I give my Sincere welcome to our principal who had handled the preparation for the entire session. And my special welcome to all the participants who are really gonna make this event an unforgettable one.

I welcome all the teachers and faculties who work hard and arrange all the decorations, and I also welcome our school NCC And NSS volunteers who worked on all the arrangements within a day. I would also like to welcome other school staff who came here to encourage their school students who are going to participate in sport events. We welcome you all. And, last but not least, I welcome each and everyone who are present here, and are going to use your valuable time with us today. I'm sure that everyone present here will have a memorable time. Good morning/afternoon to all the teachers, staff and most especially my dear schoolmates. It is an honor to be standing in front of you today to deliver a welcome speech on behalf of the student council.

As we embark on a new academic year, I would like to extend my warmest greetings to everyone and express my gratitude for the trust and confidence that has been bestowed upon me to deliver this speech.

First of all, I would like to welcome our new students who have just joined our school. You are now a part of a diverse and vibrant community of learners, and we hope that you will find your new surroundings both challenging and exciting. We are all here to support you and help you succeed, so don't hesitate to reach out to us if you need anything.

To our returning students, welcome back! It's great to see you all again, and I hope that you had a wonderful summer. We have a lot of new and exciting things in store for you this year, so let's make the most of this opportunity to learn and grow together.

I would also like to extend a special welcome to our teachers and staff. Thank you for your continued dedication and hard work in making our school a safe, supportive and engaging environment for learning. Your tireless efforts have helped us to achieve great things, and we look forward to working together with you in the coming year.

The challenge of a welcome speech is to find alternate ways to express yourself sincerely without resorting to a string of undifferentiated "same-old, same-old" words and phrases that have become meaningless through overuse to greet your guests with.

And there's an additional question to answer. Is the event formal or informal? Your response will guide the language choices you make.

Do you need to use formal or informal language?

Is the welcome speech you're preparing formal or informal?  

There are major differences. The words you use in an informal speech will be entirely out of place in a formal one. You need to know what is right for the occasion if you want your speech to be a success.

How to avoid repetition making your speech boring!  

Repetition of a familiar word is easy to do and totally understandable.

Sometimes we can't find the words we want, and we get stuck in a vocabulary rut, using the same phrase or word over and over, and over again, trying to make it cover multiple and/or different situations.

And yet we know, words are just like clothes. One size does does not fit all.

What's the solution?

Here's three suggestions to individualize or tailor your words to fit your event a little better. And they'll be more interesting for the audience to listen to!

With care you'll find most will adapt either formal or informal use.

1. Add an adjective to the word welcome

Try working in an adjective to describe the quality of your welcome more fully.

I've provided an example sentence or two alongside each adjective to show how it could be used in context.

I know some examples are much more successful, (smooth to say and read), than others.

Some, quite frankly, clunk a little. (I say this with a wry smile ☺!) 

If you decide to use the feature word in those that do, perhaps you'll find a way to use it more eloquently!  

What sort of welcome are you offering?

It could be a(n):

  • warm  welcome " Luckily the weather is on our side today! The sun and I are pleased to offer you a warm welcome."
  • hearty  welcome  "Here's a hearty welcome, big and warm enough to encompass you all! To say we are thrilled to see you is an understatement."
  • cheerful  welcome "It's my pleasure to extend a cheerful welcome to you all! Your presence makes us very happy."
  • cordial  welcome "Fellow members, please join me in giving our guests the most cordial of welcomes."
  • sociable  welcome "Let's hear it for a sociable welcome! On the count of three, turn to your neighbor and say 'hello'. There are no strangers here, only  friends we are yet to meet."
  • genial  welcome "It's my pleasant duty to bid you all a genial welcome."
  • convivial  welcome "On behalf of my colleagues, I wish you all a convivial welcome. We are going to have a merry and enjoyable time together."
  • agreeable  welcome "The flags are flying. The balloons are ready for release. It's a great day, one we've been planning and waiting for. I'm sure you'll concur, this is an agreeable welcome."
  • pleasing  welcome "It's gratifying to look around and see so many familiar faces. That's a pleasing welcome to what I know is a going to be a great  conference ... "

Or maybe it's a(n):

  • glad  welcome "It's a glad welcome we bring to you this morning, filled with the desires, hopes and dreams we all share."
  • hospitable  welcome "We're delighted to offer the most hospitable welcome we can."
  • amiable  welcome "Dear guests, look around you! An amiable welcome full of friendship is yours."
  • gracious  welcome "Our desire is to extend a gracious and inclusive welcome to all of you. For now let's put aside our differences and instead celebrate what brings us together!"

What about a(n):

Then there's a:

  • pleasant  welcome "You know what's great about these events? You are always assured of a pleasant welcome. This is feel-good central and we aim ..."
  • companionable  welcome "Looking around I can see many familiar faces - peers, past and present colleagues. What a companionable welcome! It's great to see you all here ..."
  • grateful  welcome "Many of you have made a huge effort to join us today. On behalf of us all, we are deeply appreciative and offer you our most grateful welcome."
  • friendly  welcome "Today is the day we begin to learn to look through the eyes of others; to find out and experience what the world is like for them. It is also the day we grow bigger than our differences and offer to everyone regardless of historical rights and wrongs, a friendly welcome, an outstretched hand."

Perhaps a(n):

  • appreciative  welcome "Wow, what a gathering we have here tonight. We've got dignitaries, celebrities, fans, and organizational members all brought together for one cause. Ours. Here's an appreciative welcome to you all."
  • superb  welcome "Ladies and gentlemen, the room is ready. The tables are set. The band is playing our theme song. And the waiting staff are preparing to take your orders. This is a superb welcome, fit for royalty, and that's what you are to us."
  • delighted  welcome "To our special guests; look around. See the smiles of everyone's faces? We are truly delighted to welcome you here today."
  • favored  welcome "Ladies and gentlemen, tonight we have stars in the sky, and on stage. We are favored to welcome some the brightest the world has seen."
  • honored  welcome "I look around the stage and am in awe with the collected expertise gathered here. We are deeply honored to welcome you."
  • big  welcome "Here's to a big welcome for our guests; Lady Amelia Thistledown and Sir Roger Godfrey!"
  • huge  welcome "Ladies and gentlemen, please give a huge welcome to ..."
  • rapturous  welcome "Do you hear the applause? The audience joins me in a rapturous welcome! We are thrilled to have you with us today."

2. What about the guests you want to welcome?

Think about the guests you want to welcome as part of your speech. What sort of guests are they?  Is there a word, or two, you could use to describe them more fully?

Accurate descriptions of the people coming to the event, either as especially invited guests, or as members of the audience, helps build credibility and trust.

The care you take to find the right words is an excellent investment for everybody involved.

3. What about the word "guests"?

Who are you talking to? Yes, everybody in the audience is a guest to your event but what could they be more accurately called? 

Are these people your:

  • colleagues?
  • associates?
  • classmates?
  • co-collaborators?
  • fellow-travelers, nurses, teachers ... ? (insert the appropriate descriptor)
  • affiliates?
  • conspirators?
  • companions?

And lastly, have fun experimenting!

Do try mixing and matching your words and phrases to fit the occasion. After all there are more flavors to "welcome" than vanilla!

The School year at [insert name of school] is about to commence and I would like to take the opportunity to welcome you all.

Education can be likened to a great big canvas and this year we would like our students to throw as much paint as they can on the canvas of their education.   I appeal to the students, the parents and the teachers to value and uphold the importance of intrinsic motivation.

This year I have no doubt that our students will throw themselves into their education, they will make the most of the canvas of opportunity that they are offered and they will paint the goals that they aspire to. I have no doubt that if they remain motivated in the classroom, then they will achieve their goals.  Their education is sound, creative and innovative and [insert name of school] , together with the parents and the students themselves, will  help  to make this a reality.

Help! Four letters that can mean so much. Four letters that can be seen as a dynamic, planned action - or as a plea!

This year, the Parents Association will continue to tirelessly take action to help raise funds for [insert name of school]. The Board of Governors will continue to take action to help strategically plan towards ensuring an educationally sound and innovative future for our School.

The teachers at [insert name of school] will take action and help the students to achieve academic, sporting, cultural and life-long learning. May  I take this opportunity to thank the teachers for their continued professionalism, excellence and dedication. It is your teacher motivation and motivation in the classroom that will help to create a year that is bright with embraced opportunities.

However, even more importantly, the students themselves will have to take action to further their education. Our young ladies and gentlemen too are beginning to realize that they cannot merely sit back and expect the greater School community to do everything for them - they are realizing the importance of self-motivation and are prepared to help themselves.

It is an appeal that we make to our young charges today. Help yourselves ! Make the most of the fantastic educational opportunities that you have. Throw as much paint as you can on to the canvas of your education this year. If you can do that, then one day, you will be in a position to respond to the pleas of others who may need your help!

Help! Four letters that mean so much. You must help yourselves so that ultimately you can help others. Each young lady and gentleman here today, in their own way, will need to help. You will need to help your family. You will need to help the environment. You will need to make sense of the world when sense and reason go missing. You will need to help solve problems through innovation and invention. And, you will need to help turn indifference into motivated, helpful action.

This is our goal as the year at [insert name of school] commences! Let's continue to work together to help each other to be our best for the world!

How to Write a Welcome Speech | Academic Conference Edition

Have you ever been to a conference where the welcome speech left you wanting more information or didn’t make you excited for what’s to come? Yikes! You may not be alone in that sentiment.

But were you invited to give the welcome speech for the upcoming conference you’re attending, and want to do a better job? Fun stuff, congratulations!

We can’t take the conference jitters away, but we can help you learn about welcome speeches and how to write one in this article. In the end, you’ll see how Orvium helps the research community prepare for a conference.

What is a Welcome Speech?

A welcome speech (or address) sets the tone for a conference or event. The speech must describe what’s to come and get everyone excited for the event and feel welcome. It should also create an appropriate environment for knowledge sharing.

Anyone can deliver a welcome speech, but a minimum of excellent presentation skills, fun and creative demeanor, and the ability to be personable are major pluses. If you haven’t given a speech of this caliber before, remember that preparing your notes, writing your speech, and delivering it are all a part of the process . Practice makes perfect.

An excellent welcome speech will unite the audience, helping them come together for a common purpose.

How to Write a Welcome Speech for a Conference

1. get the event focus and tone right.

Since a welcome speech sets the tone for a conference or event, you must ensure it’s informative and interesting. While thinking about this, decide whether or not you’ll use formal or informal language . How you choose, structure, and deliver your words matters. These all come together to create the “tone”.

To decide between formal and informal language for your welcome speech, consult the graph below:

Typically, you’ll want to use formal language for a conference (but not overly formal) depending on your audience demographics and ensure everyone can understand you. A welcome speech has the following structure:

  • opening and welcome
  • theme and main topics
  • outcome (or agenda)
  • thank yous (to attendees, sponsors, volunteers, vendors, speakers, etc.)
  • a closing statement.

Pro tip : you want to connect with your audience, grab their attention, and get them excited about the event, so start with a strong but warm opening. Don’t mention everyone involved throughout your speech, as that can get lengthy; instead, mention the essential speakers, organizations, associations, or volunteers. Finally, end the speech on a good note to get everyone excited with stats and pertinent information, such as:

  • the high number of attendees
  • any high-impact research that will be shown
  • the different represented countries
  • the variety of covered topics.

2. Take Notes and Draft an Outline

From our Full Guide to Planning an Academic Conference, you know that your welcome speech must add value to the conference , just as each keynote and session speaker does. To do so, research (and reach out to) essential participants (keynote, session speakers, vendors, etc.) to make sure you know what kind of approach you can take with your speech. Humor works in the right circumstances, but you must spend time thinking it through; not all jokes will be taken lightly, and you want to avoid any misunderstandings.

Remember, your goal is to unite and bring together like-minded individuals who all have a common purpose, that of advancing and sharing knowledge .

In your notes or outline, you’ll want to include the following steps:

  • Welcome the audience - use a clear and strong voice to welcome all attendees and grab their attention.
  • an example of an informal greeting: “Hello and welcome, everyone!”
  • an example of a formal greeting: “Good evening to all attendees. It’s wonderful to see you all.”
  • Introduce the event - say the event’s name, purpose, and age or history (if it’s a repeat event or conference), and talk a bit about the event’s organization.
  • Mention any distinguished guests - ensure you get their names, affiliations, and credentials correct.
  • State the main topics - the main topics are the attendees’ common interests, so you may choose to present a specific subject within the field selected that year.
  • Outline the agenda - mention whether there’ll be sessions with specific poster presentations, (sub)topics, or areas and spaces to exchange and discuss ideas or network. Direct attendees to the conference website, content management tool , or brochure for schedule specifics.
  • Motivate everyone - highlight any conference strengths and warmly introduce the first speaker or entertainment.

Important to note : for virtual events, ensure that attendees can see and hear you clearly and look up from your notes or outline often.

3. Write Your Speech

As you’re finalizing your notes or draft, ensure that your speech is around the five-minute mark to avoid boredom or giving the audience too much information right off the bat (to not take away from any speakers). Consult with the organizing committee about a time frame, as the length of the speech can vary from conference to conference.

Pro tip : add individual greetings as necessary for special guests, speakers, or sponsors.

4. Rehearse Your Speech

Once you’ve done the necessary research, outlined, and written your welcome speech, it’s time to rehearse it a few times to familiarize yourself with your speech. Read it out loud and practice it with colleagues or friends to get their input and feedback on areas of possible improvement.

However, don’t over-rehearse your speech . You want to still sound natural, not robotic or like you’re reading a script.

Again, ensure you know how to pronounce everyone’s name and credentials as you’re rehearsing, and practice making enough eye contact with the audience or specific attendees as you’re speaking.

All the students have worked with a lot of dedication and sincerity so that they can shine through in their performances and make their college proud.

Other than these cultural programs, there would also be a special session dedicated to underprivileged children as well as children with special needs. In this session, our principal ma’am would enlighten all of us about the association which is actively working for these children and how our college is contributing towards this noble cause. Olathe schools to pay $259K legal fees over former board candidate’s free speech claim

A judge has ordered the Olathe school district to pay more than $259,000 in former school board candidate Jennifer Gilmore’s attorney fees, in her lawsuit over being removed from a board meeting.

That’s on top of the $472,000 in legal fees the district has spent on the case. Gilmore, a conservative candidate who unsuccessfully ran twice for the school board, filed the federal lawsuit after she was kicked out of a meeting in January 2022 for accusing a former opponent of “buying” her seat.

Last summer, U.S. District Court Judge Holly Teeter threw out most claims brought by Gilmore. But the judge allowed Gilmore’s primary claim to stand, saying that a reasonable jury could conclude her First Amendment rights were violated because she was blocked from speaking due to the views she expressed.

And days before this past November election, a jury did just that, ruling in favor of Gilmore, saying she was prevented from speaking because then-board president Joe Beveridge did not like her views.

Gilmore lost her race for the at-large board seat , with 43.4% of votes. Will Babbit won with 56.5%. Beveridge, who had held the seat, did not seek reelection.

The judge had previously denied Gilmore’s request to pursue damages against the district and school board, so her win in court did not come with a monetary award. The jury awarded her $1 in nominal damages, designed to acknowledge that she was deprived of a federal right.

And the jury did not find that punitive damages should be assessed against Beveridge. In order to find that Beveridge should pay damages to Gilmore, the jury would have needed to agree there was proof he acted with evil motive or intent, or reckless indifference to Gilmore’s rights, according to court documents.

“This ruling should encourage other attorneys to take these kinds of First Amendment cases where no actual damages are claimed in order to vindicate the First Amendment and may it discourage government entities from using tax payer dollars, in this case over $650,000, to punish their political adversaries,” Gilmore’s attorney, Linus Baker, said in an email. “This ruling benefits all citizens from government oppression of free speech.”

After the jury’s decision, Gilmore fought for a higher dollar amount in her legal fees to be covered. The district pushed for a lower amount, partly arguing that Gilmore only saw “limited success” in her case, since most of her claims were dismissed or abandoned.

The judge wrote, “The Court finds that Plaintiff vindicated an important right worthy of fees but her requested fees should be slightly reduced based on some billing issues and on her scattershot approach to parts of the litigation,” finding that $259,000 was reasonable.

The lawsuit stemmed from Gilmore’s first attempt at winning a school board seat, in the fall of 2021, when she campaigned against mask mandates and critical race theory as part of a conservative slate. She lost to Julie Steele in a close race that was called days after election night.

After the loss, Gilmore spoke at a board meeting where she accused Steele’s father, Jim Randall, of lying and buying her board seat. Beveridge cut her off during her comments and called for Gilmore to be removed. Randall is also Beveridge’s father-in-law.

The school board’s public comment rules at the time stated that the board will not hear “personal attacks, or rude or defamatory remarks of any kind about any employee or student of the School District or any person connected with the School District.”

The policy also allowed the board president to interrupt statements that were disruptive or “not germane to the business activities of the board.”

The board adopted a new policy in April 2022, months after Gilmore filed her suit, which still includes a requirement that topics be “germane to the business of the board.” But board rules no longer include the provision about personal attacks or defamatory remarks.

At Berkeley, a Protest at a Dean’s Home Tests the Limits of Free Speech

Pro-Palestinian supporters disrupted a dinner for law students. There was a tussle over the microphone and conflicting claims of harm.

The dean of Berkeley’s law school is known as a staunch supporter of free speech, but things became personal for him when pro-Palestinian students disrupted a celebratory dinner party for some 60 students at his home.

Erwin Chemerinsky, the law school dean, hosted the dinner on Tuesday night in the backyard of his Oakland, Calif., home. The party was supposed to be a community building event, open to all third-year law students, with no speeches or formal activities.

But a third-year law student and a Palestinian activist, Malak Afaneh, stood up at the event, holding a microphone, and launched into a speech.

As she began to talk, Mr. Chemerinsky, a noted Constitutional scholar, can be seen shouting, “Please leave our house! You are guests in our house!”

Catherine Fisk, another Berkeley law professor and Mr. Chemerinsky’s wife, can be seen with her arm around Ms. Afaneh, trying to yank the microphone away and pulling the student up a couple steps.

Ms. Afaneh and other student protesters described Ms. Fisk’s struggle for the microphone as a disproportionate and violent response. Students, they said, had a right to speak at a university gathering.

Mr. Chemerinsky said the dinner was paid for by the university. But he said that the students, who brought their own microphone and amp, had no such free speech rights in a private home, at a dinner with no planned remarks.

In the past, Mr. Chemerinsky has supported speech rights for pro-Palestinian students, including the right to block Zionists from speaking to their groups. But this latest incident shows how the Israel-Hamas war has intensified and complicated the free speech debate. As pro-Palestinian students stage sit-ins and disrupt events at campuses across the country, some administrators, pressed by donors and politicians, have cracked down on unruly behavior, arresting and suspending students.

The moment has been especially fraught for the University of California, Berkeley, long a hotbed of leftist activism and the home of the ’60s Free Speech movement. As protests there continue over the Middle East conflict, some Jewish students and alumni have criticized university officials, saying that the school has tolerated activism that veers into antisemitic speech.

On Thursday night, about 15 protesters returned to Mr. Chemerinsky’s home for another student dinner, this time staying outside the house for about 90 minutes, Mr. Chemerinsky said.

“They were carrying signs and had drums,” he wrote in an email message. “They stood in front of our house chanting (some quite offensive) and banging their drums.”

In February, an event at Berkeley featuring an Israeli speaker was canceled after a crowd of protesters broke down doors, which the chancellor, Carol Christ, said was “an attack on the fundamental values of the university.” Last month, Representative Virginia Foxx, chair of the House committee on education that has been investigating antisemitism on campus, sent a letter to university officials demanding documents and information about Berkeley’s response to antisemitism.

Mr. Chemerinsky said that he himself was the subject of an antisemitic flier, circulated earlier in the week, which depicted a cartoon image of him gripping a bloody knife and fork, with the words “No Dinner With Zionist Chem While Gaza Starves.”

“I never thought I would see such blatant antisemitism,” he wrote in a statement to the law school community after the first protest, “with an image that invokes the horrible antisemitic trope of blood libel and that attacks me for no apparent reason other than I am Jewish.”

The Berkeley chapter of Law Students for Justice in Palestine, where Ms. Afaneh is co-president, did not respond to requests for an interview. But Camilo Pérez-Bustillo, the executive director of the local chapter of the National Lawyers Guild, said that Mr. Chemerinsky was not singled out because he is Jewish.

“He was being targeted because he’s failed to take a public position on a matter of urgency,” Mr. Pérez-Bustillo said, “which is U.S. complicity with the unfolding genocide.”

In the video, Ms. Afaneh said, the National Lawyers Guild “has informed us this is our First Amendment right.”

The Chemerinsky dinner on Tuesday fell on the last day of Ramadan, the Muslim holy month. As Ms. Afaneh and Professor Fisk both gripped the microphone, Ms. Afaneh said, “We refuse to break our fast on the blood of Palestinian people” and accused the university system of sending billions of dollars to weapons manufacturers.

“I have nothing to do with what the U.C. does,” Ms. Fisk said. “This is my home.”

Ms. Fisk threatened to call the police but did not. After she let go of the microphone, Ms. Afaneh and about 10 other law students left peacefully and the dinner continued, Mr. Chemerinsky said.

“I am enormously sad that we have students who are so rude as to come into my home, in my backyard, and use this social occasion for their political agenda,” Mr. Chemerinsky wrote. Through Mr. Chemerinsky, Ms. Fisk declined to be interviewed.

Many pro-Palestinian supporters argue this is not the moment for decorum, as the death toll of Israel’s bombing in Gaza tops 30,000, according to Gaza health officials. The protesting students wanted Mr. Chemerinsky, who describes himself as a Zionist, to denounce what they described as an unfolding genocide and to call for the university to divest from companies that aid Israel’s military campaign.

After the dinner altercation, the Law Students for Justice in Palestine chapter demanded the resignations of Mr. Chemerinsky and Ms. Fisk, and called for a Palestine studies program that centers on the “resistance and the right to return in a settler-colonial context.”

Richard Leib, the board chairman of the University of California system, and Ms. Christ, the Berkeley chancellor, have supported the couple.

“I am appalled and deeply disturbed by what occurred at Dean Chemerinsky’s home last night,” Ms. Christ said in a statement on Wednesday. “While our support for Free Speech is unwavering, we cannot condone using a social occasion at a person’s private residence as a platform for protest.”

Mr. Chemerinsky said he invites first-year law students to a welcome dinner in his backyard to create a sense of community. This dinner — spread over three nights with about 60 students each — was for third-year students whose traditional welcome dinner was canceled because of Covid, Mr. Chemerinsky said.

The dean said he was such a believer in the tradition that when he bought a home in 2017, he made sure the backyard could fit a crowd.

“I never could have imagined this would be divisive or a flashpoint,” he said, adding, “It’s an ugly moment.”

Remarks by President   Biden and Prime Minister Kishida Fumio of Japan in Joint Press   Conference

PRESIDENT BIDEN:  Please, have a seat.

It’s an honor to stand here today with the Prime Minister of Japan, President Kishi- — Prime Minister Kishida. 

When I became president, I said that the United States would rebuild the muscle of our demo- — democratic alliances and we’d stand shoulder to shoulder with our allies again, because our alliances are America’s greatest asset.  The relationship with Japan is powerful proof of that — that in investing in our alliance and raising our collective ambitions, we yield remarkable results.

Over the last three years, the partnership between Japan and the United States has been transformed into a truly global partnership.  And that’s thanks in no small part to the courageous leadership of Prime Minister Kishida.  And I mean that sincerely.

Together, our countries are taking significant steps to strengthen defense and security cooperation, we’re modernizing command and control structures, and we’re increasing the interoperability and planning of our militaries so they can work together in a seamless and effective way.

This is the most significant upgrade in our alliance since the end — since it was first established. 

I’m also pleased to announce that for the first time, Japan and the United States and Australia will create a networked system of air, missile, and defense architecture.  We’re also looking forward to standing up a trilateral military exercise with Japan and the United Kingdom. 

And our AUKUS defense partnership with Australia and the United Kingdom is exploring how Japan can join our work in the second pillar, which focuses on advanced capabilities, including AI, autonomous systems.  All told, that represents a new benchmark for our military cooperation across a range of capabilities.

On the economic front, our ties have never been more robust.  Japan is the top foreign investor in the United States.  Say that again: Japan is the top foreign investor in the United States.  And we, the United States, are the top foreign investor in Japan. Nearly 1 million Americans work in Japanese companies here in the United States.

And to name just one example, a few months ago, Toyota announced an $8 billion investment in a massive battery production facility in North Carolina, which will inc- — employ thousands of people.  The Prime Minister is going to travel to North Carolina tomorrow to visit that project. 

Don’t stay.  Don’t stay.  We need you back in Japan.  (Laughter.)  They’ll probably try to keep you.

We also affirmed the science and education ties between Japan and the United States.  Those tries — ties stretch up to the moon, where two Japanese astronauts will join future American missions, and one will become the first non-American ever to land on the moon. 

And they reach into the high schools and universities, as well, where the Mineta Ambassadors — Minetas Program exists, named for our dear friend Norm Mineta.  We’re going to invest in new student exchanges, help train the next generation of Japanese and American leaders.  

We also discussed developments in the Middle East, including our shared support for a ceasefire and a hostage deal and urgent efforts to deal with the humanitarian crisis that exists in Gaza. 

We also want to address the Iranian threat to launch a sign- — they — they’re threatening to launch a significant attack on Israel.  As I told Prime Minister Netanyahu, our commitment to Israel’s security against these threats from Iran and its proxies is ironclad.  Let me say it again: ironclad.  We’re going to do all we can to protect Israel’s security.

And, finally, I want to commend the Prime Minister himself.  He is a statesman.  Command — you know, the fact is that you condemned Putin’s invasion of — brutal invasion of Ukraine when it happened.  You pledged more than $12 billion in aid; prioritizing nuclear nonproliferation at the United Nations Security Council; standing strong with the United States as we stand up for freedom of navigation, including in the South China Sea and as we maintain peace and stability across the Taiwan Straits; and taking the brave step of mending ties with the Republic of Korea so we can all stand shoulder to shoulder together.

Tomorrow, we will both be joined by another good friend, President Marcos of the Philippines, for a trilateral summit — the first of its kind. 

And through it all, our commitment to the defense of Japan under Article 5, including the Sena- — excuse me — Senkaku Islands, is unwavering.

Mr. Prime Minister, through our partnership, we have strengthened this alliance.  We have expanded our work together.  We have raised our shared ambitions.  And now, the U.S.-Japan alliance is a beacon to the entire world. 

There’s no limit to what our countries can and our people can do together. 

So, thank you for your partnership, your leadership, and your friendship. 

And now, over to you, Mr. Prime Minister.

PRIME MINISTER KISHIDA:  Thank you, Joe.

(As interpreted.)  President Biden and I have met and talked countless times and confirmed our shared notion that we are at crucial crossroads and that Japan-U.S. partnership is immensely important. 

The international community stands at a historical turning point.  In order for Japan, the U.S., the Indo-Pacific region, and, for that matter, the whole world to enjoy peace, stability, and prosperity lasting into the future, we must resolutely defend and further solidify a free and open international order based on the rule of law.

And again, today, I told the President that now is the time to demonstrate the true values that Japan and the United States can offer as global partners, that we must together fulfill our responsibilities to create a world where human dignity is upheld and that Japan will always stand firm with the United States.

I explained that, based on our national security strategy, Japan is determined to strengthen our defense force through position of counterstrike capabilities, increase our defense budget and other initiatives, and was reassured by President Biden of his strong support for such efforts.

In such context, we confirmed again the urgency to further bolster the deterrence and response capabilities of our alliance and concurred on reinforcing our security and defense cooperation to increase interoperability between the U.S. forces and our self-defense forces, including the improvement of our respective command-and-control frameworks.

We will be discussing the specifics as we plan for the next Japan-U.S. two-plus-two.

The President and I went on to discuss various specific challenges faced by the international community. 

First, we confirmed that unilateral attempts to change status quo by force or coercion is absolutely unacceptable, wherever it may be, and that we will continue to respond resolutely against such action through cooperation with allies and likeminded nations.

From such perspective, we agreed that our two countries will continue to respond to challenges concerning China through close coordination.  At the same time, we confirmed the importance of continuing our dialogue with China and cooperating with China on common challenges.

We also underscored the importance of peace and stability in the Taiwan Straits and confirmed our position to encourage peaceful resolution of the Cross-Straits issue.

The situation in North Korea, including nuclear and missiles development, was brought up as well.  We welcomed the progress seen in many areas of cooperation based on the outcome of the Japan-U.S.-ROK summit last August and concurred to coordinate even more closely as we face serious concerns under the current state of affairs.

President Biden once again demonstrated his strong support towards the immediate resolution of the abduction issue.

We reaffirmed the importance of realizing a free and open Indo-Pacific based on the rule of law and concurred to maintain close collaboration through various opportunities, including the Japan-U.S.-Philippines summit, which is planned for tomorrow.

Regarding Russia’s aggression of Ukraine, based on

a recognition that Ukraine today may be East Asia tomorrow — taking the issue as our own problem for Japan, I expressed our resolution to continue with stringent sanctions against Russia and strong support for Ukraine.  And we concurred to maintain close partnership with likeminded countries.

On the situation in the Middle East, I expressed my respect for the efforts of President Biden towards the release of the hostages, improvement of the humanitarian situation, and for calming down the situation.  I then explained how Japan is continuing diplomatic efforts to improve the humanitarian situation and to realize a sustainable ceasefire

and agreed to continue close cooperation towards the improvement of the situation, the realization of a two-state solution, and the stabilization of the region.

Regarding the economy, we firstly concurred that for both of us to lead the global economic growth together, the promotion of investment in both directions is important.  I explained how Japanese businesses are making a significant contribution to the U.S. economy by the investment and the creation of jobs, to which President Biden agreed.

In order to maintain and strengthen the competitive edge in the area of advanced technologies and to respond appropriately to issues such as economic coercion, non-market policies and practices, and excess capacities and to overcome the vulnerability of the supply chains and to lead a sustainable and inclusive economic growth, we affirmed that the collaboration of Japan and the United States is indispensable. 

In addition, we concurred to advance our cooperation in the areas such as decarbonization, AI, and start-ups. 

There was a huge achievement also in the area of space.  In the first half of the 1960s, when I was in the United States, it was the dawn of space development in the United States.  I am one of all those who were so excited in the U.S. by the spectacular challenge in space. 

The implementing arrangement has been signed on this occasion and the provision of the lunar rover by Japan and the allocation of two astronaut flight opportunities to the lunar surface to Japan were confirmed.  Under the Artemis program, I welcome the lunar landing by a Japanese astronaut as the first non-U.S. astronaut. 

We also discussed the efforts towards a world without nuclear weapons.  We affirmed the realistic and practical endeavors of nuclear disarmament, including the issuance of the G7 Leaders’ Hiroshima Vision last year.  And I welcomed the participation of the United States in the FMCT Friends, which was launched by my initiative. 

Lastly, in order to further strengthen the people-to-people bond, which is the cornerstone of our unwavering Japan-U.S. relationship, we affirmed to further promote people-to-people exchanges. 

As the outcome of our meeting today, we will issue the joint statement titled “The Global Partners for the Future.”  This is the expression of the determination of Japan and the United States to maintain and strengthen a free and open international order based on the rule of law that underpins the peace, stability, and prosperity of the international community and states the guiding principles. 

With our partnership, we will defend the future of Japan and the United States, the Indo-Pacific, and the world and make that future all the more prosperous. 

PRESIDENT BIDEN:  Thank you.  Now we’ll take a few questions.

Q    Thank you, Mr. President.  Last month, you predicted the Federal Reserve would cut interest rates thanks to falling inflation.  But today, data showed that inflation rose more than expected for the third straight month.  So, how concerned are you about the fight against inflation stalling?  And do you stand by your prediction for a rate cut?

PRESIDENT BIDEN:  Well, I do stand by my prediction that before the year is out there will a rate cut.  This may delay it a month or so.  I’m not sure of that.  I don’t — we don’t know what the Fed is going to do for certain. 

But, look, we have dramatically reduced inflation from 9 percent down to close to 3 percent.  We’re in a situation where we’re better situated than we were when we took office where we — inflation was skyrocketing.  And we have a plan to deal with it, whereas the opposition — my opposition talks about two things.  They just want to cut taxes for the wealthy and raise taxes on other people. 

And so, I think they’re — they have no plan.  Our plan is one I think is still sustainable. 

Q    Mr. Prime Minister, you said that the Nippon Steel acquisition of U.S. Steel is a private matter.  But I’m wondering: Did you discuss the matter today with President Biden?  And do you believe that politics are influencing President Biden’s decision to oppose the deal?

And I wouldn’t mind, Mr. President, if you answer that one too. 

PRIME MINISTER KISHIDA:  (As interpreted.)  On the issue that you have raised, we understand that discussions are underway between the parties.  We hope these discussions will unfold in directions that would be positive for both sides. 

Japan believes that appropriate procedures based on law is being implemented by the U.S. government.  Japan is the largest investor to the United States.  Japanese businesses employ close to 1 million workers in the United States.  And investment from Japan to the U.S. can only increase upwards in the months and years to come. 

And we wish to cement this win-win relationship.  Thank you. 

PRESIDENT BIDEN:  I stand by my commitment to American workers.  I ca- — a man of my word, I’m going to keep it.  And with regard to that, I stand by our commitment to our alliance.  This is exactly what we’re doing — a strong alliance as well. 

Q    Nakakuki of Kyodo News.  My question is to both Prime Minister Kishida and President Biden.  At the summit, you confirmed your strong objections against unilateral attempts to change the status quo by force or coercion by China and agreed on reinforcing response capabilities. 

Under current circumstances, should Japan and the United States bolster defense capabilities?  China may become more preoccupied in military expansion and intensify its coercive behavior.  That is the risk of (inaudible).  In order to avoid divide and expa- — avoid the divide, how should Japan and U.S. respond?

PRIME MINISTER KISHIDA:  (As interpreted.)  Let me then take that question first.  At this summit, we confirmed that the United States and Japan will resolutely defend and bolster a free and open international order based on the rule of law and that Japan and the United States, as global partners, shall work together for that purpose.

On challenges concerning China, including the point you raised on objecting to unilateral attempts to change status quo by force or coercion, we concurred that Japan and the United States as global partners shall work in close coordination. 

And also, as I said previously, we will continue our dialogue with China and we will cooperate with China in tackling common challenges.  And the President and I confirmed the importance of such dialogue as well. 

Based on the solid trust with our ally, the United States, we will continue to call on China to fulfill its responsibilities as a major power. 

Japan’s policy, which I have consistently embraced, is to comprehensively promote the mutual strategic relationship we have with China and establish a constructive and stable Japan-China relationship through efforts by both sides.  That has been my consistent position that I have upheld.  We will continue to seek close communication with China at all levels. 

That’s it for me.

PRESIDENT BIDEN:  You know, first of all, we keep improving our lines of communications with one another — and that’s the United States and China.  We — I’ve met — I’ve recently spoken at length with President Xi.  And we’ve agreed that we would, number one, have personal contact with one another whenever we want to discuss to anything so there’d be no — nothing lipped — nothing slips between, as they say — between the cup and the lip, so we know exactly what the other team is thinking.  Number one. 

And so, we had a long discussion last — now almost — I guess almost two weeks ago now.  And — the best way to reduce the chances of miscalculation and misunderstanding.  That’s number one. 

Number two, in our alliance we have with Japan — is a purely defensive in nature.  It’s a defensive alliance.  And the things we discussed today improve our cooperation and are — and are purely about defense and readiness.  It’s not aimed at any one nation or a threat to the region.  And it — it doesn’t have anything to do with conflict.  And so, this is about restoring stability in the region.  And I think we have a chance of doing that. 

Okay.  Third que- — the next question.  Who — who do I call on next?  Hang on a second.  I got my list here.  Hang on.  I apologize.

Q    Thank you.  My first question would go to both of you, Mr. President and Mr. Prime Minister.  Is there a path for Japan to become a full member of AUKUS? 

And I would have a second question for you, Mr. President.  You’re now saying that Benjamin Netanyahu is making a mistake in Gaza.  What are you willing to do to make him change his strategy?  And would you consider conditioning military aid to Israel?  Thank you.

PRIME MINISTER KISHIDA:  (As interpreted.)  Thank you.  Your question about AUKUS, I will respond.  Our country — we want to contribute to the peace and stability of the region.  And therefore, we have consistently supported AUKUS. 

Having said that, the participants of AUKUS — U.S., UK, Australia — with such countries’ bi- — bilateral relationship or in multilateral occasions, we have established various relationships.  But for Japan, to have a direct cooperation with AUKUS, nothing has been decided at this moment.

Going forward with U.S., UK, or with Australia — with such countries, in bilateral or multilateral frameworks, we will continue our cooperation so that they will continue to be considered.

At the moment, about the relationship between Japan and AUKUS, that’s it.

PRESIDENT BIDEN:  With regard to my discussions with Bibi Netanyahu — Prime Minister Netanyahu, as well as our relationship with Israel, I have been very blunt and straightforward with the Prime Minister, as well as his War Cabinet, as well as the Cabinet. 

And the fact of the matter is that Bibi and I had a long discussion.  He agreed to do several things that related to, number one, getting more aid — both food and medicine — into Gaza and reducing significantly the attempts — the civilian casualties in any action taken in the region. 

And thus far — and we — and it’s tied to the hostages.  There are a number of hostages that are being held by a — by the — Hamas.  And just yesterday, we were meeting with the Vice President and our National Security Advisor before that, and they — and there are American hostages as well.  And they know how committed we are — the whole team — to getting their loved ones home, and we’re not going to stop until we do.

The new proposal on the table — Bill Burns led the effort to — for us, and we’re grateful for his work — there’s a now — up to Hamas.  They need to move on the proposal that’s been made.  And as I said, it would get these hostages home where they belong but also bring back a six-week cea- — ceasefire that we need now. 

And the fact is that we’re — they’re getting in somewhere, in the last three days, over a hundred trucks.  It’s not enough.  But it needs to be — be more, and there’s one more opening that has to take place in the north. 

So, we’ll see what he does in terms of meeting the commitments he made to me.

As Prime Minister Kishida mentioned, the abduction issue of North Korea, I believe, was discussed.  Prime Minister, you have expressed your wish to have a direct engagement with Kim Jong Un.  But they say that abduction is already result, which means that they are refusing.  During the meeting, what did you tell President Biden about the outlook of a summit?  And what engagement did you ask President Biden?

President Biden, my question: What did you hear from Prime Minister Kishida?  And what is your observation and feeling, your President, with the nuclear missile issues?  What is your position?  Do you support the summit between Japan and North Korea?  Thank you. 

PRIME MINISTER KISHIDA:  (As interpreted.)  First of all, if I may start, regarding my summit meeting with President Biden about North Korea, including the missile and nuclear issues we have discussed, and regarding the increasingly worrying situation, we have agreed to continue a close coordination. 

And on top of that, we concurred that the window of a discussion with North Korea is open.  And we discussed that Japan, U.S. — Japan, U.S., and ROK will continue to work closely together. 

I also asked for the continued understanding and cooperation for the immediate resolution of the abduction issue.  And President Biden once again gave myself a very strong assurance regarding the recent announcement by North Korea.

I will refrain from commenting on each and every announcement by North Korea.  But as I have been mentioning repeatedly, based on the perspective that the establishment of a meaningful relationship between Japan and North Korea is in the interest of both Japan and North Korea and that it could be hugely beneficial to the peace and stability of the region, my policy is to aim for a summit meeting with North Korea to resolve various issues and will advise high-level consultation directly under my instruction.  And that remains unchanged.  That is my response.

PRESIDENT BIDEN:  We did discuss this issue.  We both agreed the DPRK must — must also address the serious human rights and humanitarian concerns of the international community, including the immediate resolution of the abduction issue.

But, you know, the Prime Minister has just spoken to the potential of what his plans may mean.  But welcome — I welcome the opportunity — we welcome the opportunity of our allies to initiate dialogue with the Democratic Republic of Korea.

As I’ve said many times, we’re open to dialogue ourselves at any time wi- — but without preconditions from the DPRK.  So, I have faith in the — in the — Japan.  I have faith in the Prime Minister.  And I think his seeking a dialogue with them is a good thing.  It’s a positive thing.

Maine Association of School Psychologists held its annual awards ceremony on March 22 at Harraseeket Inn in Freeport.

At the annual spring meeting, Richard Kauffman was honored with a Lifetime Achievement Award. He was nominated by Dr. Michael Dixon, a long-time member of MASP. Kauffman is a licensed psychological examiner and a certified school psychologist specialist.

He has worked as a school psychologist since 1981, both as a school employee in Gorham and Regional School Unit 40, but usually as a consultant. In 1997, he and three colleagues formed the Lincoln Group Professional Association with offices in Bath, Hallowell, and, currently, Winthrop.

The Lincoln Group has provided psychological services to children, adults, families and organizations throughout Maine. Kauffman has consulted with school districts from Saco to Dover-Foxcroft and Fryeburg to Vinalhaven. His primary interest is in the identification and development of school programs that match the needs of children who struggle to learn.

Another focus is conducting risk assessments and developing procedures for enhancing school safety. Currently, Mr. Kauffman has contracts to provide services in Lewiston, RSU 4 and Fayette. He lives in Winthrop with his wife, Maria.
