This scholarship programme offers you the opportunity to complete your doctoral degree in Germany. The scholarships are funded by the German Federal Foreign Office.

Who can apply?

You can apply if you have above-average qualifications and you completed your Master's degree or Diplom, or in exceptional cases a Bachelor's degree, at the latest by the time the funding period begins.

What can be funded?

The programme provides funding for a doctoral project at a state or state-recognised institution of higher education or a non-university research institute in Germany. This can be either:

  • an individual project supervised by a university teacher (doctoral supervisor) or
  • participation in a structured doctoral study programme

Duration of the funding

  • Funding is provided for a maximum of four years; the length of the funding period is decided by a selection committee and depends on your project and study plan.
  • Grants are initially awarded for a maximum of one year. Extensions depend on whether the selection committee considers your previous award period to have been successfully completed.
  • Monthly payments of 1,300 euros
  • Payments towards health, accident and personal liability insurance cover (see also our important information for scholarship applicants / section F, point 4)
  • Travel allowance
  • annual research allowance. If you come from a DAC country , you will receive a flat rate of € 460 (€ 230 in the fourth year); for all other countries the grant is € 260 (€ 130 in the fourth year).
  • monthly rent subsidy
  • monthly allowance for accompanying family members. Please also read our important information for scholarship applicants / section F, point 3.
  • In the case of a disability or chronic illness: subsidy for additional costs which result from the disability or chronic illness and are not covered by other funding providers: Further information
  • Payment of course fees for an online language course after receipt of the Scholarship Award Letter
  • if necessary: Language course (2, 4 or 6 months) before the start of the research stay in Germany; the DAAD decides whether to fund the grant holder's participation and for how long depending on language skills and project. If a language course scholarship is granted and the working language at the host institute is German, participation is compulsory.
  • Allowance for a personally chosen German language course during the grant period
  • Reimbursement of the fee for a TestDaF or DSH test, which you can take either in your home country after you have received your Scholarship Award Letter or in Germany during your funding period.

An independent selection committee consisting of specialist scientists reviews applications. The selection criteria are: 1. Qualification

  • Academic achievements (grade point average, development of grades)
  • Academic progress
  • Knowledge of the language(s) of instruction or working language(s)
  • If applicable, scholarly achievements after graduation, (e.g. publications, lectures, conference papers)
  • Quality of research proposal and preparation (originality, topicality and relevance of the project, choice of host institution and first contacts)
  • Feasibility and consistency of study plan and schedule
  • Incorporation of project within the overall doctorate (in terms of content and time), if relevant
  • Career prospects: significance of the research project and stay in Germany for further academic, professional and personal development
  • Motivation: academic and personal reasons for wanting to visit Germany, German language skills (if different from working language)
  • Non-study-related activities: non-study-related knowledge and skills, civic engagement

What requirements must be met?

Please check if the following criteria are fulfilled:

  • As a rule, applicants should not have graduated any longer than six years before the application deadline
  • If you have already started your doctorate, it also applies that the start of the doctorate should not be longer than 3 years ago. Please also read our Important Scholarship Information / Section A, point 2.
  • Your application cannot be considered, if you have been resident in Germany for longer than 15 months at the application deadline.

Application deadlines are updated annually in the second quarter. In most cases, they are in the same period as the previous year. You can find the current dates here:

Application documents

Certificates, proof of credits, certifications and translations may be scanned in non-certified form and uploaded to the DAAD portal. The DAAD reserves the right to request certified copies of the documents. Documents to be uploaded to the DAAD portal:

  • Online application form
  • Full curriculum vitae in tabular form (max. 3 pages)
  • List of publications (max. 10 pages), if applicable
  • Description of academic and personal reasons for your planned project in Germany ( letter of motivation : 1-2 pages), taking account of the following question: What do you hope to gain from your project in Germany (personally, professionally, for your career)? Please upload the letter of motivation under ‘study project/motivation’ in the DAAD portal.
  • A proposal , prepared and formulated by yourself, as well as a description of previous research work (max. 10 pages in total). A proposal is an extensive and detailed description of the research project which has been discussed with the academic adviser. Please also read our Important Scholarship Information / section B, point 2. Please upload the proposal under ‘research project’ in the DAAD portal.
  • Schedule for planned research work (must be agreed with academic supervisor)
  • Letter confirming supervision by the doctoral supervisor. Please also read our Important Scholarship Information / section C, point 3. Please upload the confirmation from the academic host under ‘acceptance of host institution’ in the DAAD portal.
  • Module plan (to be uploaded in the DAAD portal under 'schedule')
  • Proof of existing contacts to the coordinator of the doctoral programme (to be uploaded under ‘acceptance of host institution’ in the DAAD portal).
  • Letter of admission to a study programme; this may be submitted at a later date if it is not available at the time of application
  • University degree certificate indicating final grade(s) : the certificate must be subsequently submitted before the grant-supported research begins if it is not available at the time of application.
  • One recent, supporting letter of recommendation (previously: 'reference form') from a university teacher which provides information about your qualifications. Please regard the instructions given on the tab 'Submitting an application' . In the current application procedure, the recommendation can be sent to the DAAD by post as an alternative to uploading it on the portal. Please note the information given under 'Application location' for this purpose.
  • Other documents which support your application (example: certificates of employment, proof of practical training/internships and voluntary commitment etc.)

The application procedure occurs online through the DAAD portal. Please note that the access to the application portal only appears while the current application period is running. After the application deadline has expired, the portal for this programme is not available until the next application period.

Please note

  • Your application is only valid if you submit all the required documents to the DAAD portal on time.
  • For submitting references by post, the postmark date serves as proof that they have been dispatched on time.
  • (If further documents are to be submitted by post, please send them as soon as possible.)
  • The DAAD portal closes at 24.00 hrs. (CET or CEST) on the last application day. If possible, please do not send your application on the final date in case technical problems occur.
  • Incomplete applications cannot be considered. You are responsible for ensuring that your application is complete.
  • The application documents remain with the DAAD. Your personal data is saved by the DAAD in accordance with the Federal Data Protection Act and with the EU Data Protection Regulation insofar as this data is needed to process the application.

General information on the application via DAAD portal

Applications for this scholarship programme are possible in the period June until the stated application deadline. Click on ‘Application portal’ at the bottom of the page to go to the DAAD portal. There you will be provided with an online application form to enter your application data. This is what you have to do: 1. Register in the DAAD portal ( Read notes about registering in the portal >> ) 2. Request recommendation form You can generate the recommendation form (previously: 'reference form') in the DAAD Portal as a writable PDF under 'Request reference form' . Please send it to your referee and ask him or her to complete the form in full. When you have received it back, please upload it during the application process in the portal in the step 'Attachments' under 'Letter of Recommendation'. Alternatively, the referee can send the form by post to the application address (see tab 'Application procedure' under 'Application location'). The postmark will then be used to ensure that the form was sent by the deadline. Please note that the form for completion by a referee can only be generated during the application period. 3. Applying online in the DAAD portal ( Read notes on applying in the portal >> )

  • Download and complete the online application form
  • Prepare application documents
  • If necessary, translate documents (unless they are already in German or English).
  • Scan paper documents and save in PDF format. Please note that you can only upload PDF files to the portal.
  • Upload the completed application form and the other application documents to the portal in PDF format. Translations, if applicable, should be uploaded together with the document issued in the original language.
  • Submit the uploaded application documents online.

The Konrad-Adenauer-Stiftung (KAS) is a political foundation, inspired by Christian democratic values, committed to fostering democracy and the rule of law, to implementing social and market-economic structures and to promoting human rights in Europe and worldwide.

In line with these principles, our Foundation awards scholarships to international master students and graduates in order to enable study and research at universities in Germany. This way, we actively promote intercultural dialogues, the formation of international networks as well as the internationalization of universities and science.

The next regional selection meetings will take place in 2023 in cooperation with the KAS offices in Turkey, Singapore and South Caucasus.

After finishing their studies in Germany, the Konrad-Adenauer-Stiftung expects its former scholars to contribute actively to the development of their home country’s relations with the Federal Republic of Germany.

Currently our scholars come from 55 countries of the world. Their subjects are various: law, sciences, music as well as medicine, just to name a few.

Who are we looking for?

Our Scholarship Program for International Students is aimed at international students and graduates who have acquired a university degree and who intend to complete postgraduate or master studies, doctoral studies or a research stay of at least four semesters at a university in Germany.

The guidelines

  • have a university degree, as we do not provide support for bachelor studies,
  • prove above average academic performance,
  • have good knowledge of the German language (B2-level),
  • be actively engaged in voluntary work,
  • plan to study a minimum of four semesters at a university in Germany,
  • possess a broad general education and distinct interest in political issues,
  • have a positive attitude towards democracy and human rights,
  • be open to develop their personal points of view and practice tolerance,
  • be highly motivated and able to convince us of their goals in life.

Further specifications

  • Students in Medicine or Pharmacy can only apply after having completed their intermediate exam in Germany or when having achieved a comparable stage of their studies.
  • Human or dental medicine specialist training or post graduate research stays in Germany cannot be supported.
  • Persons having already achieved a doctorate are not eligible for a scholarship.

Benefits of our scholarship program

Our scholarship program consists of financial assistance, personal guidance, a wide seminar program and access to the worldwide KAS-network. After the successful completion of studies, we remain in contact with our alumni and involve them in our national and international activities.  

Financial assistance

The duration and level of funding varies for different types of studies. Graduates (master or postgraduate students) receive a monthly scholarship of € 934. The standard funding period is two years. After having obtained unconditional admission to doctoral studies at a German university, PhD-students receive a monthly scholarship of € 1.400. The standard funding period for PhD scholars is three years. We also fund research stays in Germany for the minimum of three semesters.

Beside the monthly stipend, we offer multiple subsidies for our scholars. Upon request, we subsidize health care insurance up to the amount of € 120 per month. We also offer a family allowance of € 276 provided that you and your spouse live together in one place in Germany for at least three months and that his/her income does not exceed the amount of € 450 per month. Additionally, we grant children’s allowance of € 194 per month for children living with you in Germany. Prerequisites are the submission of an official German translation of the child’s birth certificate and the official rejection of your demand for public child allowance.

In addition, PhD-scholars can apply for financial assistance for research stays abroad. However, we do not fund participation in congresses or symposia.

Fees resulting from courses at the university in Germany that are directly related to your studies can be refunded up to the amount of € 1.500 per semester. However, we do not refund regular semester fees resulting from enrollment or annual re-registration.

Network and Seminars

Being a scholar of the Konrad-Adenauer-Stiftung means much more than just receiving financial assistance. Our scholars benefit from a broad program of ideational support. They become part of an active and living network. The program is based on three pillars: 1. Personal contact and mentoring. 2. A wide seminar program – with over 180 activities per year - for all of our app. 3.000 scholars in Germany. 3. Regional and local activities of our more than 140 different university groups.

1. Mentoring by our staff and representatives at the universities

Our staff members and representatives at the universities supervise and consult our scholars personally. They monitor the progress of your studies as well as your participation in the seminar program and the activities of your university group. Our foundation attaches great importance to the continued development of your social commitment. The overall objective is to support you in identifying and in improving your individual strengths.

2. A manifold seminar program

The objective of the seminars, which are held exclusively for our scholars, is to expand the general education of our scholars. The seminars provide opportunities for an interdisciplinary exchange of ideas and information with other scholars and acknowledged experts. The ranges of topics include historical, political, economic and social issues on a national, European and international scope. Furthermore, training and coaching seminars help our scholars to strengthen their soft skills and to facilitate the transition from studying to professional life.

3. Being part of a local university group

The local university groups, “Hochschulgruppen”, are managed independently by our scholars along with the representatives of our foundation at the universities, the so called “Vertrauensdozenten”. Each semester, they create a program of diverse activities for themselves. These local groups also help you with settling in and getting used to your new surroundings.

Our network of former scholars

It is a matter of particular interest to the Konrad-Adenauer-Stiftung to encourage networking between our current and former scholars. Over 14.000 alumni form a vibrant and global network of former KAS scholars who play active roles in politics, economics, science and society all over the world and who, at the same time, remain committed to our foundation and its current scholars. More than 50 regional alumni groups worldwide and several specialized sub-networks give great opportunities to our former scholars and allow them to remain connected to our foundation. This alumni network also provides practical assistance: its members finance a Social Fund which provides help to current and former scholars in cases of need. Moreover, the network promotes scientific and social projects.

How to apply

There are two ways to apply for our scholarship program:

1) Each year new focus countries or regions are determined for our selection procedures. In 2021 we will focus on Russia, Ukraine, Turkey and Latin America (coordinated through our office in Peru) and interviews will be conducted online. If you are living in one of these countries, you may send your written application directly to the responsible KAS office – please check their web-sites for the exact procedure and addressee. Students living in countries that are not listed cannot apply for the international selection procedure in 2021.

2) In case you are already living or studying in Germany, you are welcome to apply for a scholarship via the domestic selection program using our online procedure. Please fill out the application form online and upload all required application documents. Please do not send in any documents by mail as these will not be considered. The application period ends on July 15th (12:00/noon) each year for the domestic procedure.

Necessary documents for the application

Please download and fill out the application form and attach the following documents if you are applying for a MA-Scholarship.

  • A meaningful CV in tabular form including details about your previous voluntary work or social commitment.
  • Motivation letter.
  • Copies of your examination certificates in German translation if the originals are not in English.
  • Copies of your studies performance records if you have been studying at a University in Germany.
  • Proof of German language skills (B 2).
  • An informal academic letter of recommendation: This letter should provide information about your academic qualifications and potential; it should not be older than two month. The author has to be a university professor or teacher holding a doctoral degree.
  • An informal letter of recommendation concerning the applicant’s personality: This letter should focus on your personality and interests as well as on your understanding of values and your social commitment. The author cannot be the same as the one providing the academic letter of recommendation.
  • Certificate of admission or matriculation from your university in Germany.

If you are applying for a PhD-Scholarship, please add the following documents:

  • A detailed description of your doctoral thesis: This exposé should be written in German or English (5-10 pages; font size 12; 1.5 line spacing) and should outline the central research question of your proposed project, its scientific relevance, your theoretical approach and the motives behind your choice of the research subject. It should also contain a work and time schedule and a bibliography.
  • A second academic letter of recommendation: This second letter should be written by the supervisor of your doctoral thesis, providing you already have one. It replaces the letter of recommendation concerning the applicant’s personality.
  • A confirmation of supervision by your doctor-father or -mother

What preconditions must the applicant meet?

  • Overall graduation grade (Masters, or for German State Examinations Sek. II): 1.5 or better (foreign graduation certificates will be assessed separately).
  • The applicant must not have been older than 28 years of age at the point in time when s/he graduated and qualified to take part in a PhD programme.

If an applicant was aged 25 when graduating, then he or she can still apply to the Foundation for a Ph.D. scholarship when aged 35.

  • This age limit shall be extended to take the following situations into account: night school, bringing up children, military service, work experience and other exceptional circumstances.

What is not eligible for support?

  • PhD scholarships for a duration of less than 12 months
  • Travel stipends for PhD candidates
  • no college or tuition fees
  • scholarship cannot be granted if the person is also receiving a salary or drawing a pension
  • final scholarships (a grant that succeeds another grant exceeding 12 months and bestowed by a different party and/or the application for a scholarship not exceeding 12 months)

How and when can an application be submitted?

  • Applications can only be made in digital form

Background to the PhD Scholarships

In line with one of the founder’s wishes, a special focus of the Gerda Henkel Foundation is support for up-and-coming scholars. Special attention is made when approving grants to enable qualified young researchers of both sexes to conduct scientific work for a limited period of time and in order to improve their academic training. As part of its Ph.D. programme, the Foundation seeks to promote highly-qualified new academic talent. Only those candidates are considered whose study achievements and exam performances show them to be especially gifted and whose Ph.D. theses can be expected to yield well above-average results. At present, each year about 50 scholarships are awarded.

Application

Type and scope to the scholarship

The funding period is up to two years. In justified cases, the scholarship period can be extended for up to 12 months if an extension application is made before the end of the second year of funding.

It is possible to apply for:

  • basic scholarship sum

if appropriate:

  • supplement for travel abroad (monthly endowment for stays of for weeks or more)
  • family grant award (for children who have not yet turned 18 under presentation of the child’s birth certificate)

and if required:

  • travel expenses
  • material expenses

Application documents

From now on, it is only possible to apply electronically for the general research grants. The necessary application documents can be uploaded in the electronic application form.

The following documents must be included in an application for a PhD scholarship (in German or English):

  • plus bibliography if necessary (in addition to the max. 8 pages)
  • at least font size 11 and line spacing 1.5
  • please choose a readable font, e.g. Arial 11 pt. or Times New Roman 12 pt.
  • time schedule and working plan with information about the necessary travel to archives, libraries and museums or other destinations required for the completion of the dissertation (max. 2 pages)
  • curriculum vitae in tabular form
  • certificate(s) of the university degree qualifying for PhD studies (generally Master certificate; for direct doctorates: seminar attendance certificates; please do not send Bachelor certificates). Please send us copies, references do not have to be attested.
  • the choice of the referees is up to the applicant
  • the second report needs not be compiled by the person who later acts as second examiner for the Ph.D. thesis
  • upload via the online recommendation form
  • The letters of recommendation should be received promptly with the application; the application can only be discussed when both letters of recommendation are available.
  • The Foundation does not contact the authors of the letters of recommendations; you as the applicant must ensure that the letters of recommendations are submitted (promptly).
  • possibility to submit more than two letters of recommendation

Please note that the Gerda Henkel Foundation will not contact any referees and the applicants are responsible for requesting the letters of recommendation themselves.

  • High School Leaving certificates
  • internship certificates
  • seminar grades (only required for direct PhDs)

Please note the following information:

  • Applications which are incomplete or too voluminous will not be given consideration. The same holds true for applications for which no expert opinion has been submitted.
  • Incomplete applications will not be considered any more after the expiration of one year.
  • Proof of enrollment does not need to be produced.
  • We will acknowledge receipt of your application and we would ask you not to contact us by phone on this matter.

Please note the following application requirements:

  • Example: If an applicant was aged 25 when graduating, then he or she can still apply to the Foundation for a Ph.D. scholarship when aged 35.
  • It will not be possible to include the application in the selection process should there be no special reasons for graduation after the candidate turns 29.
  • For an application to be considered in the selection process the overall master grade awarded must be at least 1.5 or above in Germany (comparable with grade A in other countries). For candidates with a foreign degree, a special examination for inclusion in the selection process will be performed in the Foundation's office. The final grade achieved in legal exams also will likewise be assessed separately.
  • The Foundation will not grant scholarships for the completion of Ph.D. projects. A final scholarship is a grant that succeeds another grant exceeding 12 months and bestowed by a different party and/or the application for a scholarship not exceeding 12 months.

Please do not additionally send the documents by email or postal mail.

The simultaneous receipt of salary or retirement pension and a scholarship is not possible. The funding period for PhD scholarships of the foundation is up to two years. In justified cases, the scholarship period can be extended for up to 12 months if an extension application is made before the end of the second year of funding.

If the stipend holder becomes a parent during the period covered by the stipend and has an entitlement to maternity or parental leave, individual arrangements must be discussed with the Foundation’s administrative office.

Monthly scholarship award: 1,920 euros

Foundation stipend holders working on Ph.D. or research projects with children, will receive a monthly family grant in addition to their scholarship. The family grant is awarded on presentation of the child’s birth certificate and disbursed for children who have not yet turned 18 .

Applications for PhD scholarships are considered throughout the year. Recipients of PhD scholarships will be selected four times a year. The review and approval process of a complete application is generally completed within six months. Please note that the review and approval process does not begin until the two required letters of recommendation have also been received.

The Foundation’s bodies will meet and decide on the present application at the earliest date possible. We would ask you not to contact us by phone on this matter.

Form and letters of recommendation

2. The application form can be saved at any time. Using your own personal link, you can return to and edit the form for a period of ten days. However, after this period (10 Days), your data will be deleted from the server.

3. Once you have completed the form, you will receive a short summary, which needs to be confirmed in order to be sent to the Foundation electronically.

4. During the transmission process your data will be sent to the Foundation in electronic form. Confirmation of receipt will be sent to the e-mail address provided in the application.

General Information for Applicants and Beneficiaries

Frequently asked questions, general questions regarding the application.

Does the Foundation provide funding for master students? No, the Foundation does not provide support for studies under PhD level.

Can I apply if my project belongs to another field than the academic disciplines cited on the website? No. But please have a look at the thematic requirements of the funding programmes “Democracy“ and "Lost Citiess", as well as the special programme "Forced Migration".

What shall I do if I’m not sure whether my subject is eligible for funding from the Foundation? Please send us a short project summary by email ( info@gerda-henkel-stiftung.de ). We will be in touch within a few days to let you know whether you can apply.

Are foreign academics allowed to apply for funding programmes? The funding activities concentrate basically on German and foreign academics in the fields of historical humanities. Candidates can apply regardless of their nationality and place of work.

In which languages does the Foundation correspond? German and English.

Should application documents and references be submitted in English or German? The Foundation accepts both, although German is preferred where possible.

Are there formal requirements on how the application documents should be compiled? The project description should not be longer than 8 pages. Documents should have at least font size 11 and line spacing 1.5. Please read carefully all instructions in the section general references .

Are there any substantial requirements for the structure or form of the description of the research project? No, there are no substantive requirements. Applicants for a research scholarship should make sure that in addition to the content presentation, information on the method, the state of research, the sources and research relevance are included in the description, especially if the transcript of the study is in the foreground.

Should the proposal include a detailed list of publications or is it enough to note the cited references in footnotes? Is an additional list of publications with for the project relevant references necessary? It is sufficient to note the references of the proposal in footnotes. A list of publications with for the project relevant references can but must not be submitted.

What should my working plan and schedule include? They should include detailed information about the work stages planned for the period of funding, including research trips and their planned duration.

Can I apply for financing for my own post instead of a research grant? No. The Foundation is not providing funding for posts at research institutions.

What do you require for travel and material expenses claims? We require a list of costs with each individual expense in as much detail as possible. Please have a look at the information provided under http://www.gerda-henkel-stiftung.de/calculation_travel-material-expenses .

Does the Foundation pay for childcare during the period for which a stipend is awarded? Foundation stipend holders working on Ph.D. or research projects receive a family grant on presentation of the child’s/children’s birth certificate(s). The grant is paid for children who have not yet turned 18.

What is the Foundation’s policy is a stipend holder becomes a parent during the period for which a stipend is awarded? The period of support for Foundation stipend holders working on Ph.D. or research projects can be extended by up to 12 months if the holder becomes a parent during the period covered by the stipend and has an entitlement to maternity or parental leave. Individual arrangements must be discussed with the Foundation’s administrative office.

Can anyone request funding for printing? Publishing aid can only be claimed for projects which are already receiving funding from the Gerda Henkel Foundation. However, not all projects will be awarded funding for printing as the current budget for publishing aid is extremely limited.

Does the Foundation sponsor individual journeys to participate in scientific conferences? At present travel expenses are only paid for larger research projects or PhD and research scholarships. Funding applications for independent trips to participate in conferences/congresses are in principle not considered.

Can I change anything in my electronic application form after having sent it to the Foundation? No, that is not possible. Please inform us about any differing information when sending us your application documents or fill out a new application form and let us know you have sent a new form in a short note or email.

What happens to my submission if it is incomplete? Incomplete submissions will not be considered and will be put back to the next selection round. Incomplete applications for PhD scholarships will not be considered any more after the expiration of one year.

Does the Foundation provide reasons for refusing applications? The Academic Committee’s deliberations are confidential so the Foundation does not provide detailed reasons for refusals.

General questions regarding the applications for scholarships

Can I continue to work during the time of my scholarship? No, the simultaneous receipt of salary and a scholarship is not possible.

Can I continue to draw a retirement pension during the time of my scholarship? No, the simultaneous receipt of a retirement pension and a scholarship is not possible.

In which case can I apply for an overseas bonus? Should a recipient of a scholarship leave the country of her/his principal residence and spend more than four weeks abroad for research purposes, the Foundation shall grant a flat-rate overseas bonus. This should be seen as an extension to the scholarship, intended to cover the extra costs of food and accommodation. The Foundation shall not cover any accommodation costs for that period if an overseas bonus has been granted.

Can I apply for funding of college or tuition fees? No, the Foundation does not cover college or tuition fees.

If I am given a doctoral grant, do I have to start my doctorate immediately? Doctorates must be started within twelve months of the grant being agreed.

Questions regarding letters of recommendation

Who can write letters of recommendation? Applicants are free to choose a relevant expert. The Foundation does not make recommendations in this regard.

What should be included in letters of recommendation or references and what form should they take? The Foundation has no specific requirements as far as references are concerned. Referees generally provide an assessment of the quality of the project and the applicant’s qualifications.

In what form should letters of recommendation be submitted? Letters of recommendation must be uploaded via the online recommendation form by their authors with a personal signature. Please do  not  additionally send the documents by email and/or postal mail.

Can authors send their letters of recommendation to the Foundation via email? Letters of recommendation can be uploaded via the online recommendation form . They must in all cases be signed by the author.

Should letters of recommendation be submitted in English or German? The Foundation accepts both, although German is preferred where possible.

Do you accept letters of recommendation from abroad? Yes.

Do you accept letters of recommendation from other subject areas? Yes.

Does the second letter of recommendation for an application for a phd scholarship have to be compiled by the person who later acts as second examiner for the Ph.D. thesis? No.

Specific questions regarding the PhD-Scholarships

Can doctoral students from overseas apply for a doctoral grant? Yes.

Can students write their doctorate overseas? Yes.

Can I apply for a doctorate grant if I have finished my undergraduate degree but not officially graduated? No, to make sure all applicants are treated equally, we do require a written confirmation of your degree results. The Foundation will however accept provisional attestation from the university showing individual grades and the overall grade.

Can I submit an application for doctoral funding if I have not yet been formally registered by the university or not yet had my place confirmed? Yes.

Which documents do I have to submit for funding if I have already started my doctorate? Please submit the same documents as for a standard doctorate grant.

Can I apply for funding for the completion of my doctorate ("final scholarship")? No, the Foundation will not grant scholarships for the final completion of Ph.D. projects. A final scholarship is either a grant that succeeds another grant exceeding 12 months and bestowed by a different party and/or the application for a scholarship not exceeding 12 months.

Can all applications for doctoral funding include an application for travel or material expenses? Yes, as long as the foreseen expenses are directly linked to the doctorate.

Which certifications should be submitted when I am applying for a PhD scholarship? Please send in certificate(s) of the university degree qualifying for PhD studies (or seminar attendance certificates for direct doctorates). Please send us copies, references do not have to be attested. Please do not send certificates of High School Leaving, Bachelor certificates, internships, seminar grades (only necessary for direct doctorates) and employment references.

Can I apply with a 1.5 grade or does the grade have to be better than 1.5? For an application to be considered in the selection process the overall master grade awarded must be at least 1.5 or above in Germany (comparable with grade A in other countries). We will check any applications with degrees obtained outside Germany before deciding whether to put them through into the next stage.

What does the Foundation mean by its age limit of 28? The age limit refers to obtaining a degree. If you were 25 when you obtained your master degree, you could apply for doctoral funding at the age of 35, for example. Exceptions will be made to take the following situations into account: night school, bringing up children, military or civil service, work experience and other exceptional circumstances. If there are no extenuating circumstances, applications from those older than 28 cannot be accepted.

Are there any interviews? Can I present my subject to the Foundation in person? No, decisions are based solely on the application submitted.

Can I ask when the Foundation’s quarterly committee meetings are held? No, the Foundation does not provide any information about when the committees meet to assess applications. Once all necessary documents have been submitted (incl. reference), you should expect to wait approximately six months for our decision.

Can I reapply if my application has already been refused? Yes, a second application is possible. However, all the documents must be submitted again.

Questions regarding grants in general

What should I do once I have received the letter of approval? Please let us know by postmail whether you accept the grant and the terms of appropriation. If you do accept, please also supply your current bank details and include when you wish payments to start. Please note that all credit transfers and standing orders are being switched over to the pan-European SEPA system. Instead of a bank sort code and account number, the Foundation requires the IBAN and BIC details. You will find the corresponding information on your account statement and possibly on your bank card.

What are my obligations if I accept the funding? You must inform the Foundation of any changes which have a bearing on the payment of the grant or the amount paid. Teaching positions and other employment must be agreed with the Foundation if they exceed an average of 5 hours a week.

Can I work during the grant period? Yes, as long as the employment does not exceed an average of five hours a week.

How should references be made to the Foundation in my work? We ask that the Foundation be mentioned in any publications that arise from the funded project. The Foundation should also be included in the imprint of any publications for which publishing aid was supplied. For other media, such as conference posters or flyers, please use the logo available on our website. Please also mention the Foundation at events and in any contact with journalists (e.g. via your university’s press office), including in any press releases.

Can the grant or parts thereof be used for other purposes? No. The grant is only to be used for the purposes detailed in the letter of approval.

Can grants be transferred to overseas accounts? Yes. Please supply your SWIFT/BIC code and IBAN. We would however prefer to make transfers to a German account.

Do I have to take out insurance if I am awarded a grant or does the Foundation cover those costs? As grant recipients are not technically employed by the Foundation, national insurance contributions are not paid. The Foundation recommends that all grant recipients take out medical insurance. No additional funding is available for these costs.

What kind of information about my bank account do I have to submit? Please note that all credit transfers and standing orders are being switched over to the pan-European SEPA system. Instead of a bank sort code and account number, the Foundation requires the IBAN and BIC details. You will find the corresponding information on your account statement and possibly on your bank card. Both resident as well as foreign doctoral students are eligible to apply for a doctoral scholarship in all disciplines (except for medical degrees).

Eligibility requirements for a doctoral scholarship include outstanding academic performance during undergraduate studies as well as  proof of social engagement in the spirit of the Rosa-Luxemburg-Stiftung.

German doctoral students enrolled in a public or publicly accredited institution of higher education in Germany, the EU or Switzerland are eligible for scholarships. Foreign doctoral students enrolled in a doctoral programme at a public or publicly accredited institution of higher education in Germany are also eligible. Foreign students who plan an extended research stay outside of Germany during their doctoral studies are also eligible for this scholarship.

Doctoral Scholarship

Scholarships exclusively for completing an ongoing dissertation are not awarded. Scholarships cannot be awarded for dissertations being written part-time alongside other employment.

The doctoral scholarship is largely independent of one’s income and consists of 1350€ per month. Additional lump sum payments of 100€ to cover research costs and further health care subsidies are also available. Scholarship holders can also receive funding to cover stays abroad (for research, attending conferences, etc.).

Double funding (such as receiving two publicly funded scholarships simultaneously or receiving unemployment benefits along with the scholarship) is principally excluded.

Foreign doctoral students are only eligible for the research scholarship if they have been accepted to write their dissertation at a German institution of higher learning ( Promotionszulassung ) or are conducting research in Germany as part of their dissertation.

Research Scholarships for Foreign Doctoral Students

Eligibility requirements for foreign doctoral students (all requirements must be met):

  • Acceptance at a public or publicly accredited institution of higher learning in Germany or abroad
  • Supervision by a professor in Germany
  • Outstanding academic performance
  • Social engagement in the spirit of the Rosa-Luxemburg-Stiftung
  • High proficiency in German (proof of instruction required) – we cannot support German language courses!

If the dissertation is being written at a German university (proof of acceptance required), the maximum duration of the scholarship is two years. Further extensions can be applied for – up to two semester-long extensions, with an additional year provided to parents, in cases of illness or other significant impairments.

For applicants who have already received a scholarship from other institutions, an RLS scholarship can only provided if the previous scholarship lasted less than two years. Every previous scholarship is calculated into the overall duration, i.e. subtracted from the maximum scholarship duration of two years.

Generally speaking, no scholarships are provided to finish a nearly-completed dissertation. Scholarships alongside full-time employment are not permitted.

The length of a research stay in Germany as part of a dissertation being completed at a foreign institution (proof of acceptance required) depends on the specifics of the research stay; it can last no longer than two years. Various extensions are possible, as described above.

Private stays in one’s home country or other third countries cannot be funded.

The monthly basic scholarship consists of 1200€, a transportation lump sum of 100€, and a further lump sum of 20€.

Double funding with other public funds is not allowed, multiple scholarships will be calculated together.

The German Federation of Industrial Research Associations (AiF) orients its funds in financially assisting with activities related to the applied research and development, dedicated to, and on behalf of the Small and Medium Enterprises (SMEs). The AiF has a network of 100 industrial research associations with around 50, 000 companies dominated by SMEs, with an annual allocating budged on research and innovaton of 490 million euros.

The European Union  (EU)

The European Union (EU) is one more funding institution, allocating its budget on research and innovation activities for the entire European territory based on the Horizon 2020 strategy. Through its funds, the EU supports research projects and individual actions. The EU, through this assistance, aims to promote research, technology development and innovation.

Horizon 2020 as an especially dedicated strategy to research and innovation, attempts to promote the excellence in science – for which the EU allocated a budget of 24,6 billion. While, the EU supports the individual research and innovation actions through the programmes ERC Grants and Marie Sklodowska-Curie beneficiaries of which programmes are research institutions and junior researchers.

German companies are amongst the world’s greatest sponsors of research and innovation, with a fund allocation level of two-thirds of the overall annual research and innovation budget. Especially SMEs greatly support research and discoveries, which lead to the establishment of new marketable products. Industry, for that reason, stands close to the academic and research institutions by funding education and research activities of these institutions, having a wide network of cooperation with universities and research institutions. Noah James Awarded 2023 Conway Travel Scholarship

Congratulations to History MA student Noah James on winning the 2023 Conway Summer Travel Scholarship in German History. The Conway Travel Scholarship was endowed to UBC History by Professor Emeritus John Conway to commemorate 38 years of teaching in the Department. It is offered to Honours or Graduate students in History or International Relations, who have a keen interest in the history of Germany. 

Noah James is in his second year of a MA in history. His areas of interest include early 20 th century British Columbia and Imperial German history. For his MA thesis (a work in progress) he has done extensive research related to German investment in British Columbia and German war planning in the Pacific prior to the First World War. Prior to his graduate studies in history, Noah earned a Bachelor of Music degree in Cello Performance at the University of Ottawa. He has worked in the construction industry in the Vancouver area and as a historical researcher for the Roedde House Museum in Vancouver’s West End.

“I am extremely pleased to be awarded the Conway Travel Scholarship! It will allow me to return to Germany this summer, where I will take a German language course, perhaps at the Goethe-Institut , do more research related to my thesis and adjacent topics at several archives, and partake in German culture as I travel around the country,” says Noah.

“The generous funding will allow me to indulge more in cultural activities, perhaps by seeing a Philharmoniker concert in Berlin, or doing some wine tasting in the Baden wine district.” Though it will not necessarily make him forgo his frugal travelling habits: “taking the slow trains via the 49 Euro monthly ticket and staying in hostels are good ways to see the country and meet interesting people,” he adds.

“Beyond telling the story of non-British Europeans in making a new settler society, Mr. James’s thesis brings in historiographies about Germany and the world (Wilhelmine foreign policy), and migration studies,” writes Dr. Benjamin Bryce, Noah’s thesis supervisor. “He has already done a lot of research for his thesis but a return to Germany this summer will help add depth to the materials and arguments he has already developed while also learning more about contemporary Germany and improving his German skills.”

International Chamber Soloists is a unique group of extraordinary young string players from all over the world. Founded in 2004 by violinist Dmitri Berlinsky, the group has received high praise for its performances at home and abroad. This season, the Toronto Globe & Mail wrote: "In the best of today’s chamber orchestras, there’s no room for wimpy playing: These ensembles are muscular, agile, flexible, and out to make an impression. That’s a pretty good description of the International Chamber Soloists -- These musicians approach everything they play with an infectious alacrity…" Berlinsky’s intention was to develop a new ensemble for advanced MSU students to have an exposure to variety of string repertoire and close collaboration with experienced professional performers including some of the MSU faculty. Since then ICS developed into the professional group of musicians, which engage not only MSU graduate students. In recent years members of the major orchestras including New York Philharmonic, Boston Symphony, Detroit Symphony, Cincinnati Orchestra, and also advanced players from Juilliard and Manhattan School of Music, Curtis Institute, University of Michigan and Yale University went on tours with ICS.

International Chamber Soloists has performed numerous concerts and outreaches in Michigan, New York, Florida, Maryland, and Kansas, and has also participated at prestigious international festivals in Costa Rica and Mexico. They performed at the Fontana Arts Festival in Kalamazoo, Michigan; the San Francisco Conservatory as part of MSU Gala concert; and the Collage Concert at the Wharton Center. ICS was the ensemble in residence at the 2010 and 2013 Southampton Arts Festival in Long Island, New York. Other performances include Los Angeles; Washington D.C.; Toronto; Danbury, Connecticut; and an eight-concert Midwest tour.

Performer Bios

Dmitri Berlinsky is professor of violin and artist teacher at the MSU College of Music. He has performed in major venues such as Carnegie and Avery Fisher Halls in New York, Kennedy Center in Washington D.C., Tokyo’s Suntory Hall, Great Hall of the Moscow Conservatory, and Mariinsky Concert Hall. Berlinsky initiated the Dorothy DeLay MasterClass Series, launched in fall 2020 at MSU, featuring high-profile artists who studied with the famed pedagogue to provide a space for musicians, students, and music aficionados to learn, engage, and stay connected despite the constraints on performance and instruction during the pandemic. The 2020 slate of virtual master classes featured nearly 20 DeLay alumni including Itzhak Perlman and Midori, who came back for an in-person session in fall 2023. Berlinsky is the artistic director of International Chamber Soloists. He is the co-founder of the Juventus ProMusica concert series in New York City, providing chamber music experiences for young students alongside distinguished guest artists. Recent highlights include appearances as a soloist in Berlin Philharmonie Hall, Vienna Konzerthaus, Frankfurt Alte Opera House, Leipzig Gewandhaus, Munich Philharmonic, among others on a European concert tour “Paganini Night” with the Russian Philharmonic of St. Petersburg. In high demand as a teacher, Berlinsky has given Master Classes at numerous institutions, including: the University of South California in Los Angeles; Menuhin School in London; Manhattan School; Cleveland Institute; Temple University in Philadelphia; DePaul and Roosevelt Universities in Chicago; the Royal Conservatory and Glen Gould School in Toronto; Tel Aviv University; Eastman School of Music; China Conservatory in Beijing; and the National University of Singapore. He has served on the jury of the Paganini International Competition, Washington International Competition, Seoul International Competition, as well as the Young Concert Artists and Astral Auditions.

Alirna Korieva , originally from Uzbekistan, is currently pursuing a doctoral degree in violin performance at MSU under the guidance of the internationally acclaimed violinist Professor Berlinsky. She earned her bachelor's degree at the State Conservatory of Uzbekistan, followed by a master's degree at MSU. Korieva is a successful violin teacher at the Okemos Music Academy and Marshall Music Company. Additionally, she has performed with the Midland Symphony Orchestra, Battle Creek Symphony Orchestra, and Flint Symphony Orchestra.

Korieva’s accomplishments include winning first prize in the International Competition of Young Performers in Kazakhstan and earning the grand prix in the International Competition of Young Performers in France. She has studied under renowned violinists and worked as a violinist with the prominent central Asian ensemble for contemporary music, "Omnibus." Korieva’s artistic journey has taken her to various music festivals and theatrical productions worldwide, including Germany, Russia, Turkey, and the U.S.

Djakhangir Khaydarov won first prize in the Henri Selmer International Summer Academy and has performed in numerous national and international solo and chamber music competitions and festivals around the world, such as the FOOSA festival in California. A seasoned solo, chamber, and orchestra performer, Khaydarov has performed with several orchestras in Uzbekistan and has shared the stage with a multitude of well-known artists. Khaydarov has participated in masterclasses and studied with renowned clarinetists such as James Campbell, Guy Yehuda, Tasha Warren, Georgiy Borisov and John Holden. Khaydarov is currently pursuing a bachelor degree in clarinet performance at MSU under the tutelage of Guy Yehuda. In his free time, Khaydarov enjoys arranging music, playing piano, saxophone, and singing.

Canadian violist Meagan Turner is in demand throughout North America and Australia. Turner has served as principal violist of the New York String Orchestra Seminar, Spoleto Festival Orchestra, Tanglewood Music Centre Orchestra, and Juilliard Orchestras, and regularly performs with the Australian Chamber Orchestra. An active chamber musician, she has attended the Ravinia Steans Music Institute and has been a guest artist at Tippet Rise, the Mackay Chamber Music Festival, and has served as a guest principal violist with Sydney’s Omega Ensemble. Turner is the recipient of numerous awards, including the Rachel Elizabeth Barton Pine and Virtu Foundation career grants, and was recently named one of Canada’s “Hottest Musicians Under 30” by the Canadian Broadcasting Corporation. From 2018-2020, she held a young artists’ residency at Carnegie Hall. Turner completed her undergraduate studies at the University of Toronto and her master’s degree at The Juilliard School as a full scholarship student. She is currently pursuing a doctor of musical arts degree with Eric Nowlin at MSU.

Tung-An Chien studied at Taipei National University of the Arts with Victor Coo and has previously studied in masterclasses with Gary Hoffman, Wen-Sinn Yang, Alan Rafferty, Thomas Landshoot, Andrew Mark, Claus Kanngiesser, Tsuyoshi Tsutsumi, Kangho Lee and Henri Demarquette. As a chamber musician, she had masterclasses with Yung-Hsin Chang, Benny Kim, Lydian String Quartet, Formosa Quartet, Artemis Quartet, Miami String Quartet, Ciompi Quartet, Borodin Quartet, Marc Danel, Paul Huang and Telegraph Quartet, and won first prize at the National Student Competition of String Quartet. In the summers of 2018 and 2019, Chien took part in Formosa Chamber Music Festival, and has been an invited performer in Eslite Performance Hall.
