CMU Portugal Program announced 2023/2024 call for PhD scholarships
The Carnegie Mellon Portugal Program (CMU Portugal), supported by Fundação para a Ciência e Tecnologia (FCT), will have an OPEN CALL between February 15 and March 31, 2023, under the “Affiliated Ph.D. Programs” . This initiative is addressed to students who wish to study at a Portuguese University with a research period at Carnegie Mellon University (CMU) up to one year.
The 12 scholarships available for the 2023/2024 academic year will be granted in the following CMU Portugal selected research areas:
- Computer Science,
- Electrical and Computer Engineering,
- Engineering and Public Policy,
- Human-Computer Interaction,
- Language Technologies,
- Software Engineering.
The grants are available on a competitive basis and will fully support the tuition fees at Portuguese universities, plus provide a monthly stipend for up to 4 years. Financial support will also be guaranteed during the research period at CMU. After the successful Ph.D. conclusion, the candidates will be awarded their Ph.D. degree by the Portuguese Host Institution.

The admissions period will be open from February 15 at 12:00 (GMT) to March 31, 2023 at 12:00 (GMT).
The CMU Portugal Coordination Office will host on March 2nd at 2pm (Lisbon time) an Info Session to clarify all doubts about this Call. To attend please fill in this online form .

Técnico Open Day 2024
On April 20, Instituto Superior Técnico will host the Técnico Open Day 2024, at the Alameda Campus. The event will consist of a science fair, guided visits, and interaction with members of the IST community.

Summary: The 2024 edition of the Técnico Open Day will count with over 60 activities within the science fair, guided visits to the campus, including teaching and research laboratories, and contact with professors, researchers and students from IST. The event will be an opportunity to hold an interactive exhibition, displaying more than 40 research and innovation projects, and allowing all attendees to become more familiar with the School and its initiatives.
EV4EU will be part of the Open Day “Science Fair”, representing the project at the INESC-ID info stand from 10am to 5pm. Project researchers Cindy P. Guzman and Larissa Montefusco will be at the Info booth to share with visitors an overview of the project, its main goals and latest developments. Under the title “Electric Vehicles Management for Carbon Neutrality: Discover how Electrical Vehicles can contribute to the fight against climate change”, the EV4EU team will focus on explaining how can EV4EU plan solutions, and support the massification of electrical vehicles while contributing to the decrease of carbon emissions and global warming.

OLISSIPO Lecture: “Bioinformatics Infrastructure in Bielefeld and in Germany” by Jens Stoye (Bielefeld University)
On April 22, the OLISSIPO project will host the online lecture: “Bioinformatics Infrastructure in Bielefeld and in Germany” by Jens Stoye (Bielefeld University).

Summary: “The German Network for Bioinformatics Infrastructure (de.NBI) has been set up in 2015 as a distributed infrastructure, coordinated at Bielefeld University. In addition, it forms the German node of the European Life Science Infrastructure for Biological Information (ELIXIR). Initially based on temporary project funding, since 2022 the project receives permanent support via Forschungszentrum Jülich, a member of the Helmholtz Association of national research centers in Germany. The de.NBI network provides comprehensive bioinformatics tools and services, bioinformatics training through a broad range of workshops and courses, cloud computing resources for academia in Germany and transfer of expertise between academia and industry. It consists of 24 partners, including the “de.NBI Resource Center for Microbial Genome Research in Biotechnology and Medicine at Bielefeld University” (MicroGenUniBi). MicroGenUniBi ensures the operation of the de.NBI cloud site at Bielefeld University which involves the installation and maintenance of hardware components, the configuration of software and the (re-)certification of the cloud infrastructure. Furthermore, MicroGenUniBi provides services in microbial bioinformatics and offers training courses introducing to the usage of these services on a regular basis. Currently, provided services cover the areas of pangenomics, metagenomics, metaproteomics and multiomics, classical bioinformatics software solutions, e.g. for alignment, comparative genomics and RNA structure prediction, and the web-based software “BIIGLE” for collaborative bioimage and video annotation. MicroGenUniBi works in close collaboration with the German National Research Data Infrastructure (NFDI) and the initiative for the establishment of centralized research data competence centers, in particular for cloud technologies.”
Short Bio: Jens Stoye received his PhD degree (1997) in Bioinformatics from Bielefeld University, Germany. After postdoctoral positions at the University of California at Davis (1997-1998) and the German Cancer Research Center in Heidelberg (1998-2001), he became head of the Algorithmic Bioinformatics group at the Max Planck Institute for Molecular Genetics in Berlin (2001-2002). Stoye has been a full professor for Genome Informatics back at Bielefeld University since 2002. His research interests are in algorithms for bioinformatics, genome-scale sequence analysis, metagenomics and comparative genomics. In 2017, he also became a member of the board of directors of the Center for Interdisciplinary Studies (ZiF), Bielefeld University’s Institute for Advanced Study. Since 2023 he has been ZiF’s Executive Director.
Educational Workshop on Responsible AI for Peace and Security (UNODA)
On June 6 and 7, The United Nations Office for Disarmament Affairs (UNODA) and the Stockholm International Peace Research Institute (SIPRI) are offering a selected group of technical students the opportunity to join a 2-day educational workshop on Responsible AI for peace and security.
The third workshop in the series will be held in Porto Salvo, Portugal, in collaboration with GAIPS, INESC-ID, and Instituto Superior Técnico. The workshop is open to students affiliated with universities in Europe, Central and South America, the Middle East and Africa, Oceania, and Asia.

Summary: “As with the impacts of Artificial intelligence (AI) on people’s day-to-day lives, the impacts for international peace and security include wide-ranging and significant opportunities and challenges. AI can help achieve the UN Sustainable Development Goals, but its dual-use nature means that peaceful applications can also be misused for harmful purposes such as political disinformation, cyberattacks, terrorism, or military operations. Meanwhile, those researching and developing AI in the civilian sector remain too often unaware of the risks that the misuse of civilian AI technology may pose to international peace and security and unsure about the role they can play in addressing them. Against this background, UNODA and SIPRI launched, in 2023, a three-year educational initiative on Promoting Responsible Innovation in AI for Peace and Security. The initiative, which is supported by the Council of the European Union, aims to support greater engagement of the civilian AI community in mitigating the unintended consequences of civilian AI research and innovation for peace and security. As part of that initiative, SIPRI and UNODA are organising a series of capacity building workshops for STEM students (at PhD and Master levels). These workshops aim to provide the opportunity for up-and-coming AI practitioners to work together and with experts to learn about a) how peaceful AI research and innovation may generate risks for international peace and security; b) how they could help prevent or mitigate those risks through responsible research and innovation; c) how they could support the promotion of responsible AI for peace and security.”
2023 Call for MPP2030-FCT PhD Grants

The MIT Portugal Program is pleased to announce the opening of a call to award 10 (ten) MPP2030-FCT Research Grants in the strategic area of the MPP of Climate Science & Climate Change.
The call was open between February 22, 2023 and March 22, 2023, 5 pm (Lisbon time).
The MPP2030-FCT PhD Grants finance the carrying out of research activities leading to obtaining the academic Doctor degree in Portuguese Universities, under exclusive dedication.
The research activities leading to obtaining the academic Doctor degree must be within the framework of the strategic research area of MPP of Climate Sciences and Climate Change. Furthermore, it may have a link to other strategic areas of MPP, namely Earth Systems: Oceans to Near Space ; Digital Transformation in Manufacturing ; Sustainable Cities; and in Data Science.
*The MPP2030-FCT PhD Grants will lead to the academic Doctor degree in Portuguese Universities and do not result in an MIT degree*
This call is hosted under the MIT Portugal Partnership 2030 and the grants to be awarded are FCT PhD Scholarships. Therefore, these scholarships follow the Research Fellowship Holder Statute , in the FCT Regulation for Research Studentships and Fellowships .

All individuals who satisfy the requirements specified in the FCT Regulation for Research Studentships and Fellowships (RBI), in the Research Fellowship Holder Statute (EBI) and in the Notice of the Call may apply to the 2023 Call for PhD Studentships. Therefore, before you start to prepare your application, read these documents carefully. You may also wish to consult the list of FAQs.

Evaluation Process
Proposals will be evaluated by evaluation panels specifically set up for this call, involving experts of acknowledged experience and scientific merit. Applications will be graded using scores from 0 (0,00 minimum score) to 20 (20,00 maximum score), for each of the following three criteria:
A. Merit of the applicant; B. Merit of the work plan; C. Merit of the hosting conditions.
The relative weights of these criteria are 40%, 40%, 20% respectively. Applicants will be ranked according to the weighted average of the scores for each three criteria.

Can I apply to this call, even if I did apply to FCT’s 2023 Call for PhD Grants? Yes, you can apply to both as these are non-exclusive calls. Please remember that you need to be focusing on the strategic research area of MPP of Climate Sciences and Climate Change for this specifc application. Furthermore, it may have a link to other research areas of MPP.
Do I have to be enrolled in a doctoral program to apply for this scholarship? No. Nonetheless, the applicant needs to guarantee (s)he meets the requirements to enroll in a PhD Program.
Can I apply if I am already in my 2nd year of doctorate? Yes. As long as the thesis plan needs to be within the strategic areas of the MIT Portugal.
Does this scholarship guarantee that I can spend a season at MIT (Boston, USA)? While this does increase the likelihood of being able to study for a period at MIT, it is not guaranteed that you will be selected for that particular Institute.
If I have such a scholarship, what obligations do I have to the MPP? All MPP2030-FCT PhD Grant holders will have to participate in activities developed by MIT Portugal, as well as respond to the requests addressed to them by the Program (e.g., information requests) that aim for example at monitoring the student’s individual process.
Are the grants paid by the MIT Portugal Program? The MPP2030-FCT PhD Grants are paid by the FCT. All grantees will sign a Grant contract with FCT. The MPP2030-FCT PhD Grants comply with the Research Fellowship Holder Statute , in the FCT Regulation for Research Studentships and Fellowships.
Can I apply only with the request for recognition of foreign academic degrees? As stated in the call notice, for foreign degrees, it is essential, under penalty of not being admitted to the call, to attach the register of recognition of academic degrees awarded by foreign higher education institutions and register of the respective final classification conversion to the Portuguese classification scale, or, alternatively, the candidate’s declaration of honor on how he obtained the recognition of the foreign degree equivalent to a graduate or master’s degree until the end of the application period.

CMU Portugal: Call for applications for 12 Ph.D scholarships 07/02/2022
From February 15th to March 31st 2022 , the CMU Portugal and the Fundação para a Ciência e Tecnologia (FCT), will have an open call for up to 12 Ph.D Scholarships for the 2022/2023 academic year, under the "Affiliated Ph.D. Programs". The selected candidates will be hosted by Portuguese Universities and benefit from a research period at Carnegie Mellon University in Pittsburgh for up to one year.
The "Affiliated Ph.D. Programs" will offer Ph.D. scholarships in selected cutting-edge areas of Information and Communication Technologies (ICT) in any Portuguese University, in the following CMU Portugal related areas: Computer Science, Electrical and Computer Engineering, Engineering and Public Policy, Human-Computer Interaction, Language Technologies, Robotics and Software Engineering.
The scholarships are available on a competitive basis and will fully support the tuition fees plus provide a monthly stipend for up to 4 years, including financial support during the research period at CMU. After the Ph.D. conclusion, candidates will be awarded one degree granted by the Portuguese Host Institution.

Portugal: 23 PhD scholarships in any field of research at the University of Aveiro (UAveiro)
The University of Aveiro (UAveiro) opens a competition for the award of twenty-three (23) research scholarships, hereinafter referred to as the Research Scholarship for PhD, in any field of knowledge , under the FCT Research Scholarship Regulation (RBI) and the Research Grant Statute (EBI).
The grants will be funded by the Foundation for Science and Technology (FCT), under the Collaboration Protocol in the scope of the ECIU University for the funding of Research Grants for PhD, celebrated between FCT and the University of Aveiro, on the 21 July 2021.
The ECIU University is a pilot project funded by the European ERASMUS program under the action «Knowledge Alliances / European Universities», which aims at promoting "transnational partnerships that will become the universities of the future, by promoting European identity and values and revolutionizing the quality and competitiveness of European higher education”.
APPLICATION SUBMISSION
The competition is open between 20 January and 23:59 (Lisbon time) and 19 February 2023 .

Each candidate may submit only one application, under penalty of cancellation of all applications submitted.
The provision of false declarations or the performance of acts of plagiarism by the candidates is grounds for cancellation of the application without prejudice to the adoption of other measures of a sanctioning nature.
To apply for the Doctoral Research Scholarship, it is necessary to:
- Hold a BSc or master degree.
- Not having benefited from a PhD or doctoral fellowship in companies directly funded by FCT, regardless of its duration.
- Not to hold a Doctor's degree.
- Reside permanent and habitually in Portugal on the start date of the work plan period abroad, if the work plan proposed for the scholarship includes a period in foreign institutions (mixed scholarships), a requirement applicable both to national and to foreign citizens.

Applying for a higher education study grant
The purpose of grants is to provide support to students with limited financial resources so that they can pay the costs of higher education. Grants are awarded for the entire academic year and are paid monthly, usually in 10 instalments.
Grants for doctorates are awarded by the Foundation for Science and Technology (FCT). See the FCT Grants page for more information .

Who can applying for a higher education study grant?
Students in public or private higher education.
What are the documents and requirements to applying for a higher education study grant?
To apply, you will need to know the following details of all the persons in your household:
- tax identification number (NIF);
- Social Security Identification Number (NISS);
- the bank account (current and savings accounts) balances on 31st December of the calendar year preceding the start of the academic year for which you want the grant, plus the value of other movable property (savings certificates, shares, bonds, pension savings plans, etc.).
The persons in your household do not need to have a Portuguese TIN. If someone in the household has a foreign TIN, when you fill in the form you should indicate the country of that foreign TIN. You will need to use a two-letter code for the country (e.g. France = FR, Spain = ES). You can consult the list of codes on the Online Browsing Platform at iso.org.
You will also need your IRS tax return for the calendar year preceding the start of the academic year for which you want the study grant (if you submitted a return in that year).
If your household has its own permanent home (HPP)
- your municipal property tax (IMI) return or the legal description of the property used as your household’s own permanent home (if the household owns an HPP).
If the members of your household live in a rented property (with or without a rent subsidy) or social housing
- the rental agreement and, if applicable, proof of the rent subsidy or social housing
You must also have proof of the IBAN, identifying the holder of the account into which you wish the grant to be paid, should you be awarded one. If the student is a minor, the IBAN indicated could be, for example, that of his or her parents.
Requirements
To be eligible for a higher education grant, you must fulfil the following requirements: ? comply with the conditions relating to nationality or legalised residency status in Portugal; ? be enrolled in a higher vocational technical course (CTESP), a bachelor’s degree, integrated master’s or master’s degree, equivalent to at least 30 ECTS (European Credit Transfer and Accumulation System) credits; ? not hold a diploma or degree equal to or at a higher level than that for which you are applying for a grant; ? after the first year, continue to comply with the conditions for use and the maximum number of enrolments; ? the total annual income of the household must be less than EUR 11.049,89; ? the value of the household’s movable property must be less than EUR 115.303,20; ? be up to date with all your tax and social security obligations.
Special conditions for students who work For students who work and students with an occasional income earned during holiday periods, the total income limit is EUR 12.569,89. Special conditions for a humanitarian emergency situation Certain students are not subject to the annual minimum income levels: ? students in a humanitarian emergency situation coming from Syria, ? Afghan refugees, ? students under temporary protection coming from Ukraine. In such cases, students may be entitled to the maximum grant, which is EUR 5.981,73.
What is the price to applying for a higher education study grant?
It is free of charge.
What is the deadline for applying for a grant?
The study grant application must be submitted by the following deadlines: ● between 25 June and 30 September; ● within 20 working days after enrolment, when the student enrols after 30 September; ● within 20 working days following the issue of proof of commencement of a traineeship, for those undertaking a professional traineeship.
If you apply for a grant at the same time as you apply for a place in a higher education establishment (up to the date of placement) and receive family allowance in brackets 1, 2 or 3, you will find out whether you have been awarded a grant when you are given a place on a course. At the same time, you will also be informed of the provisional amount that has been allocated. You will only receive the grant if you enrol on the course and once your situation has been verified.
You can also apply for a grant during the academic year, between 1 October and 31 May. In this case, the amount of the grant is calculated pro rata to the amount for 1 year, taking into account the period between when you applied and the end of the academic period or traineeship.
If you are finishing your bachelor’s degree this academic year and starting your master’s degree the following academic year, you must apply for a grant by the following deadlines: ● between 25 June and 30 September; ● within 20 working days after enrolment, when enrolling after 30 September.
How applying for a higher education study grant?
Grant applications can only be made online. During the application process, you will need to upload some documents. Go to the student’s restricted area on the DGES website , enter your login details (user code and password) and submit the application.
If you have any queries, consult the applicant’s guide and frequently asked questions . You can also see the results of your applications in the restricted area of the website.
I f you applied for a study grant in a previous year Use the same login details you used in previous years. If you cannot remember your login details, you can retrieve the user code and/or password from the DGES website .
If you have applied for higher education this year ? If you stated that you wanted to apply for a grant in your higher education application, use the link included in the email notifying you of the receipt of your application. ? If the link does not work or you have not received any login details to apply for the grant, you can obtain the login details by entering your personal information on the DGES website . ? If you are unable to obtain your login details in any of these ways, contact the Social Action Services (SAS) or Social Action Office of the higher education institution you are attending and ask for the user code and password. You will need to produce your Citizen Card.

International Student Scholarships by the University of Coimbra
For Undergraduate (Baccalaureate) and Integrated Master programmes:
Merit Scholarship for Undergraduate Programmes
The University Coimbra will partially exempt students of the tuition fee for some according to the grades obtained by the student, starting from the 1st year of his/her studies at UC and throughout his/her programme.
These Scholarships will be granted to the International Students with the best grades in each Faculty, according to the established quota.
The total quota of Merit Scholarship for Undergraduate Programmes is 200.
If the student´s admission score is equal to or above 160 points, the amount of the scholarship received will range between 1000 EUR and 2000 EUR.
Strategic Support Scholarship for Undergraduate Programmes
For some programmes (defined every year) the University of Coimbra will grant a scholarship of 2000 EUR in the first year of the programme to students who applied to and were admitted in relevant study areas in terms of employment and qualified training.

Extraordinary Merit Scholarship for Undergraduate Programmes
The University of Coimbra will exempt highly merited students whose admission grade is equal to or above 180 points (not rounded off) and who prove to lack financial means to proceed their studies on the whole amount of the tuition fee.
If the student fulfils the conditions foreseen by the Regulation, he/she can apply to the Extraordinary Merit Scholarship for Undergraduate Programmes.
The number of scholarships and the application conditions will be soon be published in the announcement (Edital).
If the student fulfils the conditions foreseen by the Regulation, he/she can apply for the Extraordinary Merit Scholarship for Undergraduate Programmes: “To apply for the Extraordinary Merit Scholarship for Undergraduate Programmes the student must submit the documents listed in the Announcement (Edital), namely the documents that prove the lack of minimum social-financial means and an Academic Progress Project at the University of Coimbra and University Extension” (Article 4, point 9).
Master Programmes (2nd Cycle)
If the student wants to apply for a Master Programme at UC
He/she can apply for the Scholarship for Promotion of Scientific Research and Output for Master Programmes, which enables the exemption of 2000 EUR in tuition fees.
If the student applies for and is admitted in a Master Programme at UC and benefits from the 2000 EUR scholarship, this amount will be paid in each academic year or semester, according to the situation, until the student finishes the programme (according to the total number of academic years or semesters of the programme in question, on a full time regimen).
These scholarships intend to encourage qualified research and internationalization progress at the University of Coimbra.
Other supports
Besides the above-mentioned scholarships, the University of Coimbra also grants International Students access to indirect social support facilities (such as canteens, residences, children care, medical services) and access to PASEP – Social Support Programmes to Students by Part-time Activities.
PASEP aims to support underprivileged students by the following means: providing meal vouchers for SASUC (Social Action Services of University of Coimbra) catering services; partial exemption of the accommodation costs at SASUC student residences, or partial exemption of tuition fee of the programmes in which the student is registered.

Apart from the above-mentioned scholarships, the University of Coimbra also recognizes student´s merit through the following mechanisms:
Merit Framework for International Students at UC
1. Merit Framework for 1st year International Students – the 5% of the best International Students admitted and registered in the 1st year, for the 1st time, in the Undergraduate Programmes of Integrated Master programmes of UC are acknowledged by entering the Merit Framework for 1st year International Students.
2. Merit Framework UC - UC annually grants the Diploma of Academic Excellency and ensures entries in the Merit Framework of UC to the 5% best national, national equivalent and international students in Undergraduate, Integrated Master and Master programmes for their academic performance at the University of Coimbra, per organic unit and per programme (Regulation of Prizes and Scholarships for the students at University of Coimbra, No. 685-A/2019).
Diploma of Distinction for International Students of University of Coimbra
This Diploma is granted in a public ceremony to students whose admission score is equal or above 18 points at the UC.
Diploma of Excellency
This Diploma is granted in a public ceremony to students whose final score of Master Programmes is equal or above 18 points, when they conclude the Master Programme at UC.
Best Doctorate Thesis
The Best Doctoral Thesis Prize targets national, national equivalent or international PhD holders at UC, whose scientific output during the course of the programme stands out by recognizing the quality of the Doctorate Thesis.
This is an annual Prize consisting of the public granting of the Scientific Merit Medal and the Diploma of Best Doctorate Thesis at UC defended in the previous civil year, in a certain scientific area or interdisciplinary field (Regulation of Prizes and Scholarships for the students at University of Coimbra, No. 685-A/2019).

Who can become an International Student Ambassador at UC?
Students who have been granted one or more of the scholarships or prizes mentioned above.
How does it work?
International Student Ambassadors take on the task of promoting the University of Coimbra in foreign countries, as well as presenting UC initiatives for integration, civic intervention and intercultural promotion.
How is this activity recognized?
The activity of an International Student Ambassador is registered in the student’s Diploma Supplement and awarded at an annual public ceremony.
What are the other benefits?
International Student Ambassadors will also have free access, under certain conditions, to a non-degree online course, as an extra training option. This is highly relevant to the student´s academic and professional curriculum.

The CMU Portugal Affiliated Ph.D. Programs Initiative , launched for the first time in the 2021/2022 Academic year, offers Ph.D. scholarships in selected cutting-edge areas of Information and Communication Technologies (ICT), related to the scope of the CMU Portugal Program.
The Affiliated Ph.D. Program will be entirely hosted by a Portuguese University, with a research period at Carnegie Mellon up to 1 year . Upon the Ph.D. conclusion, candidates will be awarded a degree by the Portuguese host University.
The Affiliated Ph.D. Programs (Programas de Doutoramento Afiliados) initiative has the objective of strengthening the collaboration between Portuguese higher education institutions and Portuguese companies through a strong partnership with Carnegie Mellon University.
Scholarships will be granted in the following CMU Portugal related areas:
- Computer Science,
- Electrical and Computer Engineering,
- Engineering and Public Policy,
- Human-Computer Interaction,
- Language Technologies,
- Machine Learning,
- Mechanical Engineering,
- Societal Computing,
- Software Engineering.
To apply, the candidate must indicate the Portuguese host institution and the Ph.D. Program in which (s)he is registered, will be registered or has applied to for the next academic year. The CMU hosting department must also be indicated and if (s)he will also be hosted at a Portuguese ICT company.
Candidates Requirements
- National citizens or citizens from another member states of the European Union;
- Citizens of third States;
- Stateless persons;
- Citizens enjoying political refugee status.
To apply for the Ph.D. scholarships, it is necessary:
- Hold a Licenciatura or master´s degree;
- Reside in Portugal permanently and habitually, a mandatory requirement for both national citizens and foreign citizens;
- Not having benefited from a Ph.D. scholarship or Ph.D. in companies scholarship directly funded by FCT, regardless of its duration.
Supervision
The candidate must have a supervisor from a Portuguese higher education institution and a co-supervisor at Carnegie Mellon.
The student will be awarded a Ph.D. degree conferred by the Portuguese Host Institution. During the Ph.D., the student should comply with the regulations of the Host University.
The funding should not exceed 4 years and from those, the period that the candidates spend in Portugal should not exceed 3 years.
Scholarship and tuition
The Ph.D. students will receive financial support through an FCT scholarship “Bolsa Mista” to attend the Ph.D. in a Portuguese higher education institution and partially at Carnegie Mellon University (up to 1 year). Tuitions will be fully funded. Health insurance while at CMU will also be funded. Application requirements
Applications should be submitted through the online application form available at (https://cmuportugal.slideroom.com/#/login) with the following attachments: • CV (exported through the CIÊNCIAVITAE platform); • Supervisor in Portugal and co-supervisor at CMU CVs; • Supervisor in Portugal and co-supervisor at CMU support letters; • Certificates of qualification of the academic degrees; • Registration of recognition of the academic degrees awarded by foreign higher education institutions and registration of the final classification conversion to the Portuguese classification scale for those degrees; • Motivation letter; • Work plan; • 2 Letters of Recommendation (preferably one letter from the academia and other from the industry). The candidate can also attach as bonus if considered to be eligible: • Support letter from Portuguese ICT company related to the candidate´s work plan.

It takes the form of an annual monetary benefit for a full school year. Moreover, it covers the expenses related to the attendance of a program or the completion of a mandatory internship. Furthermore, the grant is for students attending professional higher technical training, bachelors, integrated master’s and master’s programs.
Therefore, non-Portuguese international students who are holders of a residence permit in Portugal can apply for this scholarship. The last requirement is for applicants to be enrolled in a minimum of 30 ECTS credits. Scholarships from the Portuguese Institute for Development Support (IPAD)
The IPAD is a development aid agency that under the Portuguese Ministry of Foreign Affairs. It coordinates, supervises and offers development assistance to developing countries, including scholarships to study in Portugal.
They grant a full-funded scholarship that covers the students’ tuition fees, along with accommodation costs and course material and a monthly stipend. Moreover, the agency mainly focuses on students from foreign territories sharing history with Portugal, namely: Angola, Cape Verde, East Timor, Guinea-Bissau, Mozambique, and São Tomé and Príncipe.
Merit-based scholarships from the DGES in Portugal
