Listen: we know homework isn’t fun, but it is a good way to reinforce the ideas and concepts you’ve learned in class. But what if you’re really struggling with your homework assignments?

If you’ve looked online for a little extra help with your take-home assignments, you’ve probably stumbled across websites claiming to provide the homework help and answers students need to succeed . But can homework help sites really make a difference? And if so, which are the best homework help websites you can use?

Below, we answer these questions and more about homework help websites–free and paid. We’ll go over:

  • The basics of homework help websites
  • The cost of homework help websites
  • The five best homework websites out there
  • The pros and cons of using these websites for homework help
  • The line between “learning” and “cheating” when using online homework help
  • Tips for getting the most out of a homework help website

So let’s get started!

The Basics About Homework Help Websites–Free and Paid

Homework help websites are designed to help you complete your homework assignments, plain and simple.

What Makes a Homework Help Site Worth Using

Most of the best sites allow users to ask questions and then provide an answer (or multiple possible answers) and explanation in seconds. In some instances, you can even send a photo of a particular assignment or problem instead of typing the whole thing out!

Homework help sites also offer more than just help answering homework questions. Common services provided are Q&A with experts, educational videos, lectures, practice tests and quizzes, learning modules, math solving tools, and proofreading help. Homework help sites can also provide textbook solutions (i.e. answers to problems in tons of different textbooks your school might be using), one-on-one tutoring, and peer-to-peer platforms that allow you to discuss subjects you’re learning about with your fellow students.

And best of all, nearly all of them offer their services 24/7, including tutoring!

What You Should Should Look Out For

When it comes to homework help, there are lots–and we mean lots –of scam sites out there willing to prey on desperate students. Before you sign up for any service, make sure you read reviews to ensure you’re working with a legitimate company.

A word to the wise: the more a company advertises help that veers into the territory of cheating, the more likely it is to be a scam. The best homework help websites are going to help you learn the concepts you’ll need to successfully complete your homework on your own. (We’ll go over the difference between “homework help” and “cheating” a little later!)

body-gold-piggy-bank-money

You don't need a golden piggy bank to use homework help websites. Some provide low or no cost help for students like you!

How Expensive Are the Best Homework Help Websites?

First of all, just because a homework help site costs money doesn’t mean it’s a good service. Likewise, just because a homework help website is free doesn’t mean the help isn’t high quality. To find the best websites, you have to take a close look at the quality and types of information they provide!

When it comes to paid homework help services, the prices vary pretty widely depending on the amount of services you want to subscribe to. Subscriptions can cost anywhere from $2 to $150 dollars per month, with the most expensive services offering several hours of one-on-one tutoring with a subject expert per month.

The 5 Best Homework Help Websites

So, what is the best homework help website you can use? The answer is that it depends on what you need help with.

The best homework help websites are the ones that are reliable and help you learn the material. They don’t just provide answers to homework questions–they actually help you learn the material.

That’s why we’ve broken down our favorite websites into categories based on who they’re best for . For instance, the best website for people struggling with math might not work for someone who needs a little extra help with science, and vice versa.

Keep reading to find the best homework help website for you!

Best Free Homework Help Site: Khan Academy

  • Price: Free!
  • Best for: Practicing tough material

Not only is Khan Academy free, but it’s full of information and can be personalized to suit your needs. When you set up your account , you choose which courses you need to study, and Khan Academy sets up a personal dashboard of instructional videos, practice exercises, and quizzes –with both correct and incorrect answer explanations–so you can learn at your own pace.

As an added bonus, it covers more course topics than many other homework help sites, including several AP classes.

Runner Up: Brainly.com offers a free service that allows you to type in questions and get answers and explanations from experts. The downside is that you’re limited to two answers per question and have to watch ads.

Best Paid Homework Help Site: Chegg

  • Price: $14.95 to $19.95 per month
  • Best for: 24/7 homework assistance

This service has three main parts . The first is Chegg Study, which includes textbook solutions, Q&A with subject experts, flashcards, video explanations, a math solver, and writing help. The resources are thorough, and reviewers state that Chegg answers homework questions quickly and accurately no matter when you submit them.

Chegg also offers textbook rentals for students who need access to textbooks outside of their classroom. Finally, Chegg offers Internship and Career Advice for students who are preparing to graduate and may need a little extra help with the transition out of high school.

Another great feature Chegg provides is a selection of free articles geared towards helping with general life skills, like coping with stress and saving money. Chegg’s learning modules are comprehensive, and they feature solutions to the problems in tons of different textbooks in a wide variety of subjects.

Runner Up: Bartleby offers basically the same services as Chegg for $14.99 per month. The reason it didn’t rank as the best is based on customer reviews that say user questions aren’t answered quite as quickly on this site as on Chegg. Otherwise, this is also a solid choice!

body-photomath-logo-2

Best Site for Math Homework Help: Photomath

  • Price: Free (or $59.99 per year for premium services)
  • Best for: Explaining solutions to math problems

This site allows you to t ake a picture of a math problem, and instantly pulls up a step-by-step solution, as well as a detailed explanation of the concept. Photomath also includes animated videos that break down mathematical concepts to help you better understand and remember them.

The basic service is free, but for an additional fee you can get extra study tools and learn additional strategies for solving common math problems.

Runner Up: KhanAcademy offers in-depth tutorials that cover complex math topics for free, but you won’t get the same tailored help (and answers!) that Photomath offers.

Best Site for English Homework Help: Princeton Review Academic Tutoring

  • Price: $40 to $153 per month, depending on how many hours of tutoring you want
  • Best for: Comprehensive and personalized reading and writing help

While sites like Grammarly and Sparknotes help you by either proofreading what you write via an algorithm or providing book summaries, Princeton Review’s tutors provide in-depth help with vocabulary, literature, essay writing and development, proofreading, and reading comprehension. And unlike other services, you’ll have the chance to work with a real person to get help.

The best part is that you can get on-demand English (and ESL) tutoring from experts 24/7. That means you can get help whenever you need it, even if you’re pulling an all-nighter!

This is by far the most expensive homework site on this list, so you’ll need to really think about what you need out of a homework help website before you commit. One added benefit is that the subscription covers over 80 other subjects, including AP classes, which can make it a good value if you need lots of help!

body-studtypool-logo

Best Site for STEM Homework Help: Studypool

  • Best for: Science homework help
  • Price: Varies; you’ll pay for each question you submit

When it comes to science homework help, there aren’t a ton of great resources out there. The best of the bunch is Studypool, and while it has great reviews, there are some downsides as well.

Let’s start with the good stuff. Studypool offers an interesting twist on the homework help formula. After you create a free account, you can submit your homework help questions, and tutors will submit bids to answer your questions. You’ll be able to select the tutor–and price point–that works for you, then you’ll pay to have your homework question answered. You can also pay a small fee to access notes, lectures, and other documents that top tutors have uploaded.

The downside to Studypool is that the pricing is not transparent . There’s no way to plan for how much your homework help will cost, especially if you have lots of questions! Additionally, it’s not clear how tutors are selected, so you’ll need to be cautious when you choose who you’d like to answer your homework questions.

What Are the Pros and Cons of Using Homework Help Sites?

Homework help websites can be a great resource if you’re struggling in a subject, or even if you just want to make sure that you’re really learning and understanding topics and ideas that you’re interested in. But, there are some possible drawbacks if you don’t use these sites responsibly.

We’ll go over the good–and the not-so-good–aspects of getting online homework help below.

3 Pros of Using Homework Help Websites

First, let’s take a look at the benefits.

#1: Better Grades Beyond Homework

This is a big one! Getting outside help with your studies can improve your understanding of concepts that you’re learning, which translates into better grades when you take tests or write essays.

Remember: homework is designed to help reinforce the concepts you learned in class. If you just get easy answers without learning the material behind the problems, you may not have the tools you need to be successful on your class exams…or even standardized tests you’ll need to take for college.

#2: Convenience

One of the main reasons that online homework help is appealing is because it’s flexible and convenient. You don’t have to go to a specific tutoring center while they’re open or stay after school to speak with your teacher. Instead, you can access helpful resources wherever you can access the internet, whenever you need them.

This is especially true if you tend to study at off hours because of your extracurriculars, work schedule, or family obligations. Sites that offer 24/7 tutoring can give you the extra help you need if you can’t access the free resources that are available at your school.

#3: Variety

Not everyone learns the same way. Maybe you’re more of a visual learner, but your teacher mostly does lectures. Or maybe you learn best by listening and taking notes, but you’re expected to learn something just from reading the textbook .

One of the best things about online homework help is that it comes in a variety of forms. The best homework help sites offer resources for all types of learners, including videos, practice activities, and even one-on-one discussions with real-life experts.

This variety can also be a good thing if you just don’t really resonate with the way a concept is being explained (looking at you, math textbooks!).

Not so fast. There are cons to homework help websites, too. Get to know them below!

3 Cons of Using Homework Help Websites

Now, let’s take a look at the drawbacks of online homework help.

#1: Unreliable Info

This can be a real problem. In addition to all the really good homework help sites, there are a whole lot of disreputable or unreliable sites out there. The fact of the matter is that some homework help sites don’t necessarily hire people who are experts in the subjects they’re talking about. In those cases, you may not be getting the accurate, up-to-date, and thorough information you need.

Additionally, even the great sites may not be able to answer all of your homework questions. This is especially true if the site uses an algorithm or chatbot to help students…or if you’re enrolled in an advanced or college-level course. In these cases, working with your teacher or school-provided tutors are probably your best option.

#2: No Clarification

This depends on the service you use, of course. But the majority of them provide free or low-cost help through pre-recorded videos. Watching videos or reading info online can definitely help you with your homework… but you can’t ask questions or get immediate feedback if you need it .

#3: Potential For Scamming

Like we mentioned earlier, there are a lot of homework help websites out there, and lots of them are scams. The review comments we read covered everything from outdated or wrong information, to misleading claims about the help provided, to not allowing people to cancel their service after signing up.

No matter which site you choose to use, make sure you research and read reviews before you sign up–especially if it’s a paid service!

body-cheat-cheating-cc0

When Does “Help” Become “Cheating”?

Admittedly, whether using homework help websites constitutes cheating is a bit of a grey area. For instance, is it “help” when a friend reads your essay for history class and corrects your grammar, or is it “cheating”? The truth is, not everyone agrees on when “help” crosses the line into “cheating .” When in doubt, it can be a good idea to check with your teacher to see what they think about a particular type of help you want to get.

That said, a general rule of thumb to keep in mind is to make sure that the assignment you turn in for credit is authentically yours . It needs to demonstrate your own thoughts and your own current abilities. Remember: the point of every homework assignment is to 1) help you learn something, and 2) show what you’ve learned.

So if a service answers questions or writes essays for you, there’s a good chance using it constitutes cheating.

Here’s an example that might help clarify the difference for you. Brainstorming essay ideas with others or looking online for inspiration is “help” as long as you write the essay yourself. Having someone read it and give you feedback about what you need to change is also help, provided you’re the one that makes the changes later.

But copying all or part of an essay you find online or having someone write (or rewrite) the whole thing for you would be “cheating.” The same is true for other subjects. Ultimately, if you’re not generating your own work or your own answers, it’s probably cheating.

5 Tips for Finding the Best Homework Help Websites for You

Now that you know some of our favorite homework help websites, free and paid, you can start doing some additional research on your own to decide which services might work best for you! Here are some top tips for choosing a homework help website.

Tip 1: Decide How You Learn Best

Before you decide which site or sites you’re going to use for homework help, y ou should figure out what kind of learning style works for you the most. Are you a visual learner? Then choose a site that uses lots of videos to help explain concepts. If you know you learn best by actually doing tasks, choose a site that provides lots of practice exercises.

Tip 2: Determine Which Subjects You Need Help With

Just because a homework help site is good overall doesn’t mean that it’s equally good for every subject. If you only need help in math, choose a site that specializes in that area. But if history is where you’re struggling, a site that specializes in math won’t be much help. So make sure to choose a site that you know provides high-quality help in the areas you need it most.

Tip 3: Decide How Much One-On-One Help You Need

This is really about cost-effectiveness. If you learn well on your own by reading and watching videos, a free site like Khan Academy is a good choice. But if you need actual tutoring, or to be able to ask questions and get personalized answers from experts, a paid site that provides that kind of service may be a better option.

Tip 4: Set a Budget

If you decide you want to go with a paid homework help website, set a budget first . The prices for sites vary wildly, and the cost to use them can add up quick.

Tip 5: Read the Reviews

Finally, it’s always a good idea to read actual reviews written by the people using these homework sites. You’ll learn the good, the bad, and the ugly of what the users’ experiences have been. This is especially true if you intend to subscribe to a paid service. You’ll want to make sure that users think it’s worth the price overall!

BOGO deals- During BOGO offers on our website, customers will not be able to stack additional discounts to their order. This includes affiliate codes, loyalty redemptions & one-time use promotional codes.

scented candles

Refer to our Candle Care page for in-depth instructions on how to tcare for your HomeWorx candles.

Our scented candle wax formula is a proprietary trade secret and, as such, we do not publicly disclose a list of the ingredients.

We primarily use a food-grade paraffin wax base in all of our scented candles. Depending on the specific scent we are developing, we will occasionally mix in other commonly known FDA-approved ingredients to optimize burn and fragrance diffusion. Our scented candle wax formulas have been developed and refined over decades by the industry’s leading chemists and master perfumers in order to hold and disperse a high content of fine fragrance oil and ensure that each and every candle burns cleanly and evenly when used and maintained properly. While many fragrances incorporate the use of some natural ingredients, there are many more synthetic materials available on a perfumer’s palette, allowing the perfumer more creative freedom to develop a unique and memorable scent. Synthetic fragrances are much stronger, longer lasting, and more complex than all-natural fragrances, as well as being just as safe to use. Synthetic fragrances are also easier to manufacture as their components are much more consistent when produced, whereas natural ingredients can produce unpredictable results, just as anything in nature would. What kind of wicks do you use in your scented candles? Do they contain lead? We use all-natural cotton wicks as well as cotton wicks that have a paper core (or center) and wicks that are a combination of cotton and paper woven together. We do not use metal wicks or any type of metal that contains lead.

No, paraffin wax is non-toxic, as are all candle waxes. In fact, paraffin is approved by the U.S. Food and Drug Administration (FDA) for use in food, cosmetics, and medical applications. Food-grade paraffin is commonly used for manufacturing candles. This answer was sourced/adapted from the National Candle Association (NCA) website.

Although millions of people regularly use scented candles without any negative effects, it is always possible that a particular fragrance might trigger a negative reaction in sensitive individuals. Individuals with known sensitivities to specific fragrances may want to avoid candles of those scents. In addition, consumers should remember to burn all candles, whether scented or unscented, in a well-ventilated area. If you have any further questions or concerns, we recommend you consult your physician. This answer was sourced/adapted from the National Candle Association (NCA) website.

No. The minuscule amount of soot produced by a candle is the natural byproduct of incomplete combustion. Candle soot is composed primarily of elemental carbon particles and is similar to the soot given off by kitchen toasters and cooking oils. These everyday household sources of soot are not considered a health concern and are chemically different from the soot formed by the burning of diesel fuel, coal, gasoline, etc. This answer was sourced/adapted from the National Candle Association (NCA) website.

n900 Central - How to access internal HD through USB port

I am trying to use the 2 TB internal hard drive on my n900 as the storage for my Homeworx digital video recorder.

Presently, I use a 1.5 TB WD portable drive. Works fine. Plug the drive in and the recorder automatically recognizes it as a compatible drive. I was hoping that if I connected the USB port on the n900 to the recorder, the same thing would happen. The advantage of this system is once on the n900, HD recorded files would be available anywhere on my home network.

Unfortunately, I think I am doing the opposite of what the n900 USB port wants to do. If I unplug the portable drive from the portable drive, the n900 recognizes it and I can access the files anywhere on the home network.

Is there a setting in the setup software that would allow this access to the n900 HD from an outside device through the USB port? Or an imaginative way to work around this so the internal HD can be accessed through the USB port?

Not sure it matters but I have the router set up as an access point, downstream from another router which is used as the gateway to a cable modem.

Hello and welcome to the WD community.

Is your unit  a N900 or a N900c?

Does your video recorder support connecting to network locations?. Something that would be possible to do is have the recorder connect to the storage located on the router and from there be able to access the files that have been recorded since with the router you are able to access the drive as a network location but normally this is more related to the video recorder since its the one that captures the files.

It has a hard drive and called Central so I assume it is a n900c

My DVR does not specifically have a network function. It has an HDMI port for the TV and a USB to connect to storage as it has no internal storage (other than set-up and recording schedule data). Quickly recognizes if you plug in a flash drive or portable hard drive like my WD 1.5 TB unit.

I was hoping to do what you seem to be describing. If I can write to the internal router hard drive through the USB port, that drive would be a media server and I could access the video files from any device I have on the network.

Since both the recorder and the router hard drive have USB full size ports, I do have a double ended USB cord. However, the recorder does not recognize the router drive as a USB device. Does there need to be some kind of specialty “reversing” USB cord that would work?

I also have the N900C. I have mine in router mode which enables all of its features including network storage and My Cloud remote access. If you ever decide to use it in router mode, I suggest using an actual modem rather than a cable provided gateway in modem mode. They tend to try and still act as quasi routers in modem mode and screw things up. You could fill up your portable drive and plug it into your computer and then copy and paste it into the N900C and the recordings would be available over the network and My Cloud app. You could also plug the portable drive into the router and set it up from the router’s dashboard. The N900C manual is available online and is a simple read.

Net neutrality is back: U.S. promises fast, safe and reliable internet for all

The Federal Communications Commission has restored net neutrality rules that ban content providers from restricting bandwidth to customers.

Consumers can look forward to faster, safer and more reliable internet connections under the promises of newly reinstated government regulations.

The Federal Communications Commission voted 3-2 on Thursday to reclassify broadband as a public utility, such as water and electricity — to regulate access to the internet. The move to expand government oversight of internet service providers comes after the COVID-19 pandemic exposed the magnitude of the digital divide , forcing consumers to rely on high-speed internet for school and work, as well as social and health support.

What happened to the internet without net neutrality?

The Indicator from Planet Money

What happened to the internet without net neutrality.

Because the government deems internet access an essential service, the FCC is promising oversight as if broadband were a public utility. In doing so, the government aims to make providers more accountable for outages, require more robust network security, protect fast speeds, and require greater protections for consumer data.

The decision effectively restores so-called net neutrality rules that were first introduced during the Obama administration in 2015 and repealed two years later under President Trump.

The rules are sure to invite legal challenges from the telecoms industry — not for the first time. And a future administration could always undo the rules.

Meanwhile, net neutrality regulations are set to go into effect 60 days after their publication in the Federal Register.

But much has yet to be clarified about the rules: The 400-page draft order to restore the regulations has not been publicly released.

Here's what we do know.

What's net neutrality?

Net neutrality is a wonky term for the idea that the flow of information on the internet should be treated equally and that internet service providers can't interfere with what consumers do online.

Also referred to as an "open internet," net neutrality aims to level the digital marketplace, prohibiting internet service providers (ISPs) like Comcast and AT&T from running fast lanes and slow lanes — speeding up or slowing down internet speeds — for online services like Netflix and Spotify.

What's this latest battle about?

Without the net neutrality regulations in place, phone and internet companies have the power to block or favor some content over others. The issue has pit telecom companies against Big Tech. Net neutrality advocates — tech companies, consumer watchdogs and free speech activists among them — warn that without such regulations, broadband providers are incentivized to charge customers more to use internet fast lanes or else risk being stuck with slower speeds.

In recent years, the issue has largely become a partisan one. In 2015, the President Obama-appointed FCC chair ushered in the approval of net neutrality rules . Those rules were repealed two years later under President Trump after his pick to run the FCC called them "heavy-handed" in his pledge to end them.

Now, the return of FCC regulations has reinvigorated the net neutrality debate.

"Every consumer deserves internet access that is fast, open and fair," FCC chair Jessica Rosenworcel said ahead of Thursday's vote. "This is common sense."

As in 2015, the rules classify broadband as a utility service under Title II of the Communications Act of 1934.

The measure passed along party lines, with Democratic commissioners in favor of net neutrality and Republicans opposed.

What critics are saying

Opponents say the net neutrality rules are government overreach and interfere with commerce. In a letter to FCC chair Rosenworcel this week, a group of Republican lawmakers said the draft order to restore net neutrality regulations would chill innovation and investment in the broadband industry.

Dissenting FCC Commissioner Brendan Carr, a Republican, said that fears of a sluggish or pricey internet without the rules were overblown — that consumers benefited from faster speeds and lower prices since the repeal. Net neutrality advocates dispute the argument that broadband rates dropped when net neutrality went away, saying the numbers are misleading .

"There will be lots of talk about 'net neutrality' and virtually none about the core issue before the agency: namely, whether the FCC should claim for itself the freewheeling power to micromanage nearly every aspect of how the Internet functions — from the services that consumers can access to the prices that can be charged," Carr said in October, when the Biden administration proposed restoring net neutrality.

Some telecom companies argue that the FCC is trying to solve a nonexistent problem in its stated aim to preserve equal internet access for consumers.

"This is a nonissue for broadband consumers, who have enjoyed an open internet for decades," said Jonathan Spalter, the CEO of USTelecom, a trade group that represents ISPs such as AT&T and Verizon, in a statement following the vote to hand regulatory authority back to the FCC.

"We plan to pursue all available options, including in the courts," the group said.

What's happened when net neutrality went away?

What ended up happening in the years after the rollback went into effect in 2018 was so discreet that most people unlikely noticed its effects, says Stanford Law professor Barbara van Schewick, who directs the school's Center for Internet and Society and supports net neutrality.

For the past six years, she says, "a lot of public scrutiny on the ISPs and then the attempts to bring back net neutrality in Congress basically kept the ISPs on their best behavior."

Still, there were changes. Some ISPs implemented zero-rating plans, the practice of excluding some apps from data charges, she notes, or were caught throttling — intentionally slowing down consumer internet speeds.

Absent heightened federal regulation, tough net neutrality rules that sprang up in several states, including California , Washington and Oregon, also have continued to keep internet service providers in check.

"It's still being litigated," van Schewick says. "And so, it is fair to say we haven't seen a world without net neutrality."

FCC's net neutrality vote affects your internet speed. We explain

The Federal Communications Commission on Thursday voted to reinstate rules repealed in 2017 that would prevent internet service providers from disrupting your internet speed.

The 3-2 vote along political party lines restores net neutrality – a policy that ensures your internet service provider doesn’t block or slow legal traffic, or charge more to deliver some content more quickly.

The commission voted in October by a vote of 3-2 to advance the proposal that would reinstate net neutrality rules and once again give it regulatory oversight of broadband internet, which had been rescinded under former President Donald Trump.

The FCC said it was also using its new authority to order the U.S. divisions of China Telecom, China Unicom and China Mobile to stop broadband internet access services in the United States, according to Reuters.

The Chinese carriers must discontinue service within 60 days of the effective date of the order, Reuters reported.

FCC Chairwoman Jessica Rosenworcel noted the commission has taken similar actions against Chinese telecom companies in the past using existing authority, Reuters said.

What did FCC commissioners say before the vote?

The pandemic – and the way consumers used the internet for school, work and health care – made clear that to engage with the world, it had to be done through a broadband connection, Rosenworcel said Thursday during her remarks before the vote.

"It became clear that no matter who you are or where you live, you need broadband to have a fair shot at digital-age success,'' she said. "It went from nice to have, to need to have for everyone, everywhere. Broadband is now an essential service and essential services are ones we count on in every aspect of modern life to have some basic oversight."

Fellow FCC Commissioners Geoffrey Starks and Anna M. Gomez voted with Rosenworcel to approve the rule.

"Some, no doubt, will claim this is all a scheme for the government to control the internet. But let's be real," Starks said in his remarks, "It is about empowering consumers to control how they experience the internet while ensuring the provider is not impeding or prioritizing certain content."

Gomez, who also repeated her remarks in Spanish, said the action would offer protection for all consumers, "but especially for those communities that have historically been left on the wrong side of the digital divide."

FCC Commissioners Brendan Carr and Nathan Simington cast dissenting votes.

In his remarks before the vote, Carr said the internet has thrived in America "in the absence" of regulation by the government.

Carr questioned whether Internet Service Providers (ISP’s) will continue to invest with the new rule, saying broadband investments slowed down after 2015 and picked back up in 2017 after the repeal.

"I am confident that we will right this ship and I'm certain that the courts will overturn this unlawful power grab,"Carr said.

Net neutrality has been priority for Biden

Reinstating the rules has been a focus for President Joe Biden, who signed a July 2021 executive order urging the FCC to restore net neutrality rules put in place under President Barack Obama, according to Reuters.

Democrats were unable to make those changes during the time they lacked a majority on the five-member FCC but that balance changed in October, Reuters said.

During the Trump administration, the commission argued that net neutrality rules dampened innovation and discouraged internet service providers from putting money into the network.

What is net neutrality?

Net neutrality is the belief that an internet service provider, or ISP, should give all consumers fair and equal access to legal content and applications. Providers should not favor some, or block others. They also shouldn't charge content providers for speedier delivery of their content on "fast lanes," and deliberately slow down content from content providers that compete with ISPs.

Years ago, the hot-button issue even made for a  popular segment on John Oliver’s show "Last Week Tonight," where he urged people to visit the FCC’s website to give their opinions on the issue, which generated millions of comments.

When was net neutrality repealed?

Net neutrality was repealed in December 2017.

Then FCC Chair Ajit Pai said the repeal would help more Americans get high-speed internet access, as companies would spend more on building networks "without the overhang of heavy-handed regulation" and that would create jobs.

Net neutrality pros and cons

The FCC argues there are a number of benefits for consumers – the openness establishes basic rules for ISPs so they don’t block legal content, throttle speeds and create “fast lanes” for people who can pay for it.

Reclassifying broadband under Title II allows the FCC to apply cybersecurity standards, and will require ISPsto notify the FCC and consumers of internet outages.

Advocates and experts also say net neutrality is positive for consumers.

AARP Executive Vice President and Chief Advocacy & Engagement Officer Nancy LeaMond lauded Thursday's decision. "The rule will protect consumers online, helping to prevent online fraud and scams while safeguarding privacy and access to content," she said in an emailed statement.

Net neutrality protects consumers from ISPs controlling what you see, Chris Lewis, president and chief executive officer at Public Knowledge, has previously told USA TODAY. “Broadband is an essential communications tool, so we need the rules to be fair.”

Can net neutrality rules affect prices?

Lewis gives the example of streaming services, which create their own websites and apps to access the internet and reach the consumer. While these sites already pay for internet access, broadband providers want to charge an additional user fee that is passed on to consumers, he said.

“With net neutrality, that fee is prohibited. The savings are indirect, but they’re real,” he said.

Is net neutrality important for the internet infrastructure?

Mallory Knodel, chief technology officer of the Center for Democracy and Technology, has told USA TODAY old broadband network wires need replacing and ISPs haven’t done a great job maintaining the infrastructure or building it out in an equitable way.

It has led to a “dirt road effect,” she said, where low-income subscribers end up with deprioritized traffic or a nonfunctional internet.

With broadband infrastructure needing a lot of work, can net neutrality help?

"Only abstractly," Knodel said. “If net neutrality prevents profit-making off of preferential treatment and innovation in traffic shaping, then perhaps it follows that they would put efforts elsewhere, namely into maintenance and building out of the network. In any case, the latter has far greater benefits to consumers.”

The argument against net neutrality

The Computer & Communications Industry Association, whose members include Amazon, Apple, Alphabet and Meta Platforms support net neutrality, previously saying that the policy "must be reinstated to preserve open access to the internet," according to Reuters.

Meanwhile, USTelecom, whose members include AT&T and Verizon, have said restoring net neutrality is "entirely counterproductive, unnecessary, and an anti-consumer regulatory distraction," Reuters said.

In  2018, Verizon was accused of throttling Santa Clara County’s unlimited data during the Mendocino wildfires, disrupting their ability to coordinate until they upgraded to an expensive service plan. It resulted in a lawsuit showing the effects of the FCC’s repeal of net neutrality rules.

When browsing: What is a good internet speed?

At the time, a Verizon spokesperson told USA TODAY that the issue was not related to net neutrality court proceedings, but was due to a customer service error, and that Verizon had a practice for removing data restrictions during emergency situations.

A dozen states have net neutrality laws or regulations in place on their own, despite the 2017 decision to withdraw the requirement at the federal level, Reuters reported. Industry groups dropped legal challenges to those state requirements in May 2022.
