Koome if approved by the parliament will take over from Hillary Mutyambai who has gone on terminal leave.

Koome, a former Nairobi County Police Commander, is the current Commandant of the National Police Service College, Kiganjo.

His name will be sent to Parliament for approval, Ruto said.  

Koome is a career police officer who has risen the ranks to reach Senior Assistant Inspector General of police.

He served as Officer Commanding Police Officer at Central police in Nairobi and regional commander for Nairobi.  

Koome was later moved to police headquarters to serve as principal deputy of deputy inspector general of police Edward Mbugua.  

He is a civil engineer.  

The IG exercises independent command of the service. He may perform functions or exercise the powers in person or may delegate to any police officer junior to him.

In cases where the IG is suspended from office or incapable of performance of his functions, the President may appoint another person to perform the duties for up to three months.

Japheth Koome: The New Inspector General of Police

NAIROBI, Kenya, Sept, 27 – Former Nairobi Police commander and current Commandant of the National Police Service College, Kiganjo Japeth Koome has been nominated as the Inspector General of Police replacing, Hillary Mutyambai.

Mutyambai has proceeded on terminal leave, effectively vacating his position as the country’s top police boss after a long illness.

“I have received communication from the inspector general of Police of his request to proceed on terminal leave because of his health situation. I have after discussing with Mr. Mutyambai and in consideration of his service to our nation and his health situation I have accepted that Mutyambai will proceed on terminal leave on the six months that he still has of his contract,” said Ruto.

Before taking over the helm at the NPS, Koome will first have to be vetted by the National Assembly before being sworn in as IG.

Noticeably, Koome also served as Sub-county police commander, Central Police (Nairobi.) and then principal deputy of the substantive deputy inspector general of police (KPS) Edward Mbugua.

Earlier this month, the National Police Service broke the yoke of ‘financial dependency’ from the executive arm of government, the office of the president, after president William Ruto said that he would grant them financial autonomy.

As required by Article 245 of the Constitution, the Inspector-General of Police is mandated to exercise independent command over the National Police Service. The services’ operational autonomy, however, has been undermined by the continued financial dependence on the Office of the President. This situation is going to change,” he said.

The instruments conferring financial autonomy to the NPS have been transferred from the Office of the President as the Inspector-General will now be designated as the accounting officer.

“Financial independence to the police will give impetus to the fight against corruption, and end the political weaponization of the criminal justice system; an undertaking I made to the people of Kenya,” said Ruto.

President Kenyatta’s administration was accused of abusing the criminal justice Sector in order to punish political opponents.

Institutions such as the Directorate of Criminal Investigations (DCI) were accused of abusing their power to arbitrarily arrest rival politicians.

Granting the police service finally independence is expected to promote accountability and improve service delivery.

Though not addressed during his inauguration speech, Ruto’s deputy, Rigathi Gachagua during the campaign trail said that they would strive to improve police salaries and allowances.

Japhet Koome sworn in as Inspector General of Police

Japheth Koome was on Friday sworn in as Kenya’s fourth Inspector General of Police.

Koome took his oath at the Supreme Court, in a ceremony presided over by Chief Justice Martha Koome.

Japheth Koome now takes over from Noor Gabow who has held the position in an acting capacity after the early retirement of Hilary Mutyambai on health grounds.

Koome has worked as a police officer for the past 31 years. He joined the former Kenya Police Force in 1991 as a police constable after earning his bachelor’s degree in civil engineering from the University of Nairobi in 1990.

Koome was assigned to the Anti Stock Theft Unit (ASTU) in Gilgil after graduating from the nation’s top police training facility and performing beat and patrol duties as a police constable in Nairobi. After that, Koome received a promotion from constable to inspector, and by 1998, he had been gazetted as an officer with the rank of superintendent of police.

Koome was then transferred to Buru Buru police division where he served as the deputy divisional commander before being called back to general duty. Additionally, he worked as the OCPD for Machakos, Maragua, Buru Buru, and Central in Nairobi, where he dealt with armed gangs of criminals in the Eastlands of the city and a wave of bank robberies.

Koome went on to oversee significant changes in the contentious areas of police housing and infrastructure development during his ten years as director of planning.

Recently, Koome held the positions of Commandant National Police College Main Campus-Kiganjo, Principal Assistant to the Deputy Inspector General at Vigilance House, and Head of the Nairobi Police Department.

Koome has promised to deal with criminal gangs terrorising residents and also work on streamlining the police service.

” 98 per cent of our police officers are professional and we are being assisted by IPOA and other oversight bodies to manage the 2 per cent. I will not allow criminals to harm Kenyans with weapons or knives,” he said.

Koome assumes the position as an independent command over the National Police Service and reorganizing it into a police force that is responsive to the needs of all Kenyans in terms of public safety and security.

Kenya: Japheth Koome Nominated as IG After Mutyambai Resigns

Nairobi — President William Ruto has nominated former Nairobi County Police boss Japheth Koome to the position of Inspector General of Police.

Koome is currently the Commandant of the National Police Service College, Kiganjo.

His nomination was confirmed via Statehouse Spokesperson Kanze Dena

"His Excellency President William Ruto has nominated Eng Japhet Koome Nchebere to the position of Inspector General of Police (IGP) as promised during the Head of State's Address to the Nation this afternoon," Dena said Tuesday.

If confirmed, Koome will take over Hillary Mutyambai who has since retired over health reasons.

President Ruto announced the Mutyambai retirement Tuesday afternoon as he unveiled his Cabinet at State House, Nairobi.

"After discussing with Mutyambai and in consideration of his service to our nation and his health situation, I have accepted that he will proceed on terminal leave," President Ruto said.

Mutyambai on August 26, 2022, proceeded on leave for medical reasons and appointed Noor Gabow to serve in the position.

Mutyambai has been serving in the position since 2019 when he was appointed by former President Uhuru Kenyatta.

The National Police Service Commission (NPS) how has fourteen days to advertise the vacancy and request applications.

The newly appointed Inspector General of Police, Mr. Japhet Koome was sworn into office on Friday, November 11, 2022.

Mr. Koome was approved by the National Assembly on Thursday, following his appointment and forwarding his name to parliament for approval. The Senate also approved him.

He will be sworn in at 8:30 am at the Supreme Court of Kenya by Chief Justice Martha Koome.

In parliament, political leaders said that he was able and showcased professionalism during his tenure.

The officer attracted praise from both the opposition and the government as the leaders said he was well educated and most suitable to run the office.

Further, they said, he met all the constitutional requirements of Chapter 6 on leadership and integrity, as well as those provided under Section 7(b) of the Public Appointments (Parliamentary Approval) Act.

Mr. Koome has worked in the National Police Service (NPS) for 31 years, and since his appointment, he has been serving at the Kiganjo Police Training College in Kiganjo.

The officer took over from Mr. Hillary Mutyambai, who opted to resign from the office citing health complications.

Until today, the office was being run by Mr. Noor Gabow in an acting capacity.

During his vetting, Mr. Koome pledged to stop what he termed the rampant taking of bribes by police officers, saying that his administration would be tough on corruption. According to him, corruption allegations had given the NPS a bad name.

“This is a matter that has been in the public domain for long. We are at a point where we must stamp authority and eliminate corruption,” he told a joint committee of the National Assembly and the Senate when he appeared for vetting.

He said that the NPS has never trained police officers on how to collect bribes but why they should stop practicing it.

Police IG Japhet Koome Clarifies Relation With CJ Koome

Chief Justice Martha Koome, on November 11, presided over the swearing-in of Japhet Koome as Inspector General of Police.

In his inaugural speech after swearing-in, the new IG sought to set records straight over social media allegations that he was related to the CJ.

"I have seen some people claiming that I am related to Chief Justice Martha Koome.

"Some have said that Martha is my wife. Nothing can be further from the truth," IG Koome wondered.

He added that he was neither related to Chief Justice Martha Koome nor was her husband, brother or father.

"I have no blood relation to the CJ, it’s just that she is married to a Koome, and my last name is Koome," he clarified.

"I do admire Madam Koome because she is a great leader who has served this country diligently," he added. 

His office, he noted, would duly comply with court orders  and respect Kenya's justice institutions.

However, the IG warned criminals that police officers would not spare them should they try to circumvent the law.

"A police officer is allowed to use a firearm if anyone who has been convicted of rape, murder or any other serious offence tries to escape," IG Koome warned.

Koome added that the use of firearms is part of the law, but police officers are encouraged to exercise caution and respect for human life.

On her part, CJ Martha Koome asked the police to maintain law and order but warned that courts will serve justice without fear or favour.

Japheth Komme took over from Mutyambai , who proceeded to terminal leave pending his retirement. 

The IG was nominated by President William Ruto on Tuesday, September 27, in accordance with the Constitution.

Eng. Koome will testify before the National Assembly Departmental Committee on Administration and Internal Affairs and the Senate Standing Committee on National Security, Defense, and Foreign Affairs at Parliament buildings.

According to Serah Kioko, the clerk of the National Assembly, Eng. Koome will be required to present original copies of his identity card, academic and professional certificates, and other relevant testimonials.

He will also be required to provide the Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA), Directorate of Criminal Investigations (DCI), Higher Education Loans Board, and any credit reference bureaus with compliance and clearance certificates.

The vetting will be carried out in accordance with the provisions of the National Police Service Act, the Public Appointments Act, and the Houses of Parliament Standing Orders.

Koome was nominated to the position by President William Ruto on September 27, after outgoing Inspector General of Police Hillary Mutyambai, who was battling ill health, opted to proceed on terminal leave ahead of the expiration of his term in office.

Mr. Koome, a former Nairobi County Police Commander, is the current Commandant of the National Police Service College, Kiganjo.

Japhet Koome Threatens to Deal with Doctors Lying on Streets: "I Will Remove Them"

Police Inspector General (IG) Japhet Koome has issued an ultimatum to striking doctors who will be caught causing disruption of normal activities by lying on highways.

Speaking to KTN on April 17, the IG said that he would not sit back and watch doctors infringe on the rights of other citizens in the country.

"There's a patient who is in an ambulance who is being moved from point A to point B, then doctors are lying on the streets... If there's that kind of a situation, I will remove them. The officers will remove them," he said.

He added that patients being moved to other hospitals via ambulance also have rights.

Japhet Koome on directive to arrest striking doctors

Speaking during the same interview, the IG denied allegations that he was planning to stop doctors from striking.

He said that he can't stop people from exercising their right to expression.

" There is nowhere I spoke about stopping picketing. That's the right of every Kenyan but when you are breaking the law, when you are inconveniencing the public, then I must come in," Koome said.

This follows Koome's directive to police commanders, ordering them to stop the ongoing doctors' strike.

Through a press statement released on April 14, the police boss complained that the striking doctors are causing commotion in the country, thus causing disturbance to sick patients in hospitals.

Koome further asked police commanders in all counties in the country to deal with the matter in accordance with the law.

"The medics have become a public nuisance by whistling and playing vuvuzelas during the demonstrations, causing discomfort to patients in hospitals and the public," the statement read in part.

Japhet Koome faces lawsuit

Koome, faced backlash for his comments on doctors' strike.

Responding to the directive, the doctors, through their lawyer, Ochiel Dudley, demanded that the IG retract his directive and apologise publicly before 6pm on Sunday, April 14.

After failing to comply, they notified him of their intention to take legal action by filing a court case challenging his instructions.

Ochiel, speaking to TUKO.co.ke , confirmed that they would initiate legal proceedings against Koome.

Chief Inspector Arrested for Selling Bullets to Civilians

National Police Service (NPS) has announced the arrest of two of its officers for their involvement in the illegal sale of ammunition to criminals.

The police officers involved are Chief Inspector Joel Warui Githaiga and Police Constable Martin Murimi from Anti-Stock Theft Unit in Sondu Camp.

This development comes in the wake of the recovery of 2,658 rounds of ammunition in Laikipia County earlier this week, an incident that initially led to the arrest of Josphat Karanja and his wife Teresiah Wairimu.

The suspects were brought before the court on April 22, where a Miscellaneous Application seeking custody for a period of four days was granted.

As such, they are set to appear before the Kibera Law Court on Friday, April 26, 2024, to face charges related to their illicit activities.

“All the four suspects will now appear before Kibera Law Court on Friday April 26, 2024,” read NPS statement in part.

In response to these developments, the National Police Service (NPS) has taken action by suspending both officers from duty pending further investigations.

Inspector General Japhet Koome, in a statement addressing the matter, further stressed the importance of public cooperation in combating such criminal activities.

He urged citizens to report any suspicious behavior promptly.

“The Service would like to caution members of public from engaging in unauthorized purchase, possession, manufacture and sale of firearms and ammunition and instead report any such criminal activities to the nearest police station or through our toll-free numbers; 999,911,112 or Fichua kwa DCI 0800722203,” said IG Koome.

The Inspector General also reiterated the Service’s dedication to rooting out corruption and maintaining public trust.

“In addition, we wish to assure the public that stern action will be taken against any Officer involved in such unethical conduct regardless of rank,”

“The National Police Service reiterates its commitment to strive for the highest standard of professionalism,” he said.

Presidents Directive

Consequently, President William Ruto issued a directive on September 25, instructing security agencies to take decisive action against criminal perpetrators.

“I have instructed security agencies to deal firmly, decisively and conclusively with those involved,” stated President Ruto.
