  • Introduction

Background of the study

        Inventory is basically the total amount of goods and materials held in stock by a factory, store and other business. An inventory system is a process whereby a business keeps track of the goods and material it has available. In its simplest sense it can be done manually by a count at the end of each day. In this way it is possible to keep a record of the goods coming in to the business and goods being sold. (Chapter 1 Inventory System, 2011)

Since manual inventory consumes a lot of time and is prone to errors, it would be helpful to build a system that will computerize the transactions from obtaining of the product description to updating the inventory database. The computerized inventory system will improve employees work efficiency by computerizing regularly and time consuming tasks such as the time spent in taking down product information. As a result, the time can be used in more productive activities. The accuracy of the current system will also be improved, since the computerized inventory system would eliminate the need of continuously encoding long details of products by having an inventory database.

Monitoring includes the tracking of individual processes, so that information can be easily seen, and data on the performance of one or more process can be provided.

The Hardware Order Billing Inventory System is a proposed system that will provide the production of correct reports, fast retrieval of correct informations and data, reduce the amount of paper works used for recording. Some benefits of the system are to produce a computer-based information system for the current inventory and monitoring, to lessen the manual processes, and to make the system store and generate effective report such as product name, customer name product id, name of the supplier etc.

The proposed system will provide the needed and storing information in a faster, more convenient way by storing file of the informations and data in a computer system that will lessen the effort of owner in storing files from time to time.

The Software Development Life Cycle (SDLC) is a framework defining tasks performed at each step in the software development process. It is a structure followed by a development team with in the software organization.

The life cycle defines the methodology for improving the quality of the software and over all development process. The proponents will use the Rational Unified Process Methodology as a guide of processing the system flow.

Extreme programming (XP) is a software development methodology which is intended to improve software quality and responsiveness to changing customer requirements. As a type of agile software development, it advocates frequent “releases” in short development cycles, which is intended to improve productivity and introduce checkpoints at which new customer requirements can be adopted.

Other elements of extreme programming include: programming in pairs or doing extensive code review, unit testing of all code, avoiding programming of features until they are actually needed, a flat management structure, code simplicity and clarity, expecting changes in the customer’s requirements as time passes and the problem is better understood, and frequent communication with the customer and among programmers.

Release Plan

In this phase, the proponents meet and creates a release plan, which lays out the overall project of CORDORA TRADING AND SERVICES MANAGEMENT SYSTEM. Then used to create iteration plans for each individual iteration.

Iteration Plan

The proponents will meet at the beginning of each iteration to produce that iteration’s plan of programming tasks. Each iteration is 1 to 3 weeks long. User stories are chosen for this iteration by the customer from the release plan in order of the most valuable to the customer first.

Acceptance Test

The proponents meet with the customer, and the customer specifies scenarios to test when a user story has been correctly implemented. A story can have one or many acceptance tests, whatever it takes to ensure the functionality works.

Stand Up Meeting

The proponents meet, most of proponents do not contribute, but attend just to hear the outcome of every works, and what problems are causing delays.

The Proponents first create or download a unit test framework to be able to create automated unit tests suites. Second Proponents should test all classes in the system. Trivial getter and setter methods are usually omitted. Proponents will also create their test first, before the code.

Pair Programming

The proponents select two skilled people in programming, this two programmers work side-by-side at one computer, continuously collaborating on the same design, algorithm, code, or test.

1. Introduction The present technological age has eaten deep into the very fabric of our own existence and has brought about development through the active participation of many experts who involve in the digital world through research and innovations. Over the years, the billing system has been operated manually irrespective of the internet and has aided intrinsic short falls. In the light of this, payment turns out to be a hard nut to crack for the consumers. This is caused by some inherent problems such as missing data and information sent to the wrong place. Furthermore, the company could not effectively and efficiently handle the massive volume of data of consumers. Thus, this study solves the problem of:-1. Accuracy 2. Data loss 3. Delay in preparing and dispatching of bills and 4. Fraud and inefficiencies in handling monthly billing operations of the water consumers due to unavailability a software package to handle the operations. Nowadays, computer has become such an important part of modern living that it is difficult to make a statement about the impact of these machines in our lives without sounding trite. Due to recent arising issues and concerns face by both consumers and AkwaIbom Water Corporation, it is inherent that such disputes are caused by inability to understand what consumers' and users' needs are, resulting in adequate system implementation. Realizing this fact, a computerized water billing system could assist in minimizing these issues, thus providing an effective payment and verification mechanism. The general need for computerization of the water billing system was to reap the benefits of information technology to improve operational performance besides providing error free and faster services to the consumers. Automation plays an increasingly important role in the global economy and in daily experience. There has been a great change since the emergence of technology. Many minds have been awakened and can now help by inventing things that one would not have imagined to be in existence many years ago. The availability of the internet is one of those that have been a good contributing factor to the changes that we admire these days (Hatem Mostafa, 2005). To keep pace with the modernization, there should be room for improvement in the field of information technology. Nowadays, companies haveshifted from manual operations to computerized operations primarily because of the advantages brought by the use of computers. Under the old manual billing systems, it takes too much time to process. (Ghoshal K. 1997). A billing system is a combination of software and hardware that receives call details and service usage information, groups this information for specific accounts or consumers, produces invoices, creates reports for management, and records (posts) payments made to consumers' accounts (Althos Billing Dictionary, 2009).

Metro Roxas Water District (MRWD) is a Category B water district and Government Owned and Controlled Corporation in Capiz, Philippines that provides safe and potable water for its concessionaires. The study aimed to develop an android mobile application for concessionaires of MRWD and evaluate its acceptability based on ISO 25010: 2011criteria. This utilized the descriptive and developmental methods. Data were gathered using an evaluation form to evaluate the level of acceptability of the mobile application in terms of functional suitability, performance efficiency, compatibility, usability, reliability, maintainability, portability, and security. The android mobile application is a concessionaire centered app to deliver the services of MRWD to its clients anytime and anywhere. Viewing of current bill feature was based on the existing paper water bill of MRWD. As soon as a bill is created via MRWD's current billing and collection system, the functionality that reminds users of their bill due dates automatically sends them alerts. Viewing of payment history feature shows the last 30 payment transactions of the user. In other incidents feature, the user is required to type a description, remarks, and details about the incident. The reinstallation and reconnection notification feature is a way of informing the user that a job order will be performed with their account. The link to payment apps feature is to open directly the GCash and PayMaya apps in accepting payments. The respondents evaluated the MRWD concessionaires' android mobile application as very acceptable.

The amount of water that can be drawn in urban areas are at pre-decided flow rate. There are incidents of water theft where the users tend to draw more water than the pre-decide of amount which may leads to certain disputes and conflicts. In this project it is proposed to develop a system where the users and the water suppliers are way far beneficial in using the water which is by fixing flow detecting sensors at both the ends.Implementation with respect to this project is based on a flow monitor system which is a embedded one consisting of flow sensor to record the flow of water, microcontrollers that monitors the flow rate fixed at the user end and from there the info regarding the water usage will be sent to the remote stations through transmitters that are wireless and the users can get the water through solenoid valve which is electrically operated. This valve can be controlled by the water supply boards to dispense the water and off it when flow exceeds the limit.We can use GSM MODEMs for wireless communication to transfer the messages to the officer cell phone regarding the theft identified.

Safe drinking water is a strong constraint to the attainment of Millennium Development Goals by 2020. The water supply coverage of 38.3% of the total population corresponds to 45 litres per person and an average supply period of 3.5 hours daily. This further explains the degree of water-stress in Ikare. Annual non-revenue of 18.3% represented $6.2 million USD which was lost to physical water loss, thus leading to gradual increase in operation ratio value of 1.05. Chlorination water treatment is cost effective for large water scheme than ultraviolent (UV) with a price index of $ 0.01 per 1m of water. The predicted cost for plant with 5 million m capacity. Increasing water supply coverage requires the reduction of non-revenue water and creates effective tariff system.

Making payments for electricity, water, a property is more of a routine job which needs to be done but often delayed mainly due to its tedious nature. Also getting access to various details of the same is also tedious. Earlier the existing system was manual payment methods where the user needed to visit the nearby payment centre and pay their respective bills. The proposed system is more secure, error free and easily incorporable to any further developments and changes to build an application program to reduce the manual work of managing amount of units consumed by the costumers and generating the bills for various departments like the municipality, electricity and water department.

Since its initial operation in 2008, the San Julian Water Supply System (SJWSS) has billed its concessionaires using the Water Consumption Rates provided for by Municipal Ordinance No. 1, series of 2007, otherwise known as “The Water Code of the Municipality of San Julian, Eastern Samar.” This paper, however, has found that the computation method used to arrive at their monthly water bills has misapplied the brackets of this Ordinance, thereby causing them undue over- and under- billings. When paying, these same concessionaires are required to drop by the Water System office twice, before and after paying, for purposes of confirming, and requiring their payment first, if they have outstanding Arrears, to affix applicable penalties and discounts to the Amount Payable, and finally, as a consequence of having the burden of proving their payment, to have their payment recorded. Simple, yet redundant steps which inconvenience these client taxpayers. With the thrust of the national government to streamline and simplify the frontline services it and its subsidiaries, including the local government units(LGU’s), offer, this paper proposes to change the Bill Computation Method, Billing Statement, Payment, and Recording Procedures of the SJWSS to ultimately address the above issues. Once implemented, these changes are deemed to significantly benefit the concessionaires and the Water System alike, with the former being billed correctly and equitably this time, while the latter is projected to increase both the collection of its receivable Arrears and the productivity of its personnel.
