রেসিডেন্সিয়াল সার্টিফিকেট এর মাধ্যমে কোন ব্যক্তির বাসস্থানের ঠিকানা উল্লেখিত হয়। কোন ব্যক্তি কোন স্থানে কতদিন থেকে বাস করছে তা রেসিডেন্সিয়াল সার্টিফিকেটের মাধ্যমে বোঝা যায়। কোন ব্যক্তি কোন রাজ্যের কোন অঞ্চলের বাসিন্দা তা সহজেই বাসিন্দা সার্টিফিকেটের মাধ্যমে বোঝে যায়। পশ্চিমবঙ্গে বসবাসকারী যে কোন ব্যক্তি এই রাজ্যের স্থায়ী বাসিন্দা সার্টিফিকেটের জন্য আবেদন করতে পারবেন।

Residential Certificate-র অনলাইন আবেদন প্রক্রিয়া :

বাড়িতে বসে অনলাইনে মোবাইলের সাহায্যে খুব সহজেই রেসিডেন্সিয়াল সার্টিফিকেট এর জন্য আবেদন করতে পারবেন।

(১) অনলাইনে বাসিন্দা সার্টিফিকেটের আবেদন করার জন্য প্রথমে পশ্চিমবঙ্গ সরকারের ই-ডিস্ট্রক অফিসিয়াল পোর্টালের ওয়েবসাইটে যেতে হবে। এই পোর্টালে ঢুকতে ক্লিক করুন https://edistrict.wb.gov.in/PACE/login.do এই লিঙ্কে।

(২) এরপর প্রথমে নাম, মোবাইল নাম্বার সহ বিভিন্ন প্রয়োজনে তথ্য দিয়ে রেজিস্ট্রেশন করতে হবে। রেজিস্ট্রেশন প্রক্রিয়াকালে একটি ইউজার আইডি তৈরি করতে হবে।

(৩) এরপর রেজিস্ট্রেশন সম্পন্ন হলে ইউজার আইডি বা ইমেল আইডি দিয়ে লগইন করতে হবে। লগইন করার সময় একটি ক্যাপচা কোড নিচের ঘরে হুবহু লিখতে হবে এবং সাইন ইন অপশনে ক্লিক করতে হবে।

(৪) এরপর আপনার রেজিস্টার করা মোবাইল নাম্বার একটি ওটিপি পাঠানো হবে সেই ওটিপিটি পরবর্তী পেজে সঠিক জায়গায় পূরণ করে সাবমিট অপশন এ ক্লিক করতে হবে।

(৫) এবার আপনার সামনে সম্পূর্ণ আবেদন পত্রটি খুলে যাবে এবং সেখানে প্রয়োজনীয় তথ্য সহ সম্পূর্ণ আবেদন পত্রটি ফিলাপ করতে হবে এবং প্রয়োজনীয় ডকুমেন্ট পিডিএফ ফাইল আকারে আপলোড করতে হবে। এরপর সবকিছু ঠিকঠাক দেখে ফাইনাল সাবমিট করতে হবে।

(৬) এবার আপনি একটি নম্বর পাবেন সেই নম্বর দিয়ে আপনার রেসিডেন্সিয়াল সার্টিফিকেটটি ডাউনলোড করতে পারবেন। মনে রাখবেন আবেদন করার পর আপনাকে অপেক্ষা করতে হবে বিডিও ভেরিফিকেশনের জন্য।

কী কী নথি প্রয়োজন .

(১) বাসস্থানের প্রমান হিসেবে আপনি পঞ্চায়তের রেসিডেন্স সার্টিফিকেট (Residential Certificate) ব্যবহার করতে পারেন।

(২) পরিচয় প্রমাণপত্র যেমন:- আধার কার্ড, ভোটার কার্ড, রেশন কার্ড ইত্যাদি।

(৩) আপনার নিজস্ব পাসপোর্ট সাইজের রঙিন ফটোগ্রাফ।

(৪) জন্ম তারিখের প্রমাণপত্র যেমন:- মাধ্যমিকের মার্কশিট বা জন্ম সার্টিফিকেট।

A domicile certificate is an official statement provided to the citizen by the state government confirming the residence of the applicant. The domicile certificate proves that the person is staying in a particular place for such a long time. And the individual is the permanent resident of that particular place or state.

Domicile Certificate can be made only in one State/UT. Obtaining Domicile Certificate from more than one State/UT is an offence.

The applicant should be a resident of West Bengal.

ID Card/Passport/Driving License/Voter ID Card/Ration Card, Photocopy of Gorkha certificate issued from D.G.H.C, Certificate by Gram Panchayat Pradhan/Certificate from MLA/MP, Attested photocopy of call letter issued from Army/BSF/CRPF/CISF/SSB/ITBP/EFR.

Birth Proof:  Admit Card for Secondary Examination/Photocopy of Birth Certificate

Photograph:  One Attested Passport Colored Photograph

Follow the below steps to apply online for Domicile/Residence certificate in West Bengal.

Login to  West Bengal eDistrict  portal. 

Click on Single Window System.

Click on Certificates.

Select Local Residence (Domicile Certificate).

Read the instruction and Requirements.

Click on Apply.

Fill the required details.

After the applicant fills up the application form, click on Save & Next button. Application details will become visible.

The applicant can either proceed further by attaching supporting documents, or can cancel them, or might take a printout of this page.

The applicant can view the application details and supporting document list before the submission of the application form for the Domicile Certificate.

Click on "Submit" to apply.

When the application is successfully submitted, the applicant receives an acknowledgement. This contains the application summary and the contact details of the person to be contacted with for further queries.

Visit the nearest Citizen Kiosk/CSC (Tathya-Mitya Kendras) with the required documents.

The operator will fill in the required information on your behalf.

Approval for Rural Applications

In the first level of approval for the Domicile Certificate, the applications from rural applicants are sent to associate BDO for verification.

If the application and the supporting documents are alright, BDO forwards the application to EO for the offline query. BDO can also reject the application or send it back to the applicant for correction. EO conducts the offline enquiry and if the enquiry is positive, EO updates the status in the system and forwards the application to the respective BDO.

EO can also reject or send back the application as per the situation. BDO forwards the application to SDO. SDO can either approve or reject or send back the application.

In certain cases, SDO forwards the application to ADM, who will take the final decision for approval. The final approver will have to digitally sign the certificate. Finally, the citizen/ CSC/ kiosk operator will take the printout of the digitally signed domicile certificate.

Approval for Urban Applications

In the first level of approval for the Domicile Certificate, the applications from urban applicants are sent to associate SDO for verification.

If the application and the supporting documents are alright, SDO forwards the application to EO for the offline query. SDO can also reject the application or send it back to the applicant for correction.

EO conducts the offline enquiry and if the enquiry is positive, EO updates the status in the system and forwards the application back to the respective SDO.

Login to  West Bengal eDistrict  portal.

Click on "View Status"

You can click on "Approved" to check whether your application is approved or not.

The citizen can check the status of the application from the View Status menu. The citizen can also view the list of approved applications from the Approved Application link on the Home page

Follow the below steps to download Domicile/Residence Certificate in West Bengal.

Click on Approved Applications

Select the service name from the list for the approved applications

When the applicant clicks on the Certificate icon, the Domicile Certificate opens as the screen below. The applicant is also able to print out the certificate.

Service is free of charge.

All the service charge containing one page of black and white printing (including money receipt) and one page scanning. If any extra page of printing or scanning required then the following charges will be applicable to beneficiaries:

1.Rs 5.00 for extra page black and White printing.

2.Rs 10.00 for extra colour page printing.

3.Rs 5.00 for scanning per page.

Domicile Certificate will be issued within 7 working days of submission of application.
