• Prepare for stiff competition: Because these programs are fully funded, the competition is high. It’s not uncommon for hundreds or even thousands of students to apply to these programs each year, with only a small fraction being accepted.
• Consider assistantships: Fully-funded programs usually provide a stipend in the form of Graduate Teaching Assistant (GTA) or Graduate Research Assistant (GRA) positions. These roles involve either teaching or conducting research under a professor’s supervision.

Harvard's financial support package is typically for the first four years of study and the completion year, using a tiered  tuition structure that reduces tuition over time as students progress through their degree programs. A PhD in USA takes approximately 5 – 6 years of full-time study and can cost between $12,000 – $45,000 per academic year. PhD programs in USA differ from that in the UK and Europe in that students must first take taught classes, coursework and exams before starting their research project.

Why Do a PhD in USA?

The United States has long had some of the most distinguished universities and advanced PhD programmes in the world. Combined with curriculum flexibility, rigorous teaching methods, vast funding opportunities, breathtaking campuses and significant career prospects, it’s no wonder that it is one of the most sought-after study destinations for research students.

In addition to comprehensive training standards, here are a few other reasons why a student may choose to undertake their PhD in the United States:

• Longer learning timeframes – A PhD in the US lasts longer than a PhD in the UK or Europe. This allows students to more confidently transition from undergraduate to postgraduate studies; more commonly referred to as ‘graduate studies’ in the US. This gives you the opportunity to learn more about your subject, research methods and academic writing in general before starting your research project.
• World-class universities – It’s no secret that some of the most well-known higher education institutions that continue to dominate global rankings are based in the United States. Universities in USA

Universities in the United States can be divided into two types: public universities and private universities.

Public universities are financed by the state in which they are based. Because of this, public universities charge less for students from within the state and more for students from outside the state, including international students.

Private universities are not financed by their state, but by private donors, research funds and tuition fees. For this reason, private universities generally charge higher tuition fees than public universities and require all students to pay the same amount, regardless of whether they come from out-of-state or abroad.

Method of Study

The main difference between a PhD in the US and a PhD in Europe lies in the program structure. Whereas a European PhD essentially consists of a single phase lasting three to four years , an American PhD consists of three different phases, each with its own time frame.

• Phase One – The first phase lasts approximately two years and focuses on building a basic foundation for the doctoral student. This phase consists largely of taught components such as lectures, tutorials and laboratory sessions, in which the student learns more about theoretical concepts and research methods within their discipline.
• Phase Two – The second phase can be considered an assessment phase, which runs both periodically alongside and at the end of the first phase. Here, students complete coursework and take exams on the basis of the material they have covered of which they must pass in order to proceed to the third phase.
• Phase Three – The third phase lasts approximately three years and resembles the European PhD structure. During this period, the student undertakes an independent research project, including forming a research design, conducting experiments, writing a thesis (more commonly referred to in the USA as a dissertation) and sitting a viva exam.

Teaching Requirements

Besides structure, a key difference between a PhD program in the US and in Europe is the focus on teaching requirements. In the US, doctoral students are expected to lecture, lead tutorials, host laboratory sessions, mark coursework and provide office hours for undergraduate students. Although students studying in European will likely contribute to these at some point during their study, this would normally be on a voluntary basis and involve less time commitment.

Research Flexibility

Another difference is project flexibility. In Europe, students typically apply to a PhD project predetermined by a supervisor, and although there may be some scope to adapt the project, depending on the funding provider , it will usually be limited to how the project is carried out rather than what it is about. In the US, however, a student applies to become a doctoral candidate within a department rather than applying for a particular research project. This is because students are expected to decide on their thesis topic (also commonly referred to as a dissertation research topic) near the end of their first phase after they have developed a better understanding of their subject and know where their interests lie. Therefore, research students in the US generally have more flexibility and influence in the direction of their research than students in the United Kingdom or Europe.

PhD Admission Requirements in USA

PhD admission into US universities can be highly competitive, both because of the limited number of positions and the large number of annual applicants.

The eligibility requirements for a doctoral program in the USA can generally be divided into four sections:

• Grade Point Average (GPA) – in the US, a scoring system known as Grade Point Average is used to measure academic ability. A student’s GPA is calculated as a weighted score of the subjects they study during their undergraduate degree; an equivalent score is calculated by universities for international applicants. Although universities rarely set minimum GPA requirements for doctoral study, it’s worth being aware that a GPA of 3.0 is equivalent to a UK second class honours (2:1); the typical entry requirement for UK universities.
• Graduate Records Exam (GRE) – most universities will require you to take a series of examinations known as Graduate Records Exams, which are used to determine your suitability for graduate study. GREs will assess your analytical, reasoning and critical thinking skills as well as your depth of your subject.
• Student aptitude – in addition to academic ability, US universities also look for characteristics of a strong researcher. These include traits such as engaging in the subject in your own time, e.g. by attending talks and conferences, demonstrating a high degree of independence and enthusiasm, and a general passion for your subject.
• English Language Proficiency – international students whose first language is not English must sit language exams such as IELTS or TOELF to demonstrate their English language proficiency.

International students will also require a F1 student visa in order to study in the US, however, you would typically apply for this after you have secured a place into a doctorate program.

How to Apply for PhD in USA

When applying for a PhD position at a graduate school, the application process will differ between universities, however, they will all typically ask for the following:

• Academic CV – a short document summarising your educational background and current level of experience .
• Personal statement – a document which outlines why you believe you are suitable for PhD study and your passion for the subject.
• Academic transcripts – a complete breakdown of the modules and their respective marks you have taken as part of your previous/current degree.
• GRE scores – a transcript of your Graduate Records Exam results.
• Research statement – a condensed version of a research proposal outlining your general research interests, if required.
• Recommendation letters – references from several academic referees who endorse your qualities as a person, your abilities as a student and your potential as a doctoral researcher.

Application Deadlines and Fees

Since PhD programs in the United States have taught components, they commence at the same time as all other taught degrees, and therefore share the same application deadlines and start dates. This corresponds to an application period that typically begins in August and ends in February. Admission decisions are typically made in April, with successful students starting in August/September.

When you apply to a graduate school, you will be expected to pay a fee for each doctorate application to cover the school’s administrative costs for processing your application. The fee varies from university to university, but typically ranges from $50 to $100 .

Funding your PhD in USA

It’s very common for a PhD student to receive financial aid in the form of a PhD scholarship; in fact, this will be the case for the vast majority of students in the US.

PhD funding can be ‘fully funded’ covering the student’s graduate program tuition fees, accommodation and living costs, or ‘partially funded’ covering the student’s tuition fee only in part or full.

Besides funding, a graduate student can take on an assistantship, such as a graduate teaching assistant or research assistant, in which they take on a part-time salaried position at the university alongside their studies.

Due to the international and collaborate nature of American universities, there are also a number of international scholarships available, such as the Fulbright Scholarship and the AAUW International Fellowship .

PhD Duration in USA

In the US, a PhD takes approximately 5 – 6 years to complete if studying full-time, and 8 – 10 years if studying part-time.

If you already have a Master’s degree, your first phase can be shortened by one year at the discretion of the university.

Cost of a PhD in USA

The cost of a PhD program in the US can vary considerably depending on the type of university, i.e. whether it’s a public or private university, the doctoral course, i.e. whether it’s in a STEM subject such as computer science, engineering or a non-STEM subject, and whether you are a home or international student.

In general, however, the typical annual tuition fee for a PhD in the US is between $12,000 and $45,000 per academic year.

As with any doctoral degree, additional costs may include travel for collaborations, bench fees, accommodation and living expenses.

Is getting a PhD free in the US?

Several graduate schools in the US offer free PhD programs, but we shouldn’t generalize just yet. Depending on your degree, your background, and which school you would like to attend, you might have better chances of getting a free PhD. Let’s start by assessing the costs of a program and how to receive funding.

How much to graduate school cost?

Graduate school can be quite pricey in the US. Only very few schools offer free graduate-level degrees to all accepted students. The cost per year varies depending on the university. State and private universities have average yearly tuition plus fees costs of $30,000 and 40,000, respectively ( source ). A PhD in most cases, is no different than standard graduate degrees; therefore, they can be very costly. Especially if we consider it takes several years to complete a PhD due to its difficulty and research requirements.

Some US universities offer free tuition to grad students looking to earn a PhD. In most cases, those universities will restrict this benefit for only in-state students or a specific field of study. For example, if they are looking to build or expand their Mathematics department, then they will offer fully-funded Mathematics doctorate programs. The main challenges with those programs are that you might be ineligible, or it might just be too difficult to get accepted. If you are from out of state or you are not interested in any of the tuition-free majors, then that university won’t work for you. Also, since universities advertise their fully funded programs, they receive thousands of applications from all over the world. It is not impossible to get accepted, but it is a big challenge.

How to fund your PhD (free tuition)?

Universities build part of their prestige upon innovative research and discoveries by PhD students or research professors. For that reason, US universities might want to fund your PhD. When the PhD is fully supported, then you don’t have to pay for tuition and fees. There are two main ways to fund your PhD: GA and RA positions.

GAs and RAs

A GA position is a Graduate Assistantship, and an RA is a Research Assistantship. If you are awarded a GA position, then you will perform GA related work. A GA is basically a Teaching Assistant but at the graduate level. In many cases, you will grade homework, grade tests, and assist during classes. The RA position is a bit different. When you are an RA, you get paid for doing research. In the first few years of your program, you might be mostly focusing on courses, but sooner or later, you will have to go very in-depth into the research world. It is a huge benefit to get an RA position; you get paid because of your research work. You are funding your education through your research.

Having a GA or an RA position gives you a great advantage. They both help you pay for your PhD. The only difference is the type of work you are performing for each funding opportunity. If you get a GA position while starting your PhD and you are worried you won’t have enough time for research. Don’t worry just yet. Once you are in the department, you can get connected with professors and seek for an RA slot.

Summary: If you want to get funding for your PhD look for Graduate Assistantships or Research Assistantships. Do not get overwhelmed with the process. I suggest getting connected right away with faculty and staff to be aware of all funding opportunities.

University Employees

This is not the most common path to fund your PhD, but I thought it might be useful for some. Several US universities, especially state institutions, have tuition waivers for university employees and staff. The waivers might cover all the costs or a subset of credit hours. If you work at a university or are looking into working in the academic world, research about this possible perk. If the school offers the perk, then you can earn credit while you work at no cost. If the stipend is provided by the institution, then there is usually a standard rate. If your advisor offers to pay you a stipend based on your work, then they will give you their own number. A good estimate for a graduate stipend is $1,500 a month. With that pay, you probably won’t be able to save much, but at least you can pay for basic personal expenses.

A stipend intended for twelve months and amounting to $32,700 or the University also provides higher, generally intended for living expenses. In addition, Yale has even put into place subsidies that are meant to support not just the students but also their family members. 

The University covers comprehensive health insurance (inclusive of hospitalization coverage) for Ph.D. students and their children. At the same time, those with children under the age of 18 can also avail of a family support subsidy.

UNC’s service stipends involve putting in hours as a trainee, teaching, or research assistant, while there is also a non-service stipend that functions as financial aid and does not require the student to work. On top of that, their Ph.D. programs have other forms of financial support for areas not covered by the guaranteed funding; however, students should note that these vary from department to department. Each department also has different types of support for Ph.D. students who are in their sixth year and beyond and are no longer covered by the five-year funding.

To fund graduate expenses, students may also be asked to take part in assistantships in teaching and research and appointments in training programs. Fellowships are also awarded. For master’s degree takers, however, Duke University only offers federal financial aid in general.

Still, students can inquire with their specific department to check other financial support packages that are specific to their degree program.

For graduate programs in public schools, based on the academic year 2023, the average tuition for State residents is $11,417 and $20,752 for out-of-state students. For private grad school programs, the tuition is $19,616 .

What Does Free Tuition Mean Exactly?

Free tuition doesn’t always mean that you don’t have to spend a single penny for graduate school, though a couple of the schools on our list commit to providing completely free education, except for some small fees.

Ph.D. Concentrations and Examples

Summary of Ph.D. Program

Doctoral Colloquia  In year one and two you are required to attend. The colloquia convenes weekly and features presentations of work-in-progress and completed work by Harvard faculty, faculty and researchers from outside Harvard, and Harvard doctoral students. Ph.D. students present once in the colloquia over the course of their career.

Research Apprenticeship The Research Apprenticeship is designed to provide ongoing training and mentoring to develop your research skills throughout the entire program.

Teaching Fellowships The Teaching Fellowship is an opportunity to enhance students' teaching skills, promote learning consolidation, and provide opportunities to collaborate with faculty on pedagogical development.

Comprehensive Exams  The Written Exam (year 2, spring) tests you on both general and concentration-specific knowledge. The Oral Exam (year 3, fall/winter) tests your command of your chosen field of study and your ability to design, develop, and implement an original research project.

Dissertation  Based on your original research, the dissertation process consists of three parts: the Dissertation Proposal, the writing, and an oral defense before the members of your dissertation committee.

Culture, Institutions, and Society (CIS) Concentration

In CIS, you will examine the broader cultural, institutional, organizational, and social contexts relevant to education across the lifespan. What is the value and purpose of education? How do cultural, institutional, and social factors shape educational processes and outcomes? How effective are social movements and community action in education reform? How do we measure stratification and institutional inequality? In CIS, your work will be informed by theories and methods from sociology, history, political science, organizational behavior and management, philosophy, and anthropology. You can examine contexts as diverse as classrooms, families, neighborhoods, schools, colleges and universities, religious institutions, nonprofits, government agencies, and more.

Education Policy and Program Evaluation (EPPE) Concentration

In EPPE, you will research the design, implementation, and evaluation of education policy affecting early childhood, K–12, and postsecondary education in the U.S. and internationally. You will evaluate and assess individual programs and policies related to critical issues like access to education, teacher effectiveness, school finance, testing and accountability systems, school choice, financial aid, college enrollment and persistence, and more. Your work will be informed by theories and methods from economics, political science, public policy, and sociology, history, philosophy, and statistics. This concentration shares some themes with CIS, but your work with EPPE will focus on public policy and large-scale reforms.

Human Development, Learning and Teaching (HDLT) Concentration

In HDLT, you will work to advance the role of scientific research in education policy, reform, and practice. New discoveries in the science of learning and development — the integration of biological, cognitive, and social processes; the relationships between technology and learning; or the factors that influence individual variations in learning — are transforming the practice of teaching and learning in both formal and informal settings. Whether studying behavioral, cognitive, or social-emotional development in children or the design of learning technologies to maximize understanding, you will gain a strong background in human development, the science of learning, and sociocultural factors that explain variation in learning and developmental pathways. Your research will be informed by theories and methods from psychology, cognitive science, sociology and linguistics, philosophy, the biological sciences and mathematics, and organizational behavior.

One Way to Help a Journalism Industry in Crisis: Make J-School Free

Many uncertainties haunt the field of journalism today — among them, how we can reach our audience, build public trust in our work, and who is going to pay for it all. But one thing is certain: as complicated and dark as the world looks today, it would be much worse if journalists were not there to report on it.

Research shows that towns that have lost sources of local news tend to suffer from lower voter turnout, less civic engagement and more government corruption. Journalists are essential just as nurses and firefighters and doctors are essential.

And to continue to have journalists, we need to make their journalism education free.

This might sound counterintuitive given the state of the industry. Shrinking revenue and decreasing subscription figures have led to a record number of newsroom jobs lost. Much of the local news industry has fallen into the hands of hedge funds focused on squeezing the last drops of revenue out of operations by decimating them. Billionaires who appeared as saviors just a few years ago have grown tired of losing money on the media organizations they bought. Public trust in the value of news is at historical lows, while a growing percentage of people are avoiding the news altogether.

Generative artificial intelligence, which is on the verge of reshaping almost everything around us, is bringing yet another technological disruption to the industry. Against this grim backdrop, authoritarian leaders are increasingly targeting journalists as political enemies both at home and abroad.

And yet there are still tens of thousands of jobs in news media in America, with exceptional journalism being produced every day. Some major organizations have even found ways to thrive in the digital age. Prominent foundation leaders have started an effort to pour hundreds of millions of philanthropic dollars into local journalism, and a movement has formed to push for federal and local legislation to direct public funding to news. An initiative to replant local news has founded dozens of nonprofit newsrooms in cities around the country. And a small but growing number of organizations are redefining the way news agendas are set, focusing on rebuilding public trust within small communities.

No matter how the news industry evolves, we will continue to need journalists. Successful business models for media are necessary, but the most crucial element for strong, independent journalism is the people who make it. Given the present stakes in the industry, our society and the world, we need mission-driven, imaginative news leaders who are not bound by the models of the past, who have the motivation and freedom to reimagine the field, and the empathy and commitment to serve the public interest, undaunted by attacks and threats.

We must also move beyond the lack of economic and demographic diversity that has long been a problem in the industry. News has too often been reported by predominantly middle-class, white, male journalists, resulting in coverage that has repeatedly missed the issues that are most important to the people receiving the news, contributing to the public’s lack of trust in the media.

In a resource-starved industry, few newsrooms can offer the type of mentoring, guidance and time that it takes to shape a great journalist. This is now primarily the responsibility of journalism schools. It is the civic duty of these schools to find and train reporters and news leaders, instill in them an ethical foundation, help develop their critical thinking skills, allow them to try and fail in a safe environment, open doors and provide a support network. (Journalism schools should also contribute research in a variety of areas, from the impact of A.I. to new business models to identifying and responding to emerging threats.)

But the cost of a journalism education has become an insurmountable barrier for exactly the kind of people we need the most. And those who, with great effort, manage to overcome that barrier, carry a weight that could limit their professional options.

Reporters burdened with debt are less likely to take professional risks and more likely to abandon the field. According to the Bureau of Labor Statistics, the median reporter salary in America is less than $56,000 a year, or about $27 per hour. In low-income areas, where news deserts are more prevalent, annual salaries can be as low as $20,000. A Wall Street Journal report about the debt-to-income ratio of alumni of 16 journalism masters programs found that many graduates leave with debts that exceed their postgraduate income.

As the dean of the Craig Newmark Graduate School of Journalism at the City University of New York, I can tell you that half measures won’t solve this quandary. My school was founded in 2006 as a public alternative to elite journalism schools in the city and it remains one of the most affordable in the nation.

Our in-state students pay about a quarter of the cost of an equivalent degree from top-tier schools with which we successfully compete. This year alone, 90 percent of our students are on scholarships, and a record 25 percent are attending tuition-free. We also waived the $75 application fee this admission cycle and saw an increase of more than 40 percent in our applicant pool.

Thanks to these policies, we have succeeded where the media industry keeps failing. Over 50 percent of our students are people of color and from underserved communities. Many couldn’t have attended our school if we hadn’t offered significant scholarship support. But that’s not enough. Though we rank as one of the journalism schools with higher-medium-income and lower-median-debt alumni, our students still don’t graduate fully debt-free.

This is why this year, we began a campaign to go fully tuition-free by 2027. While other schools might face different financial challenges, we hope that many more will follow us.

We need journalists whose only obligations are to the facts and the society they serve, not to lenders; who are concerned with the public interest, not with interest rates; who can make risky decisions and take the difficult path if that’s what the mission requires, free of financial burden. Journalism schools can help achieve that. In tough times, it is natural to mourn the past or lament the present, but what we really need is bold action.

There are generally four categories of college degrees: associate degree, bachelor’s degree, graduate degree, and doctorate or professional degree. Each category comes with its own particular subcategories, and there are some subtle differences between a doctorate and a professional degree.

Guide to College Degrees, Professional Studies & Certifications

Associate degree.

An associate degree is a two-year degree typically offered at community colleges, technical colleges, and career colleges. However, some four-year universities offer them as well. Examples of some associate degrees include Associate of Arts (AA) and Associate of Science (AS).

AS degrees are generally more narrowly focused and prepare students for science and math-related careers. AA degrees are broader and focus on fields outside of math and science such as liberal arts, business administration, criminal justice, and culinary arts.

Some students who earn an associate degree transfer to a four-year program to earn a bachelor’s degree. Others complete associate degrees and then go straight to work.

Bachelor's or Baccalaureate Degree

Bachelor’s degrees require students to complete four- or five-year programs in a specific academic discipline. The two most common types of bachelor’s degrees are bachelor of arts (BA) and bachelor of science (BS). Other types of bachelor’s degrees include the bachelor of fine arts (BFA), and bachelor of architecture (BArch).

Because bachelor’s degrees train students to enter a specific field, many professional careers require them. Earning a bachelor’s degree can open the door to many job opportunities and increase your potential income.

Some institutions offer a liberal arts and career combination program, also called a 3-2 program. This is a type of dual degree in which a student completes three years of liberal arts study followed by two years of professional or technical study. In the end, students earn two bachelor’s degrees, usually a BA and a BS.

An example of this is Columbia University’s 3-2 Combined Plan program in which students can earn a BA and a BS in five years.

Some colleges also let you earn a teacher certification by combining bachelor's degree study with state certification requirements. State requirements vary, but these programs usually feature professional education courses, including student teaching.

Graduate Degree

Graduate degrees are advanced degrees that some students pursue after earning a bachelor’s degree. The two most common are master of arts (MA) and master of science (MS). Other examples include master of fine arts (MFA) and master of business administration (MBA). A graduate degree is like an extension of a bachelor’s degree whereby a student further enriches their knowledge of their field and narrows their f ocus of study .

Graduate degrees usually take around two years to attain, but this can vary based on the degree. Many institutions allow students to enroll in a graduate program in a field unrelated to their bachelor’s degree. This may require some extra credit hours, though.

Professional Degree

Students earn professional degrees to become licensed to work in professions like medicine or law. The M.D. degree is an example. Professional programs generally require a college degree before you start them and then at least three years of study to complete.

Doctoral Degree and Professional Degree

The doctorate and professional degrees are the highest levels of education one can attain. They signify mastery of a subject and often come with the coveted title “doctor.” Although the two are similar, there are some important differences.

A doctorate or doctoral degree is a research-oriented degree focused on scholarly development. The most common doctorate is the Doctor of Philosophy (PhD). Despite the name, a PhD covers many disciplines, not just philosophy.

A professional degree is an application-oriented degree, meaning it prepares students for a specific working position. There are many types of professional degrees. Some examples are: doctor of medicine (MD), doctor of pharmacy (PharmD), and doctor of medicine in dentistry (DMD) in the field of medicine, and juris doctor (JD) and doctor of juridical science (SJD) in the field of law.

A graduate degree does not need to precede a doctorate or professional degree. Often, students will go straight into a doctorate or professional program following their bachelor’s, however some programs will require a master’s degree to gain entry. Completion can take anywhere from four to eight years, depending on the field of study.

Many doctoral students work either full-time or part-time while they study in the program. This, along with the field they are studying, will significantly affect the time it takes to complete their degree.

Joint Degrees

Some students may choose to pursue a joint degree, also known as a dual degree, which means they simultaneously study for a bachelor’s degree and a graduate degree. Joint degrees can be pursued in the same college or can be split between two different colleges. For example, Berklee College of Music and Harvard University offer a dual bachelor’s/master’s program in which a student receives a bachelor of arts (BA) at Harvard and a master of music (MM) or master of arts (MA) at Berklee.

Depending on the program, it may be possible to study at the same time for a master's degree and a doctorate. For example, the University of Southern California offers a program leading to doctor of pharmacy and master of public health degrees.

There are four types of degrees. In order of level of education, they rank as associate degree, bachelor’s degree, master’s or graduate degrees, and doctorate or professional degrees.

Multiple free filing options available for taxpayers in 2024.

Preparing and filing tax returns can cause anxiety and confusion. You have choices to help you timely and accurately meet your 2023 filing requirements for free. Free filing and assistance are available through the Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs, IRS Free File programs, IRS Direct File, MilTax, and many private software companies. Each program, discussed below, has different qualifications and features and taxpayers should be comfortable with their choice.

Volunteer Income Tax Assistance and Tax Counseling for the Elderly

You may qualify to obtain free tax return preparation services through one of the IRS partners participating in the VITA or TCE programs. VITA sites offer free tax preparation services to individual taxpayers who make $64,000 or less, persons with disabilities, and taxpayers with limited English proficiency. TCE sites offer free federal and state tax preparation assistance to taxpayers who are 60 years of age and older and often specialize in tax issues unique to seniors, such as pension and retirement-related issues. These sites provide services in different ways including in-person, virtual, or drop-off. However, some sites offering in-person service   require an appointment. The sites will tell you what you need to bring and how to get ready for your appointment. You can find out more about these volunteer programs, determine your eligibility, and even find a VITA or TCE site here . Many of the VITA and TCE sites are only available through mid-April while others are open during the extension period through mid-October. Please check the specific location for the available dates and times and whether the site has Spanish-speaking volunteers.

IRS Free File Program

The IRS Free File program is a public-private partnership between the IRS and several trusted brand-name tax preparation and filing software industry companies who provide their online tax preparation and filing for free in English and Spanish. Taxpayers can file their 2023 federal and state tax returns using IRS Free File through early November. Free File helps millions of taxpayers each year to file tax returns for free and this year has seen an increase in usage by about 18 percent. IRS Free File can carry over information from your prior returns when using the same software. It supports simple and complex returns, most individual credits including child and energy credits, income or loss from a business you owned and operated as a sole proprietor, income or loss from rental real estate, royalties, partnerships, S corporation, interest, dividends, and income or loss from the sale of stocks or crypto currency. Free File products are mobile friendly so you can do your taxes on your smart phone or tablet. Taxpayers including active-duty military with income below the threshold can use Free File to prepare and e-file their federal tax return for free. Free File products automatically import your federal tax return information into a state return. You can choose to use Free File to file your state tax return at low or no cost. To be eligible for Free File, your adjusted gross income must be $79,000 or less. Learn more about IRS Free File at IRS.gov/freefile . What if I don’t meet the income requirement?

If you don’t meet the income requirement for Free File, you can still use the IRS’s fillable forms and file electronically. There’s no guidance and only limited calculations, but you can still fill out the free electronic forms using IRS instructions. However, this option doesn’t include any state tax preparation.

IRS Direct File

Direct File is a new IRS tax tool, available in English and Spanish and has no income limit, you may be able to use to file your federal tax return directly with the IRS using your smartphone, tablet, or computer through April 15, 2024. In the Direct File pilot, taxpayers receive step-by-step guidance and calculations as they add tax information. While using Direct File, taxpayers can connect with IRS customer service representatives through a live chat.

To qualify for Direct File, you must live in one of the twelve qualifying states (AZ, CA, FL, MA, NH, NV, NY, SD, TN, TX, WA and WY), file a simple federal tax return, report only certain types of income, claim only certain credits, and take only certain deductions. After completing their federal returns, taxpayers in the four states with a state income tax – Arizona, California, Massachusetts, and New York – will be guided to a state-sponsored tool to complete their state tax returns. Military personnel who want to file free federal tax returns have several options, including the Department of Defense’s MilTax and the IRS Free File program. These programs offer online tax preparation, electronic filing, and direct deposit of refunds at no cost. The Department of Defense provides MilTax as a free tax resource for the military community. MilTax is a suite of tax services available for members of the military, as well as qualifying veterans and family members. There are no income limits.

MilTax is designed exclusively for the military community. The software was developed specifically to address the unique circumstances of military life that can affect taxes such as combat pay and dealing with multiple moves within the same tax year. Eligible taxpayers can use MilTax to complete and electronically file a federal tax return and up to three state returns for free.

Taxpayers, including active-duty military, with an adjusted gross income (AGI) of $79,000 or less in 2023 can find an offer from an IRS Free File provider that matches their needs. Some providers also offer free state tax return preparation. Those with an AGI over the limit can still file their return for free with Free File Fillable Forms .

Private Company Software

Tax software companies such as Turbo Tax , H&R Block , Cash App , and others also provide free options. You should read the eligibility requirements for the tax software company you choose and understand the software offerings to ensure a no-cost solution. Many of these companies automatically import your federal tax return information into a state return. You can choose to file your state tax return at low or no cost.

While there are many free options to file your returns, many people have complicated finances that require them to pay to prepare or file their taxes. But for those that do qualify, these free preparation and filing services are underutilized by qualifying taxpayers. Approximately 100 million qualifying taxpayers continue to self-prepare or pay a preparer even though they qualify for free services. Utilizing the free services will allow these taxpayers to save costs on preparers and tax preparation software. You should understand the options for each of the various programs and choose wisely.

For the approximately 48 million qualifying taxpayers who self-prepare, the free services can assist to ensure they receive all the credits and deductions for which they qualify, including the Earned Income Tax Credit (EITC). The IRS estimates that millions of taxpayers who qualify for the EITC do not claim the credit, missing out on a benefit potentially worth thousands of dollars. Utilizing one of the free services will help taxpayers save money in correctly calculating and paying their tax or receiving their refunds.

A new wave of cities is testing out programs that give their residents free money each month, no strings attached.

Often referred to as guaranteed income or universal basic income, these types of programs differ from other U.S. government benefits in that they tend to give low-income people direct cash payments with little to no stipulation on how to spend the money.

“Programs like this limit bureaucracy,” says Dr. Mona Hanna-Attisha, a pediatrician and professor at Michigan State University who’s directing a year-long universal income program for mothers in Flint called Rx Kids .

“They're efficient; they're effective,” she adds. “They enable families to have freedom of choice to decide how best to make their ends meet.”

While not a novel idea, cash-payment programs like the one in Flint have started to catch on in the U.S. since the pandemic — with dozens of towns from coast-to-coast testing them out. Big cities like Baltimore, Chicago, Houston and Sacramento have gotten on board.

Many of the initiatives are at least partially funded by the pandemic-era American Rescue Plan and are loosely inspired by the poverty-eradicating efficacy of stimulus checks and the expanded child tax credit. Scores of international studies suggest that giving needy families direct cash is one of the best ways to reduce poverty. But until recently, the U.S. has largely eschewed direct-payment welfare.

6 places giving residents free money, no strings attached

In 2024, at least six major programs — spanning dozens of cities — are in effect in the U.S., with more in the works. Here’s a look at how and where these programs operate.

1. Baltimore

Residential redlining and racial segregation in Baltimore have left a legacy of inequity that is present to this day. By launching a pilot program to give young, low-income parents $1,000 payments each month, Baltimore Mayor Brandon Scott has said he hopes to fix some of those long-standing issues.

Started in 2022, the Baltimore Young Families Success Fund pilot program is providing 200 parents aged 18 to 24 monthly payments of $1,000 for two years. The final payments are expected to come later this summer. Funding comes from leftover American Rescue Plan money and philanthropic efforts.

To some participants of the program, which is in partnership with Shaquille O'Neal-backed Steady app, it sounded too good to be true at first. Program leaders have said some skeptical Baltimoreans even “thought it was a scam.” Far from it. The pilot program is on track to invest nearly $5 million in young Baltimore parents.

Research firm Abt Global and Baltimore's Johns Hopkins University are pairing up to evaluate the mental, physical and financial health of the families involved in the pilot to help the city decide whether to expand the program.

2. Cook County, Illinois

Most notably the home of Chicago, Cook County has been running a guaranteed-income program since December 2022 with payments flowing through the end of 2024.

Known as the Promise Program , the pilot is using $42 million of American Rescue Plan funds to give 3,250 low- and middle-income families $500-a-month cash payments over a two-year period, for a total of $12,000.

According to local officials, more than 200,000 families applied, and the participants were chosen by a lottery system. Excluding income from the program, the median earnings of those in the pilot is $21,000. And while participants were not required to be parents, nearly 60% of those selected have children.

The University of Chicago is conducting a study on the pilot test, including a control group of 3,250 families not receiving guaranteed income for comparison. Depending on the findings, Cook County President Toni Preckwinkle said that the program may continue in future years.

3. Flint, Michigan

Following the Flint contaminated-water crisis a decade ago, the ravaging effects of poverty and inequality in the small Michigan town gained outsized national attention.

The quagmire spurred some local officials and advocates into action. One such advocate is Dr. Hanna-Attisha of Rx Kids — who was instrumental in uncovering the Flint water crisis and leading the recovery efforts.

Now, she’s heading the nation’s largest guaranteed-income project for mothers in Flint.

“This is not a pilot,” she says. “Rx Kids is a universal program.”

As of January, every mom (or primary caregiver) of a newborn baby in the city of Flint can join the program, which provides $500 per month for the first year of a baby’s life. In addition to those monthly payments, moms-to-be receive a lump-sum payment of $1,500 after reaching the 20-week mark of pregnancy — with no income requirements or restrictions on how the money can be used.

The funds also follow the baby, Hanna-Attisha says, meaning that if a child is adopted or is left with a new primary caregiver, the new guardian receives the aid.

So far, the program has raised $55 million through philanthropic efforts, American Rescue Plan funds and — crucially — redirected money from the city’s Temporary Assistance for Needy Families (TANF) program.

Better known as simply welfare, TANF is a federal assistance program already in place all around the country. By repurposing funds to assist low-income residents with newborns, Hanna-Attisha says the program in Flint can be replicated all across the country.

And it just might be: Michigan officials are gearing up to expand the program into Detroit, Kalamazoo, Saginaw, Benton Harbor and part of the Upper Peninsula. Flint’s program has also gained the attention of Congressional lawmakers Sen. Gary Peters, D-Mich., and Rep. Dan Kildee, D-Mich., who are keen to propose a federal version of it.

4. Harris County, Texas

In Harris County, Texas, more than 15% of the population is in poverty, and local officials are experimenting with ways to reduce that.

Uplift Harris , an 18-month pilot program that’s giving nearly 2,000 county residents cash payments of $500 a month, just might be the answer.

Not everyone in Harris County — which includes Houston and dozens of other cities — is eligible to join. Only low-income residents from 10 select ZIP codes are eligible to be chosen later this month. To be included, residents’ household income can’t exceed 200% of the federal poverty line.

Unlike similar programs, Uplift Harris is fully funded by federal American Rescue Plan dollars, with $20.5 million earmarked for the pilot. The first payments are expected to go out in early April.

Harris County Commissioner Rodney Ellis, a Democrat, told the Wall Street Journal that he hopes the program lays the groundwork for a broader and permanent one. However, its future is uncertain as some Texas Republicans are attempting to halt Uplift Harris by asking the state's attorney general to block it.

5. Sacramento County, California

Since 2021, some low-income residents of Sacramento County have been receiving monthly payments to help them cover everyday necessities.

The county includes Sacramento City, Citrus Heights, Folsom and several other towns.

The first iteration of the county’s guaranteed income program — in partnership with the nonprofit United Way — paid out $300 per month to 100 families. Subsequent rounds of the pilot have paid out $500 per month. Since its inception, the program has assisted 310 low-income families in the area.

The latest cohort of participants started receiving their monthly payments in January, and they’re set to last for 12 months.

Funding for the guaranteed-income pilot comes from the American Rescue Plan and donations from the Sierra Health Foundation.

Sacramento State University is in charge of studying the efficacy of the program. Already, it’s published initial reports on the first two iterations. Early findings show that 91% of people before joining wouldn’t be able to afford an unexpected expense of $400. By participating in the program, three quarters said they’re now confident they can reach their financial goals.

6. Pierce County, Washington

Starting in April, Piece County is expanding its Growing Resilience in Tacoma (GRIT) program .

As the name suggests, the program largely serves Tacoma, Washington, but may include residents from nearby Parkland, Midland, Summit, Spanaway and Frederickson.

The program is limited to low-income single heads of households who have children. It will provide 130 parents with $500-a-month payments for a year, $6,000 in all. The money is “unconditional and unrestricted.”

“This project is designed to demonstrate that this type of cash investment can reduce feelings of overwhelm and toxic stress, improve economic stability, increase housing security, and improve health and well-being while reducing poverty in our community,” the application states.

The first version of GRIT was a 13-month program that started in December 2021. That program was largely deemed a success, and the county is doubling down. Both versions of the program are trials being run by the Center for Guaranteed Income Research at the University of Pennsylvania and in partnership with United Way.

“It’s changed my house for the better,” one participant in the 2021 program told researchers. “I’ve felt so much less month-to-month stress since this program started.”
