LEVEL OF AWARENESS OF THE MARITIME STUDENTS ON THE OUTCOMES BASED EDUCATION

Outcome-based Education (OBE) has become the center of educational reform across the country. OBE is a process that involves the changing of academic performance practices in education by assessment and reporting to reflect the achievement of high order learning and mastery rather than the accumulation of course credits (Caguimbal et.al.,2013 and Tucker, 2004). Naval State University adopted and implemented OBE across the University including Maritime Education. However, no study has been conducted to investigate on the awareness of Maritime Students of NSU on Outcome-based Education. In this study, the researchers aimed at assessing the awareness of Maritime Students on OBE in terms of its advantages, disadvantages and on the different activities undertaken in relation to the implementation of OBE. The researchers employed descriptive research method wherein ninety (90) Maritime students were randomly selected as respondents. Results showed that OBE promotes the acquisition of the specific skills and competencies in a country in which there are many skills shortages is the utmost advantage of OBE. However, people with vested interests and strong personalities in standard-generating bodies may manipulate the standard-setting process to achieve their own objectives, the utmost disadvantage of OBE according to the students per results gathered from their answers-this supports the findings of Gutiera, et. (2015). Educational/Professional achievement of Instructors is the factor which greatly affects the implementation of OBE in Naval State University particularly in the College of Maritime Education wherein the study was conducted. Actual Demonstration was found out to be the most effective activity in the implementation of OBE which will lead to the improvement of the students' academic performance thereby making them world-class graduates.

Outcome-based education (OBE) has an intuitive appeal that hooks people. Simply set the outcomes you expect students to achieve, then teach and research in as many different ways and for as long as it takes until everyone meets them. In its simplest form, the OBE process virtually guarantees every student an education. Outcome-based education (OBE) has a potential for enrichment of cognitive, affective and psychomotor outcomes of learners. Outcome-based education Advocate that education cannot be done simply by the spread of knowledge from the teachers to the learners. Relatively, knowledge is constructed by learners through dynamic and intellectual process of development; learners are the builders and creators of meaningful knowledge. It refers to the idea that learners construct knowledge for themselves. In traditional scenario of education, teacher centered approaches were used in which a teacher transmits information to students who passively listen and acquire facts while during Outcome-based education, learner centered approaches are used in which students are actively involved in their learning to reach new understandings, so each learner individually and socially develop their skills to construct meaning as they learn. This new experience facilitates learners to modify their previous meaning about the phenomena; this reform has been driven by educators in response to demands for greater accountability by taxpayers and as a vehicle for breaking with traditional ideas about how we teach our children. If implemented, this approach to curriculum development could change our schools more than any other reform proposal in the last thirty years.

To be able to cope up with the international standards of foreign universities and colleges, higher education in the Philippines are seeking new ways of designing education to improve the existing educational system as well as to prepare learners in facing the challenges of the 21st century. This brings about the shift from the traditional content based education toward Outcomesbased education (OBE). The study aimed to determine the status of implementation in terms of practices and environment as well as its usefulness in terms of academics, attitudes and instructions of OBE for Customs Administration Students of Lyceum of the Philippines University – Batangas (LPU-B). Hence an effective education system must be designed to meet these require-ments. “Outcome Based Education” is one such education system which got a lot of emphasis from several professors, scholars from all around the world in the recent years [1]. In Outcome Based Education System priority is given to students self-learning rather than learning from what teachers have thought in the classroom. In Outcome Based Education targets are set which need to be acquired by the student by the end of each course and also targets are set which must be obtained by the students by the end of their graduation. In Outcome Based Education lecturers act just as facilitators of knowledge for the students. Outcome Based Education is achieved by effective implem-entation of Course Outcomes (CO’s), Program Outcomes (PO’S) and Program Educational Objectives (PEO’s) in student’s learning curriculum. Outcome Based Educa-tion is continuously developing process.

Educating the Global Maritime Professional—a case of collaborative e-learning

The purpose of this study is to develop a new educational approach responding to the needs of new areas of knowledge, skills, and attitudes in maritime education and training (MET) as set forth in the recently published Global Maritime Professional initiative (IAMU 2019 ). In particular, this study explores the development of a collaborative e-learning approach targeting young maritime professionals coming together from different MET institutions. An action research process has been employed, where faculty, administrators, and students from four MET institutions participated to understand evolving educational needs and the need for new educational approaches. Based on the outcome, a new collaborative e-learning approach was tested and evaluated with students from the MET institutions. The findings give evidence of new educational needs in MET concerning leadership, teamwork, communication, cultural awareness, and new technology applications. The results point toward how collaboration is needed to infuse new topical expertise to MET institutions and to enable students (and instructors) to increase collaboration, including the importance of socialization between students from different MET institutions; how it is possible to develop new dynamic e-learning materials to give students access to new topic expertise; and the provisions of application and analytical learning activities with an e-learning educational approach. MET institutions are under pressure to develop new educational topics and approaches. At the same time, they are experiencing resource constraints and tend to operate in isolation. The results of this study provide a route forward as to how MET institutions can come together to develop new forms of education using the latest e-learning educational methods and technologies.

Studies related to the GMP initiative concerning how to sustain MET and the competencies of maritime professionals in light of the rapid development of the maritime industry (such as the opportunities and challenges that new technologies bring) include the METHAR (Maritime Education and Training Harmonisation) (Zade 2003 ; Leggate et al. 2004 ) and the subsequent METNET (The Thematic Network on Maritime Education, Training and Mobility of Seafarers) projects, as well as the European Union SKILLFUL ( http://skillfulproject.eu ) project.
The World Maritime University is unique in this group. It offers only post-graduate educational offerings and does not directly train seafarers but educates, among others, administrators and policy makers who influence seafarer educational policies at the national and international levels.
With reference to a participatory design approach (Bødker et al. 2004 , p.198), workshops are positioned to build up a relevant understanding of present work practices and to design new visions and proposals, based on principles of developing a coherent vision and getting genuine user participation.
The e-lessons were developed as part of the MARIWEL distance learning program ( mariwel.wmu.se ), a joint program on seafarers’ welfare issues developed by the International Transport Workers’ Federation (ITF) in collaboration with the World Maritime University. Three academic and industry experts lectured in the e-lessons: Dr. Momoko Kitada (WMU); Dr. Bjarne Vandeskog (Western Norway University of Applied Sciences); Dr. Jason Zuidema (North American Maritime Ministry Association).

Some of the students had experience from participatory workshops organized by external organizations but not as part of the course curricula at their respective institutions. One of the students, for example, described a workshop organized by ITF where MET students had been invited to develop concepts using a participatory approach and present to a plenum. She described it as a positive experience, although she was surprised that such an approach was “acceptable” when presenting to high-level international stakeholders.

The students participating in this study were studying on a bachelor and master level at their respective MET institutions, which links to tiers B and C in the GMP taxonomy (see IAMU 2019 , p. 12).

Three architecture students awarded in national competition
Miami University students received recognition from The American Institute of Architects (AIA) Ohio’s annual student competition.
According to AIA’s website , the “program focuses on high quality, innovative design responses” and allows submissions created in and out of the classroom from throughout the past academic year.
Students from Miami made 33 submissions.
Soniha Nuzrat, a graduate, won second place for her thesis project on courtyard housing in New York City, entitled “Evaluating Cross Cultural Courtyard Housing for Social Well-Being in Manhattan, NY.” Nuzrat took home an $850 prize.
Two other Miami students received honorable mentions awards.
Max Kokensparger, a graduate, was recognized for his maritime museum thesis project, “The Bridge: Maritime Museum and Community Educational Center“ and won $500.
Frank Michel, a senior architecture major, was also rewarded $500 for “Healing the Quilt of the Myaamia”, his design centered on Miami’s local Myaamia tribe . His design serves to connect Miami with the tribe by acknowledging the tribe’s original, historical ownership of this land.
“I am very grateful for receiving this recognition, and am honored to represent to the state and country just a small amount of the great work that comes from the undergraduate students in Miami’s architecture department,” Michel said.
Michel thanks his professor, Terry Welker, for teaching him that “in order to make a place of healing, you must first heal the place,” which is what guided him to draw from Myaamian inspirations.

School of Archaeology & Maritime Cultures
Department of archaeological sciences, teaching program.
The teaching program in archaeological sciences aims to build for its students research leadership skills. Training includes students from Israel and overseas to meet the academic research challenges in the interdisciplinary integration of archaeology with the natural and exact sciences, through the transmittance of a comprehensive background in both archaeology and the natural and exact sciences.
Upon graduation, student competencies will include:
- Creative and critical thinking;
- Successful function in global, cross-cultural, and diversified environments;
- Understanding archaeological sciences in Israel and abroad;
- Acquiring skills in state-of-the-art research approaches and methods in archaeological sciences;
- Understanding past human cultures, their relationships with changing environments and the social mechanisms that underlie coping with changing environments through time and space;
- Acquaintance with current laboratory methods and instrumentation pertinent to address research questions in archaeological sciences;
- Ability to plan and execute archaeological research in the field and the laboratory, including carrying out of experiments and general research design in archaeological sciences;
- Conducting research according to principles of scientific ethics, as well as social and community responsibility;
- Ability to carry out excavation using modern tools by obtaining a certificate of “Specialist/Excavating Archaeologist”, accredited by the Israel Antiquities Authority.
This is a two-year program in which the first year will be dedicated to taking courses and the second year will be devoted to conducting research towards a thesis. Passing to the thesis stage will be determined based on: (1) successful completion of at least 90% of the coursework, and (2) approval of a research proposal. Students not fulfilling this passage conditions, and those that a-priori choose the non-thesis track will take courses also during the second year of studies to fulfill the required credits quota towards the degree.
Study tracks and required course credits:
Track A : M.Sc. with thesis: 32 sh in courses + 4 sh of thesis
Track B : M.Sc. without thesis: 36 sh in courses
The study program includes mandatory and elective courses – see table .
Students who studied and successfully passed similar courses or other programs in recognized academic institutions will be allowed to file an application for an exemption from 3 courses at most, i.e. an exemption of 6 semestrial weekly hours in total.
Graduates will receive a Master of Science (M.Sc.) degree. This degree will be given under the following conditions:
- The student has completed his/her studies according to the demands of the school and the Graduate Studies Authority, both in terms of the required quota of courses and in terms of the composition of courses.
- The student received a passing grade in each of the courses (at least 65).
- The final weighted average will be calculated as follows:
Thesis track:
Grades of courses studied in the framework of the program – 50%
Thesis grade – 50%
Non-thesis track:
Grades of courses studied in the framework of the program – 70%
Final exam – 30%
- The student has cleared all of his or her debts to the university.

Population size was 444 considered from the 2nd semester of SY 2019-2020 enrollment among 1st-year and 2nd-year maritime students.
