NAIROBI, June 7, 2021— Kenya’s education sector has improved quickly, despite disruption by COVID-19 (coronavirus). Before the pandemic, the government embarked on ambitious reforms which sought to improve the quality of education through several approaches; a competency-based curriculum (CBC), reforming professional teacher development, textbook policy, and management practices at the local level.

These reforms have made Kenya a top education performer in Eastern and Southern Africa, according to the Kenya Economic Update, Edition 25: Aiming High, Securing Education to Sustain Recovery . The report outlines the key messages from the new World Bank Public Expenditure Review (PER) in basic education and highlights Kenya’s impressive achievements, challenges, and the way forward.  

The report notes that Kenya’s real gross domestic product (GDP) is projected to grow by 5.5% in 2022 and 5.2% on average in 2023–24, a moderation following a remarkable recovery in 2021 from the worst economic effects of the pandemic. Education will need additional resources from this economic growth even while the country continues to recover from COVID-19, reduce inequities and expand the system and implement ambitious in a context of fiscal consolidation.  

“Learning remains one of the most critical assets for any country to promote equitable growth and poverty reduction, and that cannot happen without a solid foundation,” said Pedro Cerdan-Infantes, World Bank Senior Economist. “While the Education sector faces treacherous sources of inequality including uneven quality and results, Kenya has embarked on ambitious reforms to address the quality issues rather than considering the job done by virtue of near-universal access and coverage.”

Kenya Economic Update: Lessons from Kenya’s Education Reforms

Top education performer in Eastern and Southern Africa

Primary education is reaching universal levels while secondary school enrolment increased by over 50% in the seven years before the pandemic. These achievements have resulted directly from increased spending and enrolment at all levels, as well as consistent improvements in learning outcomes before the pandemic.

Performance also improved in numeracy (mathematics) and languages (English and Kiswahili). For example, performance in Class Three mathematics, English and Kiswahili improved in 2016 and 2018. Minimum requirement satisfaction increased by 6% in numeracy,16% in English, and 6% in Kiswahili. Regionally, Kenya is outstanding in reading, the report notes. Numeracy dropped in 2018 against neighboring countries, however, early grade mathematics assessments between 2015 and 2021 improved from 71% in 2016, to 80% in 2021 in secondary schools. Final secondary examinations (KCSE) performance improved from 11% in 2017 to 18% in 2021.

According to the report, these improvements resulted from sustained high spending on education. Expenditure has reached international benchmarks, both as a share of total government expenditure (TGE) and as a share of gross domestic product (GDP). TGE as a share of GDP reached 5.3% in 2018, higher than the average for other lower middle-income and upper middle-income countries, except for South Africa. The share of the government budget on education also increased, reaching 19% in 2020. Education spending per capita is also relatively high compared to countries in the region, which the report highlights is a key factor in quality education.

Despite these gains, challenges abound. Kenya has huge regional inequalities in all education outcomes. While most counties exceed 12 expected years of school, very low outcomes are concentrated in a few counties in the north and northeast of the country, in arid and semi-arid areas with EYS as low as 6.5 years. Only Nairobi County is near completing 12 years of Learning Adjusted Years of School (LAYS).

Education outcomes are much lower in rural areas and for lower income populations. Net enrollement rates (NER) are significantly higher in pre-primary, primary and secondary education, for children from households in the top 20% of income distribution, when compared to the bottom 20%.

Compounded by the pandemic, these challenges have led to learning losses and deepened inequalities in education. Around 17 million students and more than 320,000 teachers were affected by the closure of 30,000 primary and secondary schools in 2020. Schools gradually reopened from October 2020 to January 2021. Efforts to provide remote learning revealed a significant digital divide, with over 50% of the students being left out, mainly due to lack of appropriate electronic devices, access to electricity and internet connectivity.

The report proposes several policy recommendations centred on adequacy, equity and efficiency in resource use as the school system prepares to expand to accommodate more students, especially in pre-k and post-primary education. Continued and accelerated improvements in the sector will depend on:

  • Adequate resources to achieve sector objectives and implement ambitious reforms by protecting spending in the short-term
  • Prioritizing actions and mobilizing additional resources in the medium term
  • Allocating resources more equitably, particularly development spending, teachers and school capitation grants
  • Using resources efficiently by exploiting data more effectively in management, particularly at the local level, as well as improving coordination and reducing fragmentated management of the sector

Wawiru Njiru's Food for Education project receives award in UK

Wawira and her team received social innovator award by skoll foundation in uk.

Acknowledging the fete, Njiru appreciated her parents for being part of her journey.

Food for Education started in 2012 in Ruiru, giving lunch to 25 children with the support of a donor.

Founder and Executive Director of the school feeding programme Food for Education Wawira Njiru has received an award in UK.

Njiru received the award from  the Skoll Foundation in the UK.

Njiru and her team were named among the 2024's recipients of the Foundation's Social Innovator Award.

"Grateful that I got to share this moment, receiving the Skoll Foundation award with my parents who made the trip all the way from Nairobi to Oxford, England," she said in a tweet on Monday. 

" We also had part of our Food4Education team. My parents have been so foundational in my work, teaching me values of service as a child and none of the work we do would be possible without our team. So, so grateful," Njiru added.

She noted that the award acknowledges the outstanding impact of their blueprint model and efforts to mainstream school feeding programmes ensuring that no child has to learn on an empty stomach.

In 2021, the initiative partnered with Dagoretti South Constituency Development Fund.

The area MP, John Kiarie, partnered with Food for Education to establish a feeding programme for the children in Dagoretti South, reaching over 12,000 children.

Under the programme, the meals were subsidised by a donor and the CDF. Parents paid Sh15 daily.

In 2023, Njiru won a tender floated by Nairobi City county under Governor Johnson Sakaja to prepare and distribute the meals to the schoolchildren, along the same model as the one rolled out by KJ.

Children pay Sh5 for the meal and the county has declared it "the most affordable [lunch meal] in Kenya."

The cost of the meal per child is Sh40. The county pays Sh25 and a donor pays Sh10 for every child.

Nairobi's programme is called Dishi na County.

It is a way of fulfilling the pledge Sakaja made on the campaign trail, to address urban poverty.

On Monday, Njiru said through the Dishi na County partnership in Nairobi County, they have delivered over 12 million meals.

" The Dishi na County partnership in Nairobi County has delivered the Food4Education quality of school meals at an incredibly subsidized cost for parents because of the contribution by the county. Over 12 million meals delivered and the impact stories by parents and students have been incredible," she said.

For Food for Education, every meal served ensures Nairobi children can learn and grow.

In April 2023, the programme had seven kitchens and was feeding some 140,000 children.

"Started by feeding 25 children but now currently feeding 140,000 children everyday across all our seven kitchens," the programme said through its X account.

Niru's school lunch initiative is also being rolled out in Murang’a and Mombasa where it has partnered with the county governments. It is also in Kisumu with support from some donors.

WASHINGTON -- President Joe Biden ’s latest plan for student loan cancellation is moving forward as a proposed regulation, offering him a fresh chance to deliver on a campaign promise and energize young voters ahead of the November election .

The Education Department on Tuesday filed paperwork for a new regulation that would deliver the cancellation that Biden announced last week. It still has to go through a 30-day public comment period and another review before it can be finalized.

It’s a more targeted proposal than the one the U.S. Supreme Court struck down last year. The new plan uses a different legal basis and seeks to cancel or reduce loans for more than 25 million Americans.

Conservative opponents, who see it as an unfair burden for taxpayers who didn’t attend college, have threatened to challenge it in court.

The Democratic president highlighted the the plan during a trip to Wisconsin last week, saying it would provide “life-changing” relief. He laid out five categories of people who would be eligible for help.

The new paperwork filed by the Education Department includes four of those categories, while a separate proposal will be filed later addressing how people facing various kinds of hardship can get relief.

The broadest forgiveness category would help borrowers who owe more than they originally borrowed because of runaway interest. It would eliminate up to $20,000 in interest for anyone in that situation, while those with annual incomes below $120,000 and enrolled in income-driven repayment plans would get all their interest erased with no maximum limit. It would be done automatically.

Another category would cancel loans for people who have been paying back their undergraduate student loans for at least 20 years, and those who have been paying graduate loans at last 25 years.

It would automatically cancel loans for those who went to colleges or programs considered to have low financial value. Borrowers would be eligible for cancellation if they attended a program that leave graduates with earnings no better than those with a high school diploma, for example, or programs that leave graduates with large shares of debt compared with their incomes.

Borrowers who are eligible for other federal forgiveness programs but haven’t applied would also get loans erased. Federal education officials would use existing data to identify those people and offer relief. It’s intended to reach those who don’t know about other programs or have been deterred by complicated application processes.

The proposal was hashed out over the course of several hearings as part of a federal rules process that gathers advice from outside experts. The plan was drafted with the help of students, college officials, state officials, borrower advocates and loan servicers.

During that process, advocates pushed for a fifth category of forgiveness for people who have different kinds of hardship that prevent them from being able to repay their loans. The Education Department said it's still working on the details of that rule, with a separate proposal to come “in the coming months.”

The department said the hardship proposal will offer cancellation to borrowers who are at high risk of defaulting on their loans along with those who face other hardships, including high medical and caregiving expenses. That proposal will mirror one agreed upon by outside experts during the rulemaking process, the agency said.

It usually takes months for a proposed rule to be finalized, and months more before it can take effect. The Biden administration said it plans to start implementing some parts of the new proposal as soon as this fall, using the education secretary's authority to implement rules early in certain cases.

Republicans are staunchly opposed to any broad student loan cancellation, saying it’s an unfair bailout for people who went to college.

“Where is the relief for the guy who didn't go to college but is working to pay off the loan on the truck he takes to work?” said Sen. Bill Cassidy, R-La., the ranking member of the Senate Health, Education, Labor and Pensions Committee. "What about the woman who paid off her student loans but is now struggling to afford her mortgage? Instead the Biden administration is sticking these Americans with the bill of someone else's student debt.

Two coalitions of Republican states have sued the Biden administration to block a separate repayment plan that offers an accelerated path to loan forgiveness.

The White House says it’s confident the new plan is on solid legal ground, saying the Higher Education Act gives the education secretary the power to waive student loans in certain cases.

Ugandan learners seek education in Kenya after school with only two pupils is closed

Alupe Primary, a school in Buteba sub-county in Uganda, was closed down and its students enrolled in different schools across the border in Kenya, due to low enrolment.

The headmistress, Ms. Phillipine Adengero spoke to the Monitor saying that the district authorities conducted routine supervision of schools and found only two students enrolled in the institution.

“The CAO and DEO were here and found only two students, and five teachers and as a result, they ordered the immediate closure of the school,” Ms. Adengero said.

The two students are to be relocated to a nearby school in Kenya.

According to the headmistress, the school has experienced low enrollment due to a Chinese gold mining company acquiring the rights to mine gold in the area.

As a result, the majority of families in the affected area were compensated and relocated.

Consequently, many parents enrolled their children in nearby schools in Busia-Kenya since it was a more convenient option.

Cries of Sexism Greet a Nike Olympic Reveal

The sporting giant offered a sneak peek at its track and field outfits for Team U.S.A., and an unexpected backlash ensued.

Ever since the Norwegian women’s beach handball team turned the fact that they were required to wear teeny-tiny bikini bottoms for competition into a cause célèbre, a quiet revolution has been brewing throughout women’s sports. It’s one that questions received conventions about what female athletes do — or don’t — have to wear to perform at their very best.

It has touched women’s soccer (why white shorts?), gymnastics (why not a unitard rather than a leotard?), field hockey (why a low-cut tank top?) and many more, including running.

So it probably should not have come as a shock to Nike that when it offered a sneak peek of the Team U.S.A. track and field unies during a Nike Air event in Paris celebrating its Air technology on Thursday (which also included looks for other Olympic athletes, like Kenya’s track and field team, France’s basketball team and Korea’s break dancing delegation), they were met with some less-than-enthusiastic reactions.

See, the two uniforms Nike chose to single out on the mannequins included a men’s compression tank top and mid-thigh-length compression shorts and a woman’s bodysuit, cut notably high on the hip. It looked sort of like a sporty version of a 1980s workout leotard. As it was displayed, the bodysuit seemed as if it would demand some complicated intimate grooming.

Citius Mag , which focuses on running news, posted a photo of the uniforms on Instagram, and many of its followers were not amused.

“What man designed the woman’s cut?” wrote one.

“I hope U.S.A.T.F. is paying for the bikini waxes,” wrote another. So went most of the more than 1,900 comments.

The running comedian Laura Green posted an Instagram reel in which she pretended to be trying on the look (“We’re feeling pretty, um, breezy,” she said) and checking out the rest of the athlete’s kit bag, which turned out to include hair spray, lip gloss and a “hysterectomy kit,” so the women would not have to worry about periods.

When asked, Nike did not address the brouhaha directly, but according to John Hoke, the chief innovation officer, the woman’s bodysuit and the man’s shorts and top are only two of the options Nike will have for its Olympic runners. There are “nearly 50 unique pieces across men’s and women’s and a dozen competition styles fine-tuned for specific events,” Mr. Hoke said.

Women will be able to opt for compression shorts, a crop top or tank and a bodysuit with shorts rather than bikini bottoms. The full slate of looks was not on hand in Paris but more will be revealed next week at the U.S. Olympic Committee media summit in New York. The Paris reveal was meant to be a teaser.

Mr. Hoke also pointed out that Nike consults with a large number of athletes at every stage of the uniform design. Its track and field roster includes Sha’Carri Richardson, who happened to be wearing the compression shorts during the Paris presentation, and Athing Mu. And there are certainly runners who like the high-cut brief. (The British Olympic sprinter Dina Asher-Smith , another Nike athlete, told The New York Times last summer that while she opts to run in briefs, she also leans toward a leotard style, rather than a two-piece.)

What Nike missed, however, was that in choosing those two looks as the primary preview for Team U.S.A., rather than, say, the matching shorts and tanks that will be also available, it shored up a longstanding inequity in sports — one that puts the body of a female athlete on display in a way it does not for the male athlete.

“Why are we presenting this sexualized outfit as the standard of excellence?” said Lauren Fleshman, a U.S. national champion distance runner and the author of “Good for a Girl.” “In part because we think that’s what nets us the most financial gain from sponsors or NIL opportunities, most of which are handed out by powerful men or people looking at it through a male gaze. But women are breaking records with ratings in sports where you don’t have to wear essentially a bathing suit to perform.”

The problem such imagery creates is twofold. When Nike chose to reveal the high-cut bodysuit as the first Olympics outfit, purposefully or not, the implication for anyone watching is that “this is what excellence looks like,” Ms. Fleshman said.

That perception filters down to young athletes and becomes the model girls think they have to adopt, often at a developmental stage when their relationships with their bodies are particularly fraught.

And more broadly, given the current political debate around adjudicating women’s bodies, it reinforces the idea that they are public property.

Still, Ms. Fleshman said, “I’m glad Nike put this image out as the crown jewel of Olympic Team design,” because it may act as the catalyst for another conversation that has been long overdue.

“If you showed this outfit to someone from the W.N.B.A. or women’s soccer, they would laugh in your face,” she said. “We shouldn’t have to normalize it for track and field anymore. Time’s up on that.”

WASHINGTON (AP) — President Joe Biden’s latest plan for student loan cancellation is moving forward as a proposed regulation, offering him a fresh chance to deliver on a campaign promise and energize young voters ahead of the November election.

The Education Department on Tuesday filed paperwork for a new regulation that would deliver the cancellation that Biden announced last week . It still has to go through a 30-day public comment period and another review before it can be finalized.

It’s a more targeted proposal than the one the U.S. Supreme Court struck down last year. The new plan uses a different legal basis and seeks to cancel or reduce loans for more than 25 million Americans.

Conservative opponents, who see it as an unfair burden for taxpayers who didn’t attend college, have threatened to challenge it in court.

The Democratic president highlighted the the plan during a trip to Wisconsin last week, saying it would provide “life-changing” relief. He laid out five categories of people who would be eligible for help.

The new paperwork filed by the Education Department includes four of those categories, while a separate proposal will be filed later addressing how people facing various kinds of hardship can get relief.

The broadest forgiveness category would help borrowers who owe more than they originally borrowed because of runaway interest. It would eliminate up to $20,000 in interest for anyone in that situation, while those with annual incomes below $120,000 and enrolled in income-driven repayment plans would get all their interest erased with no maximum limit. It would be done automatically.

Another category would cancel loans for people who have been paying back their undergraduate student loans for at least 20 years, and those who have been paying graduate loans at last 25 years.

It would automatically cancel loans for those who went to colleges or programs considered to have low financial value. Borrowers would be eligible for cancellation if they attended a program that leave graduates with earnings no better than those with a high school diploma, for example, or programs that leave graduates with large shares of debt compared with their incomes.

Borrowers who are eligible for other federal forgiveness programs but haven’t applied would also get loans erased. Federal education officials would use existing data to identify those people and offer relief. It’s intended to reach those who don’t know about other programs or have been deterred by complicated application processes .

The proposal was hashed out over the course of several hearings as part of a federal rules process that gathers advice from outside experts. The plan was drafted with the help of students, college officials, state officials, borrower advocates and loan servicers.

During that process, advocates pushed for a fifth category of forgiveness for people who have different kinds of hardship that prevent them from being able to repay their loans. The Education Department said it’s still working on the details of that rule, with a separate proposal to come “in the coming months.”

The department said the hardship proposal will offer cancellation to borrowers who are at high risk of defaulting on their loans along with those who face other hardships, including high medical and caregiving expenses. That proposal will mirror one agreed upon by outside experts during the rulemaking process, the agency said.

It usually takes months for a proposed rule to be finalized, and months more before it can take effect. The Biden administration said it plans to start implementing some parts of the new proposal as soon as this fall, using the education secretary’s authority to implement rules early in certain cases.

Republicans are staunchly opposed to any broad student loan cancellation, saying it’s an unfair bailout for people who went to college.

“Where is the relief for the guy who didn’t go to college but is working to pay off the loan on the truck he takes to work?” said Sen. Bill Cassidy, R-La., the ranking member of the Senate Health, Education, Labor and Pensions Committee. “What about the woman who paid off her student loans but is now struggling to afford her mortgage? Instead the Biden administration is sticking these Americans with the bill of someone else’s student debt.

Two coalitions of Republican states have sued the Biden administration to block a separate repayment plan that offers an accelerated path to loan forgiveness.

The White House says it’s confident the new plan is on solid legal ground, saying the Higher Education Act gives the education secretary the power to waive student loans in certain cases.
