This is also why they can feel so scary, especially for workers at the intersections of race, class, gender, sexuality, or other dimensions of diversity. Research shows us that women, people of color, and members of the queer community are punished more heavily when they make mistakes. As a result, you may feel pressure to perform perfectly, and be less averse to taking on the risk of a stretch assignment. The good news is that handling this kind of unfamiliar work is a skill that you can learn and refine — and it’s a great way to advance your career. Here’s how to get started.

  • Shift your negative self-talk. When you’re feeling overwhelmed by self-doubt, pause, and take some time to reflect. Write down all of the times that you tried something new and figured it out. This will give your mind the “evidence” it needs to prove that you’re capable of taking on challenges.
  • Get clarity. At the very start of your project, seek to gain clarity around your manager’s expectations, important deadlines, specific goals you need to hit within those time frames, and any important stakeholders you need to keep in the loop along the way.
  • Do a listening tour. Schedule meetings with each of the key stakeholders your manager named. When reaching out, explain the project you’re leading and what information you want to learn from them. Use your meeting to do three things: communicate transparently that you are not an expert in the area yet, show sincerity that you are interested in learning more about it, and give the people who are experts a chance to showcase what they know.
  • Trust your gut. Don’t let your fear of failing overcome your intuition. Write down all of the times you had a hunch to do something, but against your better judgment, you didn’t do it. Understanding Assignments

What this handout is about.

The first step in any successful college writing venture is reading the assignment. While this sounds like a simple task, it can be a tough one. This handout will help you unravel your assignment and begin to craft an effective response. Much of the following advice will involve translating typical assignment terms and practices into meaningful clues to the type of writing your instructor expects. See our short video for more tips.

Basic beginnings

Regardless of the assignment, department, or instructor, adopting these two habits will serve you well :

  • Read the assignment carefully as soon as you receive it. Do not put this task off—reading the assignment at the beginning will save you time, stress, and problems later. An assignment can look pretty straightforward at first, particularly if the instructor has provided lots of information. That does not mean it will not take time and effort to complete; you may even have to learn a new skill to complete the assignment.
  • Ask the instructor about anything you do not understand. Do not hesitate to approach your instructor. Instructors would prefer to set you straight before you hand the paper in. That’s also when you will find their feedback most useful.

Assignment formats

Many assignments follow a basic format. Assignments often begin with an overview of the topic, include a central verb or verbs that describe the task, and offer some additional suggestions, questions, or prompts to get you started.

An Overview of Some Kind

The instructor might set the stage with some general discussion of the subject of the assignment, introduce the topic, or remind you of something pertinent that you have discussed in class. For example:

“Throughout history, gerbils have played a key role in politics,” or “In the last few weeks of class, we have focused on the evening wear of the housefly …”

The Task of the Assignment

Pay attention; this part tells you what to do when you write the paper. Look for the key verb or verbs in the sentence. Words like analyze, summarize, or compare direct you to think about your topic in a certain way. Also pay attention to words such as how, what, when, where, and why; these words guide your attention toward specific information. (See the section in this handout titled “Key Terms” for more information.)

“Analyze the effect that gerbils had on the Russian Revolution”, or “Suggest an interpretation of housefly undergarments that differs from Darwin’s.”

Additional Material to Think about

Here you will find some questions to use as springboards as you begin to think about the topic. Instructors usually include these questions as suggestions rather than requirements. Do not feel compelled to answer every question unless the instructor asks you to do so. Pay attention to the order of the questions. Sometimes they suggest the thinking process your instructor imagines you will need to follow to begin thinking about the topic.

“You may wish to consider the differing views held by Communist gerbils vs. Monarchist gerbils, or Can there be such a thing as ‘the housefly garment industry’ or is it just a home-based craft?”

These are the instructor’s comments about writing expectations:

“Be concise”, “Write effectively”, or “Argue furiously.”

Technical Details

These instructions usually indicate format rules or guidelines.

“Your paper must be typed in Palatino font on gray paper and must not exceed 600 pages. It is due on the anniversary of Mao Tse-tung’s death.”

The assignment’s parts may not appear in exactly this order, and each part may be very long or really short. Nonetheless, being aware of this standard pattern can help you understand what your instructor wants you to do.

Interpreting the assignment

Ask yourself a few basic questions as you read and jot down the answers on the assignment sheet:

Why did your instructor ask you to do this particular task?

Who is your audience.

  • What kind of evidence do you need to support your ideas?

What kind of writing style is acceptable?

  • What are the absolute rules of the paper?

Try to look at the question from the point of view of the instructor. Recognize that your instructor has a reason for giving you this assignment and for giving it to you at a particular point in the semester. In every assignment, the instructor has a challenge for you. This challenge could be anything from demonstrating an ability to think clearly to demonstrating an ability to use the library. See the assignment not as a vague suggestion of what to do but as an opportunity to show that you can handle the course material as directed. Paper assignments give you more than a topic to discuss—they ask you to do something with the topic. Keep reminding yourself of that. Be careful to avoid the other extreme as well: do not read more into the assignment than what is there.

Of course, your instructor has given you an assignment so that he or she will be able to assess your understanding of the course material and give you an appropriate grade. But there is more to it than that. Your instructor has tried to design a learning experience of some kind. Your instructor wants you to think about something in a particular way for a particular reason. If you read the course description at the beginning of your syllabus, review the assigned readings, and consider the assignment itself, you may begin to see the plan, purpose, or approach to the subject matter that your instructor has created for you. Given your instructor’s efforts, it helps to answer the question: What is my purpose in completing this assignment? Is it to gather research from a variety of outside sources and present a coherent picture? Is it to take material I have been learning in class and apply it to a new situation? Is it to prove a point one way or another? Key words from the assignment can help you figure this out. Look for key terms in the form of active verbs that tell you what to do.

Key Terms: Finding Those Active Verbs

Here are some common key words and definitions to help you think about assignment terms:

Information words Ask you to demonstrate what you know about the subject, such as who, what, when, where, how, and why.

  • define —give the subject’s meaning (according to someone or something). Sometimes you have to give more than one view on the subject’s meaning
  • describe —provide details about the subject by answering question words (such as who, what, when, where, how, and why); you might also give details related to the five senses (what you see, hear, feel, taste, and smell)
  • explain —give reasons why or examples of how something happened
  • illustrate —give descriptive examples of the subject and show how each is connected with the subject
  • summarize —briefly list the important ideas you learned about the subject
  • trace —outline how something has changed or developed from an earlier time to its current form
  • research —gather material from outside sources about the subject, often with the implication or requirement that you will analyze what you have found

Relation words Ask you to demonstrate how things are connected.

  • compare —show how two or more things are similar (and, sometimes, different)
  • contrast —show how two or more things are dissimilar
  • apply—use details that you’ve been given to demonstrate how an idea, theory, or concept works in a particular situation
  • cause —show how one event or series of events made something else happen
  • relate —show or describe the connections between things

Interpretation words Ask you to defend ideas of your own about the subject. Do not see these words as requesting opinion alone (unless the assignment specifically says so), but as requiring opinion that is supported by concrete evidence. Remember examples, principles, definitions, or concepts from class or research and use them in your interpretation.

  • assess —summarize your opinion of the subject and measure it against something
  • prove, justify —give reasons or examples to demonstrate how or why something is the truth
  • evaluate, respond —state your opinion of the subject as good, bad, or some combination of the two, with examples and reasons
  • support —give reasons or evidence for something you believe (be sure to state clearly what it is that you believe)
  • synthesize —put two or more things together that have not been put together in class or in your readings before; do not just summarize one and then the other and say that they are similar or different—you must provide a reason for putting them together that runs all the way through the paper
  • analyze —determine how individual parts create or relate to the whole, figure out how something works, what it might mean, or why it is important
  • argue —take a side and defend it with evidence against the other side

More Clues to Your Purpose As you read the assignment, think about what the teacher does in class:

  • What kinds of textbooks or coursepack did your instructor choose for the course—ones that provide background information, explain theories or perspectives, or argue a point of view?
  • In lecture, does your instructor ask your opinion, try to prove her point of view, or use keywords that show up again in the assignment?
  • What kinds of assignments are typical in this discipline? Social science classes often expect more research. Humanities classes thrive on interpretation and analysis.
  • How do the assignments, readings, and lectures work together in the course? Instructors spend time designing courses, sometimes even arguing with their peers about the most effective course materials. Figuring out the overall design to the course will help you understand what each assignment is meant to achieve.

Now, what about your reader? Most undergraduates think of their audience as the instructor. True, your instructor is a good person to keep in mind as you write. But for the purposes of a good paper, think of your audience as someone like your roommate: smart enough to understand a clear, logical argument, but not someone who already knows exactly what is going on in your particular paper. Remember, even if the instructor knows everything there is to know about your paper topic, he or she still has to read your paper and assess your understanding. In other words, teach the material to your reader.

Aiming a paper at your audience happens in two ways: you make decisions about the tone and the level of information you want to convey.

  • Tone means the “voice” of your paper. Should you be chatty, formal, or objective? Usually you will find some happy medium—you do not want to alienate your reader by sounding condescending or superior, but you do not want to, um, like, totally wig on the man, you know? Eschew ostentatious erudition: some students think the way to sound academic is to use big words. Be careful—you can sound ridiculous, especially if you use the wrong big words.
  • The level of information you use depends on who you think your audience is. If you imagine your audience as your instructor and she already knows everything you have to say, you may find yourself leaving out key information that can cause your argument to be unconvincing and illogical. But you do not have to explain every single word or issue. If you are telling your roommate what happened on your favorite science fiction TV show last night, you do not say, “First a dark-haired white man of average height, wearing a suit and carrying a flashlight, walked into the room. Then a purple alien with fifteen arms and at least three eyes turned around. Then the man smiled slightly. In the background, you could hear a clock ticking. The room was fairly dark and had at least two windows that I saw.” You also do not say, “This guy found some aliens. The end.” Find some balance of useful details that support your main point.

The Grim Truth

With a few exceptions (including some lab and ethnography reports), you are probably being asked to make an argument. You must convince your audience. It is easy to forget this aim when you are researching and writing; as you become involved in your subject matter, you may become enmeshed in the details and focus on learning or simply telling the information you have found. You need to do more than just repeat what you have read. Your writing should have a point, and you should be able to say it in a sentence. Sometimes instructors call this sentence a “thesis” or a “claim.”

So, if your instructor tells you to write about some aspect of oral hygiene, you do not want to just list: “First, you brush your teeth with a soft brush and some peanut butter. Then, you floss with unwaxed, bologna-flavored string. Finally, gargle with bourbon.” Instead, you could say, “Of all the oral cleaning methods, sandblasting removes the most plaque. Therefore it should be recommended by the American Dental Association.” Or, “From an aesthetic perspective, moldy teeth can be quite charming. However, their joys are short-lived.”

Convincing the reader of your argument is the goal of academic writing. It doesn’t have to say “argument” anywhere in the assignment for you to need one. Look at the assignment and think about what kind of argument you could make about it instead of just seeing it as a checklist of information you have to present. What kind of evidence do you need?

There are many kinds of evidence, and what type of evidence will work for your assignment can depend on several factors–the discipline, the parameters of the assignment, and your instructor’s preference. Should you use statistics? Historical examples? Do you need to conduct your own experiment? Can you rely on personal experience? See our handout on evidence for suggestions on how to use evidence appropriately.

Make sure you are clear about this part of the assignment, because your use of evidence will be crucial in writing a successful paper. You are not just learning how to argue; you are learning how to argue with specific types of materials and ideas. Ask your instructor what counts as acceptable evidence. You can also ask a librarian for help. No matter what kind of evidence you use, be sure to cite it correctly—see the UNC Libraries citation tutorial .

You cannot always tell from the assignment just what sort of writing style your instructor expects. The instructor may be really laid back in class but still expect you to sound formal in writing. Or the instructor may be fairly formal in class and ask you to write a reflection paper where you need to use “I” and speak from your own experience.

Try to avoid false associations of a particular field with a style (“art historians like wacky creativity,” or “political scientists are boring and just give facts”) and look instead to the types of readings you have been given in class. No one expects you to write like Plato—just use the readings as a guide for what is standard or preferable to your instructor. When in doubt, ask your instructor about the level of formality she or he expects.

No matter what field you are writing for or what facts you are including, if you do not write so that your reader can understand your main idea, you have wasted your time. So make clarity your main goal. For specific help with style, see our handout on style .

Technical details about the assignment

The technical information you are given in an assignment always seems like the easy part. This section can actually give you lots of little hints about approaching the task. Find out if elements such as page length and citation format (see the UNC Libraries citation tutorial ) are negotiable. Some professors do not have strong preferences as long as you are consistent and fully answer the assignment. Some professors are very specific and will deduct big points for deviations.

Usually, the page length tells you something important: The instructor thinks the size of the paper is appropriate to the assignment’s parameters. In plain English, your instructor is telling you how many pages it should take for you to answer the question as fully as you are expected to. So if an assignment is two pages long, you cannot pad your paper with examples or reword your main idea several times. Hit your one point early, defend it with the clearest example, and finish quickly. If an assignment is ten pages long, you can be more complex in your main points and examples—and if you can only produce five pages for that assignment, you need to see someone for help—as soon as possible.

Tricks that don’t work

Your instructors are not fooled when you:

  • spend more time on the cover page than the essay —graphics, cool binders, and cute titles are no replacement for a well-written paper.
  • use huge fonts, wide margins, or extra spacing to pad the page length —these tricks are immediately obvious to the eye. Most instructors use the same word processor you do. They know what’s possible. Such tactics are especially damning when the instructor has a stack of 60 papers to grade and yours is the only one that low-flying airplane pilots could read.
  • use a paper from another class that covered “sort of similar” material . Again, the instructor has a particular task for you to fulfill in the assignment that usually relates to course material and lectures. Your other paper may not cover this material, and turning in the same paper for more than one course may constitute an Honor Code violation . Ask the instructor—it can’t hurt.
  • get all wacky and “creative” before you answer the question . Showing that you are able to think beyond the boundaries of a simple assignment can be good, but you must do what the assignment calls for first. Again, check with your instructor. A humorous tone can be refreshing for someone grading a stack of papers, but it will not get you a good grade if you have not fulfilled the task.

Critical reading of assignments leads to skills in other types of reading and writing. If you get good at figuring out what the real goals of assignments are, you are going to be better at understanding the goals of all of your classes and fields of study.

Students are allowed to make meaningful choices about the content or format of a class assignment.

The potential benefits of offering student choice include enhancing student engagement and motivation, increasing alignment with students’ interests and career plans, fostering intellectual curiosity and a love of lifelong learning, and encouraging students to approach assignments as a process of discovery and exploration, rather than “checking the boxes”. In my class, it also fosters inclusivity for students with a wide variety of career interests instead of focusing assignments on the most common career paths. The practice is guided by research and principles in the area of self-determination theory.

To implement the principles in self-determination theory, some instructors provide students with a “menu” of possible activities to choose from to demonstrate mastery of course objectives. That felt overwhelming to me, so I decided as a first step to incorporate student choice within my assignments.

  • Think carefully about the goal(s) of an assignment and how it helps students achieve course objectives. In my assignment, I want students to demonstrate an ability to (a) leverage prior knowledge and brainstorming techniques to identify the accounting issues present in a situation, (b) analyze and justify how accounting regulations apply to the situation, and (c) articulate ideas with clarity, conciseness, and professionalism.
  • Consider where you can offer students meaningful choice within your established goals. Rather than provide students with a standard fact pattern as a prompt, I allow students to choose a role (e.g., audit team for a large U.S. company or tax associate helping individuals prepare income taxes), a feasible situation they would face in the role, and a type of written documentation they would prepare in the role (e.g., a memo or a letter). This allows them to tailor the assignment to their interests (and perhaps future career plans) while still demonstrating their mastery of the assignment objectives.
  • Don’t allow too much choice. It would be overwhelming for students if I gave a wide-open prompt to write about a solution to any accounting issue. In addition, that level of choice might not result in students’ achieving the goals for the assignment. When I introduce the assignment, I am intentional in telling students that assignment choice can be exciting, but also overwhelming, and I offer to meet with them to process ideas.
  • Be prepared to offer thoughtful feedback. Students could be vulnerably sharing a piece of who they are with their assignment choices. An instructor responding to students’ chosen topics in a curious, positive way can further foster their desires to be lifelong learners.

Students provided the following feedback after my first semester implementing student choice within assignments:

“I liked having the freedom to choose what topics I wanted to research, I think this helped keep me engaged in class and in the work I was doing outside of class - honestly I have not stopped talking to my roommate about [chosen topic] since I started researching it…”

“I thought that it was open-ended enough to leave a lot of room for discovery which was overwhelming at first but more accurately simulates the real world.”

“I enjoyed the ability to pick perspectives and topics that align with the type of work I am interested in. With that flexibility can come the burden of having too broad of a scope to select a topic from. You are very supportive and helped me select a topic which I appreciate.”

Why Should You Use Writing Assignments in Your Teaching?

Why should you use writing assignments in your teaching? That’s an important question. Even though this is a Writing Across the Curriculum website, designed to encourage faculty to incorporate writing into their teaching, let’s be honest—there are many reasons why you might not want to assign writing in your courses. And many of those reasons have to do with limits on your time. Designing writing assignments and responding to student writing take valuable time—lots of time if you do them carefully. The larger the enrollment is in your classes, the more time responding to student papers takes. You have lots of important course content to cover, so you have limited time for building in a sequence of writing assignments and some instruction around those assignments. . . .

You also need to remember that writing assignments  take substantial time for your students to do well. And not all of your students are well prepared to succeed with the writing you assign. This list could go on; the challenges can be formidable.

Yet countless faculty—in every discipline across the university—make writing an integral part of their teaching and reap benefits from doing so. Why? Here are some of the many reasons writing is an especially effective means for students to learn.

  • Writing deepens thinking and increases students’ engagement with course material.
  • Well-designed writing assignments prompt students to think more deeply about what they’re learning. Writing a book review, for example, forces students to read more thoroughly and critically. As an old saying goes, “How do I know what I think until I hear what I say or see what I’ve written?”
  • In fact, research done by Richard Light at Harvard confirms that “students relate writing to intensity of courses. The relationship between the amount of writing for a course and students’ level of engagement—whether engagement is measured by time spent on the course, or the intellectual challenge it presents, or students’ self-reported level of interest in it—is stronger than any relationship we found between student engagement and any other course characteristic” ( The Harvard Assessment Seminars , Second Report, 1992, 25).
  • Research done by the Association of American Colleges and Universities demonstrates that writing-intensive courses are a high-impact practice in undergraduate education (George D. Kuh, High-Impact Educational Practices: What They Are, Who Has Access to Them, and Why They Matter , 2008).
  • Research done by Michele Eodice, Anne Ellen Geller, and Neal Lerner ( The Meaningful Writing Project , 2017) demonstrates that certain writing projects can be especially meaningful parts of undergraduate education.
  • Writing can improve our relationship with our students. When students write papers, we get to know them and their thinking better; they’re more likely to talk with us after class, or come to our office hours to share a draft or seek advice.
  • Writing gives us a window into our students’ thinking and learning. Through our students’ writing, we can take pleasure in discovering that students see things in course readings or discussion we didn’t see; students make connections we ourselves hadn’t made. And through our students’ writing, we also discover what confuses our students. Admittedly, we’re not always eager to discover the gaps in our students’ knowledge or understanding, but it’s our job to expand that knowledge and improve students’ thinking.
  • Writing assignments can improve our classroom discussions. By helping students keep up with readings, regular writing assignments can prepare students to participate in discussion.
  • Writing assignments provide us with an opportunity to teach students to organize ideas, develop points logically, make explicit connections, elaborate ideas, argue points, and situate an argument in the context of previous research-all skills valued in higher education.
  • Students remember what they write about-because writing slows thinking down and requires careful, sustained analysis of a subject. No matter how many years it’s been, most of us can remember some paper we wrote as undergraduates, the writing of which deepened our knowledge of a particular subject.
  • Students and professors remember what they’ve written, in part, because writing individualizes learning. When a student becomes really engaged with a writing assignment, she has to make countless choices particular to her paper: how to focus the topic, what to read, what to make the central argument, how to organize ideas, how to marshal evidence, which general points to make, how to develop and support general ideas with particulars, how to introduce the topic, what to include and what to omit, which style and tone to adopt. . . .
  • Finally, though it’s much more than this, writing is a skill—a skill that atrophies when it isn’t practiced regularly. Because learning to write well is difficult and because it requires sustained and repeated practice, we need to ensure our undergraduates write regularly, throughout the curriculum, in all majors. It’s the responsibility of all of us to ensure that students learn to think and write clearly and deeply.

I’m a well-regarded planning technician in the Community Development Department of a mid-sized city.  I’ve been in my current position for three years and have mastered most of the technical aspects of my job.  I want to move up in my department but need exposure to other elements of planning, building, and development services, plus the opportunity to develop new knowledge and skills.

I believe that I have good potential, but I worry that others don’t see what I have to offer beyond my current position. 

So, how do I start?   Should I take some courses and workshops?  What do you suggest?

The fundamental question is, how do you accelerate your development.  The best way to accelerate your growth and development is through a series of stretching job assignments coupled with helpful and candid feedback or coaching.

What is a “stretch” assignment?

A University of Michigan School of Medicine paper provided the following definition:

“A stretch assignment is a project or task given to an employee which is beyond their current knowledge or skills level in order to ‘stretch’ the employee developmentally.  The stretch assignment challenges employees by placing them into uncomfortable situations in order that they learn and grow.”

What are the benefits of stretch assignments?

For employees, a successful stretch experience can

  • Help you develop new technical and/or “soft” leadership skills.
  • Provide new knowledge.
  • Expose you to other areas of the department or other city services.
  • Develop new relationships with internal and external stakeholders.
  • Reshape other people’s perceptions of your capabilities.

For the organization, stretch assignments offer many benefits as well.  They provide

  • Low-cost employee development. Stretch assignments cost little.
  • Leadership “try-outs.” Special projects or team assignments can try out emerging leaders as formal or informal leaders.
  • Succession development. Since a wave of baby-boomer professionals and managers are retiring from local government, organizations can’t wait for people to develop. We need to accelerate development now and identify possible successors.

What are some examples of stretch projects?

As a plan checker in the Community Development Department, a stretch assignment for you could be any of the following

  • Participating in a department budget team.
  • Researching new “green” development practices.
  • Serving on a multidepartment team to develop a specific plan for a new growth area in the city.
  • Evaluating with other staff members potential vendors of new software that tracks development applications and activities.
  • Leading a small workgroup to identify best practices and make recommendations for a telework program or alternative work schedules for department staff.

What do I need to know about stretch opportunities?

Learn through doing. Both managers and their direct reports often believe that the best way to learn is to attend a workshop or class.  A seminar or class is an excellent way to develop a conceptual framework about new behavior, but it doesn’t create new behavior.  Only if you apply the material to your work does new behavior or authentic learning emerge.

Adults (as well as children) learn best through doing. A stretching job assignment immediately exposes you to new areas of knowledge and produces opportunities to learn new skills.  These kinds of special projects or team assignments accelerate your development if they are paired with feedback and coaching.  Constructive feedback helps you acknowledge mistakes or missteps and learn from them.

Seek the “sweet spot” of learning. When discussing a potential stretch assignment with your boss or others, seek the “sweet spot” of learning and development.  The sweet spot is when you have a 50-70% chance of success.  If your chance of success is only 40%, the project will tend to overwhelm you, and it will be too stressful.  With a 90% chance of success, the stretch project will be too easy, and you won’t learn anything new.

If a stretch assignment is in your sweet spot, you will be uncomfortable but not too uncomfortable.  Learning happens when you are uncomfortable but not overwhelmed or distressed.

Understand the ideal mix of development. The ideal mix of development is 70/20/10: 70% of your development activities should be learning through doing; 20% of your development should be getting coaching; and 10% should be classroom training or education.

Ensure adequate support. Before accepting a stretch assignment, you must ensure you have adequate support.  Adequate support comes in many varieties:

  • Management support, such as the community development director communicating to department staff the importance of the project.
  • Sufficient time for work on the project (this is a critical area of support).
  • Any budget monies needed for the project.
  • A good mix of people on your team if the project involves a workgroup.
  • Someone in management who can help you overcome any obstacles that arise or otherwise provide guidance and feedback.
  • Adequate decision-making authority within certain “guide-rails.”

Assuming you are offered a special project, you should negotiate adequate support before embarking on the project.

Ask key questions!  In her article " 15 Questions To Ask Before Accepting A Stretch Assignment " (Forbes. March 14, 2019) Jo Miller identified several themes, which include

Support from the top:  Always ensure that expectations are agreed on, and you have support from leadership. 

Work-life balance:  Work-life balance is important, especially in a career like local government that often requires after-hours investment of time. 

Is this something new?  When you take a stretch assignment, it's important that you stretch! If you're just adding more work of a similar level to your task list, that's only making more work. Make sure you're using new or different skills, or skills you want to brush up on, are meeting different people, or advancing the organization's goals beyond your usual scope. 

Keep one eye on the way forward:  If you set yourself up for success by answering all the questions in Jo's article, these assignments will be career-building. But, always ask if the investment if time will deliver a return, or otherwise "open more doors" in the paths ahead.

How do I secure a stretch assignment?

While your manager or another manager may approach you with a stretch project, don’t wait for someone to offer you the opportunity.  You must take charge of your own learning and career development.

Be on the lookout for opportunities

To seek out a stretch project, you must first ensure that you continue to handle your current job responsibilities successfully.  You won’t get new opportunities unless you are seen as a good performer in your current position.

Second, you must be on the lookout for new projects (and ask your colleagues to also be on the lookout for you).  Know the kinds of new challenges facing the city council, city manager, and the community development director, and keep your ears open for opportunities to participate as new initiatives begin to emerge.

Third, make it known that you’d like a stretch opportunity.  Have a development conversation with your supervisor and/or manager or other key managers inside and outside your department.  In a development conversation, you can discuss your career aspirations, new areas of knowledge or skills that you desire, new stretch assignments that may accelerate your development, and any support you may need.

Through these formal or informal development conversations, you want to “hook” the supervisor or manager on your development as an active supporter.  As part of the discussion, you should ask the manager to let you know of any new project opportunities.

To provide feedback as well as help in securing stretch opportunities, you must have support, especially from a formal or informal coach.

You should go beyond your immediate supervisor or manager who may serve as a coach.  The minimum number of coaches is 2 + 1.

For adequate coaching support, you need a formal or informal coach in your department who knows your work or the workings of the department.  You also need a coach in another city department who has a bigger picture view and a good feel for the organization and knows how things work.  These are the “2.”

In addition, you must have a coach outside the city organization who can provide advice and generally guide you.  That’s the “1.”

The coach outside your organization can suggest some involvements in professional associations in order to enhance your knowledge, skills, and network (see Career Compass #48 entitled “How Do I Benefit From a Coach?” ).

How do I maximize the stretch opportunity?

Here are some tips to leverage your stretch assignment:

1. Be an agile learner

Since you won’t be a subject-matter expert in your new assignment, be curious, ask questions, seek advice, and learn as you go.  For example, ask:

  • Why is this special project important?
  • What’s the “why” behind the effort?
  • What do we all need to learn?
  • What am I missing?
  • What else should I consider?
  • What would be a completely different approach for addressing the challenge?

2. Engage people in many conversations

Go out of your way to engage diverse people inside and outside the organization in conversation about the issue and the effort.  Listen and be open to the conversation.  By doing so, you will expand your perspectives and your network.

3. Try out new roles

As you engage in the project, try out some new roles.  For instance, if you are good at analysis, try out public speaking about the challenge and project (start in a safe environment).  Again, learning and skills-building happen when you get uncomfortable.

4. Leverage the assignment

Over-deliver if possible.  Over-delivering will get you future stretch projects and additional opportunities to learn and grow.

This is also exacerbated by many companies removing or limiting their education benefits and the amount of mobility allowance provided.

44% more white students were enrolled in Hong Kong’s public schools compared to 2013

With this trend, it is no wonder that a recent New York Times article reported that in 2018, 44% more white students were enrolled in Hong Kong’s public schools, according to the local education bureau, compared to 2013. The report noted that even as expatriate packages decline in the expensive city, prices at international schools have increased due to a growing demand by wealthy locals for international education for their children.

So, how could companies enhance that critical education benefit in their relocation policies even as they face mounting pressure to control costs? We spoke to over 50 global companies to give you a big picture of what education-related expenses are typically covered.

1 - Suitable Public Education is Still Preferred

While a vast majority (over 80%) of companies say they cover international education costs for a limited number of years in the assignment, a number of these companies say this is only provided if the public education system in the host country is deemed unsuitable. This means if companies are relocating employees to countries like the US, Britain, Canada, Australia, New Zealand, Singapore and Hong Kong where non-citizens can quickly gain a place in suitable public schools, they are likely to expect their talents to choose state education rather than the pricier international option.

Even though international or private school tuition and enrolment fees are covered by the companies we poll, a fair number of education-related costs are not. These often include the costs of books, meals, uniforms, transportation and extracurricular activities.

A primary criterion of "adequacy" is whether a child of average ability, upon completion of a grade, or its equivalent, can enter the next higher grade in a public school back in the employee’s home country. Continuity of curriculum and ease of assimilation back to the home country are also significant factors of consideration for the provision of international education. On a case-by-case basis, primarily to address language barriers, some companies cover private language lessons in the host country language to help an employee’s child better integrate into a local school.

Biden-Harris Administration Finalizes Rule Expanding Access to Care and Increasing Protections for People with Medicare Advantage and Medicare Part D

Final Rule Promotes Healthy Competition, Increases Access to Care, and Protects Enrollees from Harmful Marketing and Prior Authorization

Today, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), is finalizing policies that continue to strengthen enrollee protections and guardrails to ensure Medicare Advantage and Medicare Part D (Part D) prescription drug plans best meet the needs of people with Medicare. The Contract Year (CY) 2025 Medicare Advantage and Part D final rule builds on existing CMS policies to promote competition, increase access to care, including important behavioral health services, and protect individuals from inappropriate marketing and prior authorization.

“Competition within Medicare Advantage and Medicare Part D will provide consumers with meaningful choices among plans so they can select one that best meets their individual needs. Additional consumer protections will help people make the right decisions and get the coverage they want without hassles,” said HHS Secretary Xavier Becerra. “We know that increased competition is good for the marketplace. That’s why the Biden-Harris Administration continues to increase competition in health care and lower costs, helping build on steps the Administration has already taken as well as identify opportunities to further spur innovation.”

“CMS is continuing its commitment to ensuring that Medicare Advantage and Part D prescription drug plans remain strong, stable, and affordable for people with Medicare,” said CMS Administrator Chiquita Brooks-LaSure. “This final rule builds on Biden-Harris Administration efforts to strengthen consumer protections so that people with Medicare can more easily choose the Medicare coverage options that are right for them.”

CMS is taking bold action to expand enrollee protections and taking unprecedented steps to address predatory marketing of the Medicare Advantage and Part D programs. Establishing a set amount a plan can compensate an agent or broker will protect Medicare Advantage and Part D plan enrollees, and prospective enrollees, from anti-competitive steering, to help these individuals find the plan that best suits their needs rather than being steered into options based on financial incentives to agents and brokers from insurance plans. Such steps align with the goals of President Biden’s historic Executive Order on Promoting Competition in the American Economy . In addition, CMS is codifying a provision prohibiting personal beneficiary data collected by Third Party Marketing Organizations (TPMOs), for marketing or enrolling a person into a Medicare Advantage or Part D plan, from being shared with another TPMO unless prior express written consent is given by the Medicare enrollee.

CMS is also requiring that Medicare Advantage plans include an expert in health equity on their utilization management committees and for the committees to conduct an annual health equity analysis of the plans’ prior authorization policies and procedures. This action will identify any disproportionate delay or denial of access to needed care for enrollees who have a disability or limited income and resources. The final rule also promotes access to behavioral health providers and services for people with a Medicare Advantage plan to help ensure they can receive essential treatments for mental health and substance use disorders. It expands network adequacy evaluation requirements to a new outpatient behavioral health specialty type, which includes marriage and family therapists and mental health counselors who are now able to bill under Original Medicare, as well as addiction medicine clinicians, opioid treatment providers, and other behavioral health practitioners providing psychotherapy or medication for substance use disorder.

Additionally, the rule finalizes new guardrails for certain types of supplemental benefits, available only to chronically ill enrollees, to ensure that these supplemental benefits offered by a Medicare Advantage plan meet the health needs of people with Medicare by being supported by evidence. The rule also requires Medicare Advantage plans to send a mid-year, personalized communication to their enrollees about accessing unused supplemental benefits. These actions ensure that the large federal investment of over $65 billion per year of taxpayer dollars in supplemental benefits will meet enrollee needs and will not be used just for marketing.

CMS is also finalizing greater flexibility for Part D plans to substitute, more quickly, lower cost biosimilar biological products (biosimilars) for their reference products so that enrollees may have faster access to equally effective, but potentially more affordable, drug treatment options.

“In my travels around the country, I always hear from Medicare enrollees that Medicare can be confusing and access to accurate, unbiased, actionable information is vital — whether it’s about enrollment or how to access services,” said Dr. Meena Seshamani, CMS Deputy Administrator and Director of the Center for Medicare. “This final rule builds on the bold actions we took last year to improve access to care and address predatory marketing, strengthening the Medicare program and improving the lives of the people we serve.”

Social Security Benefits to Change for People in One State Under New Bill

T he Missouri Senate on Friday passed a bill to end the state's practice of seizing Social Security benefits from foster children, a move aimed at ensuring the funds serve the children's future needs rather than offsetting the state's foster care costs.

Over the last five years, Missouri has withheld roughly $28.2 million from Social Security benefits—funds earmarked for children with disabilities or those orphaned—according to data cited by the Missouri Independent , to refund the state for expenses incurred by its agency.

Sponsored by Republican state Representative Hannah Kelly and state Senator Holly Thompson Rehder, the bill aims to realign the funds toward addressing the "unmet needs" of vulnerable youths, such as housing and preparation for their transition out of foster care.

"That is not taxpayer money coming in," Kelly said in a House debate prior to the bill's passage. "That is literally money that is taken in the form of [survivors' benefits] payments that children are owed because they have lost their parents."

Newsweek reached out to Kelly and Thompson Rehder by email for comment on Friday afternoon.

The legislation, which passed 29-1, is expected to take effect on August 28. According to the bill's text, the law specifically prohibits the Children's Division from utilizing a child's Social Security, or Veterans Administration (VA) benefits for routine foster care costs. Instead, it allows the funds to be used for the child's additional needs not covered by the state, such as educational expenses, housing or transition support to adulthood.

Additionally, the bill requires the Children's Division to identify eligible children for the benefits within 60 days of entering state custody and to apply on their behalf, ensuring that benefits are secured as quickly as possible.

It also mandates that the accounts holding the child's benefits comply with federal and state asset and resource limits, which will protect the child's eligibility for other forms of aid.

The legislative action addresses years of concerns regarding the state's practice of withholding millions of dollars from foster children. The Missouri Independent said other states, including Arizona, New Mexico and Oregon, have passed similar legislation over the last year.

According to a Congressional Research Service report issued in November of 2021, roughly 27,000, or 5 percent of all foster youth in the U.S., qualify for Social Security benefits due to a disability or death of a parent. The Missouri Independent estimated that about 1,200 children in the state were eligible.

In fiscal year 2018, 38 states along with the District of Columbia used roughly $179 million in benefits designated for children in foster care to cover the costs of their care. The practice ignited a debate among child advocates, policymakers and child welfare professionals.

Critics, according to the report, argue that funneling the benefits to reimburse foster care expenses deprives the children in foster care of resources intended for their benefit. They say the approach burdens the children with the cost of their own care and prevents them from saving for future needs like education or housing.

Conversely, proponents maintain that the funds are being used responsibly to provide immediate necessities, including food and shelter, akin to parental support . They warn that without the ability to use the benefits, child welfare agencies might reduce efforts to identify eligible children, potentially causing them to miss out on financial support that could continue into adulthood.

Still, according to Kelly, Missouri's legislation takes concrete steps to protect and prioritize the financial security of foster children. She said in a late January hearing that legislators in the state have a responsibility to safeguard the funds for the children's future.

A life event is a change to person data or a scheduled event that can potentially result in an enrollment opportunity. For example, a change to a person’s assignment, marriage, the birth of a child, and so on. Life events determine when a participant can make or change benefits elections.

Some unrestricted events can provide virtually perpetual opportunity. Use life events to determine when a participant can make or change benefits elections.

Using Life Event Types

The following table describes the four categories of life event types with examples.

Creating and Editing Life Events

Life events are date effective. To avoid errors, check and adjust the session effective date before you create or update life events. Use the Manage Life Events task in the Plan Configuration work area to:

Create explicit life events of type Work or Personal.

Update existing and predefined life events.

You can configure these settings:

Type. Select a type when you create a life event.

General information, such as:

Name, description and short identifiers

Override and global indicators

Additional information, such as:

Occurred date

Temporal detection rule

Timeliness period evaluation

Related person and self-assigned indicators

For explicit life events, configure the table and column changes that trigger the event:

Create data changes in advance and add them as person or related person data changes.

Create the data changes when you create or edit the life event.

Associating Scheduled and Explicit Events with Benefits Objects

You must associate scheduled and explicit life events with benefits objects and configure enrollment period, coverage, and other details. Use the Enrollment step of program or plan configuration.

Enrollment Setup Considerations

In the Enrollment step when you create or edit a benefits object, ensure that you:

Check the session effective date before updating enrollment.

Select the appropriate hierarchy level at the top of the enrollment step.

Use the correct tab for the scheduled or explicit life event type.

Select the event on the tab before configuring the enrollment period, coverages, and other details.

Processing Life Events

To determine enrollment opportunities, participation processing evaluates the life event against eligibility requirements and other configuration of the associated benefit object.

You can evaluate participation using:

Batch processes in the Evaluation and Reporting work area

Processing tasks for individual participants in the Enrollment work area

Temporal processing options on the life event and in participation processing parameters

Reporting on Life Events

To view life events by status, use one of these resources:

Participant Enrollment Results report in the Reports and Analytics work area. Click More .

Configurable report on the Life Events tab in the Evaluation and Reporting work area. Search by specifying the event status and other report parameters.

Outside the Staten Island Ferry terminal in Lower Manhattan on Wednesday night, the wind was howling as broken umbrellas blew across South Street like urban tumbleweeds.

But, inside the former ferry building that houses Cipriani South Street, Tracee Ellis Ross looked right at home standing on a stage welcoming guests to the New Museum’s Spring Gala.

The “black-ish” actress twirled to reveal a sky-blue bodysuit — which looked a little like a swimsuit — under a black-and-blue sleeveless dress.

“I wanted to wear something worthy of the artistic celebration at hand,” she later explained of the outfit, a hand-painted creation by Francesco Risso for Marni.

As the annual spring ritual of courting New York’s patrons kicks into gear, Ms. Ross, the evening’s host, was one of more than 500 artists, philanthropists and other notables from the cultural world who stood and sipped at the event, which honored the artists Mickalene Thomas and George Condo . The night raised $2.1 million for the New Museum , which will be temporarily closed until 2025 for an expansion that will nearly double its exhibition space.

Guests included Leonardo DiCaprio , who slipped in quietly during cocktail hour with his art adviser, Ralph DeLuca, to congratulate Mr. Condo, a friend of his; the photographer Cindy Sherman ; and the artist Jeff Koons .

They mingled with museum leaders, among them Max Hollein , the director and chief executive of the Metropolitan Museum of Art; Anne Pasternak , the director of the Brooklyn Museum; and Thelma Golden , the director and chief curator of the Studio Museum in Harlem.

Ms. Thomas, who is known for her large-scale acrylic paintings of Black women in states of leisure, said she was recently inspired by her fellow artists, among them Derrick Adams , Mark Bradford , Lauren Halsey , Simone Leigh and Kehinde Wiley .

All of them are working to “create platforms and experiences that empower communities to make a positive impact on society,” she said.

After cocktails, attendees moved into the Great Hall for a live auction and dinner — burrata with grape tomatoes, and salmon with leek sauce — followed by a musical performance from the singer-songwriter Deon Jones.

After a couple of songs, some attendees began streaming for the exit, while others approached the purple-and-green stage and danced rather than face the rain.

MoMA Black Arts Council Benefit

On Thursday evening, as the rain passed and the sun emerged, art-world fixtures again gathered, this time at the Museum of Modern Art in Midtown for a Black Arts Council benefit.

The group, founded in 1993 by Agnes Gund , David Rockefeller Jr. and Akosua Barthwell Evans, helps to acquire pieces by Black artists for the museum. It also supports exhibitions of work by Black artists and facilitates opportunities for Black artists and professionals at MoMA.

“What’s impressed me about the group is the commitment to open up art so that everyone would feel comfortable coming to the museum,” said Dr. Barthwell Evans, adding, “the commitment to not having the museum be a barrier, but welcoming.”

This year’s benefit, which drew about 250 people and raised around $500,000, honored the artist Glenn Ligon and the scholar and lawyer Sherrilyn Ifill, who is currently a scholar in residence at MoMA.

In the lobby of the museum, attendees chatted over cocktails. Glenn Lowry , the director of MoMA, greeted the artist Linda Goode Bryant . Ms. Golden stood with Mr. Ligon, near Gayle King, the broadcast journalist, and Scott Rothkopf , the director of the Whitney Museum of American Art.

Around 8 p.m., the crowd moved upstairs for a dinner featuring burrata with fennel and halibut with spring vegetables.

“Evenings like this are about celebration, about recognizing how everyone in this room contributes to such an amazing cultural ecosystem here in New York,” Mr. Lowry said during a speech onstage. “Black Arts Council is, of course, integral to the work we do.”

Dinner was followed with a performance by Cautious Clay & the Community — known for dreamy R&B songs — and a dessert buffet with mini doughnuts, banana pudding and confetti cake.
