However, a job application letter can also be more detailed than a cover a letter. Usually a cover letter acts a quick introduction to a resume when a candidate applies for a specific job opening.

Meanwhile, you can submit a job application letter to a company even if there are no job openings. In this case, you would provide more detail about yourself and your qualifications. Due to this, job application letters tend to be a little longer than the average cover letter.

Structure of a Cover Letter Address Section

1. cover letter heading (sender’s information).

At the very top of your cover letter, in what’s called the cover letter header, you’ll place your contact details. 

As we showed you above, it’s quite simple:

If you want, you can include your phone number or email address, as well.

Cover letters follow a business letter or formal letter format, but, you don’t have to necessarily stick to the styling of the example above. If you have a stylized heading with your name and contact details from your resume contact information section, feel free to use the same heading here!

However, for the remainder of the cover letter, stick as close to the business letter format as possible.

2. The Date

The entirety of addressing a cover letter is quite simple, and that’s true for the date as well.

Here’s how to add a date on a cover letter:

Just remember to leave a line break space both above and below the date to keep things looking neat and organized.

3. Inside Address (Recipient’s Information)

After the date, it’s time to add the recipient’s information, also known in formal letter writing as the “inside address.”

As we showed you above, here’s how to write the company’s info:

We start with the name of the person you are addressing the cover letter to, usually the HR manager or hiring supervisor, followed by their official title at the company. Do your best to find someone’s name so it is tailored by researching the company and its LinkedIn profile.

If you still can’t find someone’s name, simply put “Hiring Manager” or “ATTN: Hiring Manager” above the company name and address.

4. Salutation

The last part of the cover letter address section before reaching the body is the salutation. 

And here’s how simple that is:

Dear Jessica:

Easy as that! 

You can tweak that a bit, if you prefer not to use “dear,” for example. You could also choose to use their last name (“Dear Ms. Schwartz”) or their full name. However, in most cases, I think the first name is most powerful (and we’re in the 2020s now, as well).

Finally, use a colon after the name and you’re through!

Application letters are typically written to accompany school or job applications. The purpose of the letter is to introduce yourself to the decision committee, and to outline your qualifications in a specific way. It can be the only time other than an interview that you have a chance to really stand out in an application, so it's important to get it right. You can learn what to include in your letter, how to style it, and how to format it to give yourself the best chance.

Writing a Job Application

Step 1 Say why you're writing and what you're applying for in the first sentences.

  • A good example would be: "I'm writing to apply for the Chimney Sweep position advertised in Rolling Stone. I think my experience in the heating industry makes me uniquely qualified for this position. Please find my application materials and a brief description of my qualifications below."
  • Don't write your name until the signature. It'll be in the header and in the sign-off, so there's no reason to put it in the body of the letter itself.

Step 2 Explain why you are the best candidate.

  • Be specific. Who are you? Where do you come from? What's your story? These details are important. HR screeners read hundreds of these.
  • Describe your ambitions. Where do you want to go? How will this opportunity help you get there?
  • What skills and experiences make you the right fit? Be as specific as possible and avoid vague language. It's better to describe a time you solved a specific problem at your last job than to just write, "I'm a good problem solver at work."

Step 3 Keep the tone professional.

  • Tailor it to the business. If you're applying to work at a record store, you need to talk about music. If you're applying to work at a tech company that writes, "Tell us something totally rad about yourself!" it's probably ok to be a little more informal.

Step 4 Explain how both parties will benefit from your selection.

  • Don't over-promise. Telling someone that you can guarantee that you'll be able to turn around their sales figures in six months or less is a good way to get fired in six months.

Step 5 Do some research.

  • Any kind of job requires this type of research. If you apply to a restaurant, you need to be familiar with the menu and the kind of customers the restaurant attracts. Consider eating there a few times before you apply.
  • Don't show you're familiar by criticizing a business and telling them what you can do better. Not the time to offer a harsh criticism of a business plan that you don't really know anything about.

Writing a School Application

Step 1 Address the prompt.

  • Common prompts include things like, "Outline your qualifications for this position" or "In writing, explain how this position would affect your career goals." Sometimes, the prompt will be as short as, "Tell us something interesting about yourself."
  • If there is no prompt, but you still feel the need to introduce your application with a letter, it's usually best to keep it as short as possible. Explain what you're applying for, why you're applying, and thank the contact for their consideration. That's it.

Step 2 Tell your story.

  • Often, college prompts will ask you to describe a time you struggled, or a time you overcame some obstacle. Write about something unique, a time that you actually failed and dealt with the consequences.
  • The board will get thousands–literally, thousands–of letters about someone's first mission trip, and letters about the time someone's sports team was beaten, then overcame the odds, and won again. Avoid these topics.

Step 3 Write about your future.

  • Be specific. If you're writing to a college board, don't say, "I want to go to this college because I need a degree." That's obvious. What do you want to do with it? Why? If you're applying to a business, don't say, "I just need a job." That's obvious. Why this specific job?

Step 4 Don't include stuff that's also on your resume.

  • If you're applying to schools, what do you like about the school? What faculty are you interested in? Why this school, instead of another?

Formatting Application Letters

Step 1 Keep it short.

  • If you don't get a word-count guideline, just focus on making one or two good points about yourself, and keeping it at that. No need to drone on four several pages.

Step 2 Only address the letter if you have someone to address it to.

  • Instead of a salutation, write, "Letter of Application" at the top left corner of the page, or put it in the header on the left side at the top.
  • If you do have a contact, address it to them, making sure the name is spelled correctly. Then space down and start the body of the letter. [10] X Research source

Step 3 Use a standard font.

  • Sometimes, it's appropriate to type your name, then print out the letter and sign it in pen. That can be a nice touch.

Step 5 Put your contact information in the header.

  • Telephone and/or fax number

How to Address an Application Letter

Structure an application letter for a job or a college as you would a formal business letter. Find out the name and address of the person to whom you're sending the letter and include them in the proper format. Also use the proper salutation, or greeting.

Begin with your address at the top of the letter. This can be in the center--such as on formal letterhead--or left justified (indented to the left). Your name should go on the first line, your street number and street name on the second line, and your city, state and Zip code on the third line. Below this, add your telephone number and, on the last (fifth) line, include your email address.

For example: Jane Jobapplier 1234 Nowhere Lane New York, NY 12345 555-123-4567 [email protected]

Determine whom you'll be writing--the person's name and title. For example, if you're applying to college, search the school's website to for the name of the dean of admissions. If applying for a job, the job listing should specify whom the application is addressed to; look on the company website to learn the title if the listing doesn't include it.

Leave several spaces after your name and contact information. Then write the person's name on one line and the title below it. The company name should go on the line below that, followed by the street address and the city, state and zip code.

For example: Mr. John Smith Vice President of Marketing ABC Company 1234 Job Street Suite 1010 New York, NY 12345

Leave several more line spaces and write a salutation. Usually you should begin the salutation with "Dear." For example: Dear Mr. Smith. Use the proper title if the person has one: Dear President Smith, or Dear Dr. Smith, for example. If you're applying to college, you may want to include the names of the admissions committee too. For example, Dear Dean Smith and the Admissions Committee.

What are the parts of an application letter.

Whenever you apply for a job, you’re typically directed to submit a resume and a letter of application, also known as a cover letter . If you dread writing cover letters, you aren’t alone – many people would rather avoid them altogether. They are an important part of the job search process, though, and the better your letter, the better your chances of getting the job.

If you break down the application letter into several parts, though, it is a lot less intimidating. The most important thing to remember is that the cover letter isn’t about you and what you want. It’s a letter of introduction, in which you give the employer a taste of what you are capable of and what you can do for their company. Tailor the parts of the application letter – greeting, opening, body, company knowledge and closing section – to the individual position you’re applying for, and you’ll be successful in getting calls for interviews and, ultimately, a great job.

The Greeting

Every application letter needs a greeting. How you open your letter indicates not only your level of professionalism, but also how much effort you put into researching the company and position. Therefore, a generic “To Whom It May Concern” or “Dear Sir/Madam” is likely to get your letter tossed in the trash before it’s even read.

Sometimes, you will get lucky, and you’ll have a name. Rarely does a specific name appear in a job advertisement, but it can happen. If you are sending the letter to a personal contact, or you’ve already made contact with the recipient, great. Just make sure you spell his or her name correctly, and stick with “Ms.” instead of Miss or Mrs. If you have a good relationship with the person already, you can safely use only their first name, but otherwise, be formal and professional and stick with “Dear Mr. Smith ... ,” etc.

If you don’t have a specific name, then you will have to do some research. Google and social media are your friends; many companies have corporate directories online where you can find a relevant name. Other companies deliberately make it more difficult to find individual employee names and contact information in order to protect the privacy and security of their workers. You can try calling the human resources office and asking for a name, but if all else fails, you will have to use a more generic greeting.

In this case, your best bet is to tailor the greeting to the job; for example, you might write, “Dear Senior Account Executive Hiring Manager.” By doing so, you’re indicating that you are applying for a specific job and that your letter was written for this specific person. Again, avoid bland greetings that could apply to anyone, and focus on showing your interest in this specific job.

The Opening

You’ve probably heard the statistics about how recruiters only spend a few seconds reviewing applications. Knowing that the reader is likely to make a decision about whether to schedule an interview after only skimming a few lines of your letter, it’s important to make the opening paragraph compelling enough to spur the person to read on.

The first paragraph of your application letter should be just a few lines that tell the hiring manager why you are writing, highlight an accomplishment and show your enthusiasm for the position. It should be direct and to the point; don’t waste time going on and on about how you heard about the position or how you think you are perfect for the job. Employers aren’t really interested in what you think about your qualifications. Rather, they want specific details showing that you have the skills that they need.

For example, your opening paragraph might read something like, “As a sales professional with eight years of experience in the technology field, I am interested in your Senior Account Executive opening. I have consistently met and exceeded my sales goals, increasing overall profits in my region by 15 percent. I would love the opportunity to meet with you and discuss what I could do for your company.” If you learned about the position via a mutual contact, you could add in a line like, “Jane Smith suggested that I get in touch with you regarding this position, as she thinks my skills would be valuable to your company.”

Remember that the goal of your application letter is to get an interview, and that employers are interested in what you can do for them. Don’t open your letter by discussing how you are looking for a new challenge or that you believe or think that you are perfect for the job. Employers aren’t concerned about giving you a challenge or being a rung on your career ladder, so focus on how you can benefit them.

Once you’ve grabbed the hiring manager’s attention, it’s time to get into the specifics. Because you are sending this letter with a resume, don’t waste space rehashing everything contained in that document. Instead, the body of an application letter should read like a highlight reel. What are your most impressive accomplishments? Choose those that are most relevant to the position you’re applying for, and connect the dots for the reader. Show how you can bring value to the company, and that you have the skills and experience that they need.

After briefly summarizing your experience in a few sentences, highlight your experience via short bullet points, ideally containing quantifiable achievements. In other words, don’t just say that you increased customer satisfaction – prove it, and show how much. Use numbers, performance metrics, or quotes and comments from customers or your co-workers to support your claims. If possible, incorporate keywords from the job description to make it clear to the reader how your experience relates to the specific position. For example, you could write:

“Implemented a new procedure for processing applications that increased productivity by 20 percent and reduced customer wait times by 30 percent.”

Or, “Developed a business strategy that reduced excess inventory and save the company $100,000.”

If you have quotes from former colleagues, bosses or customers that give you a glowing review, don’t be afraid to use them. But don’t go overboard – one or two is plenty.

Above all, your cover letter should reveal your personality, and show not only that you’re qualified for the position, but that you are interested in it and enthusiastic about working for the company. Entrepreneur Seth Porges, in Forbes, advised job seekers to spend some time doing some research on industry trends or history to add some flair to the application letter. For example, you might write about a recent technological innovation and how you’re excited to be a part of how it’s changing the world, or talk about how your industry has changed since you first started in it. The idea is to show the recruiter that you care, that you know the industry and that you’re curious and willing to stay up-to-date.

Highlight Your Knowledge of the Company

Once you’ve highlighted your experience and demonstrated your enthusiasm for the industry and the job, it’s worth devoting a few lines to show that you have done your homework and researched the company. If something interesting happened within the company recently, such as a new product launch or acquisition, mention it and how you’re excited to bring your skills to the company to help during this transition. If that’s not possible, research the company website to uncover the corporate mission and vision, or review its annual reports to find out the goals and major projects taking place. Relate your experience back to what you find, and your letter will stand out.

The Closing

Your final paragraph should summarize your skills (in one line) and focus on the next steps. Don’t ramble or repeat what you have already said, just succinctly state your case and ask for an interview. Although you may have been advised to tell the recipient that you’ll call to follow up at a specific time, that’s not advisable. For starters, it’s easy for the hiring manager to avoid your call. But more important, such a line can come across as pushy or arrogant, even if you think it shows that you take initiative. Instead, note that you would welcome the opportunity to meet with the recruiter to discuss your experience and potential contributions in more detail, and that you look forward to hearing from him or her. That way, you still include a call to action, but leave the control in the reader’s hands.

Special Circumstances

There are times when writing an application letter isn’t always so straightforward. For instance, if you are a student or recent graduate, you most likely don’t have a well of experience to draw from, and therefore have to get a little more creative in how you highlight your experience. Mention achievements from your summer jobs or internships, or point out coursework you completed that provides you with relevant knowledge.

Writing a cover letter can also be challenging if you have a resume gap or you are unemployed, whether it was due to a termination or by choice (such as you took time off to raise a family.) Employers are going to notice the gap, so you shouldn’t avoid it, but don’t make it the focus of your letter either. If you lost your most recent job, you might address it by focusing on what you’ve done since leaving, such as taking courses or working part-time. If you left for personal reasons, you might say something like, “Although I’m returning from a time away from the field to manage personal obligations, I have nearly two decades of experience in finance.” The idea is to address the gap, while still putting the focus on what you bring to the table.

However, be careful and selective about how much you share. Keep in mind, for example, that employers are prohibited from asking candidates about their marital status or if they have children. Sharing information about your family could inadvertently cause discrimination against you. By the same token, if you took time off from work and overcame a significant challenge, highlighting what you did and the lengths you went to to bounce back might show your strength, perseverance and determination, and impress an employer. Use your best judgment.

Don’t Forget the Basics

Your cover letter may be exceptional content-wise, but if it’s riddled with typos and grammatical errors, it’s going to land in the circular file. Put the same level of care and attention into your application letter that you do with your resume. Carefully proofread, and have someone else look it over as well to catch anything you missed. Make sure your contact information at the top of the page is correct, and don’t forget to sign the letter. It might take a little more time, but taking care of these details can make the difference between getting the job and more time pounding the pavement.

Dear Andy Kaplan-Myrth and Paul Beaudry:

We are following up on TekSavvy Solutions Inc.’s (TekSavvy) application, dated 22 December 2023, which raised concerns about Cogeco Communications Inc.’s (Cogeco) plan to replace its legacy coaxial-based last-mile access facilities with fibre-to-the-premises facilities (FTTP) at two buildings in Ontario (the Sites). The replacement is scheduled for 1 May 2024.

The planned replacement would result in TekSavvy’s customers being disconnected from TekSavvy’s Internet services. This is because TekSavvy’s customers access Internet services over Cogeco’s coaxial-based facilities. FTTP facilities are currently not available for competitors like TekSavvy to use under the Commission’s wholesale high speed access (HSA) framework.

To avoid the disconnection, TekSavvy asked the Commission to issue an expedited interim order requiring Cogeco to maintain its wholesale HSA services at the Sites until either:

  • the Commission issues a decision for final relief in the current application at issue; or
  • the Commission issues a decision in the proceeding initiated by Telecom Notice of Consultation 2023-56 (NoC 2023-56), granting competitors access to Cogeco’s FTTP facilities.

TekSavvy also asked that the Commission initiate a new proceeding that would consider more broadly issues related to wholesale decommissioning and network upgrade practices.

Cogeco requested that the Commission summarily dismiss this application claiming that disaggregated FTTP access to Cogeco’s facilities is available at the Sites and that TekSavvy therefore had the ability to compete in this area. Cogeco also claimed that consideration of this application would be inappropriate and duplicative because (i) the issue of decommissioning and network upgrade practices is already being considered by the Commission in NoC 2023-56, and (ii) the Commission previously indicated that various wholesale HSA-related matters may be delayed or deferred until that proceeding is concluded.

We are writing to inform you of the Commission’s decision in this matter.

As you are aware, the Commission launched NoC 2023-56 in March 2023 to improve Internet services competition in Canada. While some of the issues raised by TekSavvy in its application are currently being considered in that proceeding, this does not form a basis to summarily dismiss TekSavvy’s application, given that customers are at risk of being disconnected.

With respect to the availability of disaggregated FTTP access as an alternative for TekSavvy to continue serving customers at the Sites, the Commission considers that this is disputed and therefore unclear based on the record. However, even if it were available, given the work that would be involved, it is unlikely that customers could be transitioned to a disaggregated FTTP service prior to 1 May 2024. Moreover, as noted in Telecom Decision 2023-53, the Commission has found that disaggregated wholesale HSA services have limited viability as a competitive option. For these reasons, the Commission denies Cogeco’s request to dismiss the application.

Regarding TekSavvy’s request for interim relief, the Commission finds that TekSavvy’s application meets the test for relief, as set out in RJR-MacDonald Inc. v. Canada (Attorney General) [1994] 1 S.C.R. 311 , and grants its request for an interim order. The Commission therefore directs Cogeco to maintain competitor access to all premises at the Sites, until the Commission issues its final determination on this application, using one of the three methods proposed by TekSavvy in its application. Please see Appendix 1 below for additional reasons.

The Commission recognizes that the decommissioning of Cogeco's existing facilities may be based on circumstances outside its control and that Cogeco has a responsibility to respond to the needs of its customers. While the Commission encourages and supports investment in high-quality networks, ultimately, we have to consider the impact that the decommissioning of these facilities would have on consumer choice and on competitors.

The Commission notes that the other requests made by TekSavvy in its application, including that the Commission launch a proceeding to examine the decommissioning practices of incumbents, overlap with issues being considered in NoC 2023-56. The Commission finds that it would be premature and inefficient to consider these issues while that proceeding is ongoing. As a result, the Commission suspends its consideration of the other issues raised in TekSavvy’s application until a decision is issued in NoC 2023-56.

Interim relief - Commission Analysis and Determinations

Is there a serious issue to be determined?

TekSavvy submitted that the Commission has previously found that the threshold for finding that there is a serious issue to be determined is low. TekSavvy argued that all that is required to establish that there is a serious question to be determined is that the application is neither frivolous nor vexatious.

In TekSavvy’s view, Cogeco is planning to remove coaxial access facilities connected to addresses where TekSavvy serves end users and replace it with FTTP services that Cogeco does not make available to competitors. TekSavvy argued that it and other competitors could lose access to new and existing customers in a manner that might constitute undue preference and that this was sufficient to demonstrate that the issues raised were not frivolous or vexatious.

Cogeco argued that as the issues raised by TekSavvy were previously considered in the proceeding leading to Telecom Regulatory Policy 2015-326 and are currently under consideration in the Notice of Consultation 2023-56 (NoC 2023-56) proceeding. Cogeco submitted that that this showed that there was no serious issue to be tried in this application. Cogeco also argued that addressing these issues in this application would be duplicative and prejudicial to the outcome of the NoC 2023-56 proceeding.

Rogers Communications Inc. (Rogers) argued that TekSavvy had not provided evidence to establish that the areas served by HSA were rapidly shrinking, and in any event, Rogers felt that the temporary FTTP mandate established by Telecom Decision 2023-358 would address any gaps in the availability of wholesale HSA. Rogers suggested that these facts undermined TekSavvy’s position both on whether there was a serious issue to be tried and whether there was irreparable harm.

Commission’s analysis and determinations

If an application is not clearly frivolous, it will generally meet the first interim relief criterion: that there is a serious issue to be determined. The party seeking interim relief is not required to demonstrate that their argument is persuasive or strong, but only that there is a legitimate question being asked.

TekSavvy’s application raises serious questions about whether Cogeco has granted itself an undue preference and the impact of the particular actions in question on competition and consumer choice.

With respect to concerns raised by Cogeco and Rogers regarding potential overlap with the NoC 2023-56 proceeding, the Commission considers that these concerns are more relevant to the final relief sought by TekSavvy in the application rather than the issue of whether Cogeco has granted itself an undue preference. Any concerns with respect to overlap between TekSavvy’s request for final relief and the NoC 2023-56 proceeding can be addressed by the Commission using its powers under section 60 of the Telecommunications Act.

In light of the above, the Commission considers that TekSavvy has met the first criterion of the test.

Will the party seeking the interim relief incur irreparable harm if the relief is not granted?

TekSavvy argued that in the absence of interim relief, it would suffer damage that could not be adequately compensated by final relief; namely, that it will lose existing customers, will be unable to compete for new customers at the Sites, and will suffer damage to its market position. According to TekSavvy, it is impossible to estimate or calculate the impact of that injury after the fact.

TekSavvy noted that the Commission has previously found that characterizing harm as irreparable does not require an analysis of the magnitude of the harm, but rather of the nature of the harm. TekSavvy further argued that the Commission had recognized a potential loss in subscribers as an irreparable harm.

Cogeco argued that the impact of the network change on TekSavvy could not constitute irreparable harm given that access would only be potentially lost at two locations in all of Ontario and that TekSavvy could mitigate that harm by requesting access to Cogeco’s disaggregated FTTP wholesale service.

The second criterion requires that the party requesting interim relief demonstrate that it will suffer irreparable harm if its request is not granted. Irreparable harm requires analysis of the nature of the harm, rather than its magnitude. Harm is also more likely to be irreparable where there is an unquantifiable loss that the applicant may not be able to recover, or that a final order may not be able to redress.

The Commission considers that if TekSavvy were to lose wholesale access to the Sites while the Commission is examining the application, TekSavvy would suffer direct harm because its subscribers in the Sites would lose service.

The loss of service by its subscribers in the Sites would cause irreparable harm to TekSavvy: those customers could decide to change providers given that they no longer have access to TekSavvy’s services. Even if TekSavvy were to re-establish service to the Sites, those customers and other potential customers could question the reliability of the service offered by TekSavvy and choose not to return.

Accordingly, the Commission is of the view that TekSavvy would very likely incur irreparable harm if interim relief were not granted and considers that TekSavvy has met the second criterion of the test.

Does the balance of convenience favour granting the requested relief?

TekSavvy argued that the balance of convenience favours granting the requested relief because the continued availability of competitive broadband based services is in the public interest and is consistent with the Commission's previous findings mandating wholesale access to network access facilities.

TekSavvy further argued that the interim relief requested would pose little inconvenience to Cogeco as it would still be able to continue with its planned upgrade to its network and would merely have to ensure that competitors still had access to the Sites.

TekSavvy submitted that the public interest in maintaining competition at the Sites outweighed any impact of the requested interim relief on Cogeco.

Cogeco argued that while, in its view, TekSavvy would suffer no harm as it could access Cogeco’s new facilities via disaggregated HSA, Cogeco would suffer harm if it is either required to maintain its existing facilities, against the wishes of the property owners, or if it were forced to provide aggregated FTTP access to TekSavvy customers.

Rogers argued that there are very real costs to the relief proposed by TekSavvy, namely delayed and inefficient network deployment, increased costs because of delayed removal, public inconvenience, as well as increased costs for operation and maintenance of legacy infrastructure. In Rogers’ view, the relief sought by TekSavvy ignores all of these important public interests. Rogers further argued that granting TekSavvy’s proposed relief would further exacerbate what in Rogers’ view was the longstanding regulatory asymmetry between the incumbent local exchange carriers and cable carriers. Rogers submitted that relief that is not in the public interest does not satisfy the balance of convenience.

Finally, Rogers submitted that in a recent Commission letter dealing with its Part 1 Application seeking immediate and final orders directing Bell Canada (Bell) and its affiliates and TELUS Communications Inc. (TCI) to process requests to attach small cells to their poles in accordance with their approved support structure tariffs, the Commission had rejected Rogers’ request for interim relief on the basis that interim relief granting access to tariffed services would not be easily reversible and that issues regarding access remained to be resolved. Rogers argued that the same conclusions should be applied in the case of TekSavvy’s request for interim relief.

The third criterion requires an assessment to be made as to which of the parties would suffer greater harm from granting or refusing to grant interim relief pending the final determination of the issues. In addition, the assessment at this stage takes into account the public interest, and any party may raise arguments regarding harm caused to the public interest.

The Commission has concluded that TekSavvy would very likely incur irreparable harm if interim relief is not granted. As such, the presumption is that the balance of convenience favours the granting of interim relief, and special circumstances would be required to rebut this presumption. The Commission considers that no such circumstances exist in the present case.

With respect to Cogeco and Rogers’ arguments regarding impacts on network deployment, the Commission notes that providing interim relief in this case does not prevent Cogeco from upgrading its network or offering all of its current or planned services to its customers.

With respect to Cogeco’s arguments regarding TekSavvy’s ability to mitigate the irreparable harm it will suffer by using disaggregated HSA, the Commission considers, as noted above, that the record does not show that the necessary disaggregated Points Of Interconnection (POIs) have been built or that they could be built and TekSavvy transitioned to those POIs before 1 May 2024.

With respect to Rogers’ arguments regarding the denial of its request for interim relief on the attachment of small cells, the Commission notes that there are a number of differences between that situation and this one. In the Rogers situation, the Commission noted that even without access to Bell and TCI’s support structures to deploy small cells, Rogers had been able to deploy a sizeable national network. By contrast, in the absence of interim relief in this file, TekSavvy will lose access to its customers in the Sites on 1 May 2024. Further, the Commission found, in the Rogers situation, that granting the requested interim relief had the potential to upset the existing competitive situation, whereas granting TekSavvy interim relief in this case serves, in the Commission’s view, to maintain the competitive balance pending the final determination on this application.

Accordingly, the Commission considers that the balance of convenience favours granting the interim relief, and that the application meets the third criterion of the test.

When and where the solar eclipse will be crossing the U.S.

A total solar eclipse will grace the skies over North America on Monday, one of the most hotly anticipated sky-watching events in recent years.

Weather permitting , millions of people in Mexico, 15 U.S. states and eastern Canada will have the chance to see the moon slip between Earth and sun, temporarily blocking the sun’s light .

The total solar eclipse will be visible along a “path of totality” that measures more than 100 miles wide and extends across the continent. Along that path, the moon will fully obscure the sun, causing afternoon skies to darken for a few minutes.

In all other parts of the continental U.S., a partial solar eclipse will be visible, with the moon appearing to take a bite out of the sun. Exactly how big a bite depends on the location.

The first spot in North America that will experience totality on Monday is on Mexico’s Pacific coast at around 11:07 a.m. PT, according to NASA .

After moving northeast across Mexico, the eclipse’s path travels through Texas, Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire and Maine. Slivers of Michigan and Tennessee will also be able to witness totality if conditions are clear.

In Canada, the eclipse will be visible in parts of southern Ontario, Quebec, New Brunswick, Prince Edward Island and Cape Breton, at the eastern end of Nova Scotia.

The timing of the eclipse and the duration of totality varies by location. Most places will experience around 2 minutes of darkness, but the longest periods of totality are typically in the center of the eclipse’s path.

This year, the longest stretch of totality will last 4 minutes and 28 seconds in an area northwest of Torreón, Mexico.

Before You Send Your Letter

One of the trickiest parts of writing a cover letter comes at the very beginning. Much of the time, you won’t know exactly who will read your letter. How do you address your cover letter when you don’t have the contact person’s name and/or gender ?

First of all, try to find out the name of the contact person. Some employers will think poorly of an applicant who does not take the time to learn the hiring manager’s name. Also, take care not to assume that you know the gender of the recipient based on the name. Many names are gender-neutral, and some hiring managers may identify as a gender other than male or female.

It’s also possible that you’ll do your research and still be unable to figure out to whom you are addressing your letter. In that case, it's better to be safe and use a generic greeting . It's also acceptable to start a letter without a greeting and start with the first paragraph of your letter .

You have a lot of options when addressing your letter. Learn more about the possibilities before you make your choice.

How to Address a Cover Letter Without a Contact Person

There are a variety of general cover letter salutations you can use to address your letter. These general cover letter salutations do not require you to know the name of the hiring manager.

In a survey of more than 2,000 companies, Saddleback College found that employers preferred the following greetings:  

  • Dear Sir/Madam (27%)
  • To Whom It May Concern  (17%)
  • Dear Human Resources Director (6%)
  • Leave it blank (8%)

Do keep in mind that terms like "To Whom It May Concern" may seem dated, so the best options may be either to use "Dear Hiring Manager" or not to include a greeting at all. Simply start with the first paragraph of your letter.

How to Address a Cover Letter for a Non-Gender-Specific Name

If you do have a name but aren't sure of the person's gender, one option is to include both the first name and the last name in your salutation, without a title that reveals gender:

  • Dear Sydney Doe
  • Dear Taylor Smith
  • Dear Jamie Brown

With these types of gender-ambiguous names,  LinkedIn  can be a helpful resource. Since many people include a photo with their profile, a simple search of the person's name and company within LinkedIn could potentially turn up the contact's photograph.

Again, you can also check the company website or call the company’s administrative assistant to get more information as well.

Even if you know the name and gender of the person to whom you are writing, think carefully about what title you will use in your salutation.

For example, if the person is a doctor or holds a Ph.D., you might want to address your letter to “Dr. Lastname” rather than “Ms. Lastname” or “Mr. Lastname.” Other titles might be “Prof.,” “Rev.,” or “Sgt.,” among others.

When you address a letter to a female employer, use the title “Ms.” unless you know for certain that she prefers another title (such as “Miss” or “Mrs.”).

“Ms.” is a general title that does not denote marital status, so it works for any female employer.

How to Address an Email Cover Letter

Hiring managers get a lot of emails each day. Make it easy for them to scan your email and follow up by including a clear subject line and a signature with your contact information. It's important to address the email cover letter correctly, including the name of the person hiring for the position if you have a contact, to ensure that your letter gets noticed.

Subject Line of Email Message

Never leave the subject line blank. There is a good chance that if a hiring manager receives an email with no subject line, they’ll delete it without even bothering to open it, or it could end up in their spam mailbox. Instead, write a clear subject indicating your intentions.

List the job you are applying for in the  subject line of your email message , so the employer knows what job you are interested in. They may be hiring for multiple positions, and you will want them to identify the position you’re interested in easily.

How to Address the Contact Person

There are a variety of  cover letter salutations  you can use to address your email message. If you have a contact person at the company, address the letter to Ms. or Mr. Lastname. If you aren’t given a contact person, check to see if you can  determine the email recipient's name .

If you can’t find a contact person at the company, you can either leave off the salutation from your cover letter and  start with the first paragraph  of your letter or use a  general salutation .

How to Format the Salutation

Once you have chosen a salutation, follow it with a colon or comma, a space, and then start the first paragraph of your letter. For example:

Body of Email Cover Letter

The body of your cover letter  lets the employer know what position you are applying for, and why the employer should select you for an interview. This is where you'll sell yourself as a candidate. Review the job posting and include examples of your attributes that closely match the ones they are looking for.

When you're sending an  email cover letter , it's important to follow the employer's instructions on how to submit your cover letter and resume.

Make sure that your email cover letters are as well-written as any other documents you send.

If you have attached your resume, mention this as part of your conclusion. Then finish your cover letter by thanking the employer for considering you for the position. Include information on how you will follow up. Include a closing, then list your name and your  email signature .

Your email signature should include your name, full address, phone number, email address, and  LinkedIn Profile URL  (if you have one) so it is easy for hiring managers to get in touch.

What customers should know about AT&T's massive data breach

Millions of current and former AT&T customers learned over the weekend that hackers have likely stolen their personal information and are sharing it on the dark web . 

AT&T on Saturday said it doesn't know if the massive data breach "originated from AT&T or one of its vendors," but that it has "launched a robust investigation" into what caused the incident. The data breach is the latest cyberattack AT&T has experienced since a leak in January of 2023 , that affected 9 million users. By contrast, Saturday's much larger breach impacts 73 million current and former AT&T account holders. AT&T has seen several data breaches  over  the years that range in size and impact. 

The data breach prompted an Ohio man to file a class-action lawsuit against AT&T, accusing the telecommunications giant of negligence and breach of contract. Lawyers representing Alex Petroski of Summit County, Ohio, argued that the cyberattack could have been avoided and that AT&T's security failed to protect customer data. 

Until more details of AT&T's investigation arise, here's what customers should know about the most recent data breach.

How many people were impacted by the AT&T data breach?

AT&T said the breach on Saturday affects about 7.6 million current and 65.4 million former AT&T customers. 

What type of information was taken from AT&T?

AT&T said Saturday that a dataset found on the  dark web contains information such as Social Security and passcodes. Unlike passwords, passcodes are numerical PINS that are typically four-digits long. Full names, email addresses, mailing addresses, phone numbers, dates of birth and AT&T account numbers may have also been compromised, the company said. The impacted data is from 2019 or earlier and does not appear to include financial information or call history, it added.

Was my information affected by the AT&T data breach?

Consumers impacted by this breach should be receiving an email or letter directly from AT&T about the incident. The email notices began going out on Saturday, an AT&T spokesperson  confirmed .

What has AT&T done so far to help customers?

Beyond notifying customers, AT&T said that it had already reset the passcodes of current users. The company also said it would pay for credit-monitoring services where applicable.

What's the latest with AT&T's investigation into the breach?

AT&T hasn't disclosed details about its investigation into the data breach, but it is likely to be time-consuming and costly, according to Kevin Powers, the founding director of the Master of Science in Cybersecurity Policy and Governance Programs at Boston College.

The company will most likely bring in outside computer forensics specialists who will work with its on-site IT staff to determine exactly when and how the hackers got into the customer account information system, Powers said. But identifying the hackers' path of entry will be a big challenge for such a large company.

"You don't know where it came in from," Powers told CBS MoneyWatch, referring to the source of the breach. "It potentially could be from a customer or it could have been done from one of their outside contractors or someone else along their supply chain."

In addition, AT&T will have to scrub any malware out of the software that runs its customer account system, while also keeping the system running for customers who weren't impacted, he said. All these steps will have to be shared with lawyers, the outside consultants, and likely officials from the Federal Trade Commission. 

What's the best way to protect my personal information? 

Start by freezing your credit reports at all three major agencies — Equifax, Experience and TransUnion. Then sign up for 24-7 credit monitoring and enable two-factor authentication on your AT&T account, said WalletHub CEO Odysseas Papadimitriou, a former senior director at Capital One.

If you receive a notice about a breach, it's a good idea to change your password and monitor your account activity for any suspicious transactions. The Federal Trade Commission offers free credit freezes and fraud alerts that consumers can set up to help protect themselves from identity theft and other malicious activity.

Biden Announces New Plan for Student Debt Relief

President biden announced a large-scale effort to help pay off federal student loans for more than 20 million borrowers..

Today, I’m proud to announce five major actions to continue to relieve student debt for more than 30 million Americans since I started my administration. And starting this fall, we plan to deliver up to $20,000 in interest relief to over 20 million borrowers and full forgiveness for millions more. [applause] I will never stop to deliver student debt relief and hardworking Americans. And it’s only in the interest of America that we do it. And again, it’s for the good of our economy that’s growing stronger and stronger, and it is, by freeing millions of Americans from this crushing debt of student debt. It means they can finally get on with their lives instead of being put — their lives being put on hold.

President Biden on Monday announced a large-scale effort to help pay off federal student loans for tens of millions of American borrowers, seeking an election-year boost by returning to a 2020 campaign promise that was blocked by the Supreme Court last year.

Mr. Biden’s new plan would reduce the amount that 25 million borrowers still owe on their undergraduate and graduate loans. It would wipe away the entire amount for more than four million Americans. Altogether, White House officials said, 10 million borrowers would see debt relief of $5,000 or more.

“While a college degree still is a ticket to the middle class, that ticket is becoming much too expensive,” Mr. Biden said during a speech to a small but enthusiastic audience filled with supporters. “Today, too many Americans, especially young people, are saddled with too much debt.”

Mr. Biden announced the plan in Madison, Wis., the capital of a critical swing state and a college town that symbolizes the president’s promise to make higher-education affordability a cornerstone of his economic agenda.

But it is a promise he has so far failed to achieve, largely because of legal challenges from Republicans and other critics. They accuse Mr. Biden of unlawfully using his executive authority to enact a costly transfer of wealth from taxpayers who have not taken out federal student loans to those who have.

Officials did not say how much the new plan would cost in coming years, but critics have said it could increase inflation and add to the federal debt by billions of dollars.

Mr. Biden said his new effort would help the economy by removing the drag of enormous debt from people who would otherwise not be able to buy a home or pursue a more economically sound future.

“We’re giving people a chance to make it,” Mr. Biden said. “Not a guarantee. Just a chance to make it.”

Mr. Biden’s announcement was a presidential do-over. In the summer of 2022, he put in motion a plan to wipe out $400 billion in student debt for about 43 million borrowers. That was blocked by the Supreme Court , which said he exceeded his authority. In the months since, Mr. Biden has waived small amounts of debt using existing programs. But now he is attempting a larger effort closer to the scale of his first try.

The original plan relied on a law called the HEROES Act, which the administration argued allowed the government to waive student debt during a national emergency like the Covid pandemic. The justices disagreed after Republican attorneys general and others challenged the debt waiver plan.

The new approach is different.

For months, Mr. Biden’s Education Department has been developing regulations using a long process authorized by the Higher Education Act. Instead of an across-the-board waiver of debt, the new approach targets five groups of borrowers: those whose loans have ballooned because of interest; borrowers who have been paying for decades; those who have economic hardship; people who qualify for existing debt relief programs but have not applied; and people whose loans come from schools that have since been denied certification or have lost eligibility for federal student aid programs.

Administration officials said because the new approach is based on a different law, it is more likely to survive the expected challenges. They said lawyers for the White House and the Education Department have studied the Supreme Court ruling and have designed the new program to make sure it does not violate the principles laid out by the justices.

But lawyers for those who oppose the approach are likely to argue that waiving the debt is unfair to those who already paid back their loans or never took out college loans in the first place. That argument helped sway the justices in the last case.

Neal McCluskey, the director of the Center for Educational Freedom at the Cato Institute, called the new plan “dangerous policy” that is unfair to taxpayers and would cause colleges and universities to raise their prices.

“The Constitution gives Congress, not the president, the authority to enact law, and the Supreme Court has already struck down a unilateral, mass student debt cancellation scheme by the Biden administration,” he said. “It would stick taxpayers with bills for debts other people chose for their own financial advancement.”

The legal challenges will likely take months to resolve, and that could leave the debt relief plan in limbo as voters go to the polls in November to choose between Mr. Biden and former President Donald J. Trump.

Members of Mr. Biden’s administration fanned out across the country on Monday to talk about the new plan, betting that it will rally support among voters who were disappointed that the court blocked the first one, which would have eliminated up to $20,000 in debt for tens of millions of borrowers. Vice President Kamala Harris held a round-table discussion with a teacher, a nurse and a social worker in Philadelphia. Miguel A. Cardona, the education secretary, spoke in New York City.

“We need you to stay in these jobs doing this work,” Ms. Harris said in the library of an elementary school. “And you shouldn’t have to make a decision about whether you serve or are able to pay your bills.”

But beyond the threat of legal action, the president faces steep obstacles just because of the calendar. The new plan has not yet been published in the Federal Register, which will kick off a required, monthslong public comment period before it can take effect. Officials said on Sunday only that they hoped some of the provisions would begin going into effect in “early fall” of this year.

Administration officials hope that the president’s supporters will give him credit for trying, even if many of the borrowers do not end up seeing any relief before they go to the ballot box. Andrew O’Neill, the legislative director for Indivisible, a liberal advocacy organization, praised Mr. Biden’s announcement.

“Progressives have led the fight for student debt cancellation, and Joe Biden has responded,” he said in a statement. “More than 30 million folks will now get relief from Biden’s programs. That’s a huge deal.”

White House officials have been scrambling for months to respond to the anger about student loans among the president’s base. In one poll released last month, more than 70 percent of young people said the issue of student loan forgiveness was “important” or “very important” to them as they make their decision in the 2024 election campaign.

Officials said the five groups of people targeted in the new plan will address most of the egregious issues that some borrowers have with their student loans.

People whose loans have grown beyond the amount they originally borrowed because of interest would have up to $20,000 of that interest wiped away, leaving them to repay only the amount they originally borrowed. People making less than $120,000 a year, or couples making less than $240,000, would qualify to have all of their interest forgiven.

Officials said that 23 million people would most likely have all of their interest-related balances waived from that provision.

About two million borrowers who already qualify to have their student loans waived under existing programs have not applied for relief. Under the new rules, the Education Department would be authorized to cancel the debt for those people without their having to apply.

People who took out federal student loans for undergraduate degrees and began repaying them more than 20 years ago would automatically have the debt canceled under the new plan. Graduate students who borrowed money and began repaying 25 years ago would have their debt canceled.

Officials said that about 2.5 million people would qualify under that rule.

People who borrowed money to attend colleges that have since lost their certification or their eligibility to participate in the federal student aid program would have their debt canceled. Officials did not say how many people that would affect. And people who are especially burdened with other expenses — such as high medical debt or child care — could apply to have their student loans forgiven.

Officials did not estimate how many people might qualify for what they called the “hardship” programs.
