Popcru calls for immediate removal of Free State’s tormentor top cop!

Embattled Eastern Free State district police commander general Jan Tsotetsi has remaining days to defend allegations underpinned to him, or face expulsion.

This is a raucous warning from the Police and Prisons Civil Rights Union (Popcru) in the province, as it calls for the immediate suspension of Tsotetsi.

Popcru, which serves as a trade union that represents police officers, traffic officers and correctional officers, says is deeply concerned over numerous allegations facing the embattled top cop in Thabo Mofutsanyana district.

“Popcru in the Free State province finds it disturbing that the South African Police Service (SAPS) in the Free State province has taken favouritism to a whole new level, with the Eastern FS District Commander Jan Tsotetsi being protected by superiors,” said the union’s spokesperson in the province, Chakale Mahlatsi.

The now-defunct, Special Assignment an in-depth investigative programme, unearthed how the district commander of SAPS harrassed and threatened uniformed and non-uniformed staff under his management.

“Despite having reported on these concerns, there has never been any action taken; demonstrating the extent to which his actions had been either ignored or protected.

“POPCRU has on several occasions brought to the attention of SAPS management allegations of criminal activities by this commander, and since he remains a protected individual within SAPS, all those were never taken seriously,” Mahlatsi said.

Mahlatsi asserted that, despite their several engagements with management of SAPS, no action has been taken to probe the allegations.

“As a result of this inaction, many staff members have resigned, while others have been sexually abused, and with others’ working conditions deteriorating daily.

“We therefore demand the immediate suspension of major general Tsotetsi and the immediate reinstatement of all police officials who resigned due to the atmosphere that prevailed within SAPS Eastern Free State during this dark era,” alluded Mahlatsi.

Special Assignment is a South African current affairs investigative series created by Max du Preez, Jacques Pauw and Anneliese Burgess that aims to uncover the truth about news events and the people involved in them. Since it's premiere in 1998 the show has gained the reputation of delivering unbiased, edgy journalism, breaking stories that have had an impact, not only on the immediate situation, but on South African society as a whole. In the pursuit of journalistic truth the show has also made use of innovative TV techniques which include journalists taking on different roles to get information out of the guilty, using hidden cameras to capture responses and liasing with informers on the inside of a rotten situation. Using television as a form of social activism the show has won numerous awards for the impact it has had. Broadcast Notes The series premiered on SABC3 on Tuesday 28 July 1998, at 21h30. It later moved to Thursdays, at 21h30. On Sunday, 6 October 2013 it moved from its Thursday time slot to Sundays, at 21h30. It moved to Wednesdays at 21h30 from 6 July, 2016.

2023 Connecticut General Statutes Title 45a - Probate Courts and Procedure Chapter 801 - Probate Court: Administrative Provisions Section 45a-79b. - Special assignment probate judges.

(a) There shall be special assignment probate judges appointed by the Chief Justice of the Supreme Court, on nomination by the Probate Court Administrator, from among the judges of probate elected as provided in section 45a-18. A nominee of the Probate Court Administrator shall have demonstrated the special skill, experience or expertise necessary to serve as a special assignment probate judge. The Probate Court Administrator shall issue regulations pursuant to subsection (b) of section 45a-77 to establish requirements concerning the responsibilities of special assignment probate judges and the number, geographic distribution and expertise of such judges. A special assignment probate judge shall serve at the pleasure of the Chief Justice.

(b) Subject to the approval of the Chief Court Administrator, the Probate Court Administrator shall fix the compensation of special assignment probate judges appointed pursuant to this section. Such compensation shall, on the order of the Probate Court Administrator, be paid from the Probate Court Administration Fund established under section 45a-82. Such compensation, including compensation that a special assignment probate judge receives as a judge of probate of the district to which the judge was elected, shall not exceed the compensation provided for a judge of probate under subdivision (4) of subsection (a) of section 45a-95a. A special assignment probate judge shall have such benefits as may inure to him or her as a judge of probate and shall receive no additional benefits, except compensation provided under this subsection and retirement benefits calculated in accordance with sections 45a-34 to 45a-54, inclusive.

(b) to substitute compensation for judge of probate under Sec. 45a-95a(a)(4) for compensation under Sec. 45a-92(k) and make a technical change, effective January 5, 2011; P.A. 12-66 amended Subsec. (b) to add provision re retirement benefits calculated under Secs. 45a-34 to 45a-54, effective July 1, 2012.

SA offers a variety of programs available to all ratings, ranking from PO3 to POCM. Information on all programs can be found at Ref (C). 4. Eligibility: a. Meet requirements listed in Ref (A), Article 1.E.2 and elsewhere in the chapter for specific programs. b. Additional requirements listed in the Program's corresponding ALCGENL and/or Information Sheet located at Ref (C). 5. Solicitation Process: Each SA will have a separate ALCGENL announcement highlighting eligibility requirements, application procedures, and timelines. These messages will be published periodically on behalf of Programs between now and 31 Jul 2023. 6. Application Procedures: a. All SA positions require the member to submit the Standard Application located at Ref (C). Members should pay close attention to the requirements in the Standard Application as well as Program Information Sheets and the ALCGENL. b. Certain SA positions also require the member to submit a 'My Panel Submission' in Direct Access. Per the Program's ALCGENL, members are directed to only submit their name in this process. Command Endorsement and Memorandum shall be submitted as part of the Standard Application process. c. Incomplete and/or improperly formatted applications will be returned. Deadline extensions will not be granted to correct errors. d. Release from Rating: The Special Assignments AO will coordinate the release from rating process after the panels convening date. Applicants should not contact their AO requesting to be released. However, all members are encouraged to conduct career counseling with their rating AO, to include ideal timing on when to pursue a SA. 7. Electronic Information - Interactive Personnel Records Management System (iPERMS): Updated and accurate iPERMS are crucial to a members application and screening potential. All members are encouraged to begin the process of reviewing and updating their iPERMS now. 8. Extensions and Retirements: a. Members desiring an extension should follow the guidance provided in their specific program's ALCGENL as well as notify their Commands to include their extension request in command concerns. b. Special Duty Assignments

Performing Special Duty assignments is not only career enhancing, but also gives self-satisfaction while serving Soldiers. The following PDF explains some of the Special Duty assignments available for Soldiers.

**Special assignments include special management command and joint, HQDA, and HRC assignments that have special missions and require personnel with specific qualifications. Soldiers assigned to these positions will be stabilized for a period of 36 months. However, HRC may reassign Soldiers with less than 36 months in accordance with paragraph 3– 8 a (10). This section establishes policies for assignments to the following agencies:

a.  International and OCONUS Joint headquarters, U.S. military missions, military assistance advisory groups, Joint U.S. military advisory groups, and similar activities. b.  The U.S. Central Command. c.  Headquarters, Department of the Army and HRC. d.  The U.S. Disciplinary Barracks. e.  The U.S. Army Intelligence and Security Command. f.  Office of the Assistant Chief of Staff for Intelligence and field activities. g.  Defense Courier Service. h.  The U.S. Criminal Investigation Command. i.  The U.S. Transportation Command. j.  The North Atlantic Treaty Organization (NATO). k.  The U.S. Military Academy, U.S. Army Command and General Staff College, U.S. Army War College, and U.S. Army Officer Candidate School. l.  Joint communications support element. m.  U.S. Army Test and Evaluation Command (ATEC).

**All personnel actions pertaining to nominative assignments are processed by HRC (AHRC–EPD). The normal tour of duty for these assignments is 3 to 4 years, unless otherwise specified by the individual agency. Soldiers assigned to these agencies are contact replacements requested by the appropriate agency approximately 9 to 12 months in advance of the incumbent’s scheduled rotation date. Stringent screening processes exist to ensure that only the most highly qualified Soldiers are selected for nominative posi- tions at the following agencies:

a.  Office, Secretary of Defense. b.  Joint Staff. c.  Defense Commissary Agency. d.  Defense Finance and Accounting Service.  e.  Defense Information Systems Agency. f.  Defense Nuclear Agency. g.  Defense Logistics Agency. h.  Defense Intelligence Agency. i.  Defense Mapping Agency. j.  On-Site Inspection Agency. k.  Uniformed Services University of Health Sciences. l.  U.S. Delegation NATO Military Committee. m.  Immediate Offices-Office, Secretary of the Army. n.  Office, Army Chief of Staff. o.  Military Personnel Exchange Program (AR 614–10). p.  Offices of the Administrative Assistant to the Secretary of the Army.

**Special Operations Forces (SOF) assignments require Soldiers able to excel in the performance of their duties in highly complex and dynamic environments throughout the full spectrum of modern warfare and peacetime missions. The nature of SOF missions requires a high state of readiness, therefore, Soldiers will be assigned on a priority basis. Stringent screen- ing processes exist to ensure that only the highest quality Soldiers are accepted and assigned. Soldiers who desire to apply for duty or assignment may do so without regard to current assignment. Only fully qualified Soldiers will be accepted for duty in the following assignments:

a.  Special Forces positions. b.  Civil Affairs positions. c.  Psychological operations positions. d.  U.S. Army Special Operations Command Operational Support and/or Force Sustainment positions.  e.  75th Ranger Regiment positions. f.  Special mission units’ positions. g.  160th Special Operations Aviation Regiment positions. h.  U.S. Special Operations Command positions.

Inside peek at special assignments

There are many jobs within police departments and sheriff’s offices, and each of those duties require special skills and training. Some of the assignments even require a special “look.”

In addition, many of the officers assigned to these special details have their own expectations of how they should carry themselves, and which type of appearance is appropriate for the mission.

Over the years, police officers have developed a set of unwritten guidelines for working in the individual divisions, and with one glance cops can usually tell another officer’s assignment. How? Well, certain little details give them away. Such as…

– Officers assigned to this detail immediately grow long hair and a beard, then tell everybody the boss ordered it.

– Start watching every episode of Gator Boys and Honey Boo Boo to learn how to speak and act in the “real world”.

– Buy a biker wallet with a big chain.

– Make every case involve overtime.

– Learn to play golf while guzzling Jack Daniels.

– Wears team T-shirts, dark sunglasses, and boots, everyday.

– Tries to fit the word breach in to every conversation.

– Has a mirror handy to check hair, if they have hair.

– Never says hello to anyone who is not an operator, but is quick to deliver the cool SWAT head nod.

– Subscribes to Soldier of Fortune and Muscle and Fitness.

– Plays golf while wearing a gun.

– Shaves head and grows goatee (unless they want to be a management weenie, then they remain clean shaven, with short almost military style haircut).

– Wears 5.11 pants, and a polo shirt with agency logo (unless they want to be a management weenie, then make sure they always wear shirt and pants to which a jacket and tie can be quickly added for those occasions when the president shows up unexpectedly).

– Arrives at work at 8AM sharp and spends one hour answering emails, and 30 minutes checking their retirement investments. Then go with another agent to Starbucks “to discuss a new case.”

– After participating in their first warrant service, they make plans to join the agency SRT, SWAT, etc, to “properly utilize their superior tactical skills.”

– After doing their first buy bust, the agent immediately begins asking the boss about “long term undercover” jobs.

– Refuses to play golf with the inferior locals cops.

– Spend every weekend cleaning their vehicles and polishing their boots.

– Annoys everyone on the radio calling out their stops.

– Talks only about the huge number of traffic tickets they write in a single day.
