There is a strategic shift in addressing the question of why to include citizens in an increasingly information driven society towards how to make the inclusion in more relevant way. The abundance of new information and communication technologies (ICT) has transformed the global economy. From education and social inclusion to careers and politics, societies are increasingly networked; participation in an information - driven society necessitates access to technology and the motivation to use it. However, there are increasing concerns that differences in technology access and use have an impact on social inclusion, educational outcomes, and learning. Boosting digital participation, or e- inclusion, has become the aim of policy decisions, but how best to accomplish this goal remains uncertain. E - Inclusion has been conceptualized in many different ways. In the 1990s, the concept of a “digital divide” emerged, focusing on whether or not people had access to computers and the Internet. Looking at this global demand the democratic nation of India started showing its concerns for encouraging social inclusion in digital education and digital world. The recent political economy of Digital India Campaign is hence an extension of the dream of shifting the traditional classroom environment learning to digital learning. But in a nation like India this has to do with many socio, cultural and economic handicaps. It is quite evident that the major issues of digital divide and exclusion i.e. access to Computer knowledge and Internet infrastructure still shows a significant gap in technology uses between regions in India. Therefore, in this paper it is aimed to discuss about the issues of social inclusion in e – learning in India and the responses of Indian state in an analytical framework. The paper will adopt a historical analytical method to analyze the data collected from secondary sources like book, article, e-resources and government reports.

North Eastern Region (NE Region) of India has attracted attention of the government of India since two decades for overall development of the region. The deposition of ETD’s by the universities of Kerala into Shodhganga is counted in this article. Data for the study were extracted from Shodhganga as on 10th May 2019. The analysis revealed that out of 18 universities in Kerala, 7 universities contribute to Shodhganga ETD repository with a total of 10105 theses. University of Kerala and Mahatma Gandhi University with 2974 and 2769 theses respectively were the top universities to deposit RTD’s onto the repository. The study is useful to know the number of universities which are in line with the ‘UGCMinimum Standards & Procedure for Award of M.Phil. / Ph.D. Degree, Regulation, 2009’ which mandates uploading of electronic versions of theses into the Shodhganga repository for the benefit of the scholars in particular and the taxpayers across the nation in general.

Dishonesty in academic writings is not a new phenomenon, came through ages since the invention of printing press and earlier. Now it has grown in the age of internet due to easy availability and accessibility of online information and making copying from another source becomes easy without being of much intellectual involvement. The University Grants Commission and other apex bodies in India currently more serious to protect plagiarism in the doctoral theses, one such regulation issued recently in 2016 examine the plagiarism practices in the doctoral theses producing annually more than 27000 doctoral theses. (Figure is high if we extrapolate different statistics and reports) The regulation titled “UGC minimum standards and procedure for award of M.Phil. and Ph.D. degree regulation 2016” ‘stated that universities should develop a mechanism of well-developed software and gadget to detect plagiarism and other forms of dishonesty in theses and issue a certificate to check the originality vouching that there is no plagiarism” (UGC,2015). However, this regulation adequately not clear the idea that what is no plagiarism probably indicates that it ranges between zero to 15 % if measured globally and scholars have to maintain this boundary by proper use of citation. American Psychological Association (APA) citation standards one such well-recognized citation style for referencing the sources used is well-known among the Indian scholars, However, findings of this study reveals Those scholars are not well familiar with explicit APA rules especially the direct quotes for borrow ideas in the theses is a major reason for high plagiarism percentage in the doctoral theses.

There had been developmental changes in the society because of its dynamic nature. In view of this, the traditional method of discharging responsibilities in most fields of human endeavour is gradually going into extinction and thus, the need to move along with times. The paper discusses changing trends in LIS research and focus on analytical study of brochures of seminar, conferences and workshops of library and Information sciences. The study attempts to trace the research trends in library and information science in India. Seminar conferences and workshops are important sources of information for LIS research as well as for various application activities. The analysis of state, national, regional and international seminar, conferences and workshops organized by the Indian Institutions and other Organization in LIS field shows that most of the seminars , conferences , workshops deliberations have been conducted on modern trends in Library and Information Science (LIS) based subjects rather than the conventional LIS subjects or the core LIS subjects. With the advancement of Information and Communication Technology (ICTs) and its applications in library activities and services leads to determine the future trends in LIS education and research which have been noticed since the 1990s onwards.
