The major objectives of Swachh Bharat Abhiyan was to construct individual sanitary latrines for household purposes especially for the people living below poverty line, removing the trend of open defecation, changing insanitary toilets into pour flush toilets, removal of manual scavenging, proper disposal of solid and liquid wastes, bring behavioural changes among people, enhance awareness about sanitation, and facilitating the participation of private sectors towards cleanliness facilities.

People Nominated for the Swachh Bharat Campaign

First nine nominated people by the PM were Salman Khan, Anil Ambani, Kamal Hassan, Comedian Kapil Sharma, Priyanka Chopra, Baba Ramdev, Sachin Tendulkar, Shashi Tharoor and team of ‘Taarak Mehta Ka Ooltah Chashmah’ (a most famous TV series). Indian film actor Aamir Khan was invited on the launch of the mission. There were various brand ambassadors who were chosen by the PM to initiate and promote the campaign in various fields.

He also nominated some other dignitaries like Akhilesh Yadav, Swami Rambhadracharya, Mohammad Kaif, Manoj Tiwari, Deviprasad Dwivedi, Manu Sharma, Kailash Kher, Raju Srivastava, Suresh Raina etc on 8th November 2014 and Sourav Ganguly, Kiran Bedi, Padmanabha Acharya, Sonal Mansingh, Ramoji Rao etc on 25 th December 2014.

Effects of Swachh Bharat Mission

There were many positive results of the campaign. Programmes like Swachh Bharat Run, Swachh Bharat apps, Real-time monitoring system, Swachh Bharat short film, Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan were initiated and implemented to actively support the purpose of the mission.

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka and other tobacco products were completely banned by the UP CM. In order to continue and make this campaign successful, Finance Ministry of India has started a programme named Swachh Bharat cess to raise fund for this campaign.

It was urged by the government to the people to spend at least 100 hours in a year towards cleanliness in their surrounding areas or other places of India to make it a successful campaign. There are various implementation policies and mechanisms for the programme including three important phases such as planning phase, implementation phase and sustainability phase.

  • It is to bring sustainable sanitation practices by motivating communities and Panchayati Raj Institutions through the awareness programmes like health education.
  • It is to bring the dream of Bapu to come true.

Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aimed to cover almost 1.04 crore households in order to provide them 2.6 lakhs of public toilets, 2.5 lakhs of community toilets together with the solid wastes management in every town. Community toilets were planned to be built in the residential areas where availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programme in the urban areas (around 4,401 towns) was planned to be completed over five years till 2019. The cost of programmes was set, like Rs. 7,366 crore on solid waste management, Rs. 1,828 crore on public awareness, Rs. 655 crore on community toilets, Rs. 4,165 crore on individual household toilets etc.

Programmes which were targeted to be completed are complete removal of open defecation, converting unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programmes in the rural areas. Earlier the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) was established by the Government of India in 1999 to make rural areas clean however now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign was aimed to make rural areas free from open defecation till 2019 for which the estimated cost was one lakh thirty four thousand crore rupees for constructing approximately 11 crore 11 lakh toilets in the country. It planned converting waste into bio-fertilizer and useful energy forms. This mission involved the participation of gram panchayat, panchayat samiti and Zila Parishad. Following are the objectives of Swachh Bharat Mission (Gramin):

  • To improve quality of life of people living in the rural areas.
  • Motivate people to maintain sanitation in rural areas to complete the vision of Swachh Bharat by 2019.
  • To motivate local working bodies (such as communities, Panchayati Raj Institutions, etc) to make available the required sustainable sanitation facilities.
  • Develop advance environmental sanitation systems manageable by the community especially to focus on solid and liquid waste management in the rural areas.
  • To promote ecologically safe and sustainable sanitation in the rural areas.

Swachh Bharat – Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign run by the Union Ministry of Human Resource Development had aimed for cleanliness in the schools. A major programme was organized under it from 25th of September 2014 to 31st of October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathans.

Lots of cleanliness activities were held such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the class rooms, libraries, laboratories, kitchen sheds stores, playgrounds, gardens, toilets, pantry areas, etc).

The cleaning of statue in the school area, speech over the contribution of great people, essay writing competitions, debates, art, painting, film, shows, role plays related to hygiene including other many activities on cleanliness and hygiene were also conducted. It was also planned to hold a half an hour cleaning campaign in the schools twice a week involving the cleanliness activities by the teachers, students, parents and community members.

Swachh Bharat Cess

Swachh Bharat cess is an improvement in the service tax by 0.5% on all the services in India. It was started by the Finance Ministry to collect some fund from each and every Indian citizen for the Swachh Bharat Abhiyan in order to make it a huge success. Everyone has to pay extra 50 paise for each 100 rupees spent as service tax for this cleanliness campaign.

Another Cleanliness Initiative in Uttar Pradesh

Yogi Adityanath (Chief Minister of Uttar Pradesh), in March 2017, has banned chewing of paan, paan masala, gutka and other tobacco products (especially in the duty hours) in the government offices to ensure cleanliness. He started this initiative after his first visit to the secretariat annex building when he saw betel-juice stained walls and corners in that building.

We can say Swachh Bharat Abhiyan, is a nice welcome step to keep India clean and green. As we all heard about the most famous proverb that “Cleanliness is Next to Godliness”, we can surely say that Clean India Campaign (Swachh Bharat Abhiyan) will really bring godliness all over the country in few years if it is followed by the people of India in an effective manner.

So, the cleanliness activities to warm welcome the godliness have been started but it should not need to be ended if we really want godliness in our lives forever.

India, one of the fastest growing economies in the world, faces the uncomfortable truth that many people still struggle with life on the poverty line. Despite high growth rates of GDP, millions of people in India still live with inadequate sanitation and health care facilities. This paradox of India clearly outlines the deprivation of certain strata of the population leading to many social movements. A social movement is a sustained collective action over time for shared objectives and ideologies of a group to bring about changes in the existing social system. The health, sanitation and the welfare of masses are closely interlinked. It has been recognized that health is a key determinant of economic growth and better health leads to higher income which in turn leads to better health. Thus, health is a double-edged sword, if not addressed properly can work as a boomerang against the growth. For India, it becomes indispensable to tackle the issues of health and cleanliness which are fundamental components of human capital and the keys to reaping the demographic dividend. Taking the holistic view of social accountability of the government towards the deprived social classes, the Indian government has offered various policy prescriptions towards cleanliness in terms of various schemes. This book, therefore, intends to encompass such schemes with a special focus on ‘Swachh Bharat Abhiyan’, the most significant cleanliness campaign by the Government of India. Various collective Social Movements in this regard were launched including that of Mahatma Gandhi, which triggered the effective public action and highlighted the role of participatory democracy in India. In Rajghat, New Delhi, the drive for Swachh Bharat was officially launched and our Prime Minister Narendra Modi cleaned the streets himself at the launch of this mission. It is the biggest cleanliness drive of India ever, with about 30 lakh government employees, school and college students participating in the activities. 

Nine famous personalities from India were initially nominated by the Indian Prime Minister, for beginning this campaign in their respective states or areas and taking the campaign further. He asked all nine of those personalities to call on nine other individuals (such as a tree branch) to continue this series until each Indian joined the mission, as it was planned for the next 5 years.  

The purpose of the mission is to assess certain important factors for the proper sanitation arrangements in the rural and urban parts of the country. These factors include the availability of individual sanitary toilets in low-cost sanitary lavatories, hand pumps, proper bathing, hygiene, drains, soak pits, solid and liquid waste disposal. Population growth is an important factor that has to be considered for making proper sanitation arrangements. This mission also aims to promote health and hygiene literacy, environmental and personal hygiene. The Government of India initiated sanitation programs under the name 'Total Sanitation Campaign' (TSC) for this mission, earlier on 1 April 1999, but it was not as successful even after taking effect. To eradicate pollution, India is in desperate need of a cleanliness campaign like Swachh Bharat Abhiyan. It is important in terms of health and well-being for the overall development of people.

Since the majority of India's population lives in rural areas, it is a big issue to spread awareness about cleanliness. Generally, people don't have adequate toilet facilities in these regions. They go out to excrete on fields or highways. For residents, this activity causes a lot of hygiene issues. This Clean India Mission may, therefore, be of great help to improve the living conditions of these individuals. Ganga river is one of the most substantial sources of water in North India. The water of the river is considered to be unsafe for bathing as it contains 120 times the amount of permitted faecal coliform bacteria. The reason being the open defecation of excreta.

With the help of this app, anyone can view the number of toilets constructed in a particular area.

The eligible beneficiaries in rural areas who were constructing private household toilets on their own were awarded Rs. 12,000 as an incentive , which also included the water storage provisions.

The government also certified cities as ODF+ or ODF++ that have maintained proper sanitation and water supply.

The total cost of the project was estimated to be Rs. 62,009 crores, out of which the central government provides assistance of Rs. 14,623 crore. A total amount of Rs. 11,300 crore was allocated for the project in the 2016-17 Union budget, out of which Rs. 9,000 crore was for the rural areas and Rs. 2,300 crore for the urban parts of the country. The government also collected 0.5% additional tax as Swachh Bharat cess on various goods and services. An amount of Rs. 9,851.41 crore was added to the budget from the tax.

Swachh Bharat Abhiyan also sought help from the World Bank. It approved a loan of amount US $1.5 billion to support the campaign in 2015.

Swachh Bharat Mission Grameen also produced fruitful results and more than 10 crore household toilets were built. Also, more than 6 lacs villages were declared ODF. The household toilet coverage reached the perfect score of 100% as of Oct 2, 2019 which started from 38.70% in 2014.

Each year, Swachh Survekshan conducts a Swachhta survey to monitor the progress of the mission and facilitate cities and people for their outstanding determination towards cleanliness.

New Delhi; October 2, 2014: Clean India Mission or commonly known as the Swachh Bharat Abhiyan was a country-wide campaign initiated by the government of India in the year 2014 in order to eliminate the open defecation of garbage and various other pollutants hampering the environment.

The main aim behind the starting of this mission was to achieve an open defecation-free India by 2 nd October 2019, the auspicious occasion of the 150 th birth anniversary of the father of the nation, Mahatma Gandhi.

The objectives of the first phase of the mission, which lasted till October 2019, was to eradicate manual scavenging, generating awareness and bringing about a change in the mindsets of people regarding sanitation practices.

The second phase of the mission, which was to be started from 2020 to 2021 aimed at sustaining an open defecation free status and to improve the solid and liquid waste management systems.

The “Swachhagrahis” or “Ambassadors of cleanliness,” promoted indoor plumbing and community approaches to sanitation in various rural areas. Apart from spreading awareness, the government also provided a subsidy for the construction of nearly 110 million toilets between 2014 and 2019 across India.

December 1, 2019; Hyderabad: Our school organized the Swachh Bharat Abhiyan program to spread awareness on keeping our India clean on the order of our honourable prime minister Mr Modi who came up with this project. Students from all grades shared their opinions and projected how to recycle materials.

There were also shops with house decors and daily usages made from recycled products by our school students. Our school also invited an honourable GHMC governor to give a speech and hand over prizes to students. Lastly, our principal said a few words on Swachh Bharat.

The day before our program, our school conducted quiz and easy competitions to test students’ knowledge on the environment. Many participated and few Selected essays were sent to magazines.

After the program ended, we planted each plant per person on our school grounds. Later on, we went on a rally with banners and slogans to spread awareness about Swachh Bharat. Later that day, our school created a maintenance club for plants. We thank our school for giving us this opportunity to learn. We hope everyone makes our home India clean.

A Report on Cleanliness Drive Organized by a School in Dadar

November 20, 2020; Kolkata: Our school organised an Online Cleanliness Awareness Campaign under the “SWACHH BHARAT ABHIYAAN” on the occasion of Gandhi Jayanti.

Due to Pandemic, it was impossible for the schools to organise any physically involving programme, so an online programme was held. The school students were told to register in the online programme which had three different segments: Essay writing on “Sanitation and Health”; Drawing Competition on “Cleanliness Imagined and Implied”; Online Debate Competition on cleanliness and COVID-19.

 The new-age online programme was a total success. Moreover, as the programme was very engaging, some important aspects like Students’ awareness regarding cleanliness and health, their attitude towards the cleaning staff etc. were discussed at large.

The registered students were awarded Participatory Certificates, but the three significant Certificates were given to accomplished students for each section. In the end, the Principle delivered an encouraging speech and thanked the sanitization staff for their selfless work in the frontline during this COVID-19 time. It was overall a unique and different experience for all, which made us aware of the importance of cleanliness and sanitation.

September 16, 2019; Bhubaneswar : Our school celebrated Cleanliness Drive for Swachh Bharat- Swachhata Pakhwada from 1 st September to 15 th September, 2019.

Recognising the vital role of schools in spreading the awareness about Cleanliness and its implementation across the country, our school contributed by organising many events and programs.

The program began as the Director of Education, Bhubaneswar inaugurated the program by making the Swachhta Shapath.

All the members of our school participated in the Green School Drive. On Personal Hygiene Day , the importance of personal hygiene was emphasized as students, staff and teachers collectively escalated awareness among localities.

An Exhibition was conducted, where students displayed their initiatives towards waste minimization and sustainable development of the nation. Water Harvesting was also practised in the school premises to teach the importance of judicious consumption of water resources.

Essay Writing, Slogan Writing and Poster Making competitions were also held, in which the students joined with vigorous enthusiasm.

The pakhwada was celebrated successfully. The Commissioner was invited for the closing ceremony. Prizes and certificates were awarded to the participants. The Principal concluded by thanking all the coordinators for whom this event was organised smoothly.

People Nominated for the Swachh Bharat Campaign

The first nine nominated people by the Prime Minister for this campaign were Salman Khan, Anil Ambani, Kamal Hassan, comedian Kapil Sharma, Priyanka Chopra, Baba Ramdev, Sachin Tendulkar, Shashi Tharoor, and a team of ‘Taarak Mehta Ka Ooltah Chashmah’ (a most famous TV series). Indian film actor Aamir Khan was invited to the launch of the Mission. The PM chose various brand ambassadors to initiate and promote the campaign of Swachh Bharat in various fields.

He also nominated some other dignitaries like Akhilesh Yadav, Swami Rambhadracharya, Mohammad Kaif, Manoj Tiwari, Deviprasad Dwivedi, Manu Sharma, Kailash Kher, Raju Srivastava, Suresh Raina, etc. on 8th November in 2014 and Sourav Ganguly, Kiran Bedi, Padmanabha Acharya, Sonal Mansingh, Ramoji Rao, etc. on 25th December in 2014.

Effects of Swachh Bharat Mission

There were many positive results of the campaign. Many other programs like Swachh Bharat Run, Swachh Bharat apps, Real-time monitoring system, Swachh Bharat short film, and Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan were initiated and implemented to support the purpose of the Mission actively.

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka, and other tobacco products was banned entirely by the Chief Minister of Uttar Pradesh. To continue and make this campaign successful, the Finance Ministry of India has started a program named Swachh Bharat cess, according to which everyone has to pay 0.5% tax on all the services in India (i.e., 50 paise per 100 rupees), which will fund this cleanliness campaign.

‘Swachh Bharat Abhiyan’ or the ‘Clean India Mission’ should not only be the Government or the ministries; it is the responsibility of every citizen residing in the country. Achieving the goal of a clean India will never be possible until and unless we collaborate and join hands to clean our surroundings and stop others from making them dirty.

The participation and involvement of people in this campaign were huge. Also, they started showing positive results in recent times, but the most important thing is the continuation of this process. There are various implementation policies and mechanisms for the program, including three important phases the planning phase, the implementation phase, and the sustainability phase.

Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aims to cover almost 1.04 crore households to provide them with 2.6 lakhs of public toilets and 2.5 lakhs community toilets and solid waste management in every town. Community toilets have been planned to be built in the residential areas where the availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programs in the urban areas (around 4,401 towns) have been planned to be completed over five years till 2019. The costs of programs are set at Rs. 7,366 crores for solid waste management, Rs. 1,828 crores for public awareness, Rs. 655 crores for community toilets, and Rs. 4,165 crores for individual household toilets, etc.

Programs targeted to remove open defecation, convert unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among the public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programs in rural areas. Earlier, the Government of India established the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) in 1999 to make rural areas clean; however, now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign aims to free rural areas from open defecation until 2019. The estimated cost is one lakh thirty four thousand crore rupees for constructing approximately 11 crores and 11 lakh toilets in the country. There is a big plan to convert waste into bio-fertilizer and useful energy forms. This Mission involves the participation of gram panchayat, panchayat Samiti and Zila Parishad. Following are the objectives of the Swachh Bharat Mission (Gramin):

  • To improve the quality of life of people living in the rural areas.
  • Motivate people to maintain sanitation in rural areas to complete the vision of Swachh Bharat by 2019.
  • To motivate local working bodies (such as communities, Panchayati Raj Institutions, etc.) to make available the required sustainable sanitation facilities.

Swachh Bharat-Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign is run by the Union Ministry of Human Resource Development having the objective of cleanliness in the schools. A major program was organized under it from 25th September 2014 to 31st October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathan.

Lots of cleanliness activities were held, such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the classrooms, libraries, laboratories, kitchen sheds, stores, playgrounds, gardens, toilets, pantry areas, etc.).

The cleaning of statues in the school area, speech about the contribution of great people, essay writing competitions, debates, art, painting, film, shows, role plays related to hygiene including other many activities on cleanliness and hygiene were also conducted. It was also planned to hold a half an hour cleaning campaign in the schools twice a week involving cleanliness activities by the teachers, students, parents, and community members.

Swachh Bharat Cess

Swachh Bharat cess is an improvement in the service tax by 0.5% on all the services in India. The Finance Ministry started it to collect some funds from every Indian citizen for the Swachh Bharat Abhiyan to make it a huge success. Everyone has to pay extra 50 paise for every 100 rupees spent as service tax for this cleanliness campaign.

Another Cleanliness Initiative in Uttar Pradesh

Yogi Adityanath (Chief Minister of Uttar Pradesh), in March 2017, banned the chewing of paan, paan masala, gutka, and other tobacco products (especially during duty hours) in government offices to ensure cleanliness. He started this initiative after his first visit to the secretariat annex building when he saw betel-juice-stained walls and corners in that building.

We can say Swachh Bharat Abhiyan is a nice welcome step to make India clean and green by 2019. As we all heard about the most famous proverb, “Cleanliness is Next to Godliness, “we can surely say that the Clean India Campaign (Swachh Bharat Abhiyan) will bring godliness all over the country for years if the people of India follow it effectively.

So, the cleanliness activities to warm welcome godliness have been started, but they should not need to be ended if we want godliness in our lives forever. A healthy country and society need its citizens to be healthy and clean in every walk of life.
