Module 2 Chapter 1: The Nature of Social Work Research Questions

The search for empirical evidence typically begins with a question or hypothesis. The nature of the questions asked determine many features of the studies that lead to answers: the study approach, design, measurement, participant selection, data collection, data analysis, and reporting of results. Not just any type of question will do, however:

“When the question is poorly formulated, the design, analysis, sample size calculations, and presentation of results may not be optimal. The gap between research and clinical practice could be bridged by a clear, complete, and informative research question” (Mayo, Asano, & Barbic, 2013, 513).

The topic concerning the nature of social work research questions has two parts: what constitutes a research question, and what makes it a social work question. We begin this chapter by examining a general model for understanding where different types of questions fit into the larger picture of knowledge building explored in Module 1. We then look at research questions and social work questions separately. Finally, we reassemble them to identify strong social work research questions.

Translational Science

The concept of translational science addresses the application of basic science discoveries and knowledge to routine professional practice. In medicine, the concept is sometimes described as “bench to trench,” meaning that it takes what is learned at the laboratory “bench” to practitioners’ work in the real-world, or “in the trenches.” This way of thinking is about applied science—research aimed at eventual applications to create or support change. Figure 1-1 assembles the various pieces of the translational science knowledge building enterprise:

Basic Research .   Federal policy defines basic research  as systematic study that is directed toward understanding the fundamental aspects of phenomena without specific applications in mind (adapted from 32 CFR 272.3). Basic research efforts are those designed to describe something or answer questions about its nature. Basic research in social and behavioral science addresses questions of at least two major types: epidemiology  and  etiology  questions.

Epidemiology questions. Questions about the nature of a population, problem, or social phenomenon are often answered through epidemiological methods. Epidemiology is the branch of science (common in public health) for understanding how a problem or phenomenon is distributed in a population. Epidemiologists also ask and address questions related to the nature of relationships between problems or phenomena—such as the relationship between opioid misuse and infectious disease epidemics (NAS, 2018). One feature offered by epidemiological research is a picture of trends over time. Consider, for example, epidemiology data from the Centers for Disease Control and Prevention (the CDC) regarding trends in suicide rates in the state of Ohio over a four-year period (see Figure 1-2, created from data presented by CDC WONDER database).

Since the upward trend is of concern, social workers might pursue additional questions to examine possible causes of the observed increases, as well as what the increase might mean to the expanded need for supportive services to families and friends of these individuals. The epidemiological data can help tease out some of these more nuanced answers. For example, epidemiology also tells us that firearms were the recorded cause in 46.9% of known suicide deaths among individuals aged 15-24 years across the nation during 2016 (CDC, WONDER database). Not only do we now know the numbers of suicide deaths in this age group, we know something about a relevant factor that might be addressed through preventive intervention and policy responses.

Epidemiology also addresses questions about the size and characteristics of a population being impacted by a problem or the scope of a problem. For example, a social worker might have a question about the “shape” of a problem defined as sexual violence victimization. Data from the United States’ 2010-2012 National Intimate Partner and Sexual Violence Survey (NISVS) indicated that over 36% of woman (1 in 3) and 17% of men (1 in 6) have experienced sexual violence involving physical contact at some point in their lives; the numbers vary by state, from 29.5% to 47.5% for women and 10.4% to 29.3% for men (Smith et al., 2017).

In developing informed responses to a problem, it helps to know for whom it is a problem. Practitioners, program administrators, and policy decision makers may not be aware that the problem of sexual violence is so prevalent, or that men are victimized at worrisome rates, as well as women. It is also helpful to know how the problem of interest might interface with other problems. For example, the interface between perpetrating sexual assault and alcohol use was examined in a study of college men (Testa & Cleveland, 2017). The study investigators determined that frequently attending parties and bars was associated with a greater probability of perpetrating sexual assault. Thus, epidemiological research helps answer questions about the scope and magnitude of a problem, as well as how it relates to other issues or factors, which can then inform next steps in research to address the problem.

Etiology questions.  Etiology research tests theories and hypotheses about the origins and natural course of a problem or phenomenon. This includes answering questions about factors that influence the appearance or course of a problem—these may be factors that mediate or moderate the phenomenon’s development or progression (e.g., demographic characteristics, co-occurring problems, or other environmental processes). To continue with our intimate partner violence example, multiple theories are presented in the literature concerning the etiology of intimate partner violence perpetration—theories also exist concerning the etiology of being the target of intimate partner violence (Begun, 2003). Perpetration theories include:

  • personality/character traits
  • biological/hereditary/genetic predisposition
  • social learning/behavior modeling
  • social skills
  • self-esteem
  • cultural norms (Begun, 2003, p. 642).

Evidence supporting each of these theories exists, to some degree; each theory leads to the development of a different type of prevention or intervention response. The “best” interventions will be informed by theories with the strongest evidence or will integrate elements from multiple evidence-supported theories.

Etiology research is often about understanding the mechanisms underlying the phenomena of interest. The questions are “how” questions—how does this happen (or not)? For example, scientists asked the question: how do opioid medications (used to manage pain) act on neurons compared to opioids that naturally occur in the brain (Stoeber et al., 2018)? They discovered that opioid medications used to treat pain bind to receptors  inside n erve cells, which is a quite different mechanism than the conventional wisdom that they behave the same way that naturally occurring (endogenous) opioids do—binding only on the surface  of nerve cells. Understanding this mechanism opens new options for developing pain relievers that are less- or non-addicting than current opioid medicines like morphine and oxycodone. Once these mechanisms of change are understood, interventions can be developed, then tested through intervention research approaches.

Intervention Research.  Interventions are designed around identified needs: epidemiology research helps to support intervention design by identify the needs. Epidemiology research also helps identify theories concerning the causes and factors affecting social work problems. Intervention development is further supported by later theory-testing and etiology research. However, developing an intervention is not sufficient: interventions need to be tested and evaluated to ensure that they are (1) safe, (2) effective, and (3) cost-efficient to deliver. This is where  intervention research  comes into play. Consider the example of Motivational Interviewing (MI) approaches to addressing client ambivalence about engaging in a behavior change effort. Early research concerning MI addressed questions about its effectiveness. For example, a meta-analytic review reported that “MI should be considered as a treatment for adolescent substance abuse” because the evidence demonstrated small, but significant effect sizes, and that the treatment gains were retained over time (Jensen et al., 2011). Subsequently, when its safety and effectiveness were consistently demonstrated through this kind of evidence, investigators assessed MI as cost-efficient or cost-effective. For example, MI combined with providing feedback was demonstrated to be cost-effective in reducing drinking among college students who engaged in heavy drinking behavior (Cowell et al., 2012).

Intervention research not only is concerned with the outcomes of delivering an intervention, but may also address the mechanisms of change  through which an intervention has its effects—not only what changes happen, but how  they happen. For example, investigators are exploring  how  psychotherapy works, moving beyond demonstrating that  it works (Ardito & Rabellino, 2011; Kazdin, 2007; Wampold, 2015). One mechanism that has garnered attention is the role of therapeutic alliance—the relationships, bonds, and interactions that occur in the context of treatment—on treatment outcomes.

Therapeutic alliance is one common factor identified across numerous types of effective psychotherapeutic approaches (Wampold, 2015). Authors summarizing a number of studies about therapeutic alliance and its positive relationship to treatment outcomes concluded that the quality of therapeutic alliance may be a more powerful predictor of positive outcome than is the nature or type of intervention delivered (Ardito & Rabellino, 2011). However, it is important to determine the extent to which (a) therapeutic alliance enhances clients’ symptom improvement, (b) gradual improvements in symptoms lead to enhanced therapeutic alliance, or (c) the relationship between therapeutic alliance and symptom improvement are iterative—they go back and forth, influencing each other over time (Kazdin, 2007).

Implementation Science . Social work and other disciplines have produced a great deal of evidence about “what works” for intervening around a great number of social work problems. Unfortunately, many best practices with this kind of evidence support are slow to become common practices.  Implementation science  is about understanding facilitators and barriers to these evidence-supported interventions becoming adopted into routine practice: characteristics of the interventions themselves, conditions and processes operating in the organizations where interventions are implemented, and factors external to these organizations all influence practitioners’ adoption of evidence supported interventions.

Even under optimal internal organizational conditions, implementation can be undermined by changes in organizations’ external environments, such as fluctuations in funding, adjustments in contracting practices, new technology, new legislation, changes in clinical practice guidelines and recommendations, or other environmental shifts” (Birken, et al, 2017).

Research for/about Research . In addition, social work investigators engage in research that is specifically about scientific methodology. This is where advances in measurement, participant recruitment and retention, and data analysis emerge. The results of these kinds of research studies are used to improve the research in basic, intervention, and implementation research. Later in the course you will see some of these products in action as we learn about best practices in research and evaluation methodology. Here are a few examples related to measurement methods:

  • Concept mapping to assess community needs of sexual minority youth (Davis, Saltzburg, & Locke, 2010)
  • Field methodologies for measuring college student drinking in natural environments (Clapp et al., 2007)
  • Intergenerational contact measurement (Jarrott, Weaver, Bowen, & Wang, 2018)
  • Perceived Social Competence Scale-II (Anderson-Butcher et al., 2016)
  • Safe-At-Home Instrument to measure readiness to change intimate partner violence behavior (Begun et al., 2003; 2008; Sielski, Begun, & Hamel, 2015)
  • Teamwork Scale for Youth (Lower, Newman, & Anderson-Butcher, 2016)

And, here are a few examples related to involving participants in research studies:

  • Conducting safe research with at risk populations (Kyriakakis, Waller, Kagotho, & Edmond, 2015)
  • Recruitment strategies for non-treatment samples in addiction studies (Subbaraman et al., 2015)
  • Variations in recruitment results across Internet platforms (Shao et al., 2015)

Research Questions

In this section, we take a closer look at research questions and their relationship to the types of research conducted by investigators. It may be easier to understand research questions by first ruling out what are not research questions. In that spirit, let’s begin with examples of questions where applying research methods will not help to find answers:

  • Trauma informed education. The first issue with this example is obvious: it is not worded as a question. The second is critically important: this is a general topic, it is not a research question. This topic is too vague and broad making it impossible to determine what answers would look like or how to approach finding answers.
  • How is my client feeling about what just happened? This type of question about an individual is best answered by asking clinical questions of that individual, within the context of the therapeutic relationship, not by consulting research literature or conducting a systematic research study.
  • Will my community come together in protest of a police-involved shooting incident? This type of question may best be answered by waiting to see what the future brings. Research might offer a guess based on data from how other communities behaved in the past but cannot predict how groups in individual situations will behave. A better research question might be: What factors predict community protest in response to police-involved shooting incidents?
  • Should I order salad or soup to go with my sandwich? This type of question is not of general interest, making it a poor choice as a research question. The question might be reframed as a general interest question: Is it healthier to provide salad or soup along with a sandwich? The answer to that researchable question might inform a personal decision.
  • Why divorce is bad for children. There are two problems with this example. First, it is a statement, not a question, despite starting with the word “why.” Second, this question starts out with a biased assumption—that divorce is bad for children. Research questions should support unbiased investigation, leading to evidence and answers representative of what exists rather than what someone sets out wanting to prove is the case. A better research question might be: How does divorce affect children?

Tuning back to our first example of what is not a research question, consider several possible school social work research questions related to that general topic:

  • To what extent do elementary school personnel feel prepared to engage in trauma informed education with their students?
  • What are the barriers and facilitators of integrating trauma informed education in middle school?
  • Does integrating trauma informed education result in lower rates of suicidal ideation among high school students?
Is there a relationship between parent satisfaction and the implementation of trauma informed education in their children’s schools?
Does implementing trauma informed education in middle schools affect the rate of student discipline referrals?

What is the difference between these research questions and the earlier “not research” questions? First, research questions are specific. This is an important distinction between identifying a topic of interest (e.g., trauma informed education) and asking a researchable question. For example, the question “How does divorce affect children?” is not a good research question because it remains too broad. Instead, investigators might focus their research questions on one or two specific effects of interest, such as emotional or mental health, academic performance, sibling relationships, aggression, gender role, or dating relationship outcomes.

Related to a question being “researchable” is its feasibility for study. Being able to research a question requires that appropriate data can be collected with integrity. For example, it may not be feasible to study what would happen if every child was raised by two parents, because (a) it is impossible to study every child and (2) this reality cannot ethically be manipulated to systematically explore it. No one can ethically conduct a study whereby children are randomly assigned by study investigators to the compared conditions of being raised by two parents versus being raised by one or no parents. Instead, we settle for observing what has occurred naturally in different families.

Second, “good” research questions are relevant to knowledge building. For this reason, the question about what to eat was not a good research question—it is not relevant to others’ knowledge development. Relevance is in the “eye of the beholder,” however. A social work researcher may not see the relevance of using a 4-item stimulus array versus a 6-item stimulus array in testing children’s memory, but this may be an important research question for a cognitive psychology researcher. It may, eventually, have implications for assessment measures used in social work practice.

Third, is the issue of bias built into research questions. Remembering that investigators are a product of their own developmental and social contexts, what they choose to study and how they choose to study it are socially constructed. An important aspect at the heart of social work research relates to a question’s cultural appropriateness and acceptability. To demonstrate this point, consider an era (during the 1950s to early 1970s) when research questions were asked about the negative effects on child development of single-parent, black family households compared to two-parent, white family households in America. This “majority comparison” frame of reference is not culturally appropriate or culturally competent. Today, in social work, we adopt a strengths perspective, and avoid making comparisons of groups against a majority model. For example, we might ask questions like: What are the facilitators and barriers of children’s positive development as identified by single parents of diverse racial/ethnic backgrounds? What strengths do African American parents bring to the experience of single-parenting and how does it shape their children’s development? What are the similar and different experiences of single-parenting experienced by families of different racial/ethnic composition?

Research Questions versus Research Hypotheses . You have now seen examples of “good” research questions. Take, for example, the last one we listed about trauma informed education:

Based on a review of literature, practice experience, previous research efforts, and the school’s interests, an investigator may be prepared to be even more specific about the research question (see Figure 1-3). Assume that these sources led the investigator to believe that implementing the trauma informed education approach will have the effect of reducing the rate of disciplinary referrals. The investigator may then propose to test the following hypothesis:

Implementing trauma informed education in middle schools will result in a reduction in the number of student discipline referrals.

The research hypothesis  is a clear statement that can be tested with quantitative data and will either be rejected or not, depending on the evidence. Research hypotheses are predictions about study results—what the investigator expects the results will show. The prediction, or hypothesis, is based on theory and/or other evidence. A study hypothesis is, by definition, quantifiable—the answer lies in numerical data, which is why we do not generally see hypotheses in qualitative, descriptive research reports.

Hypotheses are also specific to one question at a time. Thus, an investigator would need to state and test a second hypothesis to answer the question:

The stated hypothesis might be:

Parent satisfaction is higher in middle schools where trauma informed education is implemented.

Social Work Questions

It is difficult to find a simple way to characterize social work research. The National Institutes of Health (NIH) described social work research in the following way:

Historically, social work research has focused on studies of the individual, family, group, community, policy and/or organizational level, focusing across the lifespan on prevention, intervention, treatment, aftercare and rehabilitation of acute and chronic conditions, including the effects of policy on social work practice (OBSSR, 2003, p. 5) .

For all the breadth expressed in this statement, it reflects only how social work research relates to the health arena—it does not indicate many other domains and service delivery systems of social work influence:

  • physical, mental, and behavioral health
  • substance misuse/addiction and other addictive behaviors
  • income/poverty
  • criminal justice
  • child and family welfare
  • housing and food security/insecurity
  • environmental social work
  • intimate partner, family, and community violence
  • and others.

In addition to breadth of topic, social work research is characterized by its biopsychosocial nature. This means that social work researchers not only pursue questions relating to biological, psychological, and social context factors, but also questions relating to their intersections and interactions. Related to this observation is that social work not only addresses questions related to the multiple social system levels, social work also addresses the ways multiple levels intersect and interact (i.e., those levels represented in the NIH statement about individuals, families, groups, communities, organizations, and policy).

It is worth noting that research need not be conducted by social workers to be relevant to social work–many disciplines and professions contribute to the knowledge base which informs social work practice (medicine, nursing, education, occupational therapy, psychology, sociology, criminal justice, political science, economics, and more). Authors of one social work research textbook summarize the relevance issue in the following statement:

“To social workers, a relevant research question is one whose answers will have an impact on policies, theories, or practices related to the social work profession” (Grinnell & Unrau, 2014, p. 46).

Social Work Research Questions and Specific Aims

The kinds of questions that help inform social work practice and policy are relevant to understanding social work problems, diverse populations, social phenomena, or interventions. Most social work research questions can be divided into two general categories: background questions  and foreground questions . The major distinction between these two categories relates to the specific aims that emerge in relation to the research questions.

Background Questions.  This type of question is answerable with a fact or set of facts. Background questions are generally simple in structure, and they direct a straightforward search for evidence. This type of question can usually be formulated using the classic 5 question words: who, what, when, where, or why. Here are a few examples of social work background questions related to the topic of fetal alcohol exposure:

  • Who is at greatest risk of fetal alcohol exposure?
  • What are the developmental consequences of fetal alcohol exposure?
  • When in gestation is the risk of fetal alcohol exposure greatest?
  • Where do women get information about the hazards of drinking during pregnancy?
  • Why is fetal alcohol exposure (FAE) presented as a spectrum disorder, different from fetal alcohol syndrome (FAS)?

These kinds of questions direct a social worker to review literature about human development, human behavior, the distribution of the problem across populations, and factors that determine the nature of a specific social work problem like fetal exposure to alcohol. Where the necessary knowledge is lacking, investigators aim to explore or describe the phenomenon of interest. Many background questions can be answered by epidemiology or etiology evidence.

Foreground Questions.  This type of question is more complex than the typical background question. Foreground questions typically are concerned with making specific choices by comparing or evaluating options. These types of questions required more specialized evidence and may lead to searching different types of resources than would be helpful for answering background questions. Foreground questions are dealt with in greater detail in our second course, SWK 3402 which is about understanding social work interventions. A quick foreground question example related to the fetal exposure to alcohol topic might be:

Which is the best tool for screening pregnant women for alcohol use with the aim of reducing fetal exposure, the T-ACE, TWEAK, or AUDIT?

This type of question leads the social worker to search for evidence that compares different approaches. These kinds of evidence are usually found in comparative reviews, or require the practitioner to conduct a review of literature, locating individual efficacy and effectiveness studies. Where knowledge is found to be lacking, investigators aim to experiment with different approaches or interventions.

Three Question Types and Their Associated Research Aims

Important distinctions exist related to different types of background questions. Consider three general categories of questions that social workers might ask about populations, problems, and social phenomena: exploratory, descriptive, and explanatory. The different types of questions matter because the nature of the research questions determines the specific aims and most appropriate research approaches investigators apply in answering them.

Exploratory Research Questions. Social workers may find themselves facing a new, emerging problem where there is little previously developed knowledge available—so little, in fact, that it is premature to begin asking any more complex questions about causes or developing testable theories. Exploratory research questions open the door to beginning understanding and are basic; answers would help build the foundation of knowledge for asking more complex descriptive and explanatory questions. For example, in the early days of recognition that HIV/AIDS was emerging as a significant public health problem, it was premature to jump to questions about how to treat or prevent the problem. Not enough was known about the nature and scope of the problem, for whom it was a problem, how the problem was transmitted, factors associated with risk for exposure, what factors influenced the transition from HIV exposure to AIDS as a disease state, and what issues or problems might co-occur along with either HIV exposure or AIDS. In terms of a knowledge evolution process, a certain degree of exploration had to occur before intervention strategies for prevention and treatment could be developed, tested, and implemented.

In 1981, medical providers, public health officials, and the Centers for Disease Control and Prevention (CDC) began to circulate and publish observations about a disproportionate, unexpectedly high incidence rate of an unusual pneumonia and Kaposi’s sarcoma appearing in New York City and San Francisco/California among homosexual men (Curran, & Jaffe, 2011). As a result, a task force was formed and charged with conducting an epidemiologic investigation of this outbreak; “Within 6 months, it was clear that a new, highly concentrated epidemic of life threatening illness was occurring in the United States” (Curran & Jaffe, 2011, p. 65). The newly recognized disease was named for its symptoms: acquired immune deficiency syndrome, or AIDS. Exploratory research into the social networks of 90 living patients in 10 different cities indicated that 40 had a sexual contact link with another member of the 90-patient group (Auerbach, Darrow, Jaffe, & Curran, 1984). Additionally, cases were identified among persons who had received blood products related to their having hemophilia, persons engaged in needle sharing during substance use, women who had sexual contact with a patient, and infants born to exposed women. Combined, these pieces of information led to an understanding that the causal infectious factor (eventually named the human immunodeficiency virus, HIV) was transmitted by sexual contact, blood, and placental connection. This, in turn, led to knowledge building activities to develop both preventive and treatment strategies which could be implemented and studied. Social justice concerns relate to the slow rate at which sufficient resources were committed for evolving to the point of effective solutions for saving lives among those at risk or already affected by a heavily stigmatized problem.

The exploratory research approaches utilized in the early HIV/AIDS studies were both qualitative and quantitative in nature. Qualitative studies included in-depth interviews with identified patients—anthropological and public health interviews about many aspects of their living, work, and recreational environments, as well as many types of behavior. Quantitative studies included comparisons between homosexually active men with and without the diseases of concern. In addition, social network study methods combined qualitative and quantitative approaches. These examples of early exploratory research supported next steps in knowledge building to get us to where we are today. “Today, someone diagnosed with HIV and treated before the disease is far advanced can live nearly as long as someone who does not have HIV” (hiv.gov). While HIV infection cannot (yet) be “cured,” it can be controlled and managed as a chronic condition.

Descriptive Research Questions.  Social workers often ask for descriptions about specific populations, problems, processes, or phenomena. Descriptive research questions  might be expressed in terms of searching to create a profile of a group or population, create categories or types (typology) to describe elements of a population, document facts that confirm or contradict existing beliefs about a topic or issue, describe a process, or identify steps/stages in a sequential process (Grinnell & Unrau, 2014). Investigators may elect to approach the descriptive question using qualitative methods that result in a rich, deep description of certain individuals’ experiences or perceptions (Yegidis, Weinbach, & Meyers, 2018). Or, the descriptive question might lead investigators to apply quantitative methods, assigning numeric values, measuring variables that describe a population, process, or situation of interest. In descriptive research, investigators do not manipulate or experiment with the variables; investigators seek to describe what naturally occurs (Yegidis, Weinbach, & Meyers, 2018). As a result of studies answering descriptive questions, tentative theories and hypotheses may be generated.

Here are several examples of descriptive questions.

  • How do incarcerated women feel about the option of medication-assisted treatment for substance use disorders?
  • What barriers to engaging in substance misuse treatment do previously incarcerated persons experience during community reentry?
  • How often do emerging adults engage in binge drinking in different drinking contexts (e.g., bars, parties, sporting events, at home)?
  • What percent of incarcerated adults experience a substance use disorder?
  • What is the magnitude of racial/ethnic disparities in access to treatment for substance use disorders?
  • Who provides supervision or coordination of services for aging adults with intellectual or other developmental disabilities?
  • What is the nature of the debt load among students in doctoral social work programs?

An example of descriptive research, derived from a descriptive question, is represented in an article where investigators addressed the question: How is the topic of media violence and aggression reported in print media (Martins et al., 2013)? This question led the investigators to conduct a qualitative content analysis, resulting in a description showing a shift in tone where earlier articles (prior to 2000) emphasized the link as a point of concern and later articles (since 2000) assumed a more neutral stance.

Correlational Research Questions.  One important type of descriptive question asks about relationships that might exist between variables—looking to see if variable x  and variable y  are associated or correlated with each other. This is an example of a correlational research question; it does not indicate whether “x” causes “y” or “y” causes “x”, only whether these two are related. Consider again the topic of exposure to violence in the media and its relationship to aggression. A descriptive question asked about the existence of a relationship between exposure to media violence ( variable x ) and children’s expression of aggression ( variable y ). Investigators reported one study of school-aged children, examining the relationship between exposure to three types of media violence (television, video games, and movies/videos) and three types of aggression (verbal, relational, and physical; Gentile, Coyne, & Walsh, 2011). The study investigators reported that media violence exposure was, indeed, correlated with all three types of aggressive behavior (and less prosocial behavior, too).

For a positive correlation (the blue line), as the value of the “x” variable increases, so does the value of the “y” variable (see Figure 1-4 for a general demonstration). An example might be as age or grade in school increases (“x”), so does the number of preadolescent, adolescent, and emerging adults who have used alcohol (“y”). For a negative correlation (the orange line), as the value of the “x” variable increases, the value of the “y” variable decreases. An example might be as the number of weeks individuals are in treatment for depression symptoms (“x”), the reported depression symptoms decreases (“y”). The neutral of non-correlation line (grey) means that the two variables, “x” and “y” do not have an association with each other. For example, number of years of teachers’ education (“x”) might be unrelated to the number of students dropping out of high school (“y”).

Descriptive correlational studies are sometimes called comparison studies because the descriptive question is answered by comparing groups that differ on one of the variables (low versus high media violence exposure) to see how they might differ on the other variable (aggressive behavior).

Explanatory Research Questions. To inform the design of evidence-informed interventions, social workers need answers to questions about the nature of the relationships between potentially influential factors or variables. An explanatory research question  might be mapped as: Does variable x  cause, lead to or prevent changes in variable y  (Grinnell & Unrau, 2014)? These types of questions often test theory related to etiology.

Comparative research might provide information about a relationship between variables. For example, the difference in outcomes between persons experiencing a substance use disorder and have been incarcerated compared to others with the same problem but have not been incarcerated may be related to their employability and ability to generate a living-wage income for themselves and their families. However, to develop evidence-informed interventions, social workers need to know that variables are not only related, but that one variable actually plays a causal role in relation to the other. Imagine, for example, that evidence demonstrated a significant relationship between adolescent self-esteem and school performance. Social workers might spend a great deal of effort developing interventions to boost self-esteem in hopes of having a positive impact on school performance. However, what if self-esteem comes from strong school performance? The self-esteem intervention efforts will not likely have the desired effect on school performance. Just because research demonstrates a significant relationship between two variables does not mean that the research has demonstrated a  causal relationship between those variables. Investigators need to be cautious about the extent to which their study designs can support drawing conclusions about causality; anyone reviewing research reports also needs to be alert to where causal conclusions are properly and improperly drawn.

The questions that drive intervention and evaluation research studies are explanatory in nature: does the intervention ( x ) have a significant impact on outcomes of interest ( y )? Another type of explanatory question related to intervention research concerns the mechanisms of change. In other words, not only might social workers be interested to find out  what  outcomes or changes can be attributed to an intervention, they may also be interested to learn how  the intervention causes those changes or outcomes.

Chapter Summary

In this chapter, you learned about different aspects of the knowledge building process and where different types of research questions might fit into the big picture. No single research study covers the entire spectrum; each study contributes a piece of the puzzle as a whole. Research questions come in many different forms and several different types. What is important to recall as we move through the remainder of the course is that the decisions investigators make about research approaches, designs, and procedures all start with the nature of the question being asked. And, the questions being asked are influenced by multiple factors, including what is previously known and remains unknown, the culture and context of the questioners, and what theories they have about what is to be studied. That leads us to the next chapter.

9.1 Empirical vs. ethical questions

Writing a good research question is an art and a science. It is a science because you have to make sure it is clear, concise, and well-developed. It is an art because often your language needs “wordsmithing” to perfect and clarify the meaning. This is an exciting part of the research process; however, it can also be one of the most stressful.

Creating a good research question begins by identifying a topic you are interested in studying. At this point, you already have a working question. You’ve been applying it to the exercises in each chapter, and after reading more about your topic in the scholarly literature, you’ve probably gone back and revised your working question a few times. We’re going to continue that process in more detail in this chapter. Keep in mind that writing research questions is an iterative process, with revisions happening week after week until you are ready to start your project.

Empirical vs. ethical questions

When it comes to research questions, social science is best equipped to answer empirical   questions —those that can be answered by real experience in the real world—as opposed to  ethical   questions —questions about which people have moral opinions and that may not be answerable in reference to the real world. While social workers have explicit ethical obligations (e.g., service, social justice), research projects ask empirical questions to help actualize and support the work of upholding those ethical principles.

In order to help you better understand the difference between ethical and empirical questions, let’s consider a topic about which people have moral opinions. How about SpongeBob SquarePants? [1] In early 2005, members of the conservative Christian group Focus on the Family (2005) [2] denounced this seemingly innocuous cartoon character as “morally offensive” because they perceived his character to be one that promotes a “pro-gay agenda.” Focus on the Family supported their claim that SpongeBob is immoral by citing his appearance in a children’s video designed to promote tolerance of all family forms (BBC News, 2005). [3] They also cited SpongeBob’s regular hand-holding with his male sidekick Patrick as further evidence of his immorality.

So, can we now conclude that SpongeBob SquarePants is immoral? Not so fast. While your mother or a newspaper or television reporter may provide an answer, a social science researcher cannot. Questions of morality are ethical, not empirical. Of course, this doesn’t mean that social science researchers cannot study opinions about or social meanings surrounding SpongeBob SquarePants (Carter, 2010). [4] We study humans after all, and as you will discover in the following chapters of this textbook, we are trained to utilize a variety of scientific data-collection techniques to understand patterns of human beliefs and behaviors. Using these techniques, we could find out how many people in the United States find SpongeBob morally reprehensible, but we could never learn, empirically, whether SpongeBob is in fact morally reprehensible.

Let’s consider an example from a recent MSW research class I taught. A student group wanted to research the penalties for sexual assault. Their original research question was: “How can prison sentences for sexual assault be so much lower than the penalty for drug possession?” Outside of the research context, that is a darn good question! It speaks to how the War on Drugs and the patriarchy have distorted the criminal justice system towards policing of drug crimes over gender-based violence.

Unfortunately, it is an ethical question, not an empirical one. To answer that question, you would have to draw on philosophy and morality, answering what it is about human nature and society that allows such unjust outcomes. However, you could not answer that question by gathering data about people in the real world. If I asked people that question, they would likely give me their opinions about drugs, gender-based violence, and the criminal justice system. But I wouldn’t get the real answer about why our society tolerates such an imbalance in punishment.

As the students worked on the project through the semester, they continued to focus on the topic of sexual assault in the criminal justice system. Their research question became more empirical because they read more empirical articles about their topic. One option that they considered was to evaluate intervention programs for perpetrators of sexual assault to see if they reduced the likelihood of committing sexual assault again. Another option they considered was seeing if counties or states with higher than average jail sentences for sexual assault perpetrators had lower rates of re-offense for sexual assault. These projects addressed the ethical question of punishing perpetrators of sexual violence but did so in a way that gathered and analyzed empirical real-world data. Our job as social work researchers is to gather social facts about social work issues, not to judge or determine morality.

9.2 Characteristics of a good research question

Now that you’ve made sure your working question is empirical, you need to revise that working question into a formal research question. So, what makes a good research question? First, it is generally written in the form of a question. To say that your research question is “the opioid epidemic” or “animal assisted therapy” or “oppression” would not be correct. You need to frame your topic as a question, not a statement. A good research question is also one that is well-focused. A well-focused question helps you tune out irrelevant information and not try to answer everything about the world all at once. You could be the most eloquent writer in your class, or even in the world, but if the research question about which you are writing is unclear, your work will ultimately lack direction.

In addition to being written in the form of a question and being well-focused, a good research question is one that cannot be answered with a simple yes or no. For example, if your interest is in gender norms, you could ask, “Does gender affect a person’s performance of household tasks?” but you will have nothing left to say once you discover your yes or no answer. Instead, why not ask, about the relationship between gender and household tasks. Alternatively, maybe we are interested in how or to what extent gender affects a person’s contributions to housework in a marriage? By tweaking your question in this small way, you suddenly have a much more fascinating question and more to say as you attempt to answer it.

A good research question should also have more than one plausible answer. In the example above, the student who studied the relationship between gender and household tasks had a specific interest in the impact of gender, but she also knew that preferences might be impacted by other factors. For example, she knew from her own experience that her more traditional and socially conservative friends were more likely to see household tasks as part of the female domain, and were less likely to expect their male partners to contribute to those tasks. Thinking through the possible relationships between gender, culture, and household tasks led that student to realize that there were many plausible answers to her questions about how  gender affects a person’s contribution to household tasks. Because gender doesn’t exist in a vacuum, she wisely felt that she needed to consider other characteristics that work together with gender to shape people’s behaviors, likes, and dislikes. By doing this, the student considered the third feature of a good research question–she thought about relationships between several concepts. While she began with an interest in a single concept—household tasks—by asking herself what other concepts (such as gender or political orientation) might be related to her original interest, she was able to form a question that considered the relationships  among  those concepts.

This student had one final component to consider. Social work research questions must contain a target population. Her study would be very different if she were to conduct it on older adults or immigrants who just arrived in a new country. The target population is the group of people whose needs your study addresses. Maybe the student noticed issues with household tasks as part of her social work practice with first-generation immigrants, and so she made it her target population. Maybe she wants to address the needs of another community. Whatever the case, the target population should be chosen while keeping in mind social work’s responsibility to work on behalf of marginalized and oppressed groups.

In sum, a good research question generally has the following features:

  • It is written in the form of a question
  • It is clearly written
  • It cannot be answered with “yes” or “no”
  • It has more than one plausible answer
  • It considers relationships among multiple variables
  • It is specific and clear about the concepts it addresses
  • It includes a target population
  • A poorly focused research question can lead to the demise of an otherwise well-executed study.
  • Research questions should be clearly worded, consider relationships between multiple variables, have more than one plausible answer, and address the needs of a target population.

Okay, it’s time to write out your first draft of a research question.

  • Once you’ve done so, take a look at the checklist in this chapter and see if your research question meets the criteria to be a good one.

Brainstorm whether your research question might be better suited to quantitative or qualitative methods.

  • Describe why your question fits better with quantitative or qualitative methods.
  • Provide an alternative research question that fits with the other type of research method.

9.3 Quantitative research questions

  • Describe how research questions for exploratory, descriptive, and explanatory quantitative questions differ and how to phrase them
  • Identify the differences between and provide examples of strong and weak explanatory research questions

Quantitative descriptive questions

The type of research you are conducting will impact the research question that you ask. Probably the easiest questions to think of are quantitative descriptive questions. For example, “What is the average student debt load of MSW students?” is a descriptive question—and an important one. We aren’t trying to build a causal relationship here. We’re simply trying to describe how much debt MSW students carry. Quantitative descriptive questions like this one are helpful in social work practice as part of community scans, in which human service agencies survey the various needs of the community they serve. If the scan reveals that the community requires more services related to housing, child care, or day treatment for people with disabilities, a nonprofit office can use the community scan to create new programs that meet a defined community need.

Quantitative descriptive questions will often ask for percentage, count the number of instances of a phenomenon, or determine an average. Descriptive questions may only include one variable, such as ours about student debt load, or they may include multiple variables. Because these are descriptive questions, our purpose is not to investigate causal relationships between variables. To do that, we need to use a quantitative explanatory question.

Quantitative explanatory questions

Most studies you read in the academic literature will be quantitative and explanatory. Why is that? If you recall from Chapter 2 , explanatory research tries to build nomothetic causal relationships. They are generalizable across space and time, so they are applicable to a wide audience. The editorial board of a journal wants to make sure their content will be useful to as many people as possible, so it’s not surprising that quantitative research dominates the academic literature.

Structurally, quantitative explanatory questions must contain an independent variable and dependent variable. Questions should ask about the relationship between these variables. The standard format I was taught in graduate school for an explanatory quantitative research question is: “What is the relationship between [independent variable] and [dependent variable] for [target population]?” You should play with the wording for your research question, revising that standard format to match what you really want to know about your topic.

Let’s take a look at a few more examples of possible research questions and consider the relative strengths and weaknesses of each. Table 9.1 does just that. While reading the table, keep in mind that I have only noted what I view to be the most relevant strengths and weaknesses of each question. Certainly each question may have additional strengths and weaknesses not noted in the table. Each of these questions is drawn from student projects in my research methods classes and reflects the work of many students on their research question over many weeks.

Making it more specific

A good research question should also be specific and clear about the concepts it addresses. A student investigating gender and household tasks knows what they mean by “household tasks.” You likely also have an impression of what “household tasks” means. But are your definition and the student’s definition the same? A participant in their study may think that managing finances and performing home maintenance are household tasks, but the researcher may be interested in other tasks like childcare or cleaning. The only way to ensure your study stays focused and clear is to be specific about what you mean by a concept. The student in our example could pick a specific household task that was interesting to them or that the literature indicated was important—for example, childcare. Or, the student could have a broader view of household tasks, one that encompasses childcare, food preparation, financial management, home repair, and care for relatives. Any option is probably okay, as long as the researcher is clear on what they mean by “household tasks.” Clarifying these distinctions is important as we look ahead to specifying how your variables will be measured in Chapter 11 .

Table 9.2 contains some “watch words” that indicate you may need to be more specific about the concepts in your research question.

It can be challenging to be this specific in social work research, particularly when you are just starting out your project and still reading the literature. If you’ve only read one or two articles on your topic, it can be hard to know what you are interested in studying. Broad questions like “What are the causes of chronic homelessness, and what can be done to prevent it?” are common at the beginning stages of a research project as working questions. However, moving from working questions to research questions in your research proposal requires that you examine the literature on the topic and refine your question over time to be more specific and clear. Perhaps you want to study the effect of a specific anti-homelessness program that you found in the literature. Maybe there is a particular model to fighting homelessness, like Housing First or transitional housing, that you want to investigate further. You may want to focus on a potential cause of homelessness such as LGBTQ+ discrimination that you find interesting or relevant to your practice. As you can see, the possibilities for making your question more specific are almost infinite.

Quantitative exploratory questions

In exploratory research, the researcher doesn’t quite know the lay of the land yet. If someone is proposing to conduct an exploratory quantitative project, the watch words highlighted in Table 9.2 are not problematic at all. In fact, questions such as “What factors influence the removal of children in child welfare cases?” are good because they will explore a variety of factors or causes. In this question, the independent variable is less clearly written, but the dependent variable, family preservation outcomes, is quite clearly written. The inverse can also be true. If we were to ask, “What outcomes are associated with family preservation services in child welfare?”, we would have a clear independent variable, family preservation services, but an unclear dependent variable, outcomes. Because we are only conducting exploratory research on a topic, we may not have an idea of what concepts may comprise our “outcomes” or “factors.” Only after interacting with our participants will we be able to understand which concepts are important.

Remember that exploratory research is appropriate only when the researcher does not know much about topic because there is very little scholarly research. In our examples above, there is extensive literature on the outcomes in family reunification programs and risk factors for child removal in child welfare. Make sure you’ve done a thorough literature review to ensure there is little relevant research to guide you towards a more explanatory question.

  • Descriptive quantitative research questions are helpful for community scans but cannot investigate causal relationships between variables.
  • Explanatory quantitative research questions must include an independent and dependent variable.
  • Exploratory quantitative research questions should only be considered when there is very little previous research on your topic.
  • Identify the type of research you are engaged in (descriptive, explanatory, or exploratory).
  • Create a quantitative research question for your project that matches with the type of research you are engaged in.

Preferably, you should be creating an explanatory research question for quantitative research.

9.4 Qualitative research questions

  • List the key terms associated with qualitative research questions
  • Distinguish between qualitative and quantitative research questions

Qualitative research questions differ from quantitative research questions. Because qualitative research questions seek to explore or describe phenomena, not provide a neat nomothetic explanation, they are often more general and openly worded. They may include only one concept, though many include more than one. Instead of asking how one variable causes changes in another, we are instead trying to understand the experiences ,  understandings , and  meanings that people have about the concepts in our research question. These keywords often make an appearance in qualitative research questions.

Let’s work through an example from our last section. In Table 9.1, a student asked, “What is the relationship between sexual orientation or gender identity and homelessness for late adolescents in foster care?” In this question, it is pretty clear that the student believes that adolescents in foster care who identify as LGBTQ+ may be at greater risk for homelessness. This is a nomothetic causal relationship—LGBTQ+ status causes changes in homelessness.

However, what if the student were less interested in  predicting  homelessness based on LGBTQ+ status and more interested in  understanding  the stories of foster care youth who identify as LGBTQ+ and may be at risk for homelessness? In that case, the researcher would be building an idiographic causal explanation . The youths whom the researcher interviews may share stories of how their foster families, caseworkers, and others treated them. They may share stories about how they thought of their own sexuality or gender identity and how it changed over time. They may have different ideas about what it means to transition out of foster care.

Because qualitative questions usually center on idiographic causal relationships, they look different than quantitative questions. Table 9.3 below takes the final research questions from Table 9.1 and adapts them for qualitative research. The guidelines for research questions previously described in this chapter still apply, but there are some new elements to qualitative research questions that are not present in quantitative questions.

  • Qualitative research questions often ask about lived experience, personal experience, understanding, meaning, and stories.
  • Qualitative research questions may be more general and less specific.
  • Qualitative research questions may also contain only one variable, rather than asking about relationships between multiple variables.

Qualitative research questions have one final feature that distinguishes them from quantitative research questions: they can change over the course of a study. Qualitative research is a reflexive process, one in which the researcher adapts their approach based on what participants say and do. The researcher must constantly evaluate whether their question is important and relevant to the participants. As the researcher gains information from participants, it is normal for the focus of the inquiry to shift.

For example, a qualitative researcher may want to study how a new truancy rule impacts youth at risk of expulsion. However, after interviewing some of the youth in their community, a researcher might find that the rule is actually irrelevant to their behavior and thoughts. Instead, their participants will direct the discussion to their frustration with the school administrators or the lack of job opportunities in the area. This is a natural part of qualitative research, and it is normal for research questions and hypothesis to evolve based on information gleaned from participants.

However, this reflexivity and openness unacceptable in quantitative research for good reasons. Researchers using quantitative methods are testing a hypothesis, and if they could revise that hypothesis to match what they found, they could never be wrong! Indeed, an important component of open science and reproducability is the preregistration of a researcher’s hypotheses and data analysis plan in a central repository that can be verified and replicated by reviewers and other researchers. This is an excellent example of how the positivist assumptions behind quantitative research and intepretivist assumptions behind qualitative research result in different approaches to social science.

  • Qualitative research questions often contain words or phrases like “lived experience,” “personal experience,” “understanding,” “meaning,” and “stories.”
  • Qualitative research questions can change and evolve over the course of the study.
  • Using the guidance in this chapter, write a qualitative research question. You may want to use some of the keywords mentioned above.

9.5 Evaluating and updating your research questions

  • Evaluate the feasibility and importance of your research questions
  • Begin to match your research questions to specific designs that determine what the participants in your study will do

Feasibility and importance

As you are getting ready to finalize your research question and move into designing your research study, it is important to check whether your research question is feasible for you to answer and what importance your results will have in the community, among your participants, and in the scientific literature

Key questions to consider when evaluating your question’s feasibility include:

  • Do you have access to the data you need?
  • Will you be able to get consent from stakeholders, gatekeepers, and others?
  • Does your project pose risk to individuals through direct harm, dual relationships, or breaches in confidentiality? (see Chapter 6 for more ethical considerations)
  • Are you competent enough to complete the study?
  • Do you have the resources and time needed to carry out the project?

Key questions to consider when evaluating the importance of your question include:

  • Can we answer your research question simply by looking at the literature on your topic?
  • How does your question add something new to the scholarly literature? (raises a new issue, addresses a controversy, studies a new population, etc.)
  • How will your target population benefit, once you answer your research question?
  • How will the community, social work practice, and the broader social world benefit, once you answer your research question?
  • Using the questions above, check whether you think your project is feasible for you to complete, given the constrains that student projects face.
  • Realistically, explore the potential impact of your project on the community and in the scientific literature. Make sure your question cannot be answered by simply reading more about your topic.

Matching your research question and study design

This chapter described how to create a good quantitative and qualitative research question. In Parts 3 and 4 of this textbook, we will detail some of the basic designs like surveys and interviews that social scientists use to answer their research questions. But which design should you choose?

As with most things, it all depends on your research question. If your research question involves, for example, testing a new intervention, you will likely want to use an experimental design. On the other hand, if you want to know the lived experience of people in a public housing building, you probably want to use an interview or focus group design.

We will learn more about each one of these designs in the remainder of this textbook. We will also learn about using data that already exists, studying an individual client inside clinical practice, and evaluating programs, which are other examples of designs. Below is a list of designs we will cover in this textbook:

  • Surveys: online, phone, mail, in-person
  • Experiments: classic, pre-experiments, quasi-experiments
  • Interviews: in-person or via phone or videoconference
  • Focus groups: in-person or via videoconference
  • Content analysis of existing data
  • Secondary data analysis of another researcher’s data
  • Program evaluation

The design of your research study determines what you and your participants will do. In an experiment, for example, the researcher will introduce a stimulus or treatment to participants and measure their responses. In contrast, a content analysis may not have participants at all, and the researcher may simply read the marketing materials for a corporation or look at a politician’s speeches to conduct the data analysis for the study.

I imagine that a content analysis probably seems easier to accomplish than an experiment. However, as a researcher, you have to choose a research design that makes sense for your question and that is feasible to complete with the resources you have. All research projects require some resources to accomplish. Make sure your design is one you can carry out with the resources (time, money, staff, etc.) that you have.

There are so many different designs that exist in the social science literature that it would be impossible to include them all in this textbook. The purpose of the subsequent chapters is to help you understand the basic designs upon which these more advanced designs are built. As you learn more about research design, you will likely find yourself revising your research question to make sure it fits with the design. At the same time, your research question as it exists now should influence the design you end up choosing. There is no set order in which these should happen. Instead, your research project should be guided by whether you can feasibly carry it out and contribute new and important knowledge to the world.

  • Research questions must be feasible and important.
  • Research questions must match study design.
  • Based on what you know about designs like surveys, experiments, and interviews, describe how you might use one of them to answer your research question.
  • You may want to refer back to Chapter 2 which discusses how to get raw data about your topic and the common designs used in student research projects.

8.4: Qualitative research questions

Qualitative research questions differ from quantitative research questions. Because qualitative research questions seek to explore or describe phenomena, not provide a neat nomothetic explanation, they are often more general and vaguely worded. They may include only one concept, though many include more than one. Instead of asking how one variable causes changes in another, we are instead trying to understand the experiences , understandings , and meanings that people have about the concepts in our research question.

Let’s work through an example from our last section. In Table 8.1, a student asked, “What is the relationship between sexual orientation or gender identity and homelessness for late adolescents in foster care?” In this question, it is pretty clear that the student believes that adolescents in foster care who identify as LGBTQ may be at greater risk for homelessness. This is a nomothetic causal relationship—LGBTQ status causes homelessness.

However, what if the student were less interested in predicting homelessness based on LGBTQ status and more interested in understanding the stories of foster care youth who identify as LGBTQ and may be at risk for homelessness? In that case, the researcher would be building an idiographic causal explanation. The youths whom the researcher interviews may share stories of how their foster families, caseworkers, and others treated them. They may share stories about how they thought of their own sexuality or gender identity and how it changed over time. They may have different ideas about what it means to transition out of foster care.

Because qualitative questions usually look for idiographic causal relationships, they look different than quantitative questions. Table 8.3 below takes the final research questions from Table 8.1 and adapts them for qualitative research. The guidelines for research questions previously described in this chapter still apply, but there are some new elements to qualitative research questions that are not present in quantitative questions. First, qualitative research questions often ask about lived experience, personal experience, understanding, meaning, and stories. These keywords indicate that you will be using qualitative methods. Second, qualitative research questions may be more general and less specific. Instead of asking how one concept causes another, we are asking about how people understand or feel about a concept. They may also contain only one variable, rather than asking about relationships between multiple variables.

Qualitative research questions have one final feature that distinguishes them from quantitative research questions. They can change over the course of a study. Qualitative research is a reflexive process, one in which the researcher adapts her approach based on what participants say and do. The researcher must constantly evaluate whether their question is important and relevant to the participants. As the researcher gains information from participants, it is normal for the focus of the inquiry to shift.

For example, a qualitative researcher may want to study how a new truancy rule impacts youth at risk of expulsion. However, after interviewing some of the youth in her community, a researcher might find that the rule is actually irrelevant to their behavior and thoughts. Instead, her participants will direct the discussion to their frustration with the school administrators or their family’s economic insecurity. This is a natural part of qualitative research, and it is normal for research questions and hypothesis to evolve based on the information gleaned from participants.

A research problem is a definite or clear expression [statement] about an area of concern, a condition to be improved upon, a difficulty to be eliminated, or a troubling question that exists in scholarly literature, in theory, or within existing practice that points to a need for meaningful understanding and deliberate investigation. A research problem does not state how to do something, offer a vague or broad proposition, or present a value question. In the social and behavioral sciences, studies are most often framed around examining a problem that needs to be understood and resolved in order to improve society and the human condition.

The purpose of a problem statement is to:

  • Introduce the reader to the importance of the topic being studied . The reader is oriented to the significance of the study.
  • Anchors the research questions, hypotheses, or assumptions to follow . It offers a concise statement about the purpose of your paper.
  • Place the topic into a particular context that defines the parameters of what is to be investigated.
  • Provide the framework for reporting the results and indicates what is probably necessary to conduct the study and explain how the findings will present this information.

In the social sciences, the research problem establishes the means by which you must answer the "So What?" question. This declarative question refers to a research problem surviving the relevancy test [the quality of a measurement procedure that provides repeatability and accuracy]. Note that answering the "So What?" question requires a commitment on your part to not only show that you have reviewed the literature, but that you have thoroughly considered the significance of the research problem and its implications applied to creating new knowledge and understanding or informing practice.

To survive the "So What" question, problem statements should possess the following attributes:

  • Clarity and precision [a well-written statement does not make sweeping generalizations and irresponsible pronouncements; it also does include unspecific determinates like "very" or "giant"],
  • Demonstrate a researchable topic or issue [i.e., feasibility of conducting the study is based upon access to information that can be effectively acquired, gathered, interpreted, synthesized, and understood],
  • Identification of what would be studied, while avoiding the use of value-laden words and terms,
  • Identification of an overarching question or small set of questions accompanied by key factors or variables,
  • Identification of key concepts and terms,
  • Articulation of the study's conceptual boundaries or parameters or limitations,
  • Some generalizability in regards to applicability and bringing results into general use,
  • Conveyance of the study's importance, benefits, and justification [i.e., regardless of the type of research, it is important to demonstrate that the research is not trivial],
  • Does not have unnecessary jargon or overly complex sentence constructions; and,
  • Conveyance of more than the mere gathering of descriptive data providing only a snapshot of the issue or phenomenon under investigation.

Structure and Writing Style

I.  Types and Content

There are four general conceptualizations of a research problem in the social sciences:

  • Casuist Research Problem -- this type of problem relates to the determination of right and wrong in questions of conduct or conscience by analyzing moral dilemmas through the application of general rules and the careful distinction of special cases.
  • Difference Research Problem -- typically asks the question, “Is there a difference between two or more groups or treatments?” This type of problem statement is used when the researcher compares or contrasts two or more phenomena. This a common approach to defining a problem in the clinical social sciences or behavioral sciences.
  • Descriptive Research Problem -- typically asks the question, "what is...?" with the underlying purpose to describe the significance of a situation, state, or existence of a specific phenomenon. This problem is often associated with revealing hidden or understudied issues.
  • Relational Research Problem -- suggests a relationship of some sort between two or more variables to be investigated. The underlying purpose is to investigate specific qualities or characteristics that may be connected in some way.

A problem statement in the social sciences should contain :

  • A lead-in that helps ensure the reader will maintain interest over the study,
  • A declaration of originality [e.g., mentioning a knowledge void or a lack of clarity about a topic that will be revealed in the literature review of prior research],
  • An indication of the central focus of the study [establishing the boundaries of analysis], and
  • An explanation of the study's significance or the benefits to be derived from investigating the research problem.

NOTE :   A statement describing the research problem of your paper should not be viewed as a thesis statement that you may be familiar with from high school. Given the content listed above, a description of the research problem is usually a short paragraph in length.

II.  Sources of Problems for Investigation

The identification of a problem to study can be challenging, not because there's a lack of issues that could be investigated, but due to the challenge of formulating an academically relevant and researchable problem which is unique and does not simply duplicate the work of others. To facilitate how you might select a problem from which to build a research study, consider these sources of inspiration:

Deductions from Theory This relates to deductions made from social philosophy or generalizations embodied in life and in society that the researcher is familiar with. These deductions from human behavior are then placed within an empirical frame of reference through research. From a theory, the researcher can formulate a research problem or hypothesis stating the expected findings in certain empirical situations. The research asks the question: “What relationship between variables will be observed if theory aptly summarizes the state of affairs?” One can then design and carry out a systematic investigation to assess whether empirical data confirm or reject the hypothesis, and hence, the theory.

Interdisciplinary Perspectives Identifying a problem that forms the basis for a research study can come from academic movements and scholarship originating in disciplines outside of your primary area of study. This can be an intellectually stimulating exercise. A review of pertinent literature should include examining research from related disciplines that can reveal new avenues of exploration and analysis. An interdisciplinary approach to selecting a research problem offers an opportunity to construct a more comprehensive understanding of a very complex issue that any single discipline may be able to provide.

Interviewing Practitioners The identification of research problems about particular topics can arise from formal interviews or informal discussions with practitioners who provide insight into new directions for future research and how to make research findings more relevant to practice. Discussions with experts in the field, such as, teachers, social workers, health care providers, lawyers, business leaders, etc., offers the chance to identify practical, “real world” problems that may be understudied or ignored within academic circles. This approach also provides some practical knowledge which may help in the process of designing and conducting your study.

Personal Experience Don't undervalue your everyday experiences or encounters as worthwhile problems for investigation. Think critically about your own experiences and/or frustrations with an issue facing society or related to your community, your neighborhood, your family, or your personal life. This can be derived, for example, from deliberate observations of certain relationships for which there is no clear explanation or witnessing an event that appears harmful to a person or group or that is out of the ordinary.

Relevant Literature The selection of a research problem can be derived from a thorough review of pertinent research associated with your overall area of interest. This may reveal where gaps exist in understanding a topic or where an issue has been understudied. Research may be conducted to: 1) fill such gaps in knowledge; 2) evaluate if the methodologies employed in prior studies can be adapted to solve other problems; or, 3) determine if a similar study could be conducted in a different subject area or applied in a different context or to different study sample [i.e., different setting or different group of people]. Also, authors frequently conclude their studies by noting implications for further research; read the conclusion of pertinent studies because statements about further research can be a valuable source for identifying new problems to investigate. The fact that a researcher has identified a topic worthy of further exploration validates the fact it is worth pursuing.

III.  What Makes a Good Research Statement?

A good problem statement begins by introducing the broad area in which your research is centered, gradually leading the reader to the more specific issues you are investigating. The statement need not be lengthy, but a good research problem should incorporate the following features:

1.  Compelling Topic The problem chosen should be one that motivates you to address it but simple curiosity is not a good enough reason to pursue a research study because this does not indicate significance. The problem that you choose to explore must be important to you, but it must also be viewed as important by your readers and to a the larger academic and/or social community that could be impacted by the results of your study. 2.  Supports Multiple Perspectives The problem must be phrased in a way that avoids dichotomies and instead supports the generation and exploration of multiple perspectives. A general rule of thumb in the social sciences is that a good research problem is one that would generate a variety of viewpoints from a composite audience made up of reasonable people. 3.  Researchability This isn't a real word but it represents an important aspect of creating a good research statement. It seems a bit obvious, but you don't want to find yourself in the midst of investigating a complex research project and realize that you don't have enough prior research to draw from for your analysis. There's nothing inherently wrong with original research, but you must choose research problems that can be supported, in some way, by the resources available to you. If you are not sure if something is researchable, don't assume that it isn't if you don't find information right away--seek help from a librarian !

NOTE:   Do not confuse a research problem with a research topic. A topic is something to read and obtain information about, whereas a problem is something to be solved or framed as a question raised for inquiry, consideration, or solution, or explained as a source of perplexity, distress, or vexation. In short, a research topic is something to be understood; a research problem is something that needs to be investigated.

IV.  Asking Analytical Questions about the Research Problem

Research problems in the social and behavioral sciences are often analyzed around critical questions that must be investigated. These questions can be explicitly listed in the introduction [i.e., "This study addresses three research questions about women's psychological recovery from domestic abuse in multi-generational home settings..."], or, the questions are implied in the text as specific areas of study related to the research problem. Explicitly listing your research questions at the end of your introduction can help in designing a clear roadmap of what you plan to address in your study, whereas, implicitly integrating them into the text of the introduction allows you to create a more compelling narrative around the key issues under investigation. Either approach is appropriate.

The number of questions you attempt to address should be based on the complexity of the problem you are investigating and what areas of inquiry you find most critical to study. Practical considerations, such as, the length of the paper you are writing or the availability of resources to analyze the issue can also factor in how many questions to ask. In general, however, there should be no more than four research questions underpinning a single research problem.

Given this, well-developed analytical questions can focus on any of the following:

  • Highlights a genuine dilemma, area of ambiguity, or point of confusion about a topic open to interpretation by your readers;
  • Yields an answer that is unexpected and not obvious rather than inevitable and self-evident;
  • Provokes meaningful thought or discussion;
  • Raises the visibility of the key ideas or concepts that may be understudied or hidden;
  • Suggests the need for complex analysis or argument rather than a basic description or summary; and,
  • Offers a specific path of inquiry that avoids eliciting generalizations about the problem.

NOTE:   Questions of how and why concerning a research problem often require more analysis than questions about who, what, where, and when. You should still ask yourself these latter questions, however. Thinking introspectively about the who, what, where, and when of a research problem can help ensure that you have thoroughly considered all aspects of the problem under investigation and helps define the scope of the study in relation to the problem.

V.  Mistakes to Avoid

Beware of circular reasoning! Do not state the research problem as simply the absence of the thing you are suggesting. For example, if you propose the following, "The problem in this community is that there is no hospital," this only leads to a research problem where:

  • The need is for a hospital
  • The objective is to create a hospital
  • The method is to plan for building a hospital, and
  • The evaluation is to measure if there is a hospital or not.

This is an example of a research problem that fails the "So What?" test . In this example, the problem does not reveal the relevance of why you are investigating the fact there is no hospital in the community [e.g., perhaps there's a hospital in the community ten miles away]; it does not elucidate the significance of why one should study the fact there is no hospital in the community [e.g., that hospital in the community ten miles away has no emergency room]; the research problem does not offer an intellectual pathway towards adding new knowledge or clarifying prior knowledge [e.g., the county in which there is no hospital already conducted a study about the need for a hospital, but it was conducted ten years ago]; and, the problem does not offer meaningful outcomes that lead to recommendations that can be generalized for other situations or that could suggest areas for further research [e.g., the challenges of building a new hospital serves as a case study for other communities].

35 8.3 Quantitative research questions

Learning objectives.

  • Describe how research questions for exploratory, descriptive, and explanatory quantitative questions differ and how to phrase them
  • Identify the differences between and provide examples of strong and weak explanatory research questions

Quantitative descriptive questions

The type of research you are conducting will impact the research question that you ask. Probably the easiest questions to think of are quantitative descriptive questions. For example, “What is the average student debt load of MSW students?” is a descriptive question—and an important one. We aren’t trying to build a causal relationship here. We’re simply trying to describe how much debt MSW students carry. Quantitative descriptive questions like this one are helpful in social work practice as part of community scans, in which human service agencies survey the various needs of the community they serve. If the scan reveals that the community requires more services related to housing, child care, or day treatment for people with disabilities, a nonprofit office can use the community scan to create new programs that meet a defined community need.

Quantitative descriptive questions will often ask for percentage, count the number of instances of a phenomenon, or determine an average. Descriptive questions may only include one variable, such as ours about debt load, or they may include multiple variables. Because these are descriptive questions, we cannot investigate causal relationships between variables. To do that, we need to use a quantitative explanatory question.

Quantitative explanatory questions

Most studies you read in the academic literature will be quantitative and explanatory. Why is that? If you recall from Chapter 7, explanatory research tries to build nomothetic causal relationships. They are generalizable across space and time, so they are applicable to a wide audience. The editorial board of a journal wants to make sure their content will be useful to as many people as possible, so it’s not surprising that quantitative research dominates the academic literature.

Structurally, quantitative explanatory questions must contain an independent variable and dependent variable. Questions should ask about the relationship between these variables. My standard format for an explanatory quantitative research question is: “What is the relationship between [independent variable] and [dependent variable] for [target population]?” You should play with the wording for your research question, revising it as you see fit. The goal is to make the research question reflect what you really want to know in your study.

Let’s take a look at a few more examples of possible research questions and consider the relative strengths and weaknesses of each. Table 8.1 does just that. While reading the table, keep in mind that I have only noted what I view to be the most relevant strengths and weaknesses of each question. Certainly each question may have additional strengths and weaknesses not noted in the table.

Making it more specific

A good research question should also be specific and clear about the concepts it addresses. A student investigating gender and household tasks knows what they mean by “household tasks.” You likely also have an impression of what “household tasks” means. But are your definition and the student’s definition the same? A participant in their study may think that managing finances and performing home maintenance are household tasks, but the researcher may be interested in other tasks like childcare or cleaning. The only way to ensure your study stays focused and clear is to be specific about what you mean by a concept. The student in our example could pick a specific household task that was interesting to them or that the literature indicated was important—for example, childcare. Or, the student could have a broader view of household tasks, one that encompasses childcare, food preparation, financial management, home repair, and care for relatives. Any option is probably okay, as long as the researcher is clear on what they mean by “household tasks.”

Table 8.2 contains some “watch words” that indicate you may need to be more specific about the concepts in your research question.

It can be challenging in social work research to be this specific, particularly when you are just starting out your investigation of the topic. If you’ve only read one or two articles on the topic, it can be hard to know what you are interested in studying. Broad questions like “What are the causes of chronic homelessness, and what can be done to prevent it?” are common at the beginning stages of a research project. However, social work research demands that you examine the literature on the topic and refine your question over time to be more specific and clear before you begin your study. Perhaps you want to study the effect of a specific anti-homelessness program that you found in the literature. Maybe there is a particular model to fighting homelessness, like Housing First or transitional housing that you want to investigate further. You may want to focus on a potential cause of homelessness such as LGBTQ discrimination that you find interesting or relevant to your practice. As you can see, the possibilities for making your question more specific are almost infinite.

Quantitative exploratory questions

In exploratory research, the researcher doesn’t quite know the lay of the land yet. If someone is proposing to conduct an exploratory quantitative project, the watch words highlighted in Table 8.2 are not problematic at all. In fact, questions such as “What factors influence the removal of children in child welfare cases?” are good because they will explore a variety of factors or causes. In this question, the independent variable is less clearly written, but the dependent variable, family preservation outcomes, is quite clearly written. The inverse can also be true. If we were to ask, “What outcomes are associated with family preservation services in child welfare?”, we would have a clear independent variable, family preservation services, but an unclear dependent variable, outcomes. Because we are only conducting exploratory research on a topic, we may not have an idea of what concepts may comprise our “outcomes” or “factors.” Only after interacting with our participants will we be able to understand which concepts are important.

Social Work Research Methods That Drive the Practice

A social worker surveys a community member.

Social workers advocate for the well-being of individuals, families and communities. But how do social workers know what interventions are needed to help an individual? How do they assess whether a treatment plan is working? What do social workers use to write evidence-based policy?

Social work involves research-informed practice and practice-informed research. At every level, social workers need to know objective facts about the populations they serve, the efficacy of their interventions and the likelihood that their policies will improve lives. A variety of social work research methods make that possible.

Data-Driven Work

Data is a collection of facts used for reference and analysis. In a field as broad as social work, data comes in many forms.

Quantitative vs. Qualitative

As with any research, social work research involves both quantitative and qualitative studies.

Quantitative Research

Answers to questions like these can help social workers know about the populations they serve — or hope to serve in the future.

  • How many students currently receive reduced-price school lunches in the local school district?
  • How many hours per week does a specific individual consume digital media?
  • How frequently did community members access a specific medical service last year?

Quantitative data — facts that can be measured and expressed numerically — are crucial for social work.

Quantitative research has advantages for social scientists. Such research can be more generalizable to large populations, as it uses specific sampling methods and lends itself to large datasets. It can provide important descriptive statistics about a specific population. Furthermore, by operationalizing variables, it can help social workers easily compare similar datasets with one another.

Qualitative Research

Qualitative data — facts that cannot be measured or expressed in terms of mere numbers or counts — offer rich insights into individuals, groups and societies. It can be collected via interviews and observations.

  • What attitudes do students have toward the reduced-price school lunch program?
  • What strategies do individuals use to moderate their weekly digital media consumption?
  • What factors made community members more or less likely to access a specific medical service last year?

Qualitative research can thereby provide a textured view of social contexts and systems that may not have been possible with quantitative methods. Plus, it may even suggest new lines of inquiry for social work research.

Mixed Methods Research

Combining quantitative and qualitative methods into a single study is known as mixed methods research. This form of research has gained popularity in the study of social sciences, according to a 2019 report in the academic journal Theory and Society. Since quantitative and qualitative methods answer different questions, merging them into a single study can balance the limitations of each and potentially produce more in-depth findings.

However, mixed methods research is not without its drawbacks. Combining research methods increases the complexity of a study and generally requires a higher level of expertise to collect, analyze and interpret the data. It also requires a greater level of effort, time and often money.

The Importance of Research Design

Data-driven practice plays an essential role in social work. Unlike philanthropists and altruistic volunteers, social workers are obligated to operate from a scientific knowledge base.

To know whether their programs are effective, social workers must conduct research to determine results, aggregate those results into comprehensible data, analyze and interpret their findings, and use evidence to justify next steps.

Employing the proper design ensures that any evidence obtained during research enables social workers to reliably answer their research questions.

Research Methods in Social Work

The various social work research methods have specific benefits and limitations determined by context. Common research methods include surveys, program evaluations, needs assessments, randomized controlled trials, descriptive studies and single-system designs.

Surveys involve a hypothesis and a series of questions in order to test that hypothesis. Social work researchers will send out a survey, receive responses, aggregate the results, analyze the data, and form conclusions based on trends.

Surveys are one of the most common research methods social workers use — and for good reason. They tend to be relatively simple and are usually affordable. However, surveys generally require large participant groups, and self-reports from survey respondents are not always reliable.

Program Evaluations

Social workers ally with all sorts of programs: after-school programs, government initiatives, nonprofit projects and private programs, for example.

Crucially, social workers must evaluate a program’s effectiveness in order to determine whether the program is meeting its goals and what improvements can be made to better serve the program’s target population.

Evidence-based programming helps everyone save money and time, and comparing programs with one another can help social workers make decisions about how to structure new initiatives. Evaluating programs becomes complicated, however, when programs have multiple goal metrics, some of which may be vague or difficult to assess (e.g., “we aim to promote the well-being of our community”).

Needs Assessments

Social workers use needs assessments to identify services and necessities that a population lacks access to.

Common social work populations that researchers may perform needs assessments on include:

  • People in a specific income group
  • Everyone in a specific geographic region
  • A specific ethnic group
  • People in a specific age group

In the field, a social worker may use a combination of methods (e.g., surveys and descriptive studies) to learn more about a specific population or program. Social workers look for gaps between the actual context and a population’s or individual’s “wants” or desires.

For example, a social worker could conduct a needs assessment with an individual with cancer trying to navigate the complex medical-industrial system. The social worker may ask the client questions about the number of hours they spend scheduling doctor’s appointments, commuting and managing their many medications. After learning more about the specific client needs, the social worker can identify opportunities for improvements in an updated care plan.

In policy and program development, social workers conduct needs assessments to determine where and how to effect change on a much larger scale. Integral to social work at all levels, needs assessments reveal crucial information about a population’s needs to researchers, policymakers and other stakeholders. Needs assessments may fall short, however, in revealing the root causes of those needs (e.g., structural racism).

Randomized Controlled Trials

Randomized controlled trials are studies in which a randomly selected group is subjected to a variable (e.g., a specific stimulus or treatment) and a control group is not. Social workers then measure and compare the results of the randomized group with the control group in order to glean insights about the effectiveness of a particular intervention or treatment.

Randomized controlled trials are easily reproducible and highly measurable. They’re useful when results are easily quantifiable. However, this method is less helpful when results are not easily quantifiable (i.e., when rich data such as narratives and on-the-ground observations are needed).

Descriptive Studies

Descriptive studies immerse the researcher in another context or culture to study specific participant practices or ways of living. Descriptive studies, including descriptive ethnographic studies, may overlap with and include other research methods:

  • Informant interviews
  • Census data
  • Observation

By using descriptive studies, researchers may glean a richer, deeper understanding of a nuanced culture or group on-site. The main limitations of this research method are that it tends to be time-consuming and expensive.

Single-System Designs

Unlike most medical studies, which involve testing a drug or treatment on two groups — an experimental group that receives the drug/treatment and a control group that does not — single-system designs allow researchers to study just one group (e.g., an individual or family).

Single-system designs typically entail studying a single group over a long period of time and may involve assessing the group’s response to multiple variables.

For example, consider a study on how media consumption affects a person’s mood. One way to test a hypothesis that consuming media correlates with low mood would be to observe two groups: a control group (no media) and an experimental group (two hours of media per day). When employing a single-system design, however, researchers would observe a single participant as they watch two hours of media per day for one week and then four hours per day of media the next week.

These designs allow researchers to test multiple variables over a longer period of time. However, similar to descriptive studies, single-system designs can be fairly time-consuming and costly.

What are qualitative research questions, and when are they used?

When researchers set out to conduct a study on a certain topic, their research is chiefly directed by an overarching question . This question provides focus for the study and helps determine what kind of data will be collected.

By starting with a question, we gain parameters and objectives for our line of research. What are we studying? For what purpose? How will we know when we’ve achieved our goals?

Of course, some of these questions can be described as quantitative in nature. When a research question is quantitative, it usually seeks to measure or calculate something in a systematic way.

For example:

  • How many people in our town use the library?
  • What is the average income of families in our city?
  • How much does the average person weigh?

Other research questions, however—and the ones we will be focusing on in this article—are qualitative in nature. Qualitative research questions are open-ended and seek to explore a given topic in-depth.

According to the Australian & New Zealand Journal of Psychiatry , “Qualitative research aims to address questions concerned with developing an understanding of the meaning and experience dimensions of humans’ lives and social worlds.”

This type of research can be used to gain a better understanding of people’s thoughts, feelings and experiences by “addressing questions beyond ‘what works’, towards ‘what works for whom when, how and why, and focusing on intervention improvement rather than accreditation,” states one paper in Neurological Research and Practice .

Qualitative questions often produce rich data that can help researchers develop hypotheses for further quantitative study.

Crafting qualitative research questions for powerful insights

Now that we have a basic understanding of what qualitative research questions are and when they are used, let’s take a look at how you can begin crafting your own.

According to a study in the International Journal of Qualitative Studies in Education, there is a certain process researchers should follow when crafting their questions, which we’ll explore in more depth.

1. Beginning the process 

Start with a point of interest or curiosity, and pose a draft question or ‘self-question’. What do you want to know about the topic at hand? What is your specific curiosity? You may find it helpful to begin by writing several questions.

For example, if you’re interested in understanding how your customer base feels about a recent change to your product, you might ask: 

  • What made you decide to try the new product?
  • How do you feel about the change?
  • What do you think of the new design/functionality?
  • What benefits do you see in the change?

2. Create one overarching, guiding question 

At this point, narrow down the draft questions into one specific question. “Sometimes, these broader research questions are not stated as questions, but rather as goals for the study.”

As an example of this, you might narrow down these three questions:

  • What are our customers’ thoughts on the recent change to our product?

3. Theoretical framing 

As you read the relevant literature and apply theory to your research, the question should be altered to achieve better outcomes. Experts agree that pursuing a qualitative line of inquiry should open up the possibility for questioning your original theories and altering the conceptual framework with which the research began.

If we continue with the current example, it’s possible you may uncover new data that informs your research and changes your question. For instance, you may discover that customers’ feelings about the change are not just a reaction to the change itself, but also to how it was implemented. In this case, your question would need to reflect this new information: 

  • How did customers react to the process of the change, as well as the change itself?

4. Ethical considerations 

A study in the International Journal of Qualitative Studies in Education stresses that ethics are “a central issue when a researcher proposes to study the lives of others, especially marginalized populations.” Consider how your question or inquiry will affect the people it relates to—their lives and their safety. Shape your question to avoid physical, emotional, or mental upset for the focus group.

Your questions should be clear, concise, and understandable to those outside of your field. In addition, they should generate rich data. The questions you choose will also depend on the type of research you are conducting: 

  • If you’re doing a phenomenological study, your questions might be open-ended, in order to allow participants to share their experiences in their own words.
  • If you’re doing a grounded-theory study, your questions might be focused on generating a list of categories or themes.
  • If you’re doing ethnography, your questions might be about understanding the culture you’re studying.

Writing Survey Questions

Perhaps the most important part of the survey process is the creation of questions that accurately measure the opinions, experiences and behaviors of the public. Accurate random sampling will be wasted if the information gathered is built on a shaky foundation of ambiguous or biased questions. Creating good measures involves both writing good questions and organizing them to form the questionnaire.

Questionnaire design is a multistage process that requires attention to many details at once. Designing the questionnaire is complicated because surveys can ask about topics in varying degrees of detail, questions can be asked in different ways, and questions asked earlier in a survey may influence how people respond to later questions. Researchers are also often interested in measuring change over time and therefore must be attentive to how opinions or behaviors have been measured in prior surveys.

Surveyors may conduct pilot tests or focus groups in the early stages of questionnaire development in order to better understand how people think about an issue or comprehend a question. Pretesting a survey is an essential step in the questionnaire design process to evaluate how people respond to the overall questionnaire and specific questions, especially when questions are being introduced for the first time.

For many years, surveyors approached questionnaire design as an art, but substantial research over the past forty years has demonstrated that there is a lot of science involved in crafting a good survey questionnaire. Here, we discuss the pitfalls and best practices of designing questionnaires.

Question development

There are several steps involved in developing a survey questionnaire. The first is identifying what topics will be covered in the survey. For Pew Research Center surveys, this involves thinking about what is happening in our nation and the world and what will be relevant to the public, policymakers and the media. We also track opinion on a variety of issues over time so we often ensure that we update these trends on a regular basis to better understand whether people’s opinions are changing.

At Pew Research Center, questionnaire development is a collaborative and iterative process where staff meet to discuss drafts of the questionnaire several times over the course of its development. We frequently test new survey questions ahead of time through qualitative research methods such as  focus groups , cognitive interviews, pretesting (often using an  online, opt-in sample ), or a combination of these approaches. Researchers use insights from this testing to refine questions before they are asked in a production survey, such as on the ATP.

Measuring change over time

Many surveyors want to track changes over time in people’s attitudes, opinions and behaviors. To measure change, questions are asked at two or more points in time. A cross-sectional design surveys different people in the same population at multiple points in time. A panel, such as the ATP, surveys the same people over time. However, it is common for the set of people in survey panels to change over time as new panelists are added and some prior panelists drop out. Many of the questions in Pew Research Center surveys have been asked in prior polls. Asking the same questions at different points in time allows us to report on changes in the overall views of the general public (or a subset of the public, such as registered voters, men or Black Americans), or what we call “trending the data”.

When measuring change over time, it is important to use the same question wording and to be sensitive to where the question is asked in the questionnaire to maintain a similar context as when the question was asked previously (see  question wording  and  question order  for further information). All of our survey reports include a topline questionnaire that provides the exact question wording and sequencing, along with results from the current survey and previous surveys in which we asked the question.

The Center’s transition from conducting U.S. surveys by live telephone interviewing to an online panel (around 2014 to 2020) complicated some opinion trends, but not others. Opinion trends that ask about sensitive topics (e.g., personal finances or attending religious services ) or that elicited volunteered answers (e.g., “neither” or “don’t know”) over the phone tended to show larger differences than other trends when shifting from phone polls to the online ATP. The Center adopted several strategies for coping with changes to data trends that may be related to this change in methodology. If there is evidence suggesting that a change in a trend stems from switching from phone to online measurement, Center reports flag that possibility for readers to try to head off confusion or erroneous conclusions.

Open- and closed-ended questions

One of the most significant decisions that can affect how people answer questions is whether the question is posed as an open-ended question, where respondents provide a response in their own words, or a closed-ended question, where they are asked to choose from a list of answer choices.

For example, in a poll conducted after the 2008 presidential election, people responded very differently to two versions of the question: “What one issue mattered most to you in deciding how you voted for president?” One was closed-ended and the other open-ended. In the closed-ended version, respondents were provided five options and could volunteer an option not on the list.

When explicitly offered the economy as a response, more than half of respondents (58%) chose this answer; only 35% of those who responded to the open-ended version volunteered the economy. Moreover, among those asked the closed-ended version, fewer than one-in-ten (8%) provided a response other than the five they were read. By contrast, fully 43% of those asked the open-ended version provided a response not listed in the closed-ended version of the question. All of the other issues were chosen at least slightly more often when explicitly offered in the closed-ended version than in the open-ended version. Researchers will sometimes conduct a pilot study using open-ended questions to discover which answers are most common. They will then develop closed-ended questions based off that pilot study that include the most common responses as answer choices. In this way, the questions may better reflect what the public is thinking, how they view a particular issue, or bring certain issues to light that the researchers may not have been aware of.

When asking closed-ended questions, the choice of options provided, how each option is described, the number of response options offered, and the order in which options are read can all influence how people respond. One example of the impact of how categories are defined can be found in a Pew Research Center poll conducted in January 2002. When half of the sample was asked whether it was “more important for President Bush to focus on domestic policy or foreign policy,” 52% chose domestic policy while only 34% said foreign policy. When the category “foreign policy” was narrowed to a specific aspect – “the war on terrorism” – far more people chose it; only 33% chose domestic policy while 52% chose the war on terrorism.

In most circumstances, the number of answer choices should be kept to a relatively small number – just four or perhaps five at most – especially in telephone surveys. Psychological research indicates that people have a hard time keeping more than this number of choices in mind at one time. When the question is asking about an objective fact and/or demographics, such as the religious affiliation of the respondent, more categories can be used. In fact, they are encouraged to ensure inclusivity. For example, Pew Research Center’s standard religion questions include more than 12 different categories, beginning with the most common affiliations (Protestant and Catholic). Most respondents have no trouble with this question because they can expect to see their religious group within that list in a self-administered survey.

In addition to the number and choice of response options offered, the order of answer categories can influence how people respond to closed-ended questions. Research suggests that in telephone surveys respondents more frequently choose items heard later in a list (a “recency effect”), and in self-administered surveys, they tend to choose items at the top of the list (a “primacy” effect).

Because of concerns about the effects of category order on responses to closed-ended questions, many sets of response options in Pew Research Center’s surveys are programmed to be randomized to ensure that the options are not asked in the same order for each respondent. Rotating or randomizing means that questions or items in a list are not asked in the same order to each respondent. Answers to questions are sometimes affected by questions that precede them. By presenting questions in a different order to each respondent, we ensure that each question gets asked in the same context as every other question the same number of times (e.g., first, last or any position in between). This does not eliminate the potential impact of previous questions on the current question, but it does ensure that this bias is spread randomly across all of the questions or items in the list. For instance, in the example discussed above about what issue mattered most in people’s vote, the order of the five issues in the closed-ended version of the question was randomized so that no one issue appeared early or late in the list for all respondents. Randomization of response items does not eliminate order effects, but it does ensure that this type of bias is spread randomly.

Questions with ordinal response categories – those with an underlying order (e.g., excellent, good, only fair, poor OR very favorable, mostly favorable, mostly unfavorable, very unfavorable) – are generally not randomized because the order of the categories conveys important information to help respondents answer the question. Generally, these types of scales should be presented in order so respondents can easily place their responses along the continuum, but the order can be reversed for some respondents. For example, in one of Pew Research Center’s questions about abortion, half of the sample is asked whether abortion should be “legal in all cases, legal in most cases, illegal in most cases, illegal in all cases,” while the other half of the sample is asked the same question with the response categories read in reverse order, starting with “illegal in all cases.” Again, reversing the order does not eliminate the recency effect but distributes it randomly across the population.

Question wording

The choice of words and phrases in a question is critical in expressing the meaning and intent of the question to the respondent and ensuring that all respondents interpret the question the same way. Even small wording differences can substantially affect the answers people provide.

An example of a wording difference that had a significant impact on responses comes from a January 2003 Pew Research Center survey. When people were asked whether they would “favor or oppose taking military action in Iraq to end Saddam Hussein’s rule,” 68% said they favored military action while 25% said they opposed military action. However, when asked whether they would “favor or oppose taking military action in Iraq to end Saddam Hussein’s rule  even if it meant that U.S. forces might suffer thousands of casualties, ” responses were dramatically different; only 43% said they favored military action, while 48% said they opposed it. The introduction of U.S. casualties altered the context of the question and influenced whether people favored or opposed military action in Iraq.

There has been a substantial amount of research to gauge the impact of different ways of asking questions and how to minimize differences in the way respondents interpret what is being asked. The issues related to question wording are more numerous than can be treated adequately in this short space, but below are a few of the important things to consider:

First, it is important to ask questions that are clear and specific and that each respondent will be able to answer. If a question is open-ended, it should be evident to respondents that they can answer in their own words and what type of response they should provide (an issue or problem, a month, number of days, etc.). Closed-ended questions should include all reasonable responses (i.e., the list of options is exhaustive) and the response categories should not overlap (i.e., response options should be mutually exclusive). Further, it is important to discern when it is best to use forced-choice close-ended questions (often denoted with a radio button in online surveys) versus “select-all-that-apply” lists (or check-all boxes). A 2019 Center study found that forced-choice questions tend to yield more accurate responses, especially for sensitive questions.  Based on that research, the Center generally avoids using select-all-that-apply questions.

It is also important to ask only one question at a time. Questions that ask respondents to evaluate more than one concept (known as double-barreled questions) – such as “How much confidence do you have in President Obama to handle domestic and foreign policy?” – are difficult for respondents to answer and often lead to responses that are difficult to interpret. In this example, it would be more effective to ask two separate questions, one about domestic policy and another about foreign policy.

In general, questions that use simple and concrete language are more easily understood by respondents. It is especially important to consider the education level of the survey population when thinking about how easy it will be for respondents to interpret and answer a question. Double negatives (e.g., do you favor or oppose  not  allowing gays and lesbians to legally marry) or unfamiliar abbreviations or jargon (e.g., ANWR instead of Arctic National Wildlife Refuge) can result in respondent confusion and should be avoided.

Similarly, it is important to consider whether certain words may be viewed as biased or potentially offensive to some respondents, as well as the emotional reaction that some words may provoke. For example, in a 2005 Pew Research Center survey, 51% of respondents said they favored “making it legal for doctors to give terminally ill patients the means to end their lives,” but only 44% said they favored “making it legal for doctors to assist terminally ill patients in committing suicide.” Although both versions of the question are asking about the same thing, the reaction of respondents was different. In another example, respondents have reacted differently to questions using the word “welfare” as opposed to the more generic “assistance to the poor.” Several experiments have shown that there is much greater public support for expanding “assistance to the poor” than for expanding “welfare.”

We often write two versions of a question and ask half of the survey sample one version of the question and the other half the second version. Thus, we say we have two  forms  of the questionnaire. Respondents are assigned randomly to receive either form, so we can assume that the two groups of respondents are essentially identical. On questions where two versions are used, significant differences in the answers between the two forms tell us that the difference is a result of the way we worded the two versions.

One of the most common formats used in survey questions is the “agree-disagree” format. In this type of question, respondents are asked whether they agree or disagree with a particular statement. Research has shown that, compared with the better educated and better informed, less educated and less informed respondents have a greater tendency to agree with such statements. This is sometimes called an “acquiescence bias” (since some kinds of respondents are more likely to acquiesce to the assertion than are others). This behavior is even more pronounced when there’s an interviewer present, rather than when the survey is self-administered. A better practice is to offer respondents a choice between alternative statements. A Pew Research Center experiment with one of its routinely asked values questions illustrates the difference that question format can make. Not only does the forced choice format yield a very different result overall from the agree-disagree format, but the pattern of answers between respondents with more or less formal education also tends to be very different.

One other challenge in developing questionnaires is what is called “social desirability bias.” People have a natural tendency to want to be accepted and liked, and this may lead people to provide inaccurate answers to questions that deal with sensitive subjects. Research has shown that respondents understate alcohol and drug use, tax evasion and racial bias. They also may overstate church attendance, charitable contributions and the likelihood that they will vote in an election. Researchers attempt to account for this potential bias in crafting questions about these topics. For instance, when Pew Research Center surveys ask about past voting behavior, it is important to note that circumstances may have prevented the respondent from voting: “In the 2012 presidential election between Barack Obama and Mitt Romney, did things come up that kept you from voting, or did you happen to vote?” The choice of response options can also make it easier for people to be honest. For example, a question about church attendance might include three of six response options that indicate infrequent attendance. Research has also shown that social desirability bias can be greater when an interviewer is present (e.g., telephone and face-to-face surveys) than when respondents complete the survey themselves (e.g., paper and web surveys).

Lastly, because slight modifications in question wording can affect responses, identical question wording should be used when the intention is to compare results to those from earlier surveys. Similarly, because question wording and responses can vary based on the mode used to survey respondents, researchers should carefully evaluate the likely effects on trend measurements if a different survey mode will be used to assess change in opinion over time.

Question order

Once the survey questions are developed, particular attention should be paid to how they are ordered in the questionnaire. Surveyors must be attentive to how questions early in a questionnaire may have unintended effects on how respondents answer subsequent questions. Researchers have demonstrated that the order in which questions are asked can influence how people respond; earlier questions can unintentionally provide context for the questions that follow (these effects are called “order effects”).

One kind of order effect can be seen in responses to open-ended questions. Pew Research Center surveys generally ask open-ended questions about national problems, opinions about leaders and similar topics near the beginning of the questionnaire. If closed-ended questions that relate to the topic are placed before the open-ended question, respondents are much more likely to mention concepts or considerations raised in those earlier questions when responding to the open-ended question.

For closed-ended opinion questions, there are two main types of order effects: contrast effects ( where the order results in greater differences in responses), and assimilation effects (where responses are more similar as a result of their order).

An example of a contrast effect can be seen in a Pew Research Center poll conducted in October 2003, a dozen years before same-sex marriage was legalized in the U.S. That poll found that people were more likely to favor allowing gays and lesbians to enter into legal agreements that give them the same rights as married couples when this question was asked after one about whether they favored or opposed allowing gays and lesbians to marry (45% favored legal agreements when asked after the marriage question, but 37% favored legal agreements without the immediate preceding context of a question about same-sex marriage). Responses to the question about same-sex marriage, meanwhile, were not significantly affected by its placement before or after the legal agreements question.

Another experiment embedded in a December 2008 Pew Research Center poll also resulted in a contrast effect. When people were asked “All in all, are you satisfied or dissatisfied with the way things are going in this country today?” immediately after having been asked “Do you approve or disapprove of the way George W. Bush is handling his job as president?”; 88% said they were dissatisfied, compared with only 78% without the context of the prior question.

Responses to presidential approval remained relatively unchanged whether national satisfaction was asked before or after it. A similar finding occurred in December 2004 when both satisfaction and presidential approval were much higher (57% were dissatisfied when Bush approval was asked first vs. 51% when general satisfaction was asked first).

Several studies also have shown that asking a more specific question before a more general question (e.g., asking about happiness with one’s marriage before asking about one’s overall happiness) can result in a contrast effect. Although some exceptions have been found, people tend to avoid redundancy by excluding the more specific question from the general rating.

Assimilation effects occur when responses to two questions are more consistent or closer together because of their placement in the questionnaire. We found an example of an assimilation effect in a Pew Research Center poll conducted in November 2008 when we asked whether Republican leaders should work with Obama or stand up to him on important issues and whether Democratic leaders should work with Republican leaders or stand up to them on important issues. People were more likely to say that Republican leaders should work with Obama when the question was preceded by the one asking what Democratic leaders should do in working with Republican leaders (81% vs. 66%). However, when people were first asked about Republican leaders working with Obama, fewer said that Democratic leaders should work with Republican leaders (71% vs. 82%).

The order questions are asked is of particular importance when tracking trends over time. As a result, care should be taken to ensure that the context is similar each time a question is asked. Modifying the context of the question could call into question any observed changes over time (see  measuring change over time  for more information).

A questionnaire, like a conversation, should be grouped by topic and unfold in a logical order. It is often helpful to begin the survey with simple questions that respondents will find interesting and engaging. Throughout the survey, an effort should be made to keep the survey interesting and not overburden respondents with several difficult questions right after one another. Demographic questions such as income, education or age should not be asked near the beginning of a survey unless they are needed to determine eligibility for the survey or for routing respondents through particular sections of the questionnaire. Even then, it is best to precede such items with more interesting and engaging questions. One virtue of survey panels like the ATP is that demographic questions usually only need to be asked once a year, not in each survey.

Open access for community partners, impactful outputs for scholars: Leveraging scholarly communication movements to enhance reciprocity in community based research

Many corners of the academy are actively working to build bridges between research in the ivory tower to outcomes and needs in the community. Our study seeks to unify two such efforts – community-based/service-learning research and open access scholarly communication. Open access is an implicit value in community-based and service-learning research, and is part of the symbiotic relationship value, but has not been explicitly discussed, framed, or embraced as a value or goal. We explore existing literature on the desire for research-informed practices from community members and practitioners, the current state of open informational practices from scholarly publications dedicated to work happening in community spaces, and make recommendations for good practices for editors, publishers, researchers, and institutions looking to link the work of scholars to the needs of the community and evaluate impact.

From the cooperative extension service at public land grant institutions to the vision and values statements of private liberal arts institutions, and the mission of community colleges, engagement with communities beyond the walls of the academy are notable values of higher education. Service-learning, and community-based research (CBR) are important tools for institutions of higher learning to bridge town-gown divides, enhance student learning, and make a case for the value of higher education. While these values of community engagement have deep roots, the 21st century has seen significant growth in the deliberate articulation and promotion of community integration into classroom activities and research. This growth can be seen in the inclusion of service-learning as a “high impact practice” by the American Association of Colleges & Universities ( Kuh, 2008 ) and the growth of organizations like Campus Compact, which launched with three founding institutions in 1985 and now has state and regional affiliates serving and organizing hundreds of institutions ( Campus Compact, 2022 ). Stated values from CBR and service-learning scholars include reciprocity and mutual benefit ( Israel et al., 1998 ; Maiter et al., 2008 ). Simultaneously, the open access movement in scholarly communication has worked to open previously paywalled scholarship to all interested readers. The open access movement has its roots in the removal of barriers, particularly subscription barriers to access research. This helps combat unsustainable journal pricing while satisfying funder mandates to openly publish funded research for the benefit of the funder and the public or broader community it serves ( BOAI, 2002 ; Larivière et al., 2015 ). The mutual benefit and reciprocity values of CBR and the public benefit of open access research seem well aligned. Our research seeks to determine if the definition of reciprocity has come to include open access publishing by CBR journals by giving access to published scholarship to the communities who helped produce it. We will further explore how these scholarly publishing practices do or do not meet the needs of scholars as they build their careers in academic research institutions. Finally, we will make recommendations on leveraging the knowledge and tools of both movements to further advance the value each.

Key Definitions and Concepts

Over the years a range of vocabulary and jargon has grown to describe work that ties the teaching and research goals of the academy to their communities. While each term has its own purpose and nuance, not all town-gown relations are in scope for this paper. Likewise, open research principles are far-reaching in its aims and formats. Our emphasis will be on the following:

Community-Based Research (CBR)

As defined by Strand et al. ( 2003 ) in Community-Based Research in Higher Education “CBR is a partnership of students, faculty, and community members who collaboratively engage in research with the purpose of solving a pressing community problem or effecting social change” (p. 3). Of all the forms of working beyond the boundaries of campus, CBR taps directly into the research mission of colleges and universities, naturally raising questions about how these research findings are published and who has access. Some publications, institutions, and research methodology guides use the terms Community Engaged Research, Community Based Participatory Research , or Community Based Qualitative Research . These modifiers each seek to emphasize the inclusive and active nature of research with the community. For our purposes, we will discuss CBR as inclusive of these variants.

Service-Learning and Extension Service

Service-learning is “a form of experiential education in which students engage in activities that address human and community needs, together with structured opportunities for reflection designed to achieve learning outcomes.” ( Jacoby & Howard, 2014, p. 2 ). The value of reciprocity – that students and community partners find mutual benefit in the interaction – is deeply emphasized in service-learning. On the campus side of the hyphen, service-learning is more deeply rooted in student learning than the pursuit of research. Even so, the reflection piece results in written student outputs suitable for publication, and for the scholarship of teaching and learning; service-learning provides a rich opportunity to study the pedagogical and community benefits of the practice. For this reason, there are scholarly publications outlets with a service-learning focus and we have chosen to include those in our scope of review, and given the shared value of balancing community and academic needs with benefit for all.

Cooperative Extension Service

Established by the Smith-Lever Act ( 1914 ), public land grant universities have established cooperative extension services to use the knowledge built by the academy to support their communities (7 U.S.C. 341 § 1). While restricted to universities with these programs, there are journals dedicated to extension service work and are in scope for this review.

Open Access Publishing

Open access (OA) is a complex and ever-changing area of scholarly communications with a clear goal: making information openly available and accessible. Open access publishing arose in response to subscription-based models of scholarly publication, most notably with journal articles. For many years, increases in subscription rates have outpaced inflation, resulting in unsustainable subscription pricing in order to access paywalled content, and leaving institutions or individuals who cannot afford subscriptions without access to needed scholarly literature ( Larivière et al., 2015 ). Many models of open access publication have emerged as an alternative to the subscription-based model of access, all of which provide an alternative structure of financial support for journals other than the traditional subscription-based model.

Today, for-profit publishers see some open access models as a promising revenue stream to supplement subscription revenues ( Butler et al., 2022 ). For example, Elsevier’s parent company, RELX, noted in its 2022 annual report that “pay-to-publish open access articles [are] growing particularly strongly” ( 2023. ). Initiatives like OA2020, paired with a rise in library subscription cancellations, mean that open access funding is increasingly important to publishers in order to maintain or increase revenues ( n.d. ). However, the sustainability of different open access models is a growing concern for those who financially support open access publishing, including libraries and research funders ( Willinsky & Rusk, 2019 ). Publishing is not free (though it does rely on unpaid labor and contributions), and as a result, open access publications must be supported financially. Financial and sustainability issues have forced many independent journal publications to sign deals with for-profit publishers, who manage and financially support the reviewing, editing, publishing, indexing, and marketing on behalf of the journal ( Fyfe et al., 2017 ). However, this support comes at the expense of control: in open access terms, this often means that the journal cannot always freely decide on how to make its content open access, if it is an option offered by the publisher at all ( Clarke, 2020 ).

Different open access publication models are often described with color terminology, though these terms are not always straightforward. For the purposes of this research, the publications studied fell into three primary categories. The first is diamond, also called platinum, which designates a journal where all articles are openly available, and the author does not pay any fees for publication. These journals are funded through other means – for many university presses, these costs are incorporated into a university’s budget ( Hudson Vitale & Ruttenberg, 2022 ). This model is considered to be the most equitable model for both readers and authors ( Meagher, 2021 ). Second is hybrid, or “pay to publish”, which is a dominant model among profit-driven publishers – in this model, a journal requires a subscription in order to access the full contents, but authors may choose to pay a publication fee to make their article openly available ( Piwowar et al., 2018 ). Thus, a hybrid journal will have a mix of articles that are open or closed to non-subscribers ( “Hybrid Open-Access Journal,” 2022 ). The third category is green OA – this is a broad set of criteria relating to the ability to store a version of the research article in a research repository, personal web site, or other approved website. Green OA is largely dictated by the journal and/or publisher – many publishers will only allow a prior version of an article, such as the author accepted manuscript rather than the published version of record and may impose an embargo period before this version of the research can be made publicly available ( Open Access Glossary , n.d. ).

Data on overall rates of open access publishing is imprecise, given the range of definitions and methods used to collect the data. A 2018 study estimated that, at a minimum, 28% of the scholarly literature published between 1950 and 2015 is OA with year-over-year data showing a steady increase including exponential growth beginning in 2000 ( Piwowar et al., 2018 ). However, open access growth varies by discipline, leaving CBR and service-learning research out of the analysis due to its interdisciplinary nature ( Maddi, 2020 ; Severin et al., 2020 ).

Discussions in the literature on why journals – or in the case of hybrid, individual authors – choose to publish open access tend to focus on scholarly impact and citation metrics, disciplinary norms, or the demographic characteristics of the authors ( Langham-Putrow et al., 2021 ; Piwowar et al., 2018 ; Severin et al., 2020 ; Zhu, 2017 ). However, some research has been devoted to why specific disciplines may have a stronger imperative to publish open access due to the needs of their audience(s) ( Wirsching et al., 2020 ).

Knowledge Sharing and Impact Assessment for Scholars and Community Partners

The results of campus-community scholarly endeavors matter to both parties, necessitating thoughtful communication and assessment strategies. Comprehensive program assessment is not straightforward and assessment tools that have been developed and honed over time tend to leave published scholarly work out of their scope of review. Building on early attempts at impactful measures focused on student learning, Portland State University developed a framework that is inclusive of students, the institution, faculty, and community ( Driscoll et al., 1998 ; Gelmon et al., 2018 ). While this expansion of review adds value to our understanding of community-engaged work, the continued absence of the distribution of information/knowledge as a specific outcome leaves a gap in our understanding if community partner information needs are being fulfilled. While researchers may see publication as primarily impacting academia, community and practitioner partners may feel excluded from the published results of the partnership, particularly when research is locked behind a subscription-based ‘paywall’.

The gap between scholarly publications and assessment of community and service-learning partnerships partly arises from a lack of attention, or articulation of the need, to share information. Additionally, institutional and academic research evaluation models also encourage the researcher to think of their impact in two entirely different contexts: one is how their research impacts community partners – which is often included as a measure of service – and an entirely separate context is the evaluation of the researcher’s scholarly impact. These evaluations are most commonly associated with promotion, tenure and/or rank (PRT), where scholarship and service are usually separated and evaluated using different scales and levels of expectation and reward. In fact, pre-tenured faculty interested in research methods that engage the community report facing pressure to delay such work in favor of more traditionally valued scholarship ( Changfoot, 2020 ). Even as engaged scholars have made headway in aligning institutional values of service and engagement to PRT policies, advocates see “a long way to go to fully align promotion and tenure policies to encourage and support scholarly outreach and engagement.” ( D. M. Doberneck, 2022, p. 15 ). Evaluation of scholarship, or “research impact”, has been traditionally dominated by bibliometrics, which are quantitative indicators based on citation counts designed to showcase ‘impact’ narrowly focusing on other academics as the sole impact audience ( Chin Roemer & Borchardt, 2015 ). The absence of non-scholarly audiences in scholarship evaluation is the operationalization of a value deficit where community impact is severely downplayed if not entirely absent from the traditional scholarly evaluation model. This separation of community impact and scholarly impact is clearly documented in advice for getting tenure for community-engaged scholars, who encourage researchers to publish “translated” research outputs, and separately recommend publishing in high-impact journals ( Morgridge Center for Public Service, n.d. ). Similarly, one of the most commonly-used rubrics for evaluating the institutionalization of service-learning, presented by Furco ( 1999 ), the rubric mentions promotion and tenure, but does not discuss publications as a measure of service-learning.

The scholarly evaluation process advocates and research translation advocates alike fail to fully acknowledge or assess the demand for access to published articles coming from the broader community. The community based research literature promotes alternative forms of information dissemination for community: community meetings, blog posts, op-eds, policy briefs, or even skits are recommended research outputs for meeting community information needs ( Hacker, 2013 ; Strand, 2003, p. 115 ). This “translation” of research is commonly assumed to be necessary to overcome a perceived language barrier to accessing publications. However, communities are diverse in their information needs and some describe the challenge as one of access and timing rather than intellectual accessibility. In Karen Hacker’s book chapter, Translating Research into Practice: View from Community , community partners like Alex Pirie expressed frustration with the time lag between data collection and publication/dissemination of results. ““The time delay between the conclusion of a research project and the publication of papers is always a problem. This is a period of time when, because of the constraints of journal publication, there is a virtual embargo on the results except in the most general way, and it drives the community side nuts. ‘Hey, we know this, we want to do something with/about it!’” Alex Pirie, Somerville, MA” ( 2013, p. 12 ). Similarly, when nursing home social workers were asked what academia could do to support their daily work, they asked that academic research not be kept behind a paywall ( Miller et al., 2022 ). This demonstrates an unmet need for access to scholarly research publications that translated outputs cannot meet. This unmet need may arise from considering community partners as a homogenous population, rather than separately considering the information needs of subgroups with more differentiated information needs, such as practitioners and other professionals. While translation materials can play an important role in meeting the diverse audiences of CBR where they are, researchers and journal editors should not assume an absence of interest in access to published scholarly work.

Given the assessment that open access movements and CBR scholars have shared values of information sharing with communities beyond the academy, and a commitment to mutual benefit for all parties, we wanted to examine the degree to which community-based research and service-learning journals are fulfilling these values. In particular, we assess the extent to which they are identifying practitioners and other community members as audiences, making their research openly available to these audiences, and assisting researchers in measuring their impact. To do this, a range of sources was analyzed to identify a corpus of journals in these fields, then collected information about them including the publisher, open access policy, and stated target audiences. Our results show that open access practices in service-learning and community-based research journals exceed the norm for scholarly publishing but is still not a standard expectation for journals in the field. Further, openness is aligned with community service and service-learning research values, but not always explicitly articulated or adopted by the fields. Finally, tools for scholars to assess their impact through these venues varies widely. We discuss why open access is vital to CBR and service-learning partnerships and suggest potential pathways to fully closing the loop between scholars and their community partners in ways that would ultimately benefit both, as well as the development of reward systems for researchers that would value open publishing as a community impact practice.

We started with identifying scholarly journals focused on community service or service-learning. This began by identifying a corpus of journals that fall within our parameters: an appropriate content focus, peer-reviewed, and actively publishing content. Two Campus Compact resources provided a total of 27 journals ( D. Doberneck, 2021 ; “Journal Section Comparison Table,” n.d. ). We added 11 community-based qualitative research journals from a book focused on the topic ( Johnson, 2017 ). Illinois State University offers its faculty and students a list of publication opportunities, largely affirming the Campus Compact list while giving us two additional titles to include ( 2022 ). A total of 6 journals were removed from our list due to being out of scope (1, not peer-reviewed) or no longer in active publication (5), giving us a total of 34 journals for our analysis. One publication was erroneously listed in Campus Compact as “Journal of Health Sciences and Extension” but is included in our study under its correct title, “Journal of Human Sciences and Extension”. For a complete list of journals included in the study, see Appendix A.

We identified categories of information we wanted to gather for each journal in order to learn more about the journal’s stated mission, scope, history, open access policy, available impact metrics, and how this information reflected the journal’s stated values, audience, and intentions.

For each publication we used a variety of sources to gather the information for the identified categories. We used each journals’ website when possible, gathering data on how the journal itself made the information available to readers and authors. Websites were used to collect information for: publisher, open access policy, targeted audience, targeted authors, article-level impact measures/metrics, any indications of policy change regarding openness of content when available, and any other relevant notes or content we discovered. To collect narrative data on intended authors and audience, we reviewed and collected relevant statements from the journal’s stated aims and scopes, missions, and journal introductions. In some cases, we also looked up the journal introduction found in volume 1, issue 1: where editors often expanded on who the journal was for and what it hoped to achieve. We gathered journal-level metrics from Scopus (CiteScore), Google Scholar Metrics (H5-index), and Cabell’s Publishing (acceptance rate). Date of first issue was pulled from Ulrichsweb Global Series Directory.

The resulting dataset was compiled and analyzed in an Excel spreadsheet. Most variables were easily observed on the journals’ website, including open access, publisher, and impact metrics. To establish author and reader intent, statements were copied from the “about us” or “aims and scope” sections of the websites and coded according to the themes that emerged: Mentions multi/interdisciplinary contributors, emphasis on methodology, by/for students, mentions practitioners or community partners, discipline specific scholars, and targets new or emerging scholars. Peer debriefing, pulling content from websites during a confined time period, and researchers’ expertise in scholarly communications were employed to aid in establishing credibility ( Anfara et al., 2002, p. 30 ). For several categories including metrics and open access status, criteria were established based on the authors’ expert analysis of the journal website information.

Open Access Status

Overall, the set of journals is predominantly open – the most common model is diamond, with a variety of university or society publishers hosting these titles, with 25/34 titles operating under this model ( Figure 1 ). The remaining nine titles were all considered to be hybrid titles, and all had various conditions set for green OA for ‘closed’ articles, or those published articles where authors do not pay to make their article open.

We did not attempt to record the range of institutions hosting diamond titles, but grouped them together as “university presses”, which accounted for 71% of titles ( Figure 2 ). Most of these university presses are mostly considered to be small or medium-sized university presses. A total of 8 titles, or 23% of those analyzed, are published through a for-profit publisher: four titles are published by Sage, three titles published by Taylor & Francis, and one title is published by Wiley. Sage, Taylor & Francis, and Wiley are all “top five” for-profit publishers in terms of market share and profit ( Larivière et al., 2015 ). In addition to the for-profit titles, one non-profit title is published by Project MUSE, a journal subscription package owned by Johns Hopkins with over 700 individual journals, and one is published by a professional society.

Journal Level Metrics

The overall rate of article level metrics for the journals was low. The most common metric was Google Scholar’s H5-index, which was available for 13 or 38% of the journals, followed by Scopus / Elsevier’s CiteScore, which was available for 11 or 32% of the journals, and we found acceptance rates for eight or 24% of the journals ( Figure 3 ).

15 of the 34 journals, 44%, did not have any of these metrics. The 11 journals indexed in Scopus were associated with a total of 12 separate subject classifications, with education the only subject appearing for more than two journals. The breakdown of subjects and individual titles in each classification are shown in Table 1 .

Article Level Metrics

Publicly-available article level metrics were available for 50% of the journals, with views (29%) and downloads (26%) being the most common of the available metrics ( Figure 4 ). Two vendors that collate various sources of altmetrics, Altmetric and PlumX, were available for four (12%) and three (9%) of the journals respectively. Citations, available for seven (21%) of the journals, came from different sources, such as CrossRef. The lack of altmetrics standardization between journals appears to be a result of the variety of publishers, who use a diversity of open access platforms to host content, that likely drove the availability of these metrics. More careful analysis of hosting platforms would be needed to verify this observation, but was outside the scope of this study.

Targeted Authors and Audience

For each journal included in the study, we pulled language from their website that indicated their intended contributors and audiences. While there is no standardized place for this information, “about us,” “aims and scope,” or mission/vision statements were common sources. In some cases, authorship criteria or peer review standards illuminated explicit intent to include community partners or practitioners as both contributors and readers. For example, the Journal of STEM Outreach describes itself as “a bridge between the STEM and education world,” demonstrating a desire for academic and practitioner readership, and the Interdisciplinary Journal of Partnership Studies seeks “interdisciplinary contributions from both scholars and practitioners worldwide,” indicating a desire for authors from many disciplines, community partners, with a global audience. Practitioners and community partners are more likely to be identified as readers than contributors, with 14 of the journals mentioning this group as either co-authors or potential contributors and 26 identifying them as beneficiaries of the content. Nine journals have at least a partial focus on advancing CBR methodology. Two of these, however, stand out in their commitment to including community partners through all aspects of the research process. Both Progress in Community Health Partnerships: Research Education and Action and Gateways: International Journal of Community Engagement and Research encourage the voices of community leaders as contributors and co-authors, and they also include them in their pool of peer reviewers. Two others from our sample – Collaborations: A Journal of Community-Based Research and Practice and Engage! Co-Created Knowledge join in this practice, for a total of four journals with peer reviewers outside of traditional academic institutions.

While the review sought to understand the roles faculty researchers and community partners played in the production of, and audience for, the research, other groups emerged as an intentional focus. Six of the journals target students, and five explicitly mentioned emerging scholars. In some cases, this took the form of a dedicated section of journal contents, while other journals instead encouraged co-authorship. This holistic approach breaks down not only town-gown barriers but acknowledges every member of the research and learning process of the value their voice brings to the table.

The journals selected for this study have OA practices that far exceed the norm for academic publishing. This shows consistency between the reciprocity values of CBR and the publishing practices of journals devoted to publishing the scholarly outputs of scholar-community relations. While overall values alignment is strong, a few exceptions stand out when comparing the target author and audience analysis to publishing practice. One of the journals that recommends the inclusion of community partners as authors publishes on a hybrid/green model. Similarly, 19% of journals that encourage community readership are hybrid rather than diamond.

If community engagement in authorship and readership cannot fully predict diamond open access status, it is worth considering other factors such as timing and publishing platforms. Severin, et al. note three distinct phases of OA, arcing from formation in the 1990s to transformation from the early 2000s to the mid-2010s, to stabilization running through the present ( 2020 ). The mean start date for the journals under review was 2004. Indeed, some older publications show a transition to OA in keeping with the times, having come to life under traditional subscription models. This can be seen with Journal of Extension ( 1963 ) where the inaugural volume was sponsored by a university consortium with the expectations that subscription fees would cover the cost moving forward, and Michigan Journal of Community Service Learning (1994) which initially funded itself through subscriber fees with content openly available after a six month embargo, shifting to a fully open access model with Volume 23 Number 1 in 2017 ( Ferguson & Carter Jr., 1963 ; Howard, 2017 ).

A bigger factor currently, however, seems to be the nature of the publisher. We saw near-perfect alignment between open access status and publishing model – all of the journals published with a for-profit publisher are hybrid/green publications, as well as Project MUSE, which is published by a university press, Johns Hopkins, but operates more like a traditional content publisher due to the size of Project MUSE’s journal portfolio. Thus, we classified Project MUSE separately as a non-profit publisher, distinct from the for-profit and other university press publications. Conversely, all titles published by a university press are diamond publications. These two results show that OA practices are influenced by both date of journal establishment as well as publisher.

Both journal-level and article-level metrics are somewhat limited for the set of journals used in this study. Ultimately, this limits the extent to which researchers publishing in these publications can demonstrate how their research publications are impacting scholarly and other intended audiences, however it does underline the importance for community-based researchers to demonstrate research impact in a way that is often distinct from other, more traditional approaches to impact, such as the use of journal-level metrics. While we see some impact frameworks for CBR and service-learning research, they largely bypass the role of metrics, as well as that of impact audiences. A robust set of metrics of measures allows researchers to more fully craft their impact story – which audiences benefited from their research, and in what context. For these researchers, their story will also include qualitative measures that are appropriate to their community partners – surveys and other assessment measures, as well as documentation of ways in which research results are appropriately shared with these partners. As discussed, this may include publication in fully open access venues with journals whose stated scope and audience are aligned as well as other ‘translated’ outputs that are tailored to individual community partners or other audiences such as practitioners, a broader community, or the general public.

We began our investigation looking for open access publishing as a way for the academy to meet its obligations of inclusiveness to their community partners. Reciprocity, however, also includes the need for researchers to meet their scholarly goals. While these publications are largely open to the community, they could improve their impact on the scholar’s career by enhancing available metrics, allowing the scholar to better make the case of the value of CBR scholarship.

It is tricky to draw definite conclusions from studying the target author and audience. While some journals do see community members as playing a more active role in the publication process, as discussed in the results, it is likely that other journals see community members primarily as readers rather than as contributors. In that context, the content of the journals may contain messaging more closely aligned with this audience than the journal’s website, which we hypothesize is catered more toward potential authors. Furthermore, it is likely that there are private formal or informal policies in place in journals related to how and to what degree community plays a role in the journal, making our findings incomplete. However, clearly communicating those intentions on the website would help increase transparency and give those community members greater understanding of the role they play.

Limitations

Defining the set of journals proved challenging – some of the journals on this list are more squarely focused on community-based research or service-learning, while others are larger journals who regularly publish research that cover these two topics, often within a disciplinary mindset, as Table 1 shows. However, focusing more narrowly on the most highly relevant journals, or expanding our set to include other journals whose scopes are inclusive of community-based research or service-learning perspectives, would likely have altered many of our findings: as we noticed with many of the non-diamond journals falling into the latter, larger category of journals. More work to define this set of journals is still needed, given the disparity we encountered in the lists we used to construct our set.

We were also limited in the information we were able to collect. For example, some journals offer authors the ability to log in to their journal’s system, at which point additional article-level metrics may have been made available. Policies or other types of information are likewise not always obvious or made publicly available on the journal’s website, or may not have been available at the time of our study as journal websites are updated. Our research took place over the course of a few months, so we were able to observe some “real-time” updates, such as a journal ceasing publication while still remaining on a recommended list, however, we did not have definitive historical access to shifting policies, changes in scope, etc. This limits our ability to measure the scope or rate of changes we observed in a more meaningful way than chance observation.

Recommendations and Future Research

Recommendations for journals, editorial boards, and journal editors.

Altmetrics can assist researchers in demonstrating the attention, engagement, and impact of their research. However, 50% of the titles examined do not seemingly offer any article-level metrics, which limits this impact demonstration. Journals should consider adopting practices that are beneficial for their authors, including a diamond OA model, and adoption and incorporation of a variety of metrics to assist its authors in demonstrating their impact.

It is unlikely, however, that Wiley, Sage, Taylor & Francis, and Project MUSE will adopt a diamond OA model in the near future. Project MUSE will debut a “Subscribe to Open” model of OA support for some of its titles beginning in 2025, but for the three for-profit publishers, it is likely that all three will continue relying on the hybrid publication model as their dominant revenue model unless external forces necessitate a shift to an alternate source of funding and support ( Project MUSE , n.d. ). Therefore, any possibility for many remaining non-diamond titles to adopt equitable OA models is uncertain as long as these publishers continue to own and operate these publications.

Journals could more carefully consider adopting practices that account for the role of the community in the journal process, particularly if they see a role for community members in the publication process. We likewise recommend that the role of community members be clearly articulated on the journal’s website, and ideally, also mentioned in their mission and scope.

Recommendations for Authors

Authors should consider the availability and impact of their research when deciding where to publish and prepare a dissemination strategy for both scholarly and community audiences that is timely and accessible. They should also ask about ways hybrid journals in this field can work toward diamond open access to reach and impact their stated or presumed broader, non-scholarly audiences; in the hopes that community pressure can bring about positive change for these journals and further align disciplinary values with publication outlets.

Recommendations for the Fields of Community-Based Research and Service-Learning

Models for measuring impact in these fields could be revised to explicitly endorse and prioritize open access publications as a high impact practice. For example, the Furco model rubric’s highest level of institutional achievement, “Sustained Institutionalization”, would be enhanced by inclusion of open access publications as a pathway toward reward for service-learning scholars beyond the more generic goal of “recognition”, which further disincentives these faculty to prioritize open access rather than “high impact” when choosing a publication outlet ( 1999 ).

Updated impact models could include distinct impact audiences, relevant measures, ways to demonstrate appropriate outreach to audiences, and evidence of how research is impacting these audiences, including publishing in a journal that actively considers the role of one or more of these groups in their publishing and/or readership. These impact audiences include the broader community: including specific subgroups such as practitioners, and community members, as well as the general public. This kind of approach to defining and outlining measures is already happening elsewhere in academia; two notable examples are the Becker Model, which defines five distinct areas of impact for biomedical research, and the ACRL Framework for Impactful Scholarship and Metrics, which outlines ways for academic librarians to document scholarly and practitioner impact of their scholarship ( Bernard Becker Medical Library, 2018 ; Borchardt et al., 2020 ). In addition to establishing impact frameworks, researchers may also consider using the newly-created Researcher Impact Framework, which is designed to support researchers in defining and evaluating impact audiences ( De Moura Rocha Lima & Bowman, 2022 ). A dissemination strategy and gathering of relevant metrics can then be incorporated into the full description of scholarly and non-scholarly impact of the research.

Recommendations for Evaluators of Community-Based and Service-Learning Research

Further support for this approach to impact documentation can and should be added to PRT guidance for institutions that prioritize community-based research or service-learning. This strategy can likewise be adopted by grant funders to assist in the evaluation of grant proposals and resulting impact of funded research. Professional organizations and societies with close ties to community-based research and service-learning should consider describing and endorsing a full range of measures and metrics to demonstrate impact of this research.

Further Research

We see several avenues for further research, such as working with journals in our list that have ceased open access publication in order to examine and even help resolve sustainability issues. Alternately, working with editors of hybrid journal publications to better understand the factors that may help encourage a move to a fully open access model, in partnership with individuals associated with journals who have already made such a move. Surveying community-based research scholars would help to better clarify the role and value of open access and different metrics for these scholars when making strategic publication decisions, and how these decisions may differ based on type of appointment, such as tenure-track vs. non-tenure-track. On the other hand, surveying community members would help to understand how they interact with journal content, and where they see gaps in communication, partnership, or availability of research, and if there are differences in opinion between different types of community members. We hope that this publication will encourage creation of a more holistic impact model for community-based research and service-learning that acknowledges open access publications as a form of community impact and establishes community impact as a value and goal for research and researchers operating under a scholarly impact-dominant model of evaluation. Finally, we see an avenue for future research that elucidates the specific information needs of different population groups such as practitioners that are commonly seen as community partners, in order to better understand when and how information can be provided to these partners that fully satisfy their respective needs.

Community-based research and service-learning aim to bring research out of the ivory tower and positively impact community partners. Making research publications openly available for use by community partners, or specific subgroups of partners such as practitioners, has not been commonly identified as a best practice or assessment standard for evaluating the success of these research partnerships, and may constitute a lack of understanding between the academic and community researchers. This study determined that, while the majority of journals that publish research in these fields are fully open access, there is room for improvement to fully integrate and incentivize open access publications for academic researchers. These researchers would also benefit from being able to access robust altmetrics in order to demonstrate non-scholarly engagement with their research, and this effort could also be meaningfully supported through revised evaluation guidelines. Researchers in this field could consider discussing open access support for publications that are not already fully open access in order to try to fully align these journals’ values with their stated non-scholarly audiences.

Rachel previously worked as the Science Librarian at American, as well as the Biology and Neuroscience and Behavior Biology Librarian at Emory University. In her current job, Rachel supports open access, open education resources, and research impact initiatives through the library. Michigan State University

College of osteopathic medicine, msu omm clinic continues to serve, expand 40 years later.

MSU Health Care Osteopathic Manipulative Medicine comes from humble beginnings, but has grown to accommodate a hefty caseload. What started during the 1980s in the basement of Lansing General Hospital’s professional building eventually expanded to the third floor of the hospital. It later moved to MSU’s Clinical Center before settling at its current location at 4660 S. Hagadorn Road, Suite 500.

“The numbers are daunting,” said Reddog Sina, D.O., assistant professor of Osteopathic Manipulative Medicine at the MSU College of Osteopathic Medicine, who is board-certified in Neuromusculoskeletal Medicine and Osteopathic Manipulative Medicine (NMM/OMM), and sees patients daily at MSU Health Care OMM. These are busy days at the clinic. In 2023 alone, the clinic had 33,550 appointments. Patients range from newborns to centenarians seeking non-surgical treatment for a wide range of arthrodial and neuromuscular conditions including feeding issues, torticollis, neck pain, back pain, joint and muscle pain, headaches and temporomandibular joint dysfunction (commonly referred to as TMJ).

Through it all, MSU Health Care OMM has stayed true to its mission “to maintain a model of osteopathic medical practice, provide leadership in the transformation and promotion of osteopathic principles, and contribute to osteopathic philosophy’s biological, behavioral and clinical science foundation.”

Medical Practice

After being referred by their primary care providers, patients with wide-ranging conditions seek treatment at MSU Health Care OMM. “Our patients are already under the care of a primary care provider, and we are consulted for our expertise in neuromusculoskeletal medicine,” said J’Aimee Lippert, D.O., who is one of the clinic’s physicians, as well as the interim chair and an associate professor for the MSU College of Osteopathic Medicine’s Department of Osteopathic Manipulative Medicine. “We emphasize to patients that maintaining good contact with their primary care provider is important – we value that relationship! When a patient is referred to OMM, it is because of our expertise in the optimal function of the neuromusculoskeletal system.”

Once referred, patients at MSU Health Care OMM receive care that considers more than their signs and symptoms. “Learning OMM teaches trainees to palpate (examine through touch), and osteopathic physicians are the doctors that palpate. Touch is incredibly sensitive, and can be trained to differentiate very different tissue conditions that aren’t obvious by only using observation,” Dr. Sina explained. “We learn to look at our patients through the physical, spiritual and mental approaches to their lives. Our practice helps to integrate those things.”

Educational Outreach

At MSU Health Care OMM, outreach comes in the form of medical education. In addition to undergraduate and D.O. students from MSU, the clinic hosts high school students, visiting undergraduate and medical students and visiting residents. These opportunities demonstrate how osteopathic manipulative medicine works in real patient care. Dr. Lippert noted this experience is especially valuable for students.

“Those students who come to shadow us or do rotations in the clinic really get to see the power – the clinical impact of using our hands. They also have critical opportunities to apply their knowledge in clinical environments during primary care preclerkship courses, throughout clerkship rotations and during extracurricular and cocurricular experiences, such as Student OMM Clinic, Street Medicine and Sports OMT.”

Clinical Research

Doctors at MSU Health Care OMM often publish case studies that contribute to broader research efforts. In a recently published study , for example, Dr. Sina detailed how, in one adult patient experiencing sudden-onset hearing loss from no discernible cause, he used manipulative medicine to open up the patient’s eustachian tube, which connects the ear to the nasopharynx.

In addition to clinical studies, MSU Health Care OMM also produces original projects and quality improvement studies. Of special note is MSU’s Center for Neuromusculoskeletal Clinical Research (CNCR). This lab houses a special treadmill equipped with motion-capture technology to conduct gait research, as well as equipment for concussion research. The CNCR assists researchers in evaluating skeletal motion gait in individuals, which can then be compared to larger populations, such as people with chronic back pain. The lab’s state-of-the-art equipment also makes it a strong candidate for facilitating research partnerships.

Looking Ahead

MSU Health Care OMM is reputed to be the largest OMM clinic in the world. While it carries an impressive caseload, the clinic’s size also measures the fact that the osteopathic neuromusculoskeletal specialty – the doctors who focus on OMM – is among the smallest osteopathic specialties.

“We have the biggest clinic in the country, but as a specialty across the nation, we’re very small,” Dr. Lippert explained. “For many patients, this is all quite novel, and understanding how their body functions can be a new concept.”

Dr. Lippert explained that during an appointment, osteopathic doctors evaluate how a patient’s body moves, identify areas that are moving well and those that are not and connect that information to the patient’s work, hobbies and past experiences. Osteopathic physicians can then use osteopathic manipulative treatment to address areas of concern.

“The very idea that we can use our hands to improve function and mobility, which can help them breathe, circulate, think and perform better, is often a revelation,” said Dr. Lippert. “This message needs to be widely shared. We have a very real opportunity to share what osteopathic medicine contributes to the health of all communities, and we take that obligation and responsibility very seriously.”

The osteopathic medical field is growing. According to the American Osteopathic Association, nearly 149,000 osteopathic physicians were in practice in 2023 , which measured a 30 percent increase since 2018. Today, more than 11 percent of physicians are osteopathic doctors, and 25 percent of all medical students in the U.S. study osteopathic medicine.

Title: Chairman of the Joint Chiefs of Staff Discusses International Conflict, Defense and Leadership on the Hilltop

On Thursday April 25, 2024 Georgetown students gathered in the Healey Family Student Center Social Room to hear from General Charles Q. Brown, Jr., Chairman of the Joint Chiefs of Staff about the role of the U.S. military in U.S. politics and the world. As the most senior-ranking military officer in the U.S. and military advisor to the President , General Brown shared his experiences as a military leader and students had the opportunity to ask questions. 

Vilda Westh Blanc (SFS‘27), a student who was on Dan Lamothe’s Student Strategy Team this semester, introduced the event. She welcomed Brown to the stage as well as current GU Politics Fellow Dan Lamothe to moderate the conversation.

Lamothe started the conversation by asking Brown about the current state of U.S. military operations and the threats to national security. “What makes this time uniquely dangerous, uniquely challenging?” Lamothe asked. 

Brown emphasized the complex dynamics of this moment for U.S. national security, noting the significance of threats from North Korea, China, Russia and Iran. He explained that before coming to his current position he championed the phrase “Accelerate change or lose.”

“Personally and professionally, I do not play for second place. And I am very focused on ensuring we have all the capabilities to ensure our national security,” Brown said.

Outlining his priorities for the U.S. military, Brown highlighted the importance of training skilled service members, embracing the modernization of capabilities, and creating a foundation of trust with communities and elected officials.

On the importance of maintaining trust with American people, Brown said “Having that trust is hugely important to ensure that we do the things the nation calls us to do as military members.”

Next, Lamothe asked Brown how the Israel-Hamas conflict shapes the priorities of the U.S. military. 

On the tension between current crises and future threats, Brown said “You’ve got to balance risk over time.”

 “You never want to take short-term satisfaction at the expense of your long-term goals,” Brown said.

Continuing to discuss the conflict in the Middle East, Lamothe asked Brown about what it takes to deal with such a volatile situation and what strategies the military is utilizing to keep the conflict contained.

“From the very beginning, we looked at how do we deter a future conflict and at the same time protect our armed forces and support Israel to defend itself,” Brown said. “In addition to that is making sure we were providing humanitarian assistance and minimizing collateral damage.”

“This has been a theme throughout: how do we deter a broader conflict,” Brown said. Brown further emphasized the military’s preparedness, the efforts of the U.S. National Security Council, and the role of other foreign nations.

Lamothe then asked about what initial concerns Brown had regarding Iran’s attack on Israel on April 13th. 

“First thing I’ll tell you is that I didn’t have a lot of concern because I have complete confidence in our force and they were well-prepared,” Brown said. He emphasized the work of the U.S. military in the week leading up to the April 13th attack and explained the communication and collaboration between the Pentagon and White House that happened the day of.

Turning to the topic of Ukraine, Lamothe noted that despite the recent aid package approved by the U.S. Congress, many think that “Ukraine will continue to be outgunned this year. What do you see as the likely outcome this summer?”

“When Ukraine is supplied, they have been able to be effective,” Brown said, stressing the importance of continuing to provide support.

“Even broader than this: what happens in one corner of the world does not stay in one corner of the world,” Brown added. “Unchecked aggression provides opportunity for future aggression.” 

Next, Lamothe asked about building trust in the U.S. military. “We’re in a time where there is dwindling support for the U.S. military in a lot of polls. There are concerns about American democracy at large. What does it take to build new faith in the American military?” Lamothe asked.

“Trust is the foundation of our profession. And part of that, my focus, is not only maintaining the trust we have but to continue to build upon it.” Brown added, “I think the most important thing I can do is lead by example.” 

Brown also emphasized the importance of being non-partisan as a military member. “Our oath is to the Constitution of the United States, to an ideal— not to a leader, not to an office,” Brown said. 

Students then had the opportunity to ask Brown questions.

Captain Trevor Barton, Omar Bradley Fellow and McCourt Student studying national security issues asked: “What is your assessment, as the Chairman of the Joint Chiefs, of the current health of the defense industrial base related to our production capability, and what can policymakers do to increase the resiliency of the defense industrial base?”

“​​There’s key things, from a policymaker standpoint, that I think are very important. Consistency is probably top of the notch,” Brown said. “What I mean by that is that there’s consistency in our demand signal from the Department of Defense in what we need. And then consistency in resourcing. When you have that consistency, that helps predictability for the defense industrial base.”

MJ Ninal (C’24), a cadet in the Air Force ROTC , asked Brown about his advice for young lieutenants in this unique time of international threats and political polarization.

 “Whatever job you’re going into, get really good at it. That’s probably the most important thing you can do. I’d also say ask a lot of questions. There are no dumb questions,” Brown said. “And when you ask tough questions of your leaders, it challenges us.”

One student asked Brown about the challenges of advising political leaders and what his advice was for fostering mutual understanding of perspectives and positions.

“When providing advice, you need to understand your boss, and your boss’s boss, and their intent and what their focused on,” Brown said. He emphasized that the perfect military solution does not always line up with what is going on geopolitically, economically and diplomatically, but understanding the bigger picture is key to effective conversations and problem-solving. 

Lewis Williams III (S’28), a student studying applied intelligence at Georgetown’s School of Continuing Studies asked Brown, “What are some of your role models or individuals that have inspired you, whether civilian or military?”

Brown talked about the influence of his father, who was in the Army and encouraged Brown to apply. “This is all his idea,” Brown said. 

“I think the other thing that has been an inspiration to me has been the Tuskegee Airmen,” Brown said, referring to the first African American military aviators in the U.S. “Just in general, what they were able to do leading up to World War II and during World War II.”

Brown recounted his experience getting to talk to some of the Tuskegee Airmen and hear their stories. He remembered Brigadier General Charles McGee and reflected on the honor it was to meet him.

Brown also answered student questions about cybersecurity, use of innovative technologies in Ukraine, climate change as a national security threat, and promoting cooperation between branches of the U.S. military. 

Luke Hughes (SFS‘27) asked Brown what his message would be to incoming Georgetown students who are considering joining the ROTC.

On reasons to join, “I would say two things: One, the opportunity to serve your nation but the opportunity to gain some valuable experience,” Brown noted.

Brown emphasized the opportunities for growing as a leader, building meaningful relationships, and giving back to your community through involvement in the military.

“We need you, whether you serve in uniform or you serve in some other part of government, that’s what makes our democracy so strong,” Brown said.

4.1 Types of research

Learning objectives.

  • Differentiate between exploratory, descriptive, and explanatory research

A recent news story about college students’ addictions to electronic gadgets (Lisk, 2011) describes findings from some research by Professor Susan Moeller and colleagues from the University of Maryland . The story raises a number of interesting questions. Just what sorts of gadgets are students addicted to? How do these addictions work? Why do they exist, and who is most likely to experience them?

Social science research is great for answering just these sorts of questions. But in order to answer our questions well, we must take care in designing our research projects. In this chapter, we’ll consider what aspects of a research project should be considered at the beginning, including specifying the goals of the research, the components that are common across most research projects, and a few other considerations.

One of the first things to think about when designing a research project is what you hope to accomplish, in very general terms, by conducting the research. What do you hope to be able to say about your topic? Do you hope to gain a deep understanding of whatever phenomenon it is that you’re studying, or would you rather have a broad, but perhaps less deep, understanding? Do you want your research to be used by policymakers or others to shape social life, or is this project more about exploring your curiosities? Your answers to each of these questions will shape your research design.

Exploration, description, and explanation

You’ll need to decide in the beginning phases whether your research will be exploratory, descriptive, or explanatory. Each has a different purpose, so how you design your research project will be determined in part by this decision.

Researchers conducting exploratory research are typically at the early stages of examining their topics. These sorts of projects are usually conducted when a researcher wants to test the feasibility of conducting a more extensive study and to figure out the “lay of the land” with respect to the particular topic. Perhaps very little prior research has been conducted on this subject. If this is the case, a researcher may wish to do some exploratory work to learn what method to use in collecting data, how best to approach research subjects, or even what sorts of questions are reasonable to ask. A researcher wanting to simply satisfy her own curiosity about a topic could also conduct exploratory research. In the case of the study of college students’ addictions to their electronic gadgets, a researcher conducting exploratory research on this topic may simply wish to learn more about students’ use of these gadgets. Because these addictions seemed to be a relatively new phenomenon, an exploratory study of the topic made sense as an initial first step toward understanding it.

It is important to note that exploratory designs do not make sense for topic areas with a lot of existing research. For example, the question “What are common interventions for parents who neglect their children?” would not make much sense as a research question. One could simply look at journal articles and textbooks to see what interventions are commonly used with this population. Exploratory questions are best suited to topics that have not been studied. Students may sometimes say there is not much literature on their chosen topic, when there is in fact a large body of literature on that topic. However, that said, there are a few students each semester who pick a topic for which there is little existing research. Perhaps, if you were looking at child neglect interventions for parents who identify as transgender or parents who are refugees from the Syrian civil war, less would be known about child neglect for those specific populations. In that case, an exploratory design would make sense as there is less literature to guide your study.

Descriptive research is used to describe or define a particular phenomenon. For example, a social work researcher may want to understand what it means to be a first-generation college student or a resident in a psychiatric group home. In this case, descriptive research would be an appropriate strategy. A descriptive study of college students’ addictions to their electronic gadgets, for example, might aim to describe patterns in how many hours students use gadgets or which sorts of gadgets students tend to use most regularly.

Researchers at the Princeton Review conduct descriptive research each year when they set out to provide students and their parents with information about colleges and universities around the United States. They describe the social life at a school, the cost of admission, and student-to-faculty ratios (to name just a few of the categories reported). Although students and parents may be able to obtain much of this information on their own, having access to the data gathered by a team of researchers is much more convenient and less time consuming.

Social workers often rely on descriptive research to tell them about their service area. Keeping track of the number of children receiving foster care services, their demographic makeup (e.g., race, gender), and length of time in care are excellent examples of descriptive research. On a more macro-level, the Centers for Disease Control provides a remarkable amount of descriptive research on mental and physical health conditions. In fact, descriptive research has many useful applications, and you probably rely on findings from descriptive research without even being aware that that is what you are doing.

Finally, social work researchers often aim to explain why particular phenomena work in the way that they do. Research that answers “why” questions is referred to as explanatory research. In this case, the researcher is trying to identify the causes and effects of whatever phenomenon she is studying. An explanatory study of college students’ addictions to their electronic gadgets might aim to understand why students become addicted. Does it have anything to do with their family histories? With their other extracurricular hobbies and activities? With whom they spend their time? An explanatory study could answer these kinds of questions.

There are numerous examples of explanatory social scientific investigations. For example, in one study, Dominique Simons and Sandy Wurtele (2010) sought to discover whether receiving corporal punishment from parents led children to turn to violence in solving their interpersonal conflicts with other children. In their study of 102 families with children between the ages of 3 and 7, the researchers found that experiencing frequent spanking did, in fact, result in children being more likely to accept aggressive problem-solving techniques. Another example of explanatory research can be seen in Robert Faris and Diane Felmlee’s (2011) research on the connections between popularity and bullying. From their study of 8th, 9th, and 10th graders in 19 North Carolina schools, they found that aggression increased as adolescents’ popularity increased. (This pattern was found until adolescents reached the top 2% in the popularity ranks. After that, aggression declines).

The choice between descriptive, exploratory, and explanatory research should be made with your research question in mind. What does your question ask? Are you trying to learn the basics about a new area, establish a clear “why” relationship, or define or describe an activity or concept? In the next section, we will explore how each type of research is associated with different methods, paradigms, and forms of logic.
