School Description:
The School of Nursing and Midwifery was established in 1996 at a time of great change in nursing education in Ireland. Subsequently a rapid expansion followed to a point where postgraduate programmes are offered catering for many branches of nursing and midwifery as well as other Healthcare professions. The School has a definite research profile and has formed many national and international links. Research Programmes The School has a growing record of attracting research funding in various health care areas. Research interest groups are working in collaboration with international experts in the areas of Maternal, Child and Family Health, Healthy Ageing and Intellectual Disabilities, Mental Health and Recovery, Healthcare Innovation and Integration. This work has created opportunities for full-time research posts. Our Ph. D. programme follows a structured model. Students are required to participate in taught modules and obtain between 10 and 30 ECTS in doing so during the lifespan of their PhD research. At least a quarter of those credits will be fulfilled by the Research Integrity in an Open Scholarship Era module, which all Ph.D. students must complete. A foundation module entitled Research Methods for Health Care (10 ECTS) is available to all students. This is delivered through the monthly Research Support and Education Seminars and is provided to assist students in their development and to facilitate networking with other students and staff. There are opportunities to study for a Ph.D. full-time taking approximately 4 years or part-time over a period of 6 years. Students can commence their programme of study from September or March in each academic year.
The School offers a number of research student bursaries each year and interested students should contact the Director of Research in the School.

PhD and Professional Doctorate Scholarship
Established in 1974, the RCSI Faculty of Nursing & Midwifery plays a pivotal role in leading and supporting the development of the nursing and midwifery professions in Ireland. We do this through the delivery of transformative learning experiences, impactful research in the areas of professional development, and supporting the contribution of nurses and midwives to health, social care and societal wellbeing.
The faculty, in partnership with the RCSI School of Postgraduate Studies , has launched a PhD and Professional Doctorate Scholarship Award. This award will enable nurses and midwives to undertake research in areas that will inform and shape the future of healthcare provision and societal wellbeing.
The award is open to all Fellows and Members of the RCSI Faculty of Nursing & Midwifery. Each scholarship is to the maximum value of €12,000 per year for a maximum of five years' full-time study, or pro-rata for up to seven years of part-time study.
Applications from Fellows and Members with approved or pre-approved research project plans and potential supervisors are particularly welcome, as are research projects addressing WHO health priorities or UN Sustainable Development Goals.
The purpose of the PhD and Professional Doctorate Scholarship Award is to:
- Promote high quality, innovative research in line with the RCSI Faculty of Nursing & Midwifery's strategic objectives
- Enhance the research competence and capacity of nurses and midwives
- Enhance the contribution of nursing and midwifery research to healthcare and societal well-being
- Contribute to the number of nurses and midwives educated to PhD and professional doctorate level within the profession
- Strengthen the link between the faculty, RCSI academic schools, and the health service
- Co-develop research ideas with health service partners
- Produce high-quality research outputs that impact nurses and midwives, patients, and wider society.

The professional doctorate facilitates scholars to develop advanced research skills and practices, and apply them to their own specialist area of professional practice. The professional doctorate is practitioner-led research that incorporates academic and professional knowledge.
Candidates complete four mandatory structured modules delivered in a blended format during the first year of the programme, encompassing clinical research methods; systematic review for evidence appraisal and synthesis; research ethics and integrity; and leadership.
This is then followed by data synthesis and thesis completion over the final three years. Scholars have one contact hour per month on campus and the research work is performed at the candidate's workplace. To be eligible to apply for a professional doctorate, candidates must have a minimum of five years' professional experience at a senior level as a nurse or midwife.
- Applicants complete an online application form and email it to the Faculty of Nursing and Midwifery by the quarterly closing date.
- The application form will undergo initial screening to ensure it is completed in accordance with the submission criteria. Applications found to not adhere to the submission criteria will be rejected without review.
- Applications that meet the submission criteria will be reviewed by the PhD and Professional Doctorate Scholarship Award Committee and a decision made as to the awarding of scholarships. In some instances, further information or clarification may be sought from the applicant before a decision is made.
- Applicants will be notified of the outcome of the review. The decision of the Faculty of Nursing and Midwifery as to the eligibility of any application, or the awarding or withholding of a PhD and Professional Doctorate Scholarship Award, shall be final and conclusive.
- Successful applicants can then apply to register for a PhD or professional doctorate programme within RCSI and submit their research plans to the Academic Review Committee. Note that the successful awarding of a scholarship does not automatically result in enrolment within a PhD or professional doctorate programme. It is the responsibility of the successful applicant to gain admission to their chosen school within RCSI.
The PhD and Professional Doctorate Scholarship Award is open to all Fellows and Members of the Faculty of Nursing and Midwifery. Fellows and Members must be in good standing at the time of their application and, if successful, must remain in good standing for the duration of their scholarship.
Only one application per Fellow/Member is permitted per award cycle and applicants who are unsuccessful in one award cycle can reapply if desired during subsequent award cycles.
Each application must provide evidence of an actual or potential research study that demonstrates:
- An evidence-informed and needs-based rationale for the research
- Relevance and alignment of the initiative with Ireland’s current health policy and policies for nursing and midwifery, the faculty’s strategic goals, WHO health priorities and/or the UN Sustainable Development Goals
- How the research is being/will be conducted
- Potential impact of the research and contribution to knowledge/practice
- Information and preliminary costings on how the scholarship will be spent in the development/implementation of the research and dissemination of the findings
- Agreement to be supervised or co-supervised by the Faculty of Nursing and Midwifery executive team in addition to an academic supervisor from the chosen RCSI school
- Achievement of the RCSI English language requirements, where the applicant's first language is not English
- A publishing strategy to include information on target conferences and target journals to publish and disseminate findings.
- Continual funding will be dependent upon successful progression each year
- Supervisory arrangements must comply with the RCSI Research Code of Practice and Postgraduate Regulations.
- A member of the Faculty of Nursing and Midwifery executive will form part of the supervisory panel for each award made in addition to an academic supervisor from the chosen RCSI school
- The Board of the Faculty of Nursing and Midwifery will review and consider offering the PhD and Professional Doctorate Scholarship Award on an annual basis depending on uptake, finances, and strategic priorities
- Successful applicants will be invited to display a poster outlining their proposed research at the Faculty of Nursing and Midwifery Annual International Education and Research Conference in Year 1 and present findings from their PhD or professional doctorate in Years 2 and 3 of registration
- It is the responsibility of successful applicants to gain admission to their chosen programme of study within RCSI commencing in the following academic year
- PhD and Professional Doctorate scholarships are awarded on the veracity of the information provided. The Faculty reserves the right to withhold payment of the award and to seek compensation for any funds provided if it is subsequently discovered that the information provided in the application form was false or misleading. The Faculty also reserves the right to withdraw funding in the event of a scholar securing a national scholarship.

Introduction.
The UCD School of Nursing, Midwifery and Health Systems (SNMHS) is offering funded scholarships for entry into the PhD programme with registration commencing in September 2024. The PhD programmes at SNMHS provide comprehensive research training that enables students to develop and deepen their understanding of their chosen topic.
Full-time PhD scholarships offer EU academic fees for a maximum of 4 years. No stipend is provided and no contribution to the School is requested.
Part-time PhD Scholarships offer EU academic fees for 6 years on the part-time register. No stipend is provided and no contribution to the School is requested.

Ph.D. Scholarship Domains
We are offering full and part-time scholarships which are aligned to one of the four SNMHS research domains:
- Holistic health and wellbeing across the life continuum.
- Learning design and teaching practice.
- Advancing care practices in nursing and midwifery.
- Health systems and inclusive healthcare.
The scholarships are open to registered nurses and midwives, who are excited by research. Scholars will seek to create an impact for their discipline and profession through the generation and translation of evidence that builds health across the life continuum, advances nursing and midwifery practice or education, or strengthens health systems nationally and globally.
Eligibility Criteria
Entry Requirements
Applicants must be a legal resident of Ireland at the time of the application.
Applicants must have an active nursing or midwifery registration with the Nursing and Midwifery Board of Ireland (NMBI).*
Applicants must fulfil one of the following criteria*
- The candidate has obtained a minimum of an upper second-class degree or equivalent in a relevant honours Bachelor’s degree;
- The candidate has obtained a relevant master’s degree;
- In certain circumstances, the candidate has demonstrated other evidence of academic standing and/or relevant professional experience as satisfies the Governing Board of their suitability for admission to the degree programme. These criteria are considered non-standard admission requirements.
English Language Requirements
Candidates whose first language is not English and whose primary degree was obtained in a country where English is not the official language of instruction must provide proof of proficiency in English such as IELTS or TOEFL. The original certificate of completion of an English language test must be enclosed with the application. In all cases, the test results must not be more than two years old.

*SNMHS Undergraduate Direct Entry
Applications are invited from UCD undergraduate nursing and midwifery students who are in the final stage of their undergraduate programme (Stage 4).
In order to be considered eligible for the scholarship programme UCD undergraduate nursing or midwifery students must fulfil the following criteria:
- Be in the final stage of their registration programme with anticipation of NMBI registration in 2024
- Provide evidence to support a predicted degree of a minimum of upper second-class honours (stage module transcripts and academic reference)
Successful applicants may be offered a research degree programme scholarship conditional to the candidate achieving a minimum of an upper second-class honours degree in 2024 AND subsequent NMBI registration.
These candidates may defer the commencement of their research degree registration to January 2025
How to Apply
Interested and eligible applicants are advised that they should discuss their research plans with a member of staff in the SNMHS ahead of their application. For the application to be eligible for review prospective students must secure the support and nomination of an academic staff member of the School who will become the primary supervisor for the PhD.
In advance of their scholarship application, candidates must apply to register as a PhD student with the SNMHS following normal due process and observing the registration guidelines. Applications are made online through UCD Applications and require the payment of an application fee (€60). For more information on SNMHS PhD application requirement, please visit our website. Once the application has been accepted and the student is provided with an offer of registration to the research degree programme they may make an application to be considered for the scholarship programme.
If you are already registered as a PhD student in SNMHS you must be in the first year of the register i.e., from September 2023. This applies to students registered Part-Time or Full-Time.

- A cover letter indicating the applicant’s discipline and which NMHS research domain(s) their application aligns to.
- The cover letter should state whether its an application for a full-time or part-time scholarship
- A personal statement (max 500 words)
- A Curriculum Vitae
- A research proposal (max 1,500 words)
- A supervisor support statement

- Evidence of a commitment to nursing/midwifery research and academic development of the profession
- Evidence of relevant transferable skills for example communication, leadership, self-management
- Experience in research dissemination (peer-reviewed journal article(s), conference presentations, posters, policy briefs)
Research Proposal
- The aim(s) of the proposed research are clear and are placed within a suitable context
- The proposed research demonstrates the potential to have a novel contribution to theory, methodology, practice, and/or education
- There is a clear understanding of the overall research process demonstrated (from question to results)
- The rationale for pursuing a doctoral research degree is explained
- The application is clearly aligned to the school research domains and/or existing school research activity
- Excellent written presentation (spelling, grammar, graphical) with essentially no presentation errors

This Structured PhD is available as a four-year full-time programme and as a six-year part-time programme (360 ECTS).
Each student must obtain 30 ECTS during their PhD programme. Students select modules in consultation with their supervisor. There are a number of professional skills modules available, as well as advanced discipline-specific modules.

PhD candidates should normally have a high honours standard in a relevant academic discipline at primary degree level or equivalent together with the support of an academic staff member who is approved by the College to supervise the research in terms of its nature and scope. Candidates will be required to submit a well-developed research proposal for consideration by the School as part of their application.

Brief Description
This a novel, Structured PhD. which will allow the student to complete a Ph.D. within 4 years (full-time). The research project will be sited within one of the Faculty's six Departments, but th etaught elements will be shared across the Faculty, maximising learning opportunities for the students. It will promote a sharing of expertise and experience, which will lead to high quality traslational research in accordance with the faculty mission to advance the wellbeing of people. Students may take modules in quantitative, qualitative or mixed methods research methodology, promoting a holistic view of the participants
The course aims to:
- provide a programme that is academically rigourous at a level appropriate to postgraduate research and consistent with standards nationally and internationally
- educate students in all aspects fo research and critical evaluation, including research methodologies, cirtical review and ethics
- provide skills appropriate for research in professional contexts.
- provide education which will allow students to deliver translational research which has significance nationally and internationally.
Core Modules
- The research project (270 credits) spans all four years, (there is an extended period of two years for part-time students) and is supervised by a Primary Supervisor from your home department. The final thesis may be completed as a monograph or in an article based format
- Introduction to Postgraduate Research (6 credits) is designed to induct the student into good practice with respect to carrying out their PhD. Lectures and workshops will include, for example, principles and regulations for a PhD at the University of Limerick, expectations of the student and supervisory committee, and how to maximise supervisory guidance and information on seeking research funding. Exercises in critical review will support the student's study of the literature. In addition, the student will learn about ethics in theory and in practice, and in terms of making an ethics application within the faculty. This first module will encourage the intake of Postgraduate students across the faculty to meet and work together.
- Research Integrity (3 credits) builds on the previous strand looking more widely at ethics in research. These are workshops based modules, with a small number of initial lectures on good research practice and on research misconduct. Workshops will review and debate examples of good and bad research practice, and examine how investigations into research misconduct should be undertaken using a scenario-based approach.
- Entering the academic community (3 credits) will equip the student with skills to network with respect to their research. One full-day workshop will allow the student to explore how to develop international contacts, get abstracts accepted at conferences, prepare good conference presentations and posters, run workshops, and review abstracts.
- Postgraduate School workshops & Professional Portfolio (12 credits) is a student-centered module, guided by the research supervisory team. Students will maintain a portfolio of activities such as attendance at invited speaker programmes and presentations at a conference. The portfolio will comprise documentation of the activities and reflective work reviewing the different experiences. As part of the portfolio module students are required to attend 60 hours of workshops throughout the first four years. The workshops attended are incorporated into the portfolio of learning.
- Applicants will normally be expected to hold an Honours degree (minimum 2.1) or equivalent in a discipline appropriate to their area of proposed research.

Nurses trained in the US denied access to work in Irish hospitals - despite years of experience
NURSES WITH YEARS of professional experience are being denied access to work in Ireland during a huge staffing shortage.
Irish nurses and others who trained in America are among those having difficulty accessing employment here, despite the HSE carrying out overseas recruitment drives.
According to HSE annual report figures for 2016, nursing staffing levels have fallen by more than 3,000 since 2007.
The HSE says it’s trying to increase the nursing and midwifery workforce by more than 1,200 this year and is appealing to potential candidates both at home and abroad.
However, TheJournal.ie has spoken to a number of nurses who trained in the US and can’t get a licence to work in Ireland – even though they have years of professional experience.
The figures
Marvel Williamson lived in Ireland for two years but had to return to the US when she couldn’t get her nursing licence. She has a Master’s degree in nursing from the US, a PhD, extensive clinical experience and was a nursing school professor and a dean for almost 20 years. She said her qualifications were given no consideration.
The Nursing and Midwifery Board of Ireland ( NMBI ) is responsible for evaluating overseas applications from nurses and midwives who want to work in Ireland.
Last year saw 2,055 overseas registrations.
Nurses from India made up 30% of this number with 616 registrations processed. The UK was the next most popular with 376 registrations (18%), while the Philippines ( 289 ), Romania ( 155 ) and Poland ( 108 ) came in third, fourth and fifth.
Just nine US nurses were registered last year, despite the NMBI dealing with 101 applications from the States. The NMBI also noted that some of the registrations may be from applications from the previous year.
The NMBI said “the protection of the public is at the heart of the registration system” and that some American applicants do not meet its standards due to the nursing programmes they undertook and how they compare with Irish standards.
However the nurses we spoke to dispute this.
Of the top 100 nursing schools in the 2017 World University Rankings, over a third (34) are in the US – including 16 in the top 50.
The QS World University Rankings 2017 puts four American colleges in the list of the top 10 nursing schools.
Ireland ranked just outside the top 35 with the nursing department in Trinity College Dublin coming in at 36th. The National University in Galway, University College Cork and University College Dublin are all placed outside the top 50.
India does not feature in the rankings which are based upon academic reputation, employer reputation and research impact.
How it works?
One of the requirements for nurses looking to get registered to work in Ireland is that they’ve completed 1,533 theoretical hours and 2,300 clinical hours . All three women that we spoke to were repeatedly questioned about their clinical and theory hours, even though they have been working as professionals for years.
Dr Williamson said the application process was solely focused on the contents from her basic nursing school curriculum from the 1970s and the NMBI wouldn’t take how many years of nursing experience she had after graduation from nursing school into consideration.
The NMBI staff had no understanding of nursing education in the United States and assumed the licensure system was the same as Ireland’s.
However, Dr Williamson explained to TheJournal.ie that the number of clinical hours in nursing school in each country are not always comparable.
“In Ireland ‘clinical placement’ means that a student serves in an apprentice-like role, supplementing nursing staff without a professor on site, whereas in the United States the professor is there at all times providing direct instruction.
“ On average, a nursing student in the United States gets around 340 clock hours of ‘theoretical’ (classroom hours) and 1,000 hours of clinical instruction to earn a bachelor’s degree in nursing.”
She added, “A nursing graduate in Ireland is granted registration automatically upon completion of the university.
“In the USA we are required to pass a licensure exam after graduation to become registered, but can work as a graduate nurse until the exam is passed, which can take as long as several months.
“NMBI assumed I was illegally practicing without a license during the first few months after I graduated and kept challenging that, even though every nurse in the USA must do the same.”
‘Sending money to an organisation that has no intention of registering’
Irish woman Mary Taffe encountered the same problems.
She left Ireland for the US in 1989 and has been working as a nurse with a BA Degree in nursing since 2000. She has been employed in a hospital ICU and ER since 2012. Taffe applied to the NMBI in January 2016 but was denied because it said she didn’t have the correct theory and clinical hours.
The decision was denied, stating I needed 1,533 theory hours in my education and 2,300 clinical hours. No US nursing programme has that.
“All nursing programmes in the US have to be accredited and are tightly controlled in conjunction with the nursing boards of each state. My college didn’t even know how to fill out the documents properly.
Nurses from the US are sending money to an organisation that has no intention of registering them, and this has been going on for years.
Taffe said she spent €425 ($479) for her first application. She was then told time had run out after a year and then paid another €355 ($400) and a further €133 ($150) to appeal.
Williamson had a similar tale.
“The delay in response from NMBI each time I submitted additional documents or communications was extensive — many weeks to months each time,” she said.
NMBI had a rule saying that if the process was not completed within a certain period of time, the applicant had to start over. Their delays in responding and constant new requests for more documents were responsible for the time running out. I gave up trying.
Marvel is now working in the US State of Kansas.
Experienced nurse forced to work in Irish nursing home
Another nurse, who is from the US but moved to Ireland with her Irish husband and children, is working in an Irish nursing home because she can’t get accredited.
Marie* has a bachelor’s degrees in sociology and nursing. She first applied for her nursing license from the NMBI more than two years ago. She said she made numerous calls but was unable to reach anyone.
I’m not sure that I can put into words the frustrations and roller coaster of emotions that the board has put us through these last two years. I have countless unanswered emails and a ridiculous amount of unanswered calls.
Marie was denied because of the difference in clinical hours but said this was not pointed out to her beforehand.
This is what kills me. This is a known issue. I have been in this country for two years sending in countless documents which they basically ask for piecemeal then wait three months and ask you for something else.
However, the NMBI says that incomplete applications by applicants is the issue.
“Incomplete applications remain an ongoing challenge for the board, with applicants in this respect all contacted,” it told TheJournal.ie .
After appealing the decision at a cost of €150, Marie was told she lacked 400 supervised clinical hours.
She worked as a nurse for nine years in the US and trained at a high-tech urban academic hospital, becoming a wound and ostomy clinical specialist. However, none of that could be used toward the 400 hours.
Marie was recommended for the adaptation program but there were no placements available so she is now working in a nursing home for two years as that is the only way she can get into a course.
“I have a pretty good set of skills… I want to be able to use those skills to help people in my community but I am being told I have to contract to a nursing home or agency to get my registration… No one told me this when I applied.
You have highly trained and experienced American nurses sitting around this country unable to work, while you have Irish nurses drowning looking for more staff.
A spokesperson for the NMBI said, “Unfortunately some American applicants do not meet NMBI standards and requirements in terms of the nursing programmes they undertook when compared to Irish standards and requirements.
“Many programmes fall short of the hours required for registration with NMBI, resulting in either a period of adaptation/aptitude test or a refusal of registration.”
US nurse numbers
Of the 247 US applications received since 2013, less than 10% ( 24 ) were registered and 77 were refused.
TheJournal.ie asked the NMBI what the number one reason for US applications being refused registration is, but none was given.
Instead the NMBI said, “Each application is individually assessed on a case-by-case basis to include a full review of each applicant’s education and training programmes.
“This review includes all pre-registration and post-registration nursing education programmes which are compared to Irish standards of education and training for nurses. The protection of the public is at the heart of the registration system.”

When asked about the large gap between the number of applications and numbers of people registered or refused, an NMBI spokesperson said: “Those applicants who aren’t registered or refused and whose applications are still in the system remain in a process of assessment which can result in a period of adaptation/aptitude test, or a requirement for them to submit further information/documents as part of a full, completed application.
“A decision letter recommending adaptation/aptitude test is valid for 12 months after the date of decision. If the process has not been completed and NMBI has not had any contact from the applicant for six months, the file is closed.”
Recruitment drives
The new figures emerge as the HSE is sending staff on overseas recruitment drives to try to recruit nurses.
Nursing and midwifery numbers at the end of April this year stood at 36,549 whole-time equivalents.
The HSE has committed to increasing the nursing and midwifery workforce to deliver 1,208 additional permanent posts this year.
Just last month Health Minister Simon Harris described how additional funding is being provided to achieve this.
He described how “a broad range of retention measures” are being implemented. He said the HSE recently went to Glasgow to a nurse recruitment fair where it met 27 Irish nurses who are working in Scotland.
It is right, and indeed moral, that as a country we would go to some of the destinations where many of our best and brightest left to go to during the economic recession, meet them, make it easier for them to come home and let them know about the opportunities. Certainly, we are getting a positive response in relation to that.
The recruitment measures include careers days, HSE attendance at national and international recruitment fairs and a communication from the national director for HR to all nursing and midwifery graduates telling them how to apply for a full-time permanent post in the Irish health service.
Harris added that key retention measures include enhanced maternity leave cover, a career break scheme and offering nurses and midwives improved educational opportunities and career pathways.

Top graduate schools in Wisconsin landed on the latest U.S. News & World Report list ranking more than 2,000 programs across the country. U.S. News & World Report published its 2024-'25 report in April, ranking graduate programs in business, education, law and nursing, among other fields.
University of Wisconsin-Madison's the School of Education tied for first overall with Teacher's College, Columbia University, according the report. That's up from third overall and second among public universities last year.
Several of Marquette University's graduate programs moved up on the list, including the master's program in the College of Nursing, which moved up from 66 to 58.

The Master of Nursing program is ranked at No. 82 out of almost 600 universities ranked, and the Doctor of Nursing Practice program ranked at No. 85 out of 389 universities. These rankings look at hundreds of universities, but when you break it down to just within the state of Wisconsin, our Master of Nursing program is the top program at a public university in Wisconsin, and our Doctor of Nursing Practice program is ranked second for public universities in the state.

State Award for Penn Nursing Professor
Penn Nursing ’s Colleen Tewksbury, PhD, MPH, RD, CSOWM, LDN , Assistant Professor in Nutrition Science in the Department of Department of Biobehavioral Health Sciences , was recently awarded the 2024 Keystone Award from Pennsylvania Academy of Nutrition and Dietetics (PAND). She received the award at the group’s annual meeting and exhibition in Lancaster on April 14, 2024.

The Keystone Award recognizes the Pennsylvania dietitian/s who have, through leadership ability, demonstrated exemplary professional standards to serve and advance the aims of PAND. It is presented to a maximum of two members of PAND Pennsylvania each year.
Tewksbury also has a secondary appointment as an Assistant Professor of Nursing in Surgery at the Perelman School of Medicine. Her previous roles at Penn for the past decade have included serving as a weight management dietitian, bariatric program coordinator, bariatric program manager, and a senior research investigator. She completed her bachelor’s degree in dietetics at La Salle University, Master of Public Health degree from West Chester University of Pennsylvania, and her Doctor of Philosophy degree concentrating in social and behavioral sciences from Temple University College of Public Health. Colleen has received more than ten scholarships and awards from the Academy of Nutrition and Dietetics and has served in multiple leadership positions for the Academy, PA Academy, and American Society for Metabolic and Bariatric Surgery.

USC retains #1 international MBA ranking, climbs in nursing, education
U.s. news rankings show broad-based excellence in graduate programs.
For the 11th straight year, the University of South Carolina has earned the No. 1 ranking in the country for its International MBA program, according to the Best Graduate School rankings released April 9 by U.S. News & World Report. This year marks the 35th consecutive year that the program has ranked in the top three nationally.
“The Darla Moore School of Business’ No. 1-ranked International MBA offers students an interdisciplinary and comprehensive curriculum that prepares them to lead multinational organizations,” said Rohit Verma, the Moore School’s dean. “Our IMBA program is led by the top thought leaders in the international business discipline and delivers high job placement rates and competitive salaries with global corporations.”
The U.S. News graduate program rankings show broad-based excellence at the University of South Carolina, with additional business programs also ranked and significant jumps in nursing and education.
At the Darla Moore School of Business, the graduate-level operations and supply chain program ranked No. 16, up four spots from last year. The Moore School is also ranked No. 3 by Gartner for its undergraduate program. In addition, the professional MBA program is at the No. 19 spot in the latest U.S. News rankings.
The College of Nursing continued a climb it has seen over the past few years, earning the No. 22 spot for its overall master’s program, up from No. 32 last year. The College of Nursing was also ranked No. 1 in January for its online master’s program — for the fourth straight year. The college’s students perform in the top 1 percent nationally on the NCLEX, the national licensure exam for registered nurses.

The College of Education ranked No. 29 in the category of Best Education Schools, with its graduate programs moving up 11 spots from No. 40 last year. The college has improved by 58 spots in the rankings over the past two years.
In other rankings highlights, the Joseph F. Rice School of Law ranks No. 13 for trial advocacy, up from No. 15 last year and No. 30 for its clinical training programs.

These programs help train graduate students destined to become future leaders in their fields, providing the skilled workforce needed to propel the state’s economy.
USC has more nationally ranked graduate programs than all other colleges and universities in the state combined.
New AACN Data Points to Enrollment Challenges Facing U.S. Schools of Nursing
WASHINGTON, D.C., April 15, 2024 – New data released today by the American Association of Colleges of Nursing (AACN) show that sustaining student enrollment in baccalaureate and graduate programs continues to be a challenge at U.S. schools of nursing. Though enrollment in programs designed to prepare entry-level registered nurses held steady (up 0.3%), fewer students are entering baccalaureate degree-completion, master’s, and PhD programs, which poses a threat to meeting the nation’s healthcare needs.
“Despite facing enrollment challenges, nursing schools are committed to expanding their programs in response to the growing demand for nurses in all settings where health care is delivered,” said Dr. Deborah Trautman, AACN President and Chief Executive Officer. “As we consider the needs of the nursing workforce over the next 10 years, more federal and local support is needed to expand pathways into nursing to ensure an adequate supply of clinicians needed to provide primary, preventative, and specialty care to an increasingly diverse patient population.”
Each year, AACN conducts a national survey of nursing schools with baccalaureate and higher degrees to compile data on student enrollment and graduations, faculty and dean demographics, applications received, and qualified applications turned away, among many other key benchmarks. Conducted in Fall 2023, AACN’s latest annual survey, titled 2023-2024 Enrollment and Graduations in Baccalaureate and Graduate Programs in Nursing, contains data reported by 975 schools of nursing, which represents a 90.1% response rate.
Enrollment Changes by Program Level
Most individuals pursuing a career as a registered nurse (RN) in the U.S. enter the profession with a Bachelor of Science in Nursing (BSN) degree offered at 858 colleges and universities. Data from AACN’s Fall 2023 survey show that enrollment in BSN programs increased by 0.3% or 825 students from 2022 to 2023. This finding is welcome news, as AACN noted a decrease in BSN students last year, the first enrollment drop in more than 20 years (see trend chart below). Total enrollment in BSN programs is currently 255,455, which is still below the all-time high of 256,578 students in 2021.
Also at the baccalaureate level, the number of students in RN to BSN degree-completion programs decreased significantly for the fifth consecutive year. These bridge programs for nurses entering the workforce with an associate degree or diploma programs provide an important pathway for nurses looking to advance their education to better meet patient care needs and employer expectations. Last year, enrollment in RN to BSN programs decreased by 9.9% or 9,774 students. This downward trend follows an enrollment surge in RN to BSN programs, which saw a rapid increase from 30,684 students in 2002 to 139,587 enrolled students in 2018. Today, 88,960 students are enrolled in these programs. AACN is exploring the causes that may be contributing to this trend, including declines by program type and any variations by region. AACN is also looking at any correlation between the increase in the number of nurses entering the profession with a baccalaureate and the number of nurses needing to complete a post-licensure BSN program.
At the graduate level, students in master’s programs decreased by less than 1% (0.9% or 1,176 fewer students) since 2022, marking the third year of enrollment decline. Master’s nursing programs prepare individuals for a variety of roles in administration, teaching, research, informatics, instruction, and direct patient care. Currently, 656 nursing schools nationwide offer master’s programs with a population of 130,348 students. AACN continues to monitor master’s program enrollments to identify any factors that may be influencing student demand, including the steady increase in enrollment in the practice doctorate.
Enrollment in PhD nursing programs continued to decline, with a 3.1% decrease (137 students) from 2022 to 2023. Since PhD program enrollment began to dip in 2013, enrollments have decreased by 17.5%, from 5,145 students in 2013 to 4,244 students in 2023. This downward trend over the last 10 years has created great concern among academic nursing leaders responsible for preparing future nurse scientists, educators, and leaders. In its report on the Future of Nursing: 2020-2030, the National Academy of Medicine, Science, and Engineering called the lack of robust enrollment in the PhD in nursing “a major concern for the profession and for the nation.” AACN’s research and data team are examining survey findings to determine factors that may impact enrollment declines, including program characteristics and applications received.
Last year, the number of students in Doctor of Nursing Practice (DNP) programs grew by 2.0% (810 students), marking 20 consecutive years of continuous enrollment expansion. DNP programs prepare nurses for practice at the highest level, including Advanced Practice Registered Nurses (nurse practitioners, certified registered nurse anesthetists, clinical nurse specialists, and nurse midwives). Enrollment in DNP programs has grown steadily over the last two decades from 70 students in 2003 to 41,831 students last year. DNP programs are now offered at 433 schools of nursing.
Applications Received and Turned Away
In addition to enrollment and graduations, AACN tracks applications to schools of nursing in order to assess interest in nursing education among prospective students. Last year, the total number of applications to baccalaureate and higher degree programs held steady with programs receiving 682,547 applications, a decrease of 455 since 2022. By program level, the number of applications increased in entry-level BSN (+0.6%), master’s (+0.6%), and PhD (+3.1%) programs and decreased in RN to BSN (-1.0%) and DNP programs (-7.9%).
AACN also tracks qualified applications not offered admission to nursing programs. Even though enrollments were down across program levels last year, thousands of qualified applications were turned away from four-year colleges and universities. In 2023, a total of 65,766 qualified applications (not applicants) were not accepted at schools of nursing nationwide, though the students submitting applications may have been accepted and enrolled elsewhere. Within this total, applications turned away included 55,111 from entry-level baccalaureate, 703 from RN-to-BSN, 5,491 from master's, 4,225 from DNP, and 236 from PhD nursing programs. Given the persistent shortage of nurse faculty, AACN remains concerned that nearly 10,000 applications were turned away from graduate programs, which may further limit the pool of potential nurse educators.
The primary barriers to accepting all qualified students at nursing schools continue to be insufficient clinical placement sites, faculty, preceptors, and classroom space, as well as budget cuts. See below for a graphic showing the number of qualified applications turned away from entry-level baccalaureate nursing programs over the last 20 years.
“Generating strong interest in nursing careers and retaining new nurses in the healthcare system are top priorities shared by leaders in nursing education and practice,” added Dr. Trautman. “Maintaining a healthy supply of practice-ready nurses is critical to ensuring access to essential patient care services and protecting the nation’s health.”
AACN is leading the charge to advocate for more federal support for nursing education, including funding for students interested in a nursing career and for schools of nursing to support faculty development and the infrastructure needed to accommodate more students. AACN is also calling for full participation among nursing schools in NursingCAS , the profession’s centralized application service for students seeking to enter nursing school to begin or advance their education. Through NursingCAS, students are alerted to open enrollment slots at schools of nursing, which will help to ensure that all available seats are filled, and fewer qualified applicants are turned away.

Now in its 43rd year, AACN’s annual survey of baccalaureate and higher degree nursing programs is conducted by the association’s Department of Research and Data Services. Information from the survey forms the basis for the nation's premier database on trends in enrollments and graduations, student and faculty demographics, and faculty and deans' salaries. These data are essential for policymaking at the local, state, and federal levels as well as for benchmarking by participating institutions.
The annual AACN survey is a collaborative effort, with data on nurse practitioner programs collected jointly with the National Organization of Nurse Practitioner Faculties and data on clinical nurse specialist programs collected with the National Association of Clinical Nurse Specialists.
