The scourge of terrorism has cast it’s malevolent influence across the world and is a major threat to all of us. It is a global menace and the world needs to come together to fight against it.

Be it terror group like AL-Qaeda, Boko Haram, Deccan Mujahedin or individuals inspired by their barbaric ideology, the terrorist threat has never been so high. The phenomenon of foreign terrorist fighters and the massive use of the Internet and social media for recruiting, financing or calling for action has also added a new dimension to the threat.

Origin and People involved

Though the exact origin of terrorism is unknown due to multiple definitions it has been assigned till date, the first use in English of the term ‘terrorism’ occurred during the French Revolution’s Reign of Terror, when the Jacobin, who ruled the revolutionary state, employed violence to win their cause.

Anarchism, often in league with rising nationalism and anti-monarchism, was the most prominent ideology linked with terrorism in the earlier days of it’s origin.

If we talk of the present times, there are multiple terror outfits like Al-Qaeda, Quetla Shura, Lashkar-e-Taiba operating at global level propagating their ghastly ideologies of terror and killings in the name of religion, cultural and economic differences. The question that needs to be addressed is who are the people involved?

There are leaders of terror groups who influence poor, disheartened and inhumane people among general public to join them by luring them and making promises to take care of their families after they, ‘the defenders of religion’ (as these terrorists are referred by them)die for their cause.

Present Scenario

The number of terror attacks is surging day by day. The severities of World Trade centre attack, 26/11 Mumbai attacks , and the recent Pulawama attack in India are unforgettable. These terrorist groups plan attacks targeting populated cities and crowded areas to cause large scale destruction.

Such groups don’t only include active terrorists who perform such heinous acts in action, but also have sleeper cells that are women and men placed in different cities who work for these terror outfits secretly to provide them with all the relevant information for planning attacks. Most surprising and depressing is the inclusion of young children in these acts of severe cruelty.

Severities involved

It is obvious that the problem such terror attacks result into are immense. The large scale loss of lives and infrastructure, the social problems that emerge and the undermining of national interests of developing countries dismantle the very base of peace and development.

Investors shun war zones, traders are wary of markets that might explode at any time , tourists do not travel to hotels that might be commandeered by crazed terrorists. These are all serious hazards for a country seeking to grow and flourish in a globalising world economy. In the Indian context, terrorist unions in Pakistan not only aim to kill and destroy, but also pull down India’s growth, tarnish it’s success story and darken it’s lustre in the world.

If we look at the legal and political aspect of this menace, we find that there has been tensions among nations regarding this for ages. Be it US and Iran or India and Pakistan, terrorism is the cause as well as effect that leaves no room for cooperation in fight against terrorism . Also, these terrorists don’t get caught easily.

Countries like Pakistan and Afghanistan have been a hub of terrorist outfits like ISIS and Al-Qaeda for a long time. The governments present there are either incapable or are not willing to catch and punish them which serves as another motivating factor for these cruel and uncivilised outfits of terror to flourish and spread their illogical ideas among the general public who get influenced and start volunteering them.

Indian Context

The main terrorism threat to India is posed by it’s neighbouring Islam extremist nations of Pakistan and Afghanistan. Ever since Independence, Pakistan’s relations with India have been bedevilled by a dispute over the divided territory of Kashmir.

The resort by Pakistan to the sponsorship of militancy and terrorism within India as an instrument of state policy since the 1980’s has made relations nearly as bad as in the immediate aftermath of independence.

Both the militancy and the response to it by Indian security forces have caused a great loss of life, damaged property and has wrecked the Kashmiri economy which is largely dependent on tourism and sale of handicrafts. Both the countries have suffered gravely by the casualties of terror wars.

Another disturbing concern regarding 26/11 and Pulawama attacks is that they not only caused death and destruction but showed up the limitations of India’s security apparatus too. They dented the worldwide image of India as an emerging economic giant and instead presented it as an insecure and vulnerable ‘soft state’.

Countering Terrorism

There is a need of building international pressure on Pakistan which requires China and Saudi Arabia’s roles as allies of Pakistan. China’s importance to Pakistan is increasing with the gradual American disengagement , and the world knows that friendship with China shields Pakistan against the negative global fallout from its anti -India actions.

Though keeping in mind China’s strategic concerns in supporting Pakistan to balance relations with India makes it difficult to gain their support in rooting out terrorism bases in Pakistan, we can at least give it a try.

Also, there’s a need to close down the training camps, genuinely banning these organisations , cutting off their finances by closing their bank accounts, arresting known inciters of hatred and violence and declaring more filthy minds as of Jaish -e- Mohammad as International terrorists.

The terrorism ideology that blatantly ignores all the ethics and morals is completely a ruthless and inhumane notion that needs to be nipped in the bud.

Some organisations, therefore have come up with the ‘Deradicalization programme’ where a person showing signs/ behaviour of radicalism and is suspicious of joining a terror group in future is made to have deradicalization sessions with counsellors who try to convince them about the negative aspects of the devastating choice they might make and why they should avoid it.

Though it is being supported by governments of various nations, this solution is on the level of general public.Various national governments try to deal with the problem by having discussions with other nations on how to build peace and security together and collaborating with United Nations peacekeepers wing.

Military of nations like US and India also try frequently to pull out the roots of this trouble by attacking the training camps of these terrorists and focusing on strengthening of border security.

United Nations also plays important role. It is being increasingly called upon to coordinate the global fight against terrorism. Eighteen universal instruments against international terrorism have been elaborated within the framework of the United Nations system relating to specific terrorist activities.

In September 2006, UN Member States adopted the United Nations Global Counter-Terrorism Strategy. This was the first time that Member States agreed to a common strategic and operational framework against terrorism.

I personally feel that there’s a need to bring these perpetrators to justice and to dismantle the infrastructure of terror. The disturbing fact about the terrorists involved is that they are so much brainwashed that they have no thoughtfulness or meaning left in their lives.

The reason behind the havoc they create is not any political objective, not asking for a change in government or not seeking anything other than to cause as much damage and death and destruction as possible. Those among them who pretend to be standing up for the cause of Islam end up killing Muslim Civilians too.

It is difficult to escape the conclusion that this kind of terrorism- terrorism as an end in itself, not as a means to something larger, can only be confronted implacably. It just has to be nipped in the bud, ideally before it starts, and if that is not possible, it should be dealt firmly if and when it actually comes.

It’s high time to act together and it’s quite visible that the global forces are coming together and boycotting those nations who let terror outfits build up and flourish. Nations are turning united against this threat, and are conjointly cutting funding for terrorism through decreasing various purchases of oil and other items from organizations aiding terrorist groups.

It’s an old adage that ‘Rome was not built in a day’ that means good things take time and so will take the establishment of world peace. What we need to focus upon is standing united against terrorism and wiping out hatred from this world.

There might be few terrorists who have lost their mind and feelings and lending a helping hand to whom won’t do any good but there might be few innocents among them who out of helplessness and poverty have become a follower of illogical terror ideas.

It’s those innocents for whom we need to show a light of help and love, whom we have to snatch out of this black hole of blind beliefs and injustice, for whom we have to make this idea of universal love, brotherhood and world peace meaningful so that the insane and inhumane ones are unable to find followers , fall down on their knees and give up.

What does terrorism tell us about peace?

Since World War II the world has become much more peaceful with many structural improvements decreasing the likelihood of armed conflict between major powers. However, while most indicators measuring violence have improved, the last decade has seen a historic decline in world peace, writes Murray Ackman, Research Fellow at the Institute for Economics & Peace.

Terrorism is at an all-time high, battle deaths from conflict are at a 25 year high and the number of refugees and displaced people are at a level not seen in sixty years.

The spread of terrorism coincides with an increase in armed conflict. Deaths from terrorism have risen in tandem with battle deaths. From 2006 to 2016, deaths from terrorism increased 67 per cent, while battle deaths increased by 66 per cent.

These trends are interlinked: terrorism and terrorist tactics are overwhelmingly more likely to occur as part of an ongoing military or paramilitary campaign within an existing armed conflict. In 2016, this correlation was very pronounced with 95 per cent of terrorist attacks occurring in countries embroiled in armed conflict. This reflects the increased likelihood that terrorism occurs due to the presence of armed conflict and that terrorist tactics are more likely to occur in an armed conflict zone.

Unsurprisingly, countries involved in armed conflict are more susceptible to terrorism. This is partly due to a weak state and the absence of enough mechanisms to resolve conflicts peacefully. Terrorism is also one of many tactics employed by insurgencies and paramilitaries in a civil conflict. Terrorist groups like ISIS, Boko Haram and the Taliban all engage in military attacks as well as extensive terrorist activity.

Countries with the highest number of battle deaths such as Syria, Iraq, Afghanistan and Yemen also have very high levels of terrorism. The recently released  2017 Global Terrorism Index  found that the 20 countries most impacted by terrorism were all involved in an armed conflict.

What is driving this change?

The factors driving the increase in terrorism are similar to the reasons behind an increase in both the number and duration of internal armed conflicts. Non-state actors, including terrorist groups, are able to acquire resources and can utilise online platforms to spread their message to a wider audience. This has extended the length of more armed conflicts and has lessened the  incentives  to maintain local support as groups can seek resources externally. Furthermore, the spread of tactics between groups and between countries has effectively lowered the barriers to entry for conducting terrorism. The use of less sophisticated methods focusing on a variety of targets has spread across the world. Most notably this has seen an increased use of improvised explosive device (IEDs), which was used as a terrorist tactic following the US-led invasion of Iraq. The use of IEDs has since spread to other conflict zones including in Nigeria, Somalia and even in more peaceful societies such as with the May 2017 Manchester bombing in the United Kingdom. The use of modified drones highlights another tactic that has spread from the battlefield to non-conflict affected areas.

As a result of this shift, terrorism has also increased in countries where there is no active armed conflict, including many OECD member countries in Europe and North America. The number of attacks in non-conflict countries has increased in the last five years and in 2016, OECD member countries experienced the highest number of deaths from terrorism since 2001.

ISIS has been the primary driver behind an increase in terrorism in OECD member countries. There has been a 67 per cent increase in attacks and a nearly 600 per cent increase in deaths from terrorism since 2014. But many of these deaths resulted from a small number of attacks that inflicted very high casualties.

However, terrorist attacks in OECD countries and other non-conflict-affected countries are not as deadly as attacks in conflict-affected countries which averaged 2.4 fatalities per attack in 2016. This compares to 1.3 fatalities in non-conflict affected countries. There are numerous possible reasons for this variation in fatality rate. Countries experiencing conflict generally have easier access to more military grade small arms and bomb making capabilities while countries not in conflict tend to be more developed and so can spend more on intelligence gathering, policing and counterterrorism.

Countries suffering from conflict also experience the most costly economic impacts from terrorism. These countries are mainly situated in the Middle East and North Africa, sub-Saharan Africa and South Asia. In 2016, Iraq once again had the largest economic impact of terrorism as a percentage of GDP, at 24 per cent. Afghanistan is the only other country where the economic impact of terrorism is higher than ten per cent of its GDP.

This disproportionate economic cost to terrorism, which is borne by less developed countries, highlights the importance of focusing on the attainment of positive, rather than negative peace (or the absence of violence). Countries with improving levels of Positive Peace record higher per capita growth rates. This is due to the fact that countries with high levels of Positive Peace are more likely to maintain stability and recover from shocks so avoid the likelihood of conflict.

By investing in holistic and systemic improvements in the attitudes, institutions and structures that create peaceful societies, countries emerging from conflict can transition from a country that has contained violence to a country rich in Positive Peace. This approach can be challenging to implement in underdeveloped countries where there are competing needs for government and business investment. To help address this need, earlier this year, the Institute for Economics & Peace (IEP), which also publishes the Global Terrorism Index, released the  Positive Peace Report 2017 .

This outlines a framework for policymakers to understand how investments may be targeted while also illustrating the correlation between areas of investment seeing as some pillars are more critical at different stages of peace.

With more countries experiencing terrorist attacks and world peace levels declining, it is more important than ever to understand the correlations between terrorism and conflict. As the analysis within the Global Terrorism Index and Positive Peace Report show now more than ever, the global community needs to increase its peacebuilding efforts and resolve armed conflicts.

Security Council examines rising terrorism threat globally

A UN Security Council meeting on Thursday focused on terrorism began with a sobering reminder of the danger posed by this persistent threat to international peace. 

India’s External Affairs Minister, Dr. Subrahmanyam Jaishankar, who chaired the meeting, invited participants to stand and observe a minute of silence for victims worldwide.

They include an Irish peacekeeper serving at the UN’s mission in Lebanon, UNIFIL , shot and killed in an attack the previous night. Three other blue helmets were also injured; one critically. 

Widespread and prevalent 

The global threat posed by terrorism not only requires the Council’s continued attention, but also a renewed collective approach, said Vladimir Voronkov, head of the UN Office on Counter Terrorism (UNOCT). 

“Despite continuing leadership losses by Al-Qaida and Da’esh [also known as ISIL], terrorism in general has become more prevalent and more geographically widespread, affecting the lives of millions worldwide,” he reported. 

Mr. Voronkov said these groups and their affiliates have continued to exploit instability, fragility and conflict , particularly in areas such as West Africa and the Sahel, where the situation remains urgent. 

Their operations have also contributed to the deteriorating security situation in Central and Southern Africa, and elsewhere on the content. 

Terrorist groups remain in Afghanistan, where they continue to pose serious threats to the region and beyond. 

Xenophobic terror attacks rising 

“Moreover, it is concerning that the de facto authorities have failed to sever long-standing ties with terrorist groups sheltering in the country, despite this Council’s demands that they do so,” he added. 

Terrorists are “adapting opportunistically”, said Mr. Voronkov.  They are resorting to illicit financing methods and other criminal activities, making it difficult to produce an coordinated international response. 

He also expressed concern over a rise in terrorist attacks based on xenophobia, racism and other forms of intolerance , or in the name of religion or belief . 

“While not a new phenomenon, a few Member States consider this as the fastest growing or even the most prominent domestic security threat that they face,” he said. 

Pledge of support 

Mr. Voronkov welcomed a special meeting of the UN Counter-Terrorism Committee (CTC), held last month in India, to review how terrorists are taking advantage of new and emerging technologies for their own illegal ends. 

Discussions centred around three areas: the Internet, including social media platforms and related online spaces; countering terrorism financing and new payment technologies, and the misuse of unmanned aerial systems. 

“The special meeting brought to the forefront overarching considerations of a ‘One-UN’ approach, upholding human rights, the role of civil society, and honouring the victims of terrorism,” said Weixiong Chen, acting chief of the Counter-Terrorism Executive Directorate (CTED). 

“The Committee adopted the Delhi Declaration to reaffirm its commitment to work with Member States in achieving full implementation of all relevant Security Council resolutions to address the threats posed by terrorism,” he added. 

Courage amid chaos 

The CTC meeting was held over two days in Delhi and Mumbai, where terrorists carried out a series of bombing and shooting attacks 14 years ago, spanning four days.  More than 30 people were killed, and scores more wounded. 

Briefing the Council, Anjali Vijay Kulthe, a veteran staff nurse at the Cama and Albless Hospital in Mumbai, recalled that she was on night duty in the antenatal unit on 26 November 2008. 

Two terrorists scaled the wall of the facility, which is exclusively dedicated to mothers and children. They entered the hospital, and she could hear shooting.   

Ms. Kulthe was with two assistants at the time, and 20 women in advanced stages of pregnancy. Though riddled with fear, she guided everyone to safety.  They sheltered in the hospital pantry, in darkness. 

“I shiver even today as I recall the night of terrorist attack. While the terrorists were killing human beings like insects, I am happy that I was able to save the lives of 20 pregnant women and their unborn babies,” she said, speaking through an interpreter. 

Appeal for action 

A month later, the brave nurse was summoned to identify the lone surviving terrorist from the attacks. Although her family feared reprisals, she went ahead.  

The terrorist, Ajmal Kasab, “did not have an iota of remorse, no shame, no guilt; his sense of victory haunts me even today,” she revealed. 

“Whenever I see news reports on television about terrorist attacks anywhere in the world, my heart goes out for the victims, and survivors of such attacks who live the rest of their lives in trauma,” said Ms. Kulthe. 

She urged the international to bring the sponsors of the Mumbai attacks to justice and give closure to the families of the victims. 

Address root causes 

Ireland’s Foreign Minister, Simon Coveney expressed his deep sadness and shock at the death of the country’s young peacekeeper in Lebanon, and the injuries to his colleagues. 

“The incident and the loss of life is a stark reminder that our peacekeepers serve in dangerous circumstances, at all times , in the cause of peace,” he said. 

Mr. Coveney told the Council that prevention is the most effective way to counter terrorism, which means tackling the complex and varied factors that drive it. 

“We know that communities affected by conflict, poverty, inequality, poor governance, and human rights violations are more vulnerable to radicalisation and recruitment,” he said. 

“Unless we address the root causes, we resign ourselves to addressing the same security challenges over and over again.” 

At the end of the meeting, the Security Council issued a statement condemning terrorism in all its forms and manifestations.

The Council expressed condolences to the families of persons killed in terrorist acts, and underlined support for survivors and victims.

Members stressed the need to promote and protect the rights of victims of terrorism, including women and children, and reaffirmed their profound solidarity with them and with countries that have suffered terrorist attacks.

Relatively recently, the discussions about war and peace have drastically changed. After September 11, 2001, the new problem of terrorism became one of the most controversial topics around the world. Among four planes hijacked, two of the planes were flown into the twin towers of the World Trade Centre in New York City, a third plane hit the Pentagon Washington D.C., while the fourth plane crashed in a field in Shanksville, Pennsylvania. These attacks eventually led to attack in Afghanistan by the USA to demolish Mullah Omar’s regime which is called War On Terror.

After the September 11, 2001 attacks, an international military initiative was launched by the United States. This initiative was called the War on Terror. According to President Bush, this war was targeted at the radical network of terrorists as well as to the governments who supported them.

At Columbia, Israel-Gaza tensions simmer as leaders face House hearing

Lawmakers will question columbia university’s president and two trustees about campus antisemitism.

NEW YORK — Most days, the iron gates to Columbia University are wide open, with students hurrying to class along the brick walkways and tossing Frisbees on the lawns. But on a recent afternoon, security officers watched as people scanned their school IDs to get in: An unauthorized protest was about to happen.

Inside, a phalanx of students suddenly appeared alongside the school’s administration building, marching in black with kaffiyehs covering their faces. Another masked group appeared on the other side, descending the stairs. Soon protesters were massed at the center of campus, holding signs with messages such as “GLOBALIZE THE INTIFADA.”

Xavier Westergaard, a doctoral candidate in biology, walked through the pro-Palestinian group wearing a yarmulke evoking the bright blue and white of Israel’s flag, sat down facing the protesters, and began reading psalms aloud.

A few tried to drown out the rally with a bullhorn. An Israeli professor kept demanding that university officials monitoring the event explain why it wasn’t being shut down. The campus had been warned that students could be disciplined for attending the unauthorized demonstration. Some had just been suspended for a previous event. But protesters kept coming.

“We will honor all the martyrs!” a tightly masked speaker called out. Protesters spoke of the deadly bombing of a hospital in Gaza, and — using a phrase heard by some as a Palestinian rallying cry and by others as an outright call to annihilate Israel — chanted, “From the river to the sea, Palestine will be free!”

Six months after the Hamas attack, tensions over the Israel-Gaza war remain raw on college campuses , and administrators continue to face questions over their responses to protests such as this one. At Columbia, a school with a long history of student activism, some are asking whether the school is now censoring and stifling freedom of expression — or has repeatedly failed to protect vulnerable students from hatred.

On Wednesday, focus on what’s happening on the campus will intensify as Columbia President Minouche Shafik will face questions from lawmakers about whether the university has done enough to combat antisemitism. Like three other university presidents before her — all women, all relatively new to the role — she has been summoned to testify before a congressional committee.

At the previous hearing, the legalistic responses of the presidents of MIT, Harvard and the University of Pennsylvania — including when they declined to say that calls for the genocide of Jews would violate campus policies — outraged many and sharpened distrust of academia, especially on the political right. And it effectively toppled the presidencies of two Ivy League universities: Within weeks, Penn and Harvard’s presidents had resigned.

At a time of intense polarization, university leaders across the country are trying to strike a delicate balance to protect their academic mission: To allow people to speak their minds without harming others, and to cultivate listening as well as shouting.

Shafik declined a request for an interview. “Columbia is committed to combating antisemitism,” a university spokesperson said, “and we welcome the opportunity to discuss our work to protect and support Jewish students and keep our community safe.”

Tensions on campus

At Columbia, protests are far less frequent than they were immediately after the war began, and are confined by new rules. But they can still be hostile, pitting student against student. Some say there have been improvements to the campus culture this semester. Others say divisions are hardening, and rhetoric is becoming more extreme. Lawsuits have been filed against the university by both pro-Israeli and pro-Palestinian groups. The Education Department has an open investigation .

It’s intense, said Nicholas Lemann, dean emeritus of the Columbia Journalism School, one of three faculty members leading an antisemitism task force that has held listening sessions and made an initial set of recommendations. Issues from all over the world end up on campus, he said. “ But this particular issue has a unique ability to raise the temperature way past the boiling point more than any other.”

The tensions extend far beyond Columbia. A study of thousands of college students by the University of Chicago found that, in surveys conducted in December and January, 56 percent of Jewish college students, 52 percent of Muslim college students and 16 percent of other college students felt they were in personal danger — suggesting that 2 to 3 million U.S. students have been living in fear.

At Yale University, students supporting Palestinians and divestment from weapons companies launched a hunger strike this weekend. Vanderbilt University expelled and suspended students earlier this month after a protest. The Center for Islamic Life at Rutgers University was vandalized .

At Columbia in recent years, debate over Israel and Palestine has included divestment campaigns, calls for the university to end partnerships in Tel Aviv, student government votes, and faculty letters and petitions on opposing sides.

But the Oct. 7 attack on Israel and the ferocity of Israel’s response in Gaza ignited demonstrations that immediately felt all-consuming and very personal for some, further dividing groups of students, faculty and others, multiple people on campus said.

A lawsuit filed earlier this year against Columbia and Barnard College argues that Columbia enforces policies to avoid protecting Jewish and Israeli students from harassment, and hires professors who support anti-Jewish violence and spread antisemitic propaganda. Barnard is both an independent educational institution and a college of Columbia.

David M. Schizer, a professor of law and economics who is helping to lead the antisemitism task force, said Columbia has mostly been exceptionally welcoming to Jewish and Israeli students and all others — but there have been challenges, and those were exacerbated by the war. In one case, Schizer said, a

law student, who wears a yarmulke and is supportive of Israel, was observing a pro-Palestinian protest when someone spit on him, Schizer said. When he began to leave, Schizer said others at the protest began taunting him, saying things such as, “You bomb hospitals,” “You kill babies,” and, “Tell your Israelis we’re coming for you.”

Several students said that some student clubs — even for dance and activities unrelated to the conflict in the Middle East — had become unwelcoming for Jewish and Israeli students as broad alliances formed backing Palestinian groups.

What’s happening in Gaza is a tragedy, Westergaard said, and people should be able to debate Israeli policies. But using phrases such as “Death to the Zionist state,” or advocating for the destruction of any country is barbaric, he said.

Jonny Rosen, a junior from Baltimore whose grandmother survived the Holocaust, said he sometimes tries to talk with pro-Palestinian protesters, like when they chant “intifada,” to ask if they know the history of the word.

But most refuse to interact, he said, when they see his yarmulke. “It really feeds into the polarization on campus,” he said. “How can anyone grow or learn, if we’re not having conversations?”

Some pro-Palestinian students said people on the opposing side are misunderstanding or distorting their views, as when they call them antisemitic for criticizing Israel.

Layla Saliba, a student from North Carolina studying social work, said she has been accused of being part of Hamas. “I would rather not engage with people who call me a terrorist,” said Saliba, who’s a Palestinian Christian. She said some Zionist students laughed at an event when she was describing her families’ bodies being pulled from the rubble.

She also said students are quick to take support for Palestinians as a personal attack. “No. I don’t want to attack you. I don’t want to do anything to you,” she said. “I just want the bombing to stop.”

Others on campus are alarmed by what they see as dangerous incursions into academic freedom, even censorship.

“There’s an enormous amount of pressure being exerted on presidents, not just President Shafik, but other presidents,” said David B. Lurie, an associate professor of Japanese history and literature at Columbia, “from people who would really like to see student speech and faculty speech constricted, as far as it applies to the ongoing conflict. So we’re at a very dangerous time.”

Lurie is president of the school’s chapter of the American Association of University Professors, which has registered alarm at what the organization sees as violations of academic freedom since the war began.

Last month, the New York Civil Liberties Union and Palestine Legal filed a lawsuit against Columbia, saying the university’s decision this fall to suspend two student groups, Students for Justice in Palestine and Jewish Voice for Peace, was unlawful.

“I was only here for a year prior to this madness,” said Maryam Alwan, an organizer with Columbia’s chapter of Students for Justice in Palestine and a plaintiff in the case. “That’s been enough time to see the complete erosion of democracy, free speech, even my own sense of belonging and safety as a Palestinian student in the past six months.”

There’s a lot of external pressure on the university, she said, from donors and from politicians, to discipline pro-Palestinian students and activism.

In a note to the campus after the recent protest, Shafik wrote , “I did not become a university president to punish students.” But she said several students had been suspended as the university investigates an event held in campus housing that the university had barred, with outside speakers known to support terrorism and promote violence.

“I want to make clear that it is absolutely unacceptable for any member of this community to promote the use of terror or violence,” Shafik said.

A pro-Palestinian student who said she had received an interim suspension and spoke on the condition of anonymity out of fear of retaliation by the university, said she was told to leave her student housing within 24 hours. She said lawyers had volunteered to help, and hundreds of student activists were taking shifts to prevent them from being forced out.

The student alleged the suspensions were an empty spectacle designed to provide cover for Shafik when she testifies at the House hearing.

“This has nothing to do with Jewish safety,” she said. “Because when it comes to anti-Zionist Jews who demonstrate with us, who organize with us, Columbia does not care for their safety and actually enables violence, targeting and repression against them.”

The Columbia Task Force on Antisemitism issued its first report last month, suggesting stricter enforcement of existing rules to allow demonstrations in certain central spaces but to keep them from disrupting classrooms or dorms. It also suggested separating competing protests, and stopping them as they occurred, if necessary, rather than imposing discipline later. The recommendations, they wrote, could also help efforts to combat other types of bigotry, including anti-Arab bias and Islamophobia.

In February, the university implemented interim rules for demonstrations that included a requirement of two days’ notice, prohibition on protests in academic spaces and consequences for violations.

The task force is part of a broader university-wide effort to foster more civil, academic debates. It’s great to be in a setting where students can learn from people coming from different experiences, Tejasri Vijayakumar, Columbia College student body president, said, “but it’s not always going to feel comfortable, you know?” The war has been so personal and so traumatic for many on campus, she said, that it can be helpful to step back. “Let’s bring this back to the classroom a little bit.”

While students routinely come together without incident, as at a spring music festival earlier this month, fault lines can be thrown suddenly into stark relief. At the recent protest, after speeches punctuated by protesters drumming, blowing horns and banging pots together, pro-Palestinian protesters abruptly began to march away from the school’s central Sundial directly past Jewish and Israeli students. Rosen said the move made him nervous; his mind flashed to the idea that they might form a sort of wall around them.

A few counterprotesters, waving an Israeli and an American flag, kept taunting the crowd. “Free, free Palestine,” a student chanted sardonically, “ — from Hamas!”

As the protest moved toward academic buildings, a university official handed papers to marchers warning that they were violating campus rules. Some fluttered to the ground as people refused to take them, or dropped them in disdain.

Marchers made a loop around the Morningside campus, chanting and waving signs. They slapped “ISRAEL BOMBS” stickers onto surfaces as they went, including a bronze sculpture of a lion, Columbia’s mascot. Rosen followed, at a distance, listening.

A Palestinian student approached him. He began by telling Rosen he was sorry if he had lost anyone on Oct. 7.

Rosen said he agrees with much of what has been said about the loss of innocent lives in Gaza. The other student told Rosen he wouldn’t chant for intifada because of the history of that word, which Rosen appreciated. As they spoke, there was understanding of the complexities. There was disagreement, especially about Israeli military strategies. The two of them sat down, joined by a few other students. The protest marched on.

“I was more interested,” Rosen said, “in having a conversation with him.”

Stabbing of Bishop in Australia During Livestreamed Service Was Act of Terror, Police Say

A 15-year-old boy has been arrested in the attack, in which several people were injured. An official said the episode appeared to have been motivated by religious extremism.

A stabbing at a church in a suburb of Sydney, Australia, that left several people injured and unfolded during a livestreamed Mass was an act of terrorism, the authorities said on Tuesday.

A 15-year-old boy was arrested after the Monday evening stabbing at Christ the Good Shepherd Church in Wakeley, Australia, which left multiple people injured, including the church’s bishop and priest, who both sustained serious but non-life-threatening injuries, the New South Wales Police said. The attack came just two days after an unrelated deadly stabbing rampage at a crowded mall across town, rattling a city and country where such acts of violence are rare.

Karen Webb, police commissioner for New South Wales, said at a news conference on Tuesday that she had made the terrorism determination based on information that the attacker had gone to the church armed with a knife, showing “a degree of premeditation,” and religious comments he made while carrying out the attack seen on the livestream.

While she did not specify what those comments were, she said, “We believe there were elements satisfied in terms of religious motivated extremism.” By carrying out the attack during the livestream, she said, the attacker had intimidated “not only the parishioners in attendance but those parishioners who were watching online.”

Bishop Mar Mari Emmanuel, who was seriously injured during the attack, is part of an ultraconservative sect of the Assyrian Orthodox church. He is known to livestream his sermons online. During the pandemic, he opposed lockdowns and preached against Covid vaccinations . He has also often condemned L.G.B.T.Q. people.

The bishop and a priest were in surgery Tuesday morning, and are “lucky to be alive,” Ms. Webb said.

The teenager in custody, a 15-year-old boy, was also injured and underwent surgery, police said. He was known to police but had not been on any terrorism watch list, Ms. Webb said.

The attack touched off riots outside the church on Monday night, where a crowd grew from about 50 to several hundred in the hours following the attack, the police said. On social media video of the riots, some people in the crowd appeared to demand the attacker be brought out of the church. Some people turned on the authorities, hurtling bricks and pieces of concrete at police equipment and vehicles and forcing paramedics to shelter inside the church for more than three hours, the authorities said.

Two separate task forces were established to investigate the attack and the violent riot that ensued, Ms. Webb said.

Chris Minns, the premier of New South Wales, urged calm at Tuesday morning’s briefing and warned the public against any retaliatory violence. He said he had convened religious leaders who agreed there needed to be peace.

“Sydney and New South Wales is on edge, and there’s understandable community anxiety at the moment,” he said. “You will be met by the full force of the law if there’s any attempt for tit-for-tat violence in Sydney over the coming days.”

The attack at the church happened just after 7 p.m. on Monday. In all, seven people were transported to hospitals, emergency responders said.

A livestream of the service showed an assailant walking up to Bishop Emmanuel while he was addressing a crowd and stabbing him on his head and neck repeatedly in rapid succession. Cries and screams can be heard from others in the church.

Two officers were injured and police vehicles sustained damage, the police said. One officer was hit by a metal object and had a “twisted knee and a chipped tooth,” they said, while another officer had a broken jaw after being hit with a brick and a piece of fence.
