Typically, disasters are classified as either "natural disasters" produced by natural hazards or "human-instigated disasters" induced by human hazards. A disaster is an unexpected accident. It may also be called a "calamity". Disasters caused by the activities of humans or the involvement of humans or their negligence are known as man-made disasters. They are also called "anthropogenic hazards". Man-made disasters impact livelihood, cause injuries, cost lives etc. Examples are chemical spills, nuclear explosions, cyber-attacks, fire, hazardous material explosions etc.

Disasters also affect the economic and social environment. Some disasters might even cause massive loss of life. Since every component of an ecosystem is interrelated, when one is disturbed by human activity, the entire ecosystem is disturbed. Many activities undertaken by man become the main reasons for the disturbance in the ecosystem.

Change in the environment caused by the involvement of human or human-related activities is considered a man-made disaster. Man-made disasters are further classified into societal, transportation, and environmental disasters.

Societal Disasters

Certain societal disasters can arise due to people ignoring or failing to detect disasters, and their intentional inaction or negligence, which results in little to no preventative action. Even though humans cannot control everything, there are some anti-social behaviours and crimes committed by people or groups that a justifiable fear of harm or death can stop. For the authorities to look into or take action in dangerous situations, suspicious behaviour, or criminal intent, people frequently report these to the police. Examples of societal disasters are criminality, terrorism, war etc.

Transportation Disasters

Vehicle accidents involving air, rail, road, and sea transportation constitute transportation disasters. These mishaps are frequently too small to classify as disasters. However, there have been many instances where transportation mishaps have resulted in many fatalities. These incidents often happen as a result from natural disturbances, such as extremely foggy weather or icy roadways.

Environmental Disasters

Natural or environmental disasters are dangers that impact ecosystems or biomes rather than directly harming living things. Oil spills, water pollution, slash-and-burn deforestation, air pollution, and ground fissures are a few well-known examples.

Therefore, man-made disasters can have severe social and environmental impacts.

Man-made disasters, in contrast to natural disasters, are caused by human activity, whereas natural disasters are caused by natural forces. Man-made disasters can be small, like accidents on the road, or big such as war or explosion. Most of them can be controlled or prevented by knowing the correct way to deal with them.

The disaster management cycle is the best way to prepare for an unexpected event and to recover from it as early as possible. The cycle includes four steps – mitigation, planning, response, and recovery.

The impact of unavoidable disasters or the probability of a disaster occurring is eliminated or reduced by mitigation activities.

Some examples of mitigation activities are building codes, updated vulnerability studies, zoning and land use management, building use restrictions and safety requirements, preventative healthcare, and public awareness campaigns.

Its main aim is to prioritise the population's basic requirements and give more long-lasting and durable solutions. The emergency response aims to deliver quick aid to keep people alive, enhance their health, and boost their spirits.

Such support could involve establishing a temporary settlement in camps and other places, or it could provide specialised but restricted aid, such as helping refugees with transportation, temporary housing, and food.

The affected people can carry out an increasing number of tasks targeted at restoring their life and the infrastructure supporting them as the emergency is under control. Examples include grants, short-term housing, and health treatment.

Adequate upkeep and maintenance of safety precautions.

Bhopal Gas Tragedy

The Bhopal Gas Tragedy, the worst industrial accident in history, happened on December 3, 1984, in Bhopal, India. Methyl Isocyanide (MIC) gas leaked from Union Carbide of India Ltd.'s factory, causing the Bhopal gas disaster. This chemical is the main component of pesticides.

A lethal cloud developed above Bhopal due to leakage from the factory. More than 5000 people died, half from direct contact with the chemicals and the other half through their aftereffects, with those living in the nearby slums being the most affected. MIC is a colourless gas and is fatal when inhaled directly because it produces extreme irritation, violent coughing, respiratory failure, haemorrhage, and death. More than 1000 persons also experienced eye loss as a result. More than 50,000 people experienced issues with their eyes, nose, stomach, nervous system, and ability to procreate.

Therefore, either directly or indirectly, man-made disasters will affect us and our environment. These effects can be avoided by taking a few preventative measures in advance.

Every year, approximately 400 natural disasters occur worldwide. Added to these are 30–40 armed conflicts ( 1 ). Together, these and other emergencies imperil the health of hundreds of millions of people and substantially increase levels of morbidity and mortality. The future may bring more calamity to more places around the world; climate change is a scientific certainty, and with it comes an increased level of dangerous weather events in all coastal areas around the globe.

Natural events and human-made emergencies (e.g., armed conflict; climate change; and “development disasters,” such as those ensuing from flooding upstream of dam construction or excessive damage from earthquakes where structures have not been built to code) frequently occur in relatively remote, difficult-to-reach locations, often in the poorer countries of the world that are least able to cope. The tasks of field epidemiologists who participate in response efforts include (1) accurately determining the number of people affected, (2) calculating rates of morbidity and mortality, (3) assessing the health-related needs of the population, (4) establishing priorities for providing health services, (5) monitoring progress toward rehabilitation and recovery, (6) evaluating the results of emergency interventions, and (7) improving future responses by communicating the consequences of these emergencies.

The approach to the way supplies and services are delivered to emergency-affected populations has changed radically during the past 50 years. The application of epidemiologic principles to emergency response is generally considered to have begun during the massive international relief effort mounted during the civil war in Nigeria during the late 1960s. During that war, which resulted in widespread starvation, massive internal displacement, and high rates of mortality, epidemiologists developed methods to help determine the health status of the affected populations so that appropriate assistance could be delivered ( 2 ). Nutritional surveillance evolved over subsequent years, and, by the late 1970s, internationally approved guidelines for measuring nutritional status had been developed ( 3 ).

Toward the end of the 1970s, the genocidal practices of the Khmer Rouge regime in Cambodia resulted in a massive exodus of survivors to Thailand, where hundreds of thousands of people were given refuge in several large camps. These so-called “death camps” quickly became the sites of numerous outbreaks of disease, but the extent and principal causes of morbidity and mortality were measured in quantifiable terms only when epidemiologists from the Center for Disease Control (later Centers for Disease Control and Prevention), working together with colleagues from the International Committee of the Red Cross and a group of nongovernmental organizations (NGOs), instituted a formal disease surveillance system and conducted methodologically sound surveys ( 4 ).

Before the regular use of field epidemiology techniques, emergency response was guided mainly by the best intentions of relatively inexperienced medical and surgical teams with inappropriate skills and inadequate logistical support. Doctors would build makeshift clinics, throw open the doors, and provide services to people who were able to access them—in most instances, only a small proportion of the affected population. Available services frequently did not match the public health needs of the population. Planners and managers were in the unenviable position of directing major relief operations with little information to guide their efforts ( 5 ). However, as sound epidemiologic practices emerged and were more regularly applied, reasonably accurate denominators on which to calculate rates of illness and death were generated and a more disciplined approach to the delivery of humanitarian assistance in the health sector evolved.

Unfortunately, disasters that have needed more honed epidemiologic approaches have continued to occur regularly. Examples include repeated famines and conflicts (the two are not unrelated) in the Horn of Africa; cyclones and tsunamis leading to massive flooding in countries bordering the Bay of Bengal and elsewhere in the Indian Ocean; earthquakes and hurricanes in the Caribbean and Central America; and wars in the Balkans, the Middle East, and Central Africa. All of these required distinct responses, but eventually, because of the development and application of epidemiologic techniques, including more formal approaches to rapid assessment, surveillance, and impact evaluation, patterns of morbidity and mortality emerged. In addition, training programs were established that resulted in an emergency response workforce that was more knowledgeable, more sophisticated, and more capable of reducing illness and saving more lives in less time ( Box 22.1 ) ( 6 ).

One notable watershed occurred in the wake of the Rwanda genocide of 1994, when more than 500,000 refugees fled that country to then-Zaire, with many settling in a few camps near the northern tip of Lake Kivu. Within weeks, an estimated 45,000 refugees had died of cholera, despite the presence of hundreds of nongovernmental organizations, United Nations agencies, military medical contingents from at least nine Western countries, and many other public health officials ( 7 ). The collective failure to respond effectively to this situation clearly underscored the need for the emergency relief community to develop indicators for a successful intervention and to work to achieve those indicators in every emergency. This need led to development of the Sphere Project and its accompanying Handbook ( Humanitarian Charter and Minimum Standards in Humanitarian Response ) that remains obligatory reading for persons working in this field (8). In addition to establishing standards in key areas (shelter, food security, food aid and nutrition, water and sanitation, and health services, and the cross-cutting areas of gender and protection), the Sphere Project has provided opportunities for epidemiologists and other public health experts to agree on a relatively standardized approach to emergency relief. A fourth edition of this essential Handbook will be published in Fall, 2018.

More recently, notable humanitarian crises resulting from natural disasters have included a massive earthquake in Haiti (2010); flooding that displaced 20 million people in Pakistan (2010); several typhoons in the Philippines, including Typhoon Haiyan/Yolanda in 2013; and the ongoing (2017) severe drought in the Horn of Africa. Human-made emergencies commanding the attention of the international humanitarian community have included ongoing conflicts in South Sudan, Central African Republic, and throughout the Middle East. Although the peer-reviewed literature addressing responses to such disasters remains relatively sparse, field epidemiologists preparing to respond to future crises should be encouraged to learn from these case studies.

The principal objectives of epidemiologic field investigations and response in emergency settings are to

  • Establish the magnitude and distribution of the public health consequences of the event.
  • Assess the size and health needs of the affected population.
  • Help provide and promote epidemiologically derived data as the principal basis for resource allocation.
  • Help guide implementation of public health programs to minimize postemergency morbidity and mortality.
  • Monitor progress of the relief effort.
  • Evaluate the effectiveness of the relief effort.

The field epidemiologist is a core member of the emergency response team. Increasingly, the international response to emergencies is organized in a command-and-control manner, in accordance with the Incident Command System (see Chapter 16 ) or similar systems approaches ( 9 ). Knowledge of the organizational structure of the relief effort and identification of the decision-makers is important, as are being a team player and understanding the roles of other team members. In the face of tragedy, many unseasoned hands will adopt an “act first– think later” approach and view the methodical collection and analysis of data as a frivolous, time-wasting activity. In these instances, the field epidemiologist must be an affirmative voice of reason—strongly advancing an evidence-based approach to health interventions that maximizes benefit to the affected population.

Although no cookbook approach exists to emergency response, flexibility and sound judgment are hallmarks for the successful use of field epidemiology. Accordingly, a flexible framework of steps for the epidemiologist includes

  • Determining the impact of the event on the public’s health by establishing rates of illness and death with an optimal attainable level of accuracy (note: “the perfect should not be the enemy of the good”). In doing so, it is, of course, essential to focus on the determinations of both numerators (cases and deaths) and denominators (total population and, wherever possible, age and sex breakdowns).
  • Initiating disease surveillance as quickly as possible, beginning with a minimum amount of data to collect and augmenting as deemed appropriate and feasible.
  • Identifying personal, household, and environmental risk factors for elevated rates of illness and death.
  • Advocating for the early initiation of essential public health interventions and disease-control programs on the basis of knowledge of the actual and potential distribution of diseases in the population.
  • Arguing forcefully that health actions of lesser priority be deferred.
  • Becoming an essential member of the health response team by attending appropriate meetings; working with public health officials and other responders from different organizations, including government officials; and providing frequently updated reports about the situation to those who have a need to know.

This last point (i.e., providing situation reports) is critical; in emergency response, “consequential epidemiology” needs to be practiced ( 10 ). The contribution of epidemiologists reflects their ability to provide timely and accurate data in a way that decision-makers can easily understand, analyze, and use for action. The use of those data should enable effective implementation of appropriate public health measures. Conversely, collecting and providing potentially useful information that decision-makers do not act on might be viewed, in part, as a failure of field epidemiology, as is the implementation of health interventions that relevant data do not support. Thus, epidemiologic skills are necessary but not sufficient: equally critical are the abilities to communicate effectively, advocate successfully, and provide strong leadership in support of the policymakers directly responsible for consequential actions.

In its early stages, the emergency relief environment is always chaotic. However, every responder has the same essential needs: food, water, shelter, transportation, communication, and a place to sleep. Thus, the field epidemiologist’s first priority is to arrange to meet these basic needs. This is important because the more independent one can be, the less others will have to divert attention from their work to provide assistance.

Hiring staff is another early priority, especially in international emergency relief. Because field epidemiology is a population-based discipline, the epidemiology team should include members who know the local language, geography, and customs. Therefore, recruiting and retaining people who can be relied on to be effective liaisons with the local communities is a high priority. Although English-speaking translators are highly valued, because they do not always represent the community and are unlikely to be professionally trained, information they provide should be carefully assessed and verified.

Establishing Rates of Illness, Injury, and Death

In most emergency relief settings, accurate measurement of the size of the affected population and its current health status is missing and difficult to establish. For the field epidemiologist, though, it is critical to determine a reasonably precise denominator on which to base the calculation of rates, such as crude, age-, sex-, and disease-specific death; prevalence of moderate, severe, and global acute malnutrition in the affected community; incidence of high-priority conditions; and access to use of health services. Determining rates is essential for comparing population groups and prioritizing public health interventions. A variety of methodologic options can be used to calculate population size, ranging from the more basic, such as extrapolating from the number of people in a sample of dwelling units, to the more sophisticated, such as using aerial photography and/or satellite imagery. The field epidemiologist needs to consider the context in which the relief effort is occurring to select the best method—one that provides reasonably accurate numbers in a culturally and contextually sensitive way.

Rapid Assessment

In 1980, in one of the many emergencies on the Horn of Africa, women were observed to be wearing no jewelry, a sign that all valuables had been sold to purchase food that had become available at exorbitant prices. There was one exception, however: almost all women wore a thin string around their necks with a small, spoon-shaped pendant attached to it. The significance of this oddity eluded field epidemiologists assessing the health status of the population until a visiting ophthalmologist mentioned that this population suffered from an unusually high prevalence of trachoma. The spoon-shaped device, it was learned, was used to remove inverted eyelashes, an action that helped relieve the irritation and pain associated with the scratched and ulcerated cornea that are a feature of this disease. Their ubiquity was a testament to the importance of the disease—and keen observation was the key to diagnosing this public health problem.

Field epidemiologists play a key role in the earliest stages of any relief effort. In addition to an appreciation for quantifiable data and for how and when to collect it, the “shoe leather” component of epidemiology is valuable in and of itself for conducting an initial rapid assessment. A wealth of information can be gleaned from observation during a walk-through of the affected area if one knows what to look for and how to employ basic qualitative techniques.

  • If commodities are being sold or traded in the marketplace, then their price, compared with preemergency prices, indicates their availability or scarcity.
  • Black markets spring up quickly in postdisaster settings, and the willingness of people to make major sacrifices to pay for essential commodities indicates dire need.
  • Indicators such as the amount of and type of jewelry being worn can be meaningful ( Box 22.2 ). The absence of traditional adornment in a society in which it is customary might signify food insecurity and that everything of value already has been sold.

Interviews with community leaders, transect walks through affected areas, and results from a constellation of methods that frequently are grouped as participatory rapid appraisals can be useful even before the analysis of survey data that might provide more accurate information but at the cost of timeliness. Of paramount importance for the field epidemiologist is reaching the disaster location as quickly as possible, visiting all affected areas and population groups, and helping the relief community gather, collate, and assess the value of all information. Postemergency settings are dynamic, but ultimately decisions about public health and health service delivery must be made from day 1 on the basis of existing evidence ( 11 ).

As valuable as nonquantitative data might be, the lack of routinely collected health information means that, as soon as is feasible, surveys will need to be conducted. A precise sampling frame will be difficult to establish at first, and careful judgment is needed to ensure that samples drawn from the population are representative. However, in most circumstances, a less than optimally representative systematically chosen sample will be superior to a convenience sample, especially if the results are to guide the equitable distribution of commodities and services.

A commonly used survey method is two-stage cluster sampling , first developed by the World Health Organization to measure vaccination coverage rates ( 12 ). The logistical demands of this method are far less than for either simple random sampling or systematic random sampling because relatively few clusters need to be visited to obtain statistically valid results with a reasonable degree of precision. Although sample sizes can be relatively large, the advantages of using this method usually outweigh the disadvantages. Nonetheless, two distinct disadvantages should be noted:

  • Cluster sampling is not well suited for measuring characteristics that are not homogenously distributed in the population. For example, if malnutrition is clumped in certain areas, then cluster sampling might miss it entirely or, conversely, overidentify it, resulting in skewed, nonrepresentative values for the population as a whole.
  • Cluster sampling can be difficult to explain to decision-makers.

Finally, a frequently overlooked problem with surveys is that nonsampling error is likely to be more important than the disadvantages of any sampling method. Surveyors need to be carefully trained to understand the objectives of the survey and the importance of collecting accurate and unbiased information. When people affected by an emergency have lost their possessions or suffered other shocks, they can be eager to please those they perceive to be in a position to help them by providing answers they think the surveyors want to hear, resulting in a sincere, but inaccurate, picture of reality. For example, people might not report household deaths because they fear having their rations decreased. Therefore, the field epidemiologist needs to be aware of the many real and potential biases in obtaining accurate information from an emergency-affected population and must take steps to ensure that none of the epidemiologic activities inadvertently contributes to further deterioration of the situation. For epidemiologists, as for clinicians, “do no harm” is an important rule.

Organizing Priority Interventions

The main goals of emergency relief are to save lives and restore individuals and communities to their preemergency conditions. Although individual-and population-directed health interventions are important in many settings, other types of interventions might take precedence. In the book, Refugee Health , the medical relief organization Doctors Without Borders suggested 10 top priorities in disaster response ( 13 ). Of the top five, only one—measles vaccination—is a health-specific intervention, and its importance might have diminished since publication of that book as more countries have achieved high measles vaccine coverage rates through routine health services. (In situations of protracted conflict, however, where primary healthcare services have been unavailable to the population for some time, vaccination coverage levels can fall dramatically. As a result, measles outbreaks have occurred increasingly throughout the Middle East and in migrant populations in Europe.) The other priorities are initial assessment; water and sanitation; food and nutrition; and shelter and site planning. Although these are clearly related to public health, in most international emergency responses they are considered to be distinct from the health sector.

Some humanitarian interventions address basic needs of the emergency-affected population slowly and even inadequately. For example, in the area of nutrition, field epidemiologists have been called on to identify, diagnose, and design appropriate interventions for rare conditions (e.g., scurvy, pellagra, and beriberi) while simultaneously implementing surveillance for acute moderate and severe malnutrition. Although relief team members who are experts on specific problems understandably will focus on those problems, the field epidemiologist needs to address the overall spectrum of the relief effort and promote the most appropriate interventions, regardless of the sectors to which the interventions might belong.

Public health surveillance is a critical element of disaster response, and its establishment usually becomes the responsibility of the on-site epidemiology team. In humanitarian settings, epidemiologists attempting to implement effective surveillance might have to address several challenges, including

  • Balancing speed and accuracy in adverse conditions.
  • Integrating multiple sources of sometimes conflicting data while determining which are credible and which are not.
  • Soliciting others to participate in the surveillance effort when they might not assign it the same priority the epidemiologist does.
  • Assisting decision-makers in using surveillance data to take action.

Rapidly established, well-monitored, and widely used surveillance systems have been instrumental in preventing deaths as, for example, in the aftermath of the Asian tsunami of December 1994, when on-scene, experienced epidemiologists helped conduct effective surveillance.

Conditions targeted for surveillance vary in relation to specifics of the setting. In most developing countries, at the start it may be sufficient to target a simple surveillance system toward syndromic presentations and easily recognizable conditions, such as acute lower respiratory illness (a proxy for pneumonia), acute watery or bloody diarrhea (cholera, dysentery), fever with or without stiff neck (malaria, meningitis), and measles. In other settings—especially in middle-and higher income countries—the focus might be on measuring the needs of chronically ill persons who might be cut off from their medications or procedures; in these situations, such conditions might be more prevalent than common acute communicable diseases. In all settings, surveillance should focus on the most vulnerable segments of the population (e.g., infants, children, older persons, women, destitute and underserved persons, and persons with special needs). To ensure they are not neglected, epidemiologists should disaggregate data to facilitate identification of health problems in these groups.

Coordination

Emergency relief almost always occurs in emotionally charged environments. Although the need for highly coordinated action is universally recognized (some have suggested that “poor coordination” should be recorded as a cause of death on death certificates), many responders might want to coordinate but not “be coordinated.” The most common scenario is for a health cluster to be established at the onset of the relief effort. Government officials, representatives of the World Health Organization, and a designated person from a nongovernment organization usually are assigned joint responsibility for chairing cluster meetings and overseeing their functioning. In large disasters, such as the Haiti earthquake of 2010, several hundred responders regularly attended health cluster meetings, many seeking guidance on how to respond effectively ( 14 ).

The epidemiologist, for better or for worse, frequently is thrust into a position of responsibility and authority because most responders will not be familiar with the published medical and/or public health literature and few will be able to view the chaos through the objective lens of unbiased data. Epidemiologists responding to an emergency for the first time might be unfamiliar and even uncomfortable with the amount of respect they are accorded.

Humanitarian response settings are the emergency rooms of public health. Lifesaving, irreversible decisions frequently are made in the early phases of the relief effort. A fundamental task of the field epidemiologist is collection and circulation of essential data on the health and nutritional status of the affected population as accurately as possible in the shortest possible time. The purpose of these data is to help first responders prioritize the interventions most likely to limit excess preventable death. The environment is often chaotic, uncoordinated, and characterized by logistical and resource constraints, but the epidemiologist needs to be calm, assertive, and able to convey the power of accurately collected and analyzed data. Ultimately, however, successful contribution to a disaster response will be measured not on the basis of the elegance of the epidemiologic investigations, but rather as a function of how many lives are saved ( 15 ).

Human-Made and Natural Disasters Comparison Essay

Man-made disasters are occurrences that come about due to man’s activities on the earth’s surface. They can be intentional or accidental, but in either case, they can cause great harm to human beings, animals, property and the environment at large. Some examples of man-made disasters include global warming which has been caused by excessive burning of fossils and deforestation or land cultivation this exposing the settlements to landslides, soil erosion, and desertification. Some disasters caused by man intentionally include terrorism and war (Schein 2006).

On the other hand, natural disasters occur naturally and can cause severe losses to humans, directly or indirectly, and also environmental destruction. Some of these include earthquakes, floods, tsunamis, eruptions, and hurricanes. For example, the Spanish flu of 1918-1919, that killed millions of people even more than the First World War which was before it (James, 1996). Effects of such disasters can be very devastating since they occur naturally without man’s prior knowledge hence the need to be prepared through prior planning.

Other disasters can be classified as both man-made and natural since they occur due to a combination of the two factors. For example, mine collapse can be said to occur naturally due to earth’s shifts and at the same can be man-made due to poor construction of mines by man.

Whether natural or man-made, the effects of such disasters can be very devastating to mankind, either physically or psychologically. The reactions of people at the individual and community level may also differ in either case. A natural disaster model proposed by Chapman 1962 (as cited in James, 1996, p. 102) reveals that there are stages that follow before a disaster occurs. Before a natural disaster strikes, there is the ‘warning stage’ where warnings may be sent to people, though some may ignore or probably may not get the information. By the time it gets to ‘threat stage’, signs of an impending danger begin to be felt, although in this case, some disasters have little or no prior warning. When a disaster finally strikes – ‘impact stage’, there is a lot of anxiety amongst people close to it or those who had a prior experience of a similar occurrence. At ‘inventory’ and ‘rescue’ stages, rescue efforts by those near begin while others access the losses. In many cases, government and other agencies intervene to offer some help to the survivors thus giving them some hope of survival, ‘remedy’ stage. In a case where the intensity of the disaster is very high, the survivors may start feeling discouraged and abandoned especially when some of the help groups start pulling out of the rescue exercise. At the recovery stage which may be several months or years, people tart rebuilding their property and psychological lives, though it is usually a slow and bumpy process. Similarly, this also happens in the case of a manmade disaster (James, 1996).

In both cases, the psychological impacts may have long-term effects on the victims such as, believe that similar phenomena might occur again and affect an individual. People also tend to think and discuss so much on the happenings and this results in increased fears. Resulting deaths and property loss tend to trouble people as they feel prone to a similar disaster in the future and their inability to protect themselves. A disaster where with no prior warning and one that seems to be out of control with so much trauma has a more harsh impact on the victims and more long-term psychological effects. All these are characteristic of both natural and technological disasters.

The psychological and emotional effects are more severe and tend to last longer when several people are victims of a disaster. Those involved at a personal level may suffer most but survivors as well may have long and short-term effects. When a disaster involves victimizations of the victims, the reactions tend to be tenser for the people involved and even the response groups find it quite challenging to offer relief. This mostly happens if the crime was man-made and moreover intentional (Danieli & Brom 2005). The government’s response in such a case is more intricate, stressful and the area is branded a crime scene where movements may be limited. This is unlike in the case of a natural disaster where relief efforts are done with several agencies offering to help

According to Ursano and Norwood (2003), stress experienced when a natural disaster occurs is mostly related to lack of prior warning, loss of property and lives and separation from loved ones. This may be experienced for some time but heal in 18months time unless the intense and number of sufferers was quite extreme. In the case of a man-made disaster, the post-traumatic stress disorder associated with the threat to life may be long-lasting and take a lot of time to heal.

Ted and Theodore (2006) say that in an occurrence of a natural disaster, spiritual beliefs may be distorted where some people may start to lose faith in God for allowing such a thing to happen. Others feel a bit insecure as they realize that no one is indestructible by such an act of nature. On the other hand, a technological disaster may bring about distrust among people on realizing that the world is no longer secure and that one cannot keep away from danger. Survivors of such an act may tend to be withdrawn as they feel that no one around can be trusted.

Most natural disasters tend to affect poor people or low-income earners since they live in places that are prone to such disasters as landslides and floods. Victims from certain groups like the disabled, orphans or some ethnic groups tend to take more time to heal thus making them feel more stigmatized and increasing psychological stress. Victims of a technological disaster on the other hand may start feeling guilty and humiliated especially if they are not in a position to offer help. Family, friends and the community may stay away on realizing that a mishap can happen to anybody. Continued encouragement of those affected to carry on with their live may make them feel as if they are wrong for their suffering (Ted and Theodore 2006).

Victims of a technological disaster tend to feel helpless in pursuit of justice or compensation from the concerned authorities since the process is sometimes long, bureaucratic and frustrating. At times, they feel that the penalty enforced on the culprits is not worth enough compared to the suffering they undergo. Sufferers of a natural disaster on the other hand may feel disheartened as all their needs may not be met by the assisting agencies due to the long procedures involved in channeling of resources or even the inadequacy of the resources themselves (Ursano, McCaughey and Rhaphael 1995).

In conclusion, the effects of a disaster, whether natural or technological have severe impact on the victims, some of which might be short-lived while others may be experienced as long as one lives. Proper plans should therefore be made in advance on issues relating to preparedness, response and recovery so as to counter the effects of a future calamity. Such plans do not necessarily prevent a disaster from occurring but they help in managing the damages caused with much ease.

I study how the end of a man-made disaster affects labor market outcomes over time and how disasters affect risk preferences in the long run and time use in the short run. In Chapter 1, I study the causal impact of peace on labor market outcomes using the sudden and unexpected end of the Aceh Insurgency in Indonesia in a difference-in-differences framework. In Chapter 2, the intergenerational effects of early life exposure to the Korean War on risk preferences are examined in a difference-in-differences-type model with both structural and reduced-form estimation methods. In Chapter 3, I take the 2014 $Sewol$ ferry disaster as a natural experiment to examine the causal effects of an exogenous psychological shock on time use.

In resource-scarce countries, ex-ante risk mitigation investment in development planning is critical for decreasing disaster damage. It would be prudent to go from a risk-blind to a risk-informed investment decision.

We cannot prevent disasters, but we can reduce their severity and arm ourselves with knowledge so that too many lives are spared.

Introduction: 

The globe is plagued with disasters, some of which are terrible and others that are controllable. Natural calamities, for example, are sudden occurrences that wreak significant devastation to lives and property. Disasters can occur either naturally or are man-made. To repair the damage caused by these disasters, emergency management is required. Through a disaster management procedure, the damage is contained and the hazards of the event are controlled. The procedure is aimed at averting disasters and reducing the effects of those that are unavoidable. Floods, droughts, landslides, and earthquakes are all threats to India. The Indian government’s disaster management measures have vastly improved over time.

The Process of Disaster Management: 

The disaster management process is split into four stages. The first phase is mitigation, which involves reducing the likelihood of a disaster or its negative consequences. Public education on the nature of the calamity and how people may prepare to protect themselves, as well as structural construction projects, are among the actions. These projects are intended at reducing the number of people killed and property destroyed in the event of a disaster.

Preparedness is the second phase of disaster management, and it aims to improve government-led preparedness to deal with emergencies. The majority of the preparations are aimed toward life-saving activities. Plan writing, communication system development, public education, and drills are all part of the preparation process. The disaster management team implements measures to keep people alive and limit the number of people affected in the third phase, reaction. Transport, shelter, and food are provided to the afflicted population as part of the response. Repairs are being made, and temporary solutions, such as temporary housing for the impacted population, are being sought.

Recovery is the ultimate stage of disaster management. This normally happens after the tragedy has subsided and the harm has been done. During the recovery process, the team works to restore people’s livelihoods and infrastructure. Short-term or long-term recovery is possible. The goal is to return the affected population to a normal or better way of life. During public education, the importance of health safety is highlighted. The recovery phase allows catastrophe management to move forward with long-term solutions.

Disaster Management Challenges:

The management of disasters is a difficult task, and there are certain flaws to be found. Since the individual dangers and disasters in some countries are not well understood, the government is unable to deploy disaster management in the event of an unforeseen disaster. There’s also the issue of a country’s technical and framework capabilities being insufficient. Government support is required for disaster management frameworks. Due to the generally large population, the disaster management approach includes public education, but there is no psychological counselling for individuals. People are more likely to develop post-traumatic stress disorder and psychiatric illnesses.

Conclusion:

Disaster management is a very important activity that countries should embrace to prevent disasters and lessen the negative consequences of disasters. However, disaster management has limitations that restrict the techniques’ ability to be implemented successfully.

Disasters can cause chaos, mass death of humans and animals, and a rise in crime rates. Disasters are unfavourable events that cause widespread anxiety and terror. They also make it difficult for society to respond to its causes.

Natural or man-made disasters can emerge. In both circumstances, they have the potential to cause significant loss of life and property. A combination of man-made and natural disasters can occur in severe circumstances. For example, violent conflicts and food scarcity. As a result, disaster management is required to limit or prevent massive loss and damage.

Disaster management includes disaster avoidance, disaster awareness, and disaster planning. These ideas will be discussed further down.

Prevention of Disaster: 

Countries all across the world have taken precautions to prevent diseases or viruses from spreading. These initiatives include the funding of research into natural disaster aversion. Other sources of revenue include food distribution, healthcare services, and so on. In Africa and the Middle East, the latter is commonly used in economically challenged areas.

Improved scientific research has also made it feasible to predict potential natural disasters. For example, equipment to detect earthquakes and tsunamis has been developed. As a result, more people are concerned about the environment. In this sense, consciousness translates to a reduction in all forms of pollution in the environment.

Disaster Awareness :

Another strategy to minimise the excesses of widespread epidemics is to raise disaster awareness. Members of the public must be made aware of the importance of maintaining peace, de-escalating dangerous circumstances, and prioritising safety in the face of any possible tragedy.

The goal of disaster management is to reduce human death and suffering. The impact of disasters can be reduced if all of these factors are successfully managed. As a result, the necessity of disaster management cannot be emphasised.

The National Disaster Management Authority (NDMA) is the main agency charged with establishing rules and guidelines for disaster management in order to ensure prompt and effective disaster response. There is also a separate fund for mitigation called the “national disaster management fund” (NDMF). Functions performed by this agency are:

  • Administration
  • Formation of policies for disaster management
  • Approval of the strategies made up for disaster mitigation
  • Formation of revenue or funds for disaster mitigation
  • Managing multiple programmes and disseminating instructions.

The disaster has had both direct and indirect repercussions on human life, both of which have been deadly devastating and detrimental. There have been fatalities as well as stock losses. Natural disasters are unavoidable; even if we have mechanisms in place to predict or forecast them, we cannot prevent them from occurring. While preparing plans for our disaster management, the best that can be done is to prevent behaviours that are detrimental to the environment and lead to environmental deterioration. When a disaster strikes, it causes widespread devastation and loss of life. In the event of a disaster such as earthquakes, floods, or other natural disasters, a large number of people are displaced, and a large number of people die as a result of the disaster. This is when the true emergency begins by providing first aid to the injured, as well as rescue and relief efforts for the victims. To limit the risk of human life, everyone must participate actively in disaster management. When a crisis happens, the appropriate disaster management team can seize over as soon as possible.

The Haiti That Still Dreams

I often receive condolence-type calls, e-mails, and texts about Haiti. Many of these messages are in response to the increasingly dire news in the press, some of which echoes what many of us in the global Haitian diaspora hear from our family and friends. More than fifteen hundred Haitians were killed during the first three months of this year, according to a recent United Nations High Commissioner for Human Rights report, which described the country’s situation as “ cataclysmic .” Women and girls are routinely subjected to sexual violence. Access to food, water, education, and health care is becoming more limited, with more than four million Haitians, around a third of the population, living with food insecurity, and 1.4 million near starvation. Armed criminal groups have taken over entire neighborhoods in Port-au-Prince and the surrounding areas, carrying out mass prison breaks and attacks on the city’s airport, seaport, government buildings, police stations, schools, churches, hospitals, pharmacies, and banks, turning the capital into an “ open air prison .”

Even those who know the country’s long and complex history will ask, “Why can’t Haiti catch a break?” We then revisit some abridged version of that history. In 1804, after a twelve-year revolution against French colonial rule, Haiti won its independence, which the United States and several European powers failed to recognize for decades. The world’s first Black republic was then forced to spend sixty years paying a hundred-and-fifty-million francs (now worth close to thirty billion dollars) indemnity to France . Americans invaded and then occupied Haiti for nineteen years at the beginning of the twentieth century. The country endured twenty-nine years of murderous dictatorship under François Duvalier and his son, Jean-Claude, until 1986. In 1991, a few months after Haiti’s first democratically elected President, Jean-Bertrand Aristide, took office, he was overthrown in a coup staged by a military whose members had been trained in the U.S. Aristide was elected again, then overthrown again, in 2004, in part owing to an armed rebellion led by Guy Philippe, who was later arrested by the U.S. government for money laundering related to drug trafficking. Last November, six years into his nine-year prison sentence, Philippe was deported by the U.S. to Haiti. He immediately aligned himself with armed groups and has now put himself forward as a Presidential candidate.

In 2010, the country was devastated by a 7.0-magnitude earthquake, which killed more than two hundred thousand people. Soon after, United Nations “peacekeepers” dumped feces in Haiti’s longest river, causing a cholera epidemic that killed more than ten thousand people and infected close to a million. For the past thirteen years, Haiti has been decimated by its ruling party, Parti Haïtien Tèt Kale (P.H.T.K.), which rose to power after a highly contested election in 2011. In that election, the U.S.—then represented by Secretary of State Hillary Clinton—and the Organization of American States helped the candidate who finished in third place, Michel Martelly, claim the top spot. Bankrolled by kidnapping, drug trafficking, business élites, and politicians, armed groups have multiplied under P.H.T.K, committing massacres that have been labelled crimes against humanity. In 2021, a marginally elected President, Jovenel Moïse, was assassinated in his bedroom , a crime for which many of those closest to him, including his wife, have been named as either accomplices or suspects.

The unasked question remains, as W. E. B. Du Bois wrote in “ The Souls of Black Folk ,” “How does it feel to be a problem?”

I deeply honor Haiti’s spirit of resistance and long history of struggle, but I must admit that sometimes the answer to that question is that it hurts. Sometimes it hurts a lot, even when one is aware of the causes, including the fact that the weapons that have allowed gangs to take over the capital continue to flow freely from Miami and the Dominican Republic, despite a U.N. embargo. Internally, the poorest Haitians have been constantly thwarted by an unequal and stratified society, which labels rural people moun andeyò (outside people), and which is suffused with greedy and corrupt politicians and oligarchs who scorn the masses from whose tribulations they extract their wealth.

Recently, at a loved one’s funeral, in Michigan, the spectre of other Haitian deaths was once again on the minds of my extended family members. Everywhere we gather, Haiti is with us, as WhatsApp messages continuously stream in from those who chose to stay in Haiti and can’t leave because the main airport is closed, and others who have no other home. In Michigan, during chats between wake, funeral, and repast, elders brought up those who can’t get basic health care, much less a proper burial or any of the rituals that are among our most sacred obligations. “Not even a white sheet over those bodies on the street,” my mother-in-law, who is eighty-nine, said, after receiving yet another image of incinerated corpses in Port-au-Prince. At least after the 2010 earthquake, sheets were respectfully placed on the bodies pulled from the rubble. Back then, she said, the armed young men seemed to have some reverence for life and some fear of death.

Lately, some of our family gatherings are incantations of grief. But they can also turn into storytelling sessions of a different kind. They are opportunities for our elders to share something about Haiti beyond what our young ones, like everyone else, see on the news. The headlines bleed into their lives, too, as do the recycled tropes that paint us as ungovernable, failures, thugs, and even cannibals. As with the prayers that we recite over the dead, words still have power, the elders whisper. We must not keep repeating the worst, they say, and in their voices I hear an extra layer of distress. They fear that they may never see Haiti again. They fear that those in the next generation, some of whom have never been to Haiti, will let Haiti slip away, as though the country they see in the media—the trash-strewn streets and the barricades made from the shells of burnt cars, the young men brandishing weapons of war and the regular citizens using machetes to defend themselves—were part of some horror film that they can easily turn off. The elders remind us that we have been removed, at least physically, from all of this by only a single generation, if not less.

We are still human beings, the elders insist—“ Se moun nou ye .” We are still wozo , like that irrepressible reed that grows all over Haiti. For a brief moment, I think someone might break into the Haitian national anthem or sing a few bars of the folk song “ Ayiti Cheri .” (“Beloved Haiti, I had to leave you to understand.”) Instead, they hum the music that the wozo has inspired : “ Nou se wozo / Menm si nou pliye, nou pap kase. ” Even if we bend, we will not break.

Except we are breaking. “It pains me to see people living in constant fear,” the Port-au-Prince-based novelist and poet Évelyne Trouillot recently wrote to me in an e-mail. “I dream of a country where children are not afraid to dream.” Internationally, U.S. deportations continue , Navy ships are ready to be deployed to intercept migrant boats, and Haitian asylum seekers could once again end up imprisoned on Guantánamo, as they did in the early nineteen-nineties. In conversations, whether with strangers or with younger family members, someone inevitably asks, “Is there any hope?”

I have hope, I say, because I grew up with elders, both in Haiti and here in the U.S., who often told us, “ Depi gen souf gen espwa ”—as long as there’s breath, there’s hope. I have hope, too, because the majority of Haitians are under twenty-five years old, as are many members of our family. Besides, how can we give in to despair with eleven million people’s lives in the balance? Better yet, how can we reignite that communal grit and resolve that inspired us to defeat the world’s greatest armies and then pin to our flag the motto “ L’union fait la force ”? Unity is strength.

The elders also remind us that Haiti is not just Port-au-Prince. As more and more of the capital’s residents are forced to return to homesteads and ancestral villages, the moun andeyò have much to teach other Haitians. “Historically, the moun andeyò have always been the preserver of Haiti’s cultural and traditional ethos,” Vivaldi Jean-Marie, a professor of African American and African-diaspora studies at Columbia University, told me. Rural Haitians, who have lived for generations without the support of the state, have had no choice but to rely on one another in close and extended family structures called lakou . “This shared awareness—I am because we are—will prevail beyond this difficult chapter in Haitian history,” Jean-Marie said.

Finally, I have hope because in Haiti, as the American writer and art collector Selden Rodman has written, “ art is joy .” This remains true even as some of the country’s most treasured cultural institutions, including the National School of the Arts and the National Library, have been ransacked. In the summer of 2023, Carrefour Feuilles, a district in Port-au-Prince that many writers, visual artists, and musicians call home, was attacked by armed criminal groups. The onslaught led to a petition that collected close to five thousand signatures. It read in part, “How many more hundreds of our women and children must be raped, executed, burned before the public authorities do everything possible to put an end to the plague of gangs and their sponsors?”

A few days later, the homes of two of the signatories, the multimedia artist Lionel St. Eloi and the writer Gary Victor, were taken over by a gang. The last time I saw St. Eloi was in 2019, in the courtyard of Port-au-Prince’s Centre d’Art, where he had a series of metal birds on display, their bejewelled bodies and beaks pointing toward the sky. Allenby Augustin, the Centre d’Art’s executive director, recently described how some artists, afraid of having to suddenly flee their homes and leave their work behind, bring their pieces to the center or keep them in friends’ homes in different parts of the city. Others add the stray bullets that land inside their studios— bal pèdi or bal mawon —to their canvasses.

St. Eloi, the patriarch of a family of artists, had lived in Carrefour Feuilles since the seventies, working with young people there. “The youth who were neglected or who could not afford to go to school were taken in by our family,” one of St. Eloi’s sons, the musician Duckyns (Zikiki) St. Eloi, told me. “We taught them to paint, to play guitar, and to play the drums. Now they are hired to run errands for gangsters who put guns in their hands.” In spite of what has happened, he still believes that art can turn some things around. He recently sent me a picture of a work by his younger brother Anthony—an image depicting gang members wearing brightly colored balaclavas and holding pencils, a book, a paint palette, a camera, and a musical instrument. “If there are gangs, we’d be better off with art gangs,” Zikiki said. “Gangs that paint, make music, recite poetry. Art is how we bring our best face to the world. Art is how we dream.” ♦
