About a few months ago my friend was getting married and we needed to make plans – budget on how much to be spent on his wedding right from the traditional to the white wedding , venue, food for the guest. This was a cumbersome task ahead of us that demanded every little time we had after work together but I was willing and devoted to this because it was a joyful thing.

plus the fact that it is a once-in-a-lifetime event. Also, I knew he was also going to support me when it is my turn. Yes, I would not hide that. So we started the budget but first of all, we made a list of everything we can think of as regards having a wedding in Nigeria, and with the support of his fiancé then now wife we were able to come up with something good.

Chinedu told me his budget for the whole wedding was about N1.5M so after thinking and writing down everything that will be needed for the wedding, we started to exclude items we felt we could either replace or do without, that was how we got to – food. And he told me specifically that he would want small chops for his wedding reception because 1. It saves cost and 2.

It will go around for his entire guest at the reception. I asked him why he was not interested in the local Nigerian foods at all. And he told me that based on his budget going for Nigerian food might not be able to go around for all the guests and he does not want complaints besides he wants something different, unique from what you see at the typical Nigerian wedding.

To cut the long story short, we contacted a caterer a small chops specialist for the price of 500 plates because the total number of guests for the reception was 500 that was when I was wowed. Still amazed after Chinedu dropped the call, I flipped out my phone and went straight to my calculator app to do the maths of what I just heard and my calculator summed everything we had discussed to N250,000 . “So there’s money in this business”, I said to myself.

Although there were other benefits she mentioned like delivery at our doorstep (bringing the small chops to our venue), bringing her servers, and so on, I could not get my mind off the total money she was to be paid in return, this was how my finding started about small chops business in Nigeria because I wanted to know more.

For those of us that have been attending parties in Nigeria right from the time we were born, we all know small chops never existed at first in our parties. All we had then during our birthday parties, weddings, and burial ceremonies food. Common foods like jollof rice and native foods like amala, pounded yam, and the likes and drinks and the usual cake but along the way, small chops came and changed the way we did parties and the way we treat our guests.

In my further findings, I was trying to know how small chops came into Nigeria but No one has been able to give me a precise story as this came to be. 2. Buying the Cooking Equipment

After learning how to make snacks for the small chops business, the next stage is to buy your cooking equipment to start. It’s not necessary for you to buy the expensive ones now. Nigerian finger foods maker smallChops plans expansion beyond Lagos after strong post-COVID growth

NIGERIA – Small, bite-sized, brimming with flavours, finger foods are what makes house parties and get-togethers memorable affairs.

Nigeria-based startup offering a wide range of finger foods, smallChops, is planning on expanding to other cities in the country and across Africa having seen an average 20 per cent month-on-month growth since the onset of the COVID-19 pandemic.

Formed in August 2016, smallChops delivers different finger food – “small chops” – packages straight to consumers’ homes or any location of their choosing through its website and other channels like WhatsApp, Instagram, and a call centre.

Founder and chief executive officer (CEO) Uche Ukonu told Disrupt Africa what started because of a single inconvenience had morphed into a vision-driven brand.

“Our initial model was to aggregate orders from the internet and push to verified vendors to produce, but we faced the same issues as all marketplace-based food delivery business models – operational and logistical setbacks with managing the entire process,” he said.

“Without the funding to stay afloat, we backward integrated and started to produce the finger foods ourselves, giving us control over the entire value chain, from order placement to delivery.”

This change in approach has prompted significant growth, especially since COVID-19, with revenue increasing steadily and smallChops now having an ARR of over US$100,000.

The startup has so far served just under 20,000 customers relishing on smallChops biting such as spring rolls, chicken cuts, samosas, corn dogs among many others.

“Our dream has now become to boost local economies, by building trustworthy relatable brands around largely offline locally available finger foods and snacks, using technology and media, and acting as a buffer between these local finger foods vendors and an increasingly online audience,” Ukonu said.

Having perfected its model in Lagos, smallChops is now actively looking for partners to expand into other cities in Nigeria, and Africa, in the near future.

Meanwhile, a new fast casual restaurant selling Nigerian snacks, pastries, and entrees of spicy-hot peppered meats and jollof rice, Boxochops Modern African Kitchen, has been opened in Texas, USA.

Its best-selling snack box is a sweet and savory gateway to Nigerian street foods. It contains freshly fried puff puff, a deep-fried mackerel fish roll, a beef roll, a Nigerian spring roll with deep fried cabbage mix, along with the choice of a gizzard, chicken, beef or goat mini-kebab, for around US$8.

How this startup made ₦100m selling small chops online, with just 9 employees.

One day in 2015, Uche Ukonu's final year at Covenant University, he had a strong craving for small chops.

He wanted it for himself, but most people who sold small chops around him only took large orders, which would be fulfilled if the order was placed a day in advance.

Wondering why it was so difficult to get small chops, he started asking people if they had trouble satisfying their cravings too.

He found out that if there isn't an owambe or small gathering, getting small chops for yourself was almost impossible. And like that, the idea for Smallchopsng began to form in his mind.

Today, that idea has generated ₦100 million in revenue over the past seven years.

"What started as me craving small chops on demand, turned into me owning a small market share in Nigeria's Quick Service Restaurant (QSR) industry," Ukonu, Founder and CEO of Smallchopsng recalls.

I'm not one to assume, but I'm confident many Nigerians know what small chops are. If for some reason you don't know what small chops are, here's a definition.

Small chops are bite-sized Nigerian snacks usually served at social events like weddings, graduations, or Techpoint Pitch Friday .

Depending on the gathering or who the caterer is, a pack of small chops usually consists of puff puff, samosas, chicken, and spring rolls.

On their own, some of these items are not Nigerian — spring rolls, for example, are from Asia — which makes me wonder if small chops are even a Nigerian snack.

There's a dearth of resources on how the small chops culture in Nigeria began, but this article by Kitchen Butterfly might be on to something.

It traces the origin of small chops to British colonialism in the 1950s. Back then it was anchovies on toast and devilled eggs, but over the years it began to evolve, influenced largely by Indians and Chinese professionals who came to the country for various reasons.

Small chops are essentially a fusion of British, Indian, Chinese, and Nigerian cuisines that have become an essential part of what Ukonu describes as the Nigerian party culture.

It is within this party culture that Smallchopsng's main competitive advantage lies.

"If you want rice, for example, you could go to Glovo or Chowdeck. If the cost of the rice and the cost of delivering it is too high, chances are that you'll just go to the kitchen and boil the rice yourself.

"But then if you're craving small chops or you have an event that requires small chops, it is unlikely that you'll pop into your kitchen and start rolling out [the] packages."

Again, I'm not one to assume, but I'd say most Nigerians only get to eat small chops when there's a social event. I only get to eat it once a month at the Techpoint Pitch Friday event.

We could say, therefore, that Smallchopsng is democratising access to small chops, modifying that part of the culture where we have to wait for gatherings before we eat small chops.

However, offering small chops in small units, for as low as ₦700 per unit is where Ukonu's tech and business acumen shines.

A bootstrapped process

Smallchopsng launched officially in Lagos in 2016 and has been bootstrapped since.

The capital required was Ukonu's brain and time, which has been and continues to be a critical component of the business' survival for the past seven years.

When he does not have to wear his business hat, he takes on technical roles and writes code. During times when he has to be a businessman, he'll trade his other skills for the services of a developer.

However, bootstrapping the company all these years required careful planning. His information and communications engineering degree definitely came in handy in engineering a process that requires a very lean team, so much so that there are only two people at the heart of the company's operations.

"We had a target of how much it would take to stay alive at the very beginning and I had an estimate of how much it would cost to get that revenue in terms of marketing and advertising.

"You could say that Facebook gave us our first funding, because back then, you didn't have to pay for ads upfront. So we committed $150. We took a bet that by the end of the month, we would reach our target to cover our bills and marketing spend."

They met their target that month, and they've been doing that every year since.

No small chops were made

Ukonu's planning was meticulous. He was always in search of the most efficient way to operate without compromising on quality. This is why Smallchopsng does not make the small chops it delivers.

Smallchopsng onboards local production partners also known as caterers, creating a caterer network across Lagos State. This means that there's a caterer within a certain radius of where an order originates.

But before this mode of operations, Smallchopsng made its small chops in-house between 2018 band 2020. The goal was to understand the business of making good small chops, and thus, determine what their standard would be.

Today, Ukonu is confident that the caterers who use Smallchopsng branding and packaging maintain the required quality.  

Those two years birthed the Rating Index, a way to identify caterers (or vendors) whose culinary skills are worthy of Smallchopsng. The Index rates them on many things, including hygiene, experience, education, and technical capability.

"Everybody's producing the same thing, but they produce our menus and our packages. We own all of the IP rights on the packages that are sold on the platform, but we don't produce any of them. We handle technology, product and marketing, branding and operations, while vendors handle production. "Ukonu explained.

The initial business model — a 20% commission on each package — was tweaked after two years of making small chops.

"So instead of a commission, we negotiate production costs with our partners. We know how much it costs because we've produced it. And then we set the price based on our market research on user behaviour, value perception, and also affordability.

"Our revenue is the difference between what people are willing to pay and the best price we can get for producing quality small chops. Now, that margin could be anywhere from 20% to 30% on certain products."

Staying profitable

Smallchopsng has carved out a 15% profit margin from its ₦100 million revenue. A great way to sum up the startup's path to profitability is through these three key pillars:

  • Lean workforce
  • Impeccable customer experience

Ukonu is a stickler for automation, this is why the startup's core operations only require two people.

Besides Ukonu's Co-founders, Farida Ahmed and Michael Chukwu, and interns, the entire workforce totals nine.

The operations team manages thousands of deliveries monthly, but Smallchopsng makes this easy for them with technology.

"We built our operation software from scratch. It runs all of our internal operations, routes orders, and informs the riders of where they need to pick up and deliver with very minimal human involvement.

"As we grow, we scale up the ability of that software, so we've never had a core operations team of more than two people."

Customer experience, however, is the only team in the company that is scaled up ever so often. This is because "we do not want to automate customer experience, everybody needs that human interaction."  

Smallchopsng has over 10,000 registered users. However, you can order on the platform without registering. On average, the platform completes 100,000 orders annually. On bad years, it sees 80,000 orders, while a 200,000 deliveries are done in a good year.

There have mostly been good years. The company has been meeting targets that ensure its survival. In the words of Ukonu, "We've been coasting." There's a solid customer base, operation costs are low, and now the business is just "making sure there isn't a significant level of churn."

However, in an economy like Nigeria's, it isn't always smooth sailing. "The core challenge we face is what I will unofficially call the Nigerian factor."

It is that part of operations that cannot be automated, the side of the business where your lines of code end, and your best bet at controlling them is perhaps a prayer.

The Nigerian factor ranges from economic instability to partners that aren't technologically savvy.

Smallchopsng works with independent riders responsible for fuelling and maintaining their bikes. Expectedly, they hit a snag after the recent increase in the cost of fuel.

"One of our logistics partners [a rider] delayed delivering a package by almost an hour because he was looking for fuel. There are very minimal ways you can mitigate against things like that."

Funding and the future

Smallchopsng is open to venture capital funding, but after being in operations for nearly a decade, Ukonu and his team will be very selective when it comes to choosing who to raise from.

"The raise has to go beyond the cash to include strategic partnerships both for operations and scale to hit our ten-year goal."

That goal is making small chops available to everyone within and outside Nigeria. Yes, Smallchopsng wants to go global but before that, it plans to take its first step outside Lagos next year and hopefully in the next three years, people in other parts of the world will get access to its services.

Planning a wedding can be a monumental task, encompassing everything from the traditional to the white wedding, venue selection, and catering arrangements. A few months ago, my close friend was preparing for his wedding, and the responsibility of creating a budget fell upon our shoulders. The enormity of the task at hand did not deter our enthusiasm, as we knew it was a once-in-a-lifetime event, and I anticipated my turn to reciprocate the support. As a result, we embarked on this challenging yet joyful journey, meticulously outlining all aspects of hosting a wedding in Nigeria, with invaluable input from the bride-to-be.

Chinedu, the groom, disclosed that his wedding budget was set at approximately N1.5 million. With this figure in mind, we meticulously compiled a comprehensive list of wedding expenses, subsequently scrutinizing each item to identify potential cost-saving opportunities. One of the first items to be discussed was the food for the reception. Chinedu expressed a desire for small chops at the wedding reception for two primary reasons: cost-effectiveness and the unique experience it would offer guests.

Curious about his preference for small chops over traditional Nigerian dishes, I inquired further. Chinedu explained that staying within budget was a significant consideration, and opting for Nigerian cuisine might not suffice to cater to all the guests. He was also drawn to the idea of offering something distinct, departing from the conventional offerings at Nigerian weddings. The pursuit of unique culinary experiences motivated our exploration of the small chops option.

Our quest led us to a small chops specialist, a caterer who could prepare 500 plates for the 500 guests expected at the reception. The caterer initially quoted a price of N500 per plate, which astonished us. Despite our efforts to negotiate a discount, she stood firm at her offer, emphasizing that her usual rates ranged from N550 to N600 per plate. However, she extended a friendly gesture by offering the reduced rate of N500 for this occasion, allowing us to sample her services.

This financial revelation prompted my interest in the small chops business in Nigeria. The caterer’s fees alone amounted to a substantial sum of N250,000, underscoring the potential profitability of this enterprise. I began to delve deeper into this culinary world, driven by the desire to understand the dynamics of this catering niche.

Small chops have significantly transformed the landscape of Nigerian celebrations, introducing a fresh approach to entertaining guests at events. From childhood birthdays to weddings and funerals, traditional Nigerian fare like jollof rice, amala, pounded yam, and drinks were the norm. Then, small chops emerged as a game-changer, influencing how we host events and treat our guests. The origin of small chops in Nigeria remains shrouded in mystery, with many attributing its introduction to foreign influences, but a precise historical account is elusive.

Now, let’s address a question that’s often on the minds of prospective entrepreneurs: Is the small chops business profitable in Nigeria? The evidence from the preceding discussion points toward a resounding yes. Small chops catering is a lucrative venture, primarily because it caters to groups of people at once during weddings, birthdays, concerts, and other events. The greater the number of guests, the higher the potential for profit. For instance, if you secure a contract to provide small chops for 1,000 guests and charge N1,200 per plate, you could earn N400,000. While this might not represent pure profit after accounting for expenses, it underscores the substantial revenue potential. Additionally, catering to large guest counts often enables you to procure ingredients at wholesale prices, further boosting profitability.

Whether you’re starting small by serving 20 guests or fewer, the principle remains the same: purchasing ingredients in bulk, creating delectable small chops, and offering competitive pricing to build a loyal customer base. Regardless of the scale, there are opportunities for earning from the small chops business.

To embark on this culinary journey, you’ll need specific equipment. The essentials include oversized cooking tools suitable for preparing large quantities of food, many of which can be found in your kitchen. Items like large frying pans, bowls, trays, egg mixers, steel dishes, sieves, turning sticks, graters, tongs, measuring cups, strainers, and knives are among the basic tools needed. While you can customize your equipment list based on your specific needs, starting with these essentials should suffice, especially if you’re just entering the business.

Interestingly, you may not need to invest in a dedicated shop initially. Based on my observations of established small chops businesses, operating from your home kitchen or a well-maintained outdoor space is a viable and cost-effective approach. Location takes a backseat to efficient delivery and quality. Instead of focusing on obtaining funding for a physical shop, consider leveraging social media and attractive complementary cards to promote your small chops business. Marketing your services online and offline is crucial. For online promotion, establishing a dedicated Instagram page is an effective strategy, particularly for food-related businesses. Instagram has proven to be a powerful platform for converting followers into customers, offering a direct and visually appealing channel for showcasing your products. As your business grows, consider investing in paid advertising to expand your reach and influence.

In addition to online advertising, building relationships with food bloggers can be mutually beneficial. Collaborating with these influencers can lead to referrals and increased visibility for your small chops business. On the offline front, designing appealing complementary cards is essential. Distributing these cards to potential customers and influential individuals can help kickstart your business.

Securing your first customers can be a challenging hurdle when starting any business in Nigeria. Before his inauguration, Biden laid out the agenda for a long-term Build Back Better Plan. The Build Back Better Plan had three parts – The American Rescue Plan, the American Jobs Plan and the American Families Plan.

The American Rescue Plan was launched in March 2021. The American Rescue Plan provided short-term relief to the Covid-19 crisis with programs and funding for businesses and citizens.

Will Build Back Better Benefit Small Business?

The country’s  2022 Budget Resolution, presented to Congress last week, incorporates the Build Back Better Plan. The budget resolution calls for $3.5 trillion in spending. The resolution will be reviewed by committees, 13 in the House and 12 in the Senate.

It includes an option for Congress to pass it using a “reconciliation” measure. That means that the 2022 Budget Resolution can pass by a simple majority in the Senate.

The 13 House Committees must return a report by September 15.

Will the Build Back Better Plan, as incorporated into the 2022 Budget Resolution, help small businesses?

The governor's changes would effectively ban skill games in Virginia, small business owners fear

RICHMOND, Va. (AP) — Virginia Gov. Glenn Youngkin has proposed a rewrite of legislation intended to legalize and tax skill games, adding stiff new restrictions that industry supporters argued would still amount to a de facto ban of the slots-like gambling machines hosted by small businesses.

The governor put forward amendments late Monday that overhaul a measure the General Assembly sent him in March, calling for a higher tax rate on the receipts from the machines, and a provision allowing localities to prohibit them.

The proposed changes also add placement restrictions on the arcade-style games, banning them within about a half-mile of churches, daycares, and houses of worship, and seemingly excluding them in many metro areas that already host a gambling establishment.

While skill-games supporters vowed to fight the proposed changes, Youngkin spokesman Christian Martinez said in a statement that “the added protections” the governor is seeking address “serious concerns with the regulatory structure, tax rates, the number of machines, impact on the Virginia Lottery and broader public safety implications” of the legislation.

Other Youngkin Actions

The skill-games bill was one of dozens Youngkin took action on late Monday, as he ran up against a deadline to complete work on measures sent to his desk during the regular session that ended March 9.

The governor, a Republican, vetoed measures that would have set up a prescription drug affordability board and allowed all localities to hold a referendum on raising sales taxes to help fund school construction.

He amended a Democratic priority measure that aimed to protect the right to access contraception in a way supporters said gutted its intent.

And he signed off on measures expanding the state's revenge porn law and establishing 18 as the minimum age for marriage.

Of the 1,046 bills sent to him this year by the Democratic-controlled General Assembly, he signed a total of 777, amended 116 — including the state budget — and vetoed 153, his office said.

Youngkin has vetoed more bills this year alone than any of his seven immediate predecessors did over their entire four-year terms, according to an accounting by the nonpartisan Virginia Public Access Project.

Lawmakers will reconvene in Richmond next week to consider his amendments.

They could also attempt to override his vetoes, though Democrats would need Republicans to join with them to reach the necessary 2/3 vote threshold.

Skill games debate = a rare issue

The skill games debate is a rare issue that has not fallen along partisan lines.

A coalition formed to push for legalization this year centered the voices of the small-business owners who hosted the machines in establishments like gas stations and restaurants and shared in their profits before a ban first passed in 2020 took effect.

Rich Kelly, a restaurant owner and the president of the coalition, said in a statement Monday that Youngkin's amendments were “devastating” and would effectively ban the machines by prohibiting them within 35 miles of any casino, racetrack, or gambling “satellite facility.”

Virginia has casinos in Bristol, Danville, and Portsmouth, and allows wagers on live horse races and another form of slots-like betting in historical horse race wagering parlors around the state.

Youngkin's proposed tax rate — 35% according to the governor's office — would also make skill games the highest taxed good in Virginia, Kelly said.

For years, policymakers in Virginia and around the country have been grappling with how to regulate the machines, which look similar to slot machines but involve an element of skill, their manufacturers say. Virginia lawmakers first voted to ban skill games in 2020 as they were opening the door to casinos.

Operators got a reprieve after then-Gov. Ralph Northam asked lawmakers to delay the ban by a year and instead tax the machines and use the revenue for COVID-19 relief.

The ban took effect in July 2021 but was challenged in court and put on hold for a while amid that fight.

Bill sponsor Aaron Rouse, a Democratic senator from Virginia Beach, said in a statement that he would work to block Youngkin's amendments and “do everything possible to make the interests of small businesses – not casinos or massive out-of-state corporations – a priority.”

A coalition opposing skill game legalization that counts the state's casinos among its members said in a statement that it was still reviewing the amendments but it appreciated the governor's “more thoughtful approach” to a measure that would have “led to an unprecedented expansion of gambling in Virginia.”

If both legislative chambers agree to Youngkin’s entire set of amendments when they meet next week, the bill as amended would become law.

If lawmakers only accept certain amendments, the bill would be returned to Youngkin, who could either sign or veto it.

In other action late Monday, Youngkin approved a pair of mental health reform bills that stemmed from the death of Irvo Otieno, a 28-year-old Black man whose death last year while in custody at a state mental hospital sparked outrage and led to both legal charges and a wrongful death settlement.

Youngkin also sought amendments to two pieces of legislation that touch on organizations related to the Confederacy in a way that means lawmakers would have to approve them again next year before they could take effect. One of the bills would have ended a tax perk currently enjoyed by the United Daughters of the Confederacy, and the other would have ended the issuance of special license plates honoring Robert E. Lee and the Sons of Confederate Veterans.

Labor market woes: US small businesses scale back hiring plans

U.S. small businesses' hiring plans fell last month to the lowest level since the early stages of the COVID pandemic even as the labor market remains tight, according to the latest jobs report from the National Federation of Independent Business (NFIB).

The NFIB's report found that just 11% of small businesses surveyed in March planned to create new jobs in the next three months, down one point from February and the lowest level since May 2020. The decline brings the index below its historic average of 11.8% and the NFIB noted in its report that, "Job creation plans are now below what would be typical in a strong growth economy."

More than half of small business owners, 56%, reported hiring or trying to hire in March – a metric that was unchanged from February and prompted the NFIB to note that "employment activity remains solid, although waning from peak levels." 

"Job openings on Main Street are now in line with the levels before the pandemic," NFIB Chief Economist Bill Dunkelberg said in a press release. "Even with the slowdown in openings, the small business labor market remains tight, and owners continue to compete to retain and recruit employees."

The competitive labor market prompted a net 38% of small businesses to report raising compensation, an increase of three percentage points from February which was the lowest reading since May 2021.

Nearly one-third of small business owners, or 31%, have job openings for skilled workers while 14% have openings for unskilled labor.

The industry with the highest percentage of small businesses reporting job openings was transportation with 77%, up from 53% a year ago. It was followed by services and construction, which each had 44% of small businesses report job openings.

Construction job openings were down nine points from last month and 29 percentage points from a year ago, and almost half of small businesses in the sector reported having a job opening they can't fill.

Of those small businesses hiring or trying to hire, an overwhelming 86% of owners reported finding few or no qualified job applicants.

The NFIB's report comes after the ADP National Employment Report released earlier this week showed U.S. companies hiring more than expected in March despite high interest rates and uncertainty over when inflation will subside enough for the Federal Reserve to cut rates.

The reports come ahead of Friday's jobs report from the Bureau of Labor Statistics, which will give Fed policymakers a fresh data point to consider as they weigh potential interest rate cuts this year.

25 million student loan borrowers could see their balances shrink under Biden’s new forgiveness plan

President Joe Biden and his administration are moving forward with plans to provide student debt relief to as many people as possible.

The administration announced Monday the details of its new plan to reduce student debt balances for millions of borrowers. The proposed regulations — which were drafted as part of the months-long negotiated rulemaking process — feature several different ways for borrowers to see their debt balances reduced, if not eliminated entirely. 

The provisions of the plan include forgiving excessive interest that has accrued, discharging balances that have been in repayment for 20 years or more and relief for borrowers who attended now-closed or insolvent institutions.

"[The] plan is focused on the reasons that people are struggling with their student loan debt," James Kvaal, Under Secretary of Education, told CNBC Make It. 

"People who are upside down on their student loans because interest has racked up faster than they could pay it, people who have been making payments on their loans for decades and still owe those loans — it's a sign of how aggressive the President is [being] in tackling the student loan crisis," he said.

The relief provisions will soon be open for a public comment period where the administration will consider revisions to its proposal before it goes into effect. Some provisions are expected to roll out as early as this fall, the administration said.

As with Biden's previous student debt forgiveness proposals, it's possible this plan will come under legal scrutiny if challenged by opponents. But this plan differs from his previous action by using a different legal authority — the Higher Education Act — and narrowing the scope of borrowers eligible for relief.

In the event this plan is enacted and a future presidential administration wanted to repeal it, it would need to go through the same lengthy rulemaking process, Kvaal said.

Here's the relief borrowers may expect to see in the coming months.

Up to $20,000 of accrued interest forgiven

Interest accrues daily on student loans and some borrowers have interest rates as high as 8%. As a result, many borrowers wind up with balances higher than what they initially took out for school, despite making regular payments.

Biden's plan aims to address that "runaway interest" by canceling up to $20,000 of the amount a borrower's balance has grown due to unpaid interest after entering repayment. Single borrowers who earn $120,000 or less and married borrowers earning $240,000 or less who enroll in an income-driven repayment plan would be eligible to have their entire excess interest balances discharged, the administration said. 

Some 25 million borrowers stand to benefit from their interest balances being reduced if the plan goes into effect as proposed. An estimated 23 million of those borrowers will have their entire balance growth forgiven, according to the administration.

Automatic loan discharge for forgiveness-eligible borrowers

The Biden administration has canceled debt for over 1 million borrowers through existing forgiveness programs, including Public Service Loan Forgiveness , income-driven repayment and closed school loan discharges.

The administration estimates another 2 million borrowers are eligible to have their debt forgiven under these programs, but have not yet applied .

The new plan will allow the administration to use available data to identify and automatically clear balances for these borrowers as they are eligible, without borrower action.

Debt forgiveness for long-term borrowers

Another 2 million borrowers could benefit from a provision that will clear debt balances that are at least 20 years old for undergraduate borrowers and 25 years for graduate borrowers. It will apply to undergraduate borrowers with direct loans or direct consolidation loans who entered repayment on or before July 1, 2005, and graduate school borrowers who entered repayment on or before or July 1, 2000.

Currently, borrowers enrolled in the Saving on a Valuable Education plan or other income-driven repayment plans are eligible to have their remaining balances discharged after 20 or 25 years, but the new regulation would eliminate the IDR requirement.

Relief for attendees of 'low-financial-value' programs

The Biden administration has made a concerted effort to "hold colleges accountable when they leave students with mountains of debt and without good job prospects," it said in its statement. 

As such, the new plan would waive loans for borrowers who attended institutions or programs the administration identifies as "low-financial-value."

That includes schools that have lost eligibility to receive federal student aid or were denied recertification due to cheating or taking advantage of students, as well as programs that have since closed or have a history of leaving students with high debt loads and poor earnings outcomes.

Help for borrowers facing financial hardship

The administration says it is committed to pursuing a "specific action" for student loan borrowers experiencing a variety of financial hardships , although it's not yet clear who may receive relief and to what degree their balances will be reduced.

"This could include delivering automatic forgiveness to borrowers predicted to be likely to default on their loans, or through an individualized applications where borrowers could detail their financial hardship that is preventing them from being able to fully pay back their loan, such as a child care or medical expense," the administration said in its statement.
