The ozone layer, a fragile shield of gas, protects the Earth from the harmful portion of the rays of the sun, thus helping preserve life on the planet.

The phaseout of controlled uses of ozone depleting substances and the related reductions have not only helped protect the ozone layer for this and future generations, but have also contributed significantly to global efforts to address climate change; furthermore, it has protected human health and ecosystems by limiting the harmful ultraviolet radiation from reaching the Earth.

Montreal Protocol: fixing the ozone layer and reducing climate change

This year Ozone Day is held under the theme Montreal Protocol: fixing the ozone layer and reducing climate change. Today, we celebrate the achievements of the Montreal Protocol on Substances that Deplete the Ozone Layer. This year’s theme highlights and reiterates the positive impact of the Montreal Protocol on ozone layer recovery and reducing climate change. Especially emphasizing the Kigali Amendment, which through the phase-down of hydrofluorocarbons (HFCs) and improved efficiency in the cooling sector, will provide additional climate mitigation benefits. The UNEP Ozone Secretariat has prepared a social media package in six languages, including cards, videos, and suggested messages, available on this Trello board .

A number of commonly used chemicals have been found to be extremely damaging to the ozone layer. Halocarbons are chemicals in which one or more carbon atoms are linked to one or more halogen atoms (fluorine, chlorine, bromine or iodine). Halocarbons containing bromine usually have much higher ozone-depleting potential (ODP) than those containing chlorine. The man-made chemicals that have provided most of the chlorine and bromine for ozone depletion are methyl bromide, methyl chloroform, carbon tetrachloride and families of chemicals known as halons, chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs).

Vienna Convention for the Protection of the Ozone Layer

The scientific confirmation of the depletion of the ozone layer prompted the international community to establish a mechanism for cooperation to take action to protect the ozone layer. This was formalized in the  Vienna Convention for the Protection of the Ozone Layer , which was adopted and signed by 28 countries, on 22 March 1985. In September 1987, this led to the drafting of The Montreal Protocol on Substances that Deplete the Ozone Layer.

Montreal Protocol

The principal aim of the  Montreal Protoco l is to protect the ozone layer by taking measures to control total global production and consumption of substances that deplete it, with the ultimate objective of their elimination on the basis of developments in scientific knowledge and technological information. It is structured around several groups of ozone-depleting substances. The groups of chemicals are classified according to the chemical family and are listed in annexes to the Montreal Protocol text. The Protocol requires the control of nearly 100 chemicals, in several categories. For each group or annex of chemicals, the Treaty sets out a timetable for the phase-out of production and consumption of those substances, with the aim of eventually eliminating them completely.

The timetable set by the Protocol applies to consumption of ozone depleting substances. Consumption is defined as the quantities produced plus imported, less those quantities exported in any given year. There is also a deduction for verified destruction. Percentage reductions relate to the designated base-line year for the substance. The Protocol does not forbid the use of existing or recycled controlled substances beyond the phase-out dates.

There are a few exceptions for essential uses where no acceptable substitutes have been found, for example, in metered dose inhalers (MDI) commonly used to treat asthma and other respiratory problems or halon fire-suppression systems used in submarines and aircraft.

In 1994, the United Nations General Assembly proclaimed 16 September the International Day for the Preservation of the Ozone Layer, commemorating the date of the signing, in 1987, of the Montreal Protocol on Substances that Deplete the Ozone Layer ( resolution 49/114 ).

Implementation of the Montreal Protocol

Implementation of the Montreal Protocol progressed well in developed and developing countries. All phase-out schedules were adhered to in most cases, some even ahead of schedule. Attention focused initially on chemicals with higher ozone-depletion potentials including CFCs and halons. The phase-out schedule for HCFCs was more relaxed due to their lower ozone-depletion potentials and because they have also been used as transitional substitutes for CFCs.

The HCFC phase-out schedule was introduced in 1992 for developed and developing countries, the latter with a freeze in 2015, and final phase-out by 2030 in developed countries and 2040 in developing countries. In 2007, Parties to the Montreal Protocol decided to accelerate the HCFC phase-out schedule for both developed and developing countries.

Universal ratification

On 16th September 2009, the Vienna Convention and the Montreal Protocol became the first treaties in the history of the United Nations to achieve universal ratification.

Kigali Amendment

The Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer reached agreement at their 28th Meeting of the Parties on 15 October 2016 in Kigali, Rwanda to phase-down hydrofluorocarbons (HFCs).

World Ozone Day commemorates 35 years of successful ozone layer protection

The World Meteorological Organization (WMO) joins the rest of the international community in marking World Ozone Day on 16 September. It highlights the importance of safeguarding the Earth’s protective ozone layer and shows that collective action, guided by science, is the best way to solve major global challenges. 

The adoption of the  Montreal Protocol on Substances that Deplete the Ozone Layer  35 years ago marked a turning point in environmental history. The Protocol has become a symbol of what global cooperation can achieve if people unite and work together to protect the environment.  

On this thirty-fifth anniversary, we will remember how the Montreal Protocol ended one of the biggest threats ever to face humanity: the depletion of the ozone layer. When the world found out that man-made chemicals used in aerosol sprays and cooling were creating a hole in the sky, they came together.  

Because the ozone layer filters most of the harmful ultra-violet radiation from the sun, this action has protected millions of people from skin cancer and cataracts. It allowed vital ecosystems to survive and thrive. It slowed climate change: if ozone-depleting chemicals had not been banned, we would be looking at a catastrophic global temperature rise of an estimated 2.5°C by 2100.  

A  recent study  also estimated that without the Montreal Protocol ban on CFCs, less carbon would have been absorbed and stored in plants, vegetation and soil – Earth’s carbon sink – which might have led to an additional increase of 0.5 - 1ºC of global warming. 

The work on climate is far from done, however. Under the Kigali Amendment, which came into force in January 2019, nations have committed to phase down hydrofluorocarbons (HFCs) – potent greenhouse gases often used as replacements for the banned ozone-depleting substances in refrigerators and air-conditioners. Global compliance with the Kigali Amendment could avoid up to 0.4°C of global temperature rise by the end of the century.  

As the world grows hotter and the demand for cooling rises, we need to ensure that future cooling technologies are sustainable. The Protocol and its Kigali Amendment promote the adoption of climate-friendly and energy-efficient cooling technologies. This will potentially lead to additional climate and other benefits. For instance, by making cold chains more sustainable and available, food loss and waste would be reduced, further decreasing carbon emissions, as well as increasing food security. 

On this World Ozone Day, we celebrate the achievements of the Montreal Protocol: The Protocol that, through global cooperation, protected all living things, now and into the future.  

The most recent WMO and UN Environment Programme Scientific Assessment of Ozone Depletion, issued in 2018, concluded that the measures under the protocol will lead to the ozone layer on the path to recovery and to the potential return of the ozone in the Arctic and Northern Hemisphere mid-latitude ozone before the middle of the century (2035) followed by the Southern Hemisphere mid-latitude around mid-century, and Antarctic region by 2060. A new scientific assessment is due to be published later this year.

It is not only a molecule having a pungent smell, it is the protective layer around the earth, the layer which protects the earth from different hazardous gases and attacks of bursting stars in space. Scientists proved that fission reactions are continuously taking place in the sun and other stars. If the chemicals, gases, and other reaction products directly reach the earth, it will be very dangerous for the safety and survival of the earth. Mainly, the ozone layer protects the earth from ultraviolet rays, which are very hazardous for the earth. Ozone is therefore a very protective layer for the earth.

But unfortunately, due to exceeded use of chlorofluorocarbons in our daily life. The main sources of chlorofluorocarbons are refrigerators and air conditioners. These chlorofluorocarbons are responsible for the gradual depletion of the ozone layer. Scientists have observed a hole in the ozone layer which is alarming for the world.

So to create awareness and to acquire environmentally friendly techniques to reduce the use of chlorofluorocarbons, the UN general assembly proposed to celebrate world ozone day, this decision was taken in 1994, and since then world ozone day is celebrated every year on 16th September. This day is celebrated worldwide on national and international levels. Governments of different countries conduct awareness programs and ceremonies to spread the use of environmentally friendly and ozone protective products. Different programs are also conducted in schools and colleges to teach young ones how to protect our world. Different activities are managed by the teachers to develop awareness in students, so they can learn the use of environmentally friendly and ozone protective techniques.

Scientists and researchers proved that the use of Hydrofluorocarbons in place of Chlorofluorocarbons is less dangerous, according to research; hydrofluorocarbons have zero ozone depletion potential. Scientists have also observed that ozone depletion level has been lowering since the use of hydrofluorocarbons instead of chlorofluorocarbons.

People should also take measures to save this world, otherwise, this will end soon. Let promise yourself on this coming world ozone day that you will not perform any such activity which will be the reason for ozone depletion.

World Ozone Day – 16th September

World Ozone Day is celebrated on 16th Sep to highlight the dangers of depleting the ozone layer of the atmosphere. This gas covers the atmosphere and acts as a shield to the world from penetrating the sun’s harmful ultraviolet radiation to the earth’s surface. These harmful rays are reflected back to the space by the ozone layer for the sake of living being. Rowland and Mario Molina in 1973 established that industrial chemicals called chlorofluoro Carbons (CFCs) were eating away the upper ozone layer. The CFCs are pumped into air conditioners and refrigerators and leaks out directly into the air A CFC is transparent, which means it doesn’t absorb visible radiation and doesn’t rain out because it is insoluble in water. Thus it is inert. But when it reaches into the stratosphere, the upper part of the atmosphere, it encounters a different kind of solar radiation of energetic ultraviolet rays that is absorbed by the ozone layer. Thus an ozone hole, called black hole is created. Through this whole, ultraviolet radiation can enter into the earth’s surface and a number of hazards might take place. Scientists speculate that many types of diseases may occur.

Thus in 1989, the United States and the 12 nation European community agreed to try to get a total ban on CFCs.

Hence by observing the Ozone Day, we became cautious and knew the importance of ozone layer enriching our atmosphere.

This year’s theme is “A Healthy Atmosphere-the Future We Desire.” Since 1995, the International Day for the Preservation of the Ozone Layer has been observed on September 16th. The United Nations General Assembly chose this date in its resolution to commemorate the signing of the Montreal Protocol in 1987. The ozone layer is a natural part of our atmosphere. It acts as a sun screen by blocking the sun’s harmful ultraviolet rays. Certain chemicals, such as CFCs, HCFCs, and halons, have been shown to deplete the ozone layer. These can cause holes to form in the layer and allow more UV rays to reach the earth’s surface. As a result of ozone depletion, the earth’s temperature will rise, glaciers will melt, cancerous diseases will spread, ocean levels will rise, and many other effects will occur.

Our Queen Azhi Jetsun Pema, Bhutan’s ozone diplomat, is still working hard to ensure that the ozone layer is well protected. As a result, in order to fulfil Her Majesty’s dream of protecting the ozone layer, there are numerous and simple ways in which we can save our ozone layer. Avoid purchasing and using CFC-containing aerosols and sprays. Avoid the use of ozone-depleting fire extinguishers. Choose a CFC-free refrigerator or air conditioner. Use alternative modes of transportation such as buses, bicycles, or simply walking or carpooling. Follow the 4Rs policy at home and school: reduce, reuse, refuse, and recycle. Purchase energy-saving devices and bulbs.

We can all do our part to protect the environment. Before we demand that politicians implement policies to protect the ozone layer, let us start doing something for the environment ourselves.

Finally, let us make the well-known phrase “Any long journey begins with a first step” a part of our daily lives as we work to create a sustainable planet.

To honor veterans, work for peace and the truth

Brooklyn: As a Vietnam veteran, I remember each day of service and the oath given to serve our country. My service in Vietnam during 1967-1968 brings constant memories. It is not only what occurred in Vietnam but the days after, and what I have learned.

My belief is that the opposite of conflict is peace, and countries must strive for peace without physical aggression. Our country is democratic with the principles of equality and liberty. We help other countries with the same belief that freedom and human rights are paramount.

Today is National Vietnam War Veterans Day, to remember the service of all and their outcomes of death and health issues before our exit (in 1973) and after.

The division between North and South in Vietnam found China supplying the North with troops and supplies, and the Soviet Union (Russia) supplying tanks and heavy weapons (missiles). The U.S. and its allies assisted the South over many years. I have learned from the Pentagon Papers (via Daniel Ellsberg), which exposed that the American public was misled and the war was extended. This was at a cost of thousands of military and civilian deaths.

My respect is for all veterans, our military, our Veterans Administration, and especially the generation of World War II, and the unity in service of our military, civilians and allies. The goal needs to be reaching peace at home and worldwide. Louis Cohen

Trenton, N.J.: President Biden’s singling out business aviation in the State of the Union address and White House budget unfortunately paints an important productivity-enhancing tool negatively with a broad brush. Companies use small aircraft because they offer clear functional advantages, helping to transport tools, personnel and supplies, travel to otherwise inaccessible locations, quickly alter travel plans, facilitate team collaboration during travel and maximize operations. Business aircraft support virtually every industry and sector in our country, including agriculture, construction and food production. General aviation supports $247 billion in economic impact nationally; 57% of business aviation serves small companies with 500 or fewer employees. Companies utilizing business aviation outperform their counterparts in asset efficiency, shareholder value and overall growth. Analyses span various company sizes, ownership structures and global presence, but reach similar conclusions. Unfortunately, the targeting of business aviation by the White House plays off of lazy stereotypes. Michael Egenton

Manhattan: Hate crimes not only inflict physical and emotional harm but undermine the social fabric of our society. Yet the recent opinion piece by attorney Ron Kuby (“ Hating Albany’s new hate crimes ,” op-ed, March 26) defended and gave license to what we are seeking to deter in New York. Among the more stunning claims is that people draw swastikas to identify the Nazis among us. This is false, offensive and destructive. The Nazi symbol is intended to intimidate and display hate against Jews. Rather than justifying acts of antisemitic hate crimes — which in January and February saw a 60% increase in New York City over the same period in 2023 — we must stand up to them. The proposed expansion of eligible hate crimes is co-sponsored by more than two dozen elected officials and has the support of faith and community-based organizations across New York. Eric S. North Massapequa, L.I.: In a Daily News article and editorial (“ Can-lord ,” March 24) about a slumlord who has been skirting the law since 2021 or longer, I have a solution: Get state Attorney General Letitia James and Judge Arthur Engoron to work on the slumlord issue. James took almost four years to get Trump. Can you imagine if she had the same four years to get these slumlords? They are both going to have the time since the Trump case is winding down. Farmington, Maine: Re “Rate of serious dog bite injuries in US rising” (March 24): I am and have been a proud owner of German Shepherds for most of my life. When I came across the story, the first thing that crossed my mind was The News’ stereotypical use of the breed’s photo for the article. After reading the story, I wondered why a small-breed dog’s photo wasn’t used. We all know that a dog is as good as its handler. Many small dogs are the first to nip a person or even bigger dogs. My area is mostly populated by small dogs and a large percentage of them respond negatively to my dog as we walk down the street. My dog backs off and waits for them to approach to be friendly. Nine out of 10 times, the meeting is amicable. Repetitive positive correction and a dog will learn proper behavior. John N. Honas

Not Just One Day of the Year

“Good Friday is not just one day of the year,” Fr. Richard John Neuhaus writes in “ Death on a Friday Afternoon. “  “It is a day relived in every day of the world, and of our lives in the world.”

​ This taste for and ability to draw out the paradoxical quality of Christian belief marked out Lutheran minister cum Catholic priest Neuhaus as a kind of successor to Chesterton. A man who was comfortable wrestling with public policy and the world of politics, Fr. Neuhaus always made it clear that such things were “second things.” The journal he founded, edited, and   wrote (about a third of each issue was made up of his words in the back of the magazine and often in the middle, too) was titled   First Things   to signal that its emphasis would be not on the political horse races, the details of the bills and regulations, or the (increasingly smokeless) back rooms where the deals were made. Instead, it would be dedicated to literary, historical, philosophical, and theological realities.  

​ This year marks the fifteenth since his passage from this life. I’ve often wondered what he would make of the   increasingly strange times we live in.   I suspect he would not be terribly surprised. Though he liked to say that “A merica is, as it always has been, an incorrigibly, confusedly, and conflictedly Christian society , ”   his last book was titled   American Babylon .   A man   very   aware of   the movement of his own time , he certainly saw the difficult ies   coming, but   he emphasized in that volume that he was calling America Ba bylon “ not by comparison with other societies but by comparison with that radically new order sought by all who know love’s grief in refusing to settle for a community of less than truth and justice uncompromised . ”   No matter how bad or good things are   at a given moment, the glory that attends   this country and ,   indeed , this whole world will always be mixed up with that “utter defeat.”  

​ This   is why   those meditations in the earlier book, Death on a Friday Afternoon   (2000),   are   so powerful.   They refuse to take away the paradoxical character of Christian faith. Like all of Fr. Neuhaus’s writings, they may well include things we might think wrong, but, if so, it is because they deal with those first things that are the highest things.   As I read this book for the first time this Lent, I reflected that if h is reach   sometimes   exceeded his grasp,   that is itself meritorious. Like St. Paul, he is writing about Christ crucified, a situation St. Paul called “a stumbling block to Jews and folly to Gentiles” and yet is “the power of God and the wisdom of God.” The message throughout Fr. Neuhaus’s volume is not to hurry our way through Good Friday on to Easter as if it were “simply the dismal but necessary prelude to the joy of Easter” but see it instead as “the drama of the love by which our every day is sustained.”  

W e   Christians   are an Easter people, as St. Augustine liked to say.   “ Alleluia ”   is indeed our song. But that loving praise to God will always be, in this life, faithful and hopeful. Faith is the assurance of what is not seen, while hope is the desire for what faith promises . If we are an Easter people, we are also a Good Friday people, one for whom the power of Christ’s Resurrection is giving us the ability to follow behind him, take up our own crosses, and imitate him. “Christ plays in ten thousand places,” Gerard Manley Hopkins tells us. Our own lives become a theater in which that divine drama, played out when Pontius Pilate was governor, becomes present to the world in every ag e thereafter .

“Good Friday is not just one day of the year,” Fr. Neuhaus tells us. “It is a day relived in every day of the world, and of our lives in the world.” Some Christians object to the crucifix, the image of Christ on the Cross, because Christ is risen. But that image is so central not only because it   reminds us of what redemption cost the Son of God made Man; it is central because it reminds us of the price that the free grace of redemption costs us. For to accept the free gift of eternal life means to be made like Christ—people who will follow the Father’s will wherever it leads, even death on a cross. “The truth is that Good Friday forms the spiritual architecture of Christian existence ,” Fr. Neuhaus tells us.   “It is by this world, this world at the cross, that reality is judged.”

This world tells us that our sins are nothing, really. They don’t matter. Yet the one who dies, asking forgiveness for those who “know not what they do,” shows us that our sins do matter because we matter. “Spare me the sentimental love,” Fr. Neuhaus says, “that tells me what I do and what I am does not matter.” Our sins have separated us, “sundered” us, from the source of life and love. The Cross tells us that   God thought that distance from us was worth something, that he wanted us to be “at one” with himself.  

In what does that atonement consist? Fr. Neuhaus   doesn’t claim to explain how it happened. But he   spends some time looking at modern theories that have been proposed. Liberal versions that wish to get rid of the notion that Jesus is a sacrifice have simply offered us something that is not Christianity. Paul Tillich’s notion that the “Christ event” simply communicated the message that we are all “accepted” by God i s , says Fr. Neuhaus, “finally another form of positive thinking.” On the other hand, versions of a “substitutionary atonement” often speak as if   Christ’s sacrifice is something “God   did   to Jesus.” A much better way to think about this is to think of Christ not simply as our “substitute” but our “representative” and remember that the Trinity is not simply a collective working together but the one God whose love is from first to last.  

The entire plan is love from beginning to end, and the fullness of God—Father, Son and Spirit conspiring together to save us from ourselves. At the Father’s command, the Son freely goes forth in the power of the Spirit to become one of us. On our behalf, as   Representative Humanity, he lives the life of perfect obedience that Adam—and all of us “in Adam”—failed to live. And he completes that life by dying the perfect death.

​ In the place where even God seemed hopeless, we find the grounds of our hope: forgiveness for those who know not what they do, his promise of paradise for a thief, his giving of Mary and John to each other, his cry of dereliction, his thirst, his declaration of completion, and his commendation of his Spirit to his Father.

The story of Jesus, especially the part about the Cross,   is the strangest story of all time, yet ,   “ [t] hat it embraces every strangeness is testimony to its truth.” Unlike some books of “meditations,” Fr. Neuhaus’s stretches 260 pages.   Even at that, he admits, there are countless avenues that could have been explored. His book is an “exploration into mystery,” by which he means not “a puzzle, as in a murder mystery” but “an adventure into wonder, with each wonder that we encounter leading on to the next and greater wonder.” That is as it should be.  

I recommend Fr. Neuhaus’s book for next Good Friday. Or, frankly, any time. For the Cross involves all time. But Christians don’t even need that book to reflect. Even to read today the passages in which those immortal words spoken by one experiencing mortality is to enter into that mystery, to hear again words of life uttered in the face of death, and know that they must somehow become the words of any who call themselves Christian and take up their own crosses.   Christ’s Cross is indeed empty,   but he wishes us to take it up ourselves .   Paradoxically, this sacrifice of the   self is the only way to gain our own identities. As Fr. Neuhaus puts it, “the only definition of the self to be trusted is the self that is on the far side of being crucified.”

Police Fatally Shoot Queens Man Who Brandished Scissors, Officials Say

The victim’s brother contradicted aspects of the police account of the shooting and said his mother had been restraining her son when officers fired their guns.

A 19-year-old man who was in mental distress and called 911 seeking help was fatally shot by the police in his Queens home on Wednesday after, officials said, he threatened officers with a pair of scissors and they opened fire.

But the man’s brother, who witnessed the shooting, contradicted aspects of the police account of events, saying his mother was restraining her son when he was shot and insisting that the officers had not needed to fire their guns.

The man, Win Rozario, was declared dead shortly after the shooting, which occurred around 1:45 p.m. in his family’s second-floor apartment on 103rd Street in Ozone Park, police officials said.

John Chell, the Police Department’s chief of patrol, said at a news conference that the shooting took place after two officers answering a 911 call about a person in mental distress went to the apartment, where the situation became “quite hectic, chaotic and dangerous right away.” The police believe Mr. Rozario placed the 911 call, Chief Chell said.

When the officers tried to take Mr. Rozario into custody, he pulled the scissors out of a drawer and “came toward” the officers, the chief said. Both officers fired their Tasers at Mr. Rozario and appeared to have him subdued, Chief Chell said.

“But a mother, being a mother, came to the aid of her son to help him, but in doing so she accidentally knocked the Tasers out of his body,” the chief said. At that point, Mr. Rozario picked up the scissors and came at the officers again, the chief said.

“They had no choice but to defend themselves, discharging their firearms,” Chief Chell said.

He did not say how many times Mr. Rozario had been shot. Mr. Rozario’s family said it was six times. The entire episode was captured by officers’ body-worn cameras, the chief said. The footage was not immediately released.

Mr. Rozario’s 17-year-old brother, Ushto Rozario, contradicted the police account in an interview. He said his mother had been holding his brother in her arms throughout the encounter.

“As my mother was still hugging him, they shot him with the Taser,” he said. “So they shot him with the Tasers, and my brother didn’t really go down. So one of the cops pulled out a gun and shot him as my mother was still hugging him .”

He said the shooting was unnecessary.

“First of all, it was two police officers against him,” he said. “And my mother was already holding him, so he couldn’t really do anything.”

He added: “I don’t think a scissors is threatening to two police officers.”

Mr. Rozario was the third person in New York to be fatally shot by the police in the past two months. In February, officers shot a man in the Arverne section of the Rockaways who, officials said, pointed a BB gun at the officers who were responding to a 911 call of shots being fired. Last week, officers in Brooklyn fatally shot a man who, law enforcement officials said, had himself been firing at a mugger who was running away.

Francis Rozario, Ushto and Win’s father, said that the family had immigrated to New York from Bangladesh 10 years ago and that Win’s dream was to join the U.S. military. His plans had been held up, however, by a delay in the family’s obtaining their green cards, which the elder Mr. Rozario said had been approved last year.

Ushto Rozario said his brother, who graduated from John Adams High School in Ozone Park two years ago, had been depressed recently, and his father said Win had been hospitalized briefly last year with mental health problems.

Nelima Afroze, who, with her family, owns the house where the shooting occurred and lives in the first-floor apartment, said the Rozarios had moved in about four years ago and had been good tenants who were quiet and always paid their rent on time.

“I never had any problem with them,” Ms. Afroze said.

Kenneth Clark, a retired Fire Department shop worker who lives two doors away from where the shooting occurred, said he was in his car in front of a nearby church waiting for a parking space to become available when he saw a police squad car pull up around 1:30 p.m.

The officers went into the apartment building “and the next thing you knew you heard some loud arguing and then a shot, and then in a minute or two later you heard three or four more shots,” Mr. Clark, 70, said.

In an effort to reduce the potential for 911 calls involving mental health crises to escalate into violent encounters with the police, New York City started a pilot program in spring 2021 under which mental health professionals and emergency medical workers respond to a portion of such calls in a small number of police precincts.

Officials say the program has been effective, and it has been expanded to more precincts since then but is still not citywide. The 102nd Precinct, where Mr. Rozario was shot, is among the precincts where it is not in place.

Donovan Richards, the Queens borough president, said in a statement that Mr. Rozario’s death was “further proof that all levels of government” must move with urgency to “dramatically increase our investments in all-encompassing mental health services.”
