Corruption in international business: A review and research agenda

We systematically reviewed the literature on corruption in international business (137 articles) for the last 17 years between 1992 and 2019. Additionally, we identified seven research streams in this growing literature: (1) the legislation against corruption, (2) the determinants of corruption, (3) combating corruption, 4) the effect of corruption on firms, (5) the political environment and corruption, (6) corruption as a challenge to existing theories of management, and (7) the effect of corruption on foreign direct investment and trade. Based on this review, we recommend that strong international laws are needed to minimize the negative impact of corruption on international business. Firms must also consider corruption when formulating strategies to increase operational efficiency and performance. Finally, corruption challenges some key assumptions of existing theories of management. Scholars need to test and expand these existing theories by considering corruption as an important issue in international business.

While many studies have shown that increased levels of economic globalization diminish the level of corruption among trading partners, there are studies that have raised doubts against this claim. In this article, we explore this relationship in a large sample of 138 countries and find that the effect of economic globalization on the level of corruption is not significant. The findings, however, are not indicative of the undesirability of economic globalization. In fact, we find that greater levels of economic development are associated with lower levels of corruption. Nevertheless, it does call for some precaution and monitoring as trade openness alone may not be the panacea for controlling corruption and other factors, for example, the importance of building of relevant institutions to curb corruption may need to be considered. The detrimental impact of corruption on society and economic well-being in both developed and developing countries is well established. International business provides ample opportunity for engaging in a variety of corrupt activities, from bribing of public officials and others in positions of power for obtaining contracts, licences and tax concessions to price fixing and bid rigging. Increased awareness of the negative impact of corruption has over recent years led to the introduction of a broad spectrum of measures designed to combat corruption including in the private sector. These measures involve a range of stakeholders and regulatory approaches (both legal and non-legal). The essential questions now concern the extent to which these are achieving their objectives in terms of tackling corruption. This Interim Report starts with a discussion of the current anti-corruption framework and then proceeds with an examination of the available empirical research to establish how corruption in the business sector is addressed. Though these earlier surveys usefully highlight some general themes they are not directly comparable, provide only a limited understanding of the issue, and raise many unanswered questions. Sections 2 and 3 of this Report thus provide the context for the present authors’ own survey. Sections 4 and 5 discuss in detail the design and implementation of this survey (to date), which aims to provide a more comprehensive understanding of the extent to which key stakeholders are aware of and respond to different anti-corruption measures, the activities they are involved in for the purpose of combating corruption, and the factors which influence their behaviour in relation to corruption. As well as providing valuable insights with respect to company views and experiences this research is unique in also surveying NGOs. The findings of this research project should therefore lead to a greater understanding of stakeholder practices and perceptions, and consequently of how anti-corruption efforts might be strengthened. Whilst it would be premature to draw conclusions at this pilot stage, the findings of the pilot survey discussed in Section 6 highlight the value of investigating stakeholder views in this way, as well as raising some interesting possibilities regarding assumptions about their actions and motivations and additional questions for the next phase of the survey.

"Since the 1990s the international community has become acutely aware of the role of businesses in the growth of corruption globally and the debilitating effects of corruption on economic growth and development. A multitude of strategies from regulation in the form of international legal instruments and self-regulation in the form of codes of conduct through to training of employees and involvement of NGOs and citizens in tackling corruption have emerged and these have been vociferously advocated by international organizations, chambers of commerce and NGOs. This article examines the extent to which these strategies have impacted on the policies and practices of businesses through a survey of companies listed in The Times (London) which included all industry sectors with the exception of banking and finance. The survey findings indicate that despite the huge efforts in devising and publicising anti-corruption strategies by the international community these strategies seem to have had limited impact on the policies and practices of companies."

This paper examines two important aspects of the firms, firstly, it identifies the factors responsible for firm-level corruption, and secondly it investigates the impact of corruption on firm performance in 147 economies using the data set of World Bank's Enterprise Survey. Two indicators, that is, firm's annual real sale growth and export performance are used to gauge the firm performance. Logistic regression is employed to estimate the determinants of corruption and Ordinary Least Square is employed to estimate the impact of firm's corruption on its performance. It is found that corruption augments firm's sale and export performances in the aggregate analysis of 147 economies. In the disaggregated analysis, it is found that corruption increases the firm's sale and exports in low income economies while it reduces the firm's performance in high and middle income nations.
