SSHRC Doctoral Fellowships

Note: Both the SSHRC Doctoral Fellowships and the  Canada Graduate Scholarships—Doctoral Program  (CGS D) are offered through one annual national competition. Applicants need to submit only one application to be considered for one or both awards. As each award has notable differences, applicants must read the descriptions of each award carefully to determine if they are eligible to apply for and hold each award. Applicants eligible for both the SSHRC Doctoral Fellowships and CGS D Scholarships will automatically be considered for both awards.

The SSHRC Doctoral Fellowships are expected to respond to the objectives of the  Research Training and Talent Development program .

SSHRC Doctoral Fellowships support high-calibre students engaged in doctoral programs in the social sciences and humanities. This support allows scholars to fully focus on their doctoral studies, to seek out the best research mentors in their chosen fields, and to contribute to the Canadian research ecosystem during and beyond the tenure of their awards.

SSHRC welcomes applications involving  Indigenous research , as well as those involving  research-creation .

Joint initiatives and supplements

SSHRC offers supplementary funding to scholarship and fellowship award holders, some of which is offered through joint initiatives. SSHRC collaborates with organizations from across the not-for-profit, private and public sectors to support and promote training, research and connection activities in the social sciences and humanities. SSHRC’s joint initiatives are designed to reflect SSHRC’s strategic objectives and mandate, inform decision-makers and, in certain cases, address specific needs of its partners.

Unless otherwise indicated, there is no separate application process for most initiatives and supplements. However, candidates must indicate they wish to be considered for an initiative or a supplement, and explain why, in their application form.

SSHRC invites all applicants to review  Imagining Canada’s Future ’s 16 future global challenges and to consider addressing one or more of these areas in their research proposal. This is not an evaluation criterion for merit review and does not offer additional or dedicated research funds for this funding opportunity. 

SSHRC Doctoral Fellowships are valued at $20,000 per year for 12, 24, 36 or 48 months, up to a total of $80,000.

SSHRC determines the value and duration of an award based on the number of months of full-time study (or equivalent) the applicant will have completed by December 31 of the calendar year of application. See the  Eligibility—Applicant section for more information.

Note: The value and duration of SSHRC Doctoral Fellowships differ from those of the CGS D Scholarships. 

To be eligible to apply, an applicant must: 

• be a Canadian citizen or a permanent resident of Canada or a Protected Person under subsection 95(2) of the Immigration and Refugee Protection Act  (Canada), as of the application deadline;
• not have already received a doctoral-level scholarship or fellowship from the  Canadian Institutes of Health Research (CIHR), the  Natural Sciences and Engineering Research Council  (NSERC) or SSHRC; 
• not have submitted more than one scholarship or fellowship application per academic year to either CIHR, NSERC or SSHRC. (Should more than one application be submitted, the first eligible application submitted will be retained; nominations to the Vanier CGS program do not count toward this limit—see SSHRC’s regulations on multiple applications and on holding multiple awards for more information.); and
• have completed  no more than 48 months  of full-time study in their doctoral program by December 31 of the calendar year of application.

Some eligibility requirements for the SSHRC Doctoral Fellowships differ from the eligibility requirements of the CGS D Scholarships .

Months of study

Eligibility for a SSHRC Doctoral Fellowship is based on the number of months of full-time study, including summer months, the applicant will have completed by  December 31 of the calendar year of application . Part-time study is counted as half time. For example, two terms of part-time study count as one term of full-time study.

Note: The agencies count all studies toward the doctoral degree for which funding is requested, whether or not they were completed at the degree-granting institution.

Fast-track, joint and direct-entry programs

For applicants registered in a master’s program and then transferred to a doctoral program (fast-track), the months of study completed are calculated starting from the date when the applicant transferred into the doctoral program.

For applicants registered in a joint program, and a master’s degree is obtained as part of the program (e.g., MA/PhD), the months of study are calculated starting from the date when an applicant is officially registered in the joint program (including the master’s portion of the program).

For applicants registered in a joint professional undergraduate/PhD program (MD/PhD, JD/PhD, DVM/PhD), only the months of study in the PhD portion will be counted.

For applicants registered in a doctoral program directly from an undergraduate program (i.e., never enroled in a graduate program), the months of study completed are calculated starting from the date when they began the doctoral program. These applicants, however, could be eligible to apply to the  Canada Graduate Scholarships—Master’s Program  (CGS M) for their first year of doctoral funding. Eligible applicants who apply for a CGS M could maximize the period for which they receive funding. Applicants are responsible for choosing the type of award for which they apply.

Subject matter

SSHRC Doctoral Fellowships support and promote research excellence in a wide variety of disciplines, including interdisciplinary and multidisciplinary research.

Program of study

An eligible doctoral program must include a significant research component that leads to the completion of a thesis, major research project, dissertation, scholarly publication, performance, recital and/or exhibit. This component must be merit/expert reviewed at the institutional level as a requirement for completing the program. 

Joint programs with a professional degree (e.g., MD/PhD, DVM/PhD, JD/PhD, MBA/PhD), as well as clinically oriented programs of study including clinical psychology, are eligible if they have a significant autonomous research component as described above.

Eligibility to hold an award

SSHRC Doctoral Fellowships  are tenable at any recognized institution in Canada or abroad.

• For the fellowship to be held abroad, the award holder must have  completed  a bachelor’s or master’s degree at a Canadian postsecondary institution.
• For award holders who do not meet this requirement, the fellowships are tenable only at recognized Canadian postsecondary institutions.

The CGS D scholarships are tenable only at eligible Canadian institutions. There are no exceptions.

Award holders can be eligible to hold their awards part time. Refer to the  Tri-Agency Research Training Award Holder’s Guide for further information.

Qualifying or “make-up” years of study are not eligible for support.

Federal government employees require prior approval from SSHRC to be eligible to hold an award. Supporting documentation from the employer might be required.

Applicants must complete the  application form  according to the instructions .

Applicants eligible for both a SSHRC Doctoral Fellowship and CGS D Scholarship will  automatically  be considered for both awards.

To apply, applicants must do the following:

• ensure that they meet the requirements specified in Value and duration and Eligibility ;
• complete only one application form, together with the SSHRC CV and required attachments; and
• determine their current registration status from the Where to submit an application and Quotas subsections below and submit their completed application to the appropriate institution or to SSHRC directly, as required.

Where to submit an application

Applicants must apply either through a Canadian institution with a doctoral awards quota or directly to SSHRC depending on their registration status at the application deadline date and/or their registration status in the calendar year of application. Failure to apply through the correct channel will result in an application being withdrawn from the competition.

To determine the correct channel, applicants must:

• determine if an institution has a doctoral awards quota for SSHRC; and
• refer to the chart and supporting information in the document Where should I submit my application?  (PDF, 145 KB)

Applicants should contact the faculty of graduate studies (or its equivalent) to confirm their registration status in the calendar year of application.

For Canadian institutions with a doctoral awards quota , the term “quota” refers to the maximum number of applications an institution can forward to SSHRC’s national competition.

Institutional deadlines

Applicants applying through their institution must submit their applications by the deadline set by the institution, which may be well in advance of SSHRC’s deadline.

Deadline for submitting directly to SSHRC

Applicants eligible to apply directly to SSHRC (consult Where should I submit my application?  [PDF, 145 KB]) must submit using the appropriate application portal before 8 p.m. (eastern) on October 17. If the deadline falls on a weekend or a public holiday observed in Ontario, where SSHRC’s offices are, applications must be submitted by the following business day before 8 p.m. (eastern). Incomplete applications may be withdrawn from the competition.

Applicants requiring assistance while preparing their application should  communicate with SSHRC  well in advance of their application deadline.

Institutions can recommend applications from Indigenous applicants for submission to the doctoral awards competition beyond their application quota, if applicants agree to their personal information being used for this purpose. Applicants can do so by making the appropriate selection in the application form.

Indigenous applicants who have selected this option and who are required to submit their application directly to SSHRC are automatically evaluated in the national competition.

Applications are evaluated, and available funds awarded, through a competitive merit review process . SSHRC bases funding decisions on the recommendations of the selection committee and on the funds available.

Institutional review

The faculty of graduate studies (or its equivalent) at each Canadian institution is responsible for coordinating the institutional evaluation of doctoral award applications. Institutions then submit applications for SSHRC’s consideration according to their doctoral award quotas .

SSHRC review

Multidisciplinary Doctoral Awards Selection Committees covering broad research areas evaluate applications (whether sent directly to SSHRC or by the institutions).

The evaluation of doctoral award applications, whether by institutions or by SSHRC, is based on the following criteria:

SSHRC’s  Guidelines for the Merit Review of Indigenous Research  are relevant for researchers (applicants and project directors) and students preparing SSHRC applications related to  Indigenous research . SSHRC provides these guidelines to merit reviewers to help build understanding of Indigenous research and research-related activities, and to assist committee members in interpreting SSHRC’s specific evaluation criteria in the context of Indigenous research. SSHRC makes concerted efforts to include experts in Indigenous research on doctoral and postdoctoral merit review committees. The guidelines may also be of use to external assessors, postsecondary institutions and partner organizations that support Indigenous research.

San Francisco Declaration on Research Assessment

In 2019, the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC) and SSHRC, along with other national research funders, signed the San Francisco Declaration on Research Assessment (DORA) . As such, the agencies are committed to excellence in research funding and to ensuring that a wide range of research results and outcomes are considered and valued as part of the assessment process.

SSHRC informs all applicants of the outcome of their applications in April of each year via the SSHRC Extranet for Applicants.

The faculty of graduate studies (or its equivalent) of Canadian institutions with a quota will be informed of their applicants’ competition results via the Grants and Scholarships Administration Portal.

SSHRC will publish the names (and other basic award information) of scholarship recipients on its website.

All communications of results, including publication of recipients’ list, meet all requirements of the  Access to Information Act  and the  Privacy Act .

SSHRC reserves the right to determine the eligibility of applications based on the information included. SSHRC also reserves the right to interpret the regulations and policies governing its funding opportunities.

All applicants and scholarship/fellowship holders must comply with the  regulations governing fellowship and scholarship applications  and with the regulations set out in the  Tri-Agency Research Training Award Holder’s Guide .

Official languages

Applicants can submit their application in the official language of their choice. Institutions must have mechanisms in place to review both English and French applications.

Canada scholarships promise a fully or partially funded path to study, work and build a life in one of the most popular countries in the world.

Official data from the Canadian Bureau for International Education showed more than  800,000 international students had active student visas in 2022, up from 275,000 in 2012.

With its welcoming immigration policies and top-ranked universities, it’s little wonder Canada has become a popular study abroad destination.

It is so popular that there is now not enough decent, affordable accommodation for international students, with 25 students reportedly resorting to sleeping in tents on the side of the road .

In response, there is ongoing discussion to limit the number of international students allowed into Canada — the first of its kind.

Canadian Housing Minister Sean Fraser says this limit was “one of the options that we ought to consider,” BBC  reports. 

Many universities rejected this idea swiftly, saying that tying international students to the country’s housing crisis is “deeply concerning.”

Canada targets to welcome 1.5 million new immigrants by 2025 — students are a key group it recognises for bringing “tremendous economic, cultural and social benefits” to the country.

By offering high-quality educational institutions and opportunities to work (for up to three years after graduation) or immigrate, it has attracted hundreds of thousands to the country, like Nakul and Nishul Juneja.

Being able to stay and work in Canada was a big factor for the identical twins, who pursued their MBA  at the University of Toronto Rotman’s School of Management after completing their bachelor’s degree at the Georgia Institute of Technology. 

Today, with a Canadian MBA in hand, Nakul is an Associate with McKinsey & Company and Nishul is a Senior Product Manager at Amazon.

1. university of waterloo.

The University of Waterloo is a public research university ranked eighth in US News and World Report’s Best Global Universities in Canada. 

It offers Canada scholarships to join its undergraduate, master’s, and PhD programmes. 

The University of Waterloo International Student Entrance Scholarship is open to any programme. 

Twenty scholarships (worth 10,000 Canadian dollars) are awarded annually to outstanding international students entering Year One of an undergraduate programme. Recipients will be selected based on academic achievement and faculty-specific entrance scholarship criteria.

The University of Waterloo Graduate Scholarship funds everything and is valued up to CA$10,000 .

The recipients will enjoy benefits such as the International Master’s Award of Excellence valued at CA$2,500 per term for a maximum of 6 terms.

2. University of Saskatchewan

The University of Saskatchewan is ranked #1 in Canada for water research. 

It provides several international student awards which are based on academic achievement, including University of Saskatchewan International Excellence Awards ( valued at CA$10,000) , International Baccalaureate (IB) Excellence Awards (valued at CA$20,000) , and more. 

Postgraduate students apply for the University of Saskatchewan Graduate Scholarship , open to all international students enrolled in a master’s or PhD programme. 

The best part? This fully funded scholarship provides up to CA$20,000 for PhD students over 36 months. 

Upon enrollment, you will be automatically considered for the scholarship based on your academic performance and financial circumstances.

3. McGill University  

Ranking #31 globally in QS World University Rankings 2023, McGill strives to make its prestigious programmes more accessible to students facing financial difficulties. 

To that end, it offers scholarships for international students pursuing undergraduate, master’s and PhD programmes . 

McGill’s University offers merit-based entrance scholarships to first-time university students entering a full-time undergraduate degree programme.

PhD students also receive modest bursaries to assist with their financial needs. Scholarship deadlines at McGill are determined by your admission status.

4. University of Montreal

The University of Montreal (UdeM) is Canada’s second-largest university, boasting an enrollment of 36,000 students .

UdeM’s exemption scholarship programme was designed to ensure students from all over the world can attend one of the top research universities in Canada. 

This scholarship programme is open to all international students pursuing undergraduate, master’s, or PhD degrees.

Montreal University scholarships will provide up to CA$21,593.35 per year .

5. University of Toronto 

The University of Toronto is the fifth-best university in the world, according to the latest National Taiwan University Rankings . 

NTU rates universities based on their overall output of scientific publications, in addition to scoring performance in specific fields and subjects.

The university provides a diverse array of scholarships for both undergraduate and graduate students. These scholarships are available to Canadian citizens, permanent residents, and international students.

The university also offers many scholarships based on various criteria, including merit, leadership, financial need, and more.

One major admission award for undergraduates is the University of Toronto Scholars Programme,  valued at CA$7,500 .

Meanwhile, PhD students will receive a base funding package covering up to five years of their study period. 

If selected, international recipients will receive CA$ 28,970 , including a University Health Insurance Plan (a mandatory health care coverage for registered international students) of CA$756.00.

To remain eligible for funding throughout the five-year period, applicants must maintain their academic performance in their programme.

6. University of Ottawa 

The University of Ottawa offers scholarships to all undergraduate, master’s, and PhD students.

For undergraduates, you’re eligible for the Differential Tuition Fee Exemption Scholarship if you enrol in a bachelor’s or master’s programme in French or the French Immersion Stream. 

All eligible students will automatically receive this scholarship when they enrol.

For those enrolling in a PhD programme, you can apply for the International Doctoral Scholarship which is available to full-time international students and carries a value of CA$45,000 distributed over a span of five years.

7. Concordia University 

Being one of the top public universities in French-speaking Montreal, Concordia University offers awards and scholarships to all students pursuing undergraduate and graduate programmes.

Entrance Scholarships are available to full-time students entering university studies for the first time. Students are automatically assessed and may be eligible for scholarships based on academic excellence and other criteria.

8. The University of Lethbridge

The University of Lethbridge is one of Canada’s top three research universities, ranked among the 6% of world universities for research performance.

For graduate students seeking financial assistance in the university, they can apply for the Graduate Research Award . This financial support is available to all students except those enrolled in the Faculty of Education.

Applicants will be considered upon admission and can receive up to CA$21,000.

The University of British Columbia is recognised as one of the world’s top universities, holding the #40 position in the 2023 Times Higher Education rankings.

UBC automatically considers all international students for the merit-based International Major Entrance Scholarships and Outstanding International Student Awards, totalling a maximum value of CA$35,000 annually. 

If this amount does not cover your needs for tuition and basic living expenses, you are eligible to apply for the International Scholars Programme .

The Four Year Doctoral Fellowship (4YF)  is an excellent option for students pursuing a PhD. This programme guarantees that students with a track record of academic excellence will receive annual financial support of at least CA$18,200.

This scholarship is open to all international students and is ongoing based on admission.

10. University of Alberta 

The University of Alberta , founded in 1908, is a prominent academic and research institution.

The university is consistently ranked among Canada’s top choices for international students, largely because of the many funding opportunities it offers.

International students will be automatically eligible for admission-based scholarships such as the International Admission Scholarship (valued up to CA$5,000), Regional Excellence Scholarship (valued up to CA$5,000) and Gold Standard Scholarship (valued up to CA$6,000) when they apply for admission. 

Students enrolled in a master’s or doctoral programme can take advantage of the Graduate Entrance Scholarship .

Recipients of the scholarship pursuing a PhD will receive a stipend of CA$21,000, and an additional CA$10,000 will be given to international students to help cover the cost of their fees. 

The deadline for the scholarship varies throughout the year, depending on your admission period.

Sutherland’s proven tips for scholarship triumph include:

• Start early: Start extremely early if you want to get a competitive scholarship.
• Know your deadlines: Sutherland always had an Excel document with all the deadlines. As he explains, some scholarship applications take up to 15 minutes, while he spends a longer time with other applications. 
• The more, the merrier: Think about your other “identities.” Some organisations like the United Nations offer scholarships or jobs if you’re working for one of those organisations. Some companies may say the benefit of working for them is getting a master’s degree for free. 
• Make your application unique, but don’t do twice the work: Try to make your application relevant to how your career has developed currently and relevant for the times. If there’s a political movement happening at the time or you’re involved in activism or public service relevant to a particular scholarship, mention these in your scholarship applications.

A value of $45,000 over five (5) years, the International Doctoral Scholarship supports  full-time international students, admitted in May 2023 or beyond, during their doctoral studies. A maximum value of $3,000 per term, for 15 consecutive terms, will be credited to the student account. Please note that the scholarship will only be paid if international tuition fees are charged.

Before May 2023

If you began your  full-time doctoral studies at uOttawa before May 2023  and you’ve received the International Doctoral Scholarship, your tuition fees are equivalent to those for Canadian students residing outside Ontario.

NB This scholarship cannot be combined with the Differential Tuition Fee Waiver or the Tuition Fee Exemption Scholarship.

Eligibility

Confirm that you and your nominating institution meet all the criteria below before you apply for a Vanier Canada Graduate Scholarships (Vanier CGS).

Nominations that do not meet all of the eligibility criteria will be deemed ineligible.

Candidate eligibility

Citizenship.

Canadian citizens, permanent residents of Canada and foreign citizens are eligible to be nominated for a Vanier CGS.

Eligibility to apply for a Vanier CGS

To be considered for a Vanier CGS, you must:

• be nominated by only one Canadian institution, which must have received a Vanier CGS quota Footnote 1 ;
• be pursuing your first doctoral degree (including joint program such as MD/PhD, DVM/PhD, or JD/PhD, MBA/PhD - if it has a demonstrated and significant research component);
• intend to pursue, in the summer semester or the academic year following the announcement of results, full-time doctoral (or a joint graduate research program such as MD/PhD, DVM/PhD, JD/PhD, MBA/PhD) studies and research at the nominating institution; For joint graduate research programs, only the PhD portion of the program is eligible for funding.
• The doctoral program would begin after the completion of a master's degree. The months of study completed are calculated from the doctoral enrolment date.
• The months of study are calculated starting from the date on which an applicant is officially registered in the joint graduate program. (For MA/PhD or MS/PhD, this will be the master's registration date).
• The months of study completed are calculated from the doctoral enrolment date.
• The months of study completed are calculated from the original master's enrolment date.
• Note: Institutions may, at their discretion, accept Vanier CGS applications from individuals who have not obtained a first-class average; contact your proposed host institutions to determine their use of this eligibility criterion.
• cannot have already received a doctoral-level scholarship or fellowship from CIHR, NSERC or SSHRC to undertake or complete a doctoral program.

Please note that only the PhD portion of a joint program is eligible for funding.

Eligibility of program of study

• An eligible doctoral program must include a significant research component that leads to the completion of a thesis, major research project, dissertation, scholarly publication, performance, recital and/or exhibit that is merit/expert-reviewed at the institutional level as requirement for a completion of the program.
• Joint graduate research programs with a professional degree (e.g., MD/PhD, DVM/PhD, JD/PhD, MBA/PhD) as well as clinically-oriented programs of study, including clinical psychology, are eligible programs if they have a significant autonomous research component, as described above.

Number of months of doctoral studies

Regardless of disciplines, all prior doctoral-level studies that started in Canada or abroad, are considered in the evaluation of eligibility, and are considered to be continuous, full-time, and uninterrupted unless otherwise confirmed by the institution (including the summer months, unless on official leave). The Vanier-Banting Secretariat (the Secretariat) will count two months of part-time study as one month of full-time study.

Students who studied on a part-time basis must outline their part-time study in the Other Application material task attachment. The information also must be reflected in the transcripts.

Joint graduate research programs

If you are registered in a joint graduate research program , and a master's degree is obtained as part of the program (for example, MA/PhD, MS/PhD), the months of study are calculated starting from the date on which you are officially registered in the joint program (including the master's portion of the program).

If you are registered in an MD/PhD joint program , only the months of study in the PhD portion will be counted.

Nominating institution

The nominating institution must have received a Vanier CGS quota .

Eligibility to hold a Vanier CGS

Without exception, the Vanier CGS is tenable only at the eligible Canadian institution that submitted the nomination.

To hold the Vanier CGS, the candidate must:

• be registered Footnote 2 in a full-time doctoral program (or joint graduate research program MA/PhD, MSc/PhD, or MD/PhD) at the nominating Canadian institution;
• not hold a faculty appointment concurrently with a Vanier Scholarship unless they arrange for a leave of absence from the appointment;
• remain enrolled and demonstrate continued satisfactory progress in their doctoral program;
• not hold, or have held, a doctoral-level scholarship or fellowship from CIHR, NSERC or SSHRC to undertake or complete a doctoral program;
• not be concurrently holding any other SSHRC, NSERC or CIHR training award (note: Michael Smith Foreign Studies Supplement excepted); and
• begin their award within 12 months of the earliest possible start date and start on May 1, September 1, or January 1 following the offer of award.

Part-time studies

A Vanier CGS may be held by students who are registered part-time due to disability, parental or medical reasons, or family-related responsibilities. For eligible part-time students, the Vanier CGS will be equivalent to full-time funding spread over a longer period of time.

Canadian federal government employees

Please refer to the Tri-agency policy on the use of funds for federal government employees applying to granting agency programs to determine eligibility.

Multiple applications

Eligible candidates may apply to both the Vanier Canada Graduate Scholarships program and other agency-specific doctoral-level scholarship/fellowships programs (whether to the same or a different federal granting agency) in the same academic year, provided that the research proposed in each application falls within the mandate of the federal granting agency to which the application is submitted. For more information, please refer to Identify area of research .

Note: since eligibility, evaluation criteria and competition deadlines are different; applications submitted to Vanier CGS are not considered in agency-specific doctoral award competitions. You must apply to each program individually.

Candidates who are successful in both competitions will have to choose which award to accept.

Canadian science gets biggest boost to PhD and postdoc pay in 20 years

Researchers in Canada got most of what they were hoping for in the country’s 2024 federal budget, with a big boost in postgraduate pay and more funding for research and scientific infrastructure.

“We are investing over $5 billion in Canadian brainpower,” said finance minister Chrystia Freeland in her budget speech on 16 April. “More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers.”

Canadian PhD students and postgrads plan mass walkout over low pay

Postgraduate students and postdoctoral researchers have been advocating for higher pay for the past two years through a campaign called Support Our Science. They requested an increase in the value, and number, of federal government scholarships, and got more than they asked for. Stipends for master’s students will rise from Can$17,500 (US$12,700) to $27,000 per year, PhDs stipends that ranged from $20,000 to $35,000 will be set to a uniform annual $40,000 and most postdoctoral-fellowship salaries will increase from $45,000 to $70,000 per annum. The number of scholarships and fellowships provided will also rise over time, building to around 1,720 more per year after five years.

“We’re very thrilled with this significant new investment, the largest investment in graduate students and postdocs in over 21 years,” says Kaitlin Kharas, a PhD student at the University of Toronto, Canada, and executive director of Support Our Science . “It will directly support the next generation of researchers.”

Although only a small proportion of students and postdoctoral fellows receive these federal scholarships, other funders tend to use them as a guide for their own stipends.

Many postgraduates said that low pay was forcing them to consider leaving Canada to pursue their scientific career, says Kharas, so this funding should help to retain talent in the country.

“This is going to move us from a searing brain drain to a brain gain, and position us to compete on the world stage,” says Chad Gaffield, chief executive of the U15 Group of Canadian Research Universities, based in Ontario, which supported the campaign.

‘Determined to thrive’

The budget also includes marked boosts for basic research. There is an extra $1.8 billion over five years in core funding for the three federal grant-awarding research councils, as well as $400 million for upgrades to the TRIUMF particle accelerator in Vancouver, and more cash for several other large facilities and institutes across the country. There will also be more than $2 billion for the artificial-intelligence sector in Canada.

“[This budget] really emphasizes that Canada is determined to thrive in the twenty-first century based on science and research,” says Gaffield.

Canada announces new innovation agency — and it’s not modelled on DARPA

Others have pointed out that the vast majority of the money in the budget for the research councils is backloaded, with just $228 million coming in the next two years. This means that the gains will be slow, and could be vulnerable to changes in the political climate, says Alex Usher, president of Higher Education Strategy Associates, a consultancy in Toronto. “Do not count on this money being there after an election,” he posted on X (formerly Twitter). Canada’s next federal election is due in October 2025, and the opposition Conservative Party is campaigning on reigning in spending.

The budget also makes some changes to how science funding is organized. Instead of ten different programmes for scholarships and fellowships, with differing levels of support, there will now be a single programme with just three levels — master’s degrees, PhDs and postdoctoral fellowships. Kharas says that this should simplify the system.

The government will also create a new “capstone” research-funding organization to better coordinate the work of the three granting councils and “help to advance internationally collaborative, multi-disciplinary and mission-driven research”, the budget says. It will also create an advisory Council on Science and Innovation, comprised of leaders from academia, industry and the non-profit sector, which will develop a national science-and-innovation strategy to guide priority setting and increase the impact of federal investments. “This should help move us towards a more efficient, well-coordinated and nimble way of supporting research in Canada,” says Gaffield. “I look forward to working with the government to optimize it.”

The objective of the Canada Graduate Scholarships – Master’s (CGS M) program is to help develop research skills and assist in the training of highly qualified personnel by supporting students who demonstrate a high standard of achievement in undergraduate and early graduate studies.

Description

The CGS M program provides financial support to high-calibre scholars who are engaged in an eligible master’s or, in some cases, doctoral program in Canada (refer to  Eligibility for more information). This support allows these scholars to fully concentrate on their studies in their chosen fields.

Eligibility

To be eligible to apply, you must

• be a Canadian citizen, a permanent resident of Canada or a Protected Person under subsection 95(2) of the Immigration and Refugee Protection Act (Canada) as of the application deadline date
• be enrolled in, have applied for or will apply for full-time admission * to an eligible graduate program at the master’s or doctoral level at a Canadian institution with a CGS M allocation

*Refer to the Tri-agency research training award holder’s guide for details regarding part-time admission. **All studies credited toward the eligible program will be counted, whether or not they were completed at the degree-granting institution. Two terms of part-time study count as one term of full-time study.

Program of study eligibility

An eligible graduate program must include a significant research component that leads to the completion of a thesis, major research project, dissertation, scholarly publication, performance, recital and/or exhibit that is merit/expert-reviewed at the institutional level as a requirement for completion of the program.

Joint programs with a professional degree (for example, MD/PhD, DVM/PhD, JD/MA, JD/PhD, MBA/PhD, MA/MBA) as well as clinically oriented programs of study , including clinical psychology, are eligible if they have a significant autonomous research component, as described above.

Master’s programs that are based only on course work are typically not eligible since they do not include a significant research component, as described above.

Given the specific requirements of certain disciplines, institutions are invited to contact the appropriate agency for guidance on the eligibility of programs of study.

Eligible locations of tenure

Without exception, CGS M awards are tenable only at eligible Canadian institutions .

Field of research and subject matter eligibility

NSERC, CIHR and SSHRC support and promote high-quality research in a wide variety of disciplines and areas, which are divided into broad fields of research (health, natural sciences and engineering, and social sciences and humanities). This includes research that bridges two or more disciplines or that requires the skills of several disciplines.

Black student researchers

The Government of Canada has deployed additional funds to increase direct support for Black student researchers . CGS M applicants who self-identify as Black and provide consent in their application to be considered for funds designated for specific groups may be able to receive this funding through a scholarship as part of this initiative. Each agency has a limited number of additional CGS M awards reserved for this initiative.

Application procedures

To apply to the CGS M program, you must complete and submit an application to up to three institutions using the Research Portal. Consult the Canada Graduate Scholarships – Master’s program: Instructions for completing an application for more information on how to apply.

Allocations

Eligible Canadian institutions are assigned a separate allocation of awards to offer from each agency. Institutions must respect the agency-specific allocation. Refer to the Canada Graduate Scholarships – Master’s award allocations page for a list of allocations by institution and by agency.

Note: As the application deadline approaches, delays may occur due to a high volume of users on the Research Portal, which may prevent the timely submission of your application. It is your responsibility to strictly follow the instructions for completing an application . Requests to submit late applications will not be accepted.

Selection process

The faculty of graduate studies (or its equivalent) at each institution is responsible for coordinating the selection process for the CGS M applications. Refer to Canada Graduate Scholarships – Master’s program information and instructions for scholarships liaison officers for more information on the selection process.

The merit review of CGS M applications will be carried out by institutions with an allocation and will be based on the following evaluation criteria:

Location of tenure

Awards must be held at the institution where the offer of award originates. Awards are not intended to be portable; however, at the discretion of the host institution and with agency approval, exceptions may be made in certain circumstances (for example, parental reasons, medical or pandemic-related reasons, family-related responsibilities, or exceptional supervision circumstances).

Policies and guidelines

You must comply with the policies and guidelines set out in the Tri-agency research training award holder’s guide and in any other documents related to scholarship applications and awards. In addition, the award is subject to final approval by the relevant agency before funds can be released.

You cannot be concurrently holding another NSERC, CIHR or SSHRC award, with the exception of the Michael Smith Foreign Studies supplement (MSFSS).

The agencies reserve the right to interpret and enforce the policies and guidelines for their funding opportunities set out in their published materials.

The University of Waterloo Graduate Scholarship, normally valued at $1,000 per term for up to three terms, is awarded to graduate students registered full time in a Master's or Doctoral program at the University of Waterloo. Eligible students must have a minimum first-class (80%) cumulative average in their current program or over the last two full-time academic years and be within the time limits of their graduate program. No application is required, graduate departments will nominate eligible students automatically based on their allocation of funds. 

Normally a minimum of $1,000 per term for up to three terms (value and duration may vary, depending on other funding the student may be receiving).

• Domestic and international graduate students registered full time in a Master's or Doctoral program.

Applications are evaluated on the strength of the research proposal, research impact, student academic achievements, and leadership potential. Research proposals are evaluated for innovative concepts that are relevant to Google’s research areas, as well as aspects of robustness and potential impact to the field. Proposals should include the direction and any plans of where your work is going in addition to a comprehensive description of the research you are pursuing.

In Canada and the United States, East Asia and Latin America, essay responses are evaluated in addition to application materials to determine an overall recommendation.

What does the Google PhD Fellowship include?

Students receive named Fellowships which include a monetary award. The funds are given directly to the university to be distributed to cover the student’s expenses and stipend as appropriate. In addition, the student will be matched with a Google Research Mentor. There is no employee relationship between the student and Google as a result of receiving the fellowship. The award does not preclude future eligibility for internships or employment opportunities at Google, nor does it increase the chances of obtaining them. If students wish to apply for a job at Google, they are welcome to apply for jobs and go through the same hiring process as any other person.

• Up to 3 year Fellowship
• US $12K to cover stipend and other research related activities, travel expenses including overseas travel
• Google Research Mentor
• 1 year Fellowship
• AUD $15K to cover stipend and other research related activities, travel expenses including overseas travel

Is my university eligible for the PhD Fellowship Program?

Africa, Australia/New Zealand , Canada, East Asia, Europe and the United States : universities must be an accredited research institution that awards research degrees to PhD students in computer science (or an adjacent field).

India, Latin America and Southeast Asia : applications are open to universities/institutes in India, Latin America (excluding Cuba), and in eligible Southeast Asian countries/regions (Brunei, Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam).

Restrictions : All award payments and recipients will be reviewed for compliance with relevant US and international laws, regulations and policies. Google reserves the right to withhold funding that may violate laws, regulations or our policies.

What are the eligibility requirements for students?

All regions

• Students must remain enrolled full-time in the PhD program for the duration of the Fellowship or forfeit the award.
• Google employees, and their spouses, children, and members of their household are not eligible.
• Students that are already supported by a comparable industry award are not eligible. Government or non-profit organization funding is exempt.
• Past awardees from the PhD Fellowship program are not eligible to apply again.
• Grant of the Fellowship does not mean admission to a PhD program. The awardee must separately apply and be accepted to a PhD program in computer science (or an adjacent field) at an eligible institution.
• Grant of the Fellowship will be subject to the rules and guidelines applicable in the institution where the awardee registers for the PhD program.

Nominated students in Africa, Australia and New Zealand, Canada and the United States, East Asia and Europe.

Universities should only nominate students that meet the following requirements:

• Africa: Incoming PhD students are eligible to apply, but the Fellowship award shall be contingent on the awardee registering for a full-time PhD program in computer science (or an adjacent field) within the academic award year of the Fellowship award, or the award shall be forfeited.
• Australia and New Zealand : early-stage students enrolled in the first or second year of their PhD (no requirement for completion of graduate coursework by the academic award year).
• Canada and the United States : students who have completed graduate coursework in their PhD by the academic award year when the Fellowship begins.
• East Asia: students who have completed most of graduate coursework in their PhD by the academic award year when the Fellowship begins. Students should have sufficient time for research projects after receiving a fellowship.
• Europe: Students enrolled at any stage of their PhD are eligible to apply.

Direct applicant students in India, Latin America and Southeast Asia

• Latin America : incoming or early stage-students enrolled in the first or second year of their PhD (no requirement for completion of graduate coursework by the academic award year).

• Available transcripts (mark sheets) starting from first year/semester of Bachelor's degree to date
• Research proposal (maximum 3 pages, excluding references)
• 2-3 letters of recommendation from those familiar with the nominee''s work (at least one from the thesis advisor for current PhD students)
• Student essay response (350-word limit) to: What impact would receiving this Fellowship have on your education? Describe any circumstances affecting your need for a Fellowship and what educational goals this Fellowship will enable you to accomplish.

(A leadership role can mean more than just a title. It can mean being a mentor to others, acting as the person in charge of a specific task, or taking the lead role in organizing an event or project. Think about what you accomplished and what you learned from the experience. What were your responsibilities? Did you lead a team? How did your experience change your perspective on leading others? How are Google PhD Fellowships given?

Any monetary awards will be paid directly to the Fellow's university for distribution. No overhead should be assessed against them.

What are the intellectual property implications of a Google PhD Fellowship?

Fellowship recipients are not subject to intellectual property restrictions unless they complete an internship at Google. If that is the case, they are subject to the same intellectual property restrictions as any other Google intern.

Will the Fellowship recipients become employees of Google?

No, Fellowship recipients do not become employees of Google due to receiving the award. The award does not preclude future eligibility for internships or employment opportunities at Google, nor does it increase the chances of obtaining them. If they are interested in working at Google, they are welcome to apply for jobs and go through the same hiring process as any other person.

Can Fellowship recipients also be considered for other Google scholarships?

After award notification, when do the Google PhD Fellowships begin?

After Google PhD Fellowship recipients are notified, the Fellowship is effective starting the following school year.

Graduate student scholarships to increase for the first time in two decades in research heavy federal budget

The Liberals’ major injection in research and innovation has been met with overwhelmingly positive responses.

Canadian universities and researchers received welcome news following the tabling of the latest federal budget: the government will invest $3.5 billion in research and innovation. Graduate student scholarships will increase for the first time in more than two decades, while the federal granting agencies will receive their first significant investment since 2019.

Beginning in 2024-25, master’s and doctoral student scholarships will increase to $27,000 and $40,000 respectively, and postdoctoral fellowships to $70,000. The budget increased the total number of graduate student scholarships by 1,720. The Liberal government is raising the core funding for the Tri-Councils to the tune of $1.8 billion over five years with nearly $750 million in ongoing support. The budget has also earmarked $2 billion for funding in AI research and innovation as well as significant investments in research infrastructure.

“This budget is very comprehensive, it’s broad as well as deep, and I think it’s going to be very significant,” said Chad Gaffield, president of the U15 group of research universities. The government’s investments will help Canadian universities keep top research talent in the country, he added.  “The fear of brain drain is going to be replaced by our ability to retain and attract students.”

Marc Johnson, chair of the board of  grassroots advocacy organization Support Our Science , called the increase in support for young researchers a big win. “Today we’re celebrating wtih thousands and thousands of graduate students, postdocs and scientists across the country,” said Dr. Johnson.

Beyond talent retention, Fahim Quadir, vice-president and president elect of the Canadian Association for Graduate Studies, said these investments hold the promise of advancing Canada as a global centre of research excellence that can accelerate “pioneering ideas aimed at effecting positive socio-economic change.”

The government has also announced that it will create a new capstone research funding organization dedicated to enabling internationally collaborative, mission-driven and multidisciplinary research. The three granting agencies – the Natural Sciences and Engineering Research Council, the Social Sciences and Humanities Research Council, and the Canadian Institutes of Health Research – will continue to exist, focusing on investigator-led research, but will now be under the umbrella of this new yet-to-be-named organization. The new governance mechanism will be structured to coordinate the distribution of research funding and increase the impact of federal investments in research. The move is similar to research governing bodies in countries like the United Kingdom and the Netherlands.

The government also plans to harmonize existing scholarships and fellowships for graduate students and postdoctoral fellows, providing the Tri-Councils with funding to establish a single portal for recipients to apply for and receive funding. The current patchwork of grants will be streamlined into an annual award at the new sums of $27,000, $40,000 and $70,000 respectively. For example, the SSHRC doctoral fellowships (currently valued at $20,000) and the CIHR doctoral foreign study award (currently valued at $35,000) will both be valued at $40,000 and will be distributed by the same organization through the same portal. The Vanier Graduate Scholarships, valued at $50,000, will be discontinued.

Increasing Indigenous participation in research is a budget priority, with the government providing $30 million over three years with $10 million each going to First Nations, Métis and Inuit partners. University of Saskatchewan President Peter Stoicheff noted this is an important step towards research equity, although the details of the announcement are still unclear.

Among the research infrastructure investments, the budget allocates  $30 million to complete the U of S’s centre for pandemic research, $45.5 million for the astroparticle physics research institute headquartered at Queen’s University, and a major investment of nearly $400 million to University of British Columbia’s physics laboratory TRIUMF . The government will also provide $176 million beginning next year to the not-for-profit CANARIE to manage the ultra-high-speed network that connects researchers across the country.

Dr. Stoicheff says the infrastructure spending is very welcome news. “You’ve got a federal government here that isn’t really receiving political pressure to make these kinds of moves,” he said. “They’re doing it because they understand the value that we bring to making Canada competitive and the value universities bring them for prosperity, growth and innovation.”

The government said its budgeting decisions came after  consultations across the university sector, including with the Advisory Panel on the Federal Research Support System , which released its recommendations in March 2023.

The government responded to the panel’s recommendation to create an advisory council to guide the government in setting long-term priorities for research and innovation. The Council on Science and Innovation, announced in Budget 2024, will comprise leaders from academia, industry and the not-for-profit sector, and will be tasked with creating a national strategy on science and innovation. Frédéric Bouchard, dean of the faculty of arts and science at Université de Montréal and chair of the panel, said the creation of the committee will be critical for a healthy research support system long-term. “It will ensure that the government has a council that informs it about the best strategies to adopt,” said Dr. Bouchard.

Dr. Bouchard said he is encouraged that the government adopted several recommendations from his report, though the budget falls short of the total amount recommended for graduate student funding. “In a way, the issue is never closed. But it must be recognized that these are very significant gestures that have been made today,” he said. “So, it was a good day in terms of the budget.”

It’s about time the Federal Government recognized the value of our graduate students and post-doctoral fellows, who carry out most of the cutting-edge research in universities and hospitals across Canada.

The number of awards is unfortunately completely insufficient and institutes have funding packages well below poverty lines. To say this will “benefit all” of the 300,000 graduate students across Canada is completely disingenuous. The process of granting these scholarships has been completely arbitrary in my faculty since you have several strong researchers competing for one or two awards allocated to the entire faculty.

Will this apply to postdocs who will be starting their fellowships in 2024 whose notice of award states the amount as 45k per year? When will the increase be in effect?

Will the increased scholarship amounts actually make it into the pockets of graduate students though? As it currently stands most universities scoop the funds and use it to replace the funding they would have otherwise provided and only give a small ‘top up” bonus rather than adding it to the students’ compensation package. It remains to be seen if the amount of the bonus is increased or if the additional funds are just absorbed by the universities themselves.

The Association of Commonwealth Universities (ACU) is delighted to share that applications for the second round of 2023-24 Queen Elizabeth Commonwealth Scholarships are now open.

The Queen Elizabeth Commonwealth Scholarships (QECS) offer fully funded Master’s scholarships to Commonwealth citizens.

Successful applicants can travel to a different country in the Commonwealth, where they can study a variety of courses and benefit from the expertise provided by leading universities. Aimed at students who are committed to creating change in their communities, the scholarships are a life-changing opportunity to experience a new country and culture, to broaden horizons, and to build a global network that will last a lifetime – in addition to gaining a Master’s degree.

The Prime Minister, Justin Trudeau, today highlighted an over $4.6 billion package of measures from Budget 2024 to strengthen Canadian research and innovation.

Here’s what we’re doing:

Providing $2.6 billion in core research grant funding, scholarships, and fellowships to support our researchers and their ground-breaking discoveries:

• This includes $1.8 billion in core research grant funding for a 30 per cent increase over five years of Canada’s core research grant programs that support faculty-led research projects. It will indirectly support thousands of graduate student and post-doctoral fellows with their research, including their work on climate action, health emergencies, artificial intelligence, and psychological health.
• And $825 million over five years to the granting councils to increase the annual value of master’s and doctoral students’ scholarships to $27,000 and $40,000, respectively, and post-doctoral fellowships to $70,000. To make it easier for students and fellows to access support, the enhanced suite of scholarships and fellowship programs will be streamlined into one talent program. This new program will also increase the number of graduate students and post-doctoral fellows benefiting from research scholarships and fellowships by approximately 1,720 each year.
• This funding will also provide $30 million over three years for Indigenous researchers and their communities, which would be distributed with $10 million each for First Nation, Métis, and Inuit partners.
• To provide better co-ordination across the federally funded research ecosystem, we will bring together our three research funding organizations within a single new capstone research funding organization. The granting councils will continue to exist within this new organization, and continue supporting excellence in investigator-driven research, including linkages with the health portfolio.
• Together, these measures will play a critical role in not only supporting Canadian researchers in solving the world’s greatest challenges – but building a generation of highly educated, highly skilled individuals as a foundation of Canada’s future economic growth and prosperity.

Investing $1.3 billion to keep post-secondary education affordable:

• This funding will extend for an additional year the increase in full-time Canada Student Grants from $3,000 to $4,200 per year, and interest-free Canada Student Loans from $210 to $300 per week. This includes increases to other Canada Student Grants by 40 per cent.
• It will also increase the housing allowances used by the Canada Student Financial Assistance Program when determining financial need, which will provide additional student aid to approximately 79,000 students each year.
• These investments will make sure that our younger generations can access quality post-secondary education at an affordable cost.

Investing $734 million to support Canada’s world-leading research infrastructure and institutes :

• Supporting TRIUMF, Canada’s sub-atomic physics research laboratory, located at the University of British Columbia. This investment will upgrade infrastructure at the facility, keep Canada at the forefront of physics research, and enable new medical breakthroughs and treatments, from drug development to cancer therapy.
• Investing in CANARIE, a national not-for-profit organization that manages Canada’s ultra high-speed network to connect researchers, educators, and innovators.
• Providing funding to Saskatoon-based Canadian Light Source, helping scientists and researchers to continue making breakthroughs in areas ranging from climate-resistant crop development to sustainable mining processes.
• Supporting the Arthur B. McDonald Canadian Astroparticle Physics Research Institute, headquartered at Queen’s University. This funding will help engineers, researchers, and scientists innovate in areas like clean technology and medical imaging.
• Investing in the University of Saskatchewan’s Centre for Pandemic Research, advancing the study of high-risk pathogens to support vaccine and therapeutic development.

These investments will unlock and accelerate economic growth for Canada. We’re creating opportunities, boosting innovation, and accelerating economic growth – and that’s just some of the things that we are proposing in Budget 2024. Alongside these measures, we’re building more homes faster, investing in health care, and making life more affordable to make sure every generation can get ahead.

To ensure this support keeps up with the cost of an education, the government permanently increased Canada Student Grants by 50 per cent to $3,000. As outlined above, Budget 2024 announced the government’s intention to extend for an additional year the increase in full-time Canada Student Grants from $3,000 to $4,200 per year, and interest-free Canada Student Loans from $210 to $300 per week.
• The Government of Canada’s Budget 2024 was tabled in the House of Commons by the Deputy Prime Minister and Minister of Finance on April 16, 2024.
• The Strategic Science Fund, which announced the results of its first competition in December 2023, providing support to 24 third-party science and research organizations starting in 2024-25.

U of T welcomes federal budget's investments in research and innovation

The University of Toronto is welcoming measures in Tuesday’s federal budget that boost research programs and support a new generation of talent across Canada, strengthening the country’s innovation ecosystem and knowledge economy.

The spring 2024 budget , announced by  Chrystia Freeland , Canada’s deputy prime minister and finance minister, allocates more than $3 billion in investments in Canada’s research ecosystem over the next five years. 

This includes increases to the tri-council funding agency budgets, additional support for master’s and PhD students and post-doctoral fellows, and more money for major research infrastructure projects – a clear recognition that universities are drivers of economic growth and can find solutions to the challenges facing Canada and the world. 

“Today’s budget is a very significant and welcome recognition of the critical role the research ecosystem plays in driving Canada’s productivity and prosperity,” said U of T President  Meric Gertler .

“It builds on this government’s earlier investments in research and innovation, and helps secure Canada’s global competitiveness for future generations.”

The budget’s key elements for the post-secondary sector include an increase of 30 per cent, across five years, in Canada’s three research funding agencies: the Social Sciences and Humanities Research Council of Canada (SSHRC), the Natural Sciences and Engineering Research Council of Canada (NSERC) and the Canadian Institutes of Health Research (CIHR).

The budget also invests $825 million in support of master’s and PhD students and post-doctoral fellows, boosting the value of these scholarships and fellowships significantly, and adding a further 1,720 students or fellows each year. 

“In the knowledge economy, the global market for ... ideas is highly competitive and we need to make sure talented people have the right incentives to do their groundbreaking research here in Canada,” the budget document states.

In addition, the budget lays out a plan for the creation of an advisory Council on Science and Innovation, which will be tasked with setting priorities and boosting the impact of federal investments in science and innovation. And it proposes the creation of a new capstone research funding organization to optimize the impact of the federally funded research councils.

The budget also earmarks $2.4 billion,  previously announced , to consolidate Canada’s competitive edge in AI – a field where U of T researchers are playing a leading role.

The measures come as post-secondary institutions in Ontario grapple with a challenging financial environment  and follows growing calls across Canada for reinvestment in research and innovation.

U of T is a member of the Coalition for Canadian Research , which has urged the federal government to increase support for research to enhance Canada’s competitiveness as a destination for top talent and accelerate Canadian researchers’ efforts in tackling pressing national and global challenges.

“Canada has many strengths in this new strategic race, including unparalleled access to talent, an increasingly successful commercialization pipeline from researchers to business, and a federal government focused on developing the industries of tomorrow,”  Leah Cowen , U of T’s vice-president, research and innovation, and strategic initiatives, noted in a May 2023 column for The Hill Times . 

In October, the coalition – whose members include post-secondary institutions as well as research hospitals, life sciences companies, charities, students and early-career researchers – released  an open letter  calling for “ambitious reinvestment” to support Canada’s research and innovation ecosystem amid an increasingly competitive global landscape and rising societal and economic challenges.

Eligibility Criteria
