The 2022 National Budget to be presented to Parliament on Friday October 29, 2021
Finance and National Planning Minister Situmbeko Musokotwane has announced in a statement that the 2022 National Budget will be presented to Parliament on Friday October 29, 2021.
The Minister made the announcement in Lusaka yesterday during a wrap- up budget consultative meeting with various stakeholders.
The stakeholders who attended yesterday’s consultative meeting and made submissions are Zambia Chamber of Mines, Zambia Association of Manufacturers, Zambia Association of Chambers of Commerce and Industry and Bankers Association of Zambia.
Others included the Truckers Association of Zambia, Indaba Agriculture Policy and Research Institute, Center for Trade Policy and Dialogue, and Caritas Zambia.
Dr Musokotwane told stakeholders during the meeting that the new administration has set poverty reduction, employment creation, and creation of a conducive environment for investment in all sectors as some of the priority areas.
Meanwhile, President Hakainde Hichilema says the decentralization and devolution of government functions to ward level from central government will foster local development.
President Hichilema said the new dawn government will ensure local development is implemented in order to bring development in the country.
The President said the devolution of functions will also create jobs, improve infrastructure such as expansion of clinics, road network and schools across the country.
Mr Hichilema was in Masaiti district at Kamifungo school ground yesterday to drum up support for Max Simbeye, the party’s candidate in the local government elections.
“As we recover the stolen assets from the opposition PF will bring the money here to expand the clinics, to have maternity wings, upgrade the schools and the roads. This is how you will have jobs here,” President Hichilema said
The President told the people that under his administration all constituencies will receive money for local development.
“I can assure you that the 2022 budget will demonstrate the difference in our leadership from them. You will receive more money to develop your local areas, that you will see,” the Head of state said.
Mr Hichilema also said contracts will be awarded to local skills in order to allow money to circulate in respective districts.
He further pledged to empower women and youths with various programmes so as to improve their living conditions.
Mr Hichilema urged to the people of Kamifungo ward to vote for the UPND candidate to allow development in the area.
Kamifungo ward election has been necessitated following the death of UPND candidate who died before the August 12, 2021 general elections.
And Mr Simbeye pleaded with the people of Kamifungo to vote for the UPND so that they can work towards developing the area.
”I am humbled to be the first Councillor to have the President campaign for me in the history of Kamifungo,” he said

Which jobs Bally, clinics, schools, hospitals and roads have been busy all over the country.
The only area which not developed is southern and you know the reasons why????
You have started talking about what PF was. Under 5 no political skill
“I can assure you that the 2022 budget will demonstrate the difference in our leadership from them. You will receive more money to develop your local areas, that you will see,” the Head of state said.
Eagerly awaiting to see what is in this budget as this is now a UPND budget less talking about incompetent PF as you have failed to arrest even one former minister or PS or even HoneyBee owners or even reversing decisions on Forest 27 and Lower Zambezi NP. Failed to tell us who killed Nsama Nsama or Vespers or even the true cost of the Gulfstream jet.
My comment is awaiting moderation
The Budget should re-look at amongst other things the underlying potential GDP forecast including the natural rate of unemployment It should be a Budget that will maximize the impact in spending and revenue multipliers without reducing that Growth Growth even in scarcity and downgrades is what is important in those spending and revenue allocations
@2 Your comment is awaiting moderation because you always propagate tribal speech that would lead to hate speech and that would lead to problems for the nation. Please comment on subject matters. We welcome your budget Hon Minister, but my hope is that it wont be full of empty promises. There are certain things that can be done, include those and leave out all those that you know can be achieved. PF has left you on a sound noting that you do not need to embark on infrastructure development which requires huge sums of money. If you fail to move country forward, ninshi you are just failures.
Taking a Broader Government rather than a narrow decentralized approach at the same time maximizing allocations of revenues will also be helpful to achieve impactful with scare resources
We now have a real competent finance minister. Thanks the south and west for giving us such competent individuals. I can now start investing back home again
There is huge bunch of old and retired people awaiting payment for their dues. These people have done the best for this country and it would be immoral for the government not to clear them the soonest before the waiting vultures consume their money when they die
You the Revenue volatility on the Fiscal planning period The minister should give US the revenue Growth say 1.5% for each year to say 2026 so that we understand how the deficits and funding gaps will narrow
The Revenue is volatile and much of the volatility is reflected in the economic cycles but more so also its important to model the impact of tax payers behavior all major tax payers in these times so revenue policy measures should factor that You are either reducing revenues or increasing or reducing expenditure or increasing but there has to be some “sequestration of some sought Okay thanks “to effect appropriate economic multipliers velocities and blabla
lets show a Ten-Year Deficit Impact of the Spending and Tax and see whether we are working the economy and to perform it long-term that is the interest we want to see and more so performance of the sectors to create meaningful long-lasting employment for the people The 2022 budget yes but also lets give a long-term view
honarable health minister should think of employing more health pesonels including community health assistant to reduce the barden at faccility level
2023 to 2030 that is the period may be I am not sure because then economies will have fully recovered

2022 DRAFT BUDGET APPROVED
Cabinet has approved the Draft 2022 National Budget presented to it by Finance Minister SITUMBEKO MUSOKOTWANE.
Chief Government Spokesperson CHUSHI KASANDA says the budget slated for presentation to the National Assembly this Friday sets outs the beginning of the implementation of the development programmes spelt out in the UPND manifesto.
Ms. KASANDA says the budget is premised on the recognition that Zambia has this year been faced with various challenges such as high inflation and debt which slowed down the economy and was worsened by the dawn of Covid-19.
She says the New Dawn government through the 2022 National Budget aims to set in place measures to restore macroeconomic stability, attain fiscal debt sustainability, restore growth and improve human development among others.
Ms. KASANDA who is also Information and Media Minister says the budget will also target areas that are key in Zambia attaining objectives such as the Draft Eighth National Development Plan.
She has since encouraged citizens and development partners to attentively listen to the budget speech for more details as the new dawn administration embarks on its journey of developing the country.
This is according to a statement availed to ZNBC News highlighting decisions made by Cabinet at its second meeting held on Monday October 25 and called by President HAKAINDE HICHILEMA.
