Ph.D. Student Juggles Academic Demands with Managing a City
Glancing at Mike Futrellâs resume, one might ask, âWhat hasnât he done?â
He is a retired United States Navy captain with two submarine tours under his belt and 26 years of service; a former member of the Louisiana House of Representatives; a former senior staff member in the U.S. Senate; and he practiced corporate law for over a decade and is still licensed in Hawaii and Louisiana. Futrell has served as a California city manager for more than a decade.
He is also a graduate student at UC Merced.
As city manager in South San Francisco for nearly nine years, he drove the city out of the economic doldrums of the 2008 Great Recession, building its biotechnology business sector to become the largest single life science research cluster in the world with over 250 companies, while strengthening the cityâs finances and achieving its first AAA credit rating.
He managed the city through the COVID-19 pandemic, opening the Economic Advancement Center to help businesses and residents recover, while expanding transit, building housing and completing the Economic Advancement Center to help businesses recover.
In 2023, Futrell started a new position as the city manager in Riverside, serving 325,000 residents, leading a staff of 2,600 employees, and managing an annual budget of $1.3 billion. He said he relocated from Silicon Valley because Riverside is Californiaâs next great city.
âRiverside is a city on its way up; talented and hungry to succeed. I want to be a part of that exciting journey,â Futrell said. âAll my life experiences to this point have contributed to what I believe will be my greatest success here in Riverside.â
Futrell earned a bachelor's degree in business/public administration and juris doctorate degree from Louisiana State University, and a Master of Business Administration from the University of Massachusetts-Amherst.
Now, the Baton Rouge native is midway through his Ph.D. research in UC Mercedâs Management of Complex Systems (MCS) graduate program â a multidisciplinary doctoral training at the nexus of complex systems and management science â that he started in 2021.
âIâm a firm believer in lifelong learning. And this is just part of that journey,â he said. âItâs hard to find a more complex system than running a city. It is like a living organism in so many ways; itâs constantly changing.â
Futrell said his true motivation as a leader is team building, a topic that fits nicely into his Ph.D. research.
âAs a city manager, I have to hire great people and empower, support and motivate them to rise to their highest and best selves,â Futrell explained. âThe lure of pay and benefits will only get you so far. We must understand the intrinsic reasons why some teams succeed and others fail. How do we motivate employees to not just show up and do their jobs but also be really invested in the vision? And how do we communicate that to others?
âThe academic studies on that and how that works has really shaped my thinking.â
He found that âgovernment performanceâ was too broad an area for his dissertation research under the guidance of management Professor Russ McBride , so he narrowed his focus to the budget process and how it feeds into creating a higher performance team.
At UC Merced, he is examining how budgets interplay in organizations and the intrinsic motivation that comes from them.
âItâs well documented that budgets can be a destructive force for organizations, but thereâs little research on what to do about that,â Futrell said. âMost people believe thereâs nothing you can do about that; thatâs not true.â
From his decades of experience, heâs found some of the common information people believe about budgets is destructive behavior that leads to distrust and poor relationships between departments.
âNobody likes to hear, âThatâs a great idea. We should do that, but we donât have the money. Bring it up in next yearâs budget,ââ he said. âThat kills innovation.â
Futrell is investigating how to develop better strategies to move away from the negative forces of budgets.
âItâs destructive how people must fight for those pots of money. Thereâs a lack of transparency,â he said. âIâve seen over the years how that is not serving the public well and itâs not serving ourselves.â
He joined the MCS program alongside his wife, Susan Freeman, who is further along in pursuing her Ph.D. at UC Merced.
As chief executive officer and founder of the Conscious Inclusion Company, Freeman works with clients on systemic changes to policies, practices, pay and pipeline to promote equity in the workplace.
She is on her own research path at UC Merced, examining how arrangements of people, organizations, information, technology and the natural world give rise to complex adaptive phenomena that pose difficult challenges to society.
Since they started the MCS program, the couple has taken the same courses with one exception.
âThatâs been one of the enablers for me,â Futrell said. âThe fact that we can pursue our Ph.D.s together makes us stronger as a couple.â
It was the MCS program itself that steered Futrell to UC Merced to add a doctoral degree to his toolbox of qualifications.
âThe Management of Complex Systems program, which is new, appealed to me as the direction that I should go to continue to improve in my profession,â Futrell said. âThe program is very good for what I do as a city manager.â
Futrell said he is committed to expanding his abilities and way of thinking to accomplish the job.
âThe work at UC Merced has already honed my thinking and my approach,â he said. âI am still working hard at my research to complete the Ph.D., but it fits nicely with my real-world work.â

Workshop for New Chief Academic Officers
November 4, 2023, 7:15 am–4:00 pm.
Chief academic officers who have served for fewer than two years are invited to participate in this workshop, led by experienced colleagues, that addresses issues that newer CAOs often face. Participants will work in small groups, analyze case studies, and discuss topics such as accreditation; assessment and institutional effectiveness; faculty governance and leadership; appointments, promotions, and tenure and its alternatives; managing time, technology, and paper; and working with peer administrators. Participants will be paired with an experienced CAO mentor.
Workshops require pre-registration as space is limited. The registration fee covers materials, meals, and refreshments. To add a workshop to an existing Institute registration, please contact [email protected] . Fees: early rate $100 (by September 2); regular rate $150 (after September 2)

Lori Werth Provost, University of Pikeville (KY)
Lori Werth is provost of the University of Pikeville in Kentucky, where she leads academic affairs, athletics, admissions, institutional research, student services, and student success, as well as the Kentucky College of Osteopathic Medicine and Kentucky College of Optometry. During her 25 years of higher education experience, she has served in a range of positions, including vice president for enrollment management, associate professor of education, and department chair. Werth has worked closely to develop new programs and maintain institutional accreditation. Werth was selected as a Fulbright Scholar to Japan in 2020, where she had the opportunity to learn about Japanâs education system as well as establish networks of U.S. and international colleagues.
Travis Frampton Provost and Vice President for Academic Affairs, Schreiner University (TX)
Travis Frampton became provost and vice president of Schreiner University in Texas in 2019. He previously served Hardin-Simmons University as vice president for university mission and strategic vision and professor of religion. His scholarly work focuses on the history of biblical interpretation. In 2001â2002, he was a Fulbright Scholar in the Netherlands, where he studied early modern philosophy and hermeneutics at Erasmus University Rotterdam. He earned a PhD in philosophy from Erasmus University Rotterdam and a PhD in religion from Baylor University.

First refuelling for Russiaâs Akademik Lomonosov floating NPP

The FNPP includes two KLT-40S reactor units. In such reactors, nuclear fuel is not replaced in the same way as in standard NPPs – partial replacement of fuel once every 12-18 months. Instead, once every few years the entire reactor core is replaced with and a full load of fresh fuel.
The KLT-40S reactor cores have a number of advantages compared with standard NPPs. For the first time, a cassette core was used, which made it possible to increase the fuel cycle to 3-3.5 years before refuelling, and also reduce by one and a half times the fuel component in the cost of the electricity produced. The operating experience of the FNPP provided the basis for the design of the new series of nuclear icebreaker reactors (series 22220). Currently, three such icebreakers have been launched.
The Akademik Lomonosov was connected to the power grid in December 2019, and put into commercial operation in May 2020.
Electricity generation from the FNPP at the end of 2023 amounted to 194 GWh. The population of Pevek is just over 4,000 people. However, the plant can potentially provide electricity to a city with a population of up to 100,000. The FNPP solved two problems. Firstly, it replaced the retiring capacities of the Bilibino Nuclear Power Plant, which has been operating since 1974, as well as the Chaunskaya Thermal Power Plant, which is more than 70 years old. It also supplies power to the main mining enterprises located in western Chukotka. In September, a 490 km 110 kilovolt power transmission line was put into operation connecting Pevek and Bilibino.

If youâre looking for a career in teaching and research at the highest levels, or research and management with mass media companies, consider our Ph.D. program. Our program is small and selective, giving students substantial flexibility to tailor their coursework and area of study to their particular career goals. Our Ph.D. students are chosen after careful consideration of their background, academic record, experience and, particularly, their proposal. Most applicants have at least a year, and often much more, professional experience.
Our students must have completed or be in the final stages of earning a masterâs degree. It doesnât have to be in journalism or mass communications, although if not, additional coursework might be required.
Our students take a total of 57 hours â 45 hours of coursework and a minimum of 12 dissertation hours.
