The Story Behind Smart India Hackathon

SIH

The year 2017 saw the first edition of the Smart India Hackathon (SIH) being launched. Introduced by the Ministry of Education (MoE), SIH gives an opportunity to students (especially engineering students) to come up with innovative ideas and solutions to problems posed by corporates, PSUs, and NGOs.

Except 2021, SIH has been conducted successfully for four years now, the latest being the SIH 2022, in which students across the country participated. An interesting new addition to this year’s edition was the Smart India Hackathon – Junior, for younger children.

Analytics India Magazine caught up with Dr Anand Deshpande, founder, managing director, and chairman of Pune-based Persistent Systems, who is also one of the architects of the initiative.

The SIH origin story

“We have been conducting hackathons at Persistent Systems for over 15 years now. But it was the hackathon held in 2015-16 at Pune, where we got a few government officials, students, a few of our own employees, and external participants. Conducting the competition at such an extravagant scale was impressive. It gave us the confidence to be more ambitious. In fact, my colleague Abhay Jere, who now works with the Ministry of Education, suggested that we try this hackathon at a national level,” said Dr Deshpande.

For the first year, the national-level hackathon was bootstrapped. At that point, the company sent requests to several engineering colleges through AICTE, which resulted in the strong participation of 15,000 students. PM Modi was also invited as a guest. Dr Deshpande told us that PM Modi, who interacted with the participating students, was particularly impressed with the whole setup, scale, and motivation behind this hackathon. Thanks to the push from the Prime Minister, this whole hackathon idea started getting bigger. “The Prime Minister would ask when the next hackathon is scheduled,” said Dr Deshpande.

Dr Deshpande’s colleague Abhay Jere brought the government and the company together to launch the hackathons on a national level. This year’s hackathon had 300,000 participants from across the country. “I am happy to see that an initiative that germinated out of our company has now become a nationwide movement for innovation,” said Dr Deshpande.

He also said that SIH is a large-scale initiative, with several government departments, companies and volunteers participating by way of posing problem statements, sponsoring the prize money, evaluating the solutions, or guiding the participants.

And that's a wrap for the Grand Finale of SIH 2022. Congratulations to everyone @PMOIndia @narendramodi @dpradhanbjp @abhayjere @adsahasrabudhe @AICTE_INDIA @DDNewslive @mhrd_innovation @mohitgambhir pic.twitter.com/LHbae52Svr — Smart India Hackathon 2022 (@SIH2022_MIC) September 3, 2022

Sowing seeds of innovation

“SIH is not just a technology platform, it is more of a grassroots movement getting students excited about innovation,” explained Dr Deshpande.

essay about smart india hackathon

For SIH, 25-30 government departments and industry bodies together come up with problem statements that are broad and open-ended. AWS is the preferred platform where participants can work out and store their solutions. Interestingly, among the solutions submitted at SIH, AI and machine learning are the most popular, technology-wise.

Speaking about the real motivation and goal of SIH, Dr Deshpande said, “What is built as code in a hackathon doesn’t necessarily become a startup or will get deployed. Only a small fraction of that will happen. But it’s a great place for idea generation and creating energy among students.”

It is no secret that hackathons are candidate-hunting grounds for many companies. SIH, in this regard, is no different. Elaborating on this, Dr Deshpande said that companies often find it interesting to recruit people from the hackathon as it demonstrates that the students have the capability to think ‘broader and bigger.’

“This is especially true for students studying in tier-2/3 colleges where it is very difficult to reach companies. So, if you are a student with potential but do not belong to the best of colleges, SIH gives an opportunity to get noticed by leading companies,” said Dr Deshpande.

Moreover, select teams with winning solutions are also nurtured in incubators to be hived off as separate startups. But according to Dr Deshpande, it is not the ultimate goal. “Startups need longer time and money. I think a student project should not necessarily be forced into becoming a startup. But I do think SIH is a good start to build an idea, but to build a robust product would require a lot of thought and strategies.”

Coding as a spectator sport?

India is a sports-loving country. While cricket grabs the biggest chunk of attention, there are other sports like football, tennis, and badminton, which find many takers. Now, what would you think if you were given the option to consume programming/coding as a sport?

This is what Dr Deshpande told AIM when asked about his next mission.

I’ve been on a mission to get techies in India to be proud of their craft. I feel, we are not able to identify who our top techies are, and don’t let techies take centre-stage. It’s all managers and management. Hardcore coders are not valued; we don’t do enough to get them excited. I’m passionately exploring ways to make programming a spectator sport Dr Anand Deshpande , founder and chairman, Persistent Systems

He further explained that if cooking shows can draw so many viewers, why not coding? “Nobody would have imagined spectators for cooking 20 years ago, but today cooking has become a spectator sport. So, I’m really trying to figure out how to get the hackathons or these kinds of programmes to become spectator sports in some sense,” he added.

Dr Deshpande is already brainstorming with the Association of Computing Machinery to move it from the ideation stage to execution. Sounds exciting!

All About Smart India Hackathon (SIH) 2020 – Software Edition

Smart India Hackathon is a nationwide 36-hour Hackathon organized by the MHRD, Govt. of India . It started in the year 2017 and gaining huge success, it is now an annual event with SIH 2020 being the 4th edition . It is the World’s Biggest Hackathon having reached out to over 10 Lakh+ students across 7218+ institutes in India. There are 2 editions of this Hackathon: Software and Hardware, here, we discuss the Software Edition.

All About Smart India Hackathon (SIH) 2020 - Software Edition

From a top perspective it has the 3 main components:

  • Organizers : The MHRD Innovation Cell
  • Problem Statements : By Central & State Ministries, Departments, PSUs, Industries & NGOs
  • Innovators : The bright minds across the nation who come up with a solution to the problem statements

Process Flow

  • Problem Statements submission by Central & State Ministries, Departments, PSUs, Industries & NGOs.
  • Problem Statements (PSs) Finalized and displayed on the website.
  • Registration of College SPOCs on SIH portal Single Point of Contact (SPOC) is the person (mostly a faculty member) who will represent the institute and carry out the registration process. The SPOC has to give a list of problem statements that the teams from the institute are interested to work on for the internal hackathon as well as the main event. SPOC registration started on 1 December 2019 .
  • Internal hackathon in College An internal hackathon was conducted in the first week of February within each institute to select the top 5 whose ideas will be presented at the National Level.
  • Registering for SIH Team leaders of the shortlisted teams had to be registered in the SIH portal by the SPOC. Here, they had to submit their idea solution document for the problem statement they had chosen. Extended deadline 20 February 2020 .
  • SIH Grand Finale Teams Announced The list of the top 4-7 teams selected for each problem statement to compete in the SIH 2020 Grand Finale among all the colleges was published on the SIH website in the first week of March 2020 . Congratulations! If your team name appears on this list, you have got a taste of victory at a national level competition.
  • SIH 2020 Software Edition Virtual Grand Finale  Earlier scheduled to be conducted in the first week of April 2020 , it got rescheduled to 1-3 August due to the COVID19 pandemic. Not just that, but it got converted into the virtual mode where all the participants worked with their other team members from their homes or other convenient locations.

Participating in SIH 2020

Registration:

  • The first step is to get a faculty member from the college registered as the SPOC on the SIH portal.  The students selected in the Internal Hackathon can be registered on the SIH portal by their college SPOC only. Students cannot directly register themselves.

Team Formation:

  • A team of 6 members with one team leader .
  • At least one female team member.
  • All students should be from the same college . Inter-college teams are not allowed.
  • Students from different branches of the same college are encouraged to form a team.
  • Team Name should be unique and not contain the name of their institute in any form.

Working on Problem Statement:

Once the Problem Statements are out on the website, teams can start working on them and come up with their own ideas as solutions to the chosen problem statement. The college SPOC conducted an internal hackathon for the teams that submitted their ideas.

Student Innovation Category is an open category, where the teams have to address a real-time issue faced in India and propose an out-of-the-box digital or product development solution, under the mentioned technology bucket. This problem statement should be different from the ones listed on the portal. Only one team from each category (Software and Hardware) can register under this category from each college.

Internal Hackathon:

  • In the 2020 edition, to ensure the best teams from a college get selected, an Internal Hackathon was conducted in the first week of February 2020 within the college campus.
  • The SPOC along with another Jury member finalized a total of 5 best teams from this internal hackathon.
  • These 5 shortlisted teams from each college were selected to participate in SIH 2020 Hackathon – Software Edition.
  • For the selected teams, 4 problem statements can be from the ones listed on the portal & 1 can be chosen for the Student Innovation category.
  • This internal Hackathon had to be documented and details like details of the Judges and few photos, videos of the event had to be submitted along with the submission of ideas.

Submission of Ideas

The SPOC then register the teams selected from the Internal Hackathon on the SIH portal along with the following details:

  • Name, gender, Email id, Mobile No. of team leader and all other Members
  • Chosen Problem Statement and its proposed solution with a title, description & presentation PDF.
  • College authorization letter

This registration process was open till 20 February 2020.

The names of the teams selected for the grand finale of the Software Edition were announced in the 1st week of March.

Selection Criteria

The proposed solutions are evaluated by experts on points like the novelty of the idea, complexity, clarity, detailed document, feasibility, practicability, sustainability, the scale of impact, user experience, and potential for future work progression.

Refer: https://www.sih.gov.in/pdf/IdeasubmissionprocessSIH2020.pdf

Grand Finale

All the teams whose name appeared in this list qualified to participate in the Grand Finale.

Nodal Centers:

  • Usually, the Grand Finale is conducted at various Nodal Centers (colleges and universities) across India and the teams need to travel to the assigned Nodal Center.
  • Each nodal Center works with a few ministries/organization and their proposed problem statements are managed by that nodal Center.
  • They take care of the logistics, lodging, boarding, and are in contact with the team leaders, providing all the necessary details from time to time.
  • The shortlisted teams are also eligible to receive reimbursement for to and from journey via 2S (2nd Class sleeper) railway fare.

But, due to the 2020 pandemic, all the teams were asked to participate from their native places and the nodal centers had the responsibility to conduct the event completely online bringing all the stakeholders together on one common platform (for e.g. Slack) and conduct the required meetings via web conferencing.

  • The shortlisted teams have an option to select at most 2 mentors from the industry or academia.
  • A mentor is expected to have at least 4+ years of Industry/Academic experience to qualify as a mentor.
  • He/she is supposed to guide the team members before the grand finale to convert the idea into a working prototype.
  • They can work along with the members as a team to build the working prototype during the grand finale

Mentoring and Evaluation Sessions:

During the 36 hours long Hackathon, the teams work on converting their ideas into a working prototype. There are 3 mentoring and evaluation sessions each spread across 3 days.

  • During the mentoring session the team members interact with the judges and representatives from the organizations gaining valuable feedback on the progress of their work and how can it be improved.
  • The evaluation session in the evening is the time when the teams give a presentation of their application and answer the jury’s questions.

Each team had a scheduled time slot of approx. 10-20 min for each of these sessions conducted via web conference.

For the final evaluation session, the teams had to give a complete walkthrough of their application developed during this hackathon and also submit a final presentation document.  Teams had to give the vigilant officers access to the GitHub repositories they worked on during the hackathon. They were asked to commit their code every few hours to ensure that all team members were seriously working on SIH activities and making steady progress.

  • One winning team for every problem statement posted on the portal.
  • A winner would be selected and given the prize money only if the organization likes their idea. If they don’t like any idea they may not announce any winner.
  • Prize money for the winning team is Rs. 100000/- per problem statement .
  • In case of a tie, the final decision on prize money distribution will be taken by the problem statement creator alone.
  • Once a decision is made, it won’t be changed further.
  • 1st prize: Rs. 100000 /-
  • 2nd prize: Rs. 75000 /-
  • 3rd prize: Rs. 50000 /-
  • Intellectual property (IP) of the winning idea would be split equally between the industry that gave the problem statement and the winning team or will be decided on the mutual agreement. More details on this here .
  • Selected ideas will be supported to be developed further so that industries/ government institutions will be able to utilize these ideas.
  • Efforts are being done to convert most of the winning ideas into startups, to support the government’s aim of creating more job creators than seekers.
  • Government has plans to conduct more international Hackathons and the teams winning in SIH Grand Finale will get the first preference for participating in these.

India of 21st century is moving ahead with full confidence in its youth: PM

Young friends,

I really enjoyed meeting and interacting with all the innovators like you. The new subjects that you touch upon, your innovation and the confidence with which you do your work become an inspiration for many people like me to do something new. In a way, you become the source of inspiration. So, I want to congratulate you from the bottom of my heart!

Smart India Hackathon has become a great example of public participation. And friends, this year's Smart India Hackathon is very important in many ways. A few days back, we completed 75 years of independence. The country is working on major resolutions about how our country will be after 100 years of independence. For the accomplishment of these resolutions, you innovators are the flag bearers of the slogan 'Jai Anusandhan'.

This 25 year time period of 'Amritkaal' has brought unprecedented possibilities for you. These possibilities and resolutions are also directly related to your career growth. The success of youngsters like you in the next 25 years will decide the success of India. That's why I am very confident about all of you. India is proud of you. Your innovative mindset will take India to the top in the coming 25 years. There are solid reasons for my trust in all of you.

This time on 15th August, I have said from the ramparts of the Red Fort that a massive aspirational society is developing and expanding in India today. This Aspirational Society will work like a driving force in this 'Amritkaal'. Its expectations and the associated challenges will bring you many new opportunities.

All of you must have read in the early stages of your education that the Green Revolution happened in the 60-70s. The farmers of India showed their potential and made us self-reliant in terms of food. But you can see that in the last 7-8 years, the country is progressing rapidly by bringing revolutions one after the other.

There has been an Infrastructure Revolution in India today; Health Sector Revolution is happening in India today; Digital revolution is taking place in India today; Technology revolution is going on in India today. Similarly, the Talent revolution too is happening in India today. Be it the agriculture sector, the education sector or the defence sector, today the emphasis of the country is on modernizing every sector and to make every sector self-reliant. And that is why new opportunities are being created every day in India for the youth like you.

Drone technology, tele-consultation, digital institutions and virtual solutions have a great potential for you from service to manufacturing. Youngsters like you can work on innovative solutions to promote the use of drone technology in the agriculture and health sector. There is also a lot of potential in the way we make our irrigation equipment and the irrigation network smart.

Today, the work of laying optical fibre in every village of the country is going on at a rapid pace. You have also seen that now 5G is being launched in India. By the end of this decade, we are preparing to launch 6G. The government is also encouraging Indian solutions in gaming and entertainment. The way the government is investing in all these new sectors and encouraging them, the youth must take advantage of it.

And friends, you must remember one more thing. There is a huge population in the world whose problems are similar to that of India. But there are limited opportunities for innovation and start-ups to deal with those problems. India's innovations provide the most competitive, affordable, sustainable, secure and large-scale implementation solutions in the world. That's why the world's hopes are pinned on India and on the youth like you.

In today's programme, we have with us the stalwarts and policy makers of the education sector. To expand the culture of innovation in India, we have to pay constant attention to two things - Social support and institutional support. Today change is visible in society in terms of innovation and enterprise. Apart from the traditional options of building a career, we have also started trying our hands in new areas. That is, the acceptance of innovation as a profession in society is rising. In such a situation, we must give acceptance and respect to new ideas and original thinking. Research and innovation have to be done from 'way of working' to 'way of living'.

The government is relentlessly working to increase institutional support in the direction of research and innovation. The new National Education Policy has a roadmap to build a strong foundation for innovation. Atal Tinkering Labs, being set up under the Atal Incubation Mission, is grooming a new generation of innovators in schools. Organizations like i-Create are also working successfully in the country, which have supported more than 500 startups so far.

The India of the 21st century is moving ahead with full confidence in its youth. As a result, today India's ranking in the 'innovation index' has improved. The number of patents has increased 7 times in the last 8 years. The unicorn count has also crossed 100. We do not believe that only the government has the solution to the problems. You see, I have brought the government to you. The youngsters like you must provide solutions to these problems of the government. I completely understand your potential. Today's young generation is coming forward with faster and smarter solutions.

One of the motives behind organizing this Hackathon is that my young friends who have come here from all over the country must try to understand the problem, the causes of the problem and also find a way to get rid of the problem that the government wants to solve. This spirit of collaboration between students, government and private organizations and this spirit of everyone's efforts is essential for building a developed India.

I am sure all of you will keep these things in mind and will continue to ignite this lamp of innovation like this. I assure you that your hard work and efforts will receive the continual support of the government. The government stands with you at every step.

Well you all have so much to say. You have spent hours on brainstorming ideas. Listening to you helps me to learn a lot. Many of you have various ideas but I couldn't hear everyone. I could hear only a few youngsters who spoke as representatives. Those who have not spoken, even their work is no less and their efforts are no less. And I assure you, I will take the briefing of that through the department. And I will try to understand what you all have done. It would have been better if we had a little more time then I would have talked to you too. But the work of those who have not spoken is equally important.

I once again congratulate all of you youngsters from the bottom of my heart. I hope we will continue to move forward in this campaign of ensuring the welfare of the people by standing with the government in this work of the government. I wish you all the best.

Thanks a lot !

PM’s speech at Grand Finale of Smart India Hackathon 2022

Young friends,

I really enjoyed meeting and interacting with all the innovators like you. The new subjects that you touch upon, your innovation and the confidence with which you do your work become an inspiration for many people like me to do something new. In a way, you become the source of inspiration. So, I want to congratulate you from the bottom of my heart!

Smart India Hackathon has become a great example of public participation. And friends, this year’s Smart India Hackathon is very important in many ways. A few days back, we completed 75 years of independence. The country is working on major resolutions about how our country will be after 100 years of independence. For the accomplishment of these resolutions, you innovators are the flag bearers of the slogan ‘Jai Anusandhan’.

This 25 year time period of ‘Amritkaal’ has brought unprecedented possibilities for you. These possibilities and resolutions are also directly related to your career growth. The success of youngsters like you in the next 25 years will decide the success of India. That’s why I am very confident about all of you. India is proud of you. Your innovative mindset will take India to the top in the coming 25 years. There are solid reasons for my trust in all of you.

This time on 15th August, I have said from the ramparts of the Red Fort that a massive aspirational society is developing and expanding in India today. This Aspirational Society will work like a driving force in this ‘Amritkaal’.

India’s innovations provide the most competitive, affordable, sustainable, secure and large-scale implementation solutions in the world. That’s why the world’s hopes are pinned on India and on the youth like you.

In today’s programme, we have with us the stalwarts and policy makers of the education sector. To expand the culture of innovation in India, we have to pay constant attention to two things – Social support and institutional support. Today change is visible in society in terms of innovation and enterprise. Apart from the traditional options of building a career, we have also started trying our hands in new areas. That is, the acceptance of innovation as a profession in society is rising. In such a situation, we must give acceptance and respect to new ideas and original thinking. Research and innovation have to be done from ‘way of working’ to ‘way of living’.

As a result, today India’s ranking in the ‘innovation index’ has improved. The number of patents has increased 7 times in the last 8 years. The unicorn count has also crossed 100. We do not believe that only the government has the solution to the problems. You see, I have brought the government to you. The youngsters like you must provide solutions to these problems of the government. I completely understand your potential. Today’s young generation is coming forward with faster and smarter solutions.

One of the motives behind organizing this Hackathon is that my young friends who have come here from all over the country must try to understand the problem, the causes of the problem and also find a way to get rid of the problem that the government wants to solve. This spirit of collaboration between students, government and private organizations and this spirit of everyone’s efforts is essential for building a developed India.

Many of you have various ideas but I couldn’t hear everyone.

Talent Revolution is happening in India today”, Shri Modi Pointed out. Today the focus is on making every sector modern, he said.

The Prime Minister said that everyday new areas and challenges are seeking innovative solutions. He told the innovators to find solutions for the agriculture related issues. He asked the young innovators to take full advantage of the  initiatives like optical fiber in every village and launch of 5G, preparation for 6G by the decade end, and promotion of the gaming ecosystem. He said that Indian innovations always provide the most competitive, affordable, sustainable, secured and at scale solutions. That is why the world is looking towards India with hope.

The Prime Minister emphasised that to increase the culture of innovation in India, we have to pay constant attention to two things - Social support and institutional support. The Prime Minister highlighted that the acceptance of innovation as a profession has increased in the society and in such a situation, we have to accept new ideas and original thinking. “Research and innovation must be transformed from the way of working to the way of living”, the Prime Minister said.

The Prime Minister said that in the National Education Policy there is a roadmap for creating a strong foundation for innovation. Atal Tinkering labs and i-create are promoting innovation at every level.  The Prime Minister remarked that today's India of the 21st century is moving ahead with full confidence in its youth. He highlighted that as a result of this, India's ranking in innovation index has increased today. The number of patents has increased 7 times in the last 8 years. The unicorn count has also crossed 100, the Prime Minister added.

The Prime Minister said that today’s young generations are coming forward with fast and smart solutions to the problem. Thinking behind such hackathons is that the young generation should provide the solutions of the problems and this collaborative spirit between the youth, government and the private organizations is a great example of ‘Sabka Prayas’, he said.

It has been the constant endeavour of the Prime Minister to promote a spirit of innovation in the country, especially among the youth. With this vision in mind, Smart India Hackathon (SIH) was started in the year 2017. SIH is a nationwide initiative to provide students a platform to solve the pressing problems of society, organizations, and government. It aims to inculcate the culture of product innovation, problem-solving and out-of-the-box thinking among students.

The growing popularity of SIH can be gauged from the fact that the number of teams registered for SIH has seen a four-fold growth from around 7500 in the first edition to about 29,600 in the ongoing fifth edition. This year more than 15,000 students and mentors are travelling to the 75 nodal centres to take part in the SIH 2022 grand finale. Students from over 2900 schools and 2200 Higher Education Institutions will tackle 476 problem statements from across 53 Union Ministries in the finale, including Optical Character Recognition (OCR) of Temple inscriptions and translations in Devanagari Scripts, IoT-enabled risk monitoring system in Cold Supply Chain for perishable food items, High-resolution 3D model of terrain, infrastructure and roads conditions in disaster struck areas, etc.

This year, Smart India Hackathon - Junior has also been introduced as a pilot for school students to build a culture of innovation and develop problem-solving attitude at the school level.
