrow.

As a 20-year-old, I've been anxious about the future, especially regarding vital resources like water. The water crisis in cities like Mumbai and Bengaluru hits close to home – it's not just a distant problem; it's right here, affecting us and our future. That's why I've committed myself to something as crucial as conserving and reusing water. Water isn't just a commodity or a resource; it's a fundamental, basic right we must protect for ourselves and those yet to come. Each of us possesses the ability to make a difference, starting with simple yet impactful actions.

My Water-saving Journey

  • Collecting rainwater: I've set up rainwater harvesting at home, and seeing how much water I can save has been eye-opening. Using rainwater for non-essential tasks like cleaning or car washing frees freshwater for essential needs.
  • Reusing used water: Why waste water from laundry and washing dishes when we can reuse it? We can reuse used water to water plants and clean outdoor areas, reducing waste and conserving water effectively.
  • Mindful water usage: Every drop counts, so I've become more cognizant of my water habits. Simple actions like turning off the tap while brushing and using buckets instead of hose pipes to water plants/ clean floors and vehicles could make a big difference.
  • Joining Community Initiatives: Getting involved in local water conservation projects has been rewarding. It's not just about cleaning up; it's about building a culture of responsibility towards our resources.
  • Knowledge sharing: Sharing knowledge and raising awareness about water conservation with peers and communities to advocate for sustainable water practices, aiming to inspire more individuals to join this important movement. Let's collaborate, spread the word, and motivate others to join this vital initiative. Together, our collective efforts can make a significant and lasting impact on a sustainable future.

Your Role in Water Conservation

Get involved in water conservation by implementing rainwater harvesting systems and supporting projects for better water management in your area. Join Water User Associations (WUAs) to assist in distributing water sustainably for agriculture and local farming. Dedicate your time to volunteering with organizations focused on water conservation initiatives nearby. Collaborate with local authorities on cleaning water sources and promoting water recycling systems. Engage in online communities to share resources and participate in discussions about effective water conservation methods.

By taking small steps and collaborating with existing initiatives, we can create a ripple effect of positive change in water conservation. Let's make every drop count and build a sustainable future together. Share what you've learned and inspire others to join the movement. Together, we can make a real difference!

What is water conservation? • Any action, program or technology that: • Reduces draw from water sources • Reduces indoor and outdoor water use • Reduces water loss or waste • Improves efficiency of water use • Increases water recycling/reuse • Prevents water pollution

“Selling” water conservation to clients • What are some challenges to promoting WC planning to communities?

EPA Water Conservation planning tool for TA providers • Designed for systems serving populations of 10,000 or fewer • Specify conservation planning goals • Develop a water system profile • Prepare a demand forecast • Identify & evaluate conservation measures • Present implementation strategy ESEPA “Basic Guidelines for Preparing a Water Conservation Plan”

1. Specify Conservation Planning Goals • Goals should be specific and measurable • Examples: • Residential water use will be reduced by 15% over three years • Low flow showerheads will be installed in 20% of the residences by 2011 • Water audits will be completed on 30% of Commercial/industrial/institutional customers within the first two years

1. Specify Conservation Planning Goals (cont’d) • Planning goals may also include: • Eliminating, downsizing, or postponing capital projects • Extending the life of existing facilities • Avoiding new source development costs • Educating customers about the value of water • Protecting/preserving environmental resources • Lowering variable operating costs

2. Develop a water system profile • Summarize system characteristics • Population served • Service area • Annual water supply • Number of service connections • Water demand • Average day demand • Peak demand • Water pricing/rates

2. Develop a water system profile (cont’d) • Summarize system conditions • Designated critical water supply area? • Frequent supply shortages/emergencies? • Substantial unaccounted for/lost water? • High rate of population/demand growth? • Substantial improvements or additions planned?

2. Develop a water system profile (cont’d) • Summarize current conservation measures • What specific measures are in place? • When were they implemented? • How effective are they? • What are the estimated annual water savings from each measure?

3. Prepare a demand forecast • Based on anticipated population growth • More accurate if prepared for different classifications of water use • Residential • Commercial/large water users • 5 and 10 years forecasts • Optional if population is growing at less than 2% per year

4. Identify/evaluate conservation measures • Three level of conservation measures • Basic (even smallest systems should consider these) • Intermediate • Advanced

4. Identify/evaluate conservation measures (cont’d)

4. Identify/evaluate conservation measures (cont’d) • Criteria for selecting conservation measures can include: • Program costs • Cost effectiveness • Budgetary considerations • Ease of implementing • Staff resources & capability • Environmental impacts • Ratepayer impacts

4. Identify/evaluate conservation measures (cont’d) • Criteria for selecting conservation measures can include: • Water rights and permits • Legal issues or restraints • Regulatory approval • Public acceptance • Timeliness of savings • Consistency with other programs

4. Identify/evaluate conservation measures (cont’d) • Prepare a budget for each planned conservation measure, including estimated costs/gallon of water saved • Avoid counting water savings from a measure more than once when doing cost benefit analysis

4. Identify/evaluate conservation measures (cont’d) • Based on budget and other selection criteria, chose which measures will be implemented • Consider effects of conservation on system revenues (reduction in sales) • Include general summary of expected benefits, including effects on planned capital improvements

5. Present Implementation Strategy • Present strategy and timetable for implementation • Note specific factors or contingencies that might effect implementation • Address data collection and modeling required to track effects of conservation over time • Plan to update and revise WC plan

Indoor water use • For single family homes, average water use/person/day = 69.3 gallons (benchmark)

Indoor + outdoor water use • Total water use per person per day in the United States = 171.8 gallons From AWWARF “Residential End Uses of Water”

Overall water use

Review current and forecasted systems conditions • Exercise • Page 1-4

Definition of a Water Audit • Thorough examination of the accuracy of a water agencies records and control equipment • Overall Goal • Identify • Quantify • Verify Water Losses and Revenue • Performed Annually • To update the results of earlier audits

Water Audits • Water in: • Groundwater/surface water • Purchased water Total water in____________ • Water out: • Metered • Leaks/theft/under billing/ faulty control systems Total water out___________ • Water in – water out = unaccounted for water

“Selling” the benefits of a water audit to a utility • Reduced pumping costs (electricity) • Reduced treatment costs (chemical) • Increased revenues from undercharged customers • Increased knowledge of distribution system • Gain experience with the use of maps • Helps a utility respond more quickly to emergencies

Benefits of a Water Audit • Stretch existing supplies to meet increased needs • Defer construction of new facilities • Improved maintenance can reduced the likelihood of property damage • Better safe guard public health and safety • Cross contamination during system pressure loss occurrences

The health risks of a leaky distribution system • USEPA: The Potential for Health Risks from Intrusion of Contaminants into the Distribution System from Pressure transients • Potential for prolonged negative pressure events in distribution systems • Direct epidemiological connection between leaky mains/poor chlorine residual/ low pressure and gastrointestinal illness

Water Audit Activities • Verifying, Quantifying and Updating : • Water source inflow records • Inaccurate source data will invalidate the audit • Billing and accounting information • Un-metered use records • Parks, community centers, government facilities, firefighting

Authorized Un-metered Users • Un-metered uses must be carefully estimated to produce an accurate audit • Recommend metering all water users even if it is not billed

Water Audit Activities • Verifying and Updating system maps-GIS • Testing master and source meters for accuracy • Testing residential, commercial, and industrial sales meters for accuracy • Large meter testing is the most expensive item of a water audit ($150- $500 per meter, repair $350- $1000 per meter)

Tabletop Audit Exercise • Velo City

Water Board Faces Grand Jury Grilling Over Fatal Sink Hole Incident Officials “Turned a blind eye” to warning signs, alleges former manager. Story on page B2

Why Do Distribution Systems Leak? • Age • Corrosion • Faulty installation • Material defect • Excessive pressures (or surges) • Ground movement • Traffic loading and vibration

Where Is All This Water Going? • Leaks follow the path of least resistance • Porous (sandy) soil • Gravel backfill • Sanitary sewers • Storm sewers • Geologic features • A few actually reach the surface!

Are There Any Warning Signs? Many main breaks are actually unseen leaks that could be repaired before the break occurs

Robotic “Noise Loggers” • Placed in remote areas • Turn themselves on when noise is at a minimum (2 a.m.) • Listen for leak noises, then shut themselves off after a few hours • Transmit data wirelessly during daylight hours • Moved to other areas as needed

Leak Detection Technology • Portable contact (probe) devices • Unpowered geophones (stethoscope) • Amplified acoustic microphone systems • Multi-channel acoustic correlators • Portable noise loggers

Typical Equipment Cost • Portable contact (probe) devices - $1500-$2000 • Unpowered geophones - $30-$350 • Amplified acoustic detection systems - $2500-$3800 • Multi-channel acoustic correlators - $17,000 - $23,000 • Portable leak noise loggers - $200-$600 per unit depending on quantity

Equipment options • Purchase (good investment) • Rent / Lease • Hire a contractor • Borrow from neighboring agency • Vendor demo units

How Is A Leak Survey Done? • Map out a grid of water system • Experienced crew should cover 6 to 8 miles per day • Conduct preliminary survey using contact (probe) equipment • Return to pinpoint suspected leak locations using correlation
