Overview for Business Administration Ph.D.

The Ph.D. in business administration is designed to inspire and train scholars to identify, investigate, and solve novel business challenges that influence business and society, particularly, those that are triggered by technological changes. Our program has a sharp emphasis on the effects of technological innovation on discipline-based theories and research. Our faculty adopt an apprenticeship model in working with students to become independent scholars, cutting-edge researchers, and well-trained educators at research-oriented universities.

The program offers three areas of specialization:

Digital Transformation: Digital transformation emphasizes the integration of digital technologies that have altered the marketing of products and services, as well as the management of information systems. In this area of specialization, you will study the design and development of digital artifacts and their implications for interpersonal interaction, analyze the modes of human information processing in digitally transformed business contexts, and theorize the emergence of new business models and ways of organizing in digitally immersive environments.

Strategy and Innovation: A distinct feature of 21st century competition is the pivotal role played by technological innovation as a competitive advantage for organizations. In the strategy and innovation specialization, research emphasizes the growing role of technological capabilities and innovation-based products and processes as a source of competitive advantage. You will acquire knowledge and skills to address novel research questions about firm-level strategy and innovation-related challenges faced by managers and policy makers.

Finance and Accounting: The finance and accounting specialization emphasizes new challenges and research areas that have emerged from technological innovations within finance and accounting disciplines. These areas include FinTech, high-frequency trading, alternative trading systems (dark pool and ECNs), crowdfunding platforms, P2P lending platforms, blockchains, cryptocurrencies, data analytic tools in auditing and credit rating, digital transformation of SEC filings and corporate disclosures. In this area of specialization, you will study the antecedents and consequences of technology in finance and accounting.

Saunders College of Business at RIT launches innovative Ph.D. in business administration

Saunders College of Business is entering its first cohort of students into the college’s new Ph.D. in business administration this fall, marking the university’s inaugural social sciences doctoral program. The program is designed to inspire and train scholars to identify, investigate, and solve unique business challenges that influence business and society.

Admissions and Financial Aid

This program is available on-campus only.

Full-time study is 9+ semester credit hours. International students requiring a visa to study at the RIT Rochester campus must study full‑time.

Application Details

To be considered for admission to the Business Administration Ph.D. program, candidates must fulfill the following requirements:

  • Complete an online graduate application . 
  • Submit copies of official transcript(s) (in English) of all previously completed undergraduate and graduate course work, including any transfer credit earned.
  • Hold a baccalaureate degree (or US equivalent) from an accredited university or college.
  • A recommended minimum cumulative GPA of 3.0 (or equivalent).
  • Submit a current resume or curriculum vitae.
  • Submit a statement of purpose for research which will allow the Admissions Committee to learn the most about you as a prospective researcher.
  • Submit two letters of recommendation .
  • Entrance exam requirements: GMAT or GRE required. No minimum score requirement.
  • Writing samples are optional.
  • Submit English language test scores (TOEFL, IELTS, PTE Academic), if required. Details are below.

International applicants whose native language is not English must submit one of the following official English language test scores. Some international applicants may be considered for an English test requirement waiver .

What are the admissions requirements? 

Doctoral applicants must have an MBA (preferred), or a master’s degree in a business specialty field or IT (may require prerequisites), from a regionally accredited institution, with 3.5 GPA or higher. Professional experience of 5-10 years or more is required. No GRE/GMAT required.

A phone interview with an admissions advisor is required prior to applying. The following is a list of documents to be submitted after the completion of your online application.

A DBA and a PhD, also called terminal degrees, are the highest post-graduate degrees you can earn. As a rule, the DBA is considered a professional doctorate and the PhD is an academic doctorate . Here are some commonly asked questions to help clarify the differences.

Those who choose to become a Doctor of Business Administration are typically working professionals with managerial experience who want to focus on applied research to solve real-world problems in business. Most PhD holders accept teaching positions as professors or researchers at universities after developing theoretical research .

The DBA program applied research dissertation focuses on concrete, real-world organizational and business concerns. The research explores and solves practical problems with real-world applications. The PhD dissertation is focused on academic research methods to develop theories or identify gaps in theories deemed important by the academic community.

While both business administration programs are comprehensive and time-intensive, DBA programs are typically studied on a part-time basis to accommodate working professionals, while PhD programs are typically full-time.

DBA Curriculum Snapshot

This doctoral course assesses the implications of strategic management and leadership in a dynamic environment. Emphasis is placed on the development of action-based strategies for the purpose of creating competitive advantage. Students critically examine leading theories of organizational strategy, as well as the evolution of strategic management, enabling them to identify new perspectives applicable to their areas of interest. (3 credits)

Consistent with the ideal that leadership is not just an act but a way of being, this doctoral course will explore the ethical foundations that inform the leader’s personal and professional practices in today’s changing environment. Students examine ethical theories and concepts applied to leadership challenges in real-world situations, across business and government. Emphasis will be placed on understanding ethical leadership for social and organizational change, the leader’s role as a moral agent, and the organization’s role as a moral agent in society. (3 credits)

This doctoral course covers the effective management of digital transformation efforts taking place throughout government and business organizations to improve operations through the effective use of technology. Students develop a thorough understanding of how to intelligently manage the organizational transformation that occurs when all or parts of an enterprise “go digital.” Students develop strategies to best harness the strategic business value of digital technologies by examining the principles behind the design of business models for product and service delivery via digital platforms. (3 credits)

In this course, doctoral students will develop the documentation necessary for approval of their research topic and overall research plan. They will also obtain approval from their dissertation advisor and submit their dissertation proposal for approval by the Faculty Dissertation Committee. Students will evaluate which type of IRB submission is appropriate and prepare the material for its timely submission. Students will be guided in a thorough literature review on their chosen topic and develop a clear understanding of previous work in their field. (3 credits)

Studying Computer Database Administration: Degrees at a Glance

Database administration refers to the management of computerized records. Administrators working in this field ensure that database users can access records quickly and appropriately, but may also merge databases, restore or backup database records, change a database's structure or create a database. As a database administrator, you may often work on teams with other technology professionals. According the U.S. Bureau of Labor Statistics (BLS), experience is often required prior to becoming an administrator.

The BLS indicated that employment opportunities for database administrators are expected to increase 31% from 2010-2020, much faster than the average for all occupations. This projected growth is due to the increases with data collection in businesses and the need to provide security. The employment projections for postsecondary teachers are not as good as the BLS projected a 17% increase in employment.

Master's Degree Programs in Database Administration

According to the BLS, most database administrators have a bachelor's degree, but some employers prefer to hire database administrators who have a master's degree. Master's degree programs in database administration can be offered as a Master of Science in Database Technologies, Master of Science in Information Systems with a concentration in database administration or a Master of Science in Database Design and Administration. These programs provide instruction in database management, administration, security and theories.

  • Some employers prefer to hire database administrators with master's degrees over individuals with just a bachelor's
  • Programs are available online or in hybrid formats
  • Some programs may prepare you to earn certifications during your studies or prepare you to take certification exams after graduation
  • A master's degree is not needed to work as a database administrator
  • Some programs may require that you have at least two years of work experience for admission
  • Online programs or courses may cost more per credit hour than their in-person counterparts

Courses and Requirements

Some programs allow you to earn certifications in areas like database development, database administration with Oracle, networks or information assurance during your studies. Most programs have you complete a capstone project or practicum or write a thesis prior to graduation. The curriculum of a database administration master's program typically includes a set of core courses in topics like information technology concepts, management, systems analysis and design, enterprise architecture and infrastructure, research methods, database design and IT project management. Elective classes may be available in subjects like:

  • Database backup and recovery
  • PL/SQL programming
  • Data warehouse design
  • Website design and management
  • Object-oriented databases
  • Data mining
  • Database administration and management

Online Availability

Database administration master's degree programs are available online. The requirements of online programs are the same as their in-person counterparts. Sometimes, schools permit you to complete the program in a hybrid format, allowing you to take some classes online and some on-campus.

Stand Out With Your Degree

To stand out against your competition, consider earning certifications while completing your master's degree program requirements. Certifications, such as ones in database administration or development, demonstrate that you have more in-depth knowledge of database operations and management than individuals who only possess master's degrees. This advanced knowledge may impress potential employers.

Doctoral Degree Programs in Database Administration

Schools typically do not offer Doctor of Philosophy programs specifically in database administration. Additionally, the subject is rarely offered as a concentration. Instead, schools offer PhD programs in business administration or computer science. These programs may offer courses and research opportunities in database administration.

  • Programs prepare you for a career in research or academia
  • The ability to select a specialization for your studies means that you can focus on the field of database administration most appealing to you
  • Allow you to pursue original research in database administration
  • A doctoral degree is not necessary to work as a database administrator and degree programs related to the field do not prepare you to for a career in that position
  • Tough competition for tenured professor positions
  • Programs specifically focusing on database administration are unavailable, requiring you to craft your degree to suit your career goals

Doctoral degree programs commonly require the completion of computer-science related courses, passing comprehensive exams and writing and defending a dissertation. Programs in business administration typically require you to complete advanced business-related coursework. Courses related to database administration include complex database management systems, database and knowledge-base systems and database management. Other courses include software design, operating systems, compilers and computer networks.

During your studies, you may also engage in hands-on experience, such as working in a lab. Many departments offering these degree programs engage in research projects related to databases. These research areas may be identified as 'database and knowledge-base systems' or 'distributed information systems'.

Doctoral degree programs that offer research opportunities or coursework in database administration are not available online. This is perhaps due to the hands-on writing and researching components these programs typically contain. Attending an on-campus program allows you to interact with other doctoral degree students and engage in research with your professors.

To stand out with your degree, consider specializing your studies in database research. Some schools allow doctoral degree students to craft a focus for their studies in an area of their choice. Choosing database administration or a subject related to databases as your area of specialization allows you to incorporate extensive research and coursework on the subject into your studies. Becoming familiar with research software may also be helpful.

Students in our PhD programs are encouraged from day one to think of this experience as their first job in business academia—a training ground for a challenging and rewarding career generating rigorous, relevant research that influences practice.

Our doctoral students work with faculty and access resources throughout HBS and Harvard University. The PhD program curriculum requires coursework at HBS and other Harvard discipline departments, and with HBS and Harvard faculty on advisory committees. Faculty throughout Harvard guide the programs through their participation on advisory committees.

How do I know which program is right for me?

There are many paths, but we are one HBS. Our PhD students draw on diverse personal and professional backgrounds to pursue an ever-expanding range of research topics. Explore more here about each program’s requirements & curriculum, read student profiles for each discipline as well as student research , and placement information.

The PhD in Business Administration grounds students in the disciplinary theories and research methods that form the foundation of an academic career. Jointly administered by HBS and GSAS, the program has five areas of study: Accounting and Management , Management , Marketing , Strategy , and Technology and Operations Management . All areas of study involve roughly two years of coursework culminating in a field exam. The remaining years of the program are spent conducting independent research, working on co-authored publications, and writing the dissertation. Students join these programs from a wide range of backgrounds, from consulting to engineering. Many applicants possess liberal arts degrees, as there is not a requirement to possess a business degree before joining the program

The PhD in Business Economics provides students the opportunity to study in both Harvard’s world-class Economics Department and Harvard Business School. Throughout the program, coursework includes exploration of microeconomic theory, macroeconomic theory, probability and statistics, and econometrics. While some students join the Business Economics program directly from undergraduate or masters programs, others have worked in economic consulting firms or as research assistants at universities or intergovernmental organizations.

The PhD program in Health Policy (Management) is rooted in data-driven research on the managerial, operational, and strategic issues facing a wide range of organizations. Coursework includes the study of microeconomic theory, management, research methods, and statistics. The backgrounds of students in this program are quite varied, with some coming from public health or the healthcare industry, while others arrive at the program with a background in disciplinary research

The PhD program in Organizational Behavior offers two tracks: either a micro or macro approach. In the micro track, students focus on the study of interpersonal relationships within organizations and the effects that groups have on individuals. Students in the macro track use sociological methods to examine organizations, groups, and markets as a whole, including topics such as the influence of individuals on organizational change, or the relationship between social missions and financial objectives. Jointly administered by HBS and GSAS, the program includes core disciplinary training in sociology or psychology, as well as additional coursework in organizational behavior.

Syracuse University’s Maxwell School of Citizenship and Public Affairs ranked #1 overall in the latest U.S. News & World Report Best Public Affairs Schools rankings. Maxwell has received this top honor in all but one of the years the rankings have been determined, which are based on a survey of the school’s peer institutions. In addition, the school remains highly ranked in ten subspecialties.

“As the Maxwell School celebrates its 100-year anniversary, we remain as focused as ever on preparing students to be public servants, leaders and scholars who will have a positive impact on their communities and the world around them,” says David M. Van Slyke, dean of the Maxwell School. “We are honored that our peers again recognized this work. We are also thankful to be counted among so many schools, colleges and universities preparing students to make a positive impact on democratic institutions and governance. And we share this honor with our students, faculty, staff and the vast network of Maxwell alumni who seek evidence-based solutions, encourage civil discourse, and ever strive to leave the world better than they found it.”

The Best Public Affairs Schools rankings are based solely on surveys of deans, directors and department chairs representing 271 master’s programs in public affairs and administration. Each school is numerically ranked by peer school leadership on a 5-point scale, with the average score determining the school’s overall rank. Additionally, survey respondents can nominate up to 15 schools for excellence in 12 subspecialties, with the number of nominations determining each school’s position in the ranking.

U.S. News began ranking graduate programs in public affairs in 1995. Since then, the Maxwell School has been ranked #1 in every survey but one.

The Maxwell School was founded in 1924, thanks to the support of George Holmes Maxwell and his vision to establish a "School of American Citizenship." As the world has changed and faced new challenges, the Maxwell School too has evolved to meet those challenges in its storied history. Today, Maxwell is home to 15 research centers and institutes, where students and scholars grapple with a range of issues, including environmental sustainability, autonomous systems policy, population health and aging, law and security, conflict resolution, democracy and journalism, global affairs, and regional studies. And the school continues to evolve to meet the challenges of tomorrow.

Just this year, the Maxwell School launched the new Master of Science in Sustainable Organizations and Policy , a joint degree program in coordination with the Martin J. Whitman School of Management. It is co-directed by Maxwell’s Jay S. Golden, Pontarelli Professor of Environmental Sustainability and Finance and founding director of the Dynamic Sustainability Lab, and leverages the strengths of both schools to prepare students to be versatile, multidisciplinary, forward-looking leaders ready to take on the important challenges across the globe related to sustainability.

Johns Hopkins graduate programs again ranked among nation's best

'u.s. news & world report' includes 38 jhu programs among the top 10 in the u.s. in its annual rankings, including no. 1 ranked programs in nursing and public health.

Johns Hopkins University has 38 graduate schools, academic programs, and specialties ranked among the top 10 in the nation, including nine with No. 1 rankings, according to the latest edition of "Best Graduate Schools" from U.S. News & World Report , published earlier today.

Two schools at Hopkins—the Bloomberg School of Public Health and the School of Nursing —earned No. 1 rankings overall, and the School of Education entered the top 10, according to U.S. News & World Report .

Portions of the publication's annual list were released today but rankings for schools of medicine and engineering were delayed and will be released at a later date.

Among the new rankings released today:

The School of Nursing's DNP program ranked No. 1 for the third year in a row. Its master's degree programs tied at No. 1, up from No. 2 last year. In gerontology, the school moved up two spots to No. 1 for primary care, and up one spot to No. 2 for acute care. In other specialty areas, the School of Nursing's doctoral programs ranked:

  • Psychiatric/mental health: No. 1
  • Family: No. 3 (tied)
  • Leadership: No. 4 (tied)
  • Nursing Anesthesia: No. 36 (tie)

Public Health

The Bloomberg School retained its longtime No. 1 overall ranking among public health programs—it has held the top spot since 1994, the year the rankings began. In specialty areas, the Bloomberg School ranked:

  • Environmental Health Sciences: No. 1
  • Epidemiology: No. 1
  • Health Policy and Management (Public Health): No. 1
  • Social and Behavioral Sciences: No. 1
  • Biostatistics: No. 2

Johns Hopkins tied at No. 8 in the Education category, up from No. 13 last year. The school also tied at No. 23 in higher education administration programs.

Public Affairs

Overall, Johns Hopkins programs in public affairs tied at No. 39. In subcategories, Johns Hopkins tied at No. 6 in Health Policy and Management (Public Affairs), No. 11 in International/Global Policy and Administration, and tied at No. 35 in Public Policy Analysis.

U.S. News & World Report updates some of its rankings each year and republishes the most recent rankings in other areas. Among the republished rankings for Hopkins, which are still current:

Biological Sciences

Hopkins is tied for No. 6 overall with six top 10 specialty rankings:

  • Molecular biology: No. 3 (tie)
  • Cell biology: No. 4
  • Neuroscience: No. 4 (tie)
  • Immunology: No. 5
  • Genetics, genomics, and bioinformatics: No. 6 (tie)
  • Biochemistry, biophysics, and structural biology: No. 8

Biostatistics

Hopkins is ranked No. 1 (tie) for Biostatistics at the doctoral level. (Note: U.S. News & World Report also ranks biostatistics as a sub-category of public health, where Hopkins is No. 2.)

The university is tied at No. 20 in Chemistry and ranks No. 9 in the Biochemistry subcategory.

Computer Science

The university is tied for No. 24 overall and tied at No. 21 in the specialty of Artificial Intelligence.

Earth Sciences

The university is tied at No. 30 in Earth Sciences.

Johns Hopkins' program in economics is tied at No. 22.

English tied at No. 13 overall with the following specialty rankings:

  • Literary criticism and theory: No. 3
  • British literature: No. 10 (tie)
  • American literature after 1865: No. 17

Health Care Management

The university is No. 7.

Johns Hopkins ranks No. 10 overall, with the following specialty rankings:

  • African-American history: No. 3 (tie)
  • Cultural history: No. 4 (tie)
  • U.S. Colonial history: No. 5 (tie)
  • Women's history: No. 6 (tie)
  • African history: No. 7 (tie)
  • European history: No. 7 (tie)
  • Modern U.S. history: No. 16 (tie)

Mathematics

Johns Hopkins is tied at No. 20 in Mathematics with the following specialty rankings: + Analysis: No. 18 (tie) + Algebra: No. 23 (tie) + Applied Math: No. 25

Overall, the university is tied at No. 13 with the following specialty rankings: + Living Systems: No. 5 (tie) + Cosmology: No. 7 + Condensed Matter: No. 13 (tie)

Political science

Overall, political science is tied at No. 41. In sub-categories, Johns Hopkins ranked: + Political theory: No. 8 (tie) + International politics: No. 24 (tie)

The university's graduate program in psychology is tied at No. 12 overall and tied at No. 5 in the subcategory of behavioral neuroscience.

Overall, sociology is tied at No. 29. The sub-category of sociology of population is tied at No. 17.

NOAA’s National Weather Service launched a new website today: The National Water Prediction Service . This new hub for water data, products and services combines local and regional forecasts with water data and new national level capabilities, such as flood inundation maps and the National Water Model.

"This online water hub is modern and flexible — providing information to help our partners and the public make sound decisions for water safety and management," said Ed Clark, director of NOAA’s National Water Center. “The new site leverages modern software, geospatial technology and cloud infrastructure, vastly improving the customer experience before, during and after extreme water events such as floods and droughts.”

Key features integrated into the National Water Prediction Service website

  • A new, dynamic and seamless national map with flexible options and expansive layers available to help analyze water conditions anywhere in the country.
  • Improved hydrographs that are frequently updated, depict water level observations over the past 30 days and provide river flood forecasts up to 10 days in advance. 
  • The National Water Model , which provides 24 hour coverage, seven days a week hydrologic forecast guidance along 3.4 million river miles across the U.S., including river segments, streams and creeks that have no river gauges.
  • Real-time, comprehensive Flood Inundation Maps, which are being implemented in phases, will cover nearly 100% of the U.S. by October 2026.
  • An Application Programming Interface (API) has been added to the traditional geographic information system (GIS) data, which will allow customers to flow water information into their own applications and services.

NWS continues to improve the essential support services it provides to communities locally and nationwide as part of its transformation into a more nimble, flexible and mobile agency that works hand-in-hand with decision makers. The National Water Prediction Service website provides tools that deliver actionable hydrologic information across all time scales to address the growing risk of flooding, drought and water availability, and enables partners and the American public to make smart water decisions.

What is database normalization? How about denormalization? Do you understand the differences between the two? These are all concepts that anyone who administers a database should understand. Database normalization impacts how data is stored and accessed, and having a good grasp of these principles can protect your users from creating errors in your database. In this article, we’ll delve into each topic so you can manage your databases as efficiently as possible. 

Database Normalization vs. Denormalization: What’s the Difference?

  • Database normalization is a method of organizing data inside of a relational database based on normal form. This principle is one of the foundations of relational databases, which connect information from different tables via a key, or a unique identifier. 
  • Database denormalization is the condition where all the data lives in one table instead of separate ones.

What Is Database Normalization?

Database normalization is a method of organizing data inside of a relational database based on normal form. Computer scientist Edgar F. Codd proposed normal form as a way to reduce anomalies that can happen when injecting data into a database. This principle is one of the foundations of relational databases, which connect information from different tables via a key, or a unique identifier. 

By using normal form as a method of organization, you can reduce the possibility of creating anomalies in the database. The three anomalies — insertion, update, and deletion — can ruin the integrity of a database. 

Types of Database Anomalies

  • Insertion anomaly occurs when data is inserted into a table data that doesn’t correspond to the structure of the table. For example, if a table had columns for name and address, and somehow, someone added a name, address, and phone number, the phone number would be the insertion anomaly. 
  • Update anomaly occurs when data isn’t updated in all areas. For example, when you update something, say an address, in one place but not others.
  • Deletion anomaly occurs when data is deleted in a way that means more data has to get deleted. For example, you might want to delete one item but then have to delete everything since it’s all in one row.

You can achieve this organizational pattern by breaking the data into atomic elements, which are elements that cannot be broken down into smaller parts. Inside a database, this can mean repeating lines to ensure that one row in the database focuses on one object. 

Here is an example. This is a denormalized set of data.

As you can see, the data is organized to create one row per class. We’re on the path to normalization because the table’s atomic elements represent first normal form (1NF). 1NF notes that each box in the table only represents one piece of information. 

Next, we’ll move this into the second normal form (2NF). 2NF involves separating the information into a table with a unique key. For this purpose, we will use the assistant principals since they represent multiple students.

The next step is to fully normalize the table in third normal form (3NF). 3NF decomposes any transitive functional dependencies, that is, removing anything that can be referenced into its own table. This creates tables like so.

What Are the Pros and Cons of Normalization? 

Database normalization helps reduce data redundancy by putting data in unique tables to be referenced. Reducing the redundancy also creates a more compact data set. Compactness helps clarity for reading purposes and makes them easier to edit because it’s easier to see the classes above in a separate table instead of one large one. 

A normalized table also minimizes the chance of getting a null variable, since separate tables make creating queries easier to debug. For example, the size of the class is much easier to query with separate tables instead of one mass of data. 

A normalized table makes it easier to add data to your tables since you’re only adding one form of it. For example, if you want to add a class, you can just add a class. You don’t have to worry about the other data, avoiding the chance for an insertion error. Further, since the data is separated, you can extend without impacting it. 

These benefits come at the cost of speed since multiple tables have to be read instead of one. This issue isn’t a big deal with small databases. In larger ones, however, especially those whose queries are tied to service level agreements (SLAs), this can create serious problems. 

What Is Database Denormalization?

Database denormalization is the condition where all the data lives in one table instead of separate ones. Essentially, you take the tables we created above and join them back into the original state like so:

Consider this similar to code minimization, where the code is harder to read or edit but runs faster since everything is crunched together. 

What Are the Pros and Cons of Denormalization?

Denormalization also has benefits. First, a ccessing the data is much quicker since a query doesn’t need to search in multiple tables and join information. Generating reports is also much faster.

The table is easier to manage if you aren’t adding data since all the information is functionally in one place. Likewise, y our data is prone to fewer errors since everything is in one place. 

On the other hand, a denormalized database is subject to far more risk of anomalies since the data isn’t separated into different tables like it is in a normalized database.

Differences Between the Two 

Normalized databases are focused on reducing redundant information. They make better use of space since the data is organized. They also offer high integrity by minimizing the chance of the anomalies thanks to separating the tables. Finally, normalization is useful for databases where change happens often, such as social media profiles.

Denormalized databases primarily offer data retrieval speed and faster query execution. They’re also cheaper to maintain. Denormalization is useful for information that is often queried but rarely updated, such as tax information.

The Biden administration unveiled a new set of plans on Monday that would eliminate student debt for millions of Americans. The administration says that, if fully implemented, it would bring the number of borrowers who've seen some or all of their debt forgiven during the president's term to more than 30 million.

The new plan, aiming to supplant an earlier version that was rejected by the U.S. Supreme Court in June , offers targeted relief to specific groups of borrowers, notably those who've carried debt for many years, and those struggling to make payments. And many borrowers, regardless of income, could see relief from high interest balances.

U.S. Education Secretary Miguel Cardona said the new proposals will fulfill a promise the president made while a candidate in 2020. The relief offered, he added, will mean "breathing room" for many borrowers. "It means freedom from feeling like your student loan bills compete with basic needs like grocery or health care."

The announcement spelled out efforts aimed at four groups of borrowers: those who owe more money than they did at the start of their repayment, borrowers who started paying more than 20 years ago, those already eligible for existing loan forgiveness or discharge programs but haven't yet applied, and borrowers facing economic hardship.

Addressing "runaway interest"

More than 25 million borrowers, the administration said, owe more in student loans now than they took out originally, due to what Cardona called "runaway interest." The first element of the new plan would allow any borrower, regardless of their income, to cancel up to $20,000 in interest.

In addition, low and middle-income borrowers who are enrolled in an income-driven repayment plan would have all of their interest forgiven. This group of borrowers includes single borrowers earning $120,000 or less a year, and married borrowers who make $240,000.

If the plans go through as proposed, there would be no application necessary.

The administration estimates that this proposal would forgive some interest balances for 25 million borrowers, with 23 million receiving full forgiveness on their interest. Currently, about 43 million Americans have some form of student loan debt.

Automatic discharge for eligible borrowers

Since Biden took office, several student loan programs have been revamped or re-negotiated to help ease borrowers' debt, though many still require borrowers to apply. (The programs can be dense, but NPR has previously reported on these programs and how to navigate them: including the SAVE program , public service loan forgiveness, and closed schools discharge .)

As the administration noted in its announcement, not every borrower who qualifies for these programs has applied, with more than 2 million eligible borrowers who have not done so.

Under the proposed plan, qualifying borrowers would no longer have to enroll to receive forgiveness. The Education Department plans to use use data it already has to identify those borrowers, and automatically credit their accounts.

Relief for long-time borrowers and those experiencing hardship

The new proposals would also help long-term borrowers. According to the Education Department, more than 2.5 million borrowers have carried student loan debt for more than two decades. Under the plan, borrowers carrying undergraduate debt would qualify for forgiveness if they started repayment on or before July 1, 2005. Borrowers with graduate school debt would qualify if they started repayment on or before the same date in 2000.

In keeping with the theme of these announcements, borrowers would not need to be enrolled in any plan to qualify. The relief would be automatic.

A separate component would help those experiencing economic hardship. Some of this relief would be also happen automatically – for example, if a borrower is at a high risk of defaulting on their student loans. Other relief would require an application. The administration says borrowers who are struggling with medical debt or child care could apply for this program, if it is implemented.

A new legal foothold for sweeping debt relief

The Biden administration has made multiple attempts at discharging student loan debt since taking office. Perhaps most notably in 2022: the president announced widespread relief of up to $20,000 for qualifying borrowers. Millions of borrowers filled out the form to opt-in to the program, but the project was put on hold due to legal challenges. The Supreme Court struck down that plan in June of 2023.

This new approach has been in the works for some time, as the Education Department has been undergoing what's called "negotiated rule-making" to develop a new avenue for debt relief since the original plan was overturned in June. They've been hearing from stakeholders, advocates, and critics in advance of this announcement.

It's expected the new proposals will take some time before eligible borrowers can begin to see their debt eliminated. The Education Department must gather public comment on the proposal before issuing a final version of its plan.

The plan will likely face legal challenges as well, though though the rulemaking process may put this effort on stronger legal ground than the first debt-relief plan.

Rep. Raskin Leads Letter to Biden Administration Urging Continued Negotiation for Release of PhD Candidate Kidnapped in Iraq

Washington, DC – Today Congressman Jamie Raskin (MD-08) sent a letter to President Biden and Secretary of State Antony Blinken urging the administration to continue pursuing negotiations with all relevant parties for the release of Elizabeth Tsurkov, a PhD candidate in Political Science at Princeton University who was kidnapped in Iraq in March 2023 by Kata’ib Hezbollah (KH), an Iranian-backed militia.  

The lawmakers wrote, “Ms. Tsurkov has now spent a year in captivity. Contrary to the categorically false and coerced statements that KH released in a proof of life video of Ms. Tsurkov last November, she is not a CIA agent but a journalist and political science doctoral candidate at Princeton who traveled to Iraq to conduct fieldwork for her study of strategies to reduce sectarian-based conflict in the Middle East.”  

The lawmakers continued, “Ms. Tsurkov is vocal and passionate about finding ways to foster peace in the Middle East, a region that she has studied and has written about in numerous publications. Despite the instability in the region, she bravely pursued her calling based on her conviction that there are concrete pathways to peace and security for the region.”  

Kata’ib Hezbollah has not made any demands to the Tsurkov family in return for Elizabeth’s release. The Iraqi government opened an investigation into the kidnapping three months after Ms. Tsurkov disappeared, with limited updates. Ms. Tsurkov’s family continues to work toward a breakthrough that could lead to her release.  

Prior to being kidnapped, Elizabeth had traveled to Iraq multiple times to conduct fieldwork for her dissertation. Ms. Tsurkov is also a journalist, with publications on the Middle East in multiple major outlets, including The Guardian, Foreign Policy and the Atlantic Council. She has also briefed House and Senate committees in her areas of expertise.
